CNTC interact with Lotha CSOs on oil, foothill road and Naga political issue DIMAPUR, JUL 5 (NPN): A week after it reminded chief minister Neiphiu Rio about its demands for resumption of oil exploration and extraction in Nagaland, the Central Nagaland Tribes Council (CNTC) held meetings with various Lotha organisations, including Lotha Hoho, and discussed three points – exploration of oil in Nagaland, Foothill Road and Naga solution. CNTC media cell said that the council held a consultative meeting with Lotha Hoho (LH) at Wokha on June 29, followed by meetings with Lotha Lower Range Public Organisation (LLRPO), Bhandari Town Council, Lower Range Officers’ Union, Lower Range GB Association, Bhandari Town Women Hoho, Yamhon Area Public Organisation (YAPO) and Bhandari Town Students’ Union. Thereafter, meetings were also held with Changpang oilfield owners in the presence of LLPRO, Lotha Hoho, Changpang Village Council and Tssori Old members on June 30. Apart from meetings, CNTC along with the above-mentioned organisations also visited Chanpang oilfield to father first-hand information on the problems faced by oil bearing landowners. During the course of meetings, CNTC president T Lanu Imchen said Lothas in particular were losing out due to non-exploration of oil from their land. VP polls: Nomination process begins DIMAPUR, JUL 5 (NPN): The Election Commission on Tuesday issued notification for the August 6 poll to elect the next vice president, setting in motion the process of filing nomination papers by candidates. July 19 is the last date for filing nominations, the notification said. The term of incumbent M Venkaiah Naidu ends on August 10 and the next vice president will take oath on August 11. The scrutiny of nomination papers will be done on July 20 and the last date for withdrawal of candidature is July 22. In the event of the election being contested, the poll will be taken on August 6, 2022 between the 10am and 5pm at the place of polling fixed under the rules.

CNTC general secretary Tsungrosan Kithan gave a brief account on the oil issue and reminded the landowners that there would always be differences of opinion, but there would be always a way out of the situation. He said Lotha Hoho had filed a PIL against the regulation of Oil Act by the State government keeping in mind the rights of landowners in particular and Nagas as a whole. In this regard, he requested the landowners to be aware of the content of the tripartite talks. Highlighting the recent interaction of the council with general manager of Oil India Limited (OIL), Kithan said the PIL filed by LH was squashed by the court, while the next hearing on the suo moto case would be taken up by the court soon. CNTC vice-president Hukiye was of the view that the council had gained more
recognition after the recent meet at Wokha hosted by LH on oil exploration. He wondered why the State government was prolonging the oil extraction and encouraged all three apex tribal hohos under CNTC to supplement any demand by the council to give more weight to the demand. LH chairman Mhondamo Ovung, who chaired the consultative meeting at Wokha, referred to the PIL filed by the hoho in 2018 and said the PIL had already been withdrawn after a written assurance by the State government to amend some rules and regulations of the Nagaland Petroleum and Natural Gas Rules. At the interactive session, Oil Bearing Union of Tssori and Changpang chair man John Kikon thanked CNTC for the visit and requested the council to ponder over Article 371 (A) and on the way forward to utilise the Article for the benefits of Nagas. He also requested CNTC and civil society organisations (CSOs) for pressuring the government and other parties involved for the resumption of oil exploration and extraction, while informing
the House on the tripartite negotiation involving the Centre, Government of Nagaland and Government of Assam. Kikon said since the closure of oil extraction in 1994, no NGO and CSO nor even the government had taken up any remedial measures to date to contain oil spills that posed serious environment risks. He claimed that landowners were never compensated for the oil bearing areas that had been sealed since the closure of oil extraction. He demanded that all Nagas should be consulted for negotiations on oil royalty as Changpang and Tssori were not the sole oilbearing areas in Nagaland. Earlier, at the interactive meeting between CNTC and Chanpang Oil Field Owners, chairman Changpang ONGC, Nzanbemo Yanthan informed the House that altogether 31 oil wells were drilled by ONGC and out of which 21 wells were oil-bearing and two were gas-bearing. He said ONGC was doing horizontal deviation, alleging that all land encroachments by Assam had taken place after the discovery of oil in Changpang and Tssori areas. Foothill Road: Meanwhile, on the Foothill Road, the CNTC president highlighted the recent amount sanctioned by the State government and said maintenance was stopped for the time being owing to unsuitable weather conditions, but would resume when the weather became favourable.

