Train tragedy toll 288; PM Modi visits site

(PTI): Investigators were on Saturday looking into any human error, signal failure and other possible causes behind the three-train crash in Odisha’s Balasore district as officials submitted a preliminary inquiry report into the worst rail accident in India in nearly three decades that left at least 288 people dead and over 1,100 injured.

Prime Minister Narendra Modi visited the accident site and was briefed by Railway Minister Ashwini Vaishnaw as well as officers of the disaster management teams. He also met some of the injured at the hospital.

“I do not have words to express the pain... Stringent action will be taken against those found guilty... No one will be spared,” Modi said.

Seventeen coaches were derailed and severely damaged in the accident, trapping hundreds of passengers. Both passenger trains were at a high speed

and it has been cited by experts as one of the main reasons for the high number of casualty. From a vantage point high above the ground, the disaster site looked as if a powerful whirlwind had thrown the coaches like toys on top of each other. Closer to the ground, bloodied, disfigured bodies and dismembered body parts lay enmeshed, creating a grotesque sight.

Large cranes were deployed to move the wreckage and gas cutters were used to extricate the bodies from the mangled, toppled coaches.

The rescue operation was wrapped up Saturday afternoon and restoration work started. The injured were admitted to four hospitals.

Ex-PAN urges state govt to implement RIIN

DIMAPUR, JUN 3 (NPN): Ex-Parliamentarians Association of Nagaland (Ex-PAN) has resolved to urge the state government to sincerely take up the implementation of Register of Indigenous Inhabitants of Nagaland (RIIN).

In a statement, Ex-PAN president Joshua Sumi and secretary S Supongmeren Jamir informed that the resolution was adopted at the general body meeting of the association of Nagaland held at Niathu Resort, Chumoukedima on May 31, 2023. Ex-PAN appreciated the state government for initiating the RIIN in order to check the influx of illegal migrants and immigrants in the Stale.

The association noted that the commission on RIIN established by the State government has already submitted its recommendations and findings to the government more than a year ago.

The house has, therefore, resolved to urge upon the state government to sincerely take up the implementation of RIIN urgently without any more delays.

While undertaking necessary exercises, Ex-Pan said there should not be any compromise as far as the date and cut-off year of December 1 1963 is concerned. “Under no circumstances, be it internal or external, should the cut-off date and year of be diluted in any way whatsoever,” Ex-PAN stated.

Not using December 1, 1963 as the cut-off date and year would be detrimental to the future of the indigenous citizens of Nagaland, the association cautioned.

Further, the house resolved to urge upon the Government of India “to give the altar call to all the Naga negotiating parties to honour the completed negotiations” and sign the final agreement with a set deadline that would bring the settlement of the “IndoNaga” political issue.

Inviting the investors to invest in Nagaland, state chief minister, Neiphiu Rio, stated that the state government has instituted a dedicated government agency for investments and CSR programmes—Investment & Development Authority of Nagaland (IDAN), which was pushing investment and corporate-friendly policies besides functioning as a single window clearance and ensuring ease of doing business.

Delivering keynote address at the North East Global Investors Summit 2023, Investors Roundtable held under the theme, “An Emerging Investment Destination”, at Rhododendron Hall, Police Complex, Chümoukedima, on Saturday, Rio said that since the attainment of Statehood in 1963, Nagaland has been an incredible story of development and progress. He said that the present government has dynamic outlook to keep pace with the growth of other states in the country and continuously making efforts for creation of investment-friendly ecosystem in Nagaland while formulating policies and incorporating good governance within the State. Rio said that the state government has taken concrete steps to introduce new policies, laws and regulations to improve investment climate. He said that suitable guidelines have been made to ensure smooth and easy availability of land in the

Proposal to empower Nagaland Lokayukta

The Lokayukta or the Ombudsman that deals with corruption and mal-administration, has been reduced to a toothless tiger in many states of India.

One such case is the Nagaland Lokayukta, which has been divested of most of its powers. As per the proposal to amend the Nagaland Lokayukta Act 2017, the said Act (2017) has no provision for an investigation, prosecution wing or a special court unlike the Lokpal and Lokayuktas Act 2013 where provisions have been made for an inquiry, investigation,

prosecution wings and special court under Section 2 (1) of the P.C. Act.

It was also pointed out that the resolution of the state government constituting the State Vigilance Commission had been repealed vide Sec. 36 (1) of the 2017 Act. In this regard, all notifi-

cations issued by the government-- declaring vigilance police station, director of V&AC as officer-in-charge of vigilance police station, jurisdiction and offences into which V&AC officers can investigate has been repealed. Under such circumstances, it said that officers

of Nagaland Lokayukta are deprived of the powers to arrest and do not have the advantage of custodial interrogation and registration of criminal cases. It further pointed out that not a single FIR has been lodged after the enactment of the Act of 2017 as there was no police station and no officer in-charge of police station.

Therefore, in order to avoid any conflict/issue hat may arise with respect to criminal jurisprudence of the Nagaland Lokayukta police the following suggestions had been made-- director investigation Nagaland Lokayukta be declared as a police station,

most important National Highway of the State (NH29), which is also part of the Asian Highway 1. He reminded that Nagaland, as the gateway to South-East Asian countries, shared 215km international boundary with Myanmar with five identified trade centres. Rio said that this corridor was not just for State, but for entire country to create trade promotion and give wings to the Act East policy advocated by the Central government. In order to facilitate better and cost-efficient transportation, the chief minister said the state was pursuing with Central government for development of an Inland Waterway on Tizu-Zungki river, the only east flowing river in the State and draining into Myanmar. He said this would further help promote Indo-Myanmar trade and commerce and link up with Southeast Asian countries.

The chief minister expressed hope that the summit would be an opportunity to explore trade and investment potential of Nagaland. He also expressed gratitude to Ministry of DoNER.

Secretary ministry of DoNER, Lok Ranjan, in his speech, spoke on the strength of region and how collaboration could transform its resources to wealth.

He informed that DoNER ministry has limited resources, but added that one’s limitations could be transformed into wealth of opportunity, especially for a resource rich state like Nagaland.

