DMC serves 15-day deadline on butchers D I M A P U R , M AY 4 (NPN): One week after banning sale of meat/meat products in the open/road side, the Dimapur Municipal Council (DMC) has served a 15-day deadline on the butchers to relocate their shops to provide hygienic environment, free from dust and flies and clear running water in their shops. In a press release, DMC administrator Albert Ezung stated that a joint drive would be conducted and defaulters would be penalized as per the provision of the Act without further notice. DMC had directed the colonies to ban all slaughtering/ processing of meat animals meant for human consumption and sale of meat in open air(roadside) or unhygienic environment.

100% increase in budget for NE: Reddy

Union Minister for Development of North East Region (DoNER) Kishan Reddy Wednesday said that there has been a massive 100% increase in the budget for North East making road NE development better. Speaking at the interaction between North East state governments and central government at the North East Festival 2022 in Guwahati Wednesday, Reddy stressed on the agenda for the next financial year which would be to ensure that the funds under 10% GBS were completely and fruitfully utilized, projects were implemented quickly without delays and aligned to the realities of the NER. He also emphasised on scientific gap analysis where strengths and weaknesses need to be identified for a targeted action. Further, DoNER minister called on states and central ministers to focus on social development and job creation whilst continuing to focus on infrastructure development. (Cont’d on p-8)

PDCCI, ZLSU slam NTTU ENPO’s withdrawal blockade on Peren district of non-cooperation D I M A P U R , M AY 4 (NPN): Peren District Chamber of Commerce and Industries (PDCCI) and Zeliang Students’ Union (ZLSU) have slammed the Nagaland Timber Traders Union (NTTU) for imposing economic blocked on roads leading to Peren district. PDCCI: In a press release, PDCCI president Haizin Mpom described as “very unfortunate and lackadaisical in nature” the NTTU economic blocked, which has affected the entire general public and business community. PDCCI stated that the differences between Peren District CSOs and NTTU was self-explanatory and required “high understanding between both the parties.” The chamber requested the NTTU to take up the issue sensibly with its counterpart “to prevail peace and tranquillity amongst all section of people.” PDCCI has cautioned that any abrupt decision without proper intimidation and against the welfare of business community would not be allowed in the near future. ZLSU: Zeliang Students’ Union (ZLSU) has expressed outrage over the “unpalatable activities” carried out against its president and his colleagues by a mob of around 100 people including non-locals at Molvom village on May 3 result-

ing in serious injuries. ZLSU through its media cell stated that its president and his colleagues had tried “to consult with good intentions” about the economic blockade imposed by NTTU on Peren district. It claimed that NTTU deployed many nonlocals to fight against their own Naga people “just to serve their unquenching selfish interests and ill desire”. The union has urged the responsible administration and state government to intervene before the situation goes out of control. It cautioned that any eventuality arising out of NTTU economic blockade would be the sole responsibility of the state government. Stating that Peren district known as ‘The Green District of Nagaland’, the union has, however, said that the forest cover has been dwindled drastically due to rampant illegal timber operations. It said Peren CSO restricted round logs to be transported out of the district to prevent further destruction of forest cover in the district. Meanwhile, the union said it has resolved to no longer allow any round log or sawn timber to be transported out of Peren until further notice. ZLSU said it should not be held responsible for any untoward incidents or loss of property that may occur.

Another Covid outbreak likely: Study

JERUSALEM, MAY 4 (PTI): Omicron subvariants may burn themselves out in the next couple of months and there could be another outbreak of Delta or a different Covid strain this summer, according to a modelling study conducted in Israel. The finding, published last week in the journal Science of The Total Environment, suggests that while Delta wiped out the variants that preceded it, Omicron has not eliminated the deadly variant which could re-emerge. Researchers from BenGurion University of the Negev (BGU) in Israel developed sensitive arrays that can differentiate variants from each other in wastewater which continues to give indications of where the Covid is active, even when PCR and rapid testing of people declines. They monitored sewage in Beer-Sheva city of Israel from December 2021

