NEW DELHI/GUWAHATI, JUN 4 (AGENCIES): Bitter war of words has broken out between Assam chief minister Himanta Biswa Sarma and Delhi deputy chief minister Manish Sisodia over the issue of Personal Protective Equipment (PPE) kits. Sarma has threatened to file a criminal defamation suit after Sisodia alleged corruption in the procurement of Covid PPE kits. Sisodia in Delhi said that PPE kit contracts were awarded to a company linked to Sarma’s wife. “Himanta Biswa Sarma awarded the contract to his wife’s company. He paid Rs 990 for the PPE kits while others were purchased at Rs 600 apiece from another company on the same day. This is a huge crime,” Sisodia said and dared BJP leadership to take

KOHIMA, JUN 4 (NPN): Nagaland Assembly Secretariat Staff Association (NASSA) along with the Joint Action Committee (JAC) on Saturday resolved to intensify its agitation by launching a two-day ‘black badge’ protest starting Monday (June 6-7). The decision comes following a joint meeting of NASSA and JAC held here on Saturday. Even as the two-day ‘pen down strike’ concluded on Saturday, the association said they were yet to receive any positive response from the state government. The protest has been called against the state government’s decision of appointing Dr. PJ Antony (retired officer) as principal secretary, under the establishment of the NLA secretariat. Later, in a press note, NASSA general secretary Talirenla and JAC secretary Sezoto Theyo said that the meeting held on June 4 decided to continue with its democratic agitation from June 6-7. They said the pendown strike would now be intensified by wearing black badges. Meanwhile, NASSA vice president Rocus Rino informed Nagaland Post that the second day of the ‘pen down strike’ passed off peacefully with all members attending office, but ceasing to carry out any work in view of the agitation.

were involved in the supply of any material related to the Covid pandemic. The allegations are “false, imaginary, malicious and can be attributed as the handiwork of a certain section with vested interests,” Hazarika, who is also the minister for water resources and information and public relations told reporters. “Why are the two organisations (who made the claims) not going to the Court if they have evidence instead of making false and baseless allegations?” he added. On June 1 two digital media organisations- ‘The Wire’ and Guwahati-based ‘The Crosscurrent’ in a joint investigative report claimed that Assam government had placed four Covid-19 related emergency medical supply orders most likely without following proper process.

IMD predicts heavy rainfall over NE region NEW DELHI, JUN 4 (AGENCIES): With Southwest monsoon covering the entire North Eastern states and some parts of Sub Himalayan West Bengal and Sikkim, the India Meteorological Department (IMD) has predicted intense spell of rainfall over the region during the next five days. According to the report, normal or active monsoon conditions were expected to continue over Assam, Meghalaya, and Arunachal Pradesh during the next two to three days. Thereafter, rain activities may intensify over remaining parts of Northeast India. A Cyclonic circulation is over Northwest Bay of Bengal and adjoining areas and moderate commitments from Bay of Bengal after reading posture over Northeast India. East west trough is also extending from Eastern part of Uttar Pradesh to Nagaland, the report stated.

Speaking at the programme, Khumo, stated that the department had been facing numerous problems due to non-availability of the ice plant-cum-cold storage. However, with the inaugural of the facility, Khumo said the department would now be able to move forward and help fish farmers in acquiring livelihood. Acknowledging NABARD for funding the project, advisor said that the project would help the educated unemployed youth in gaining interest in fish farming and also change the mindset of Naga youth

