Oppn attacks govt for ‘misuse’ of probe agencies NPAC rally today: Several DCCIs back NEW DELHI, AUG 4 (IANS/PTI): Both the Houses of Parliament on Thursday witnessed protests by opposition members against the alleged misuse of investigating agencies by the government against political opponents. Opposition members led by the Congress in both the Lok Sabha and the Rajya Sabha protested against the Enforcement Directorate (ED) raids and summons against Opposition leaders. The Lok Sabha proceedings were first adjourned until 2 p.m. and then adjourned for the day after opposition members continued loud sloganeering over the misuse of the ED against political rivals. Congress members tried to raise the issue of the alleged misuse of the ED but Rajya Sabha Chairman M. Venkaiah Naidu said that he will listen to them after papers are laid on the table. NEW DELHI, AUG 4 (AGENCIES): Justice Uday Umesh Lalit is set to be the next Chief Justice of India (CJI) as the current CJI, NV Ramana, Thursday formally recommended his name to the Union Law Minister. Justice Ramana is due to retire on August 26, after which Justice UU Lalit will take over, becoming the 49th CJI. He’ll have only 74 days in the chair before he retires on November 8 at the age of 65. Justice Ramana, who took over from SA Bobde in April last year, had a tenure of over 16 months. After Justice UU Lalit, Justice DY Chandrachud is next in line to head the country’s judiciary. His father Justice YV Chandrachud remained CJI, too — and the longest-serving so far, with a seven-year tenure from 1978 to 1985. The shortest tenure so far has been 17 days, served by Justice Kamal Narain Singh in 1991. Justice Lalit, as CJI, will head the collegium of judges that decides on appointments and other matters of judiciary.

Naidu said he has received five notices under Rule 267 but none has been admitted and he was not admitting them as the issues can be raised in any other form. The Rajya Sabha first adjourned till 12 noon as the opposition benches protested against the misuse of the ED. As the chairman gave permission, Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge said that the investigating agencies were being misused against the opposition parties to suppress them. Members
from the treasury benches opposed Kharge’s remark and heated exchanges took place between the two sides. As the disruption continued, the Chairman adjourned the Rajya Sabha till 12 noon. When the House resumed proceedings at 12 noon, Question Hour was held amid loud sloganeering and disruption from the Opposition, who were demanding a response from the Prime Minister. Kharge said that while the House was in session he had received a summons from the ED to
appear before the agency at 12.30 pm. “I respect the law and will appear before the law enforcement agency,” Kharge said. Leader of the House in the Rajya Sabha Piyush Goyal said that the law enforcing agencies were doing their work and the present government is not interfering in their functioning. Post lunch, the Rajya Sabha passed the ‘Family Courts (Amendment) Bill, 2022’ by a voice vote amid continuous sloganeering by the opposition members. As soon as the bill was passed, Rajya Sabha deputy chairman Harivansh adjourned the House for the day. Cong to hold series of protests: Congress has planned a mass protest against price rise, unemployment and the GST hike on essential items on August 5, wherein it will take out a march to the Rashtrapati Bhavan and ‘gherao’ the prime minister’s residence.
Congress said Leader of Opposition in Rajya Sabha Mallikarjun Kharge’s summoning by Enforcement Directorate during the working hours of Parliament was an “insult” to the legislature and alleged that “Modishahi” is reaching a new low. Congress general secretary Jairam Ramesh raised the issue of summoning of Kharge by the Enforcement Directorate (ED), saying he was called by the probe agency when Parliament was in session and he left around 12:20 pm and presented himself. “This is Modishahi reaching new lows,” Ramesh tweeted. Speaking with the media, senior Congress leader Digvijaya Singh said that summoning of the Leader of Opposition in Rajya Sabha by a probe agency during Parliamentary proceedings had never happened in the history of democracy.
CNCCI’s 2-hour ‘shutter down’ call
D I M A P U R , AU G 4 (NPN): Heeding the call of Confederation of Nagaland Chamber of Commerce and Industry (CNCCI) to down the shutters of business establishment for two hours during the Nagaland People’s Action Committee public rally to be held on August 5 at Dimapur, several district chambers of commerce have expressed solidarity and decided to shut businesses/shops from 10 a.m. to 12 noon. CNCCI through its media affairs said the appeal is being made so as “to express our solidarity for early Naga political solution.” It, however, stated that the district chambers falling under ENPO area have been exempted in view of the public rally in all the six district headquarters on August 9, 2022. CNCCI said the district chambers falling under ENPO area were free

In a press release, PDCCI president Chetezo Akami and action committee convenor Vetsuta Rhakho said that PDCCI stands in solidarity with NPAC and requested all the business individual(s) to cooperate and extend support. Amahator students, GBs threaten PTYS closes down GHSS Phek ‘indefinitely’ stir over ‘unequal fund distribution’ D I M A P U R , AU G 4 (NPN): Amahator Range Students’ Union (ARSU) and Amahator Area GBs Union (AAGBU) have threatened to launch democratic form of agitation over the “unequal fund distribution” under Kiphire aspirational district projects. In a joint statement, ARSU president Selikyu T Sangtam and general secretary Lithrongba Jingrü expressed disappointment with the Kiphire Aspirational district project nodal officers and administrators for “unequal project distribution.”
Pointing out that Kiphire was selected aspirational district by NITI Aayog, the two bodies said as per the RTI report more than Rs.35 crore was sanctioned by NITI Aayog for various developmental activities under Kiphire district. However, they alleged that Amahator EAC headquarters under Kiphire district comprising of 10 villages with over 9000 population was neglected and not given equal treatment under aspirational projects. Out of the total amount sanctioned by NITI Aayog, the two bodies claimed that
only Rs.11.28 lakh (Rs.2 lakh rostrum, Rs.6 lakh angawadi centre, Rs.3.28 lakh mushroom farming) was sanctioned under Amahator EAC headquarters, which they said did not even represent 1% of total amount of the project. Since its inception in 1987, the two bodies said Amahator EAC headquarters was neglected by the government and district administration in every aspect. ANGPTA urges DoSE to uphold School Edn Service Rules D I M A P U R , AU G 4 (NPN): All Nagaland Government Primary Teachers’ Association (ANGPTA) has called on Department of School Education (DoSE) to uphold The Nagaland School Education Service Rules, 2017 at all cost and protect these rules from anyone trampling upon them. In a representation to DoSE commissioner & secretary, the association expressed its sincere appreciation to the department for the decision to implement Rule 15 of The Nagaland School Education Service Rules, 2017 by conducting limited departmental examinations (LDE) through
Nagaland Public Service Commission (NPSC). The association said this had been a long-awaited career progression opportunity for many capable teachers who, once selected, would strengthen the administrative set-up of the department, which otherwise was in a limbo for want of officers due to some obvious reasons. ANGPTA stressed that the service rules that were above every individual employee or group should be honoured and not sacrificed at the whims and fancies of anybody. It was rather unfortunate that some section of teachers chose to oppose
this decision when the department was trying its best to restore smooth functioning of school administration, the association stated. The primary teachers’ body also clarified certain points raised by All Nagaland Graduate Teachers’ Forum (ANGTF) in its representation that also appeared in local dailies on August 2, 2022 and for unethically tried to undermine the stature of primary teachers in order to advance their cause. ANGPTA said it was grounded in reality and had never equated scale of pay with any other cadres, adding this had not deterred the primary teachers from

