12 suspected Omicron cases in Delhi
NEW DELHI, DEC 3 (AGENCIES): Twelve suspected cases of Omicron have been admitted to hospitals in Delhi after they arrived on international flights over the past three days. Their samples have been sent for genome testing to confirm whether they are infected with the Omicron strain. All are at the Lok Nayak Jai Prakash (LNJP) hospital in Delhi. Eight were hospitalised on Thursday after they tested positive for Covid. Four more were admitted on Friday but their Covid tests were not out yet. "Four are from the UK, four from France, some from Tanzania, one from Belgium. All are stable, only one has a fever," said Suresh Kumar, Medical Director, LNJP Hospital. Maharashtra health minister Rajesh Tope Friday said the swab samples of 28 persons, who returned to the state from high-risk countries, have been sent for genome sequencing. As on Thursday, 861 travellers were subjected to the RT-PCR test in the state, with 28 coming positive. Of these, 25 are international travellers and three are their contacts. Most are from Mumbai, Pune and Thane.

NPCC condemns attack on churches in K'taka DIMAPUR, DEC 3 (NPN): Nagaland Pradesh Congress Committee (NPCC) president K Therie has condemned the alleged attack on churches by some Hindu organisations on December 1 in Karnataka. In a statement, Therie also condemned the alleged action by BJP’s organs and their attitude, and the Karnataka government for its reported bias and ill-will against the Christian community. Centre anticipates severity of Omicron variant in India to be low NEW DELHI, DEC 3 (PTI/AGENCIES): The Centre on Friday said it anticipates the severity of the Omicron variant of coronavirus to be low in the country given the fast pace of vaccination and high exposure to the Delta variant, a day after the first two cases of the new variant was reported in Karnataka, and that a decision on a COVID vaccine booster dose will be on the basis of scientific guidance from experts. The Union Health Ministry, however, said the scientific evidence for the expected severity of the
disease is still evolving, as debates about the booster jabs heat up and several states ramp up testing and step up surveillance for the potentially more contagious variant. It also noted there is no evidence to suggest that existing vaccines do not work on the new variant that was reported by South Africa to the World Health Organisation (WHO) on November 24. In the Lok Sabha, Union Health Minister Mansukh Mandaviya said RT-PCR tests have been conducted on 16,000 pas-
sengers from "at-risk" countries, of whom 18 have tested positive for COVID-19. The number of the positive cases is expected to be slightly more than 18 going by reports from states. NEW DELHI, DEC 3 (AGENCIES): Opposition MPs on Friday protested in Rajya Sabha after Bharatiya Janata Party legislator KJ Alphons sought to introduce a Bill to amend the Preamble to the Constitution, reported Deccan Herald. The Constitution (Amendment) Bill, 2021, seeks to replace the word “socialist” with “equitable”, among other changes. Alphons has argued that the term “socialist” has “political connotations and carries a historical
baggage which is not acceptable to a large section of India”. Alphons, through the Bill, also wants the descriptions for equality and fraternity changed by enlarging its ambit and introducing “happiness, assuring a high gross domestic happiness” in the Preamble. The Bill seeks to change the words “Equality of status and of opportunity” to “Equality of status and of opportunity to be born, to be fed, to be educated, to get a job and to be treated with
dignity”, reported The Hindu. It also proposes adding “access to information technology” in the objectives of the Preamble. On Friday, after deputy chairperson Harivansh Narayan Singh allowed the introduction of the Bill following a voice vote, Opposition MPs claimed that he ignored their “no-es” in rejection that were more prominent than the “ayes” in support. Rashtriya Janata Dal MP Manoj Jha argued that the Bill needs the prior approval of the president before it is introduced. Singh, however, said the Bill does not need the president’s consent to be introduced and that the House would decide on the matter. “Preamble is part of the basic structure of the Constitution... “Please do not do this,” Jha said. Alphons then sought permission to speak on the Bill but the chairperson refused.
DIMAPUR, DEC 3 (NPN): Western Sumi Students’ Union (WSSU) served a five-day ultimatum on Dimapur district administration effective from December 2 to crack down on night pubs/clubs, restaurants and hotels that were openly selling liquor on the pretext of running business. In a letter to Dimapur deputy commissioner (DC) Rajesh Soundarajan, union president A Kughato Achumi and general secretary X Hinoka Chophi regretted that there was no positive response from the former to their November 22 letter in this regard. They said they were dismayed over the administration’s lack of response, which had chosen to sleep over the issue despite knowing the ground reality, thereby shattering their high hopes and faith. In the light of the above, WSSU urged the DC to look into the matter on a priority basis and do the needful within a period of five days effective from December 2, failing which they warned that they would have no other option but to resort their own course of action for the welfare of student community and general populace.

