NEW DELHI, OCT 3 (NPN): An all out effort is being made by the Government of Nagaland under the United Democratic Alliance (UDA) to work towards settlement of the long pending Naga political issue, for which negotiations has been held for the past 24 years. Highly placed sources informed Nagaland Post that the one-point agenda of the recently formed UDA allparty government in Nagaland was to secure political solution. Other issues may be addressed post solution, the source said. The source also disclosed that it would be the endeavour of Naga political leaders to urge upon New Delhi to broker some agreement with Myanmar over the fate of Nagas living across the border. Meanwhile, it was also

disclosed that all issues pertaining to Nagaland state were being kept in abeyance such as fund for the Nagaland Foothill Road project etc. till solution is arrived at. Sources speculated that the government of India was also keen to conclude all issues and negotiations with solution probably by end of 2021. It also remains to be seen how the solution will be achieved with regard to the fate of Nagas of Manipur, Assam and Arunachal Pradesh. Within Nagaland, the issue of rehabilitation may not be a problem but it may provide to be a challenge with regard to other NPGs having considerable presence in other Naga inhabited areas outside Nagaland. Meanwhile, Government of India and leaders of various Naga Political Groups (NPGs) are scheduled to meet in Delhi in the

coming week, another highly placed sources informed Nagaland Post, adding that with talks back on track “we can expect something very soon”. Sources said that the Working Committee of NNPGs team led by N. Kitovi Zhimomi, NSCN (K-Niki) led by its president Niki Sumi were already in Delhi since last week. The NPGs are scheduled to hold separate meetings with the Government of India officials during the week. Her victory, which came after her surprise defeat in Nandigram in assembly elections held earlier this year, was expected by most analysts. Her nearest rival, BJP’s Priyanka Tibrewal, garnered 26,428 votes, while CPI(M)’s Srijib Biswas polled 4,226 votes, the Election Commission said. “I want to thank the people of Bhabanipur, West Bengal, who were waiting for these results. DC office shifting: CSOs to hold ‘peaceful public rally’ on Oct 5 DIMAPUR, OCT 3 (NPN): A day after it announced to hold a “mass citizens rally”, the Civil Society Organisations’ Core Committee Against Shifting of Deputy Commissioner’s Office, Dimapur on Sunday informed that it would take out a “peaceful public rally” from Clock Tower junction to DC office from 9 a.m. onwards on October 5, if there was no positive response from the State government till October 4. The Committee therefore urged all Dimapur based frontal organisations to be ready to attend the rally in their traditional attires.

The committee also urged all right-thinking citizens of Dimapur to be prepared and join the rally for their welfare. On September 29, various Dimapur-based CSOs had served a five-day deadline (w.e.f. September 29) on chief minister to cancel the September 7 home department notification for shifting of the district election office and disaster management cell to the new complex at Chümoukedima including all other orders issued by the government. Fuel on Fire: Petrol, diesel prices touch all-time high DIMAPUR, OCT 3 (NPN): Petrol and diesel prices soared to new record highs across the country on Sunday after rates were hiked again by 25 paise and 30 paise a litre, respectively. The fourth consecutive daily increase in its rates has sent petrol prices above Rs.100 in most major cities of the country. After the price revision, petrol in the state capital Kohima and Dimapur crossed the Rs.100-mark. In Kohima, petrol was retailing at Rs.101.90 a litre while in Dimapur it was Rs.100.90 a litre. ‘Clean India programme’ launched

DIMAPUR: Commemorating 75 years of India’s Independence, Nehru Yuva Kendra Sangathan (NYKS) launched the month long “Clean India programme”, on October 1 at Kohima local ground. According to a DIPR report, speaking at the launching programme, secretary, youth resources & sports, Wezope Kenye said that the Clean India programme was planned under the aegis of Azadi Ka Amrit Mahotsav (AKAM) celebration with a view to mobilise public to participate voluntarily in the nationwide drive of waste collection and disposal. He stated that Clean India was not just a programme but reflected the genuine concerns of common man and their resolve to address the issue, therefore, he said, that ensuring cleanliness in the country was the responsibility of all the citizens. Wezope informed that the objective of Clean India was to organise activities to clean waste mainly, the single use of plastic which would be organised in all 12 districts.

NSF condemns Abonmai’s murder

DIMAPUR: Naga Students’ Federation (NSF) has said it was deeply disturbed by the abduction and “gruesome killing” of Athaun Abonmai, former president of Zeliangrong Baudi on September 22 at Pallong village under Tamenlong district, Manipur. In a condemnation note, NSF president, Kegwayhun Tep stated that such “barbaric act” perpetrated by some anti-social elements have outraged the sentiments of the entire Naga populace and beyond. The federation stated that while the entire region was collective striving towards lasting peace and stability, and for peaceful coexistence and respectful relationships, such

DIMAPUR: As part of world wildlife week, Wokha Forest Division in collaboration with ENVIS, Nagaland Pollution Control Board (NPCB) under the theme, “save life in wild” on October 2 at Vivekananda Kendra Vidyalaya, Doyang. A press release by

NPCB stated that in a keynote address, DFO Wokha, Suman W M Sivachar highlighted the students on the importance of preserving wildlife habitat. He said human urbanisation and activities was one of the key reasons in affecting the habitat of

DIMAPUR: Amur Falcon Roosting Area Union (AFRAU) has reopened the roosting site of amur falcons at Pangti village for tourists from October after remaining shut for the past two years due to the State government’s failure to provide adequate infrastructure at the village. However, AFRAU president P Thungchumo Shidio in a press release insisted that all Covid- related protocols would have to be strictly followed and instructed officebearers to ensure that all domestic, national and international tourists adhere to the protocols. He said there would be only one entry point (Raphapen junction), while entry by boat/motorboat from Doyang dam would be strictly restricted. Also, hunting materials and crackers have been strictly prohibited within the demarcated area and every vehicle movement between Raphapen and roosting area will be strictly restricted from 4 pm to 5 p.m. While two wheelers, four wheelers and motorboats causing noise would be strictly restricted between 4 p.m. and 6 a.m., Shidio said every group of visitors would be provided one guide from AFRAU for Rs.1,000. Asking all visitors to contact the union for homestay, he declared that throwing single-use plastic and waste materials in amur falcon roosting area would be strictly prohibited. Shidio assured that AFRAU would strengthen its efforts to conserve and protect the amur falcons, if the government provided basic amenities and infrastructure at Pangti village in the future.

age), person with disability (flagged in the E-roll) and Covid-19 suspect or affected persons in their respective polling station and deliver Form 12D to the concerned electors and obtain acknowledgement from them. Thereafter, BLOs have been asked to submit the

acknowledge forms and form 12 D to the office of the undersigned on or before October 6. In another order, the ADC has directed all the firearm owners of Shamator Sub-Division to deposit their respective firearms at the nearest Police Station on or before October 8.