D I M A P U R , AU G 4 (NPN): Nagaland on Thursday recorded six fresh Covid-19 cases while deaths were reported during the day. Of the fresh cases, three were from Kohima, two in Wokha and one in Mokokchung, pushing the total caseload 35,822. The State currently has 75 active cases-- four admitted to Covid hospitals and 71 under home isolation. Meanwhile, India on Thursday reported a total of 19,893 new Covid cases while 53 new Covid related deaths were reported in the 24 hours, according to the (Cont’d on p-8) union health ministry.
Bill on family courts in Nagaland, Himachal gets Par nod NEW DELHI, AUG 4 (PTI): Parliament on Thursday passed a bill granting statutory cover to family courts set up in Nagaland and Himachal Pradesh and retrospectively validating all actions taken by them. Rajya Sabha passed the Family Courts (Amendment) Bill, 2022 by a voice vote amid sloganeering by the Opposition, led by Congress members who alleged misuse of the Enforcement Directorate by the government. In reply to the discussion on the bill, Minister of Law and Justice Kiren Rijiju stressed on the need to have the legislation passed
considering the long list of pending cases. There are at present 715 family courts in the country with over 11 lakh pending cases, he said, adding the emphasis of the government is to have at least one family court in each district so that there could be speedy disposal of the cases. According to the Family Court Act of 1984, it is mandatory for a State government to set up a family court for every city or a town whose population exceeds one million. Rijiju also said the Centre has already asked
judicial officers to give importance to family matters. In India, marriage is not only a getting together of two individuals but it is a union of families and communities and when a marriage breaks down the whole structure crumbles, he said. The minister said he wanted to have a detailed discussion on the important bill but the way the Opposition, especially Congress members, are behaving, it won’t be possible. Lok Sabha had passed the bill last week. The Family Courts (Amendment) Bill seeks to insert a provision in sub-section 3 of section 1 to
provide for setting up family courts in Himachal Pradesh with effect from February 15, 2019, and in Nagaland with effect from September 12, 2008. The bill also seeks to insert a new section 3A to retrospectively validate all actions under the act taken by the governments of Himachal Pradesh and Nagaland and the family courts of these states. Two family courts were established in Nagaland in 2008 and three in Himachal Pradesh in 2019 through notifications issued by the respective State governments. DIMAPUR, AUG 4 (NPN): Private College Association Nagaland (PCAN) has advised all affiliated colleges in Dimapur will remain closed on August 5 in view of the NPAC, rally for early settlement of the Naga issue. While informing that it was only an advisory, PCAN vice president Joshua Sumi, however, said that the colleges will take the final decision on this matter. The appeal is being made to express solidarity and based on the request letter by Nagaland People’s Action Committee (NPAC) convenor local committee, it added. Further, PCAN said colleges who have pre-schedule engagement such as CUET exam centre etc have been exempted from this advisory and to go ahead with the schedule engagements.

DIMAPUR, AUG 4 (NPN): Department of State Taxes Nagaland has arrested one person for generation of fake invoices and wrongful availment and utilization of ITC amounting to Rs.7 crore on August 4, 2022. In a press release, additional commissioner of state taxes (enforcement) Wochamo Odyuo informed that the accused was the holder of power of attorney of M/S TT construction, adding that a case has been registered under Section 132(1) (a) (b) and (c) of the NGST Act 2017. Further, the department informed that the case was under investigation. ADC Kohima bans slaughtering of pigs
DIMAPUR: Following the detection of African Swine Fever (ASF) at various locations under Kohima district, additional deputy commissioner (ADC) Kohima, Rhosietho Nguori has declared various areas as “Infected Zones and Surveillance Zones.” According to a DIPR report, ADC informed that the infected zone included Jakhama Village (1km radius of infected premises); surveillance zone—10 km radius from the infected premises (9km

