New Covid variant ‘IHU’ identified in France NEW DELHI/WASHINGTON, JAN 4 (AGENCIES): As the world grapples with the highly mutated Omicron variant of SARS-CoV-2, scientists have identified a new strain of the COVID-19 causing virus in Southern France. Known as ‘IHU’, the B.1.640.2 variant has been reported by researchers at institute IHU Mediterranee Infection in at least 12 cases, and has been linked to travel to African country Cameroon. However, the researchers noted that it is too early to speculate on how this variant behaves as far as infection and protection from vaccines is concerned. The yet-to-be peerreviewed study, posted on the preprint repository MedRxiv on December 29, revealed that IHU has 46 mutations and 37 deletions resulting in 30 amino acid substitutions and 12 deletions. Amino acids are molecules that combine to form
proteins, and both are the building blocks of life. Fourteen amino acid substitutions, including N501Y and E484K, and nine deletions are located in the spike protein. Most currently used vaccines are targeted at the spike protein of SARSCoV-2, which the virus uses to enter and infect the cells. N501Y and E484K mutations were earlier also found in Beta, Gamma, Theta and Omicron variants. “The mutation set and phylogenetic position of the genomes obtained here indicate based on our previous definition a new variant we named IHU,” the authors of the study said. “These data are another example of the unpredictability of the emergence of SARS-CoV-2 variants, and of their introduction in a given geographical area from abroad,” they added. The B.1.640.2 has not been identified in other countries so far or labelled
a variant under investigation by the World Health Organization (WHO). According to the researchers, the index (first) case was an adult diagnosed positive by RTPCR performed in a laboratory on a nasopharyngeal sample collected in mid-November last year. Epidemiologist Eric Feigl-Ding posted a long Twitter thread in which he said that new variants keep emerging but it does not necessarily mean they will be more dangerous. “What makes a variant more well-known and dangerous is its ability to multiply because of the number of mutations it has in relation to the original virus,” Feigl-Ding tweeted on Tuesday. “This is when it becomes a "variant of concern" - like Omicron, which is more contagious and more past immunity evasive. It remains to be seen in which category this new variant will fall,” he said.

Kenye calls to re-visit rich tradition, culture DIMAPUR: Expressing deep concern over the present trends of losing almost all the cultural practices, tradition and good virtues bestowed by the forefathers, Nagaland’s lone Rajya Sabha member Kewezü G. Kenye called upon the people to revisit the good character, integrity, honesty and good traditional practices. He was speaking at the golden jubilee celebration of Zhavame Youth Society (ZYS) at Zhavame village under Phek district on Tuesday. Kenye pointed out that the values of good tradition, characters, and strong morals cannot be bought from the market and called upon the village authority, women and youth societies to embark on imparting the basic human moral values and the rich tradition and culture to the younger generation. “We work and eat, while honesty has always been our principle but today, we fear nothing, love nobody and have become shameless,” he said. Terming it as a highly dangerous and volatile situation, he questioned as to where the Nagas are heading to? In this, he stressed on the need to re-visit the rich tradition and culture.

Association was founded in Lhasa on March 12, 1959, when Tibetan women from all three provinces of Tibet stood united for the first time in Tibetan history and challenged the brutal clampdown by the Chinese government. Tibetan women engaged in peaceful resistance against the oppression and since then have maintained a steadfast presence in leading the non-violent struggle against the repressive Chinese regime.
In this, he appealed to the villagers to be peacemakers and ambassadors of the Chakhesangs in particular and the Nagas in general. ZYS was formed in 1971 to work for the welfare of the youth by also ensuring that they are on the right track by regulating their affairs based on certain set of rules. The celebration of the 50 years of the formation of ZYS was held under the theme “Let the past design the future.” Earlier, the MP unveiled the jubilee monolith in presence of former minister Deo Nukhu at the village ground and also released the souvenir. Deo Nukhu, chief host of the celebration also spoke on the occasion while Chakhesang Youth Front president Vezhodüyi Nakro shared greetings. ZYS president Suokho Pohena delivered the presidential address. 1 killed, 10 injured in Tata Sumo accident in Changtongya Correspondent MOKOKCHUNG, JAN 4 (NPN): One person was reportedly killed on the spot and 10 occupants were grievously injured in a tragic accident on Tuesday at Longchara colony, Changtongya Town. The incident occurred when a passenger Tata Sumo bound for Mokokchung from Tobu met with an accident. Speaking to Nagaland Post, OC Changtongya, K T Lotha informed that when they
reached the accident site, they found one dead on the spot and the 10 injured, some grievously, were moved to Changtongya Government Hospital for initial treatment and later shifted to Imkongliba Memorial District Hospital (IMDH) Mokokchung. The OC also informed that the driver was found absconding and is still missing and the police in the lookout till the time of filing this report. The ill-fated vehicle was carrying 11 passengers.

