Full vax must to attend mass gatherings

NEW DELHI/GENEVA, SEP 2 (PTI/AGENCIES): Mass gatherings should be discouraged but if attending it is essential then full vaccination should be a prerequisite, the Centre said on Thursday and urged people to get the jabs and follow Covid-appropriate behaviour, especially during the festive season. In a press conference, it warned the second wave of Covid in India was not yet over even though the weekly positivity rate was showing an overall declining trend. Union Health Secretary Rajesh Bhushan said 39 districts in the country reported over 10 per cent weekly Covid positivity rate in the week ending August 31 while in 38 districts it was between 5 and 10 per cent. He asserted that 16 per cent of India’s adult population have received both the doses of COVID-19 vaccine while 54 per cent have been administered at least the first dose. ICMR Director General Dr Balram Bhargava said mass gatherings have to be discouraged and full vaccination should be a prerequisite if attending such a congregation is essential.

orld Health Organization has added another version of coronavirus to its list of “variants of interest” amid concerns that it may partially evade the immunity people have developed from past infection or vaccination. M u va r i a n t , a l s o known as B.1.621, was added to the WHO’s watchlist on August 30 after it was detected in 39 countries and found to possess a cluster of mutations that may make it less susceptible to the immune protection many have acquired. Scientists and public health officials are particularly eager to know whether the Mu variant is more transmissible, or causes more serious disease, than the Delta variant that is dominant in much of the world.

Biological E’s Covid-19 vaccine likely by Oct: Centre

Hyderabad-based Biological E Limited is expected to launch its vaccine against coronavirus in October this year, Dr VK Paul, Member (Health), NITI Aayog said on Thursday. Paul told ANI that Phase 3 of Biological E’s trial is underway. “Stockpile is being produced. We should

wait for the results. We hope it’ll be in next month or two. They’ve made a broad commitment that they’ll supply a significant amount by yearend,” he added. Biological E will supply 30 crore doses of Corbevax to India by December, as announced by the Union Health Ministry in June.

The Drugs Controller General of India (DCGI) has granted permission to Biological E to conduct phase 2/3 clinical trials of its ‘Made in India’ COVID-19 vaccine on children aged between 5 and 18 years with certain conditions. The trial will be conducted across 10 sites in the country.

DIMAPUR, SEP 2 (NPN): Gauhati High Court, Kohima bench has suspended, till the next returnable date (to be listed after four weeks), the personnel &administrative reforms (P&AR) department’s July 16, 2021 notification allowing 76 departments to conduct departmental exams. Rising People’s Par ty (RPP) said in response to its PIL seeking revocation of the notification and making Nagaland Staff Selection Board (NSSB) functional, Justices Songkhupchung Serto and S Hukato Swu suspended the notification and gave four weeks to the State government to file reply.

According to RPP, its learned counsel Neiteo Koza also submitted before the court that NSSB was already constituted by the State government and rules framed, which became effective from the day it was notified (July 31, 2020). Therefore, she said the motive in keeping NSSB non-functional for such a long period seemed intentional and questionable. RPP demanded that all recruitments to Group-C posts must be conducted through NSSB for fairness and transparency and for which reason the board has been constituted, which was also a longstanding demand of the people.

DIMAPUR, SEP 2 (NPN): Dimapur police have reportedly launched an investigation on reports in social media about likely disruption of supply of LPG cooking gas due to “underground demanding Nagaland entry tax from the Indian Oil LPG cooking gas tankers of Nagaland IOC LPG plant Dimapur.” When contacted, commissioner of police Dimapur, R. Tetseo, told Nagaland Post that the speculations were being investigated including the person who had allegedly posted the message. On the other hand, IOC officials said they have not come across such issue and that everything was functioning smoothly so far. The officials also informed that the police were investigating into the matter.

DIMAPUR, SEP 2 (NPN): The state government on Thursday announced an extension of the ongoing Covid-related lock down measures and relaxations for various activities in the state till September 16, 2021. In an order, issued through the Home department, principal secretary Abhijit Sinha said that the government decided to extend the lockdown measures and relaxations for the various activities, as per the August 18 order for another two weeks-- beyond September 2 up to September 16, 2021. DoSE willing to open schools for classes 9, 10 PTI: Department School Education (DoSE) is willing to open schools for classes 9 and 10 to facilitate offline teaching but the final decision will be made by the High Powered Committee (HPC) on COVID-19, an official said on Thursday. Educational institutions of the state were shut since April 29 due to a spurt

in coronavirus cases and online classes were being taken. However, physical classes for higher secondary and college students resumed from July 26. “The education department is of the view that classes 9 and 10 can be taken offline, but the decision to open schools has to be taken by the HPC,” pincipal director School Education, Shanavas C, said. Heroin worth Rs.18 cr seized in Ghy; 2 held GUWAHATI, SEP 2 (IANS): Assam police on Thursday seized heroin valued at around Rs 18 crore and arrested two drug peddlers hailing from Manipur and Nagaland, officials said. Police said that 2.5 kg heroin concealed in 205 soap cases were recovered from a truck at Jorabat near Guwahati. The contraband was hidden inside the oil tank of the truck. The official said that Dipak Sarma from Dimapur and Jamminlal from Manipur were arrested under the Narcotics Drugs and Psychotropic Substances (NDPS) Act. K Y M C