DIMAPUR: GPRN/NSCN has accused NSCN (I-M) of continuing to explore ways to exert its “repugnant agendas to stir up a hostile situation” by exploiting the tranquil atmosphere without any consideration for the larger call of Naga people for peace and early resolution of Indo-Naga political issue. The group in a press release said NSCN (I-M)’s “uncalled provocative activities” in the midst of a fragile amicable environment so far arrived had become a matter of Naga people’s collective introspection, adding that indifference towards the sentiments and cry of Naga people had long been its trademark. GPRN/NSCN alleged that recently in Ao region one of its cadre, who was on leave to attend her ailing mother, was detained by cadres of NSCN (I-M) a few days back and kept under condition of “three (3) months home arrest” with a fine in lakhs and intimidated to quit GPRN/NSCN and join NSCN (I-M). GPRN/NSCN warned that conducting inimical and martial operations without any hesitation and in a liberal manner, as if patronised and endorsed by the people
of the land, and who were synonymously considered as “harbingers of peace” was not only detrimental and an insensitive insult to the reputation of Ao brothers and sisters, but a “notorious scheme of disturbing peace and tranquillity and creating a situation in the land”. According GPRN/NSCN, NSCN (I-M)’s intermittent modus operandi of intercepting and detaining cadres of GPRN/ NSCN and suppressing them to join their fold and quit GPRN/ NSCN under duress by making them sign conditional bonds was a contemptible confrontation. GPRN/NSCN demanded that exerting pressure upon unarmed cadres of other Naga political groups (NPGs), most of whom were on leave, by NSCN (I-M) cadres had to stop, stressing that it was high time they realised their loud slogan and preaching of nationalism, peace and solution. It noted that resolution of the vexed Indo-Naga issue was yet to take place. Taking undue advantage and preying upon the cadres and workers of other NPGs in this perusing time was no more relevant nor would it serve as some kind of accomplishment, it stressed. GPRN/NSCN claimed
that from the beginning it had tried to forge unity and peace among various NPGs and public alike and had been unequivocally upright in advocating the desires and sentiments of Naga people. Therefore, it insisted that allowing such precedence – “military campaign and operation amongst Nagas” – to continue in “our” land would be an unwise step, which should be reined in and done away with by Naga people irrespective of one’s personal inclination. “One cannot be much more privileged if coerced to serve against his/her wish. Service to the nation is voluntary and owing allegiance to work under any banner and leadership is according to one’s choice and perspective and not the other way around to be forced under obligation,” the release stated. GPRN/NSCN clarified that it was not interested in contesting illusionary privileges and emphasised that NSCN (IM) should approach the prevailing reality with courteousness if the latter truly considered supporting the well-being of Naga people and society and contain its cadres from carrying out belligerent field activities unnecessarily.

1 dies after alleged assault
DIMAPUR: One person identified as Bokaho son of Mughalu Yeptho, Kiyezhe Village, Kiphire district succumbed to injuries after he was allegedly assaulted by three persons on July 28. Condemning the incident, Kiyezhe Village Council (KVC) chairman, K Sahoto Yeptho and secretary, Khetovi Yeptho claimed that the victim who was brutally beaten by the three accused succumbed to
his injuries on July 30. KVC has urged the law enforcement authority to punish the culprits according to the law and deliver justice to the deceased. It said the punishment should be such that it sets example in Naga society to deter anyone from doing such crime in future. GUWAHATI, AUG 4 (PTI): Assam has become a hotbed of “jihadi activities” with five modules having links to Bangladesh-based terror outfit Ansarul Islam busted in the last five months, Chief Minister Himanta Biswa Sarma said on Thursday. Addressing a press conference, Sarma said six Bangladeshi nationals belonging to Ansarul Islam had entered Assam to indoctrinate youths, and one of them was arrested when the first module was busted at Barpeta in March. “Earlier, there were isolated incidents but it is not so any longer. The matter is serious and the police along with central agencies are maintaining strict vigilance,” he said. Indoctrination of Muslim youths in private madrasas by imams from outside the state is alarming, he said. “Jihadi activity is very different from terrorist or insurgency activities. AIZAWL, AUG 4 (PTI): Mizoram repor ted 255 new COVID-19 cases on Thursday, pushing the tally to 2,33,542, a health official said. The toll remained at 710 with no new deaths reported in the last 24 hours, he said.Lunglei district reported the highest number of new cases at 74, followed by Aizawl (69) and Lawngtlai (21), he said. There are 1,292 active cases in the state at present, while 2,31,540 patients have recovered so far. The state’s positivity rate jumped to 28.11 per cent as the new cases were detected after testing 907 samples.

Mamata arriving in Delhi on 4-day visit, to attend Niti Aayog meet NEW DELHI, AUG 4 (PTI): West Bengal Chief Minister Mamata Banerjee is arriving here Thursday for a four-day visit during which she is likely to meet senior leaders and attend a Niti Aayog meeting on August 7, sources said. The TMC chief, who is expected to land by this afternoon, will hold a meeting in the evening with her party MPs who have been in the forefront of protests against the government in the ongoing Parliament session. Also on the cards is a visit to the Central Hall of Parliament and a meeting with Opposition leaders, the sources said. With the TMC warming up to the Congress in Parliament, Banerjee might also meet the grand old party president Sonia Gandhi, who is being probed by the Enforcement Directorate in a money laundering case. She is also expected to meet the new President Droupadi Murmu. Banerjee might also call on Prime Minister Narendra Modi for a one on one discussion on issues related to the state.
Mamata Banerjee Sources indicated that Banerjee is unlikely to address the media, with the Enforcement Directorate scanner on her former senior minister Partha Chatterjee, who has now been sacked. Prime Minister Modi will chair a Niti Aayog governing council meeting on August 7, where issues related to agriculture, health and economy would be discussed. The council meets regularly. Its first meeting was held on February 8, 2015. Banerjee had missed the meeting last year. She is expected to raise the concerns of non-payment of GST dues and federalism issues at this year’s meet.
The Congress also raised the issue of ED action in both the Houses of Parliament and caused disruptions. Many Congress leaders also gave adjournment notices in both Lok Sabha and Rajya Sabha, but these were not allowed by the Chair. Leader of Opposition in the Rajya Sabha Mallikarjun Kharge also raised the issue in the Upper House, alleging the government was “misusing” agencies to target Opposition leaders and demanded answers from the government on the ED action. Congress leaders also sought to raise the issue in the Lok Sabha in the morning but were not allowed and the House was adjourned till 2 PM.
The Enforcement Directorate on Thursday resumed its raids at the office of Young Indian (YI), the holding company of Congress owned newspaper National Herald, after senior party leader Mallikarjun Kharge presented himself before agency officials at the Herald House building here. The 80-year-old Leader of Opposition in Rajya Sabha reached the building at Bahadur Shah Zafar Marg near ITO around 12:40 pm and met ED officials on the summons of the agency which sought his attendance during the raids at YI in his capacity of being the principal officer of the company. Congress president Sonia Gandhi and Rahul Gandhi are among the promoters and majority shareholders in Young Indian. Like her son, the Congress president too has 38 per cent shareholding. The federal agency had put a temporary seal at the single-room office of the YI, located on the ground floor of the fourstoreyed Herald House building, to “preser ve evidence” as it could not
search it during the last two days because it was locked and authorised representatives were not available. The searches at YI office which were on hold will be carried out now and any possible evidence available will be collected, officials said. The office of the National Herald newspaper and web portal, where the editorial staff and administrative staff works, is located on the fourth floor of the Herald House building. The National Herald newspaper is published by Associated Journals Ltd. (AJL) and its holding company is Young Indian. The newspaper office is registered in the name of AJL. The ED had on Tuesday launched raids at a dozen locations, including at the Herald House, as part of its ongoing money laundering probe in the National Herald-AJL-Young Indian deal. Agency officials had left the premises in the early hours of Wednesday after they collected some documents, digital data and questioned some staffers.