Biren Singh on Monday launched a number of such products, produced by different entrepreneurs hailing from the northeastern state, reports Northeast Today. The chief minister mentioned that production of different value-added fruit products had already been started in hill areas of Manipur since 2018 under Van Dhan Vikas Karyakram of Tribal Co-operative Marketing Development Federation (TRIFED), and informed that about 41,000 women are currently employed forming around 400 self-help groups under the scheme. While, such products are also been exported to other states, he further added. Without naming the CPI-M led Left Front government, the Prime Minister said that earlier, there were ‘brakes’ in the state’s development as the previous government didn’t have the vision, mission and mindset for the development of the state while there was corruption in governance. “Vehicle of corruption was unstoppable in the state in the earlier regime,” the Prime Minister claimed and stressed the benefits of having the same party ruling at the Centre and in the state. “After the BJP government came to Tripura (in 2018), the double engine governments are developing the state through ‘HIRA’ (Highways, Internet, Railways and Airways) model,” Modi said while addressing a public gathering at the Swami

The new airport, likely to be declared as an international airport, is a
state-of-the-art terminal with buildings spread over 30,000 square metres having modern facilities and supported by the latest IT network integrated system. The newly-built integrated terminal of the airport, 20 km north of Agartala, is capable of handling at least 1,200 passengers at a time and 15 lakh travellers per annum. He also launched two important schemes in Tripura -- Mukhyamantri Tripura Gram Samriddhi Yojana and Project Mission 100 of Vidyajyoti Schools. Civil Aviation Minister Jyotiraditya M. Scindia, while addressing the gathering, said there were six airports in the northeastern region but after Modi become Prime Minister the number of airports in the region rose to 15 and in the entire country the number of airports were increased from 74 to 140. DULIAJAN (ASSAM), JAN 4 (PTI): Assam Chief Minister Himanta Biswa Sarma on Tuesday said he is hopeful for “some resolution” of the longstanding border disputes with Meghalaya and Arunachal Pradesh this year. However, it will take more time to settle the border row with Nagaland and Mizoram, he said while addressing a press conference here in Dibrugarh district at the end of a two-day conference of superintendents of police. “The disputes with Meghalaya are very small, except for in a couple of areas. The disputes are mostly on paper and there is no question of anyone influencing the border residents to choose sides without their own will,” Sarma said. He also dismissed allegations that miscreants from Meghalaya are trying to coerce the residents of Assam to opt for the neighbouring state. Sarma said three ministers who were in charge of the regional committees
formed to look into the six areas of disputes taken up for resolution in the first phase have assured him that the matter will be settled expeditiously. Four rounds of chief ministerial-level talks between Sarma and his Meghalaya counterpart Conrad Sangma have taken place over the border issue since Sarma assumed office in May 2021. Three committees each were formed by the two state governments in August last year to resolve the vexed border disputes in a phased manner. Out of a total 12 points of disputes between Assam and Meghalaya, six areas with relatively less critical differences have been taken up in the first phase. Meghalaya was carved out of Assam as a separate state in 1972 and it had challenged the Assam Reorganisation Act, 1971, leading to the disputes. The two states share an 884.9 km long border. Regarding the disputes with Arunachal Pradesh, Sarma said it will be pur-

Assam Barak Valley districts of Cachar, Karimganj and Hailakandi share a 164.6 km long border with Mizoram’s three districts of Aizawl, Kolasib and Mamit and the long-standing dispute has its origin in a notification of 1875 that differentiated Lushai Hills from the plains of Cachar,
and another of 1933 that demarcates a boundary between Lushai Hills and Manipur. Mizoram insists the inter-state boundary should be demarcated on the basis of the 1875 notification, a corollary to the Bengal Eastern Frontier Regulation (BEFR) Act, 1873. However, Assam wants enforcement of the 1933 notification. Assam’s border dispute with Nagaland began since the creation of the state in 1963. The Nagaland State Act of 1962 had defined its borders according to the 1925 notification when Naga Hills and Tuensang Area were integrated into a new administrative unit and made an autonomous area. Nagaland, however, did not accept the boundary delineation and demanded that the new state include Naga Hills and all Naga-majority areas in North Cachar and Nagaon districts, which were part of Naga territory, created by the British according to an 1866 notification.

He again made peace overtures to ULFA(I) and appealed to the militant outfit to not call for bandh on the forthcoming Republic Day. “The Assam government is not dealing with the pro-talks faction of ULFA. The Centre is directly in touch with them. But I have put an informal request with the Union government to complete parleys with that faction before beginning dialogue with ULFA(I). “If there are too many factions of the same outfit in talks, like in Nagaland, it becomes too complex,” Sarma told reporters at the end of a two-day conference of superintendents of police here. The chief minister’s statement comes a day after the leaders of the ULFA pro-talks faction alleged that the Centre was insincere in resolving their issues. The pro-talks faction K Y M C
Himanta Biswa Sarma alleged that there has been “not much progress” in the peace talks with it since the Narendra Modi government came to power, though the negotiations had reached the final stages during former prime minister Manmohan Singh’s tenure. On peace parleys with ULFA(I), Sarma said that communication channels are open. “The ULFA issue is a complex one which has extended over a long period of time and caused many casualties. Both sides have compulsions which is delaying a resolution to it,” he said. Appreciating the ULFA(I) for not calling a bandh on Independence Day last year, in a departure from the norm, and being in a ceasefire since May, Sarma also appealed
to the outfit to refrain from calling a bandh on Republic Day also. The chief minister, after taking oath on May 10, had appealed to the ULFA(I) to come forward for peace talks and resolve the 42-year old insurgency in the state. The hardliner faction of the outfit had responded with a declaration of unilateral ceasefire the same month for three months, which it has been extending since. While terming the unilateral ceasefire a “positive step”, Sarma said the government has also reciprocated the gesture by not engaging in any “direct conflict” with the outfit in the last eight months. On the demand for withdrawal of Armed Forces (Special Powers) Act (AFSPA) from the state, Sarma said, “There will be some rationalising in its enforcement when it comes for review. But we cannot expect a complete withdrawal at once. This debate will come to an end very soon,” he said. The current term of the AFSPA in Assam will end on February 28. The AFSPA has often
been branded as “draconian” by political parties of the Northeast because of the special powers it grants to the Indian Armed Forces to maintain public order in “disturbed areas” and its withdrawal has been demanded by civil society groups and rights activists. It was imposed in Assam in November 1990 and has been extended every six months since then after a review by the state government. The demand for repeal of AFSPA from the Northeast gained strength in December last year after 13 civilians were gunned down by the Army in a botched anti-insurgency operation in Nagaland and another person was killed in subsequent violence. The demand was made to the Centre even by the chief ministers of Nagaland and Meghalaya. The Act is in force in Assam, Nagaland, Manipur (excluding Imphal Municipal Council Area), Changlang, Longding and Tirap districts of Arunachal Pradesh, and areas falling within the jurisdiction of the eight police stations of districts in Arunachal Pradesh bordering Assam, and is extended every six months after review.