NSF felicitates HSLC, HSSLC toppers State MLAs at policy workshop in Delhi

KOHIMA, SEP 2 (NPN): Naga Students’ Federation (NSF) organised a felicitation programme for Naga students who emerged as toppers in the HSLC and HSSLC 2021 examinations at Capital Convention Centre, here on Thursday. In his speech, guest speaker of the programme, secretar y, finance and PHED, Kesonyü Yhome while addressing the students said up until now, they were living within the confines and comforts of their parents and teachers with no knowledge about failure or challenges in the real world. He pointed out the importance of making students understand the meaning of failure so that they would not give up when they faced it on their own. “You have graduated from one level but this is just the beginning. You will face challenges and failures along the way but remember to persevere towards your goal”, Yhome stated. He said success was not only measured by how high a person had reached but was also measured by how strong a person fought

back in the face of failures. Sharing the concerns on the unemployment rate, Yhome said this was a burning issue which had marred the progress of the state. According to employment exchange, Nagaland has over 60,000 unemployed youths as of 2019, Yhome said. The figure was in regard to those who had registered, however there would be more who had not registered, he added. He pointed out that Nagaland had the second highest unemployment rate in the country with 21 percent, only next to Lakshadweep, while the national average was at six percent according to a survey by national statistical office. DIMAPUR: The first week activities of Poshan Maah 2021, under Poshan Abhiyan, a central government scheme was launched in Kiphire and Peren on September 1 to ensure community mobilisation and bolster people’s participation to improve nutritional outcomes for pregnant women, lactating mother, children and adolescent girls. Poshan Maah 2021 has been subdivided into weekly themes. Kiphire: The launching programme of Poshan Maah 2021 under the department of social and welfare was held in Hopongkyu memorial hall Kiphire with ADC Kiphire Rahul Mali as special guest. In his speech, ADC highlighted on eating the right amounts of fruits and food for a healthy life. ADC also stressed on the mortality rate of infants and mothers in Kiphire district and mentioned on steps to be taken in order to avoid it. The programme witnessed participation of various line departments, local leaders and Anganwadi workers and helpers. Peren: Integrated Child Development Services (ICDS) project under the department of social welfare, Peren organised the

According to this report there were a total of 45,815 non-Naga workforce with annual income of Rs 450.60 crores, Yhome said. He added that while on one hand Nagas were whining about unemployment, on the other hand the non-Nagas were making huge earnings. He maintained that although they were faced with unemployment, Nagas were not even ready to do manual labour. “Our people do not have the physical capacity, skill sets or the desire to engage in such job opportunities because we feel that we are educated and such jobs are too low for us,” Yhome said. He pointed out that Nagas were accustomed to easy living and that every individual across all the communities were prone and vulnerable to making easy money. He said the living standards and the income of a person did not match since everyone was after a high

standard of living even if their income was low. Yhome observed that such vices should be discussed to let people be aware and get rid of it. Earlier during the president’s address, Kegwayhun Tep congratulated the students and wished them success in their future endeavours. He urged them to become assets to their families and society and not liabilities. Short speech on behalf of the toppers was delivered by HSLC top no. 1, Keneino Thorie while Kekhrongulo Letho spoke on behalf of the parents. The programme was led by NSF publicity and information secretar y, Mteisuding while education secretary felicitated the toppers. Kohima Ao Baptist Arogo pastor, Arep Tzudir invoked God’s blessing and NSF speaker James Briliantson Kashung pronounced the benediction. DIMAPUR: The monthly Dimapur District Planning and Development Board (DPDB) meeting for the month of September was conducted on September 2, in the conference hall of the deputy commissioner (DC) Dimapur. According to a DIPR report, the meeting was held under the chairmanship of advisor, sericulture, excise and minority affairs and chairman DPDB Dimapur, Zhaleo Rio. During the meeting, DPDB Dimapur approved finalisation of LADP (2021-22). The board also approved schemes for “iconic projects” under LADP including: construction of Rongmei council customary court at Chungaizaeng Colony, Burma camp under 1-Dimapur I A/C; construction of link road, Signal Angami to Kevijau measuring 700 meters under 2 Dimapur II A/C; construction of Urra area village union office building at Urra village under 3 Dimapur III A/C; construction of Rostrum cum open Gallery at Khaghaboto Town under 4 Ghaspani-1 A/C and construction of indoor stadium at Medziphema village under 5 Ghaspani-II A/C.

He further informed that from January to August this year, total of 72905 underwent Covid test out of which 7412 were found positive taking the positivity rate to 10.2%. ling was increasing in the present complexities of modern day lives and every child was experiencing different kinds of mental stress. Therefore, he said there was a need to focus on psychological, emotional and physiological wellbeing of children. In this regard, he said that the programme would offer hands-on skill based practical course to ensure that the counselling practices are integrated to the daily teaching learning process in schools. In his speech, deputy mission director, Samagra Shiksha, Kelhikha Kenye said that Nagaland was the first in the country to have this kind of counselling programme and gave credit to SCERT department for its dedication and hard work. He also said this year the government of India had allotted 60 seats for in-service government teachers to take up the diploma course. Kelhikha further informed that the vision of Samagra Shiksha mission was the trained teachers would one day be deputed as full-time counselling teachers in all the districts. Biren Singh virtually launched e-ILP (Inner Line Permit) platform / counters at Imphal, Jiribam and Mao in a solemn function held at the Chief Minister’s Secretariat on Thursday. The programme was organised jointly by Home Department and Department of Information Technology, Government of Manipur. Under the portal, a person from outside the State can apply online for Inner Line Permit by logging in to manipurilponline.mn.gov. in and get the permit from issuing centres at Imphal Airport, Mao Gate, Jiribam Railway Station and Jiribam ILP Exit Counter after proper onsite verification. The online portal is developed by Cubeten Technologies Pvt. Ltd. Speaking on the occasion, N. Biren Singh said that the Inner Line Permit System was enforced in the State, considering its small population and to protect the identity of its people. Stating that the e-ILP tracking system had been developed to mend the loopholes in the procedures adopted to issue the permit and its tracking system, he added that the system would

SHILLONG, SEP 2: District authorities in Meghalaya have slapped show cause notices to six leaders of the ‘Ka Sur Ki Nong Mawlai’ for violating COVID-19 protocols by holding public gatherings twice in the city in the recent times. District Magistrate of East Khasi Hills, Isawanda Laloo said that the leaders of the group held a rally on August 25 at a “limited space” in Mawlai Nongkwar near Thangkhiew petrol pump which was attended by a crowd of about 1500 without obtaining prior permission and another gathering on August 27 by holding a candle light rally from petrol pump to