The ADC also cautioned that action will be initiated in the event of failing to comply with the order. Meanwhile, work distribution in view of the forthcoming by-election has also been issued to different departments in Shamator. All the departmental/police

officers, police personnel and staff under Shamator Sub-Division have been asked to be in station on or October 5. The concerned officer in-charge of the department has been asked to submit attendance of their respective departments on daily basis to the ADC.

Officials said that responding to the appeal of the Assam government and the Bodoland Territorial Council (BTC) administration, over 500 poachers and wood cutters deposited their arms and ammunition at a function at Bengtol. Toijam Ibochou, former vice president of KYKL and current convenor of the Interim Central Committee, SOREPA, said that the new outfit was established to “regain the independence of Kangleipak/Manipur in Western South East Asia (WESEA),” along with like-minded revolutionary outfits affirming its belief in “scientific socialism” as the way forward. “We believe that a revolution cannot go forward without a proper revolutionary doctrine. Our revolution is based on Kanglei/Manipuri Nationalism. But in order to regain independence, the love of the motherland is not enough. A revolutionary movement should be done under the right system. So, in order to establish a revolutionary movement that is suitable to the land, a new revolutionary party called Socialist Revolutionary Party (SOREPA), Kangleipak

SOREPA said it would like to maintain the respect given to other revolutionary outfits. “We would not disrespect KYKL, from whom we departed due to differences in ideologies. We would like to thank KYKL for teaching us the importance and experience of a revolutionary movement,” said the new outfit. Stating that involvement in electoral politics, striving for profits, and practice of nepotism would not be beneficial to the revolutionary movement, SOREPA said that their motto is “Socialism with Kanglei (Manipuri) federal characteristic.”

Maintaining that Manipur is a melting pot and cradle of different independent cultures, SOREPA said that as “the respect for its independence was not respected, India sowed the seed of colonialism.” SOREPA also contended that the imposition of Indian electoral politics created a “National contradiction” with Manipur. It delved into the effect of liberal politics while maintaining that it has created chaos in society. It compared the handling of Covid-19 by the western countries and China and the difference in the impact of their economic advancement. The release also delved into the alleged nexus between revolutionary outfits or individuals who “act like revolutionaries” and electoral politics, accusing some of the sponsored candidates and turning the legislative assembly into a profit-making institute. ITANAGAR, OCT 3 (PTI): Single-day recoveries outnumbered fresh COVID-19 cases in Arunachal Pradesh as 37 more people recuperated from the disease while 13 new infections pushed the tally to 54,693, a senior health official said on Sunday. State Surveillance Officer (SSO) Dr Lobsang Jampa said 54,011 people have recovered from COVID-19 so far. The COVID-19 recovery rate in the frontier state improved marginally to 98.75 per cent from 98.71 per cent the previous day, the official said, adding the active percentage remained at 0.74. The COVID-19 death toll in the state remained at 277 as no fresh fatality was reported in the last 24 hours, the SSO said. Arunachal Pradesh currently has 405 active COVID-19 cases. Lower Dibang Valley district has the highest number of active cases at 72, followed by Lohit (71), Tawang (57), West Kameng (49) and East Siang (36). As many as 11,48,853 samples have been tested for COVID-19 so far, including 1,208 on Saturday, Jampa said, adding, the positivity ratio in the state stands at 1.07 per cent.

18 cases push Sikkim’s COVID tally to 31,525

GANGTOK, OCT 3 (PTI): Sikkim on Sunday reported 18 new COVID-19 cases, seven less than the previous day, with the tally increasing to 31,525, a health department bulletin said. The death toll remained at 388 as no new fatality due to the infection was registered in the last 24 hours, it said. Of the fresh cases, 13 were recorded in East Sikkim, four in South Sikkim and one in North Sikkim. The Himalayan state now has 493 active cases, while 30,328 people have recovered from the disease. At least 316 coronavirus-positive patients have migrated out.East Sikkim has logged the highest number of COVID-19 cases thus far at 17,518, followed by 6,983 in South Sikkim, 6,048 in West Sikkim and 660 in North Sikkim. Over 2.50 lakh samples, including 354 in the last 24 hours, have been tested for COVID-19, the bulletin said. The positivity rate currently stands at five per cent and the recovery ratio at 97.1 per cent.

SHILLONG, OCT 3 (PTI): Air Marshal Dilip Kumar Patnaik on Sunday assumed charge as the air officer commanding in-chief of Eastern Air Command of the Indian Air Force, officials said. Air Marshal Amit Dev, who had held the post so far, has taken over as the commanding officer in-chief of the Western Command, one of the IAF spokespersons told PTI. Two persons, including the driver, were arrested from Golakganj area in Dhubri on the charge of alleged illegal trafficking of cattle, he said.

So were Rashtriya Lok Dal leader Jayant Chaudhary and Bharatiya Kisan Union’s Rakesh Tikait. In Lakhimpur, police said in the evening that the law and order situation was under control.

Farmer leaders claimed the son of Union Minister of State for Home Ajay Mishra was in one of the cars which they said knocked down some protesters who were opposing the deputy CM’s visit. The MoS, however, denied the claim. A state government official said farmers waved black flags as the cavalcade passed. At its rear end, a vehicle overturned collapsing over two farmers who were killed.