ecent summons and raids by Enforcement Directorate (ED) under the finance ministry including CBI and Narcotics Control Bureau (NCB) have raised questions about misuse by the ruling government to target opposition leaders. This view has been expressed in many fora by the opposition leaders, with solid evidence but these central probe agencies are going full steam ahead. Whether it is the Gandhis on the National Herald case over alleged money laundering, a case that spans ten years. It was on November 1, 2012 that Janata Party president and later BJP leader Subramanian Swamy filed a private complaint in a court in Delhi alleging that both Sonia Gandhi and Rahul Gandhi have committed fraud and land grabbing worth Rs.16 billion by acquiring a publicly limited company called Associated Journals Limited (AJL) through their owned private company, Young Indian. There are also many other cases which are even as old as 20 years but over which the central agencies have not closed with convictions. The opposition leaders want the courts especially the Supreme Court to demand that the central probe agencies provide details of all probes and seek explanations as to why ruling BJP and NDA political leaders have been let off or the probes going dead slow? Last year, expressing concern over the unexplained delay on the CBI’s and ED’s part in completing probes, the Supreme Court said the agencies should not keep the “sword hanging” over the accused and there must be timebound completion of investigations. However, the bench, was sceptical about the effectiveness of such a directive because of the depleted benches. According to the Supreme Court, it was easier said than done because of the fact that there are too few judges in the chair to monitor all such probes. There has to be another way in which ED, CBI, NCB and other agencies involved in probing various cases are made to do their job without interference. However, this will only happen if the central agencies are made totally independent but answerable only to the president of India and a Supreme Court bench. If it is seen that summons and raids and arrests on opposition politicians is done with regularity, there is also a contradiction with regard to many swindlers who have siphoned of thousands of crore rupees and who are living abroad in luxury. If it is a reality that justice cannot be delivered by probe agencies because they are under various government branches, then it is time to take a serious look otherwise the farce will only make a mockery of the very word ‘justice’.