Mawlai Mawdatbaki. “In the video footage shared, it was also seen that up to 1000 people attended, many were without masks and little social distancing observed,” the show cause notices pointed out. The show-cause notices dated August 31 said that while COVID-19 cases in East Khasi Hills district stand at around 1200, the number of cases in Mawlai is still relatively high with 116 and 94 deaths reported since May. “While the situation has improved, concerns are still there regarding a possible third wave. There is no room for complacency and therefore such acts will defeat the efforts of the administration, health department and public at large

AIZAWL, SEP 2 (PTI): Mizoram on Thursday accused Assam police of assaulting and kidnapping a civilian construction worker from the disputed border between the two states which had earlier seen a shoot-out between their police forces in July. In a letter written to his counterpart in Assam’s Hailakandi district, Mizoram’s Kolasib Deputy Commissioner H. Lalthlangliana alleged that one Lalnarammawia, operator of an earth excavator was blindfolded and kidnapped at gun point by Assam Police personnel in commando fatigues from Aitlang area, a few kilometers from Mizoram’s Vairengte village. The incident occurred on Thursday afternoon, when Lalnarammawia and others were working at a road construction site, the letter said. An excavator had been hired by farmers for road construction. Assam police went to the spot, disrupted construction work and damaged the earth excavator, the letter alleged.

Policemen also snatched the excavator’s key from the operator, who was blindfolded and kidnapped, the Mizoram official alleged. “The JCB operator was blindfolded and kidnapped with a gun pointed at his head by Assam Police wearing Commando uniform. He was then dragged to the river and threatened. His mobile phone along with JCB keys were taken by the Assam Police,” the letter claimed. Terming the incident as serious and setback to recent peace initiative, Lalthlangliana cautioned that it could further the situation, already tense as both states have deployed large numbers of

armed policemen there. The Kolasib DC urged his Hailakandi counterpart to intervene and take necessary action against those involved in the “kidnapping”. He also urged Assam officials to return the items allegedly taken away by Assam police to the earth excavator operator at the earliest. After simmering tensions for several months over a border dispute, at least six Assam Police personnel and one civilian were killed and more than 50 people injured in a fire-fight between the police of the two states on July 26. The two states share a 164.6-km border between Assam’s Cachar, Hailakandi and Karimganj districts, and Mizoram’s Kolasib, Mamit and Aizawl districts. Both states have differing interpretations of their territorial border. While Mizoram believes that its border lies along an ‘inner line’ drawn up in 1875 to protect tribals from outside influence, Assam goes by a district demarcation done in the 1933.

Separatist leader Geelani laid to rest in Srinagar SRINAGAR, SEP 2 (PTI): Pro-Pakistan separatist Syed Ali Shah Geelani was buried near his residence quietly during the night before some of his close relatives and a posse of security forces as restrictions were imposed in the Kashmir valley for precautionary measure, which also included snapping of mobile and Internet connectivity. The 91-year-old was buried in a graveyard located in a mosque near his residence after authorities took over the body as the family, which is believed to have initially agreed for the funeral at night, started insisting that his burial be held at Idgah in downtown of the city, officials said. Earlier, Geelani, who was seen as a stumbling block for any peace moves for improving the situation in Kashmir and wanted its accession with Pakistan, had expressed a wish to be buried in the local mosque but he changed it to Idgah in 2020 when his health worsened. Rajasthan has 81 active Covid cases, lowest for any state JAIPUR, SEP 2 (PTI): Rajasthan has the lowest number of active COVID-19 cases in the country, and no death due to the disease has been recorded in the state in a month, Chief Minister Ashok Gehlot said on Thursday. He, however, warned that the viral infection could spread again if there was negligence. “Rajasthan has become the state with the lowest number of active cases in the entire country, with only 81 patients undergoing treatment. It is a matter of great happiness that no one has died due to the coronavirus in the state in the last one month,” Gehlot said in a tweet in Hindi. “But, if there is a slight negligence, Covid can spread again. Therefore it is very important to follow coronavirus protocols, including wearing masks and maintaining physical distancing,” he added.

The heavy rainfall led to waterlogging on several roads, including Pragati Maidan area, Minto Road, the roads near the All India Institute of Medical Sciences (AIIMS) and ITO. The rainfall led to heavy traffic jam on Vikas Marg to ITO and further to India Gate and Dhaula Kuwan.

edical doctors from prominent private hospitals in Dimapur at a press briefing in Dimapur on Wednesday, aired their deep resentment against posting of unverified and derogatory information on social media platforms including YouTube. The predicament of the doctors reflects how social media is being abused by some people to defame and damage the reputation of others. Not only doctors but other prominent politicians, personalities etc have been the targets of Cyber criminals who are so-called ‘keyboard warriors’. If one commits a crime, he or she is a criminal as per the law. It was indeed unfortunate, that some people have chosen to defame doctors on social media. It is not to suggest that except doctors, all others can be defamed. If at all, there is any genuine complaint, then those having any issue should approach the court for justice instead of posting using social media with the intention to defame and destroy reputations . If at all there is desire for justice, then the targeted person(s) should also be given an opportunity to defend themselves. As per the law, cyber defamation is publishing defamatory content against another person on a website or sending emails containing defamatory information to others for the purpose of defaming the other person about whom the statement was made. The harm caused to a person by publishing on a website a defamatory statement about someone else is widespread and irreparable as the information is available to the whole world. Once the release of defamatory content has been confirmed, the courts then conclude that the intention to harm has been established and those responsible booked for Cyber defamation. Online harassment-Under the Information Technology Act, 2000, (IT Act) online harassment is used as an umbrella term to describe the use of the internet to harass, threaten or maliciously embarrass another party. A major amendment was made in 2008. It introduced Section 66A which penalized sending “offensive messages”. It also introduced Section 69, which gave authorities the power of “interception or monitoring or decryption of any information through any computer resource”. Again with regard to service providers, the government of India has notified a stricter guideline i.e. ‘The Information Technology (Guidelines for Intermediaries and Digital Media Ethics Code) Rules, 2021’ wherein the ‘originator’ of any unlawful message has to be identified. The law will make it mandatory for platforms such as WhatsApp, YouTube etc to aid in identifying the “originator” of “unlawful” messages .It will also require the likes of Twitter, Facebook and YouTube to take down such messages within a specific time-frame, set up grievance redressal mechanisms as well as assist government agencies in investigation. The Supreme Court has taken a principled stand that such laws are against fundamental rights of free speech and thus untenable. However, it is not without saying that although freedom of expression is a fundamental, complex and natural right to freely express oneself through any media without outside interference; yet it is not an absolute right and carries with it special duties and responsibilities. Therefore, it may be subject to certain restrictions provided by law. Certain persons with disturbed personality traits literally live within the domains of social media. Whether they suffer from psychosomatic disorder, loneliness, craving for recognition or whatever behavioural problem; they should not be allowed to abuse social media which is still the best form of communication ever invented.