DIMAPUR, JUL 5 (NPN): Nagaland has been ranked fourth among the special category states/UTs in the first ‘State Ranking Index’ for the National Food Security Act (NFSA). Odisha was adjudged the top ranked State followed by Uttar Pradesh at the 2nd spot and Andhra Pradesh at third amongst the General Category States. Among the Special Category states/UTs, Tripura stood first followed by Himachal Pradesh, Sikkim and Nagaland respectively. Union Minister of Consumer Affairs, Food & Public Distribution, Piyush Goyal, released the 1st edition of ‘State Ranking Index for NFSA’ during the conference of Food Ministers of States/UTs on ‘Food Nutrition and Security in India’ organized by Department
of Food and Public Distribution in New Delhi on Tuesday. The “State ranking Index for NFSA” attempts to document the status and progress of implementation of NFSA and various reform initiatives across the country, post consultation with states. It highlights the reforms undertaken by States and UTs and create a crosslearning environment and scale-up reform measures by all states and union territories. The present Index is largely focused on NFSA Distribution and will include procurement, PMGKAY Distribution in future. The Index for ranking the states and UTs is built on three key pillars which covers the end-to-end implementation of NFSA through TPDS. The pillars include i) NFSA— Coverage, targeting and provi-

DIMAPUR, JUL 5 (NPN): Nagaland on Tuesday reported six new COVID-19 cases, taking the total caseload to 35,522. Of the six cases, two each were from Dimapur, Kohima and Peren. The state currently has 15 active Covid-19 cases. All patients with asymptomatic cases are under home isolation (5 each in Dimapur and Peren, 2 each in Kohima and Longleng and one in Mokokchung. The COVID-19 death toll remained unchanged at 761 (including 4 non-Covid (Cont’d on p-8) deaths but with positivity).

In a press release, ANLB secretary information and publicity Leinkhohao Chongloi exuded confidence that the state government’s “noble acts” would “definitely” yield the desired impetus of learning the Mother Tongue, which

Asserting that furnishing of Aadhaar number is “purely voluntary”, the

The letter reiterates what was mentioned in the Election Laws (Amendment) Act, 2021 that the ERO will not delete any entry in the electoral roll on the ground of inability on the part of any existing elector to furnish Aadhaar number.

GANGTOK, JUL 5 (PTI): Around 100 students of an engineering college in East Sikkim suffered severe skin infections after coming in contact with Nairobi flies, officials said Tuesday. Nairobi flies, native to East Africa, are growing at a rapid pace at the campus of the Sikkim Manipal Institute of Technology (SMIT), they said. A student who was recently infected by the flies had to undergo surgery on his hand, they added. These flies do not bite, but if disturbed while sitting on anyone’s skin, they release a potent acidic substance that causes burns, officials said.

NEW DELHI, JUL 5 (PTI): Days after rules were issued allowing linkage of Aadhaar with voters list to weed out duplicate entries, the Election Commission has warned of “severe” disciplinary action against electoral registration officers for any leakages of physical forms filled by electors to share their Aadhaar details. The Commission has also emphasised that submission of Aadhaar by electors is “voluntary”. DIMAPUR, JUL 5 (NPN): As a precautionary measure, the additional district magistrate (ADM) Sivasagar, Assam has reinforced night curfew from 6pm to 6am in the 5km belt in Assam side of Sivasagar district bordering Nagaland state with effect from June 4, 2022 for 60 days. In an order, ADM Sivasagar stated that night curfew was reimposed to prevent the occurrence of unlawful activities coming across the Assam/Nagaland border in the belt of Sivasagar district. ADM Sivasagar informed that movement of any person/group of persons/any vehicular traffic was prohibited during the period of night curfew. According to a DIPR report, additional deputy commissioner (ADC) Bhandari, Rohit Singh called on the public and leaders to cooperate with the initiative of the district administration. role in achieving the vision of zero waste generation in Bhandari. Pointing out that a clean environment and healthy life were interdependent for a healthy society, he said community participation was equally important. implemented soon. He cautioned against the use of single-use plastic and encouraged alternative products which were eco-friendly and less hazardous. Programmes for AHTUs held in Wokha and Noklak districts
DIMAPUR: Capacity building programmes for Anti Human Trafficking Units (AHTUs) and other stakeholders dealing with prevention of human trafficking and rehabilitation of human trafficking victims were held in Wokha and Noklak districts where various discussions surrounding rehabilitation of victims, tackling human trafficking and the crucial roles of government agencies and organisations were held. Coordinated effort required to tackle human trafficking: DC Wokha Wokha district administration & Sakhi One Stop Centre (OSC) supported by National Commission for Women organised a training and capacity-building programme for anti-human trafficking unit and other stakeholders dealing with prevention of human trafficking and rehabilitation of victims under Wokha district on Tuesday, in the conference hall of the deputy commissioner (DC). According to a DIPR report, DC Wokha, Ajit Kumar Ranjan in his keynote address said no single organisation could handle issues such as human trafficking single-handedly.