The restriction was imposed following a sudden surge in the number of daily COVID-19 count in Meghalaya with 32 new cases and one COVIDrelated death reported on Tuesday. “In view of the increase in COVID-19 cases in the country due to the highly infectious Omicron variant, it is deemed necessary to take urgent measures to prevent the spread of the COVID-19 virus to avoid an overwhelming strain on the health system and to avoid the loss of precious lives,” Deputy Commissioner, Isawanda Laloo stated in her order on Tuesday. Night curfew has been promulgated from 10:00 PM sharp to 5:00 AM daily in East Khasi Hills district as part of containment measures, Laloo said, adding that there will be a total ban on movement during this time.

Mizoram logs 347 new COVID-19 cases AIZAWL, JAN 4 (PTI): Mizoram’s COVID-19 tally rose to 1,42,248 on Monday as 347 more people, 195 more than the previous day, tested positive for the infection, a health official said. The northeastern state’s coronavirus death toll rose to 552 as six more patients succumbed to the disease, he said. The single-day positivity rate dipped to 15.66 per cent from 23.40 per cent on the previous day. Mamit district registered the highest number of fresh cases at 96, followed by Aizawl (75) and Serchhip (56). Four fresh fatalities were reported in
Champhai and two in Aizawl. The state now has 1,720 active cases, while 1,39,976 people have recovered from the disease so far, including 112 on Tuesday. The recovery rate among the COVID-19 patients stood at 98.40 per cent, while the mortality rate was at 0.38 per cent. The administration has thus far tested more than 15.13 lakh samples for COVID-19, including 2,216 on Monday. State Immunisation Officer Dr Lalzawmi said that more than 7.30 lakh people have been inoculated to date, of whom 5.89 lakh have been fully vaccinated. K Y M C
‘Bulli Bai’ app row: Woman, youth arrested in Bengaluru MUMBAI, JAN 4 (PTI): Mumbai cyber police have detained a woman, believed to be the main accused in the ‘Bulli Bai’ app case, from Uttarakhand and also arrested an engineering student from Bengaluru in the case, officials said on Tuesday. Police had earlier filed a first information report (FIR) against unidentified persons following complaints that photographs of Muslim women were uploaded for ‘auction’ on the app hosted by GitHub platform. In this connection, a team of the Mumbai cyber police detained a woman from Uttarakhand, an official said, adding that she was the main accused. The official, however, refused to divulge any further details. A crime branch team is in Uttarakhand and the woman’s questioning is on, he said. She will be produced before a court there for transit remand and will then be brought to Mumbai, he said. Earlier, the cyber police also arrested a 21-year-old engineering student, identified as Vishal Kumar, from Bengaluru in connection with the case, the official

The Mumbai cyber police station had also registered a case against the app developers and Twitter handles that promoted the app. Hundreds of Muslim women were listed for ‘auction’ on the ‘Bulli Bai’ app with photographs sourced without permission and doctored. It has happened for the second time in less than a year. The app appeared to be a clone of Sulli Deals which triggered a similar row last year. Amid outrage over Muslim women being targeted through the dodgy app, the Delhi Police had
sought details from the GitHub platform about the developer of the ‘Bulli Bai’ mobile application and asked Twitter to block and remove related “offensive contents” on its platform. The police had also sought from Twitter information about the account handler who first tweeted about the app. Leaders from across the political spectrum condemned the cyber harassment of women belonging to the minority community and called for strict action against the guilty. Terming the matter “serious”, the Delhi Minorities Commission had issued a notice to city police chief Rakesh Asthana seeking an actiontaken report on January 10.

NEW DELHI, JAN 4 (IANS): Union Home Minister Amit Shah on Monday reviewed the prevailing security threats from global terror groups, narco-terrorism, organised crime-terror nexus and movement of foreign terrorists at a high-level meeting held in North Block. At the meeting, the Home Minister stressed upon the need for better coordination and synergy among the Central and state security agencies in countering the ever-changing counter-terrorism and security challenges. This was the first such
high-level meeting chaired by Shah in the New Year, which was attended by the top officials of the country’s security and intelligence apparatus. The Ministry of Home Affairs said in a statement, “Union Home Minister Amit Shah conducted a high-level security meeting today to review the prevailing threat scenario in the country and the emerging security challenges.” During the high-level meeting, a detailed deliberation was made on the continued threats of terrorism, global terror groups, terror financing, narco-terrorism, organised crime-terror nexus, illicit use of cyber space, movement of foreign terrorists etc. The sources in the ministry said that the security situation in Jammu and Kashmir was also discussed with special focus on infiltration and pushing of contrabands from the hostile neighbouring country on the western border.
NEW DELHI, JAN 4 (PTI): Congress leader Rahul Gandhi on Tuesday questioned the silence of Prime Minister Narendra Modi over reports of China constructing a bridge on the Pangong Tso Lake in Ladakh near the Line of Actual Control (LAC). “PM’s silence is deafening. Our land, our people, our borders deserve better,” Gandhi said on Twitter. He cited a news report claiming that the Chinese have been constructing a bridge on Pangong Tso Lake for over two months which is extremely close to the LAC. The bridge will connect the north and south bank of the lake, the report claimed. The Congress party and Gandhi have been critical of the government’s handling of the border situation with China in eastern Ladakh, that has also seen bloody clashes between the Indian and PLA troops last year.