Four people were then pulled out of the vehicles and beaten to death, officials said. Union minister Mishra told PTI that these victims were three BJP workers and a driver, beaten to death by “some elements” among the protesting farmers. The car had turned turtle after the protesters pelted stones at the cavalcade, he said. Mishra said his son was not present at the spot as alleged by some farmer leaders and he has photo and video evidence to prove it. “My son was present at the venue of the (deputy chief minister’s) event and thousands of people, officers of the administration and police were present there. All through, I was accompanying the deputy chief minister,” he said. Rakesh Tikait has demanded Mishra’s dismissal and the registration of a case of murder against his son and “other goons”. The farmers’ unions

have also announced a protest at district magistrate offices across the country on Monday. Tikait claimed that the farmers were “attacked” while they were returning from the Lakhimpur protest. Some of them were run over and they were also fired upon, he alleged in a video clip. Samajwadi Party chief Akhilesh Yadav also blamed the Union minister’s son for the violence, and said the farmers were protesting peacefully. “UP will not tolerate the oppression of the BJP,” he tweeted in Hindi. Congress general secretary Priyanka Gandhi Vadra will visit Lakhimpur Kheri on Monday, UP Congress spokesperson Ashok Singh said. ARRAYKOLKATA, OCT 3 (IANS): Despite strict prohibitory order by the Election Commission of India (ECI), there was widespread celebration across the state capital following the indication of the win of West Bengal Chief Minister Mamata Banerjee who is leading by a margin of 37,950 votes against BJP’s Priyanka Tibrewal after 14th round of counting. The election commission in a notification issued on Sunday said, “No victory celebration/procession during or after the counting shall be allowed in the ongoing election in West Bengal for which counting is taking place on 03.10.2021. All necessary action should be taken to ensure strict compliance of the Commission’s direction wherein all such activities have already been prohibited in view of the pandemic. Further, the state government must ensure that adequate steps are taken so that no post poll violence takes place”. After the 14th round of counting, Mamata Banerjee secured 55,404 votes while Priyanka Tibrewal of the BJP secured 16,454 votes, giving the Chief Minister a lead of 37,950 votes. Deputy Inspector General, BSF Bhupinder Singh said the patrolling troops of the BSF on Saturday morning noticed some suspicious movement across the barbed fencing at theIndo-Pak border Rajatal village. During a search operation, BSF troops apprehended a Pakistani national and recovered more than six kilogram of heroin from his possession, said the DIG. The Pakistani national has been identified as Kashi Ali, a resident of Lahore in Pakistan.

uch has been said about the need to spur economic growth in Nagaland and which call for promotion of entrepreneurial activities in order to provide strong economic base especially among the youth. In order to set the direction towards the desired objective, local entrepreneurs have been expressing frustration at banks who are hesitant in providing much needed loans. On the other hand, banks say their hands are tied for lending substantial loans because lands in Nagaland cannot be sold or auctioned to non-indigenous persons by any financial institution or banks to liquidate unpaid loans of borrowers. Aspiring entrepreneurs have been asking the government to press on banks to provide much needed loans for entrepreneurial activities. Banks on the other hand maintain that money given out on loan must have adequate collateral mortgage such as unmovable property or assets in case of default in repayment of outstanding loan amount. This invariably led to need for implementation of the Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interests (SARFAESI) Act 2002. However, this appears to have come against a road block in the form of Article 371A of the constitution of India which guarantees protection of various aspects involving the Nagas of Nagaland state against any act passed by parliament with respect to- ownership and transfer of land and its resources, without the concurrence of the Legislative Assembly of the state. As land and resources (both on the ground and below) are insulated from any act of parliament unless the state assembly so agrees through a resolution. The government has therefore, proposed to set the ball rolling through the assembly to explore ways for implementing the Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interests (SARFAESI) Act 2002 and not to circumvent article 371A. There are views suggesting that SARFAESI Act 2002 may be implemented but with a rider that mortgaged properties should not be sold to any non-indigenous inhabitant of Nagaland. According to the yet to be enacted Register of Indigenous Inhabitant of Nagaland(RIIN), the criteria for recognizing an indigenous inhabitant is if the person or his or her parents have documents to prove that they have settled in Nagaland state on or before December 1,1963.When there is no decision with regard to recognizing the ‘indigenous inhabitant’ it is a matter of debate on how SARFAESI Act 2002 can be implemented with the rider that properties can only be auctioned or sold to an indigenous inhabitant. Another matter that needs to be seriously introspected is for representative apex district tribe organizations to deliberate on Article 371A especially aspect of whether mortgage of lands that do not belong to clans can be permitted? It may be noted that Article 371A has been very often been cited as an excuse to not provide lands for development or at times, set up compensation rates that are sky high. A landowner should enjoy and have rights of his own land but should not obstruct development. Now about prohibiting sale to non-indigenous inhabitant, perhaps the stat government can stand as guarantor and in the event of default in payment, take over the mortgaged land and auction it to indigenous inhabitants though open tender. The state government needs to apply its mind and can share this view with chambers of commerce, entrepreneurs and the usual group of CSOs.

BAN for implementation of SARFAESI Act 2002

ow long should we Nagas live poor in a rich State? Having been blessed with so much natural resources, we are unable to tap it effectively for our state’s economic growth. How long should our Nagas go with a begging bowl to the centre for all our needs when we have enough resources? Why do we choose to be beggar when we have potentials to have plenty? The choices are ours alone. The contentions put forth by NBA (Nagaland Bar Association) against implementation of SARFAESI Act 2002 in Nagaland needs serious deliberation on the context of state’s economic condition. Under these provisions, the banks may issue notices in writing to the defaulting borrower only after the account had been classified Non-Performing Assets where the borrower defaults payment for 90 days and only after which the borrower is served 60 days notice to discharge the liabilities. The remedy of appeal to Debt Recovery Tribunal is available under section 17 and 18 of the Act, against notice for possession and enforcement of security interest. Every organization has its mission and vision, and they know best their association’s interest for members and the state. Whilst we respect NBA for the yeoman services made to our society, it is equally important to uplift the professions of businesses and entrepreneurs who are solely responsible for job creation while con-