KOHIMA, JUL 5 (NPN): In a delayed report, five persons travelling to Dimapur from Senapati were reportedly looted by unknown miscreants in broad daylight somewhere at Pherima on June 30. According to the victims who were travelling in a Hyundai Venue car, the vehicle was trapped with one ahead and another behind by two unregistered Mahindra Bolero (one silver and one white colour) at around 2 pm. The victims said the three unknown miscreants “pretended to be police personnel” and claimed that they were from crime branch who received a tip off that they (victims) were carrying illegal materials. The five victims included chairman of Kodom Khavü village and his wife, a college lecturer, a staff from district election office Senapati and a friend of the village chairman who
were heading to Dimapur for personal works. The victims said though they identified themselves, the three miscreants forcefully hijacked their car and took it towards Patkai bridge and detained them there for around three hours. On returning to their car after forceful detention, they found their belongings including two mobile phones, cash amounting Rs. 10,000 and other valuables were missing. The spare tyre was slashed with a knife while car window channels and accessories were damaged and stolen, the victims narrated. The victims said they reported the incident to the Poumai Hoho Dimapur and later filed a First Information Report (FIR) at Chümoukedima police station. DIMAPUR: The fifth lap of the “demand-driven skill development training programme” for the youth of Nagaland in the construction sector got underway on July 4, at Longkhim Town under Tuensang district. According to a DIPR report, the training is being organised by the department of Employment, Skill Development and Entre-
preneurship and District Skill Committee, Tuensang with Zynorique Initiative Society as empaneled training partner. At the inaugural programme, a short speech on the importance of skill development and opportunities in the construction sector was shared by additional deputy commissioner (ADC) Longkhim, Phuleshe K Yepthomi.
Earlier, welcome address on behalf of the department was delivered by government ITI Tuensang, vice-principal, Er. Netenba Ajem while dedicatory prayer for the youth and the training was offered by Longkhim Town Baptist Church pastor, Dr. Longre. Altogether, 50 unemployed youth will be trained in “plumbing and electrician works.”

Patton on Tuesday, felicitated the five Nagaland police escort personnel attached to him for their prompt action in intercepting a truck, which was involved in a hit and run case. According to a DPRO Dimapur report, Patton lauded the police personnel for showing “extraordinary courage and presence of mind”. He encouraged them to

BJP-led NDA’s Presidential candidate Droupadi Murmu is scheduled to visit Meghalaya on Wednesday to garner support for her candidature, senior BJP legislator Alexander Laloo Hek said on Tuesday. She is scheduled to address public representatives in the state at the Orchid Lake Resort at Umiam (Barapani) near here at 12.30 pm on Wednesday. “The NDA strongly believes in empowering women and uplifting tribals and backward classes. It will be a matter of pride and honour for all of us to have a tribal in the constitutional position of the President of India,” BJP national executive member and in-charge presidential election, Hek said. Hek, a former minister, appealed to all public representatives in the state to “rise above party lines” and support the first tribal lady as a presidential candidate.

GUWAHATI, JUL 5 (PTI): In flood-hit Assam, LPG delivery vans of PSU major Indian Oil Corporation (IOC) have been replaced by boats for the seamless supply of the fuel to keep the burner flames on, a senior official said on Tuesday. At least 180 people have died and more than 89.13 lakh people suffered cumulatively across 34 districts since April 6 in one of the worst floods Assam witnessed in recent times. The challenge increased manifold with severe landslides in several neighbouring states such as Meghalaya, Arunachal Pradesh and Manipur, Indian Oil Corp Executive Director (IndianOil-AOD) G Ramesh told PTI here. “Indian Oil rose magnificently to the occasion and ensured an uninterrupted supply of LPG as well as petrol and diesel to affected areas. Our dealers and distributor network rolled up their sleeves and also made food and water available to stranded people,” he added. The IOC official particularly praised the Liquefied Petroleum Gas (LPG) cylinder delivery channels, which never stopped working