Replying to a question on reports about China constructing a new bridge at Pangong Tso lake in Ladakh, Raja said both countries were holding dialogue at the defence and ministeriallevels to bring down tensions and solve the persisting border issue. Being neighbours, both countries should make efforts to find a solution to the problems through dialogue, he said. Modi, along with Defence Minister Rajnath Singh, had earlier said in a meeting with all political party representatives on the Galwan valley face-off that India had not conceded an inch of land to China, the
CPI leader said. Modi is not talking about the issue now but he is duty-bound to explain the developments taking place along the border areas at present, Raja said. He said CPI’s three-day national executive meeting scheduled to be held in Coimbatore from January 26 will discuss the issues prevailing in the country, political situation and challenges being faced by the people. The meeting will also deliberate on the need for all political parties to unite and oust the fascist Modi government that has been functioning against the constitution, democracy and secular fabric of the country, he said. The 13th round of Corps Commander-level military talks in October ended in a stalemate with the Indian Army saying that the “constructive suggestions” made by it were not agreeable to the Chinese side. In their virtual diplomatic talks on November 18, India and China agreed to hold the 14th round of military talks at an early date to achieve the objective of complete disengagement in remaining friction points in eastern Ladakh. It is learnt that the Chinese side is yet to respond to the next round of military talks. The defence ministry on Friday said it held several rounds of military talks with the Chinese side to deescalate the situation in eastern Ladakh without compromising on its stand of ‘complete disengagement and immediate restoration of status quo ante. India has been insisting on returning to the status quo that existed before the face-off took place in early May 2020.
Punjab: security tightened ahead of PM’s visit CHANDIGARH, JAN 4 (PTI): Around 10,000 security personnel have been deployed in Punjab’s Ferozepur district ahead of Prime Minister Narendra Modi’s visit, which is being opposed by some farmer unions. An anti-drone team has also been deployed in the border district, officials said. Modi is visiting Punjab after a gap of two years and set to lay foundation stones of projects worth Rs 42,750 crore. Some farmer unions are demanding from the government to bring a law to guarantee the minimum support price (MSP) and withdraw police cases against farmers, who protested the Centre’s farm laws. Adequate security arrangements have been made ahead of Prime Minister Narendra Modi’s visit to Punjab’s Ferozepur on Wednesday, Additional Director General of Police G Nageswara Rao said. Around 10,000 security personnel will be deployed in the border district in the wake of the PM’s visit, officials said. The Punjab Police is working in coordination with the NSG, Army and the BSF for ensuring fool-proof security arrangements, said the officials.

Won’t take coercive action against Money laundering case: Anil Deshmukh to seek default bail Nitesh Rane till Jan 7: Maha police to HC MUMBAI, JAN 4 (PTI): The Maharashtra Police on Tuesday assured the Bombay High Court that they would not take any coercive action against BJP MLA Nitesh Rane till January 7 in an attempt to murder case registered against him in the state’s Sindhudurg district. A single bench of C V Bhadang posted the anticipatory bail application filed by Rane for hearing on January 7 and directed the police to file their affidavit in response to the plea. Special public prosecutor Sudeep Pasbola told the court that a preliminary probe has revealed that Rane was allegedly the “mastermind” in the case and that he was evading interrogation. Pasbola sought time to file an affidavit following which Rane’s advocate Niteen Pradhan sought interim protection from arrest for the legislator. “He (Rane) is being prosecuted only for humiliation. He appeared at the police station concerned on December 24, 2021 and his statement was recorded. Later, he was intimated