tributing to the economy of the state. Whatever BAN accentuates here is purely on merit and on personal experiences, which shall always be seen from the prism of uplifting Naga businesses towards economic freedom. For much too long, due to the unprecedented neglect of Naga businesses by the successive governments and Banks and financial institutions (BFIs), the state has been reeling under economic stress. Growth in workforce and growth in the productivity of the workforce are two main sources of economic growth and this economic growth only comes from increasing the quality and quantity of the factors of production which consist of land, labour, capital and entrepreneurship and in the absence of these, the economy crumbles. While we create employment even under very poor and stressed infrastructure and rampant illegal taxation, there are factors that are working to cut our supply lifeline of finance. BAN cannot afford to remain dormant and we can’t remain silent when our economic condition are been crumbling to rock bottom. The main four engines to keep the economy going are consumption, investments, exports, and the government. Of these, the latter’s contribution has fiscal constraints. Finance is the main fuel of every business, no matter what size. The influx of cash is used for multiple purposes. It could range from enhanc-

ing working capital, expansion, purchasing new assets, replenishing stock, hiring more staff or refinancing to pay off an existing debt. The consequences of not having enough capital can be dire for businesses looking to grow and expand. Hence enterprises opt for external funding to incorporate new technology and purchase assets like innovative machinery to upgrade their facilities, this increases efficiency and production capacity which helps in fulfilling expansion plans. Access to finance promotes the entry of new firms and innovative activities, thereby stimulating competition and efficiency. Entrepreneurs are always looking for opportunities to spread out, flourish and take our business to the next level. Capital funding can be used to develop, test and launch new products in the market. With growth and expansion, it’s inevitable that businesses want to enter a niche market or target a new clientele base. The initiative to explore fresh avenues involves indepth research, well-rounded marketing strategies, promotional campaigns, recruitment of skilled and talented staff, setting up of retail outlets among other things. And yes, all this requires a tidy sum of investment. To keep the ship afloat and ensure that all the operations are running smoothly, businesses need to have enough working capital. Enterprises need fi-

nance to start up a business, run the business and expand the business but unfortunately many businesses, especially small establishments don’t have the resources to shoulder the expense. The consequence of not receiving a business loan for a firm is quite drastic. Without banks giving out any personal loans, business loans and financial assistance to their borrowers, the amount of money put into investments diminishes and the financial markets underperform. There is also cyclical effect. When investment slows down, economic growth slows as a consequence and customer demand is low as items become difficult to afford and economy suffers. As more people become unemployed, consumer demand drops even further. Lowering demand leads to industries requiring fewer investments to fuel the production of their goods and services. Hence, without finance there is no business and without business the economy is dead. Banks’ failure to finance businesses causes two types of unemployment. The unemployment that have direct result of firms not being able to afford to pay more employees without receiving the requisite business loans or personal loans. Following this is a negative feedback loop that results in low demand from the newly unemployed consumers which leads to lower production from enterprises thereby decreasing capacity

utilization that results in demand-deficient unemployment. Demand-deficient unemployment is when an enterprise has to let go of its current employees or stop employing new individuals as demand for their product is low. In the first case, demand may still exist but the company does not have capital from the bank to afford extra employees. In the second case, there is no demand and hence, sales are low and money spent on production is wasted. To cut costs the enterprise drops its employee count and stops hiring new people. In conclusion, bank’s failure to finance enterprises has a significant ripple effect on a nation’s economy. To keep the ship afloat and ensure that all the operations are running smoothly, businesses therefore need to have enough working capital. In a situation where Government doesn’t have enough revenue to support entrepreneurs and businesses and banks are not extending loan because of non-implementation of SARFAESI Act, should our state continue to reel under salaried economy of government servant alone? What about our economy? Are we not indulging in systematically finishing the present and future entrepreneurs and businesses in Nagaland by trying to deny the main lifeline for businesses – Which is FINANCE. Isn’t it important to create the right infrastructure and atmosphere for the younger generation

to proudly contribute in building a robust economy of the state through affordable finances? We have a classic case in the parlance of losing out on economic development, where the so called natural resources like Petroleum and natural gas which Nagaland is perceived to be highly prospective fails to kick start exploration and production and in the process we are losing out thousands of crores of rupees annually, while our State economy is sulking and Infrastructure is in pathetic condition. Just because we are too focused in Article 371(A), we seldom missed out the larger picture which causes enormous losses to the state and we remain as what we are today with a free rider mentality. The awareness call given by Naga officials of OIL PSU dated 1st October 2021 in daily paper is absolutely right when they question whether we are going to miss the bus to economic development. While we have already missed the bus in oil exploration, yet we will continue to call on Government for taking up in seriousness for the cause of the present and future generation. ll living beings need a place whether human beings or animals or birds. In simple terms, the natural home or environment of an animal, plant, or other organism can be termed as habitat. There are many people around the world lacking a proper place to stay and it is difficult to stay in urban habitats. Currently, 1 billion people (approx) live in overcrowded settlements with inadequate housing. By 2030, that number will rise to 1.6 billion. Action is needed now to provide low-income families and vulnerable populations with affordable housing with security of tenure and easy access to water, sanitation, transport and other basic services. Due to the pandemic the situation is again the worst in a few parts of the world. The necessity of improving living conditions has been brought

to the forefront by COVID-19, which has shocked the lives of millions in cities. Access to clean water and sanitation, along with social distancing, are key responses to the pandemic. Yet in slums it has proved difficult to implement these measures. Each year World Habitat Day (WHD), which is observed on the first Monday of October, focuses attention on the state of the world’s towns and cities. The theme for this year’s WHD is ‘accelerating urban action for a carbon-free world.’ The theme recognizes that cities are responsible for some 70 percent of global carbon dioxide emissions with transport, buildings, energy, and waste management accounting for the bulk of urban greenhouse gas emissions. Events and activities during WHD will explore how national, regional and local governments and organizations,

communities, academic institutions, the private sector and all relevant stakeholders can work together to create sustainable, carbon-neutral, inclusive cities and towns. WHD shall strengthen the global Race to Zero Campaign and encourage local governments to develop actionable zero-carbon plans in the run up to the international climate change summit COP26 in November 2021. The United Nations designated the first Monday of October of every year as WHD to reflect on the state of our habitats, and on the basic right of all to adequate shelter. The Day is also intended to remind the world that we all have the power and the responsibility to shape the future of our cities and towns. Maimunah Mohd Sharif, the Executive Director of UN Habitat in her message said that “the climate crisis is widely recognized as the number one threat facing the world today and it is our cities and towns which are responsible for much of the climate change, which is resulting in devastating floods, droughts and violent storms.” “The recovery from the COVID-19 pandemic is an opportunity for the world’s cities to put climate action on top of their agenda. This is a chance to change how we generate our power, construct our buildings, heat, cool and light up our offices and homes, and travel around

