PM rolls out door-to-door vax drive

NEW DELHI, NOV 3 (PTI): Prime Minister Narendra Modi on Wednesday said the COVID-19 vaccination drive needs to be taken door-to-door now and stressed the importance of complet-ing the inoculation by taking the second dose. Cautioning against any laxity after surpassing the milestone of 1 billion vaccine doses, Modi said “a new crisis can come” and quoted a saying to assert that one should not underestimate “diseases and enemies as they should be fought till the very end”. He called for equal attention to taking the second dose of the Covid vaccine, noting that when-ever the cases of infection start decreasing, the feeling of urgency among people decreases. Modi made the remarks as he interacted with district magistrates of over 40 districts spread across Jharkhand, Manipur, Nagaland, Arunachal Pradesh, Maharashtra, Meghalaya, and other states with districts having low vaccination coverage. Of the fresh cases, nine were from Dimapur and one each in Mokokchung and Phek, taking the total caseload to 31879. Further, one more patient succumbed to the infection in Tuensang, pushing the death toll to 687 (including 15 non-Covid deaths). Pegasus has reportedly been used by nation states to target the phones of rights activists and journalists. The US has now put its maker, NSO Group, on its “entity list”, banning business dealings with them. NSO Group said it was “dismayed” by the decision, adding that its technology helped maintain US national security by “preventing terrorism and crime”. It has long maintained that its software is sold only to military, law enforcement and intelligence agencies from countries with good human rights records. But earlier this year, it was accused of having sold its technology to authoritarian governments, which then targeted innocent people.

Onion gets cheaper by up to Rs 12 per kg as centre releases 1.11L tonnes of buffer stock

N E W D E L H I , N OV 3 (PTI): The Centre on Wednesday said it has so far released 1.11 lakh tonnes of onion from its buffer stock in major markets across the country, which helped cool down the retail prices by Rs 5-12 per kg. The buffer onion was released in major markets such as Delhi, Kolkata, Lucknow, Patna, Ranchi, Guwahati, Bhubaneshwar, Hyderabad, Bengalur u, Chennai, Mumbai, Chandigarh, Kochi and Raipur. As per the ministry data, the intervention has helped cool down retail prices by Rs 5-12 per kg so far.

In order to cool down prices, the government has taken up calibrated and targeted release of onions from the buffer stock on first-infirst-out (FIFO) principle, guided by the twin objectives of moderating prices and ensuring minimal storage loss. Apart from releasing in the market, Centre has offered buffer onion at Rs 21 per kg to all states and union territories for lifting from the storage locations. This would enable states/UTs to take up by themselves market interventions either through direct supply to retail consumers via retail outlets or release in key markets to bring down prices.

KOHIMA, NOV 3 (NPN): Following a complaint of fleecing consumer by butcher, a joint team of Kohima Municipal Council (KMC) police and district administration conducted surprise checking of butcher shops at BOC area, here on Wednesday. KMC chief inspector Kikruselie Pienyu said the checking was initiated to check the weighing scales of butchers after having received the complaint.

During the checking, the team checked the electronic weighing scales and also verified the business licenses while also cautioning the butchers to follow cleanliness standards and to desist from cheating customers. D I M A P U R , N OV 3 (NPN): Child Friendly Dimapur (CFD) along with ANMA Integrated Development Association (AIDA) Dimapur conducted a workshop on the theme “making children our priority”, in the AIDA hall, Don Bosco Higher Secondary School Campus here on Wednesday. Addressing the gathering, director Prodigal’s Home, K Ela, who is also the collab director for Childline stated that Dimapur was not yet a child friendly district and pointed out that it was the most unsafe district for children in the state. She said that though many children were raised in safe and secure environment, many were denied of their basic rights and were forced into child labour and child abuse. Ela lamented how the problems faced by children were very complex and that they were not in the position to voice their concerns. Disclosing that there were not enough professional counsellors to look into the problems faced by children, she urged the need