DIMAPUR: Government High School (GHS) Saring village, under Longchem HQ in Mokokchung district has achieved 100 percent result in High School Leaving Certificate (HSLC) Examination for the fifth year straight.

Social work in Peren, Longleng

Vineet Kumar initiated the mass social work as part of monsoon preparedness by clearing off the clogged drainages, culverts, and waterways to ensure free flow of water and jungle clearance etc., informed a DIPR report.

Speaking at the event, resource person director & founder STEP northeast Worrin Muivah said that the objective of the workshop was to enable the gatherings to engage effectively in conversation and become an effective communicator.

The workshop focused on honing the gatherings communication skills, and was done through exercises on non-verbal communication such as body movement, posture, gesture, eye contact, facial expression, volume, pace, pause, fillers, tone and modulation while communicating with an individual and large audience.

He mentioned that humans are not born as effective communicator, but

with practice and learning the important factors, any individual could become an effective communicator, which would reflect healthy relationship and climb up in personal and professional life.

It may be mentioned that, STEP was founded in November 2020, with the aim to bridge the educational and opportunity gap between the urban and rural areas of NE to make quality education accessible to even the

most interior villages, and to empower teachers by equipping them with the necessary skills to produce the next generation of leaders from NE, and to expose the students to an environment outside of their schools and village and inspire them to think outside the box and broaden their horizon and to provide mentorship and guidance to the students and youth in rural areas through STEP’s vast network of mentors, which

are based on STEP three verticals, teacher training workshops, exposure programs and career counselling.

Learning Institute of Vocational Education (L.I.V.E) which is under LWC, imparts vocational skills through short term training classes for youths so that they can take up independent businesses or obtain gainful employment in various spheres suitable to their potential and talents.

As per direction given by DC Peren, different wards, and villages carried out mass social work within their respective jurisdiction to prevent damage to roads and drainages. The objective of the

mass social work was to ensure the prevention of the dangers of disaster in the district.

Longleng: Concerned Citizens of Longleng town held a mass social work supervised by Longleng Town Council and district administration Longleng.

All government departments, wards, nongovernmental organisations, and commercial & business establishments participated in cleaning all major roads, drains, and public areas within the urban jurisdiction of Longleng town council.

DIMAP UR: Ex-Officio Director (HOD) and additional secretary, department of Employment, Skill Development Entrepreneurship, Kovi Meyase visited Government Industrial Training Institute (ITI) Phek on June 2 and encouraged the teaching faculty team to impart quality skills for industry employment.

According to a DIPR report, Meyase held a consultative meeting with the principal and staff of ITI Phek at the Conference Hall of the institute, and briefed them about the department’s policies.

(LH) has launched its Constitution at Lotha Hoho Ki (Building) Wokha on June 3.

It may be mentioned that Lotha Hoho (LH) was following a set of basic guidelines which was first published in 1990 and was amended in 1999 and later with change of time the Lotha Hoho setup a drafting committee to review and amended the guideline, having the sense and need for expansion and incorporation of more varied provisions to suit the chang-

ing times and advancement in all spheres. The earlier guideline has been amended and incorporated to be the constitution of the LH.

During the launching and dedication of the constitution, Rev. Abemo Jungio pastor, Wokha Town Baptist Church said a dedication prayer in the presence of Lotha hoho members. The constitution was accepted by the general public at the general meeting held on May 23, 2023 at Lotha Hoho Ki (Building), Wokha.

Correspondent IMPHAL, JUN 3: Tensions are still running high in strife-torn Manipur as firing and setting ablaze of houses in the hill-valley borders continue unabated.

At least 16 persons sustained bullet injuries and several houses belonging to both the conflicting communities in the hill-valley borders were reduced to ashes in the

series of violence reported in the last 48-hours.

Of the 16 injured persons who were admitted at different hospitals in Imphal, two were admitted at ICU after their conditions became critical.

They sustained bullet injuries after suspected Kuki militants on Friday afternoon opened fire at Kangchup Chingkhong, a village in the periphery of Imphal West district

Reports of attacks on Kuki villages in foothills also came even as many houses in the foothills of Kangpokpi district were reduced to cinders in the violence incidents reported in the last 48 hours.

Houses of as many as seven villages at the foothills under Saikul subdivision of Kangpokpi district were completely reduced to ashes on the intervening night of May 31 and June 1 in arson by villagers in the periphery of the valley.

A report which this correspondent could not confirm immediately said that several houses of Kuki villages in Yaingangpokpi area, tri-junction of Kangpokpi, Imphal East and Ukhrul district borders were also torched today afternoon.

There were, however, no reports of loss of human life in the incidents.

Nadda to address rally in Tripura on June 18

BJP national president J P Nadda is scheduled to visit Tripura to address a rally in Santirbazar area on June 18, a senior party leader said on Saturday.

Tripura Chief Minister Manik Saha and BJP state president Rajib Bhattacharjee have held meetings with party leaders to make the programme, which will mark the beginning of the party’s campaign for next year’s Lok Sabha polls, a grand success.

The northeastern state has two parliamentary constituencies – Tripura West and Tripura East – both of which were bagged by the ruling party in the 2019 polls.

“BJP national president J P Nadda is scheduled to visit the state on June 18 and address a rally in Santirbazar area in South Tripura district. The rally will be organised to celebrate the nine years of the Narendra Modi government at the Centre and measures taken for the poor since 2014 will be highlighted,” Bhattacharjee told PTI.

Arunachal Pradesh Environment and Forest Minister Mama Natung Saturday said development should not be at the cost of the environment.

Addressing participants at a state-level awareness programme, Natung termed environmental protection as one of the biggest challenges.

SHILLONG, JUN 3: A shocking case of sexual assault against 30 minors, both boys and girls has come to the front in a remote village in Meghalaya’s West Khasi Hills district.

The accused has been identified as Mebanrilang Syiem Shangoi who has been arrested and currently lodged at the Shillong district jail.

The disturbing incident was exposed only on May 31 after a mother of one of the minors lodged a complaint with the police that her 10-year-old-son was sexually assaulted by Shangoi.

After the arrest of the accused, 15 victims came forward and lodged their complaint against Shangoi.

The village heads in the area convened a meeting and slowly more victims started to come forward, which included the niece of the accused.