to January 2022 and noticed a “disturbing interaction” between the Omicron and Delta variants. They also built a model which predicts that Omicron is burning itself out while Delta is just biding its time. “Of course, there are a lot of factors involved, but our model indicates there could be another outbreak of Delta or another coronavirus variant this summer,” said Professor Ariel Kushmaro from BGU in a statement. Until now, the researchers said, whenever a new, dominant, variant appeared, it overpowered its predecessor after a short parallel period. However, in contrast to the expected dynamics whereupon the Delta variant diminishes as Omicron variant increases, results received from wastewater detection indicated a cryptic circulation of Delta even with the increased levels of Omicron, they said. “According to the

developed model, it can be expected that the Omicron levels will decrease until eliminated, while Delta variant will maintain its cryptic circulation,” the authors of the study noted. “If this comes to pass, the mentioned cryptic circulation may result in the reemergence of a Delta morbidity wave or in the possible generation of a new threatening variant,” they added. According to the researchers, including Karin Yaniv from BGU, Omicron is spreading swiftly around the world with record morbidity reports. Unlike Delta, previously considered to be the main variant of concern in most countries, the dynamics of the Omicron variant have shown different characteristics, they said. The researchers noted that the deployment of wastewaterbased epidemiology is recommended as a convenient and representative tool for pandemic containment.

JCCV suspends ongoing protest DIMAPUR, MAY 4 (NPN): Joint Co-ordination Committee of Villages (JCCV) for Dimapur district has decided to suspend the ongoing agitation of locking of Dhansiripar-based government offices and proposed bandh on State highway. JCCV convenor LK Swu and co-convenor Tsithrongse Sangtam said the decision was taken at JCCV executive meeting following the commitment given by DC Chümoukedima to facilitate and pursue the demands. They said the agitation was suspended for enabling peaceful and amicable solution. JCCV expressed gratitude to DC for assurance to pursue the matter “vigorously for the interest of the public.” JCCV is protesting against what it described as “arbitrary merger” of some fifty villages under Dhansiripar sub-division and Urra area with the newly created district of Chümoukedima.

Kohima police seize heroin worth Rs. 3 cr; 2 held D I M A P U R , M AY 4 (NPN): Highway patrolling unit of Kohima police on Tuesday seized heroin worth Rs. 3 crore in the international market and apprehended two persons.

According to PRO Kohima police, the patrolling unit, while conducting routine checking and frisking of vehicles at Peducha, intercepted one suspicious vehicle (Maruti Gypsy) and

recovered 49 packets of suspected heroin weighting around 615 grams. The contraband drugs were found hidden in a specially modified compartment of the vehicle. Two

accused persons-- Tarsus Khaisu (33) and Mateso Dearson (26) were arrested and handed over to Sechü (Zubza) Police Station along with the sized drugs and vehicle.

KOHIMA, MAY 4 (NPN): Eastern Nagaland People’s Organisation (ENPO) has drawn criticism from various quarters for its decision to temporarily withdraw the non-cooperation movement against Indian security forces, with many taking to social media to vent their anger and frustration at the decision, especially those from the eastern region. Though the Eastern Nagaland People’s Organisation had not given up its core issue of demanding justice for victims of December 4 and 5, 2021 incidents in Oting and Mon and punishment to the perpetrators, its April 28 decision to temporarily call off the non-cooperation movement did not go down well with many organisations and individuals. Considering the situation, the apex body of the eastern region has convened an emergency consultative meeting on May 10 at Mon town. According to a release issued by ENPO general secretary Manlang Phom, the meeting had been convened to give public briefing regarding lifting of the non-cooperation movement against the security forces. The release also stated that some other important issued too would be discussed. Meanwhile, the Konyak Union is also likely to call for a consultative meeting before ENPO meeting on the issue.