IV and P Mohon (27) of Moreh ward no. II. The two residents of the border town were reportedly shot dead by armed miscreants in Myanmar’s Tamu town bordering Moreh around 11am on Tuesday. Bodies of nine people have already been cremated in their native places, while two more bodies were yet to be transported back to Assam, he said. Vallabh pointed out that the Group of Ministers had finalised a uniform tax 28 per cent GST on casinos, horse racing, and lottery but this decision was asked to be reviewed, and the GoM
has been given a 15-day period to review its decision. The GST Council last Wednesday deferred its decision on levying a 28 per cent tax on casinos, online gaming, horse racing and lottery pending more consultations with stakeholders, Union Finance Minister Nirmala Sitharaman had said. A group of ministers headed by Meghalaya Chief Minister Conrad Sangma has been asked to consider submissions of stakeholders again on the valuation mechanism and submit its report by July 15, she had told reporters here. MUMBAI, JUL 5 (PTI): Shiv Sena MP Sanjay Raut on Tuesday said the Uddhav Thackeray-led party will win more than 100 seats if mid-term polls are held now in Maharashtra and claimed that people are angry against the rebel MLAs. Attacking the BJP and Chief Minister Eknath Shinde, Raut said the Sena cannot be hijacked by using money power or mounting pressure through Central agencies. “Shiv Sena will win over 100 seats if mid-term polls are held in the state today, looking at the anger against the rebels and enthusiasm in favour of the party. If an MLA quits the party it does not mean that Shiv Sena has lost its voters,” Raut told reporters. On Monday, after win-
ning the trust vote in the Assembly, Chief minister Eknath Shinde said the BJP and the Shiv Sena led by him will together win more than 200 seats in the next Assembly polls and if that does not happen, he will go back to farming. Sena chief Uddhav Thackeray had also dared the BJP to hold mid-term polls in Maharashtra. Taking a dig at the newly elected Assembly Speaker Rahul Narvekar, Raut said the Uddhav Thackeray-led Sena is the original party and if a decision on the disqualification of party MLAs is taken, then he should return his law degree. NEW DELHI, JUL 5 (PTI): Around 20 per cent of the ‘Agniveers’ to be inducted by the Indian Navy this year will be women, Navy officials said on Tuesday. The Navy plans to recruit about 3,000 personnel this year under the ‘Agnipath’ recruitment scheme and has started the registration process for the aspirants on July 1. The Navy will recruit women sailors for the first time through the new scheme. “Twenty per cent of the naval Agniveers will
be women subject to their meeting required criteria,” said a senior Navy official. The Agnipath scheme, announced on June 14, seeks to recruit youths between the age bracket of 17-and-half years to 21 for only four years with a provision to retain 25 per cent of them for 15 more years. For 2022, the upper age limit has been extended to 23 years. Under the scheme, the three services are set to recruit 46,000 personnel this year and the number is going to increase in the coming years.

NEW DELHI, JUL 5 (PTI): The Congress on Tuesday attacked the government for its decision to withdraw GST exemptions on items such as pre-packed wheat flour, curd and buttermilk, and asked why further deliberations were ordered for deciding the tax rate for casinos but not for things consumed by lower and middle income groups. Party leader Rahul Gandhi hit out at the government over GST rates, and said a single, low tax rate would help reduce the burden on the poor and the middle class. Overdue censure
n a significant development, the National Green Tribunal (NGT) on July 1,2022 has directed the state government, DC Dimapur, Dimapur Municipal Council (DMC) and Nagaland Pollution Control Board (NPCB) to reply para-wise to the issues raised in the petition before it by the Sunrise Colony Burma Camp Dimapur. The colony had earlier filed its original application in 2017 with the Gauhati High Court Kohima Bench. After filing of affidavits by the respondents, the matter was listed for hearing on March 14 ,2022 . While the case was being heard, the state government counsel raised the maintainability of the petition since the subject under the PIL fell under the jurisdiction of the National Green Tribunal. The next day on March 15,2002 the High Court Bench then ruled that the Colony was free to take the case with the NGT. When the matter was heard on July 1, the NGT, directed the state government, DC Dimapur, DMC and NPCB to file their responses para-wise to issues raised by the Sunrise Colony. According to information given by the litigant colony and also earlier newspaper reports, the crux of the matter was the sprawling garbage dumping ground of the DMC located along the highway near Burma Camp and close to Dhansiri river Dimapur. The scene of mountains of garbage located within the City’s zone is not only an eyesore but also poses grave health hazards to people living within its vicinity. Sunrise Colony has listed out several issues in its pliant and one among which is to directed the state, district and DMC to shift the garbage dump away to another location. That the DMC dumping ground has been in operation for over a decade and in clear violation of the Solid Waste Management Rules, 2016 is an offence. It is clear that the present dumping site poses direct health hazard to people around it and which is made worse due to bad maintenance. The site is also located at a low lying area and the accumulation of waste materials lead to percolation of chemicals. These contaminate the ground water resources through leaching and therefore has a direct effect upon the life and health of the residents of the area. Garbage also mainly contains every day use plastic, rubber and other toxic material which are being burnt openly by the DMC. The chemical reaction of all these materials cause toxic smell in the air. There is also clear evidence that the DMC dumping site is less than 30 meters away from the Dhansiri River while there are human habitation some 40-50 meters from it. The district authorities including the NPCB need to take a serious look at such matters. The DMC needs a thoroughly professional team to manage problems of city dwellers. The drains in the city are at best of hardly much use while the socalled side walks built over these so-called drains permit only a single pedestrian to walk on and in case another comes from the opposite direction, then one has to step aside in order to ensure peace and harmony. The DMC also levies charge on those who dump garbage at the site. Unfortunately, DMC has become synonymous with taxation not administration. The PIL by Sunrise Colony is therefore a wake up call for DMC as well as the city dwellers who feel they have no responsibility for cleanliness.