for more professional counsellors. She also urged the gathering to fight the battle for child rights together as it was the duty of a responsible citizen to make their homes child friendly. “We are just fighting a losing battle if we don’t come together and work together”, she stated. Further speaking child abuse, she noted that child abuse was not only about child labour or children not getting proper education, but also about children facing substance issues, such as involvement in consumption of drugs, alcohol, tobacco, etc. She also maintained that school drop outs were most vulnerable and prone to antisocial elements. “In order for Dimapur to become child friendly,

every family has to become child friendly”, she later added. Meanwhile, protection officer institution care, District Child Protection Unit (DCPU), Esther Sema spoke on Integrated Child Protection scheme (ICPS) and the roles of the DCPU in coordinating all child protection activities. She informed that the Child Welfare Committee (CWC) took care of children in need of care and protection and Juvenile Justice Board (JJB) took care of children in conflict with law. Highlighting CWC, she said that when cases of children in difficult, vulnerable and distress situations came to notice, DCPU along with CWC conduct social investigation with CWC being the final and

competent authority to dispose the case with regard to child abuse. After through investigation, CWC decides whether a child would be restored to their parents or to a Child Care Institution (CCI), she informed. Esther said that altogether, there were 19 CCIs in Dimapur, inclusive of government and private funded. With regard to JJB, she said that the board handled all cases related to children below the age of 18 in conflict with law. When investigation or inquiry was ongoing in cases concerning a juvenile, such children coming in conflict with law are kept at special CCIs. She however lamented that most children in con-

flict with the law were in need of constant care and protection and were mistreated or were victims of social and economic deprivation. On child rights ambassador which was launched in November 2019, she said that it was aimed at empowering children to be ambassadors of their own rights. The programme was chaired by SMO, CFD, Carrol Lotha, and associate director, AIDA Rev. Fr. TT Joseph SDB, delivered welcome address. It may be mentioned that the objective of the workshop was to bring together civil societies from various disciplines to discuss issues and concerns of children, brainstorm ideas and identify collective action plans to realise dream of making Dimapur a child friendly city. Representatives from DCPU, CCI’s, Don Bosco Higher Secondary School, North East Christian University (NECU), and NGOs working with children such as Prodigals Home, Serendip Guardians, Can Youth, Peace Channel, CECS and colony leaders, attended the workshop.

DIMAPUR: Zhadima Village Youth and Sports Organisation (ZVYSO) has condemned the raid carried out by Assam Rifles (AR) at the private residence of Roko Angami on the wee hours of October 29. In a press note, ZVYSO president Vizosielie Khoubve and general secretary Kevingulie Theünuo claimed that the raid was carried out under the command of Maj. Sartaj Singh posted at AR post IG Stadium, allegedly under the direction of Col. Umesh Saki. ZVYSO claimed that the raid was conducted without any search warrant from the legal authority and alleged that the paramilitary force forcibly entered the house and broke “door locks, broke cupboard and safe locker in the absence of the house owner.” “This atrocious act of the Assam Rifles has inflicted mental torture and fear psychosis in the family, induced public panic and insecurity”, ZVYSO stated. It also said that the “detestable act” had tarnished the good image of Roko Angami and deeply hurt the sentiments of the public. If the Assam Rifles happened to act on “any

Tripura govt to change rule on allowances after defections

Amarinder ‘coward’, ‘crybaby’, says Sidhu

CHANDIGARH, NOV 3 (PTI): Punjab Congress president Navjot Singh Sidhu on Wednesday once again trained his guns on former state chief minister Amarinder Singh, calling him a “fraud”, “coward” and a “crybaby”. Sidhu also dubbed the former CM as a “spent cartridge” and a “dying duck in a thurderstrom, a lost cause”, a day after the veteran leader resigned from the Congress and announced the name of his party, Lok Punjab Congress. Meanwhile, Punjab ministers Pargat Singh and Amarinder Singh Raja Warring also attacked the former CM over his party and bonhomie with the BJP. Amarinder Singh had resigned as the Punjab Congress chief after a bitter power tussle with Sidhu. Replying to a question, Sidhu said, “I don’t want to talk about spent cartridges.” “He is a fraud person. He has become a ‘rondu bachha’ (crybaby). “We changed a failed chief minister,” said Sidhu, referring to the resignation of Amarinder Singh as the Punjab CM. “People of Punjab will have to decide whether they stand with those who fight for Punjab or with those who fight for power,” he said. Sidhu said he never hankered for posts and all along stood for Punjab’s interests. “I always chose Punjab,” he said. Sidhu also made a mention of Tuesday’s meeting of party MLAs and other senior leaders, in which Chief Minister Charanjit Singh Channi was also present.