Politics too important to be left to politicians: TNR counters CM’s remark DIMAPUR, MAY 4 (NPN): The Naga Rising (TNR) has accused chief minister Neiphiu Rio of demeaning the dignity and self-respect of the entire population of Nagaland with his recent remark that politics was best left to politicians during a speech at an event held here. TNR in a press release said the chief minister’s “antidemocratic” remark not only undermined the intellect of common citizens of Nagaland but also insulted the

chair he occupied.It termed as unfortunate that the leader of the UDA government, which has already disregarded the mandate of the people by forming an oppositionless government, forgot who elected his government to power in the first place. Urging the people to focus on boosting the State’s economy rather than too much on politics, TNR charged Rio of forgetting that one could not separate the two because bad politics produced bad

economics. It was the role of the people to bring about good politics to ensure that there was good economics, it added. TNR therefore asked what he had meant by the remark– whether the electorate should silently accept what the politicians said or did without the right to voice their rights and whether politicians should decide what was right and wrong for the people with the people having no right to question the decision.

Foundation stone laid for Kikruma local ground

Thenucho and others after laying the foundation stone on Thursday. DIMAPUR: Foundation stone for Kikruma Local Ground was laid by former home minister, Thenucho Tunyi in Phek district on Wednesday. Addressing the gathering, Tunyi said that during the process of road cutting on two-lane road construction, the need to fill the earth in the agriculture land was felt at Ruzaru, which he said, was now turned into a playfield. While stating that sports had become an industry today, Tunyi said that it also harboured peace and harmony.

He acknowledged the ministry of Road Transport & Highways (MoRTH) under the ministership of Nitin Gadkari for the ongoing road construction works in Nagaland and across the country. Meanwhile, Kikruma Village Council chairman Thipuzhoyo Thira thanked the land owners for making the playground possible. He sought for the continuous support of every individual towards meeting other amenities such as rostrum, gallery, parking, basketball and volleyball court.

At the programme, Kikruma local ground construction committee convenor Mutsikhoyo Yhobu expressed gratitude to Thenucho and (Retd) secretary, Sachopra Vero for conceptualising the local ground to promote local talents in the field of sports. CFD organises seminar for Christian leaders DIMAPUR: A seminar for Christian leaders was organised by Christian Forum Dimapur (CFD) on May 3 at Bethesda AG Church, Central Colony, Walford, Dimapur. In a press release, CFD informed that speakers were evangelist and founder of Jesus Redeems Ministry, Tamil Naidu, Rev. Mohan C. Lazarus and missionary and coordinator and trainer for Evangelism Stewardship and Leadership, Brother Watchmannee Job. The speakers spoke about revival in Nagaland and encouraged the people to seek for revival among their families, churches and society. DIMAPUR: Kiphire District Planning and Development Board (DPDB) on Wednesday approved the construction of Ayush Hospital at Kiphire, at the DPDB meeting held in the conference hall of deputy commissioner (DC) Kiphire under the chairmanship of DC Kiphire, Wati Aier.

According to a DIPR report, the house also approved the upgradation of Sgeul Aoibhneach School Kiphire from primary to middle school level which would be forwarded to the higher authority for consideration. While reviewing the last meeting minutes, the

DC reminded the district HoDs of all developmental departments to submit their Annual Progress Report of their activities to the district administration at the earliest. The agenda with regard to aid for construction of Log Drum Morung was differed to the next meeting, owing to inability of the GB members to attend the discussion. At the meeting, PowerPoint presentations were delivered by the department of School Education, KYK and North East Initiative Development Agency (NEIDA) followed by an interaction. Earlier, DC Kiphire also welcomed the new members to the board. An official source said an arrest warrant was issued against the SI after registering an FIR. He has however evaded arrest. Search was on to nab him, a senior police officer said, adding that the SI was missing following the death of the goldsmith. The dead body of the goldsmith is currently lying at RIMS morgue after the family members backed by the locals refused to accept the mortal remains for performing the last rites. They demanded befitting action against the police personnel involved in the case, particularly the SI who led the team. Locals who formed a joint action committee (JAC) today submitted a memorandum containing a four-point demand to the chief minister.