NEW DELHI, DEC 3 (PTI): Nineteen political parties, including the BJP and the Congress, received over Rs 1,100 crore during assembly polls in five states and union territories in 2021 and spent over Rs 500 crore, a big chunk of which went towards advertisements and travel expenses for star campaigners, a study said on Friday. BJP received the highest amount of Rs 611.692 crore and spent Rs 252 crore during the assembly elections in Assam, Kerala,
Tamil Nadu, West Bengal and Puducherry. Of the total, the party spent Rs 85.26 crore on publicity, including media advertisement, and Rs 61.73 crore on travel expenses of star campaigners and other leaders, a report by Association for Democratic Reforms (ADR) and National Election Watch said. Congress received the second-highest amount of Rs 193.77 crore and spent Rs 85.625 crore, including Rs 31.451 crore on publicity and Rs 20.40 towards travel
expenses, it said. DMK, which received the third-highest amount of Rs 134 crore, incurred a total expenditure of Rs 114.14 crore, spent Rs 52.144 crore on publicity and Rs 2.414 crore towards travel expenses of its star campaigners and other leaders. The report noted that CPI(M) received a total fund of Rs 79.244 crore, TMC Rs 56.328 crore, AIADMK Rs 14.46 crore and the CPI Rs 8.05 crore during elections. While the CPI(M) incurred an expenditure of
Rs 32.74 crore, spending Rs 21.509 crore towards publicity and Rs 1.173 crore on travel expenses, the TMC spent Rs 154.282 crore, incurring an expenditure of Rs 27.009 crore on publicity and Rs 33.02 towards travel expenses. AIADMK's total expenditure during elections stood at Rs 57.33 crore, and of that, Rs 56.756 crore went towards publicity. CPI spent Rs 5.68 crore in elections, incurring an expenditure of Rs 3.506 crore on publicity, report said.
ADR-National Election Watch analysed funds received and expenditure incurred by a total of 19 political during the assembly polls in the five states and union territories in 2021. "Total funds collected by 19 political parties during Assam, Kerala, Tamil Nadu, West Bengal and Puducherry Assembly Elections held in 2021 was Rs 1,116.81 crore and total expenditure incurred was Rs 514.30 crore," non-government election watchdog said in its report.
Political parties that contested elections in these five states spent the highest amount of Rs 282.08 crore on publicity, followed by Rs 235.66 crore on lumpsum amount paid to candidates, Rs 119.57 crore on travel expenses, Rs 64.336 crore on other miscellaneous expenses and Rs 19.162 on publishing criminal antecedents of the candidate, it said. "Their expenditure on publicity is 39.13 per cent of the overall expenditure declared under various heads," the report said.

Covid: State logs 2 fresh cases, 1 death DIMAPUR, DEC 3 (NPN): Nagaland on Friday recorded two fresh Covid-19 positive cases while one more patient succumbed to the infection. One case each were reported in Kohima and Tuensang, taking the total caseload to 32130. According to Health department's bulletin, one more patient succumbed to the virus in Dimapur, pushing the death toll to 699 (including 16 non-Covid deaths but with positivity). Meanwhile, a total of 1296072 persons have been inoculated against Covid-19 till December 3, including 742685 first dose and 553387 second dose. IAF to conduct air exercise from Dec 4 DIMAPUR, DEC 3 (NPN): The Indian Air Force (IAF) will be conducting air exercise starting December 4 from civilian airfields According to PRO (Defence), Eastern Air Command will be conducting a “peacetime air exercise” wherein civil airfields at Dimapur, Imphal, Lilabari and Advance Landing Ground at Pasighat will be activated from December 4, 2021.