So far 30 minors have come forward accusing Shangoi had sexually assaulted them over a period of time.

Meanwhile, Shangoi was amember of the Hynniewtrep Youth Council (HYC), a pressure group active in Khasi-Jaintia areas of Meghalaya.

The group has now distanced itself from the accused saying that the accused has been removed from the HYC.

As a severe heatwave condition has engulfed Assam since the last few days, schoolchildren have been facing difficulties in attending morning prayers and classes.

At least two incidents have been reported in the last couple of days wherein students fainted in the midst of the scorching heat.

Meanwhile, the School Education Department on Saturday asked all the district authorities to advance the school timings to deal with the heatwave conditions.

A few students at the Fakhruddin Ali Ahmed High School in Biswanath district fainted during the Saturday morning prayers.

According to an education officer from the district, the students were rushed to the Biswanath Ghat Hospital from where they were shifted to the Biswanath Chariali subdivisional civil hospital.

While they are all out of danger now, the parents

worried about their wards given the hot and muggy weather.

In a related incident, at least 11 students fainted at Sonitpur Jatiya Vidyalaya in Tezpur on Friday due to excessive heat in the classrooms. The situation became chaotic when pupils in classes VII and VIII complained of feeling uncomfortable and few of them fell unconscious in the afternoon. They were admitted to a hospital in Tezpur.

State Education Minister Ranoj Pegu said that the district authorities have been asked to change the school timings if required, considering the heatwave.

“Due to the current heatwave condition, the School Education Department has instructed all the district commissioners to advance school hours to 7:30 a.m. if required, depending upon the district’s situation,” he said.

The Nagaon district administration has already issued an order and advanced school timings.

Meghalaya CM distributes resources for state welfare

TURA (MEGHALAYA), JUN 3: Meghalaya Chief Minister Conrad Sangma on Saturday distributed resources for a range of welfare schemes to the people of the state, most of which would be used for achieving the election promises made during the recent state assembly polls by the National People’s Party (NPP), of which he is the president. The schemes are primarily dedicated towards agriculture, environment, and empowerment of the masses.

“One of the key resources awarded by the government to the agricultural community at Tura (district headquarters of West Garo Hills) are the PRIME Agriculture Response Vehicles, which will not only provide timely and efficient transportation of agricultural produce but also help farmers access markets and improve their livelihoods,” an

official said.

The Payment for Ecosystem Scheme (PES) is a globally renowned scheme that makes village communities stakeholders in forest conservation.

A total sum of Rs 30,282,316 has been allocated for the successful implementation of this project, which aims to promote reforestation and biodiversity conservation. In West Garo Hills, 16 villages were provided with Rs 88,87, 600, the official informed.

Similarly, in East Garo Hills, 15 villages received Rs 98,38,986 and 15 villages in South Garo Hills were provided Rs 46,98,090, while 14 villages in North Garo Hills were given Rs 68,58,650,” the official further informed.

Addressing the citizens of Tura at the ceremony, the Chief Minister said, “Our government’s approach to growth and development has always been inclusive

and focused on empowering the rural communities. We recognize that significant progress can only be made with the participation of people across our magnificent state.”

5 kg heroin dropped by Pak drone seized

CHANDIGARH, JUN 3 (IANS): In a joint ambush by the Border Security Force (BSF) and Punjab Police on Saturday, a consignment of over 5 kg suspected narcotics dropped by a Pakistani drone was seized from a village in Amritsar. On hearing a mild buzzing sound of a drone and the dropping of a consignment at the outskirts of Rai village, a joint search operation was carried out in the area, said the BSF. The troops recovered a big consignment containing five packets of suspected narcotics from fields. An iron ring was also found attached with the consignment.

Man kills son with sword

JAIPUR, JUN 3 (PTI):

A man allegedly killed his son with a sword in Rajasthan’s Banswara district on Saturday, police said. The deceased was identified as Narendra Singh (30). The incident took place in the Arthuna police station area. According to police, the son had assaulted his mother in an inebriated state. After learning about the incident, his father attacked him while he was sleeping.

Three Naxalites surrender in Sukma

Fake call centre busted in Gurugram

GURUGRAM, JUN 3 (IANS): The police in Gurugram have busted a fake call centre and nabbed 10 people in this connection, an official said on Saturday. The call centre was being operated from a house in Sector 84 here, the police said. Foreign nationals were being defrauded on the pretext of providing technical support.

Five dead in Bihar road accident

PURNEA (BIHAR), JUN 3 (PTI): Five people, including two girls, were killed and nine others injured when the car they were travelling in collided with a truck on National Highway 31 in Bihar’s Purnea district on Saturday, police said. The accident took place near Ufrel Chowk in Maranga police station area around 1.45 pm when the deceased were going to attend a wedding function in Khagaria.

Teen abducted, raped in UP’s Ballia BALLIA (UP), JUN 3 (PTI): A 14-year-old girl was allegedly abducted and raped in a village here, police said on Saturday. The girl was allegedly abducted by 22-year-old Javed Khan alias Raja on May 25, they said. 88 pc wage payment under MNREGS done in May: Govt

(PTI): About 88 per cent of wage payments under the Mahatma Gandhi National Rural Employment Scheme (MGNREGS) was made through the Aadhaar Based Payment System (ABPS) in May, the Union rural development ministry said.

In a statement, the ministry also said that out of the total 14.28 crore active beneficiaries, Aadhaar has been seeded for 13.75 crore. Against these seeded

Aadhaar, 12.17 crore have been authenticated and 77.81 per cent are now already eligible for ABPS, it said.

In May, about 88 per cent of the wage payment was made through the ABPS, the ministry said. Under the MNREGS, the ABPS has been in use since 2017. “After almost universal availability of Aadhaar number to every adult population, now the Government of India decided to

Canadian Prime Minister Trudeau said at this difficult time, Canadians are standing with the people of India.

Nepal Prime Minister Pushpa Kamal Dahal ‘Prachanda’, who is on a fourday visit to India, tweeted, Pakistan Prime Minister Shehbaz Sharif extended condolences to the families of the victims and wished speedy recovery to those injured in the accident.