Citing the ‘One Rank, One Pension’ (OROP) issue, the Congress said this is not the first time that there has been an “assault” on the interests of the armed forces. “After ‘One Rank, One Pension’ deception, the Modi government is now adopting the policy of ‘All Rank, No Pension’. Insulting the soldiers is an insult to the country. The government should give the pension of ex-servicemen at the earliest,” Gandhi said on Twitter. L A L I T P U R / P R AYA G R A J ( U P ) , MAY 4 (PTI): A Station House Officer was arrested for allegedly sexually assaulting a 13-year-old girl who was left outside his police station in Uttar Pradesh’s Lalitpur by four men after they raped her for three days, officials said on Wednesday. The SHO was arrested from an area near the Allahabad High Court, they said, adding that five others, including the girl’s aunt and the four men who had lured her to Bhopal and raped her, have been arrested. All the other policemen of the Pali station in Lalitpur district have been taken away from active duty and sent to police lines. Police sources said the girl was lured to Bhopal, about 240 km from Lalitpur, by four men who allegedly raped her for three days and then left her near the police station. SHO Tilakdhari Saroj handed the victim over to her aunt but later on the pretext of recording her statement, called her again to the police station and allegedly raped her on its premises, they said. A

Tailoring alliances

n interesting stage appears to have been reached at a time when Nagaland is scheduled to go to the polls either end of February or beginning of March 2023 precipitated by the recent exodus or merger of defection of 21 out of 25 NPF legislators on April 29. The 21 NPF legislators headed to the NDPP, its rival offshoot co-founded by chief minister Neiphiu Rio,( a former senior Congress minister) who co-founded the NPF way back in late 2002 with long time colleague K.Therie (now back with the Congress). The NPF had won 26 seats in 2018 while the nascent NDPP won 18 and BJP won 12 with NPP 2, JDU and independent one each. NDPP swallowed two NPP legislators and then the lone JDU legislator to climb to 21 MLAs. Five sitting MLAs of the current 13th NLA also passed away. In the subsequent five by elections, the NDPP won four and an independent one. NDPP retained Aonglenden, Southern Angami-I, Shamator-Chessore and Noksen while an Independent won the Pungro-Kiphire, a seat earlier held by Torechu of NPF, whose death necessitated the byelection. The exodus of 21 NPF legislators, unlike ‘mergers’ was not preceded by a ‘split’. The 21 NPF legislators submitted individual letters to the speaker of the assembly informing about their decision to merge with NDPP. In the subsequent press briefing, the NDPP spokesperson claimed that all the 21 MLAs had joined the NDPP in order to strengthen the hands of chief minister Neiphiu Rio and his government to facilitate and expedite the “peace process”. During the 2019 Lok Sabha election, seven rebel NPF legislators went against the decision of the party to back the Congress and openly backed the NDPP candidate of the ruling PDA. A rebel NPF legislator had justified this on the ground that supporting the Congress went against regionalism. The seven, among the 21 who joined NDPP, have contradicted their pro-regionalism stand in 2019 by leaving a regional party and now, their stand is being questioned. Pro-regionalism cuts little ice in contemporary Nagaland politics as regional parties –NPF and NDPP-despite whatever claims, see nothing wrong in having an opportunistic alliance for power with BJP. The elected have also used Naga political issue; not because of any genuine concern but solely to camouflage their ambitions and failure on various fronts. The reverse homecoming of the 21 MLAs has also added strain to the NDPP-BJP alliance despite both reaffirming continuance with the alliance and seat sharing formula of 40(NDDP and 20(BJP) for 2023. After the recent exodus, NDPP doubled its tally to 42 and if two independents are added, NDPP can claim a total of 44 MLAs. This has made BJP wary since it would be confronted with having to readjust from its share of 20 seats. BJP has many intending candidates knocking on its door for 2023. This has made the party more confident about making a big splash in 2023 and certainly not in a mood to accept anything less. The coming days and weeks will prove whether BJP will follow the old saying – in politics there are no permanent enemies or permanent friends, only permanent interests.