The only thing of value is being taken into the compelling purpose of God and being made His friends (see 1 Corinthians 1:26-31). God’s friendship is with people who know their poverty. A
Civil Society Organizations (CSOs) is an organization of non-profit, non-government, non-political, voluntary citizens’ group which is organized on a local, national or international levels and it works differently from the public sectors like the government, and the private sectors, made up of business, corporation, and other for profit ventures. The characteristic of a CSO shall be independent of Government control in its operations and management with its aims, objectives and purposes to achieve sustainable human development on a voluntary non-profit basis. CSOs are to respect the values, rights and freedom set out in the Constitution and makes a decision without patronage, favouritism or political influence with its aims at the highest ethical standard particularly of honesty and integrity. CSO plays multiple roles. They are an important source of information for citizens and government. They monitor government policies and actions and hold government accountable. They engage in advocacy and offer alternative policies for government, the private sector and other institutions. They deliver services especially to the poor and undeserved. They defend citizen rights and work to change and uphold social norms and behaviours. They hold institutions to account and promotes transparency, raising awareness of societal issues; delivering services to meet education, health, food and security needs, bringing expert knowledge and experience to shape policy and strategy; giving power to the marginalized; and encouraging citizen engagement. Civil Society is the space in which social movements are organized to represent diverse and sometimes contradictory social interests. In this way, it acts as an arena where different interest compete, compromise, and find solutions before legislation or arbitration becomes necessary. Civil Society Organizations(CSOs) play a significant role in the social, economic and democratic development of the
Asia and Pacific region. They manage billions of dollars in development funds that they raise themselves, or with which they have been entrusted by government, foundations, individual benefactors, companies, and inter-government organizations. CSO-led campaigns have stimulated international agreements and national commitments to address climate change, corruption, debt, genocide, HIV/ AIDS, landmines, and the inequitable outcomes of globalization. CSOs are prominent advocates for increased development aid and for lowering trade barriers faced by exports from developing countries to wealthy nations. In the context of Nagaland there are too many CSOs such as Tribal Hohos or public organizations, union/federation/association/organization of various student/youth/ women, and various other associations/organizations/unions/councils from state level to district/ sub-divisions/area/ colony goes down to village levels besides various factions and political parties. The common people are fed up of few such self vested interest Groups (CSOs) mushrooming in every nook and corner in Nagaland. The big Question(?) is whether these CSOs in Nagaland are functioning in its true sense of character with its aims at the highest ethical standard particularly of honesty and integrity ‘OR’ was it they remains as a mouth piece of government and politicians to benefit themselves with contract works or businesses for their own interests to acquire wealth or build political career, or misguide the general public promoting tribalism and divisions, promoting corruptions, holding certain responsibility for self benefits or forming certain CSO to raise funds by way of doing all illegality. However, in Nagaland too many CSOs are not at all require but the need of the hour is a strong trusted CSO who would makes a decision without patronage, favouritism or political influence with its aims at the highest ethical
standard of honesty and integrity to over-come or eradicate corruption, abuse of power, misappropriation of public funds, etc, which are seriously ruined the society. Trust deficit, backdoor appointments, Corruption, etc, are the main problems in Nagaland. In Nagaland anything is possible with the corrupt government/politicians where a defeated candidate with NDPP ticket during the last/recent Nagaland State General Legislative Assembly Election was appointed as Upa-Lokayukta and now holding the charge of Lokayukta till date even after a lapse of one year in total violations of the provisions of Nagaland Lokayukta Act along with the removal of the Nagaland Lokayukta with the intervention of the Supreme Court directing the Lokayukta to assign all the pending matters before him to the UpaLokayukta. Lokayukta is a great check on corruption specifically public servants which includes the chief minister, dy. chief minister, ministers, advisors, legislators, the Vice-Chancellor of Universities, commissioners, secretaries, directors which clearly confine to the higher- ups of the state government departments. In Nagaland the corrupt practices includes abuse of power, nepotism, bribery, extortion, embezzlement, fraud, etc and also a very peculiar corrupt practices such as; in the name of Party Fund and higher office and down below deducts certain percentage in a form of commission from developmental project fund, appointing several non-government employees to the rank of commissioners, secretaries/joint secretaries/PRO/ Media officer/assistant, etc., including appointing several non-legislator to hold cabinet rank as advisors and advisor ranking minister of state which seriously affects the state exchequer, backdoor appointment, misuse of public funds and properties, drawing monthly salaries without attending offices, fund-raise by way of asking donation, organizations/ associations including dif-
ferent groups of churches council often raised fund by way of selling packed food such as moudi, chicken roast or mixed, fruit, vegetable, etc./buffet ticket/ lottery ticket/calendar, etc. at an exorbitant rate and several cases of looking for donors or donations with high expectations from rich people/legislators with various reasons according to different seasons, drawing the full amount of project fund without completing the work, no NIT/Open Tender in bigger projects, etc. Another serious corrupt practices was every year the CAG report tabled before the session of NLA detects hundreds crore of rupees been misappropriated by several departments but no action is being taken in the court of PAC which consisted of legislators. Several Organizations/associations/unions including the church groups does several fund-raise which amounts to harassment and day-light robbery and to cite one incident where the charge of Rs.10000/(Rupees Ten thousand) Admit One for a Wrestling Meet managed by certain department of churches council and now the common people are fed up of too much of “Fund-Raise” in the name of jubilees/ missionary projects/conferences/seminar, etc. Members (including political party worker) or chairman are politically appointed into various state commissions including Nagaland Public Service Commission and slowly losing the credibility and sanctity of the Commission. The Govt. of Nagaland keeps on spending huge amount of money from public funds in buying government vehicles where legislators/HODs are excessively using those vehicles and many government employees who are entitled are also using those government registered vehicles and the misuse of public property don’t end there but certain person who remains close to the boss of the state highest office simply allows friend to use those ones of the government registered vehicle in good condition for personal use
and that is also ‘INNOVA’ meant for VIP and even a minister took away a brand new JCB bought by government department for his own personal use and there are also so many cases of misused of government registered trucks for personal use including carrying building materials for the construction of those higher-ups private buildings including misuse of man power especially in uniform departments, etc, every year hundreds of crore of deficit is adding to state budget deficit, etc,. Several back door appointees are now holding HODs in several state departments. Recently the Madras High Court asked the state government to stop regularizing back door appointment in government jobs stating regularizing backdoor entry in public services violates the fundamental rights of those inspiring for public employment especially rural and semi-urban citizens and ordered the State Government to immediately stop back door appointment in public services in order to ensure that equal opportunity is provided to all eligible candidates through open competitive process. In order to eradicate all these illegalities the Right to Information Act(RTI) 2005 would be one powerful tool as “Information is Power”. However, awareness is still lacking where village council’s resolutions are binding/ restricting the citizens not to apply any RTI application to any public authority without the permission of village councils and even few RTI applicants were fined which are totally in contrary to the provisions of the Right to Information Act. And even the government department takes advantage of village council’s resolutions especially in MGNREGA funds and this is happening due to huge involvement of corruption by the public servants and village leaders especially VDB Secretary where crores of money are been misappropriated which are meant for village infrastructural development. Some village council chairman are also
president of certain political parties at village level, etc, which is in contrary to the Village Councils Act and instead of promoting clean election they do otherwise. Civil Society is a process that enables groups to implement progress that impact the larger society. The CSOs are to remain a watch dog on all these illegal activities in the state. A relevant quotation given by Ayn Rand – “When you see corruption being rewarded and honesty becoming a self-sacrifice, you may know that your society is doomed”. However, the fact is that ‘Naga society is doomed’ where an active participation of CSOs are to be function in its true sense of character to rescue the society from its situation as ‘doomed’ and do away with the big difference of the ‘have’ and the ‘have not’ where the few rich group of citizens are becoming richer and the common people are becoming poorer. The Civil Society Actors(CSAs) are active in trying to resolve problems and address issues that are important to society, such as; (a) combating poverty, corruption and economic inequality, (b) promoting the rule of law and accountability, (c) advocating for transparency of government budgets, (d) promoting the environment, (e) combating any forms of discrimination, (f)supporting crime prevention, (g) promoting corporate social responsibility and accountability, (h) promoting the rights of indigenous peoples, (i) combating hate speech, (j) advancing ‘Social Justice’ and ‘Consumer Protection’, etc. The script is a speech delivered by advocate Kezhokhoto Savi, Asst. W
hen the time was fully ripped Great Britain decided to give up her Empire-the entire world. They were busy preparing to transfer the power to India and the world lauded the greatness of Mahatma Gandhi and his wisdom. The Naga delegates went and met Mahatma Gandhi at his Phangi colony in Delhi on July 19, 1947, and told him that Naga are not going to join the Indian Union because “the Nagas are not Indians and Nagaland is not part of the Indian Territory.” Moreover, the Naga delegates asked him “Is Might Right?” and Mahatma Gandhi promptly replied, “No, Might is not Right”. Moreover, he said, “If you say that you are not Indians and your country does not belong to Indians then the matter ends there. Nobody will force you to join the Indian Union.” However Hyder Ali wanted to use force to compel the Nagas to join the Indian Union. Mahatma Gandhi responded and said, Hyder Ali is wrong and if it is so, then I will come to Kohima and ask him to shoot me first. I do not believe in force and India has no right to use force on you, it’s up to you. Therefore, Naga delegates came back to Nagaland and hosted the Naga flag one day ahead on August 14, 1947, and declared independence to let the world know their stand and sent a cable to the UNO office for the record of the Naga Independence and being an ancient country which was confirmed by the Naga plebiscite- the thumb impression
with 99% support on May 16, 1951. However, the Government of India (GOI) continued to use force and declared war in 1955, and troops were moved to Tuensang Area and then moved to whole Naga inhabited areas. It was purely an invasion, not only that but also they had introduced the “Black Law” and all the unlawful activities were exercised and particularly Arm Forces (Special Powers) Act (AFSPA) was promulgated in Naga inhabited areas from 1958. Since then India used force to suppress Naga Political Movement up till today. In this world, no one has the right to alter a historical event, whatever happened, it happened in God’s own time. Yes, all those sad story details are not desirable to retrospect or narrate; hence it is better to bury them. Everything should be forgiven because we cannot bring back the past. Now, it is high time to do something for the betterment of the future generation. Are we not capable of doing so? Yes, we are capable to do that so let us rise and defeat all the hatred which involved the ancient love and progress for a brighter future and prosperity. Today, the Naga people are united from all walks of life and moving forward supporting the Naga political settlement which the Naga people had struggled and the solution was kept pending from the last century. ecently, several queries / complains have been voiced out from different quarters, reflecting the problems of Dimapur Railway Station, through the local print media, most of which are without ascertaining the facts, which sensationalize the issue beyond proportion. The matter of grave importance such as this, needs to be addressed in its right perspective so as to arrive at a feasible and desirable conclusion. It is mainly because of the failure of NFR to expedite the bone of contention and partly because of frequent transfer and retirement of Railway officials, the matter has been dragged till date, making scapegoat out of landowners, dubbing them as encroachers. As a matter of fact, the anomaly has existed ever since Nagaland was curved out of Assam and became a full-fledged state under Indian Union. Immediately after attaining statehood, Nagaland came under the protection of Article 371(A) of Indian Constitution wherein, it is clearly mentioned that the land and its resources belong to the people (Nagas). In other words, the Indian Military, Para-Military, Railway, Postal Services etc. so also multi-national companies do not have the right to occupy the land permanently in Nagaland. They could do so for a specific period of time on lease basis which could be further extended at the pleasure of the State Govt.
During the early stages of statehood, both the Railway and Landowners failed to foresee the impending problems that are being faced today. During the course of litigation, the Railway Department failed to provide any requisitioned / acquisitioned order issued by either the British Govt., Central Govt. or the State Govt. The Railways claim over 5kms, extending from Rangapahar Crossing till Khatkati (Assam), covering an area of 134.503 acres of land which could neither be validated nor substantiated. The 1964 surveyed map submitted in support of the claim was found signed by Senior Divisional Engineer only with Sd/- SubDeputy Collector (Civil S.D.O) whereas during that period of time, Dimapur was a mere outpost with Circular Officer (CO) as its administrative head. There are five Railway Divisions under Maligaon (Assam) namely:- 1) Tinsukia, 2) Rangiya, 3) Kharupetia, 4) Alipurduar and 5) Lumding. The two sides of the Railway tracks in all the first four divisions have been already occupied and only Lumding-Dimapur Division has been claiming 91 meters (300ft) each side of the Railway track. The Railway Departmet should apply same yardstick for all the Division. Now, out of 5kms stretch of Railway track, some parts of the land are non-cadastral, which fall under the ownership of village authority and indi-
vidual landowners. Whereas, the most important parts (Dimapur Railway Station area) fall under the cadastral land and as such presently under the occupation of a number of mandirs and individual owners, each having their respective land pattas issued by the competent authority (The State Govt.). It goes without saying that the Indian Railway is an indispensable sector for our over-all growth. Nothing should come in the way of its further development. However, it will be unfair if such development is undertaken at the cost of the people (destruction of already developed land and properties). Therefore, in the best interest of both the Railways and Landowners, ways and means should be worked out at the earliest to re-allocate or compensate the genuine and rightful landowners who are bound to be affected in the process of expansion of Dimapur Railway Station wherein the State Govt. has a major role to play. Dimapur Railway Station has been the second most revenue earning station, next to Guwahati and shall continue to remain so. Therefore, all the concerned parties should make an utmost effort to find an amicable and lasting solution. Centre holds meeting on monkeypox NEW DELHI, AUG 4 (PTI): A meeting of top health experts called by the Centre on Thursday deliberated on the need for revisiting existing guidelines on management of monkeypox amid rising number of cases of the disease in the country. India has so far reported nine cases of monkeypox including one death. “It was a technical meeting to revisit the existing guidelines,” an official said. T h e m e e t i n g wa s chaired by Dr L Swasticharan, director of Emergency Medical Relief and attended by officials from the National Aids Control Organisation, National Centre for Disease Control and World Health Organisation (WHO) representatives. According to existing ‘Guidelines on Management of Monkeypox Disease’ issued by the Centre, any person having a history of travel to affected countries within the last 21 days presenting with an unexplained acute rash and symptoms like swollen lymph nodes, fever, headaches, body aches and profound weakness is to be considered to be a ‘suspected case’.

