‘NE part of mainstream India’: Rijiju hails Centre’s move to lift AFSPA from parts of NER

NEW DELHI, APR 2 (PTI): Citing the “historic” decision of the Centre to lift the Armed Forces Special Powers Act from “major parts” of Assam, Nagaland and Manipur, the BJP on Saturday asserted that peace has returned to the North East region which has now become a part of the “mainstream”. Union Law minister Kiren Rijiju, who is a Lok Sabha MP from Arunachal Pradesh, said Prime Minister Narendra Modi’s twopronged approach of development and dialogue with insurgent groups in dealing with various challenges in the region has paid dividends. A “colourful, beautiful and peaceful” Northeast awaits people from across the country, he said at a press conference while appealing for travel and investment in the region. Fuel prices hiked by 80 paise a litre DIMAPUR, APR 2 (NPN): After one-day hiatus, the state-owned oil marketing companies once again increased the prices of petrol and diesel by 80 paise per litre across the country on Saturday. After the rate revision on Saturday, petrol price in Dimapur stood at Rs.104.50 per litre while diesel price has increased to Rs.90.92 per litre. In the state capital Kohima, prices of petrol and diesel have soared to Rs.105.62 per litre and Rs.91.81 per litre respectively. This is the 10th increase in prices since the ending of a four-andhalf-month long hiatus in rate revision on March 22.

More invited to consultative meeting on AFSPA DIMAPUR, APR 2 (NPN): State government has extended invitation to four more tribal organizations to attend the consultative meeting on AFSPA scheduled to be held at Rhododendron Hall, Central Police Officers’ Mess, Chümoukedima on April 4 at 10 a.m. In a notice, home commissioner Abhijit Sinha has requested presidents and two representatives each from Nagaland Garo Tribal Council, Kachari Tribal Council Nagaland, Karbi (Mikir) Union Nagaland and Kuki Inpi Nagaland to attend the meeting.

The region has been given due attention since Modi became prime minister in 2014, he said, adding that no one could have thought that he will visit the region over 50 times in his tenure so far.

Besides the prime minister, other ministers have been regularly visiting the region to help in its development, and the earlier sense of “alienation and step-motherly treatment” is now gone from the minds of people there, Rijiju said. Modi turned the “look east” policy into the “act east” policy with development works and peace initiatives going hand in hand, he said, adding that the region is now in a “transformational mode”. 76,000 crore in the recent budget, a hike of Rs 7500 crore, he said noting that the central government’s flagship schemes have boosted road and mobile phone connectivity there. A “four-cornered attack of development” has ensured that no one loses out, he said. A safe, secure and developed Northeast “‘is a very good news” for India, he said while pointing out the security challenges the region has traditionally posed. He noted that the AFSPA was lifted from Tripura in 2015 and from most of Arunachal Pradesh as well, with the Centre signing peace accords with various insurgent groups to defuse the decades-old crisis. The government has also been working to settle all border disputes among different states in the region, he said and credited Home Minister Amit Shah for executing Modi’s vision on

the ground by constantly holding dialogues with chief ministers. BJP spokesperson Gaurav Bhatia also lauded the Modi government for its work to restore peace and boost development in the Northeast and asserted that it has resolved major issues facing the region and the country. The AFSPA, under which a geographical location is declared as disturbed area to facilitate operations of the armed forces, will now be applicable fully in 31 districts and partially in 12 districts of four states in the Northeast – Assam, Nagaland, Manipur and Arunachal Pradesh. These four states together comprise 90 districts. The Armed Forces (Special Powers) Act, 1958, was completely withdrawn in Meghalaya in 2018, Tripura in 2015 and Mizoram in the 1980s.

NSF to hold series of agitation for total withdrawal of AFSPA DIMAPUR, APR 2 (NPN): Naga Students’ Federation (NSF) has resolved to ensure that the contentious Armed Forces (Special Powers) Act is “repealed by the Government of India or completely lifted from the entire Naga homeland.” Towards achieving this end, NSF president Kegwayhun Tep and general secretary Siipuni Ng Philo, in a press note, said that the federation would be taking up a series of democratic agitation(s) in consonance with the collective aspiration of the Naga people. NSF said it outrightly rejected the “ploy of the Government of India” to please some few sections of the North Eastern people by lifting the draconian AFSPA 1958 from some certain pockets of the region while still allowing the inhumane Act to be in operation in almost all parts of the Naga homeland. While not denying that the areas falling under 15 police stations in