Our ability to approach God is due entirely to the vicarious, or substitutionary, identification of our Lord with sin. We have “boldness to enter the Holiest by the blood of Jesus.” Spiritual stubbornness is the most effective hindrance to intercession, because it is based on a sympathetic “understanding” of things we see in ourselves and others that we think needs no atonement. We have the idea that there are certain good and virtuous things in each of us that do not need to be based on the atonement by the Cross of Christ. Just the sluggishness and lack of interest produced by this kind of thinking makes us unable to intercede. We do not identify ourselves with God’s interests and concerns for others, and we get irritated with Him. Yet we are always ready with our own ideas, and our intercession becomes only the glorification of our own natural sympathies. We have to realize that the identification of Jesus with sin means a radical change of all of our sympathies and interests. Vicarious intercession means that we deliberately substitute God’s interests in others for our natural sympathy with them. Am I stubborn or substituted? Am I spoiled or complete in my relationship to God? Am I irritable or spiritual? Am I determined to have my own way or determined to be identified with Him?

When politics betrays justice in the name of Christianity

n 4 December 2021, a unit of India’s 21st Para Special Forces, the special forces unit, killed six civilians near the village of Oting in the Mon District of Nagaland, in a clear case of staged encounter. Eight more civilians and a soldier were killed in subsequent violence. The killings were widely condemned with many calling to repeal and revoke the Armed Forces Special Powers Act. The military unit has gone on record to admit failure on their part and accepted their mistakes and that the botched up operation was a case of ‘mistaken identity’, a term slapped to justify their atrocities and intentional act of human right violation. The atrocious act was committed not only on the villagers of Oting, but symbolically on all the Naga brethren who stood together as one, having felt again the pain of past senseless atrocities of the brutal Indian military machineries that has killed in thousands and violated the rights of many more. Protest broke out from various parts of Nagaland, condemnation poured from all over the country and made headlines in international newsprint across the world, thousands took to the streets to protest as the news shook every being that stood for the dignity of human rights. Subsequently the ENPO took a very rightful and tough stand. Some of the prominent decisions it undertook were: 1. Non-cooperation: to abstain from any national celebrations or such activities; non-participation in army civic programmes; non-attendance to any of their official invitations and disallow any recruit-

ment drive within eastern Nagaland areas,” 2. It demanded that Indian security force personnel involved in the killings be booked under relevant law and be brought under civil court for trial. 3. It demanded the withdrawal of Union home minister Amit Shah’s “selfdefence statement” in the parliament, 4. To repeal the ‘draconian’ Armed Forces Special Powers Act (AFSPA), 1958 from the entire Northeast states. 5. To write to the state government to immediately set up the Nagaland State Human Rights Commission. 6. It declared to observe December 4 and 5 as ‘black days’ in the entire ENPO jurisdiction Barely 5 months down the line, the ENPO along with the newly elected MP Ms Phangnon Konyak shocked the whole people of Nagaland, in a despicable act of treason against one’s own innocent brethren killed in cold blood by their shallow and unconvincing compromise on the ground of Christianity. And as if that were not enough to insult the intellect of the Nagas, they went further to rub salt on the raw wound by showering praises on the Indian Security Forces and glorifying them as “Friends of the hill people, enemies to none”. What changed the equation? Why have the ENPO betrayed the trust that the people of the region bestowed on it? The people of Nagaland stood with the ENPO to fight for justice for the fallen brothers. The issue is no more only about Oting, nor about the great Konyak people or of the eastern brethren. This is also about

the human rights of the Nagas, and of humanity. How could the same ENPO that took a tough stand, melt so helplessly in an act of betrayal to bring shame on the whole of ENPO? Can a seat in Rajya Sabha for 6 years be equated with the lives and blood of more than a dozen innocent Naga brothers killed and spilled in a cold blooded staged encounter? Is the MP seat worth the denial of justice to the surviving families and the victims whose lives were ruthlessly snatched away from them and their families? When Phangnon Konyak was nominated as the BJP candidate from the UDA coalition and NPF withdrew its candidature, there was a sinister feeling that she was chosen as an appeasement politics to quell the churning of the rising anger that has been fomenting in Nagaland, and esp in the eastern region and Mon in particular. Optimism however called for shedding away those negative intuition to force oneself to believe that she was chosen to be an ambassador of the Nagas as well as to ensure that a louder voice of the recent cold blooded massacre in Oting can be resonated and sounded in the corridors of power. We all hoped that she would be an ambassador for truth and justice to voice out for those murdered souls of Oting so that the cries of their blood can be heard loud enough in the parliament to ensure justice. It will also be her moral obligation to do so. All our optimism was proven wrong. It is now very clear that she was not propped up to the present political dispensation to give voice to the people, or to represent the sentiments