Our spiritual life cannot be measured by success as the world measures it, but only by what God pours through us— and we cannot measure that at all. When Mary of Bethany “broke the flask…of very costly oil…and poured it on [Jesus’] head,” it was an act for which no one else saw any special occasion; in fact, “…there were some who…said, ‘Why was this fragrant oil wasted?’ ” (Mark 14:3-4). But Jesus commended Mary for her extravagant act of devotion, and said, “…wherever this gospel is preached…what this woman has done will also be told as a memorial to her” (Mark 14:9). Our Lord is filled with overflowing joy whenever He sees any of us doing what Mary did— not being bound by a particular set of rules, but being totally surrendered to Him. God poured out the life of His Son “that the world through Him might be saved” (John 3:17). Are we prepared to pour out our lives for Him? “He who believes in Me…out of his heart will flow rivers of living water”— and hundreds of other lives will be continually refreshed. Now is the time for us to break “the flask” of our lives, to stop seeking our own satisfaction, and to pour out our lives before Him. Our Lord is asking who of us will do it for Him?

In fact, a very good one!” After mulling over such a statement declared publicly---which is rare indeed---I asked: “Are you really telling the truth?” “Do you doubt me?” he counter posed, adding “Of course, I am telling the truth.” “Well,” I said, “Not a few people are aware of the many times you have targeted certain well to do

For, can a man be so brash as to publicly declare himself a liar? Seems like a kind of moral courage to selfdeprecate him. Therein lies the paradox. This then eventually gives rise to parody, verisimilitude, metaphor, mix metaphor and jactitation. Dimensions of lie The word “lie” is derived from the Middle English spoken and written between about 1125 and 1475 and shaped the basis of modern English. It has a score of meanings particularly as to the status of any position including the noun, verb and adjective aspects. It also forms parts of relevant phrases. What we are concerned herewith is lie as an action.

Lie is also a Scandinavian surname. In fact, Norwegian Trg-ve Halvdan Lie was Secretary General of the United Nations (1946-1953). Lied (pronounced leed) is German lyric or song. Lie generally means to make a statement that one knows is false especially with intent to deceive; it also gives a false impression through statement or action especially with intent to deceive: to make such statements habitually. To counter this is to “give the lie to” which is to charge with telling a lie and/or to prove to be false; also to “belie.” “To lie in one’s throat” is to tell an outrageous lie; and “to lie out of it” is to get out of trouble (etc) by lying. To “take lying down” is (colloquially) to submit without protest or opposition. The “lie of the land” means situation geographically, economically, socially or politically. In archaic terms, to “lie with” means to have sexual inter-

course; and so on. Then there is what is known as “white lie.” It is a lie regarded as excusable because it concerns a trivial matter and is told out of politeness to avoid embarrassment etc and without any harmful effect---but is based on a truth. The verb “lie” further has some cousins like prevaricate, fabricate, fib, bluff, framing, misinform, mislead and so on. A reliable way to make people believe in falsehood is frequent repetition in any manner because familiarity is not exactly distinguished from truth. And that is veracity--the truth. Paradox, parody & verisimilitude Paradox is a statement contrary to common belief; a statement that seems contradictory, unbelievable, or absurd but that may be actually true in fact. It is also a statement that is self-contradictory in fact and hence, false. This implies something

inconsistent with common experience or having contradictory qualities. And it also applies to a person who is inconsistent, or contradictory in character and behavior. Thus enters parody, meaning to treat a serious subject in an attempt at humour or ridicule. And verisimilitude is the appearance of being true or real; something that has the appearance of being true or real. There are many instances of politicians the world over indulging in verisimilitude. Metaphor means to carry over. While our leaders, law and policy decision makers will definitely come out with workable solutions to this complex geo-political issue, nobody really knows how much longer it will take for the dust to settle… maybe a few weeks, months, years or even a lifetime. I (for one) think that this is an opportune time to reflect on what we may be losing out in this long wait. Talks, political negotiations, dialogues etc. with the Central Government will continue. However, I strongly feel that the State and the present generation should not be deprived of economic activities and benefits that can accrue if the process of industrialization takes place in Nagaland. Towards this, the article is presented from the viewpoint of a concerned Naga working outside, keeping in perspective the oil and gas industry. In an earlier issue, during the initial outbreak of the COVID-19 pandemic, I had shared concerns over Naga returnees vs. the present employment scenario which was published in the third week of June,2020 in major local dailies. This time around, I wish to highlight the need for all of us to start thinking differently in terms of economic activities that can usher in big industries (such as the oil and gas industry) to address the issues of unemployment that has today become an area of concern for both the government, society and parents alike. While all of us are happy and excited about the fast track projects like the Railway Project, Four-lane Road and implementation of Smart city concepts coming up very soon; I see a not– so-rosy picture when the present scenario is looked from a perspective where all such good things exist without any big industry coming up in the State. The new normal coupled with the ‘Internet of Things’ (IoT) will surely connect us better to the outside world (the internet does not distinguish between rural or urban, young or old, gender, educated or unemployed). Yet, we have more reasons to worry because to sustain our livelihood we need sustainable long term