Red alert in 8 Kerela districts as rains continue to disrupt life
T H I RU VA NA N T H A PURAM, AUG 4 (PTI): A red alert was declared in 8 districts of Kerala on Thursday by the India Meteorological Department (IMD) as rains continued to lash various parts of the state and disrupted the dayto-day lives of the people as roads got flooded or caved in and many got displaced from their homes to relief camps. IMD issued a red alert for the day in the districts of Pathanamthitta, Alappuzha, Kottayam, Ernakulam, Idukki, Thrissur, Palakkad and Kannur and Orange alert in remaining districts except for Thiruvananthapuram where a Yellow alert is in place. A red alert indicates
heavy to extremely heavy rains of over 20 cm in 24 hours, while orange alert means very heavy rains of 6 cm to 20 cm. A yellow alert means heavy rainfall between 6 and 11 cm. The inclement weather in the state resulted in water levels of various rivers -- like Chalakkudi, Pampa, Manimala and Achankovil -- in various districts rising close to or crossing danger levels. As the rains intensified in the state and in anticipation of water in Chalakkudi river rising further, Kerala Chief Minister Pinarayi Vijayan warned residents along its banks and those in low-lying areas of Thrissur and Ernakulam districts to be
cautious and to be ready to evacuate as per instructions of the authorities. The Chalakkudi river level is increasing due to release of water from Peringalkuthu dam which had to open some of its shutters due to heavy rainfall in its catchment area and around 16,000 cusecs of water coming from Tamil Nadu, Thrissur district officials said, adding that people on the river’s banks and nearby areas have been shifted to relief camps. With the shutters of Chimmini dam also to be raised further in view of the heavy rains in Thrissur district, the water in Kurumali river -- which is already above warning level -- is expected to rise
further, officials said. The heavy rains also caused landslides in some parts of the state which also affected road traffic. The roof of an anganwadi building collapsed in Konni taluk of Pathanamthitta district, officials
said and added that there were no casualties. In Kozhikode, the bad weather led to five flights from the Middle East which were bound to Calicut Airport being diverted to Cochin International Airport.