of the people, which she otherwise could’ve if she ever had a conscience and sense of moral responsibility to the people. It is now clear that she was elevated to supress the people. And she just proved it so with her full consent and active participation to abort the truth and facilitate the miscarriage of justice. This is an injustice not just to the Oting victims, or the Nagas, but to humanity. Phangnon’s candidature served the benefit of the govt of Nagaland for several reasons: The candidature from a BJP party worker struck the right chords with the central powers. It advocated women empowerment that appealed to both the central and the regional societies. It ensured a vote guarantee for BJP in the upper house. It benefitted the NDPP by indebting the favour and benevolent goodwill of the central govt to itself by not opposing a BJP candidate. She was the embodiment of a Naga, a victim, a mother, and a sister to the fallen brothers. All we hoped was that she would stand for the sentiments

of the people to ensure justice and was therefore given the needed space to be elevated on to a high pedestal without contest. How wrong had we been to trust her that she would use her position of power to ensure justice for her Naga brothers. How could ENPO, of all people have such a short memory against the staged encounters that snuffed out innocent lives, and the subsequent lies and injustice spoken on the floor of the Indian parliament? How can the very people that were loudest of all, eat up their words without shame and remorse and quote Christian forgiveness to cover their naked hypocrisy and guilty conscience? For the ENPO to jump the gun and proclaim forgiveness before it was even begged for, before the guilty even confessed their guilt for their abominable crime, and before the SIT reports and the due process of law made any attempts to deliver justice, was not only preposterous, but a betrayal of the worst kind, because it came from one’s own brethren on whom all hope and trust for the fight for justice was placed. Do the officials including the MP even have the moral high ground to hold their posts any longer for failing the people and the families of the victims in particular? If they continue to cling to their positions and chair like leeches after a treacherous betrayal to uphold justice and truth, it only affirms that they have compromised the cause of justice for personal gains. There can be no real peace without justice. The unwarranted and uncalled for attempts by the MP and the ENPO to hush up the abominable crime is a blot in the history of ENPO and

negated all that it proudly stood for. The last piece of the puzzle to prove the treachery of the Indian government and how it uses politics to its advantage, and how it had craftily managed to drag ENPO into its gameplan, and which will not be a surprise is if the MP, the ace card of Indian Govt to hush up the Oting massacre, belonged to the village of Oting. Is she? That the hushing up of Oting massacre is the first significant mission she took up for the Indian Govt’s benefit after her induction into the parliament, it is now apparent that the chair in which the MP sits was paid for with the blood and lives of more than a dozen innocent Oting brothers. Was there a pre-poll agreement to lend her an MP seat in exchange of hushing up the crime? We will never get to know. Was there a motive in the minds of India to grant her a seat to hush up the matter? The circumstances are unfolding and speaks for itself. While it appears that the atonement for Indian military crime had been in the form of political rewards, what will be the atonement that the MP and the ENPO officials pay for to their conscience and that of others for having failed them so miserably and subverting the truth and justice? The people are watching....to what lower levels you will stoop, even as the people cringe in disgust and shame. The people must rise above such selfish leaders that are willing to deny the pursuit of justice for their personal gains. It was launched in the country on 5th July 2021 by the hon’ble Prime Minister, with a vision to create an enabling environment for ensuring universal acquisition of foundational literacy and numeracy, so that every child achieves the desired learning competencies in reading, writing and numeracy at the end of Grade 3 by the year 2026-27. The states and UTs in India have been directed to ensure that foundational learning of