And yet the only thing that will keep us from even the possibility of worrying is to bring God in as the greatest factor in all of our planning. In spiritual issues it is customary for us to put God first, but we tend to think that it is inappropriate and unnecessary to put Him first in the practical, everyday issues of our lives. If we have the idea that we have to put on our “spiritual face” before we can come near to God, then we will never come near to Him. We must come as we are. Don’t plan with a concern for evil in mind. Does God really mean for us to plan without taking the evil around us into account? “Love…thinks no evil” (1 Corinthians 13:4-5). Love is not ignorant of the existence of evil, but it does not take it into account as a factor in planning. When we were apart from God, we did take evil into account, doing all of our planning with it in mind, and we tried to reason out all of our work from its standpoint. Don’t plan with a rainy day in mind. You cannot hoard things for a rainy day if you are truly trusting Christ. Jesus said, “Let not your heart be troubled…” (John 14:1). God will not keep your heart from being troubled. It is a command— “Let not….” To do it, continually pick yourself up, even if you fall a hundred and one times a day, until you get into the habit of putting God first and planning with Him in mind.

Can planting trees mitigate climate change?
s the world is struggling to combat climate change, one idea – planting trees – seems to be taking hold as a panacea for curing the ills of pollution, soaring carbon emissions, and degrading soil health. But just planting trees is not a cure-all for tackling global warming and climate change, multiple studies have found. Ill-planned and unscientific tree plantation programs could in fact lead to maladaptation, as pointed out by some authors of the United Nations’ Intergovernmental Panel on Climate Change (IPCC) Working Group II report. Maladaptations are actions that may lead to increased risk of adverse outcomes such as increased greenhouse gas emissions, increased or shifted vulnerability to climate change and inequity. What happens after trees are planted? Most saplings, after being planted, also need to be watched over and nurtured before they grow strong and independent, and begin their work in sequestering carbon. Caring for and monitoring planting efforts over time are critical, but have not yet become a core part of tree-planting drives and programs. According to studies in the Central Himalayas and the Coromandel coast (southeastern coast of India), planted trees showed hugely variable survival rates over 5-10 years. Depending on whether these were native or exotic species, in mixed- or monospecies plantations, the planted saplings’ survival ranged from 51–87% at one site, 0–100% in another, and 35–100% in yet another. While 100% sapling survival over 5 years sounds like a positive trend, this is true only for very few species. Krutika Ravishankar, Co-founder and Executive Director Farmers for Forests, who is working to turn barren, degraded pieces of land in Maharashtra into
thriving forests, writes in an article about the challenges her team faced, from financing operations to bargaining with vendors for setting up drip irrigation systems and chasing sapling vendors to provide the right species of trees for planting. In the 2020 article she recommends that when one pays to plant a tree somewhere, hold the organisation accountable by asking for not only the geo-tag but also regular data on the health and status of the tree, satellite indices and if a visit to the plantation site is possible. What makes some plantation efforts fail while others succeed? One of the main reasons why saplings often do not survive much longer than a year or two after mass planting drives, is because they are unsuited for the places they are planted in. In many cases, this is due to a lack of good quality seeds and saplings, but in others, it is simply a lack of good planning. For example, planting the wrong kinds of trees in the wrong places. A 2022 study on afforestation in Himachal Pradesh showed that nearly 40% of the money spent on planting efforts were centred on places that already had moderate to high tree density. Only 14.1% of the budget was spent on recovering degraded forests that had high reforestation potential. Yet another study conducted between 2012 and 2016 in the same state shows that following afforestation undertaken to compensate for hydropower development, not only was there less than 10% survival of planted saplings over a span of 10 years but only 36% of the funds budgeted for mitigation work had been used. The projects have further been riddled with issues ranging from interspecies conflict, infringement on local land use, and damage by wildfires and landslides. One of the key reasons that
the afforestation targets have not been met is the lack of suitable land for reforestation, the author of the study has noted in a news report. A third study published in Nature in 2021 further finds that large-scale tree planting in Himachal Pradesh has neither met climate mitigation goals nor is it supporting local livelihoods. Despite these setbacks, there are some afforestation efforts that have seen some success. The afforestation of the Aravalli hills – a project dubbed as ‘rewilding’ a former mining site in Haryana – has brought together citizens, corporates and local administration to create a natural forest that stands in the bustling city of Gurgaon. In the neighbouring state of Rajasthan, local efforts are exploring the Miyawaki method of plantation using native trees to combat desertification, groundwater salinity, and soil nutrient loss. In other places, however, it is reported that many of the compensatory afforestation programs that the environment ministry has used to allow forest clearance for mining or industrial projects, simply do not exist. These ghost plantations have either never seen any planting activity or are no longer being taken care of; and in one worst-case scenario, the plantation shows up on the map as located in the middle of the Arabian Sea. In other places, a rush to plant trees ‘for regenerating the ground water table’ or to ‘increase biodiversity’ are leading to unscientific mass tree-planting frenzies using fast-growing eucalyptus, pine, or acacia. Such plantations often consume more water than they help to conserve. In some cases, such planting activities may even reduce biodiversity, rather than improve it, as has happened in Chile, where planting commercially valuable trees has led to losses of biologically valuable forests. Worse still,
many of these plantations are in areas that are primarily grasslands or savannahs, which are misclassified as wastelands or degraded forests. Far from being such, savannahs are better at carbon sequestration than artificial forests, harbour unique biodiversity niches, and provide sustenance to pastoral communities. The potential of trees to mitigate climate change is overestimated The global fascination for planting trees – be it local projects, nationallevel programs by corporate entities, or global initiatives like the Trillion Trees campaign – is rooted in the belief that trees perform essential services. While it is common belief that planting trees and reforestation can suck the carbon out of the atmosphere, scientists warn that it may not be so simple. While it is true that trees are important carbon sinks, there is much data that shows that the global potential for trees to mitigate climate change – by absorbing up to 200 gigatons of carbon – is grossly overestimated. This estimate, which was made in in a broad, sweeping paper published in 2019 in Science, projected that the Earth could support an additional 0.9 billion hectares of forest. However, in a series of four separate comments, published by Science, different groups of scientists pointed out several serious concerns about the assumptions in this paper. For example, much of the land described as ‘available’ for tree plantation, turned out to be savannahs, which are ecosystems that are already substantial carbon sinks. In all, it was argued that the study had overestimated the carbon storage potential of trees by a factor of five. A study in January 2022 in Conservation Letters used a machine learning framework to demonstrate that the climate mitigation potential from forest restoration in India has also been