from home to work. We need clean, resource efficient energy, to replace fossil fuels. We need energy efficient infrastructure to encourage walking and cycling”, she added. Let us make our cities as the incubators of innovation and new technology. There is no option but we have to harness ideas for a better solution to combat climate change. We need climate friendly planning and initiatives that can contribute towards a carbon free society. As the theme suggests we must accelerate action for carbon free towns and cities and also a carbon free world which is really challenging but we must take action and make our earth climate friendly as we do not have any other planet to live in . A variety of clinical trials have assessed its effectiveness and safety for frozen shoulder. Most of the studies utilized the combination of PT with other treatments for treating FS and achieved satisfied effectiveness. Physiotherapy and home exercise can be the first line treatment for frozen shoulder with consideration of the patient’s symptoms and stage of the condition. • Freezing stage (painful) –can last between 3 and 9 months, gentle stretching exercises can be done but should be kept within a short duration (1-5 seconds) and not go beyond the patients pain threshold • Frozen stage (adhesive) - can last between 9-15 months, strengthening exercises such as scapular retraction, posterior capsule stretch and isometric

shoulder external rotation can be added to patient’s exercises for maintenance of muscle strength. • Thawing stage- can last between 15-24 months, the patient experience a gradual return of range of motion; both stretching and strengthening exercises can increase in intensity, with a longer holding duration. Apart from surgery or just waiting it out, physiotherapy can effectively treat frozen shoulder to speed up the recovery process immensely. 7. Cervical spondylosis - Cervical spondylosis is wear and tear of the vertebrae and discs in the neck. It is a natural process of aging and presents in the majority of the people after the fifth decade of life. It may appear in persons as young as 30 years but are found most commonly in individuals aged 40-60 years. Chronic degenerative process affects the intervertebral discs and facet joints and may progress to disk herniation, osteophyte for-

mation, and vertebral body degeneration, compression of the spinal cord or cervical spondylotic myelopathy. Symptoms of cervical spondylosis manifest as neck pain and neck stiffness and spasms (worsen in the morning) altered posture (poking chin) and in severe cases weakness or numbness into upper limb, poorly localized tenderness, limited range of motion and can be accompanied by radicular symptoms when there is compression of neural structures. Role of Physiotherapy • Physiotherapy is very important in the treatment of cervical spondylosis. A physiotherapist can assess and diagnose the problem. Following initial assessment physiotherapy will write a treatment plan specifically from mild to severe. • Physiotherapy treatment for cervical spondylosis often comprises of a home exercise programmed to increase the range of

movement and muscle control of the neck. Other physiotherapy treatments may include; Postural/ ergonomic advice, Manipulation/mobilization, Electrotherapy, Heat and cold therapy, Soft tissue treatment • Physiotherapy on cervical spondylosis has proven to be effective in restoring the mobility, flexibility and the core strengthening through a specific set of spondylosis exercises demonstrated by a physiotherapist. The benefit of spondylosis physiotherapy is that, it not only helps in relieving pain but also helps in preventing recurrent pain. Providing physiotherapy to older people is a challenge, patients with musculoskeletal, neurological, and cardiovascular problems may all be found in a single caseload and often in the same patient. The effects of biological ageing reduce the efficiency of the body’s

systems. Physiotherapists have a key role in enabling older people to use a number of the body’s systems fully to enhance mobility and independently. When neither improvement nor even maintenance of functional mobility is a reasonable goal, physiotherapists can contribute to helping older people to remain comfort-

Cruise drugs: NCB detains SRK’s son, 7 others

MUMBAI, OCT 3 (PTI): The Narcotics Control Bureau (NCB) has busted a drugs party onboard a cruise ship near here and detained Bollywood superstar Shah Rukh Khan’s son Aryan Khan and seven others, an official said on Sunday. The detainees include two women, he said. Apar t from Ar yan Khan, the others were identified as Munmun Dhamecha, Nupur Sarika, Ismeet Singh, Mohak Jaswal, Vikrant Chhoker, Gomit Chopra and Arbaaz Merchant, the NCB official said, adding that different drugs like MDMA, ecstasy, cocaine, MD (mephedrone) and charas were recovered from them during the raid conducted on Saturday evening. The anti-drug agency has registered an FIR in connection with the drugs party, he said. Based on a tip-off that a party was scheduled on the ship, an NCB team, led by its zonal director Sameer Wankhede, had raided the Goa-bound Cordelia cruise ship on Saturday evening and recovered drugs from some of the passengers, the official said. “During the operation, the suspects were searched

Early this morning, the NCB questioned the detainees at its office here, he said. Cordelia Cruises had chartered its ship for a private event to a Delhibased event management

company,” Jurgen Bailom, Chief Executive Officer and President, Waterways Leisure Tourism Pvt Ltd said in the statement. Cordelia Cruises is “extremely mindful” of providing wholesome entertainment to families who choose to travel with it, he said, adding, “this incident is contrarian and far from the culture that Cordelia Cruises represents.” “We, at Cordelia Cruises, condemn all acts such as these and will strictly refrain from letting our ship out for similar events in the future. Nonetheless, Cordelia Cruises is extending our full support and cooperating with the authorities,” it added.

‘India, Germany will see closer cooperation on Afghanistan’