that he might be arrested following which he sought pre-arrest bail,” Pradhan told the court. Pasbola argued that when Rane was questioned on December 24, the police had just begun their probe into the case. “However, on December 26, one of his (Rane) associates was arrested who revealed his role in the case. Our investigation has revealed that he (Rane) is the mastermind in the case,” Pasbola claimed. The high court then said it would hear both the applicant (Rane) and the police on January 7. Pasbola then gave an oral assurance to the court
that till the next date of hearing (January 7), the police would not take any coercive action against Rane. The court also directed the police to produce before it the case diary. Nitesh Rane, the son of Union minister Narayan Rane, in his plea claimed he was falsely implicated in the case and that he was being targeted due to political rivalry. A sessions court in Sindhudurg had last week rejected Nitesh Rane’s bail plea following which he moved the HC. In his plea, the MLA, who represents the Kankavali constituency in Sindhudurg, claimed the case against him was registered with the sole aim of preventing his participation in the Sindhudurg District Co-operative Bank elections that were held on December 30, 2021. An FIR was registered against Nitesh Rane and others at the Kankavali police station last month under Indian Penal Code Sections 307 (attempt to murder), 120(b) (criminal conspiracy) and 34 (common intention).
MUMBAI, JAN 4 (PTI): Former Maharashtra home minister Anil Deshmukh approached a special court here on Tuesday, seeking default bail in connection with a money laundering case registered against him by the Enforcement Directorate. Deshmukh was arrested by the ED on November 2, 2021 and is currently in judicial custody. In his plea filed through advocate Aniket Nikam, Deshmukh said the special court had not taken cognisance of the prosecution complaint (charge sheet) filed by the ED before remanding him
to further judicial custody. Deshmukh pointed out that he has been in custody for 60 days and since the court has not yet taken cognisance of the charge sheet, he should be granted default bail under the provisions of Section 167 of the Criminal Procedure Code (CrPC). As per Section 167 of the CrPC, if a charge sheet is not filed and its cognisance is not taken within 60 days from a person’s arrest, then he/she can seek default bail. 7,000-page supplementary charge sheet against Deshmukh and his sons. The agency had earlier filed a charge sheet against 14 people, including Deshmukh’s private secretary (an additional collector-rank officer) Sanjeev Palande and personal assistant Kundan Shinde. The Enforcement Directorate had launched a probe against Deshmukh and others after the Central Bureau of Investigation (CBI) filed an FIR against the senior NCP leader in April 2021 on charges of corruption and misuse of official position.

JAMMU, JAN 4 (PTI): Jammu and Kashmir Police personnel will soon get American Sig Sauer assault rifles and pistols to carry out anti-terror operations, officials said. The Army has already equipped its personnel guarding the Line of Control (LoC) with Pakistan and Line of Actual Control (LAC) with China with the state-of-the-art rifles. The Jammu and Kashmir Police is probably the first in the country to get the modern weapons, they said, adding that the force will be procur-
ing 500 Sig Sauer-716 rifles and 100 Sig Sauer MPX 9mm pistols. The special operation group (SoG) and personnel deployed for the security of protected people will be equipped with the weapons, they said. According to officials, the Jammu and Kashmir Police had recently floated global bids on the government buying portal GeM (Government e-Market) for purchasing the assault weapons. The Sig Sauer-716 assault rifle has a more powerful 7.62x51mm cartridge as
compared to the 5.56x45mm intermediate cartridge of the INSAS (Indian Small Arms System) rifles used by police, officials said. The rifle, which weighs 3.82 kilograms without magazine, fires at a cyclic rate of 650-850 rounds per minute and can prove to be an effective weapon in anti-terror operations due to its 500 metres range, they said. Moreover, the rifles are compact, robust, modern and simple to maintain in field conditions, they added.

s Assembly Elections to the five states –Goa, Punjab, Manipur, UP, and Uttarakhand- are scheduled by February-March this year and the ruling BJP at the centre, is pulling out all stops to ensure it retains not only UP, Uttarakhand, Goa and Manipur but also wrests Punjab from an imploding Congress. Pulling out all stops means that the BJP is using everything within its power- the party organisation’s awesome cash resources, announcing mega projects in the poll bound states with more emphasis on BJP-ruled states and ED and CBI raids on opposition leaders or their financial backers. Leading the BJP charge are two of the BJP’s proven election warhorses- prime minister Narendra Modi and home minister Amit Shah. For the BJP, UP is a crucial test of how the voters of UP, who return 80 Lok Sabha MPs, will likely vote in 2024. The state has 403 assembly constituencies of which the BJP won an absolute and brute majority of 318 seat in 2017. In the 2019 Lok Sabha elections, the BJP won 62 seats some ten seats less than the 71 it won in 2014. Nevertheless, UP continues to be the big state that BJP banks on. UP is a vast and sprawling land of 24 crore people, which is being managed by Modi’s handpicked chief minister Yogi Adityanath. Elections to the Assembly are slated for around end-February. Notification by the Election Commission will be issued probably in the first week of January. It could also be delayed to give the BJP some more time to push through more mega projects in states wherever it is needed. Modi who adopted Varanasi as his home constituency in the 2014 Lok Sabha election (contested both Vadadora and Varanasi and won both), has been on election-mode since 2020 and became more intense in 2021. So far till December 2021, Modi has announced some Rs.1,01,695 crore worth of projects ranging from world class international airports at Kushinagar estimated at Rs.260 crore, Jewar,Noida estimated at Rs.10,500 crore; the Purvanchal Expressway-Lucknow to Ghazipur estimated at over 22,000 crore and Ganga Expressway-Meerut to Prayagraj(Allahabad) worth 36,230 crore etc to name a few of the so many mega projects inaugurated with much fanfare. But never act on the impulse of that feeling. If you do, you will cause difficult situations to arise which will take years to untangle. Wait for God’s timing and He will do it without any heartache or disappointment. When it is a question of the providential will of God, wait for God to move. Peter did not wait for God. PM will be equally accountable for failure of Indo-Naga peace talks The recognition of Nagas as a separate entity is a matter of fact and not fiction

he latest report on the Indo-Naga peace talks (as published by The Indian Express / Nov 29, 2021 issue), stating that the Framework Agreement signed on August 3, 2015 was the ‘key hurdle in the way of a Naga peace accord’ is indeed alarming. This has exposed the complete failure to genuinely understand and properly manage what was described by none other than Prime Minister Narendra Modi as a ‘historic agreement’. This development, if true, has put serious doubt on the ability of both the Govt of India and NSCN (IM) to put together a peace agreement, negotiations for which has spanned more than two decades. It appears that a lot of loopholes exist in the way the peace process is being managed by all sides. This is a sure recipe for misinterpretation, blame game, trust deficit and future complication. Course correction is required even at this late juncture. Let’s consider the following. The Indian Express report has pointed out that