to have self-sustainability. Further, Khumo urged the department to continue to work for the benefit of all. He said that the recently inaugurated facility would be a waste of money if it was not utilised for the purpose. DIMAPUR, JUN 4 (NPN): Hitting out at the state government for the collapse in governance, Nagaland Pradesh Congress Committee (NPCC) president K. Therie said that the state government has lost control for the past two decades where “extortion and corruption were firmly rooted from top to bottom”. “Words like percentage, commission, cut, our govt tax (not people’s Govt tax), have all been coined during two decades’ rule and these have become the law and practiced as conventional law,” Therie stated. While appreciating the removal of check gates within Nagaland, Therie also demanded the removal of inter-state check gates in view of GST and VAT. Therie said that though the chief secretary was expecting prices of commodities to fall, however, on the ground it was not so. Pointing out that the “internal gate extortions” were only transferred to wholesalers and retailers, Therie said more actions were required to bring down the price hike. The basis of price hike, he said was compounded with corruption and extortion by all the organs, agencies, registered societies, unions, associations, and insurgents. He said the Essential Commodities Act and Weights and Measures Act, that sustain prices, were no longer known to the people and that illegal extortion by societies and insurgents have become deeply rooted and has replaced the law in

Nagaland. As societies no longer practice defined welfare objectives to encourage, promote and preserve high standards amongst people, rather, Therie said hundreds of societies, unions and associations were taking law and order into their own hands by undertaking enforcement upon soft targets from amongst the traders. “There is complete freedom of abusing and intimidating business houses and retailers as we have seen in multiple viral video clips,” Therie stated. Maintaining that law and order has collapsed in Nagaland, Therie alleged that the executive machineries do not go by the book of law but by verbal dictates of ministers and MLAs. “Their advice to the public is to compromise for future safety,” he alleged. The NPCC president also said that coordinated efforts in enforcing law and customary laws were no more the practice, but instead confront each other. Asserting that customary law is a sovereign authority of the State of Nagaland, Therie said village councils and GBs were expected to deal with law and order effectively with customary laws and procedures. He said upholding law and order is a major responsibility of the VCC and GBs. However, instead of upholding the Constitution and the law of the land, Therie alleged that many support unlawful activities while administration remains a mute spectator. Though it is the responsibility of the admin-

India to have new military recruitment scheme ‘Agnipath’ Union Cabinet likely to approve in the coming week NEW DELHI, JUN 4 (ANI): Top military brass of the country including the three services chiefs on Saturday briefed Prime Minister Narendra Modi on the new ‘Agnipath’ recruitment scheme for induction of soldiers in the three defence services. The scheme is likely to be approved by Union Cabinet in the coming week

as the defence forces have already started making preparations for its rollout. Prime Minister Modi was briefed about the Agnipath recruitment scheme on Saturday by the top military brass including the chief of the three defence forces-- Army, Air Force and Navy-- and Department of Military Affairs Officials, government sources told ANI news agency. Agnipath recruitment scheme has been planned and prepared by the Department of Military Affairs presently led by Ad-

ditional Secretary Lt Gen Anil Puri. As per the initial plans, after the initial training of around six months, around 20-25 per cent of recruited youth known as ‘Agniveers’ would be given longer tenures while others would be released with a severance package which would be around Rs 10-12 lakh, they said. If the project moves as per plan, the recruitment process for the first batch of Agniveers may start in the next three to four months, the sources said. The forces will also have the option of recruit-

ing specialists for specific tasks who would perform the desired role. During the Covid-19 pandemic, the recruitment of soldiers in the armed forces has been halted. As per the plans, the soldiers relieved from the service would be provided assistance in getting placed in civilian jobs. A number of corporates have shown interest in availing services of such ‘Agniveers’ as they would be benefitted from hiring such trained military-trained disciplined manpower.

istration to enforce the law of the land upon failure of customary law, Therie, however, said they end up blaming each other and in between the public are left unprotected. Mentioning that the State Legislative Assembly’s failures were mighty, Therie said the State, for a long time, has failed to see new laws to deal with an evolving society and the growth of economy. On the other hand, he said civil societies and NGOs make a hue and cry in the local papers, but eventually land up “seeking party tickets from the very ones they criticize.” They shamelessly exhibit their cars earned through bribes. They proudly construct palatial buildings with bribe money”. “Instead of despising bribe takers, people praise and pray for them. This is the heights of hypocrisy of corruption,” Therie stated. On clean election campaign, Therie said the Church well understands the predicament. But do the demands of bribe rise from the political workers or should we call them dalal/brokers? Therie asked. He said that the voters now wanted to take directly from candidates and so demand house to house visits defying the Church. On judiciary Theire said it (judiciary) has earned a huge trust deficit. While criminals no longer fear to repeat crimes, he said they have become more dangerous to victims after being freed. (Cont’d on p-8)