NEW DELHI, OCT 3 (PTI): India and Germany are very much on the same wavelength on issues concerning Afghanistan and the two countries will see closer cooperation in this regard, German Ambassador to India Walter J Lindner said on Sunday. “India is a very big actor there (Afghanistan)... involved in a lot of developmental projects and Germany has been very active (there) for the last 20 years. So, we both share pretty much the same principles,” Lindner said at an event held to mark the 31st anniversary of German reunification. He unveiled a symbolic painting on a large wall at the iconic Sheila Theatre in Paharganj here depicting the friendship between India and Germany. Lindner said the two nations supported the previous government in Afghanistan and tried to help it make headway and improve the situation, especially for women, in the country. “We are all surprised by the fast advancement of the Taliban. Now, we have to deal with this situation. We still have to get people out of Afghanistan by talking to the Taliban. We still have a humanitarian crisis to prevent in Afghanistan through the United Nations. “We have some condi-

tions under which we talk to the Taliban -- an inclusive government which is not yet there. But we still have to have some kind of dialogue to make advancement on these points. India is very much on the same wavelength. So, we will see closer cooperation between us,” he said. The German envoy said economy, environmental protection, green energy, student exchange, science and technology, and artificial intelligence will be the key areas of the India-Germany partnership ahead. Replying to a question related to the India-UK row over COVID-19 vaccine certification, Lindner said, “I don’t know exactly what the specifications are... why the UK is not recognising the app from India. Weeks ago, we recognised Covishield. I myself have been vaccinated with Covishield. So, those who have been administered Covishield do not need to undergo quarantine (in Germany) or face any other restrictions.” Since Covaxin has not yet been recognised by the World Health Organisation, those who have taken it have to undergo quarantine. Once the WHO approves the Bharat Biotech-manufactured vaccine, Germany will take the next step and see if it can recognise it, the ambassador said.

The Congress on Sunday alleged that the raid conducted by the Narcotics Control Bureau (NCB) on a cruise ship in Mumbai and subsequent action against some persons was an attempt to deflect attention from the “real issue” of the drugs seizure at Mundra port in Gujarat. The party also demanded a Supreme Courtmonitored probe into the drugs haul at the port. Last month, the Directorate of Revenue Intelligence (DRI) had seized 2,988.21 kg heroin, likely worth Rs 21,000 crore in the global market, from two containers at the Adani-operated Mundra port in Gujarat’s Kutch district. On Sunday, the NCB detained Bollywood actor Shah Rukh Khan’s son Aryan Khan and seven others after raiding a Goabound cruise ship in Mumbai and recovering drugs from them. “There is a news that a Bollywood actor’s son has been arrested. Where did this drug come from? The NCB has come out and all of sudden saying that it has caught drugs

from a cruise ship,” Congress’ spokesperson Shama Mohamed told reporters. They are deflecting attention from the real issue. The real issue is Mundra port, the drug cartels in the country and drugs that is smuggled from Afghanisthan, she alleged. “They (NCB) catch some people here and there so that media will show that case, (that will) divert the attention. But I want you all to write about Mundra port, why it is not investigated? Why it is not investigated? What is happening there? Why is it ignored?” she asked. Had the drugs not come from there (port), there would not have been any party happening (on the cruise ship), she claimed. Seeking an SCmonitored investigation into the drug seizure at Mundra port, the Congress spokesperson said that drugs are smuggled into India from Afghanisthan, which will fund terrorist organisations, separatist groups and eventually create political instability in the country.

NEW DELHI, OCT 3 (IANS): In a major crackdown, the special cell of Delhi Police has arrested four sharp-shooters of the gangster Gogi gang and recovered arms and ammunition from them, an official said here on Sunday. “The four sharp-shooters, who have been arrested, were planning a spate of murders,” the official said. Earlier, most wanted gangster Jitender Mann alias ‘Gogi’ was killed along with two other assailants in a shoot-out at Delhi’s Rohini Court on September 24. The incident seemed taken straight from a Bollywood potboiler as Gogi was shot dead in a courtroom by two assailants from the rival ‘Tilu Tajpuriya’ gang, who were dressed in lawyers’ garb. The assailants opened fire at Gogi inside the courtroom where a case was being heard against him. Gogi was on Delhi police’s most-wanted list and he was also an accused in dozens of cases - including

murder, kidnapping, and fraud - in other states. His gang was also involved in crimes such as possession of illegal arms, carjacking, and land grabbing. The two assailants were subsequently shot dead by the police as the incident led to chaos and panic in the courtroom where the judge had commenced proceedings. A woman lawyer was reportedly injured in the firing. The police personnel guarding Gogi immediately retaliated and gunned down the attackers. “There was an exchange of at least 30-35 rounds of fire between the cops and the attackers,” an eyewitness had told IANS. A day later, on Saturday, September 25, the police arrested two persons, identified as Umang Yadav (22) and Vinay Mota (19), in connection with the Court shootout. Of the two arrested, Yadav had revealed that he worked for Tillu Tajpuriya, currently lodged at the Mandoli jail, for the last two years.

DUBAI, OCT 3 (PTI): Union minister Piyush Goyal on Sunday assured that every stakeholder’s interest will be taken into consideration while framing the e-commerce policy which would be robust and in the interest of every Indian. Goyal, who heads Commerce and Industry as well as Consumer Affairs ministries, also said that he welcomes all the feedback on the draft e-commerce rules but comments about inter-departmental issues on the draft rules are totally unwarranted. The minister’s comments has come following reports that the Department for Promotion of Internal Industry and Trade (DPIIT), the Corporate Affairs Ministry and the NITI Aayog have objected to some provisions of the draft e-commerce rules. The report citing an RTI reply has claimed that NITI Aayog has expressed apprehensions that the draft rules may harm ease of doing business. Goyal said that the whole purpose of an inter-

Domestic jewellers are now appreciating the hallmarking norms, which they were opposing earlier tooth and nail, he said. “The consumer rules around the e-commerce are under public consultation. I warmly welcome feedback from various stakeholders but I have to protect everybody’s interest and balance consumers interest, ecommerce interests, retailers interests,” he said, adding that “everybody’s interest will be taken into consideration and a balanced and a very robust policy will be finalized.” When asked if there is any move to link all the policies together, he said every department has to protect its own stakeholders. The DPIIT under the Commerce and Industry ministry is also framing a national e-commerce policy.