“Saddened to learn of the high death toll in the tragic train accident in Odisha, India. Our condo-

lences for the families of the victims. Wish speedy recovery to the injured,” Pakistan foreign minister Bilawal Bhutto-Zardari tweeted.

Sri Lankan Foreign Minister Ali Sabry said that he is “deeply saddened” to learn about the train accident in Odisha. He wished for a speedy recovery for all those affected in the accident. Bhutan’s Prime Minster Lotay Tshering tweeted, “Sending prayers to @narendramodi and the people of India as we hear developments of the tragic train crash in Odisha. May the loved ones find strength, as they come to terms with the loss and horror. We share your pain and pray for quick healing.”

The Deputy Prime Minister of Italy and Minister of Foreign Affairs Antonio Tajani also expressed condolences on the train tragedy. UN General Assembly president Csaba Korosi too expressed his deepest condolences to the families over the tragic train accident. Taiwanese President Tsai Ing-wen also extended heartfelt condolences to the victims.

Kerala govt criticises removal of various topics from NCERT class 10 text book

The Kerala government has criticised the removal of chapters on the Periodic Table and challenges to democracy, among other topics from Class 10 textbooks by the NCERT, and said it amounts to challenging democratic and secular values.

The new textbooks with the changes announced by the National Council for Educational Research and Training (NCERT) last year as part of a “rationalisation” exercise have now hit the market.

Apart from the Periodic Table and challenges to democracy, contribution of agriculture to the national

economy and sustainable management of natural resources were also dropped from Class 10 textbooks.

“The unilateral action of the NCERT to remove the topics under the guise of rationalisation is a challenge to the democratic and secular values of our country.

Kerala has already declared that it cannot be accepted, as it challenges the entire existing democratic order in the

A collision of priorities

Toborrow an old saying, it was something that was waiting to happen and when it did, at least around 290 passengers were killed and over 900 injured in one among the worst train accidents of the decade. The accident involved the Shalimar-Chennai Coromandel Express and SMVB – HWH Superfast Express, both of which derailed near the Bahanaga Bazar railway station in the Balasore district of Odisha Friday at around 6.55 pm. The horrific triple train accident at Balasore, Odisha involved three trains, when a few coaches of the Coromandel Express derailed and hit the parked goods train, and then the YeswantpurHowrah Superfast crashed into the wreckage. The cumbersome process of extricating trapped passengers, counting the dead and transporting the injured is a race against time. The incident has once again sparked conversations about the safety measures taken by the Indian Railways. An initial post-accident report of an internal probe by the Indian Railways has found that Friday’s Odisha train accident was likely caused by the failure of the signalling system, officials within the railway board had warned about “serious flaws in the system” and raised concerns on failure of interlocking in February and sought immediate action. The tragic train accident, which apparently happened due to technical failure has further exposed the contrast in the priority accorded by the Central government. The focus on super fast trains and launching of new hi-profile trains intended for political mileage has cast a shadow on train passenger safety. Expectedly, the opposition leaders have raised questions about why the trains involved were not equipped with the indigenously developed anti-collision ‘Kavach’ system, which was announced by the Modi government with a lot of fanfare last year. The Kavach Train Collision Avoidance System (TCAS) works by deploying the automatic brakes when two trains seem headed for a collision, stopping them in their tracks at a safe distance. In March 2022, the successful trial of Kavach was announced at an event where Railway Minister Ashwini Vaishnaw and the then Railway Board chairman and CEO were on onboard two trains moving towards each other on the same track. “Several derailments have occurred during the past decade of which include the November 20, 2016, derailment of 14 coaches of the IndoreRajendra Nagar Express killing 152 and injuring 260 near Uttar Pradesh’s Pukhrayan. On May 28, 2010 Jnaneswari Express train heading to Mumbai, crashed near West Bengal’s Jhargram and was then hit by a goods train killing over 145 passengers. On September 9, 2002 the New Delhi-Howrah Rajdhani Express derailed near Bihar’s Rafiganj on the Dhave river killing around 140 people. Excessive traffic and inadequate upgrading of infrastructure are the two main causes of train derailments due to track failures. Also as passenger volume has increased by 59.21% from the level of 344.41 million in October 2021 to 548.36 million in September 2022, track safety is of prime importance, and controlling track, rail and weld failures pose a serious challenge. The use of technology for crack detection such as the ‘Kavach anti-collision system’ need to be urgently implemented for safety instead of focussing only superfast and bullet trains, to prevent mishaps.

Or are we continually telling God our secrets, leaving Him no time to talk to us? At the beginning of our Christian life we are full of requests to God. But then we find that God wants to get us into an intimate relationship with Himself— to get us in touch with His purposes. Are we so intimately united to Jesus Christ’s idea of prayer— “Your will be done” (Matthew 6:10)— that we catch the secrets of God? What makes God so dear to us is not so much His big blessings to us, but the tiny things, because they show His amazing intimacy with us— He knows every detail of each of our individual lives.

“Him shall He teach in the way He chooses” (Psalm 25:12). At first, we want the awareness of being guided by God. But then as we grow spiritually, we live so fully aware of God that we do not even need to ask what His will is, because the thought of choosing another way will never occur to us. If we are saved and sanctified, God guides us by our everyday choices. And if we are about to choose what He does not want, He will give us a sense of doubt or restraint, which we must heed. Whenever there is doubt, stop at once. Never try to reason it out, saying, “I wonder why I shouldn’t do this?” God instructs us in what we choose; that is, He actually guides our common sense. And when we yield to His teachings and guidance, we no longer hinder His Spirit by continually asking, “Now, Lord, what is Your will?”

Plastic debris can damage fragile ecosystems, and the chemicals released by degrading plastic can contaminate soil and water. This can have a ripple effect on the entire food chain. The most visible impacts of plastic debris are the ingestion, suffocation and entanglement of hundreds of marine species. Keeping these adverse impacts in mind, planners, leaders every year give call to the entire world to check plastic consumption but they never give call for reducing the production of plastic.