economic activities that generates regular income. We need to differentiate between State development activities vs. economic activities. It is time we shift our attention on initiatives that will bring about long term gainful engagement and employment. After all, what do we gain if we are able to drive on good roads that take us right up to our doorsteps? What will happen when the railways bring in more finished goods and products from outside that are much cheaper compared to locally available equivalent products? What about the influx of outsiders and tourists who will come in contact with our people living deep inside the rural villages. While it is an undeniable fact that crude oil, christened as ‘black liquid gold’ fuels the economy because when converted into finished petroleum products, most of our basic needs can be met. Yet the oil story of Nagaland is different. Though the presence of hydrocarbon (oil & gas) is confirmed, nobody knows and can say what or how much exactly lies beneath us. It is only estimates and probabilities on which we are making assumptions. The true picture can emerge only when we go for oil exploration activities in a systematic manner by bringing in reputed oil exploration and production companies. We Nagas have a perceived notion that we have rich oil reserve deposits and that we only need to drill. However, we also need to know and appreciate that investing in the oil business is a very high risk high investment business. There are many phases that an oil and gas (E&P) company must go through before crude oil can be extracted and produced. The life cycle of oil and gas takes much longer than what we think. Generally, it takes from 3-4 years to even 10 years to explore and evaluate the commerciality aspect of an oil discovery. This is before the company can even invest to develop the reserve for maximizing recovery and profits. At times, it may even take longer than expected only to find out that there is no deposits beneath. The business of oil exploration and development can accrue enormous benefits such as industry, employment, infrastructure developments and financial benefits to the State and its people. Therefore the discovery of oil in any location, is greeted with great optimism and efforts

are doubled to extract the mineral. However, in the case of Nagaland,despite our claim over presence of oil deposits, the current scenario in Nagaland is quite the reverse and grim since we have to rely fully on our neighboring state for supply of essential petroleum products let alone other basic essential commodities. We must appreciate the fact that Assam State commands such a position today in the business of oil & gas (from upstream to downstream) because they are almost a hundred years ahead of us in the business. They went early for exploration activities for why they are reaping the benefits today. As for us, we will have to wait and depend on other States until the time our natural resources are explored and extracted. Imagine those COVID restriction days or even the closure of national highway due to roadwidening activities lately, the hardship caused due to non-availability and short supply of petroleum, gas and essential commodities cannot be imagined. If one looks at the way the world economy is moving towards, the time is not very far off when crude oil will slowly loose its relevance. The 21st century is expected to witness a major shift in energy sources with gradual decline in the usage of fossil fuels (like coal and oil) for more efficient fossil fuels such as natural gas. Advances in biotechnologies will leverage the increased usage of biomass fuels while wind and solar will also account for a notable share of energy sources. A new transition is likely to be the usage of hydrogen, mainly for fuel cell vehicles, small energy generators and other portable energy devices. In fact, the central government aims to make India a 100-percent electric vehicle nation by 2030 as announced in the recent release of the Union Budget for 2021-22. It focuses on capturing the emerging energy transition trends - from Renewables to Hydrogen. An often quoted adage goes… “The stone age did not end because the world ran out of stones, and the oil age will not end because we run out of oil.” Likewise, the age of fossil fuel will disappear not because we ran out of oil reserves but because renewable energy (with better and advanced technologies) make them more cost-effective to meet humanity’s changing needs. Therefore the challenge isDo we preserve the black liquid gold and risk the chances of losing its worth and relevance tomorrow

or will it be a wiser to accelerate the need for oil exploration now so that we can produce and hand over to posterity a better and brighter Nagaland. A ‘sense of urgency’ for oil exploration to happen in Nagaland is the need of the hour to make a realistic assessment of the presence of hydrocarbon. Oil exploration in simple terms can be better understood as taking an x-ray or MRI. Until we do it, we can only assume. Likewise, only when geological and seismic surveys are carried out and data is collected and interpreted scientifically, can we do a proper appraisal and assessment of the hydrocarbon reserves. Though Champang oilfied in Wokha district, produced until the early 90’s; we do not know whether the oilfield still retains its basic reservoir characteristics over the passage of time. As regards other districts in Nagaland, we are not aware of any systematic seismic survey being carried out. It will only serve to the advantage of the State Government and people of Nagaland if reputed oil & gas companies are allowed to come and carry out oil exploration activities covering large tracks of unexplored areas in our State. We will get to know exactly what type of oil reserves we have… whether proven, possible or probable reserves. Such an exploration campaign will provide us with vital geological data and information based on which we can reaffirm the presence of crude oil across different districts. Bustling economic activities will take place if the Government decides to get into the next phase of development and production of crude oil after ascertaining the same. Infrastructure development in the form of roads, bridges, manpower engagements (skilled, semi-skilled and unskilled) and service contracts etc. will all come along. As reiterated, investment in the oil and gas business is a very capital intensive with very high risks and therefore needs the support of Central Government for its funding and sustenance. The sooner we get in, the earlier we can reap the benefits. Any further delay in waiting may cost us dearly. With everyone’s support, we need to push forward the urgency for early oil exploration in Nagaland so that State development activities go hand in hand with economic activities. Meyabi A. Naga political issue