Central teams sent to 9 states, UTs reporting high number of dengue cases NEW DELHI, NOV 3 (PTI): The Union health ministry has sent teams of experts to nine states and union territories, which are reporting a high number of dengue cases, to support them in public health measures for control and management of the disease. This is in accordance with the directions issued by Union Health Minister Mansukh Mandaviya during a review meeting on the dengue situation in Delhi on Monday, a health ministry statement said. These nine states and union territories are Haryana, Kerala, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh, Uttarakhand, Delhi and Jammu and Kashmir. Mandaviya had directed the ministry to extend help to states and union territories that have a high incidence of dengue cases, the statement said. It said that 1,16,991 dengue cases have been reported by states and union territories across the country. The statement said that a significantly higher

Cause for road rage

W

hat drove civil society organisations in Mangkolemba sub divisional headquarter in locking up of the PWD (Roads & Bridges) Divisional office after the ultimatum to repair the road expired on October 31 is something that was waiting to happen. The CSOs held a peaceful protest on November 1, as a mark of public resentment over the government inaction in repairing the 11km long Longnak-Mangkolemba road, which was last repaired in 1986. A conglomeration of civil society organizations of the town had served an ultimatum to the state government on September 26 to repair the Longnak-Mangkolemba road by October 31. Roads across Nagaland’s districts have been in a state of disrepair since the late eighties. It is shocking but true that despite having to break their backs travelling across the state on these so-called roads which are actually pot-holes, the public of Nagaland have been very tolerant. The Mangkolemba incident where some heated exchanges purportedly took place between the protestors the ADC, was avoidable and it is a tribute to the protestors that despite being irked by some remarks, they did not let their anger get out of control. Over three decades or to be more specific, thirty years of disrepair of the road, is a fit case to be mentioned in the Guinness Book of World Records. In fact, Nagaland, before the construction of the 4-lane highway was more than fit to be in the world record book. Even today, the NH 29 from Dimapur to Kohima despite construction for the 4-lane which started as early as 2016 and scheduled to have been completed by 2018 still a long way off. Even in Dimapur, the hub of commerce of Nagaland, several roads such as GS Road, Durga Mandir-DMC stretch and roads in several colonies such as Burma Camp etc are in bad shape. Even the highway from Dillai gate to Dhobinalla traffic point linking GS Road is fast deteriorating. This particular road was constructed during 2001-02 and even after more than twenty years, the road remained as good. Interestingly, this road stretch has no visible roadside drains.There is a general feeling that those responsible for maintenance are not interested to follow the golden rule ‘ a stitch in time saves nine’ when it comes to undertaking filling up new potholes. However, good roads don’t just happen after black topping the surface. Roads can remain good only if necessary measures are undertaken to prevent its untimely deterioration. It is a fact that roads are not built to last forever but they can last as long as they are properly constructed and cared for by the departments and the public. One evidence of how roads deteriorate badly during three to five years is water logging due to lack of proper drainage. Deplorable roads not only add to misery to the travellers but also invite huge cost in terms of loss of hours, damages to vehicles and adversely affect health conditions of the travellers. It may also be suggested that the state roads and bridges authority should enforce the laws and also ensure that monitoring is undertaken by a totally separate and independent branch that may also include prominent citizens.