Globally production of plastics has risen almost 200 times in seven decades—the average male life expectancy. It was two million tonnes in 1950 and, in 2021, it had risen to more than 390 mt. Indeed, by 2050, we are expected to produce almost 4 times the plastics we do today. And going by the scenario today, the OECD projects, plastic waste will almost triple by 2060, with half of all plastic waste still ending up in landfills and less than a fifth recycled. India is the secondlargest plastic polluter after the US. It produces 3.5 million tonnes of plastic annually, with 25,490 per capita, According a report, India generates around 3.4

million tonnes (MT) of plastic waste. According to the report, which has been prepared in association with the Indian Institute of Science (IISc) and Praxis Global Alliance, Maharashtra, Gujarat and Tamil Nadu together contribute 38 per cent to the total plastic waste that is generated in India. As per a report of Marico Innovation Foundation, over a fiveyear period, the plastic consumption in the country has risen at a compounded annual growth rate (CAGR) of 9.7 per cent to 14 MT in the financial year 201617 to 20 million tonnes in 2019-20. Every minute, the equivalent of one garbage truck of plastic is dumped

into our ocean. India releases 1.5 crore tons of waste into the Indian Ocean each year and according to a study by Phew Trusts (2022), the plastic waste entering oceans is at an annual rate of 11 metric tonnes, and the massive amount of persistent plastic in the marine debris harms the coastline and marine ecosystems, making the Indian ocean the second most polluted ocean in the world. Regular beach clean-up and awareness programmes should be conducted instead of annual ones. Many states claim Single Use Plastic above 50 microns is banned, but on the ground, the ban is not effective. Steps can be taken to execute such

legislations.

As the citizen we can help stop plastic pollution by doing our part to reduce our reliance on singleuse plastics. This means avoiding plastic straws, water bottles, and shopping bags whenever possible. We can also recycle the plastic we do use, and support businesses that are working to reduce their plastic footprint. Finally, we can spread the word about the issue of plastic pollution and its solutions to help raise awareness.

A plantation guide

Introduction

Tree plantation drives are conducted every year through various agencies and community groups, especially on the occasion of World Environment Day (June 5). It is a meaningful community activity with the message of caring for the environment, mitigating the impact of climate change, and reversing the damage human activity has on nature.

However, it is also true that such activities are not carefully planned or executed and with little or no follow-up care. Only a small percentage of the tree saplings survive and huge resources are wasted such as human labour, valuable tree saplings, and management cost. Without proper review, such activities are repeated the following year through planting in the same spots where the plants have died in the previous years. Therefore, we should pay careful attention to ‘planning’, ‘planting’, and ‘caring’ whenever large plantation drives are carried out.

Planning:

1. Know the purpose of planting. Are you planting for fruit, flower, shade, prevention of soil erosion, forest rejuvenation, reduction of air/noise pollution, privacy screen, wind break, to define ROW?

Established by the United Nations in 1972 during the Stockholm Conference on the Human Environment, World Environment Day, is commemorated on the 5th of June every year, as an effort to create awareness and accountability for the impact of human activities on the environment. Each year an environmental issue of global concern is selected and people from countries all around the world come together to initiate activities in support of the cause. This year the theme is Beat Plastic Pollution, with an aim to create awareness of pollution due to plastic use. Plastic has become such an integral part of our daily lives that we often do not like to acknowledge that it is one of the major pollutants which is choking the Earth. However, the threat is real! Here are some data provided by National Geographic on their website to put things in perspective.

“(1) More than 5 trillion pieces of plastic are already floating in our oceans. (2) Worldwide, 73 percent of beach litter is plastic: filters from cigarette butts, bottles, bottle caps, food wrappers, grocery bags, and polystyrene containers. (3) World plastic production has increased exponentially from 2.1 million tonnes in 1950 to 147 million in 1993 to 406 million by

2. Choose the right plant for the right place. Is the plant variety suitable for the climate and soil? Consider the growth characteristics, leaf patterns, root system, and the matured size of the tree while choosing the location and spacing between plants. A quick Google search can provide the right answers. Watch out for overhanging wires, surrounding buildings, concrete pavements, etc.

3. Avoid planting for the sake of the one-day program. If the area is under development, for example, a two-lane highway project is ongoing, do not plant there. Plantation can be done in the following seasons after the highway is completed. The roadside is not the only place for tree plantation drives. Consider planting on degraded forest lands, wastelands, public and community lands, borders of agriculture fields, along rivers, canals and streams.

4. Avoid cutting native trees. It is more reasonable to nurture an existing native tree than to cut it and plant a sapling in its place. Cutting down nearby trees to make protection fences for the saplings should be avoided.

Planting:

1. Properly handle the saplings while packing and loading from the nursery and during transport to the plantation

side. Avoid injuries and extreme exposure to sunlight.

2. Dig a hole that is 2 to 3 times wider than the root ball. The depth can be the same as the size of the root ball.

3. If the roots are overgrown and circling inside the polybag or pot, break up the pattern so that the tree is not choked in the future by its roots.

4. Do not bury the trunk. Plant at the level where the root flare (where the first main roots attach to the trunks) is at the surface level.

5. Fill the hole gently and firmly and remove air pockets. Watering helps to remove air pockets. There is no need to use soil amendments. Break the soil you have dug out, remove the weeds and stones, and fill the same back in.

6. Plant with a stake (bamboo or wooden stick) in the same hole and loosely tie it to the sapling with a rope. This will help to stabilize the plant and prevent wind breakage.

7. In waterlogged areas, plants can be planted by creating mounds (slightly raised ground, a small hill, or heap of soil).

Caring

1. Around the base of the plant, put 3 to 6 inches thickness of mulch. Straw, leaves, pine needles, grass clippings, and compost can be used as organic

mulch. They keep the soil moist and prevent weeds. Do not let the mulch touch the base of the plant.

2. Protect the plants from grazing cattle. Make tree guards using bamboo or tree branches that are locally available.

3. Aftercare which includes removal of weeds, watering, pruning, etc should be done for a few years till the plants are established. If the day of the plantation drive is followed by a spell of hot and dry weather, regular watering will be vital for the survival of the plants. To entrust volunteers or respective department personnel or village youths to take care of the plants is important for the ultimate success of the plantation drive.