Nagaland was set to benefit from “policy of the government of India”, NSF said it was appalled that “a major chunk of the Naga homeland spread across the four Indian States of Arunachal Pradesh, Assam, Manipur and Nagaland are yet again classified as ‘Disturbed Areas’.” NSF said it wondered as to what yardsticks were used to lift the Act from certain areas of the NE region as police stations within Naga homeland, which have almost perfect law and order record(s), projecting a relatively peaceful and tranquil environment were completely left out. NSF said such step of the Centre was rubbing more salt into the wounds of the Nagas who were still reeling under the shock of the Oting incidents wherein 14 innocent Naga souls were mercilessly massacred by the Indian armed forces in a botched military operation. The federation wondered as to whether Centre

had any regard or respect for the lives, emotions and sentiments of the Naga people. NSF also reiterated its earlier stand that the Nagas do not merit the Act which has empowered the Indian military and para military war machines “with unlimited powers to extend their evil claws and judicial impunity to arrest, torture, kill and to commit everything inhuman.” It also vehemently denounced the oppressive, repressive and inhuman instrument allegedly being used by Government of India to further their colonial mindset of subjugating and dividing the Nagas. DIMAPUR, APR 2 (NPN): Higher Education Department (HED) has decided to introduce Choice-Based Credit System (CBCS) in all affiliated higher educational institutes in the State from the academic session 2022 onwards, a DIPR report stated. CBCS consists of

credit-based courses such as disciplinary major and minor, interdisciplinary major and minor, vocational/ skill courses, project works in community engagement and service, environmental education, value-based education. Informing this during the departmental review

meeting of Higher Education and Technical Education departments, chaired by chief secretary J. Alam at chief secretary’s conference hall, Kohima on Saturday, HED said that the concept note on implementation of the National Education Policy (NEP) 2020 in higher education institutes, prepared by the department, was submitted to the Ministry of Education (HE). The department also informed that around 7000 students graduate every year from 15 Government colleges in Nagaland. In its PowerPoint presentation, Technical Education Department (TED) informed that there were seven

functioning polytechnics in the State with an enrolment of 742 students during 202122 availing various courses in technical and vocational education and training. TED also highlighted about the plans to introduce new programs/courses such as Food Processing Technology, Diploma in Pharmacy, Tourism, etc. in the polytechnics to diversify educational opportunities and enhance the employability of the youth. I TA NAG A R / D I B RU GARH, APR 2 (PTI/ AGENCIES): In another case of alleged “mistaken identity” the Army’s 12 Para special unit shot and seriously injured two civilians in Tirap district of Arunachal Pradesh, sources said on Saturday. According to sources, the incident happened at Chasa village Friday evening when the two villagers, identified as Nokphya Wangdan

(28) and Ramwang Wangsu (23), were returning home after fishing in a river. The incident comes months after 14 people were shot dead by the Army’s 21 Paras in a botched antimilitancy operation in Nagaland’s Mon district, around 150 km from Tirap. The incident in Mon district, happened on December 4-5, and had triggered widespread protests, demanding the withdrawal of AFSPA.

In Saturday’s incident, the two wounded villagers were sent to the Assam Medical College and Hospital (AMCH) in Dibrugarh by the Army for treatment, the sources said. An Army source maintained that the incident was preceded after receiving “ credible information about the movement of armed rebels and an ambush was laid by the special forces.” (Cont’d on p-8)

JCCV to stage sit-in protest Wear mask in public places: H&FW DIMAPUR, APR 2 (NPN): Joint Coordination Committee of Villages (JCCV) for Dimapur district announced its decision to stage a sit-in demonstration on April 11 and 12 outside the office complex of SDO Dhansiripar, against the state government’s failure to respond to its demand even after three months. JCCV convenor LK Swu and co-convener Tsithrongse Sangtam stated that the decision to hold sit-in demonstration at a meeting of executive members held on April 2, 2022. The committee said there has been no response from the government to the impasse of “arbitrary merger” of Dhansiripar sub-division along with some villages with the newly created district of Chumoukedima. It also announced that the villages under JCCV would boycott any government dealings till the impasse was resolved. It lamented that the authority while remaining deaf to the just demand of JCCV was hell-bent on keeping Dhansiripar sub-division under Chumoukedima against the desire of the people.

DIMAPUR, APR 2 (NPN): Even as daily Covid-19 cases have significantly declined and all Covid restrictions withdrawn in the State, Health & Family Welfare (H&FW) department however urged all to use face mask in public places for safety of all. Asserting that Covid-19 was here to stay, H&FW said no one knows exactly when and how the next wave will be. Therefore, the department also strongly recommended all to get inoculated against Covid-19. “Vaccination for high-risk groups like those with comorbidities is strongly recommended,” it added. In its weekly bulletin released on Saturday, H&FW department said that the weekly sample positivity rate stood at 0.5% for three

consecutive weeks and remained below 2% for the past 6 weeks. During the week (March 26 to April 1) six new cases were detected from 1,118 samples. In March, a total of 69 cases were recorded as compared to 2203 in January and 1003 in February 2022, the department stated. Further, only one Covid-19 death, with existing comorbidities, was reported from Dimapur during the week. Meanwhile, Nagaland on Saturday recorded one fresh Covid-19 cases from Dimapur, taking the total caseload to 35477.