NEW DELHI, OCT 3 (IANS): The next few meetings of the GST Council would take the country’s new indirect tax regime closer to the goal of providing a transparent tax system with minimal exemptions and fewer rates. Sources working on the GST rate rational said that a three rate tax structure may become a reality early next fiscal after the views of a group of ministers (GoM) set for purpose is presented before the GST Council. The idea is, sources said, to move away from the present broad five rate structure of zero, 5, 12, 18 and 28 per cent to just three of 5, 18 and 28 per cent. There would be a small list of exempted items while certain demerit goods could continue to attract higher duty levels. The lowering rates into three slabs would be done by merging two existing slabs (12-18 per cent), and progress in this direction would be made in phases with rate changes cleared by the GST Council before a three rate struc-

ture is placed for all items. Chief Economic Adviser in the Union finance ministry Krishnamurthy Subramanian has also said that the big reform in GST rates would be undertaken soon as was envisaged earlier. India has four primary GST rates of 5 per cent, 12 per cent, 18% per cent, and 28 per cent. There is also a cess on luxury and demerit goods such as automobiles, tobacco and aerated drinks. On precious stones and metals, special rates of 0.25 per cent and 3 per cent, respectively, are applicable. A proposal to merge the 12 per cent and 18 per cent slabs into a single rate has been discussed for several years. It was expected that a move in the direction would be taken in FY21. But Covid disruptions and sharp fall in collections and relief measures derailed the plan on rate rationalisation. With GST collections again going up over Rs 1 lakh crore mark, the thinking is that three rate structure should be out at the earliest.

WASHINGTON, OCT 3 (REUTERS): The International Monetary Fund (IMF)’s executive board will intensify its probe of Managing Director Kristalina Georgieva this week by separately interviewing her and investigators who said she pressured World Bank staff to alter data to favor China, people with knowledge of the meetings said. The board will question lawyers from the WilmerHale firm on Monday about their World Bank investigation report, three people familiar with the plans said. The report alleged that Georgieva, as the bank’s CEO in 2017, applied undue pressure on staff to alter data in the flagship “Doing Business” report to benefit China. Georgieva, who has strongly denied the accusations, will appear in person before the board on Tuesday, the day she is to deliver a virtual speech about the IMF and World Bank annual meetings October 1117, two of the sources said. SEOUL, OCT 3 (AP): North Korea has warned the UN Security Council against criticising the isolated country’s missile programme, in a statement Sunday that included unspecified threats against the international body. During an emergency closed-door meeting of the top UN body Friday, France circulated a proposed statement that expresses concern over North Korea’s missile launches and calls on it to fully implement council resolutions that ban its ballistic missile firings. On Sunday, Jo Chol Su, a senior North Korean Foreign Ministry official, warned the UN council it “had better think what consequences it will bring in the future in case it tries to encroach upon the sovereignty” of North Korea. DUBAI, OCT 3 (PTI): Hyperloop, a high-speed mass transportation system for passengers and freight, is likely to be rolled out first in India or Saudi Arabia before in the UAE, said the CEO of Emirati multinational logistics company, DP World, Sultan Ahmed bin Sulayem on Sunday. Speaking at the sideline of the Dubai Expo 2020, a six-month long event which started on October 1, Sulayem said the high-speed transport system will become a reality in many parts of the world within the end of this decade. “I will see it either in India at first, or in Saudi Arabia at the moment. SANAA, OCT 3 (IANS): At least seven Yemeni illegal migrants have been killed in a crossfire in the past 24 hours when they were trying to cross into Saudi Arabia, according to sources. “Five bodies of the migrants and 21 other wounded were pulled from a border valley in the Yemeni district of Monabih on Friday evening, and two more bodies and five other wounded were retrieved this morning,” a medic in the area told Xinhua news agency on Saturday. A survivor who returned home in the capital Sanaa confirmed the accident. “We got caught in an exchange of artillery shelling between the Houthis and Saudi border guards while we were trying to cross into Saudi Arabia on foot,” the 30-year-old survived migrant told Xinhua just few hours after his arrival. Such accidents have been frequently reported from this area.

ISLAMABAD, OCT 3 (PTI): Pakistan’s Interior Minister Sheikh Rashid has defended the government’s move to hold talks with banned terror group Tehreek-i-Taliban Pakistan (TTP) for “reconciliation”, saying the negotiations are for “good Taliban”. Rashid’s remarks came after Prime Minister Imran Khan in an interview with Turkish government-owned TRT World news channel revealed that his government was in talks with the TTP with the help of the Taliban in Afghanistan, drawing criticism from politicians and victims of terrorism. The TTP, commonly known as the Pakistani Taliban, is a banned terrorist organisation based along the Afghan-Pakistan border. KABUL, OCT 3 (AP): A bomb exploded in the entrance of a mosque in the Afghan capital on Sunday leaving a “number of civilians dead”, a Taliban spokesman said. The bomb targeted the sprawling Eidgah Mosque in Kabul, where a memorial service was being held for the mother of Taliban spokesman Zabihullah Mujahid, who later tweeted the attack had claimed civilian lives. Emergency NGO, an Italian-funded hospital in Kabul, tweeted it had received four people wounded in the blast. The area around the mosque was cordoned off by the Taliban who maintained a heavy security presence. No one immediately claimed responsibility for the attack. However, since the Taliban takeover of Afghanistan in mid-August, attacks by Islamic State group militants against them have increased. The rise has raised the possibility of a wider conflict between the two extremist groups. IS maintains a strong presence in the eastern province of Nangarhar and considers the Taliban an enemy.

The Chinese military flew 16 warplanes over waters south of Taiwan on Sunday as the US expressed concern about what it called China’s “provocative military action” near the self-governing island that China claims. China sent 38 warplanes into the area on Friday and 39 aircraft on Saturday, the most in a single day since Taiwan began releasing reports on the flights in September 2020. The flights came in daytime and nighttime sorties, and it wasn’t clear if China was planning more

flights on Sunday night. A statement from US State Department spokesperson Ned Price warned that China’s military activity near Taiwan risks miscalculation and undermines regional peace and stability. “We urge Beijing to cease its military, diplomatic, and economic pressure and coercion against Taiwan,” the statement said. KABUL, OCT 3 (IANS): Afghanistan’s civil aviation authority has announced that the Kabul airport is completely operational for international flights for the first time since the country’s takeover by the Taliban after technical issues were resolved, the media reported on Sunday. The TOLO News reported cited aviation authority officials as saying that domestic flights were already operational and the airport received some special flights from Pakistan, the UAE and Qatar, most of them carrying humanitarian aid. The spokesperson for Afghanistan’s civil aviation authority, Mohammad Naeem Salehi, said the department has written to neighbouring countries and the international community asking them to resume flights at the airport. “Technically, there is no problem ahead of international flights. We are looking to find answers from neighbouring countries about whether they will start flights to Kabul airport or not. Gaze at your phone while walking and you could be headed for trouble. You might trip or even step into traffic. It happens a lot. Pedestrian injuries linked to phones has more than doubled since 2004, and most walkers -- 60% -- are distracted by their phones or something else. Stop, get out of the way, and finish your business before walking again.