the interpretation of the Framework Agreement (FA) by the NSCN (IM) ‘has held up the process being finalised’. However, the Govt of India cannot absolve itself of blame either. Prime Minister Modi is equally accountable for the failure in managing the fallout of the ‘historic occasion’ and agreement. The Prime Minister is also answerable for making a public spectacle of the widely televised August 3, 2015 event and not delivering on his words to the Naga people. It is clearly evident that Delhi wants to impose its own accord on the Nagas and not one that is mutually acceptable. The letter and spirit of the FA has not been reciprocated by the BJP-led Narendra Modi government. One should not forget that the ownership of the FA does not belong to the NSCN (IM) alone but it is a bilateral document involving the ‘two entities’ as spelled out in the FA. Similar is the case of the Agreed Position of 17th November 2017 with the NNPGs.
In fact the recognition of Nagas as a separate entity in both the agreements (above) is a matter of fact and not fiction. Any agreement, whether it is the NSCN (IM)’s Framework Agreement with the GoI or the Agreed Position of the NNPGs, must be interpreted and respected both in letter and spirit and not as per the convenience of the dominant party or entity. Now, therefore, the question remains as to how Delhi is going to restore the trust of the Nagas and be a reliable partner for a peaceful solution. Also, the more you think of it, the so-called ‘post-solution offer’ to take up all unresolved issues through a democratic process actually does not make sense. What is the point of investing in a highly publicized ‘solution’ to the Naga problem when many substantive issues are being pushed to some vague timeline that does not give any guarantee to Naga aspirations? A case in point is the 16-Point Agreement (1960) where we have seen important clauses that

Is your culture adapting to the demands of the mobile-native generation? Do you have the processes, policies, and infrastructure in place to enable culture-building across distributed locations? Nothing has been more impacted by the pandemic than work culture. The social distancing and WFH routines have made the workplace more work and less team. This will be a huge focus area for companies as they ready their teams and workplaces for virtual engagement and culture building. Communication Leaders today do not have the luxury of “management by walking around.” This lack of connection should be urgently addressed through alternate, sometimes more powerful channels. It appears that India is insisting on a settlement as per its terms. The Modi-led BJP government should be respectful of the historical and political rights of the Nagas and not impose a counter-narrative to further the ideological designs of a Hindu rashtra of one race, culture and religion as is being advocated by the Hindu Right. Reiterating the long-held view of the RSS, its chief recently made the atrocious claim that “the DNA of all people in India is the same.” Even the Assam Chief Minister Himanta Biswa Sarma, roped in to help find a solution, toes a similar line of hardcore Hindutva. The suspicion towards Christian Nagas is perhaps a reason for the hard-line stand of the Modi government including its reservation on the issue of integration, a separate flag and constitution. This is unfortunate. To be truthful, the
Naga issue predates India’s independence. The memorandum submitted to the Simon Commission in 1929 by the Naga Club was a clear expression of what the Nagas desired. After 1947, the Naga issue has been widely recognized through successive partygovernments and Prime Ministers as political in nature requiring dialogue and solution. The Naga Political Groups have entered into ceasefire agreements unlike the Suspension of Operations (SoO) signed with other rebel groups in the Northeast. The Modi govt should not treat the Naga issue as ‘cultural’ or the NPGs as some cultural bodies. Take for instance, even a Rotary Club, Red Cross society, Universities or a political party in India fly their separate flags at functions they conduct. The Naga position or status is ‘political’ in nature and should not be compared to an NGO or registered society. The hard earned peace process and the Naga people’s investment and trust over the years to find an
honorable solution should not be undermined by the Modi-led government. The recent indiscriminate killing of unarmed civilians by the Special Forces (21 Para Commandos) of the Indian Army in Oting, Mon District, Nagaland, is a direct outcome of the meandering policy that is without political will and direction to genuinely understand and solve the Naga problem. This is evident by the security establishment’s grand designs, led by the all powerful National Security Advisor (NSA) to superimpose a military style assault on the Naga peace process and neutralize the truth about the historical and political rights of the Naga people. The stand of The Naga Rising is that the Government of India must get serious and take a political initiative towards an honourable and mutuallyacceptable solution. However it has earned the Sobriquet name of worst performing state in the country for two consecutive years which is not surprising to get the name for the fact that although Nagaland attained statehood in the year 1963 the second oldest state in the North-East, yet the State could not perform satisfactorily in the welfare and public utilities services till date. It is an irony for the people of Nagaland that even after completion of 58 years of Statehood, there is not even a single accomplished proper medical health care facility which is the prime necessities of the public, resulting loss of many precious lives and causing huge expenses to the citizens for availing treatment outside the State. The road communication which is the lifeline of people for all walks of life is pathetic where all season motorable roads has not reached the far flung areas not speaking of first class roads. Educational institutions of Government schools are in a deplorable condition where the performance after the results are proof of the quality education are being imparted. Presently the good results are being found mostly in private institutions in the State. The public works
undertaken in the state are in a very deplorable condition where the work is started and cannot bring about logical conclusion in time due to misuse of funds which may be cited in cases like construction of State High Court, Construction of State Stadium at Dimapur, Construction of Cricket Stadium at Sovima, Construction of Medical College, Construction of Roads in the State and furthermore different public utilities services which has been under the disposal of different departments for the upliftment of public services have not been carried out as planned and sanction. It may be pointed out that the funds which are sent for the welfare and development of the state are being siphoned off thereby the citizens of State are deprived off their privilege. The different essential utilities services undertaken by various departments which are supposed to be enjoyed abundantly by citizens does not reach the public but are siphoned off and disappear into thin air except on paper. In view of rampant corruption prevailing in the State, the youths of the State both qualified and non-qualified have been deprived of employment opportunities leading the youths to migrate to other States in
search of employment. Nagaland has now been classified into have and have not’s which is similar to distinction of caste system in the country. Therefore in order to have check and balance of all these irregularities there should be accountability to fix the guilty to bring about equality and rule of law. New Year starts with Stampede, Terror and Tax