Once I am at that point, there is no possibility of misunderstanding. Very few of us know anything about loyalty to Christ or understand what He meant when He said, “…for My sake” (Matthew 5:11). That is what makes a strong saint. Has that breaking of my independence come? All the rest is religious fraud. The one point to decide is— will I give up? Will I surrender to Jesus Christ, placing no conditions whatsoever as to how the brokenness will come? I must be broken from my own understanding of myself. When I reach that point, immediately the reality of the supernatural identification with Jesus Christ takes place. And the witness of the Spirit of God is unmistakable— “I have been crucified with Christ….” The passion of Christianity comes from deliberately signing away my own rights and becoming a bondservant of Jesus Christ. Until I do that, I will not begin to be a saint. One student a year who hears God’s call would be sufficient for God to have called the Bible Training College into existence. This college has no value as an organization, not even academically. Its sole value for existence is for God to help Himself to lives. Will we allow Him to help Himself to us, or are we more concerned with our own ideas of what we are going to be?

Child labour is a major concern of the world as it affects children both mentally and physically. It is a serious issue in India as well as the world. According to Census 2011, the number of child labourers in India, between the ages of 5-14, are 10.1 million, out of which 4.5 million are girls and 5.6 million are boys. Out of the total number of 152 million children between the ages of 5-17 globally, 86 million boys and 64 million girls are estimated to be child labourers. There are 22.87 million working children in India between the ages of 15-18 years. As per this record, one in every 11 children in India are working. Almost 80% of the issue of child labour is concentrated in India’s rural areas. Across India, child labour can be found in different industries such as brick kilns, garment making, carpet weaving, domestic service and food and refreshment services such as at tea stalls, on farms, and for fisher y and mining also. The commercial sexual exploitation of children is among the worst forms of child labour. Prostitution in India envelops the lives of around 1.2 million children. D o e s I n d i a H ave Laws Against Child Labour? The Indian Constitution provides laws against child labour, both in its Fundamental Rights and Directive Principles of State Policy. Both the laws prohibit child labour below the age of 14 years in any factory or mine, or engage in any other hazardous employment (Article 24). By 1960, the Indian Constitution envisioned to provide infrastructure and resources for free and compulsory education to all children between the age of 6-14 years (Article 21-A and Article 45). The Factories Act of

1948 prohibits the employment of children below the age of 14 in any factory. The law has also framed rules on when, for how long and who between the age of 15-18 years can be employed in a factory. The Mines Act of 1952 restricts employment of children below the age of 18 years in any of the mines in India. The Child and Adolescent Labour (Prohibition and Regulation) Act of 1986 prohibits employment of any child below the age of 14 years as domestic help. It is a cognizable criminal offense. However, children between 14-18 years are called adolescents and can be employed in non-hazardous occupations. The Right of Children to Free and Compulsory Education Act 2009 provides free and compulsory education to all children aged between 6-14 years. The Act also mandates to reserve 25% of the seats in every private school for children belonging to economically backward class. The Juvenile Justice (Care & Protection) of Children of 2015 has made bondage of a child for employment a punishable offense with a prison term. In 1993, the Indian gover nment enacted a law against child labour and banned all dangerous work or activities that could harm the mental, moral, spiritual or social development of children

under the age of 18 years. However, child labour continues for several reasons. People exploit the loopholes in the law that allows children to get employed or work in the family business. Thus, having children sell tobacco/cigarettes on streets can be considered legal, if it is part of their family business. Along with that, many influential and powerful people, because of their links with political leaders, get special liberties in these laws. And companies may not be interested in removing their cheap labour from their business. Laws against child labour were tightened in the years 2006 and 2016. Children under the age of 14 were prohibited from getting employed as service staff in restaurants or as house helps as well. UNICEF is working with the Central and state governments to eradicate child labour from the world. But a lot more needs to be done. However, child labour in family business remains acceptable, and with that, these laws can be twisted to make children from the age 15-18 years’ work. The law also doesn’t exclude activities such as field work, where children are exposed to pesticides and other harmful chemicals, and have to put laborious hours. The Indian government formed the Gurupadswamy Committee in 1979 for research on child labour and ways to tackle it. On the recommendation of this Committee, the Child Labour Prohibition and Regulation Act was enacted in 1986. In 1987, a National Policy on Child Labor was formulated, especially to focus on rehabilitation of children working in hazardous occupations. Since 1988, the Ministry of Labour And Employment has implemented around 100 industry-specific National Child Labour Projects to rescue and rehabilitate child workers. A plethora of laws, Acts, institutions and organizations have been formed by the Indian government to combat the prominence of child labour from India. Several NGOs including Child Fund, Care India, Bachpan Bachao Andolon, Child Right & You, Talaash Association and Global March against Child Labour have been working to eradicate child labour in India.