Centre writes to States to phase out single-use plastic BE’s Covid-19 vaccine Corbevax gets DCGI nod as heterologous booster dose

Spl. Correspondent

NEW DELHI, JUN 4 (NPN): On the eve of the World Environment Day, the Centre on Saturday issued an advisory to states and union territories to phase out single-use plastic (SUP). On June 5, 2022, States/ UTs and Urban Local Bodies across the country will swing into campaign mode, in a bid to make the country free of SUP as well as contribute to improving the environment, under the overarching mandate of “Clean and Green”. This comes on the heels of Prime Minister Modi’s Mann Ki Baat ad-

dress to the nation on May 29, 2022, where he exhorted citizens to join together and make some efforts for cleanliness and tree plantation on the occasion of World Environment Day. Given the dual mandate of World Environment Day and India’s committed ban of SUP by June 30, 2022, the Ministry of Housing & Urban Affairs (MoHUA) has issued a detailed advisory to States and UTs to take up a range of activities to fulfil those mandates. These would include large scale cleaning and plogging drives, with special emphasis on plastic waste collection, as well as large

scale tree plantation drives, with participation of all citizens – students, voluntary organisations, self-help groups, local NGOs, CSOs, NSS and NCC cadets, RWAs, market associations, corporate entities, etc. While 2,591 urban local bodies (ULBs) out of 4,704 have already reported notification of SUP ban as per the directions of Central Pollution Control Board and the environment ministry, states and UTs will need to ensure that the remaining 2,100-plus ULBs notify the same by June 30, 2022. It also states that ULBs will need to identify SUP ‘hotspots’ and eliminate them, while parallely lever-

aging the support of state pollution control boards and forming special enforcement squads, conducting surprise inspections and imposing heavy fines and penalties on defaulters for enforcing SUP bans. As per the Plastic Waste Management (Amendment) Rules, 2021, the manufacture, import, stocking, distribution, sale and use of carry bags made of virgin or recycled plastic less than 75 microns (75 µ i.e. 0.075 mm in thickness) has been banned with effect from Sept 30, 2021 as opposed to 50 microns recommended earlier under PWM Rules, 2016, the ministry said.

HYDERABAD, JUN 4 (PTI): Biological E Limited on Saturday announced that its COVID-19 vaccine Corbevax has been approved by the Drug Controller General of India (DCGI) as a heterologous booster dose. The vaccine maker said the Corbevax can be administered as a booster dose to individuals aged 18 years and above after six months of administration of primary vaccination (two doses) of Covaxin or Covishield vaccines for restricted use in emergency situation. Corbevax is the first such vaccine in India to be approved as a heterolo-

gous Covid-19 booster in the country, it said. Recently, BE furnished its clinical trials data to the DCGI which after a detailed evaluation and deliberations with Subject Experts Committee, granted their approval for administering Corbevax as a heterologous booster dose to people who have been vaccinated. BE’s clinical trial data showed that its Corbevax booster dose provided significant enhancement in immune response and excellent safety profile required for an effective booster. BE has conducted a multi-centre Phase-III placebo controlled heterolo-

gous booster clinical trial in 416 subjects from 18 to 80 years of age who were previously vaccinated with two doses of either Covishield or Covaxin at least six months prior to the administration of Corbevax as a booster, the release added. Corbevax is entirely developed and manufactured by BE Limited in association with Texas Children’s Hospital and Baylor College of Medicine as a recombinant protein sub-unit vaccine against COVID-19. BE has supplied 100 million doses of the jab to the Central government so far. K Y M C