he new year began with sweet and sour experiences this time. People could not celebrate the arrival of the new year openly as before. Partying was not allowed in many cities and states including Delhi, Bangalore and Mumbai. However, there was no such restriction in Himachal Pradesh, so more than 20 thousand tourists reached Shimla. Actually the tourists were invited by the Himachal Tourism Department through advertisements via radio and other mediums. But the party was spoiled by an intelligence input that Pak terrorists were planning to blow up the Ridge Maidan in Shimla with a bomb. Following this input, suddenly at 7.30 pm the police force instructed the tourists to return to their hotels and by 8 pm the Ridge and the Mall Road wore a deserted look. However, tourists were told that the Omicron variant was the reason to remove everyone from the Ridge. All the shops were also closed by 8.30 pm. Hence, the fun turned into a crisis. On the other hand, in Jammu district, a huge crowd gathered inside the Vaishno Devi temple complex to celebrate the new year. An altercation caused a stampede killing more than a dozen people and injuring around twenty. The stampede happened after 2.30 am. The Vaishno Devi Temple Trust had not made adequate arrangements to control the crowd, due to which this tragic incident took place. With the beginning of the new year, some sour and sweet developments came to the fore on the economic front as well. The move to increase GST on textiles was pulled back after protests by finance ministers from Delhi, Gujarat, West Bengal, Rajasthan and Tamil Nadu. The Home Textile Exporters
Welfare Association (HEWA) had also opposed the proposal to raise the GST slab from 5 per cent to 12 percent from the very beginning. HEWA director Vikas Singh Chauhan had written a letter to Prime Minister Narendra Modi requesting him not to increase the GST on clothes. Thanking the Finance Minister Nirmala Sitharaman, he said that due to increase in GST, shopkeepers, micro, small and medium enterprises (MSME) and traders would have suffered huge losses and ultimately the common people would also be troubled by inflation. Covid has already broken the back of industries, but now these traders and entrepreneurs will be able to move forward towards the goal of Atmanirbhar Bharat. Even though the decision to increase the GST on clothes has been deferred till next month, it has been increased to 12 percent on footwear, which will make shoes 7 percent more expensive. Fortunately shoes are not bought every now and then, whereas clothes are needed more. In another development the common man is going to suffer. Now withdrawing money from an ATM will cost more. Banks spend a lot of money on maintenance and security of ATM machines, hence, for transactions beyond the free permissible limit (five times) from the bank’s own ATMs, now Rs 21 will be charged per transaction. Earlier this charge was Rs 20. However, extra charges are always imposed when you use another bank’s ATM. As of 31 March 2021, there are 1,15,605 onsite and 97,970 offsite ATM machines in the country. The first ATM in the country was installed in Mumbai by HSBC Bank in 1987. The chief minister urged people who came in contact with him in the last few days to quarantine and get tested. “I have tested positive for Covid. Mild symptoms. Have isolated myself at home. Those who came in touch wid (with) me in last few days, kindly isolate urself (yourself) and get urself tested,” Kejriwal tweeted. According to officials, this is the first time Kejriwal has tested positive for COVID-19. In April last year, his wife Sunita Kejriwal had tested positive for coronavirus and while Kejriwal had developed symptoms, he tested negative. “Covid tests of the entire family members will be conducted. He (Kejriwal) and his family members are in isolation. Other staff members who work closely with the chief minister have been asked to get tested and observe isolation,” a government official said. HYDERABAD, JAN 4 (PTI): The city police on Tuesday denied permission for a proposed rally by the Telangana BJP to protest against the arrest of its chief, in which the party’s national president J P Nadda is expected to take part. H yd e r a b a d Po l i c e Commissioner C V Anand said permission was denied keeping in mind the COVID-19 restrictions on public meetings and rallies. “Since GO MS 1 is in force, permission for any rallies cannot be given,” Anand told PTI. MUMBAI, JAN 4 (PTI): Mumbai Mayor Kishori Pednekar on Tuesday said if the daily COVID-19 cases here cross the 20,000-mark, a lockdown will be imposed in the city as per the Union government’s rules. Talking to reporters at her office in the Brihanmumbai Municipal Corporation (BMC) headquarters, Pednekar suggested that citizens wear triple-layer masks while travelling in public buses and local trains. She also appealed to them to get vaccinated at the earliest and follow all COVID-19-related standard operating procedures (SOPs). Maharashtra Chief Minister Uddhav Thackeray might address the citizens in a couple of days, she said. To a query, Pednekar said the BMC will carry out RT-PCR tests of people returning from Goa by a cruise ship and quarantine them at civic centres, or in hotels if they are ready to pay for it. NEW DELHI, JAN 4 (PTI): Nearly 5,500 fresh cases of Covid have been reported in Delhi on Tuesday with a positivity rate of about 8.5 per cent, Health Minister Satyendar Jain said while asserting that the weekend curfew imposed in the city should not be treated as a lockdown. Interacting with reporters, he said experts have been saying that the spike in Covid cases in Delhi should be considered largely due to the Omicron variant. On Monday, Delhi had reported 4,099 cases with a positivity rate of 6.46 per cent, and one death was recorded due to Covid, Jain said. Cases have risen, and nearly 5,500 fresh cases with a positivity rate of 8.5 per cent have been reported, which will reflect in today’s bulletin, he told reporters. Asked about the new restrictions, Jain said weekend curfew was being imposed in view of rising Covid cases, and it should not be considered as a lockdown. Weekend curfew has been imposed as not much activity happens in that two-day period, and there is no need to be panicked, the minister said.