students from grade 1-3, not later than class 5, in the schools is strengthened through priorities and actionable agendas. The mission will focus on children of age group 3-9 years including preschool to grade 3. Children who are in grade 4 and 5 and have not attained the foundational skills will be provided age appropriate and supplementary graded learning materials to acquire the necessary competencies. NIPUN Bharat in Nagaland was launched on the 1st of December 2021 by the Chief Minister. Like the rest of the country, the mission in the state has been set up under the aegis of the centrally sponsored scheme of Samagra Shiksha which is an integrated scheme of school education covering Pre-School to Senior Secondary level. A fivetier implementation mechanism has been set up in the NationalState-District-Block-School level in all States and UTs and the program has been implemented on a mission mode. Long term road maps and plan of action have been prepared to fulfil the goals of the mission. Academic and administrative approaches towards the mission have been put in place to ensure that these goals are achieved by the year 2026-27. Besides, parental and community engagement will be a central and overarching factor in planning, implementation and monitoring the interventions of the NIPUN Bharat Mission. In Nagaland, a baseline survey to assess the present learning levels of children in Grade 1,2, and 3 was carried out in all the districts for all categories of schools during December 2021March 2022 by the SCERT and Samagra Shiksha. According to the survey report brought out by the SCERT, majority of the students are below class level competency levels. Reading abilities and writing skills were found to be very poor across classes. A declining trend in mathematics

competencies was observed as students moved from class 1 to 3. Students performed better in lower complexity questions such as those which focus on assessing abilities to read and write numbers. Poor performance was observed in complex competencies such as solving problems using arithmetic operations. Attainment of class-wise competencies for language and mathematics is higher in students from Dimapur districts while lowest in Mon district. The baseline report is a vital tool for planning and creating strategies to improve the learning levels in the foundational grades. The Lakshyas or learning goals of the mission which have been framed by the NCERT are expected learning achievements spelt class-wise for children to achieve, at their own pace and skills. Each child is to have mastered these targets or learning outcomes before they proceed to the next higher class. In most cases, children are not attaining the required learning outcomes which becomes a cumulated problem when they reach the elementary and secondary stages of education. Language is a barrier especially in many government schools; the inability to speak, read and write in English, which is the medium of transaction, becomes a hindrance to their learning. When students enter the elementary stage of education from the upper primary section, teachers face a huge task in the form of teaching them the basics of language and numeracy due to the weak foundation in these areas. Precious time is spent relearning the basics instead of focussing on the expected transaction to be done for that particular grade in which they are. The pandemic, which led to the closure of all schools for a long period of time created additional havoc resulting in learning loss which is something that all states are trying to come

to terms with and desperately trying to repair through numerous interventions. The loss of learning especially at the foundational stage will be starkly evident in the subsequent classes and this cumulative learning loss for primary school children would be extremely high. Loss of learning and a weak foundational learning combined leads to rising cases of students dropping out of school because they are unable to cope with their studies especially in subjects like mathematics and science. These drop outs later become liabilities in the society if they are not fortunate enough to be rehabilitated or taken care of through other programs for their future wellbeing. Also, a weak foundation results in students making improper or unsatisfactory choices in their academics in later stages of education because they are unable to attain the requisite qualifications to opt for a particular subject or a stream of study. The guidelines of the FLN Mission emphasises on the importance of competency-based learning system. The shift from traditional learning system to competency-based learning will definitely have better results. The practice of ‘one size fits all’ in the classroom coupled with the idea of equating learning with syllabus completion will be replaced by a system that will be focussed on student learning outcomes where instruction is designed to match the developmental readiness of the students. With numerous infrastructural, administrative, financial and governance issues bogging down the school education department over the years, challenges will arise for the state to achieve the five-year target given by the centre. Unless the community cooperates and claim ownership and accountability towards the education and future of our children, we will