exceptionally overestimated. The results of the study indicate that India’s ability to create more carbon sinks via afforestation will meet less than one-fourth of the country’s commitments to the 2015 Paris Agreement. In addition to this, there is another worrying trend that scientists have noted in a 2020 Nature article. As increased carbon dioxide (CO2) levels in the atmosphere are stimulating tree growth, the faster growth rate will also lead to trees dying at younger ages. This is due to a universal growth-lifespan trade-off (faster growth is associated with earlier deaths) that is seen in almost all species in all environments. This means that at current rates, although there will be a net carbon uptake by trees in the short term (this century), a lagged pattern of mortality will eventually neutralise these carbon gains over a longer period of time. How do we plant trees in an effective manner? Despite these concerns, planting trees can be beneficial in many ways; however, the focus needs to move away from afforestation (planting new forests) to reforestation (restoring forests). Active restoration efforts can help fragmented forests recover and if properly planned, could even support local livelihoods. A study in Valparai, Tamil Nadu has shown that reforestation efforts with native species rather than monoculture tree plantations, yield forests that are better at sequestering and storing carbon. In addition to reforesting, much greater efforts need to be made to halt deforestation. In 2017, changes in land use, primarily deforestation, contributed nearly 1.5 gigatons of carbon (GtC; roughly 10%) to the global total of 11.3 GtC. A new study in Nature Sustainability now shows that this may have been a underestimation – that between 2015–2019, carbon emissions due to
deforestation were double those in 2001-2005. Much of this loss has been from tropical regions; scientists fear that if deforestation in this region does not slow down, the Amazonian rainforests could soon turn into carbon sources rather than remaining as carbon sinks by 2050. In India, major changes need to be made in how forests are managed. Not only does India have no clear national forest policy, but the costs of clearing out forests are appallingly low. India’s policies on forest cover are also outdated, having been based on French estimates during the colonial period. Despite all these setbacks, which also include issues with poor onground data and research, difficulties in correctly identifying available areas for tree planting, conflicts of interest with stakeholders, poverty, and finance, there are still great opportunities for reforestation in India. However, these opportunities must be developed hand-in-hand with input from local communities at the grassroots level to be effective. By looping in the private sector and attracting corporate players, especially through corporate social responsibility spending, India can do much to restore its degraded forests and turn them into active carbon sequestration units. But it is amply clear that nature-based initiatives are not going to be enough, whether it be planting trees or encouraging blue carbonbased approaches to climate change mitigation. infected animals discharge, contaminated soil and water, consumption of infected meat / milk Preventive Measures for Protecting your Livestock / Pet from Zoonotic Diseases: 1. Daily separation of unhealthy / sick / diseased animals from healthy one. 2. Regular health checkup and timely vaccination and deworming of your animal with proper dosage. 3. Always keep your animals in a clean, dry, well ventilated and airy shed with sufficient floor space. 4. Provide well balanced diet along with vitamin and mineral supplement. 5. Never feed kitchen or hotel wastes directly without cooking properly. 6. Daily cleaning of the animals shed, feeder/water trough thoroughly with water and disinfectant solution 7. Therefore, one should never think that he has reached a threshold where he knows everything under the sky as that will hamper his inquisitive mind. Having the curiosity to ask questions gives a boost to your ability to learn as it ensures that you have the capability to challenge the existing ways, therefore asking as many questions as possible forms an integral part of the learning process. If one makes the habit of reading, discussing and asking questions on different topics as an important part of his/her lifestyle then he/she is in a position to impart knowledge to others. A person who is rich by the knowledge that he possesses is well respected by the society and is in a position to form his/her own opinion which is not largely influenced by the external factors. A well informed and learned person is eventually in a better position as compared to the one who displays least amount of eagerness to learn and is content with the knowledge that he already has. MUMBAI, JUL 5 (PTI): Mumbai and its adjoining areas were lashed by heavy showers on Tuesday, causing water-logging at a number of places, including railway tracks, which slowed the movement of trains and vehicles on roads. Normal life was adversely affected in the metropolis and no immediate respite was in sight as the India Meteorological Department (IMD) has predicted moderate to heavy rain in Mumbai and its suburbs over the next 24 hours, with a possibility of very heavy showers at isolated places, said civic officials. Maharashtra’s new Chief Minister Eknath Shinde took stock of the situation and directed state administration officials to take necessary precautions and ensure there was no loss of life or damage to property. Mansarovar stations on the Harbour line in neighbouring Navi Mumbai, forcing them to wade through ankle-deep water. The Chief Minister’s Office, in a statement said, Shinde is in touch with collectors of Thane, Raigad, Palghar, Ratnagiri and Sindhudurg districts. The National Disaster Response Force has also been asked to remain alert. “The situation in Mumbai is also being closely monitored,” it said. The Kundalika river in Raigad district, located near Mumbai, has crossed the danger mark, as per an official statement. The water level of Amba, Savitri, Patalganga, Ulhas and Gadhi rivers was hovering just near the danger mark, it said.
GHAZIABAD/RAIPUR, JUL 5 (PTI): A police team from Chhattisgarh reached Uttar Pradesh’s Ghaziabad town on Tuesday to arrest a TV news anchor from his home for playing a doctored clip of Congress leader Rahul Gandhi but he was taken into custody by Noida police instead, officials said. While police from Congress-ruled Chhattisgarh landed at Zee News anchor Rohit Ranjan’s home in Ghaziabad’s Indirapuram area, near the national capital, early morning, the team from Noida in BJP-governed Uttar Pradesh reached a couple of hours later. “Zee News anchor Rohit Ranjan was picked up from his home for questioning on Tuesday morning by a team of Noida Sector 20 police station in connection with an FIR lodged under IPC 505 (public mischief) on a complaint by his own channel over a doctored video played during his show on July 1,” a Noida police officer told PTI requesting anonymity. Ranjan spoke out on Twitter in a post in Hindi. “Chhattisgarh Police is standing outside my house to arrest me without informing the local police, is it legal?” the Zee News anchor asked and tagged Uttar Pradesh Chief Minister Yogi Adityanath and the state’s police in the post. “There is no such rule to inform. Still, now they are informed. Police team has shown you the court’s warrant of arrest. You should in fact cooperate, join in the investigation and put your defence in court,” Raipur Police said in response. Chhattisgarh police was not able to arrest him but said it had shown him the arrest warrant and sought his cooperation in the probe. The FIR against Ranjan has been filed in Raipur.