What Else Can Be Done To Eradicate Child Labour In India? Several steps have already been taken and the government is taking many more steps to reduce child labour in India. UNICEF is also working with the Central and state governments to eradicate child labour from the world. But a lot more needs to be done. Laws against child labour need to be strengthened more and strictly enforced. It is very important to first combat poverty as this the root cause of child labour. Equal access to education is also crucial to break the cycle of child labour. As children learn more and more, they are more likely to get employed in decent jobs in when they grow up. Although the government is providing free and compulsory education to children under the age of 14, widespread poverty and lack of opportunities to earn money for adults often force families to send their children to work. As a result, children are forced to discontinue their education and drop out of school. Child labour in our countr y has become a social norm that we all accept and tolerate in our society. Pak denies airspace for Srinagar-Sharjah flight

NEW DELHI, NOV 3 (PTI): Pakistan has denied use of its airspace to Go First’s Srinagar-Sharjah flight, the government officials said on Wednesday. According to officials, Pakistan’s refusal on Tuesday forced the flight to take a longer route and fly over Gujarat to reach its destination in the UAE. Go First, previously known as GoAir, had started direct flights between Srinagar and Sharjah from October 23 and the service was inaugurated by Union Home Minister Amit Shah during his visit to the Val-

ley last month. According to officials, till October 31, the flight was going through Pakistan airspace. However, Pakistan on Tuesday did not allow the flight to pass through its airspace, and therefore, the service had to take a longer route, going over Gujarat, adding around 40 minutes to the flight time, they said. There were no specific reasons given by the Pakistan government as yet for refusing the permission to the flight, officials said. Officials said the flight,

I had hoped that @GoFirstairways being permitted to overfly Pak airspace was indicative of a thaw in relations but alas that wasn’t to be.” Blaming the Centre, PDP chief and former J&K chief minister Mehbooba Mufti tweeted “puzzling that GoI didn’t even bother securing permission from Pakistan to use its airspace for international flights from Srinagar. Only PR extravaganza without any groundwork.” Inaugurating the flight, Shah had said the commencement of Srinagar-Sharjah services would boost tourism. “There are many

people from Srinagar and Jammu who are settled in the Gulf countries. There are many tourists who want to come from the Gulf countries to Jammu and Kashmir. The tourism of J-K is going to get a big boost with the commencement of Srinagar-Sharjah flights,” he added. The Srinagar-Sharjah flight duration is around 3 hours if the Pakistan airspace is used, however, with Islamabad refusing to allow the flight through its airspace, it will be nearly an hour longer, raising fuel and ticket costs. The Pakistan government, however, allowed Prime Minister Narendra Modi’s special flight to Italy to use its airspace on Friday to attend the G20 summit. His return flight from Italy was also allowed to use the Pakistan airspace on Wednesday, officials said.

However, instead of acting on Lalaram’s complaint, the cops arrested him for the murder of his own daughter and charged him under Indian Penal Code (IPC) Section 302. In the previous trade, the precious metal had settled at Rs 46,786 per 10 gram. Silver also tumbled Rs 898 to Rs 62,052 per kilogram from Rs 62,950 per kilogram in the previous trade. The Indian rupee surged 22 paise to close at 74.46 against the US dollar on Wednesday. In the international market, gold traded lower at USD 1,781 per ounce and silver was flat at USD 23.48 per ounce. “Gold prices traded weak with spot gold prices at COMEX trading 0.32 per cent down at USD 1,781 per ounce on Wednesday,” HDFC Securities Senior Analyst (Commodities) Tapan Patel said.