Both sides have also held deliberations to establish equivalence in certification, skills and licensing requirements of various professional bodies, and explore collaboration and cooperation arrangements between the Ministry of Skill Development and Entrepreneurship and its counterpart in Mauritius on developing skill sets. NEW DELHI, AUG 4 (PTI): Gold in the national capital on Thursday gained Rs 487 to Rs 52,566 per 10 grams amid a rise in international precious metal prices along with rupee depreciation, according to HDFC Securities. The yellow metal had closed at Rs 52,079 per 10 grams in the previous trade. Silver also rose by Rs 426 to Rs 58,806 per kg from Rs 58,380 per kg in the previous trade. The rupee depreciated 36 paise to 79.51 against the US dollar in opening trade on Thursday, as disappointing macroeconomic data and US-China tensions weighed on investor sentiment. In the international market, gold was trading higher at USD 1,774 per ounce while silver was flat at USD 20.12 per ounce.

NEW DELHI, AUG 4 (IANS): In a bid to build a strong ecosystem for 5G in the country after a successful 5G spectrum auction, the government on Thursday extended the last date for submission of applications under the design-led manufacturing scheme till August 25. The Department of Telecommunication had notified the design-led production-linked scheme (PLI) scheme on February 24, 2021, with a financial outlay of Rs 12,195 crore. The guidelines for the production-linked incentive (PLI) scheme for telecom and networking Products have been amended with effect from April 1, to introduce design-led manufacturing with additional one percent incentive rates. The registration process for design-led manufacturing under the PLI scheme started from June 21.

BEIJING, AUG 4 (PTI): The Chinese military on Thursday launched a fourday war game with precision strikes using ballistic missiles over the Taiwan Strait, in retaliation to US House Speaker Nancy Pelosi’s visit to Taipei disregarding Beijing’s vociferous warnings. The People’s Liberation Army (PLA) fired several ballistic missiles into waters to the east of Taiwan on Thursday afternoon, with all of them hitting targets accurately, a Chinese military spokesman said. Senior Colonel Shi Yi, a spokesman for the PLA Eastern Theatre Command, said that rocket forces in multiple locations on the mainland launched several types of missiles carrying conventional warheads to designated waters off the eastern coast of Taiwan. The Rocket Force is a new wing of the Chinese military, which was created a few years ago under the reforms launched by President Xi Jinping to exclusively deal with missile systems. Taiwan also cancelled airline flights on Thursday as the Chinese navy fired artillery near the island. The PLA Eastern Command, which oversees military operations in Taiwan Straits, issued two statements saying that it conducted precision strikes in specific areas over the east of the Taiwan Strait. “All the missiles hit the target accurately, testing the precision strike and area denial capabilities. The entire live ammunition launch training mission has been successfully completed, and the relevant sea and airspace control has been lifted,” the PLA statement said. Video footage from the state-owned China Central Television showed several Dongfeng series ballistic missiles were launched from

Khan’s Pakistan Tehreek-e-Insaf (PTI) party and the Election Commission of Pakistan (ECP) have been at loggerheads. Khan has been accusing Chief Election Commissioner (CEC) Sikandar Sultan Raja of being biased. On Monday, Khan announced his party workers would protest outside the ECP office in Islamabad on Thursday to press for Raja’s resignation. ISLAMABAD, AUG 4 (AP): The Taliban broke its silence Thursday, days after a US drone strike killing al-Qaeda’s top leader in Afghanistan’s capital, acknowledging his slaying and pledging to launch an investigation. The killing of Ayman al-Zawahiri on the balcony of a Kabul safehouse Sunday has further strained relations between the Taliban and the West, particularly as it seeks an urgent infusion of cash to handle an economic catastrophe there following the US withdrawal from the country a year ago. “The government and the leadership weren’t aware of what is being claimed, nor any trace there,” Suhail Shaheen, the head of the group’s political office in Doha, Qatar, told The Associated Press in a text