t is learned that it was agreed in principle with the Government of India (GoI) by the negotiating NSCM (IM) and the seven NNPG’s to address the issue of integration in future through due democratic process only after the present political negotiation final statement. In that case, when the Nagas would be destined to live together as one family and one race remains unforeseeable and uncertain again which is our greatest draw hack. Let us be honest oneself. Any country or nation without integration is meaningless. Therefore, in the context of Naga political issue too, integration is an indispensable factor and without it, it is meaningless. Thus, territorial integration of the Naga inhabited areas is the pillar and the foundation of our nationhood. It is also the axel and the axis of our nationhood. Hence, this is a core issue which has to be pursued and achieve it at any cost before taking up other issues that matter. Every sensible Naga also knows that until and unless we integrate our land and our people in the first place, we cannot protect our sovereign right or future, cannot protect our land or legacy, neither salvage our people from the bondage of our adversary nor achieve our goal. However, without achieving integration, the tall proclamation of such as motherland, sovereign right, recognised Naga national entity, power and honour etc., to prevail in our Naga society does not hold water rather fooling ourselves. Moreover, in any human revolution besides its revolutionary patriots, it is a mass movement and the people’s sentiments that draw the attention of both the world and adversary.

Henceforth, the Naga people in the East, West, North and South wherever they are also need to play their part by engaging themselves in the movement activities continuously proving to the world and adversary alike with their unrelented pledge and support, solidarity and enthusiasms and guts to strive for living together under one administrative circle. It is also necessary to exhibit some drastic actions to a point of no return by showing their determination to live as one family at any cost lest the Nagas are being looked upon or treated as a mild or will-less being by our adversary. Nagas as a whole need to work and struggle together with heart and soul for their common future if they really want. Unfortunately, the Nagas (public) lacks courage in this regard is regrettable. However, in absence of integration, the NSCN (IM) proclamation of such as PAN Naga Hoho, flag and constitution has been creating further disunity, rift and rivalry amongst the different NNPG’s and the various Naga tribes in general. Having said that, the Nagas of Nagaland are not willing to accept the proposed arrangement without integration. Nagas have to be very serious and realistic about its future. Truth by speaking, the unseen human inner force or strength (stronger than all the other external forces) that builds human relationship i.e., trust still eludes the Naga society. Trust deficit prevails in our Naga society today because of Nagas being living apart and this would continue till the Nagas are integrated.Therefore, integration is the ultimate demand of the Nagas which is non- negotiable. NEW DELHI, SEP 2 (IANS): The Ministry of External Affairs (MEA) said on Thursday that it is not aware of any invitation sent by the Taliban for their government formation in Afghanistan. During the weekly press briefing, MEA spokesperson Arindam Bagchi said, “We are not aware of any invitation and also not aware of any detail or nature of what kind of government could be formed in Afghanistan.” Reiterating that India’s primary concern is that the Afghan soil should not be used for anti-India activities, Bagchi said, “Our focus is that Afghan soil should not be used for any terrorist activities against India.” On being asked about holding more meetings with the Taliban, Bagchi said that there is no update on any future meeting. Asked if Taliban leaders recently meeting the India envoy in Doha was a

step towards recognising the group, he said it was just a meeting, and nothing more. Responding to a question on the evacuation of 20 Indians stranded in the war-ravaged country, Bagchi said the ministry will be able to revisit the issue once operations at the Kabul airport resume. The majority of Indians have left Afghanistan, he added. Just a day after American troops formally left Afghanistan on the intervening night of August 30-31, the Taliban held a dialogue with India in Doha to discuss the ongoing situation in the war-torn nation.

During the meeting, the Indian Ambassador to Qatar, Deepak Mittal, had raised New Delhi’s concerns, including on terror activities. At the request of the Taliban side, the Indian envoy met the head of the Taliban’s political office, Sher Mohammad Abbas Stanekzai, in Doha and discussed issues like safety, security and early return of Indian nationals stranded in Afghanistan. The travel of Afghan nationals, especially minorities, to India was also discussed during the meeting.

Permit native breeds alone in Jallikattu: HC CHENNAI, SEP 2 (PTI): The Madras High Court has directed the State government to permit native breeds alone to participate in the bull-taming sport of Jallikattu. I m p o r t e d / hy b r i d / cross bulls should not be allowed in the events, a division bench of Justices N Kirubakaran (since retired) and P Velmurugan said in a recent order. On artificial insemination of cattle, the court said it would amount to meting out cruelty to the animals. The bench was passing orders on a PIL from city resident E Seshan, praying for a direction to this effect. The court directed the authorities concerned to get a certificate from veterinary doctors to certify and ensure that the participating bulls are native breeds only. They shall encourage bull owners/farmers to groom native breeds by way of subsidy or incentives, so that the farmers will be encouraged to groom native breeds.

NMP is meant to hoodwink people: Ashwani CHENNAI, SEP 2 (PTI): Former Union law minister Ashwani Kumar on Thursday claimed the Centre’s National Monetisation Pipeline (NMP), to unlock value in brownfield projects by engaging private sector, is wholly ill-conceived, untenable and intended to hoodwink the people from pressing national issues like price rise, unemployment and others. Terming the policy as a “cruel joke,” he said the NMP is “virtually a transfer of taxpayer-funded assets to a handful of business groups.” “It will lead to a rising concentration of economic power in crucial sectors of the economy in the hands of a few and will also affect the price stabilisation,” the Congress leader said. Speaking to reporters at Satyamurthy Bhavan, the party state headquarters here, Ashwani Kumar alleged the Centre was attempting to part with national assets to the tune of