Some suggested plants:

1. An unexpected but attractive plant for plantation drives is to plant bamboo. They are fast-growing (some can grow 3 feet a day), can be harvested every 3-5 years, and are super strong (more tensile strength than steel). Bamboos are plants of the past, present, and importantly the future.

2. Ficus trees (e,g. Indian banyan, Common fig, Peepal) are promoted as framework or keystone species for tropical forest restoration. They are traditionally found near Naga traditional gates, resting sheds, and along the village

(5) As of 2015, more than 6.3 billion tonnes of plastic waste had been generated. Around 9 percent of that was recycled, 12 percent was incinerated, and 79 percent accumulated in landfills or the environment. (6) Around the world, nearly a million plastic beverage bottles are sold every minute. (7) Estimates for how long plastic endures range from 450 years to forever. (8) The largest market for plastics today is packaging materials. That rubbish now accounts for nearly half of all plastic waste generated globally—most of it never gets recycled or incinerated. (9) Some 700 species of marine animals have been reported so far to have eaten or become entangled in plastic. (10) More than 40 percent of plastic is used just once, then tossed.” According to a 2020 report which appeared in the journal ACS Sustainable Chemistry and Engineering, “plastic waste is currently generated at a rate approaching 400 MT year–1. Undoubtedly, this is a very serious and dismal situation.

In order to fully appreciate plastic pollution, it is important to understand what plastic is. Plastic is a unique material that can be moulded or shaped through the application of heat

and pressure. In fact, the word plastic was derived from the Greek word ‘Plastikos’ which means ‘to mould’. Plastics are synthetic polymers that are made up of a large number (sometimes in thousands) of small molecules (monomers) that are linked together through strong chemical bonds. Plastics have properties such as low density, low electrical conductivity, transparency and toughness. However, its most important property is its extreme inertness to degradation. This robustness of plastic has made it one of the most important materials on the planet and different types of polymers have been synthesized over the years which have important commercial applications.

For example, beverage bottles are typically made of polyethylene terephthalate (PET), while common domestic water pipes are made of polyvinyl chloride (PVC), polymethyl methacrylate is used for the manufacture of shatterproof glass, etc.

While the feedstock for plastic manufacture is from the petrochemical industry, however, the manufacturing process involves the use of catalytic processes and intense reaction conditions which makes these materials incredibly inert, both chemically and biologically. Simply explained, though plastics are made from

natural sources, but the manufacturing process converts them into materials that nature has never encountered and therefore does not know how to destroy. For example, according to a 2022 report in the journal Science of the Total Environment, the natural degradation of PET takes about 450 years while low and high-density polyethylene materials may require up to 600 years. Therefore what is happening is that on the one hand there is a constantly increasing over-dependence on plastic while at the same time, there is no clear method on how to exterminate the waste generated by this very plastic thereby leading to a humungous amount of plastic waste deposit. The present methods of waste disposal include landfilling, incineration, and mechanical and chemical recycling and of these, landfilling is the most common method, especially in developing countries.

Interestingly and ironically, while on one hand, human activities have been solely responsible for the environmental degradation of this magnitude, on the other, recent research activities indicate that it is the same mother nature that is being approached to provide a solution for the degradation of plastic. 5. Cherry trees are one of the fastest-growing trees. Due to their fast growth rate compared to other trees, they could be a viable alternative for firewood, timber, and various domestic construction works. Cherry blossom is a tourist attraction.

6. This one is not a plant suggestion. Consider relocating a tree rather than cutting it down. With powerful machinery at our disposal such as excavators and chainsaws, we can prune a large tree to a manageable size and relocate it if it is an obstruction for another project work. It may take a lifetime for a small sapling to reach that tree size. With some effort, we can enjoy that tree in its glory again by relocating it.

are several microorganisms and enzymes which are capable of degrading synthetic plastics and these are being used for plastic degradation. While this is indeed heartening, the limitation to this is that the quantum of plastic that has been deposited on the earth’s surface is much too huge. Moreover, diverse types of plastics have been engineered over the years and the microorganism are not able to act on all these types of plastics. Therefore, while scientific efforts will obviously continue, however, public participation is very necessary in order to combat plastic pollution.

To this end, the fifth United Nations Environment Assembly (UNEA 5.2) in its Nairobi session from

28th February to 2nd March 2022 considered three draft resolutions to address plastic pollution, including the draft resolution from India which called for immediate collective voluntary action by countries.

However, while scientists and policymakers are mandated to look for solutions to environmental concerns, each one of us can ourselves be a driver for a changed, plasticminimized world. For this, we simply have to fall back to the three Rs, i.e., reduce, reuse and recycle. To this let us add another R, and that is Refuse. Let us make a conscious effort to refuse plastic whenever we can!

Supply electricity, not excuses

Sir, It the same old story every year. First, there is a hue and cry over the erratic power supply. Next, the government comes up with new excuses every year. Earlier, it was the transformer. This time, it is due to low water levels at dams. Even the change in the power minister does not seem to make any difference. We are caught in a loop.

The Haritha Sabhas, one of India’s largest awareness campaigns, will be held with the active participation of the Local Self Government (LSG) Institutions, the LSG department said.

“This is for the first time a state in the country is observing the World Environment Day for assessing waste disposal measures taken by all the LSGIs along with spreading its message,” the LSGD said in a release. The campaign, planned to be implemented in three phases, was aimed at making all the LSGIs in the state garbage-free by 2024, it said.

3 (PTI): Former Delhi deputy chief minister Manish Sisodia, who arrived at his residence from the Tihar jail on Saturday, could not meet his ailing wife as she was taken to a hospital after her health deteriorated, AAP sources said.

Later, Sisodia left his residence for the central prison.

The Delhi High Court on Friday allowed the jailed AAP leader to meet his ailing wife at his residence. Justice Dinesh Kumar Sharma directed the Tihar jail superintendent to take Sisodia to his residence to meet his wife from 10 am to 5 pm.

According to AAP sources, Sisodia’s wife Seema was hospitalised as she felt unwell. She is suffering from multiple sclerosis and was hospitalised last month as well.“She was taken to the emergency ward of LNJP Hospital. Sisodia reached AB-17, Mathura Road, to meet his ailing wife at 9.38 am in a prison van. He was taken inside the house amid tight security.