NEW DELHI, JUL 5 (AGENCIES): Passenger vehicle retail sales in the country rose 40 per cent in June indicating an improvement in semiconductor supplies even as demand, especially for SUVs, remained robust, auto dealer’ body FADA said on Tuesday. According to the Federation of Automobile Dealers Associations (FADA), passenger vehicle (PV) registrations rose to 2,60,683 units last month, as compared to 1,85,998 units in June 2021, registering an increase of 40 per cent. “The PV segment continued to see robust growth. An increase in dispatches clearly shows that semiconductor availability is now getting easier,” FADA President Vinkesh Gulati said in a statement. The Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules 2021 mandate that the intermediaries, including social media intermediaries, must establish a grievance redressal mechanism for receiving resolving complaints from the users or victims. Meanwhile, Twitter banned more than 46,000 accounts of Indian users in May over violation of its guidelines, the microblogging platform said in its monthly compliance report. The Association of Working Group of Hospitals, in a letter to Finance Nirmala Sitharaman, said that such a recommendation will be contrary to the spirit and policy of the Government of India -- to provide affordable healthcare to all, Money Control reported. A copy of this letter has also been sent to Prime Minister Narendra Modi and Union Health Minister Mansukh Mandaviya. “It is mentioned in the order that there will be no Input Tax Credit and hence the entire cost will be passed on to the patient. he Omicron variant is less likely to give you long COVID than a previous strain of the virus, British researchers say. What was described as the first peer-reviewed report to investigate Omicron and patients’ risk of persistent symptoms found 4.4% of Omicron cases resulted in long COVID. That’s well below the nearly 11% associated with the Delta variant, which was the dominant strain of SARS-CoV-2 earlier in the pandemic, researchers said. But because the Omicron variant is far more contagious than Delta, more people get infected with Omicron and, therefore, more experience long COVID, they added. “We still need to keep providing support for people with long COVID while we try to understand why it occurs and how we can treat it,” said lead researcher Claire Steves, a senior clinical lecturer at Kings College London. Long COVID can include a variety of symptoms and last for weeks, months or, potentially, years, affecting a person’s quality of life, according to the U.S. Centers for Disease Control and Prevention. Sometimes the symptoms can go away or come back. They can include fatigue, fever, malaise, trouble breathing, cough, chest pain, heart palpitations and dizziness. People can also have foggy thinking, depression, anxiety, headaches and sleep problems, as well as loss of smell and taste. Diarrhea, stomach pain, muscle ache, rash and changes in the menstrual cycle are also possible. For the study, Steves and her colleagues used the U.K.-based ZOE COVID Symptom study app to collect data on 56,000 people infected with the Omicron strain. They were compared with more than 41,000 people infected with the Delta strain. The upshot: Odds of getting long COVID were
20% to 50% lower with Omicron than Delta. The odds were dependent on a patient’s age and time since vaccination. Infectious disease expert Dr. Marc Siegel, a clinical professor of medicine at NYU Langone Medical Center in New York City, said long COVID is probably more common than realized. “[Omicron] doesn’t cause as much deep lung infections, but it’s also true that there’s immune protection from the vaccine and previous infections to some extent,” he said. It follows that if cases are less severe, there won’t be as much long COVID, said Siegel, who reviewed the findings. “That’s my personal experience,” he said. “In my practice, I never see anyone with loss of smell and taste anymore.” Still, Siegel predicts COVID may become a permanent part of the landscape, like the flu. “We’re still seeing disease and hospitalizations, but we’re seeing a lot more disease than hospitalizations now,” he said. “I think that’s where we’re heading with this. I can’t be sure, but I think we’re heading into a semi-permanent phase of persistent disease, but less severe outcomes.” He emphasized that having had COVID doesn’t mean you won’t get it again, because immunity from the infection appears to be short-lived. And breakthrough cases are possible even if you’re vaccinated, though they’re likely to be less severe than if you weren’t, Siegel said. “Don’t count on prior infection to completely protect you and don’t count on a vaccine to completely protect you, but get as much immunity as you can,” he said. It’s reassuring to know that Omicron appears to cause fewer long-term symptoms, Siegel said. “Be aware that Omicron causes fewer long-term symptoms but not zero,” he emphasized. “We need to continue to be aware of this virus and to be cautious about it.” The new findings were published online June 18 in The Lancet. India slipped to fourth on the World Test Championship (WTC) points table after being docked two points by the ICC for slow over-rate during its seven-wicket defeat against England in the rescheduled fifth Test at Edgbaston on Tuesday. The ICC announced that the India has also been fined 40% of its match fee for the offence. After the penalty, India is on 75 points (point percentage of 52.08), a rung below Pakistan (52.38%). With six games still left for India in this WTC cycle - four against Australia at home in early 2023 and two against Bangladesh away later this year - it can reach a maximum PCT (percentage of points won) of 68.05. The Rohit Sharma-led side’s final hopes will, therefore, also hinge on the performances of South Africa and Pakistan in their upcoming tours.