Rs 6 lakh crore by telling the nation that Rs 100 lakh crore would be invested in infrastructure. “How is it possible, in any case if any mathematical formula is applied, to fund Rs 100 lakh crore through the collection of Rs 6 lakh crore over a period of four years? This is a cruel joke on the people of the country,” he remarked. On the face of it, the NMP appeared to be an attempt to “legitimise a mechanism to favour a select few at the cost of the nation,” he added. The NMP, he said, is “untenable and a mala fide

attempt to hoodwink the people by distracting them from the real issues confronting India, especially price rise, unemployment, mismanagement, etc.” The policy could effectively lead to job insecurity and could defeat the policy of reservation in jobs for SC, ST, OBCs etc., he added. The former minister sought to know how the loss of revenue on the return of the assets will be factored in. The justification of collecting Rs 6 lakh crore for facilitating Rs 100 lakh crore investment in the infrastructure sector is an obvious absurdity. “You can’t expect the private sector to invest without profit… The NMP is a grand clearance sale – a fire sale - of national assets,” he charged. Unlike the BJP government, the Congress-led UPA government disinvested only those PSUs which were chronically making losses or had a minimal share in the market and it never agreed to sell strategic as-

sets, Kumar said when his attention was drawn to the UPA’s privatisation policy. The funds raised through NMP will be like a drop in the ocean to revive the economy, he opined. The government recently unveiled a four-year National Monetisation Pipeline worth an estimated Rs 6 lakh crore aiming to unlock value in brownfield projects by engaging the private sector, transferring to them revenue rights and not ownership in the projects, and using the funds so generated for infrastructure creation across the country. Arguing that this will result in loss of public revenues for 30 to 50 years, Kumar said the effective return from the parting of public assets thus needs to factor in this loss of revenue. Also, he alleged that no effective consultation with stakeholders took place before the announcement of this “grand clearing sale policy, which is a fraud on power.”

Section of media gives communal colour to news: SC NEW DELHI, SEP 2 (PTI): A section of media gives communal colour to news bringing bad name to the country, the Supreme Court rued on Thursday, expressing serious concern over fake news on social media including web portals and YouTube which listen only to “the powerful voices” and not judges and institutions. The strong observations of the bench headed by Chief Justice N V Ramana came while hearing a batch of petitions, including the one filed by Jamiat Ulemai-Hind, seeking directions to the Centre to stop dissemination of “fake news” related to last year’s religious gathering at Nizamuddin Markaz and take strict action against those responsible for it. “The problem is, everything in this country is shown with a communal angle by a section of media. The country is going to get a bad name ultimately,” said the bench, adding, “Did you (the Centre) ever attempt to regulate these private channels”.

Over 64.65 cr Covid vax provided to states, UTs NEW DELHI, SEP 2 (PTI): More than 64.65 crore COVID-19 vaccine doses have been provided to states and union territories so far by the Centre for free and under the direct state procurement category, the Union health ministry said on Thursday. As many as 4,78,94,030 unutilised vaccine doses are still available with the states and UTs to be administered, it said. The Union government is committed to accelerating the pace and expanding the scope of COVID-19 vaccination throughout the country, the ministry said in a statement. The vaccination drive has been ramped up through availability of more vaccines, advance visibility of vaccine availability to states and UTs for enabling better planning by them and streamlining the vaccine supply chain, the statement said.

The bench also agreed to hear after six weeks the Centre’s plea seeking transfer of petitions to the apex court that are pending in high courts against the validity of new Information Technology Rules which aims to regulate online content. Solicitor General Tushar Mehta, appearing for the Centre, said, “Not only communal but also planted news” is there and the IT Rules have been framed to regulate content online, including web portals. The social media only listens to “the powerful voices” and several things are written against judges, institutions without any accountability, said the bench which also comprised Justices Surya Kant and A S Bopanna. Speaking for the bench, CJI Ramana said, “I have not come across where these social media, Twitter and Facebook, respond to common people. They never respond. There is no accountability. About the institutions, they have written badly and they do not respond and say that this is

their right. “They only wor r y about powerful men and not judges, institutions or common man. That is what we have seen. This is our experience.” It further said: “There is no control over fake news and slandering in web portals and YouTube channels. If you go to YouTube, you will find how fake news is freely circulated and anyone can start a channel on YouTube.” The top court permitted Jamiat to amend its petition and serve it within four weeks to the Centre through the Solicitor General who may file the response in two weeks thereafter. At the outset, Mehta sought an adjournment of hearing on the pleas by two weeks. Referring to a few last orders, the bench asked the Centre whether it has appointed any regulatory commission for such news contents on social media. Mehta referred to the affidavits of the Ministry of Information and Broadcasting filed on November

13 last year and said that the real concern has been to strike a balance between freedom of press and the right of citizens to have access to unadulterated news. The bench said there seemed no control on web portals and sought to know about if any mechanism has been put in place. “For newspapers and television channels you have a regulatory mechanism. Are you suggesting that there is no such mechanism for web portals,” the bench asked. Mehta said new IT Rules have been framed to regulate such online mediums including web portals. “There is some mechanism for newspapers and so far as the TVs are concerned, you have some selfregulatory mechanism and one retired Supreme Court judge is also there,” the CJI said. The centre has framed the statutory mechanism under the Cable TV Networks (Regulation) Act, 1995 and for the online contents, the new IT rules have been framed, the law officer said.

CBI nabs ‘insider’ for fake ‘clean-chit’ to Anil Deshmukh

MUMBAI, SEP 2 (IANS): In a massive embarrassment, the Central Bureau of Investigation (CBI) said that it has raided and arrested its own sleuth for allegedly conniving to prepare a ‘purported’ clean-chit to former Maharashtra Home Minister Anil Deshmukh, here on Thursday. The raids took place in New Delhi and Allahabad while the arrest took place early Thursday, hours after the CBI had swooped on Deshmukh’s son-in-law Gaurav Chaturvedi and his Nagpur-based lawyer Anand Daga late on Wednesday evening, from Worli in Mumbai. The Chaturvedi-Daga duo was detained and their statements recorded till the wee hours when the complicity of an inside hand, the CBI’s own official -- a SubInspector Abhishek Tripathi -- was also confirmed. The CBI said in a terse statement this morning that it has registered a case against its own

Rattled by the alleged leak, the CBI had issued two strong rebuttals on the issue, and quietly launched a probe into the matter which culminated in the nabbing of an ‘inside hand’ in the sordid episode. The unsigned-undatedunattributed alleged PE report triggered a fresh political row with the Nationalist Congress Party and Congress demanding that the CBI should comment on the authenticity or otherwise of the report. As a fallout of the incident, the CBI picked up Chaturvedi and Daga on Wednesday and early Thursday, nabbed its own (CBI) sleuth for allegedly conniving with them to prepare the fake PE report.