They say al-Zawahiri was staying at the home of a top aide to senior Taliban leader Sirajuddin Haqqani. The method opens new horizons for studying how stem cells
form various organs in the developing embryo, and may one day make it possible to grow tissues and organs for transplantation using synthetic embryo models. “Instead of developing a different protocol for growing each cell type -- for example, those of the kidney or liver -- we may one day be able to create a synthetic embryo-like model and then isolate the cells we need. BIRMINGHAM, AUG 4 (IANS): The Indian women’s cricket team put up a dominant performance in their final pool game to reach the semifinals after registering a comprehensive 100-run victory over a disappointing Barbados here on Wednesday. An unbeaten 56 from Jemimah Rodrigues and cameos from Shafali Verma (43) and Deepti Sharma (34 not out) helped India post a big score of 162/4 and that proved too much for Barbados as they crawled to 62/8 in reply. Kyshona Knight top-scored for Barbados with 16, while recentlyretired all-rounder Deandra Dottin was out for a duck in her last international match. Jemimah Rodrigues was the star with the bat as she scored a gritty knock of
56 to help India reach 162 runs. In response, Barbados could only get to 62 as Renuka Singh ran through the top order and got herself another four-wicket haul. Renuka Singh was the chief destroyer for India with 4/10, while Meghna Singh, Sneh Rana, Radha Yadav and Harmanpreet Kaur all chimed in with one wicket apiece. The victory means India qualify for the semi-finals and finish in second place in Group A, with their next opponent to be decided after the final Group B matches on Thursday. D I M A P U R , AU G 4 (NPN): The 51st regional sports meet of the Kendriya Vidyalaya, Tinsukia region was organized at Kendriya Vidyalaya, Sewak Project, Dimapur from August 2 to 4 for boys U-14, U-17 and U-19 category for KhoKho Under- 14, 17 and 19. The inaugural ceremony was graced by GB Sachu Colony, Japan Sachu as the chief guest. Oath taking ceremony and opening of sports meet was declared open by the chief guest. Students of K V Dimapur presented mesmerizing cultural programme in the inaugural ceremony. After a very difficult time of almost two and a K Y M C
half years due to Covid-19, it was really a welcome initiative taken by the KVS under Tinsukia region conducting such an event at KV Dimapur. BIRMINGHAM, AUG 4 (IANS): India ended its campaign in the weightlifting competitions in the 2022 Commonwealth Games with super heavyweight lifter Gurdeep Singh bagging a bronze medal in Men’s 109+ kg final. Gurdeep’s medal took India’s total medal count from weightlifting to 10 -- three gold, three silver and four bronze -- marginally better than that at Gold Coast in 2018 when India had won only nine medals. Though India won an extra medal at Birmingham, what would rankle the Indian Weightlifting officials and supporters is that India could win only three goal medals from Birmingham as compared to five at Gold
Coast. With shooting out of the equation as it was not included in the programme, India had lost a major source of medals in Birmingham and weightlifting was among the sports expected to fill the gap with a good haul. In the end, it was an up and down performance. Top stars Mirabai Chanu, Jeremy Lalrinnunga and Achinta Sheuli won the three gold medals for India, while Sanket Mahadev Sargar, Bindyarani Devi Sorokhaibam and Vikas Thakur got the silver medals and Lovepreet Singh, Gururaja, Harjinder Kaur and Gurdeep Singh won the bronze medal for India. On Wednesday, Gurdeep won bronze in the Men’s 109+ kg but his performance was not assured. He had only one legal lift in snatch on which he lifted 167kg. In clean and jerk, he started with 207kg, missed on 215 but then raised to 223 and lifted it, thus finishing with 390 kg. Pakistan’s Muhammad Nooh Dastgir Butt won the gold medal with a total lift of 405 kg -- 173 in snatch while 232kg in clean and jerk.

Till about a few days back, high jumper Tejaswin Shankar was not sure whether he would be able to participate in the 2022 Commonwealth Games in Birmingham. On Wednesday, he was standing on the podium at the Alexander Stadium here, with a bronze medal around his neck and a smile of satisfaction on his lips as he bagged his first medal in a major multi-discipline international competition. After not being picked for the Games as he did not participate in the Inter-State meet -- which were the trials, his name was eventually cleared for participation by the court and it was only last week that the organisers relented and permitted him to join the Indian athletics squad as a late replacement.

India’s Tulika Maan lost to a much-experienced Sarah Adlington of Scotland in the women’s 78kg division to bag a silver medal in judo at the Commonwealth Games at Victoria Park, Coventry on Wednesday. Tulika, who started defensively and had earned two cautions against the 2014 Games gold medallist, got a point when she managed to bring her opponent down. But the judoka from Scotland launched a superb attack and brought down Tulika to earn an Ippon to win the match with less than one minute remaining on the clock. But it was not be as an Indian judoka had to once again had to settle for silver.

Saurav Ghosal clinches India’s first-ever singles medal in squash
Indian squash star Saurav Ghosal scripted history after he clinched the elusive bronze medal in the men’s singles at the 2022 Commonwealth Games, beating home favourite James Willstrop 3-0 (11-6, 11-1, 11-4) in the playoff match, here on Wednesday. This was India’s first ever singles squash medal in the Commonwealth Games history in both men’s or women’s category. India have now won only four medals in squash at the CWG. Dipika Pallikal and Joshna Chinappa won gold in women’s doubles in 2014 and a silver in 2018. Pallikal also won the mixed doubles silver with Ghosal in the same year.

BIRMINGHAM, AUG 4 (IANS): Indian athletes were off to a good start on the seventh day of competitions at the 2022 Commonwealth Games here with two-time Olympic medallist P.V Sindhu and former World No.1 Kidambi Srikanth storming into the next round in women’s and men’s singles respectively while the track and field athletes Manju Bala (hammer throw) and sprinter Hima Das (women’s 200m) making it to the next stage in their respective disciplines. SOn Thursday, Sindhu stormed into the next round with a comprehen-
sive 2-0 win against Fathimath Nabaaha Abdul Razzaq of Maldives in a Round of 32 match in Hall 5 at the National Exhibition Centre (NEC) here. Sindhu, the top seed here who has already helped India win silver in the Mixed Team competition, did not break a sweat in outplaying her 23-yearold opponent from Maldives 21-4, 21-11. Srikanth, who too won a silver medal in men’s singles in 2018, started his campaign in individual events with a commanding 21-9, 21-9 win against Daniel Wanagaliya of Uganda in a second-round match. Meanwhile, former Youth Olympic Games medallist Hima Das topped Heat 1 in Women’s 200m in 23.42 seconds and qualified for the semifinals. In Women’s Hammer Throw, Indian strongwoman Manju Bala hurled the hammer to 59.68 metres to qualify for the final to be held on August 6. Compatriot Sarita Romit Singh managed a throw of 57.48m to finish 13th as the top 12 placed throwers qualified for the final.