“But he could not meet his wife as she had to be hospitalised after her health

deteriorated,” a party source said. In a related development, the Delhi High Court on Saturday sought a report from the LNJP hospital on the health condition of Sisodia’s ailing wife as it reserved its order on his interim bail plea for six weeks in a money laundering case arising from the alleged excise policy scam.

Sisodia was arrested by the Central Bureau of Investigation (CBI) on February 26 for his alleged role in the scam and has been in custody since. The high court denied him bail in the CBI case on May 30.

He was arrested on March 9 in the case lodged by the Enforcement Directorate (ED) and is currently in judicial custody.

BHOPAL, JUN 3 (IANS): Stage is being set for yet another high-stake contest between the ruling Bharatiya Janata Party (BJP) and the Congress in Madhya Pradesh as the states go to polls later this year.

Although, the saffron party had lost the 2018 last elections, and the Congress led by veteran leader Kamal Nath managed to come back to power after 15 years in the state, shifting of 22 MLAs to the BJP (in support of Jyotiraditya Scindia) had brought the Shivraj Singh Chouhan government back into power again in March 2020.

The switching of loyalties continued with four more MLAs - Praduman Singh Lodhi, Sumitra Devi, Narayan Singh Patel and Rahul Singh Lodhi - severing their ties with the grand-old party in July and October 2020.

Subsequently, the bypolls for 28 Assembly seats were held in November 2020, wherein the BJP managed to win 19 getting a comfortable majority in the House, which has a strength of total 230 legislators.

Seven of the 22 Congress MLAs (Scindia loyalists), who had changed sides, had lost the bypolls to the Congress. They were - Imarti Devi, Raghuraj Singh Kasana, Girriraj Dandotiya, Adal Singh Kasana, Ranvir Jatav, Munnalal Goyal and Jasmant Jatav.

cabinet ministers who took oath in CM Chouhan’s cabinet, 12 were Scindia loyalists. They included - Tulsi Silawat, Govind Singh Rajput, Mahendra Singh Sisodia, Prabhuram Chaudhary, Pradumn Singh Tomar, Bisahulal Singh, Hardeep Singh Dang, Rajvardhan Singh, O.P.S. Bhadoria, Brijendra Singh Yadav etc.

Now, with the Assembly elections inching closer, faced with huge anti-incumbency for nearly two-decade rule of CM Shivraj Singh Chouhan, the BJP leadership reportedly struggling to defuse the rift among old vs new party cadre in those respective constituencies when the elections are almost at the door.

Notably, in the past, the performance reports of majority ministers in CM Shivraj Singh Chouhan’s cabinet were very poor and they have been directed

Demand for ST status to 11 sub-groups of Gorkhas in MP

INDORE, JUN 3 (PTI): A demand for the Scheduled Tribe (ST) status and reservation benefit to 11 subgroups of the Gorkha community in Madhya Pradesh has been raised during the two-day tour of Nepal Prime Minister Pushpakamal Dahal “Prachanda” which concluded on Saturday.

Nepali Sanskriti Parishad’s (International) India branch secretary Shailesh Gurung told PTI that they would meet Madhya Pradesh Chief Minister Shivraj Singh Chouhan with their demand shortly.

“The Nepalese community see Shivraj Singh Chouhan as its well-wisher. We demand that 11 subgroups of Gorkhas be given

the ST status and granted reservation in government institutes and jobs,” Gurung said, adding these castes were getting reservations in Nepal. He said the population of Indian Gorkhas in MP is estimated to be 2.5 lakh-3 lakh. “Of them, 1 lakh to 1.5 lakh people belong to the 11 sub-groups for whom the reservation is being demanded,” he added. Gurung said the number of Gorkhas in the health, and in IAS, and IPS was thin, and the quota will connect them to the mainstream. He also demanded the setting up of Nepalese Academy in Bhopal and Indore to promote and conserve their literature, language and culture.

Government bans 14 fixeddose combination drugs

NEW DELHI, JUN 3

(PTI): The government has banned 14 fixed-dose combination drugs including Nimesulide and Paracetamol dispersible tablets and Chlopheniramine Maleate and Codeine syrup citing there is “no therapeutic justification” for these medicines and that they may involve “risk” to people. The Union Health Ministry issued a notification on Friday in this regard.

Govt asks industry to cut edible oils MRP

NEW DELHI, JUN 3

(PTI): The Centre on Friday directed edible oil associations to further reduce the maximum retail price (MRP) of major edible oils by Rs 8-12 per litre with immediate effect, in line with the global market.”

Some companies which have not reduced their prices and their MRP is higher than other brands have also been advised to reduce their prices,” the food ministry said after a meeting, chaired by food secretary Sanjeev Chopra, with the industry representatives.

Price to distributors by the manufacturers and refiners also needs to be reduced with immediate effect so that the price drop is not diluted in any way,

it said.

It was also impressed upon that whenever a reduction in price to distributors is made by the manufactures/refiners, the benefit should be passed on to the consumers by the industry and the ministry may be kept informed on a regular basis, it added.

With the edible oil prices continuing to show a downward trend and set to witness further reduction by the edible oil industry, the ministry said, “the Indian consumers can expect to pay less for their edible oils. The falling edible oil prices will help in further cooling inflation fears if any.”

3 Israeli soldiers killed in border clash

JERUSALEM, JUN 3 (AP): A gunbattle involving an Egyptian border guard in southern Israel along the border left three Israeli soldiers and the Egyptian officer dead Saturday, officials said.

It was a rare instance of deadly violence along the frontier.

‘First 1000 Days’ launched in Kohima

DIMAPUR: The “First 1000 Days” programme under National Health Mission (NHM) Nagaland was launched in Kohima by Deputy Commissioner Kohima, Shanavas C on June 1 at the Conference Hall of Chief Medical Officer (CMO) Kohima Office.

According to a DIPR report, speaking at the programme, Shanavas lamented the habit of people of Nagaland of “taking things very lightly”, pointing out that such attitude may have negative impact, especially in health sector.

He expressed hope that the message of the “first 1000 days” would reach the rural populace through the concerned department, line departments, Non-Governmental Organizations (NGOs), and Self-Help Groups (SHGs). He then urged for mass participation to reduce child’s mortality rate.