Exports in August 2020 stood at $22.83 billion. Besides, the data furnished by the Ministry of Commerce and Industry showed that in comparison to August 2019, last month’s exports rose by 27.5 per cent. “Value of nonpetroleum exports in August 2021 was $28.58 billion, registering a positive growth of 36.57 per cent over nonpetroleum exports of $20.93 billion in August 2020 and a positive growth of 25.44 per cent over non-petroleum exports of $22.78 billion in August 2019. “Value of nonpetroleum and non-gems and jewellery exports in August 2021 was $25.15 billion, registering a positive growth of 31.66 per cent over nonpetroleum and non-gems and jewellery exports of $19.1 billion in August 2020.

NEW YORK, SEP 2 (AP): The remnants of Hurricane Ida dumped historic rain over New York City, with at least nine deaths linked to flooding in the region, as it swamped subway cars and submerged vehicles and homes. Catastrophic weather came to the largest city in the US after a grim two weeks across the nation that has seen 20 dead in flooding in a small Tennessee town, wildfires threatening Lake Tahoe, Tropical Storm Henri in the Northeast and Ida’s landfall in Louisiana, which left 1 million people without power, maybe for weeks. Late Wednesday evening a state of emergency was declared in New York City and the rest of the state. Ida’s remnants were exiting the country, but not without tornadoes in other parts of the Northeast. At least nine deaths were repor ted in New York City and New Jersey. A New York City police spokesperson says a total of eight people died when they became trapped in flooded basements.

Al-Qaeda joins Taliban in attack on Panjshir valley

NEW DELHI, SEP 2 (IANS): The Al-Qaeda has joined the Taliban in the group’s offensive in the Panjshir valley, Ahmad Massoud’s forces say, Al Arabiya reported. Earlier re por ts on Wednesday had said that fighting is ongoing between Taliban fighters and the forces of a resistance front lead by Ahmad Massoud in Panjshir province. The Taliban confirmed that the fighting has been ongoing for two days and both sides have suffered casualties, Tolo News reported. “Mujahideen of the Islamic Emirate were attacked from some circles in Panjshir who bluff and say they will resist. The Mujahideen reacted to the attack and as a result the other side has suffered heavy ca-

sualties,” said Anaamullah Samangani, a member of the Taliban’s cultural commission. Residents at the front lines in the Nasaji-Gulbahar area, which is just outside of Panjshir valley, said on Wednesday that the fighting resumed on Tuesday night and is still ongoing. According to locals, most of the people have fled the area, the report said. “The fighting started at 10 pm last night and is still going on,” Baba Shirin, a resident of the area, had said. Members of the resistance front, meanwhile, said that they pushed back the Taliban attack on Panjshir and that the Taliban has suffered heavy casualties. “In the past 40 hours the Taliban launched some offensives on Khawak from the Andarab valley of Bagh-

China had reportedly encroached on Nepali land and built nine buildings in Humla last year. A government team led by the Chief District Officer also conducted an on-site study.

Shukla suffered a massive heart attack in the morning it is learnt. He is survived by his mother and two sisters. “He was brought dead to the hospital some time ago,” the senior Cooper Hospital official told PTI. Shukla began his career in showbiz as a model and made his acting debut with a lead role in the television show “Babul Ka Aangann Chootey Na”. TOKYO, SEP 2 (PTI): World No.1 Pramod Bhagat sailed into the men’s singles semifinals after beating Ukraine’s Oleksandr Chyrkov in his second group A match of the Tokyo Paralympics badminton event here on Thursday as the country’s shuttlers expectedly produced strong performances. The 33-year-old Bhagat, also a reigning world champion, saw off Chyrkob 21-12 21-9 in 26 minutes to top his group and enter the last four in class SL3. “I was in the groove today and played really well. Oleksandr Chyrkov is a good player and played some good strokes in the match. I am very happy that I have reached the semi-finals,” Bhagat said. Bhagat and Palak Kohli will play Siripong Teamarrom and Nipada Saensupa in mixed doubles class SL3-SU5 on Friday. TOKYO, SEP 2 (IANS): Having made a brilliant comeback to qualify in second place, India’s Rahul Jakhar failed to repeat the act in the final, eventually finishing fifth in the P3 Mixed 25m Pistol SH1. Jakhar came up with a superb performance in the rapid section of the qualifying stage to finish with a score of 576.

In the final, he survived the first elimination round as Ukraine’s Iryna Liakhu was eliminated in a shootout with China’s Yang Chao. The Chinese shooter was the next to get out, he finished with a score of 5. Turkey’s Korhan Muharram Yamac was the next to go was the third to get eliminated with a score of 9.

Just when it was looking like Jakhar will get into the medal rounds, he got eliminated as he could manage only 1 and 1 points in the next two shots to finish with a score of 12. Russian Paralympic Committee’s Sergey Malyshev finished fourth with a score of 17, losing out in a shootout with Ukraine’s Oleksii Denysiuk, who eventually won a bronze medal with a score of 20. China’s Xing Huang, who topped the qualifying round, bagged the gold medal with a score of 27, a Paralympic Games record for the final. Earlier, Jakhar was placed second behind China’s Xing with a total score of 576. Xing had a score of 585 (294 precision, 291 rapid) with compatriot Yang Chao third with a score of 575 (precision 289, rapid 286). Akash, the second Indian in the field, was placed 20th after the precision round with a score of 278. He could manage only 273 in the rapid round and could not improve his position and finished 20th.

Aruna was taken to the hospital after her quarterfinal bout loss on Thursday.