Out of Touch

Not only is it good for your mood and motivation, but it also switches things up for your muscles and joints. Look for hills to add to your route. These can add intensity and strengthen thigh, hamstring, and glute muscles.

Wardrobe Malfunction

Clothes that are too tight and heavy could make your walk unpleasant. They should be loose, comfortable, and breathable so you can move easily and they won’t get wet from sweat or humidity. You can remove thin layers as you get warmer and add them back when you’re cold. Take rain gear if the weather looks iffy, and don’t forget hats, sunglasses, and sunscreen to protect you from the sun (even on cloudy days or in winter).

What are mysterious metal-rich near-earth asteroids Cannabis may up higher risk of developing poor mental health

magine mining iron, nickel and cobalt from asteroids. It’s not quite impossible. US researchers are investigating two metalrich near-Earth asteroids, or NEAs, to learn more about their origins, compositions and relationships with meteorites found on Earth. These metal-rich NEAs were thought to be created when the cores of developing planets were catastrophically destroyed early in the solar system’s history, but little more is known about them. A team of researchers from University of Arizona studied asteroids 1986 DA and 2016 ED85 and discovered that their spectral signatures are quite similar to asteroid 16 Psyche -- the

largest metal-rich body in the solar system. Psyche, located in the main asteroid belt between the orbits of Mars and Jupiter rather than near Earth, is the target of NASA’s Psyche mission. “Our analysis shows that both NEAs have surfaces with 85 per cent metal such as iron and nickel and 15 per cent silicate material,

which is basically rock,” said lead author Juan Sanchez, who is based at the Planetary Science Institute. “These asteroids are similar to some stony-iron meteorites such as mesosiderites found on Earth,” Sanchez said. Astronomers have been speculating as to what the surface of Psyche is made of for decades. By studying

metal-rich NEAs that come close to the Earth, they hope to identify specific meteorites that resemble Psyche’s surface. The study, published in the Planetary Science Journal, also explored the mining potential of 1986 DA and found that the amount of iron, nickel and cobalt that could be present on the asteroid would exceed the global reserves of these metals. In addition, when an asteroid is catastrophically destroyed, it produces what is called an asteroid family -- a bunch of small asteroids that share similar compositions and orbital paths. The team used the compositions and orbits of asteroids 1986 DA and 2016

ED85 to identify four possible asteroid families in the outer region of the main asteroid belt, which is home to the largest reservoir of small bodies in the inner part of the solar system. This also happens to be the region where most of the largest known metallic asteroids including 16 Psyche reside. “We believe that these two ‘mini Psyches’ are probably fragments from a large metallic asteroid in the main belt, but not 16 Psyche itself,” said David Cantillo, from the varsity’s Department of Geosciences. “It’s possible that some of the iron and stony-iron meteorites found on Earth could have also come from that region in the solar system too.” (IANS)

hose with a recorded history of cannabis use in general practice records are at a much higher risk of developing mental ill-health problems such as anxiety or depression as well as severe mental illnesses, new research shows. The findings indicated that following the first recorded use of cannabis, patients were three times more likely to develop common mental health problems such as depression and anxiety. In addition, they were almost seven times more likely to develop severe mental illnesses such as psychosis or schizophrenia. “The research reaffirms the need to ensure a public health approach to

recreational drug use across the UK,” said researcher Joht Singh Chandan from the University of Birmingham. “We must continue to progress measures to improve the prevention and detection of drug use as well as implement the appropriate supportive measures in an equitable manner to prevent the secondary negative health consequences,” Chandan added. For the study, pub-

lished in the journal Psychological Medicine, the team included records from 787 GP practices around the UK gathered over 23 years between 1995 and 2018. The researchers were able to include data from 28,218 patients who had a recorded exposure to cannabis. These were matched to 56,208 patients who had not been using cannabis and controlled for sex, age, ethnicity, smoking status and other relevant characteristics. The cannabis users also had much higher rates of having a recorded history of using other drugs such as heroin, cocaine and amphetamines. (IANS)

team of researchers has developed a sensor that could diagnose a heart attack in less than 30 minutes. The study showed that, by targeting three distinct types of microRNA or miRNA, the new sensor can distinguish between an acute heart attack and a reperfusion -- the restoration of blood flow, or reperfusion injury and requires less blood than traditional diagnostic methods to do so. “The technology developed for this sensor K Y M C

showcases the advantage of using miRNA compared to protein-based biomarkers, the traditional diagnostic target,” said Hsueh-Chia Chang from the University of Notre Dame. “Additionally, the portability and cost efficiency of this device demonstrates the potential for it to improve how heart attacks and related issues are diagnosed in clinical settings and in developing countries,” Chang added. A patent application has been filed for the sensor and the researchers are

working with Notre Dame’s IDEA Center to potentially establish a start-up company that would m a nu f a c t u r e the device. According to the study, published in the journal Lab on a Chip, currently, it takes health care professionals hours to diagnose a heart attack. Initial results from an echocardiogram can quickly show indications of heart disease, but to confirm a patient is having a heart attack, a blood sample and analysis are required. Those results can take up to eight hours. “The current methods used to diagnose a heart attack are not only timeintensive, but they also have to be applied within a certain window of time to get accurate results,” said lead author Pinar Zorlutuna from the varsity.

Gills knock of 57 helped Kolkata chase 116 with two balls to spare which wasn’t straightforward in the first place. Kolkata had a watch-

RCB beat Punjab Kings by 6 runs, seal play-off berth

Royal Challengers Bangalore beat Punjab Kings by six runs in the 48th match of the IPL 2021 and sealed their play-off berth, at Sharjah Cricket Stadium, here on Sunday. With this win, RCB now have 16 points and became the third team after CSK and DC to have made it to the last four stages. Riding on Glenn Maxwell’s quickfire fifty (57 off 33 balls), Royal Challengers Bangalore posted a total of 164 for 7 in 20 overs. Apart from Maxwell, Devdutt Padikkal also played a vital knock of 40 runs for RCB. In reply, openers KL Rahul and Mayank Agarwal came all guns blazing and gave Punjab Kings a solid start.