The finding by the commerce department represents a blow to the Israeli company and reveals a deep undercurrent of concern by the US about the impact of spyware on national security interests. Nepal to sell surplus electricity in India’s energy exchange market KATHMANDU, NOV 3 (PTI): For the first time, Nepal will sell its surplus electricity to India at a competitive rate after New Delhi allowed the neighbouring country to trade its power in the Indian power exchange market, according to media reports on Wednesday. The Energy Exchange under India’s Power Ministry on Monday granted permission to Nepal after persistent lobbying from Kathmandu, as Nepal Electricity Authority (NEA) is now in a position to sell its surplus energy, according to a report in The Kathmandu Post. In the first phase, 39MW power, including 24MW produced by NEAowned Trishuli hydropower and 15MW Devighat power house, has been permitted for trading in Indian Energy

Exchange (IEX). Both projects were developed with India’s assistance. “Following the Indian approval for Nepal to export its electricity, power trade between the two countries has entered a new phase,” the report cited Nepal’s ministry of Energy, Water Resources and Irrigation as saying. Gokarna Raj Pantha, joint spokesperson for the ministry, told the Post that the Nepal Electricity Authority would now be able to participate in an auction in the Indian Energy Exchange everyday to sell power. The NEA will start exporting the power through 400- kV Dhalkebar-Muzaffarpur inter-country transmission line from midnight, The Himalayan Times reported.

Noted B’wood screenwriter Shafeeq Ansari passes away

oted screenwriter Shafeeq Ansari of ‘Baghban’ fame died early on Wednesday in Mumbai after a prolonged ilness. He was 84. His son Mohsin Ansari confirmed the news of the writer’s demise and his last rites are to be performed at the Oshiwara cemetery. Shafeeq Ansari started his career as a writer in 1974 with Dharmendra and Shatrughan Sinha-starrer ‘Dost’, followed by Dharmendra and Hema Malini-starrer ‘Dil Ka Heera’ and in 1990 he penned Dilip Kumar, Govinda and Madhuri Dixitstarrer ‘Izzatdar’ followed by ‘Pyaar Hua Chori Chori’ which starred Mithun and Gouthami. Ansari joined hands with veteran filmmaker B.R Chopra and was credited as one of the dialogue and screenplay writers of 2003 hit ‘Baghban’ featuring Amitabh Bachchan, Hema Malini and Salman Khan. KOHIMA, NOV 3 (NPN): MhakenyiKro-u FC entered the finals of the 21st NSF Martyrs’ Memorial Trophy by defeating Berenike FC Meriema 4-1 in the first semi final at IG Stadium, here on Wednesday. MUMBAI, NOV 3 (IANS): Former India captain Rahul Dravid has been appointed as the head coach of the senior Indian men’s cricket team, said the BCCI on Wednesday. Dravid will take charge from the upcoming home series against New Zealand, starting with the T20Is from November 17. “It is an absolute honour to be appointed as the new Head Coach of the Indian Cricket Team and I am really looking forward to this role. Under Mr Shastri, the team has done very well, and I hope to work with the team to take this forward. Having worked closely with most of the boys either at NCA, U19 and India A setup, I know they have the passion and desire to im-

prove every day. There are some marquee multi-team events in the next two years, and I look forward to working with the players and the support staff to achieve our potential,” said Dravid in a statement. Dravid will take over from Ravi Shastri, whose tenure comes to an end after the ongoing ICC Men’s T20 World Cup. The decision to appoint Dravid was taken by the Cricket Advisory Committee (CAC), comprising of former India wicketkeeper Sulakshana Naik and former India pacer RP Singh. “The BCCI welcomes Rahul Dravid as the Head Coach of India’s senior men’s team. Rahul has had an illustrious playing career and is one of the greats of the game. He has also served Indian cricket as Head of National Cricket Academy (NCA) with distinction.