be, as the popular saying goes, creating our own storms and get upset when it rains. The Nipun Bharat mission will thrive on the extensive engagement of all stakeholders starting from the government level down to the teachers, parents and community for the program to be a success. As stated in the Nipun Bharat Mission guidelines, “community participation is a central and overarching factor in planning, implementation and monitoring of FLN mission… even after entering the formal schooling system, family and community continues to be the place where major learning takes place as children spend more than 80% of their time at home. Additionally, ensuring effective community involvement, especially in early years can make local context, culture and language an integral part of a child’s education that positively influences learning levels. The COVID 19 pandemic has further demonstrated the role of parents and the community members as active stakeholders in children’s education.” Chandrakant Lahariya, in his article Why Primary schools should be the first to resume classes, writes, “Education has individual and societal benefits. The individual benefits are in terms of better jobs and increased family earning in the future. The societal benefits are in an educated and possibly better skilled workforce, contributing to increased work productivity and the economic growth of the nation”. The Nipun Bharat mission will not only strengthen the foundational learning of children but will also have a lasting impact towards an individual’s contribution to the society which will further play a significant role in the country’s growth and development towards a better future. JAIPUR, MAY 4 (PTI): As many as 141 people have been arrested so far in connection with communal clashes over the hoisting of a flag before Eid in Rajasthan Chief Minister Ashok Gehlot’s constituency Jodhpur where a curfew continued for the second consecutive day on Wednesday. The situation is under control and no fresh incident of violence has been reported, police said. Nearly 1,000 police personnel have been deployed to maintain law and order. Earlier, the authorities issued orders imposing a curfew till Wednesday midnight besides suspending mobile internet services. DGP M L Lather said 141 people have been arrested and 12 FIRs registered in Jodhpur. Four FIRs were registered by police and eight lodged by people, he

MUMBAI, MAY 4 (PTI): Maintaining his defiant stand, Maharashtra Navnirman Sena (MNS) chief Raj Thackeray on Wednesday said his party workers will continue to play the Hanuman Chalisa at higher volumes as long as loudspeakers at mosques are not silenced. Speaking at a press conference here, he also hit out at the Maharashtra Police for detaining his party workers and `letting off ’ those who do not follow law. After he gave a call to play the Hanuman Chalisa outside mosques, 90-92 per cent of mosques did not use loudspeakers for their morning azaan (Muslim call to prayer), Thackeray claimed. The MNS chief had warned of starting his agitation against mosque loudspeakers from Wednesday. Mumbai has 1,104

If mosques have to use loudspeakers, they must stick to the decibel limit prescribed by the Supreme Court, he added.

April exports hit $38.2 billion; 24% growth registered NEW DELHI, MAY 4 (AGENCIES): Merchandise exports rose 24.2% in April from a year before to $38.2 billion, a record for the first month of any fiscal, despite a relatively strong base. The shipments were driven by a surge in those of petroleum products, electronics and chemicals, according to the preliminary data released by the commerce ministry on Tuesday. Given the spurt in global commodity prices, especially of energy, in the wake of the Ukraine crisis, imports jumped at a faster pace of 26.6% in April to $58.3 billion. While growing imports suggest a revival of domestic demand, it has inflated trade deficit to $20.1 billion in April from $18.5 billion in the previous month. The increase in repo rate - the rate at which RBI lends to commercial banks - to 4.40 per cent from a record low of 4 per cent is the first since August 2018 as well as the first instance of the RBI Governor-headed monetary policy committee (MPC) holding an unscheduled meeting for raising interest rates. The RBI also hike the cash reserve ratio (CRR) by 50 basis points to 4.5 per cent, which will now require banks to park more money with the central bank and leave them with less to loan to consumers. That includes in a number of traditionally conservative societies — such as recently in Colombia, where the Constitutional Court in February legalized the procedure until the 24th week of pregnancy, part of a broader trend seen in parts of heavily Catholic Latin America. It’s not yet clear what impact there will be outside the United States from the leaked draft opinion suggesting the US Supreme Court could overturn the landmark 1973 Roe v Wade decision. MUMBAI, MAY 4 (PTI): The BCCI has imposed a two-year ban on Boria Majumdar for “bullying” senior wicket-keeper Wriddhiman Saha and barred him from interviewing registered players and entering stadiums in the country. According to an internal communication by BCCI, sent to its state units on May 3, Majumdar won’t be given media accredita-

tion for two years as part of the sanctions ratified by the Apex Council of the cricketing body. Eight shiny, air-conditioned stadiums are ready for the tournament’s start on November 21, but every night the army of South Asian workers who underpin Qatar’s energy-rich economy swarm over unfinished roads and building sites around Doha. Dozens of gigantic cranes tower over the capital’s skyscrapers while organisers juggle with the dilemma of welcoming an estimated 1.4 million fans wanting entertainment and alcohol in the tiny, conservative Islamic state.
