Oppn attacks govt for ‘misuse’ of probe agencies NPAC rally today: Several DCCIs back NEW DELHI, AUG 4 (IANS/PTI): Both the Houses of Parliament on Thursday witnessed protests by opposition members against the alleged misuse of investigating agencies by the government against political opponents. Opposition members led by the Congress in both the Lok Sabha and the Rajya Sabha protested against the Enforcement Directorate (ED) raids and summons against Opposition leaders. The Lok Sabha proceedings were first adjourned until 2 p.m. and then adjourned for the day after opposition members continued loud sloganeering over the misuse of the ED against political rivals. Congress members tried to raise the issue of the alleged misuse of the ED but Rajya Sabha Chairman M. Venkaiah Naidu said that he will listen to them after papers are laid on the table. NEW DELHI, AUG 4 (AGENCIES): Justice Uday Umesh Lalit is set to be the next Chief Justice of India (CJI) as the current CJI, NV Ramana, Thursday formally recommended his name to the Union Law Minister. Justice Ramana is due to retire on August 26, after which Justice UU Lalit will take over, becoming the 49th CJI. He’ll have only 74 days in the chair before he retires on November 8 at the age of 65. Justice Ramana, who took over from SA Bobde in April last year, had a tenure of over 16 months. After Justice UU Lalit, Justice DY Chandrachud is next in line to head the country’s judiciary. His father Justice YV Chandrachud remained CJI, too — and the longest-serving so far, with a seven-year tenure from 1978 to 1985. The shortest tenure so far has been 17 days, served by Justice Kamal Narain Singh in 1991. Justice Lalit, as CJI, will head the collegium of judges that decides on appointments and other matters of judiciary.

Naidu said he has received five notices under Rule 267 but none has been admitted and he was not admitting them as the issues can be raised in any other form. The Rajya Sabha first adjourned till 12 noon as the opposition benches protested against the misuse of the ED. As the chairman gave permission, Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge said that the investigating agencies were being misused against the opposition parties to suppress them. from the treasury benches opposed Kharge’s remark and heated exchanges took place between the two sides. As the disruption continued, the Chairman adjourned the Rajya Sabha till 12 noon. When the House resumed proceedings at 12 noon, Question Hour was held amid loud sloganeering and disruption from the Opposition, who were demanding a response from the Prime Minister. Kharge said that while the House was in session he had received a summons from the ED to
appear before the agency at 12.30 pm. “I respect the law and will appear before the law enforcement agency,” Kharge said. Leader of the House in the Rajya Sabha Piyush Goyal said that the law enforcing agencies were doing their work and the present government is not interfering in their functioning. Post lunch, the Rajya Sabha passed the ‘Family Courts (Amendment) Bill, 2022’ by a voice vote amid continuous sloganeering by the opposition members. As soon as the bill was passed, Rajya Sabha deputy chairman Harivansh adjourned the House for the day. Congress said Leader of Opposition in Rajya Sabha Mallikarjun Kharge’s summoning by Enforcement Directorate during the working hours of Parliament was an “insult” to the legislature and alleged that “Modishahi” is reaching a new low. Congress general secretary Jairam Ramesh raised the issue of summoning of Kharge by the Enforcement Directorate (ED), saying he was called by the probe agency when Parliament was in session and he left around 12:20 pm and presented himself. “This is Modishahi reaching new lows,” Ramesh tweeted. Speaking with the media, senior Congress leader Digvijaya Singh said that summoning of the Leader of Opposition in Rajya Sabha by a probe agency during Parliamentary proceedings had never happened in the history of democracy.

D I M A P U R , AU G 4 (NPN): Heeding the call of Confederation of Nagaland Chamber of Commerce and Industry (CNCCI) to down the shutters of business establishment for two hours during the Nagaland People’s Action Committee public rally to be held on August 5 at Dimapur, several district chambers of commerce have expressed solidarity and decided to shut businesses/shops from 10 a.m. to 12 noon. CNCCI through its media affairs said the appeal is being made so as “to express our solidarity for early Naga political solution.” It, however, stated that the district chambers falling under ENPO area have been exempted in view of the public rally in all the six district headquarters on August 9, 2022. Amahator students, GBs threaten PTYS closes down GHSS Phek ‘indefinitely’ stir over ‘unequal fund distribution’ D I M A P U R , AU G 4 (NPN): Amahator Range Students’ Union (ARSU) and Amahator Area GBs Union (AAGBU) have threatened to launch democratic form of agitation over the “unequal fund distribution” under Kiphire aspirational district projects. In a joint statement, ARSU president Selikyu T Sangtam and general secretary Lithrongba Jingrü expressed disappointment with the Kiphire Aspirational district project nodal officers and administrators for “unequal project distribution.”
Pointing out that Kiphire was selected aspirational district by NITI Aayog, the two bodies said as per the RTI report more than Rs.35 crore was sanctioned by NITI Aayog for various developmental activities under Kiphire district. However, they alleged that Amahator EAC headquarters under Kiphire district comprising of 10 villages with over 9000 population was neglected and not given equal treatment under aspirational projects. Out of the total amount sanctioned by NITI Aayog, the two bodies claimed that
only Rs.11.28 lakh (Rs.2 lakh rostrum, Rs.6 lakh angawadi centre, Rs.3.28 lakh mushroom farming) was sanctioned under Amahator EAC headquarters, which they said did not even represent 1% of total amount of the project. ANGPTA urges DoSE to uphold School Edn Service Rules D I M A P U R , AU G 4 (NPN): All Nagaland Government Primary Teachers’ Association (ANGPTA) has called on Department of School Education (DoSE) to uphold The Nagaland School Education Service Rules, 2017 at all cost and protect these rules from anyone trampling upon them. In a representation to DoSE commissioner & secretary, the association expressed its sincere appreciation to the department for the decision to implement Rule 15 of The Nagaland School Education Service Rules, 2017 by conducting limited departmental examinations (LDE) through
Nagaland Public Service Commission (NPSC). The association said this had been a long-awaited career progression opportunity for many capable teachers who, once selected, would strengthen the administrative set-up of the department, which otherwise was in a limbo for want of officers due to some obvious reasons. ANGPTA stressed that the service rules that were above every individual employee or group should be honoured and not sacrificed at the whims and fancies of anybody. It was rather unfortunate that some section of teachers chose to oppose
this decision when the department was trying its best to restore smooth functioning of school administration, the association stated. The primary teachers’ body also clarified certain points raised by All Nagaland Graduate Teachers’ Forum (ANGTF) in its representation that also appeared in local dailies on August 2, 2022 and for unethically tried to undermine the stature of primary teachers in order to advance their cause. ANGPTA said it was grounded in reality and had never equated scale of pay with any other cadres, adding this had not deterred the primary teachers from