Molflu will be priced at Rs 35 per capsule, a spokesperson of the Hyderabad-based drug maker said in a statement. With 10 capsules per strip, the total course of 40 capsules over 5 days would cost Rs 1,400, making it among the most affordable treatment options available to patients, it added. “Molflu is expected to be available from early next week in pharmacies throughout the country with particular focus on states with high caseload of COVID-19,” the spokesperson noted. The key contentious issue before the jute industry is the price cap of Rs 6,500 per quintal imposed on raw jute trade since September 30, 2021. NEW DELHI, JAN 4 (PTI): The Sports Authority of India (SAI) has approved the extension of athletics national camp till March 31 in five locations across the country keeping in mind this year’s two big events -- the Commonwealth Games and Asian Games. NEW DELHI, JAN 4 (PTI): India’s premier domestic first-class competition Ranji Trophy will not start as scheduled on January 13 due to a massive surge in COVID-19 cases across the country, a BCCI official told PTI on Tuesday. The first round was to start in multiple cities on January 13 but has been put off and the BCCI will deliberate on when to conduct the blue riband tournament some time later. “Yes, the Ranji Trophy has now been put on hold and will not start on January 13,” a BCCI tournament committee member told PTI on conditions of anonymity. Recently, the Bengal team reported six COVID-19 cases, including five players while Mumbai’s India player Shivam Dube also tested positive and is in isolation. The Ranji Trophy is being held in six cities including Bengaluru and Kolkata among others.

The top-ranked Djokovic wrote on Instagram on Tuesday he has “an exemption permission” to travel to Australia. Djokovic, who is seeking a record 21st Grand Slam singles title, has continually refused to reveal if he is vaccinated against the coronavirus. The Victoria state government has mandated that all players, staff and fans attending the Australian Open must be fully vaccinated unless there is a genuine reason why an exemption should be granted. Australian Open organizers issued a statement later Tuesday to confirm Djokovic will be allowed to compete at the tournament,

The partnership agreement was previously signed in 2016, following the Rio 2016 Olympic boxing tournament, and has brought great progress and transparency to IBA anti-doping efforts in the years since. “Through its work with many sports, the ITA has shown the usefulness of bringing in independent experts to help ensure sporting integrity. At IBA, we are committed to this approach. It is our duty to protect our athletes and reinforce the values of clean sport in boxing. Continuing our work

ROME, JAN 4 (AGENCIES): One out of every 10 players in Serie A is positive with the coronavirus as the Italian league prepares to resume after a two-week break for the holidays. Still, despite about 60 players reported as having contracted COVID-19, full slates of 10 matches involving all 20 clubs are scheduled to be played both Thursday and Sunday. Last-place Salernitana is the hardest hit with nine of its players having COVID, while clubs like Inter Milan (Edin Dzeko), Napoli (Victor Osimhen) and Juventus (Giorgio Chiellini) are each missing leading players because of the virus. Even former Italy goal-
keeper Gianluigi Buffon has tested positive. Inter and Juventus had reportedly sought to postpone the Italian Super Cup scheduled for next week at the San Siro in Milan but the Italian league decided to keep the game in place. Stadium capacities have been reduced from 75% to 50% following a government decree aimed at combatting the latest outbreak and spectators must now wear FFP2 masks. There is still a question about whether the decree requires all Serie A players to be vaccinated but that debate could end if the government requires all workers in the country to be vaccinated by Feb. 1.
La Liga: Ocampos strike sees Sevilla sink Cadiz CÁDIZ, JAN 4 (AGENCIES): A second half goal from Lucas Ocampos was enough for Sevilla to claim a 1-0 win at Cadiz on Monday and move five points behind La Liga leaders Real Madrid. Oihan Sancet bagged a hat-trick in Athletic Bilbao’s 3-1 win over Osasuna while Villarreal hammered bottom side Levante 5-0. Simons scored a career-high 43 points and the Trail Blazers snapped a four-game losing streak with a 136-131 victory over the Hawks on Monday night. Young shot 17 for 26 from the field, 7 for 12 from 3-point range — including a 3 from the center-court logo late in the first half — and 15 for 15 from the line for his career-high scoring total, and added 14 assists. His 56-point game eclipsed Kevin Durant’s 51-point performance for the Nets at Detroit on Dec. 12. Golden State’s Stephen Curry and Boston’s Jaylen Brown have had 50-point games this season. Young became the first player with 50-plus points and 14-plus assists in a game since James Harden with the Houston Rockets on Dec. 31, 2016. Simons had a career-high nine 3-pointers, the most for a Portland player this season. The 22-year-old Simons is the youngest Portland player to score more than 40 points in a game.