DC also requested the Health and Family Welfare (H&FW) department to properly work out in making the Village Health Committee (VHC) functional through which

correct information could be disseminated to the people at the village level in eradicating the stigma.

He also urged the concerned department to give due importance to utilizing the machiner y and equipment available in the health sector for the welfare of the public.

The objectives of the “First 1000 Days” campaign were highlighted by CMO Kohima, Dr. Tumchobeni, while the agenda on “Importance of ANC & Delivery at the Hospital” was delivered by Medical

The newly elected executives of Angami Students’ Union (ASU) took over after a change of guard programme held at the union’s office, here on Saturday. The new team for the tenure 2023-25 will be

headed by Khriesamhalie David Mere as president who took over the office in the presence of senior leaders. In a brief remark Mere assured that he and his team would give their best for the union and serve the office. At the same time, he also sought the sup -

port and guidance of the seniors towards strengthening the union. Earlier, the programme was chaired by Zhasakholie Kehie, invocation by Keyhoviu Medom while short speeches were delivered by outgoing president Bisevi Nakhro, tribunals and other senior leaders.

During the programme, a talk on “PMMVY Scheme & Nutritional support during the first 1000 days” was presented by the district co-ordinator, PMMVY, Department of Social Welfare, Vidi Solo, while medical officer, Porterlane UPHC, Dr. Azhanuo Khezhie spoke on “Breastfeeding: The Complete Nutrition & Early Childhood Development”. A short introduction on the “Importance of Vaccination in Children” was given by Regional Project Officer, UNDP, Imli Longkumer; “SBCC through SHG Institution” its initiatives were highlighted by the State Program Manager, SISD (NSRLM), Department of Rural Development; “Village Health Sanitation & Nutrition Day and Convergence for Health” was highlighted by Medical Officer, Seikhazou UPHC, Dr. Bival Yalie.

During the launching programme, a video on the “First 1000 Days” was also released.

DMC under RRR (Reduce, Reuse & Recycle) initiative conducted the second collection drive on June 3, at the centralised temporary RRR centre.

DNSU holds general conference

DIMAPUR: The 25th biennial general conference of Diphupar Naga Students’ Union (DNSU) was held on June 3 at Dast Complex, Diphupar village. The occasion was graced by EAC Seithekema, Er. Seyiekhrietuo Solo as special guest. At the programme, Er. Seyiekhrietuo said that Diphupar Naga Students Union which was established in 1979 was not just a body but an institute as a whole and thanked the outgoing president and his team for their concerted efforts and also wished the newly elected members to take more responsibility in the coming years.

Short speech by Wati Lemtur, special number by Unity Christian HSS and swearing in of new team by election commission, dedicatory prayer by Jacob Achumi, associate pastor, Sumi Baptist Church Diphupar and duet by Christian Mission HSS were the highlights of the programme.

Cleanliness and plantation drives

DIMAPUR: As part of culmination of “Meri LiFE, Mera Swaehh Sheluir” campaign and “World Environment Day”, a mass cleanliness drive has been scheduled on June 5, 6 a.m. onwards within 19 wards of the Kohima Municipal Council. All wards, sectors, and colonies have been requested to organize the cleanliness drive within their respective jurisdiction. All citizens of Kohima municipality have also been requested to participate in large numbers and contribute towards a cleaner and healthier Kohima. A tree plantation

and beautification of Dimapur city in commemoration of “World Environment Day” has also been scheduled on June 5. Deputy Commissioner (DC) has informed that DC Court junction to Duncan, Ao Church junction Khermahal, Esaar Pump to Old Dhansiri Bridge (on both side of the road) and Supermarket junction to Circuit House entrance has been identified. All members of Dimapur DPDB have been asked to bring iron tree guard and manure to the sport and carry of the plantation drive.

Tuensang DPDB meeting: Tuensang District Planning and Development Board (DPDB) monthly meeting has been convened on June 7 at 11 a.m. at the Conference Hall of Deputy Commissioner (DC) Tuensang office. All DPDB members have been requested to attend the meeting.

DPU to celebrate ‘Phom Day’: Dimapur Phom Union would be celebrating “71st Phom Day, Peace Day” on June 6 at 11 a.m. at Dimapur Phom Baptist Attoi, Walford Colony Dimapur. All members have been requested to attend the programme in Phom traditional attire.

Waste bins for Chozuba: Additional Deputy Commissioner (ADC)-cum- administrator of Chozuba Town Council (CTC) Imokokla has directed all the heads of offices within Chozuba Town to register and collect waste bins from the ADC Office at the earliest. Plantation Drive in Zbto: To spread mass awareness and sensitization about lifestyle for the environment (mission life) and to celebrate “World Environment Day”, a massive plantation drive has been scheduled on June 5, 8 a.m. onwards across Zunheboto Town.

Deputy Commissioner Zunheboto has also informed all officers in charge to ensure that the saplings are received beforehand.

Plantation drive at Chozuba: Additional Deputy Commissioner (ADC) Chozuba, Imokokla has informed all the heads of offices under Chozuba Sub-Division and Educational Institutions (Government and Private) within Chozuba Town to organise plantation drive on June 7 from 7 a.m. onwards at their respective office and educational premises.

Rybakina withdraws from French Open due to illness

PARIS, JUNE 3 (IANS): World No.4 Elena Rybakina on Saturday withdrew from the French Open due to an upper respiratory illness.

India defeated Great Britain 4-2 in a penalty shootout to earn a bonus point after both sides were locked at 4-4 at the end of the regulation time in a highscoring second leg FIH Pro League match here on Saturday.

Skipper Harmanpreet Singh (7th minute), Mandeep Singh (19th), Sukhjeet Singh (28th) and Abhishek (50th) were the goal scorers for India.

Sam Ward (8th, 40th, 47th, 53rd) was the star for the home team firing all the four goals.

The win ensured a bonus point for India but they are still lying second in the standings below Great Britain with 24 points from 12 games.

Great Britain are atop the table with 26 points from 11 matches.

India had earlier lost 4-2 to Great Britain here in the first leg before thrashing Belgium 5-1.