D I M A P U R , AU G 4 (NPN): Nagaland on Thursday recorded six fresh Covid-19 cases while deaths were reported during the day. Of the fresh cases, three were from Kohima, two in Wokha and one in Mokokchung, pushing the total caseload 35,822. The State currently has 75 active cases-- four admitted to Covid hospitals and 71 under home isolation. Meanwhile, India on Thursday reported a total of 19,893 new Covid cases while 53 new Covid related deaths were reported in the 24 hours, according to the (Cont’d on p-8) union health ministry.
Bill on family courts in Nagaland, Himachal gets Par nod NEW DELHI, AUG 4 (PTI): Parliament on Thursday passed a bill granting statutory cover to family courts set up in Nagaland and Himachal Pradesh and retrospectively validating all actions taken by them. Rajya Sabha passed the Family Courts (Amendment) Bill, 2022 by a voice vote amid sloganeering by the Opposition, led by Congress members who alleged misuse of the Enforcement Directorate by the government. In reply to the discussion on the bill, Minister of Law and Justice Kiren Rijiju stressed on the need to have the legislation passed
considering the long list of pending cases. There are at present 715 family courts in the country with over 11 lakh pending cases, he said, adding the emphasis of the government is to have at least one family court in each district so that there could be speedy disposal of the cases. According to the Family Court Act of 1984, it is mandatory for a State government to set up a family court for every city or a town whose population exceeds one million. Rijiju also said the Centre has already asked
judicial officers to give importance to family matters. In India, marriage is not only a getting together of two individuals but it is a union of families and communities and when a marriage breaks down the whole structure crumbles, he said. The minister said he wanted to have a detailed discussion on the important bill but the way the Opposition, especially Congress members, are behaving, it won’t be possible. Lok Sabha had passed the bill last week. The Family Courts (Amendment) Bill seeks to insert a provision in sub-section 3 of section 1 to
provide for setting up family courts in Himachal Pradesh with effect from February 15, 2019, and in Nagaland with effect from September 12, 2008. The bill also seeks to insert a new section 3A to retrospectively validate all actions under the act taken by the governments of Himachal Pradesh and Nagaland and the family courts of these states. Two family courts were established in Nagaland in 2008 and three in Himachal Pradesh in 2019 through notifications issued by the respective State governments. DIMAPUR, AUG 4 (NPN): Private College Association Nagaland (PCAN) has advised all affiliated colleges in Dimapur will remain closed on August 5 in view of the NPAC, rally for early settlement of the Naga issue. While informing that it was only an advisory, PCAN vice president Joshua Sumi, however, said that the colleges will take the final decision on this matter. The appeal is being made to express solidarity and based on the request letter by Nagaland People’s Action Committee (NPAC) convenor local committee, it added. Further, PCAN said colleges who have pre-schedule engagement such as CUET exam centre etc have been exempted from this advisory and to go ahead with the schedule engagements.

DIMAPUR, AUG 4 (NPN): Dimapur District Autorickshaw Drivers’ Union (DDADU) has informed that the union and the Nagaland Public Action Committee (NPAC) have agreed to provide free autorickshaw service till Super Market for the proposed public rally on August 5, 2022. In a press release, DADDU president Tito Yeptho has, however, informed the public that only the autorickshaws with public rally stickers would be on the free public service.

DIMAPUR, AUG 4 (NPN): Department of State Taxes Nagaland has arrested one person for generation of fake invoices and wrongful availment and utilization of ITC amounting to Rs.7 crore on August 4, 2022. In a press release, additional commissioner of state taxes (enforcement) Wochamo Odyuo informed that the accused was the holder of power of attorney of M/S TT construction, adding that a case has been registered under Section 132(1) (a) (b) and (c) of the NGST Act 2017. Further, the department informed that the case was under investigation. It said that the actual amount of fraud involved in the case can be ascertained only after the completion of the process of investigation. K Y M C