for the loss of five wickets. In the run chase Doyang were bowled out for 64/8. Sariba Khan of Dikhu XI was named as the best batter. She scored 154 runs in the tournament. Alamlie of Chathe XI, who took 10 wickets was named as the best bowler, Illuneule of Chathe XI was adjusted as
the best wicket keeper and Elina Muru of Tizu XI was named the player of the tournament. The tournament commenced on July 1 and the final match was graced by additional deputy commissioner of police, Chumoukedima Tokavi Achumi as chief guest.
Badminton Asia Technical Committee apologises to Sindhu for umpiring error NEW DELHI, JUL 5 (AGENCIES): Badminton Asia Technical Committee chairperson Chih Shen Chen conveyed to the double Olympics medallist and champion shuttler P.V. Sindhu that after their investigation, it was found to be a human error on part of the umpire during the last Badminton Asia Championships semifinal. It may be mentioned here that the incident happened when Sindhu was leading 21-13, 14-11 in the match, Sportstar reported. The 26-year-old from Hyderabad lost 21-13 19-21 16-21 to finish off with a bronze medal, her second in the continental
individual championship. “The umpire told me you’re taking a lot of time but the opponent wasn’t ready at that point,” said Sindhu after the match then. “But the umpire suddenly gave her the point and it was really unfair. I think that was one of the reasons why I lost. I mean that is my feeling because at that moment it was 14-11 and could have become 15-11 but instead it became 14-12 and she took continuous points. And I think it was very unfair. Maybe I would have won the match and played in the final.”

Ju s t i c e Ya s h wa n t Varma, hearing high jumper Tejaswin Shankar’s petition challenging his exclusion from the squad despite meeting the qualifying mark, told the AFI to not pick and choose selection rules arbitrarily. The AFI has been asked to report to the judge at 10.15 am with its reply on the same. “The court heard the case at length today and went through all the selected names and their achievements threadbare. There are quite a few who have been included despite not achieving the qualify-
ing mark set by AFI itself. There are others who did not participate in the Inter-State meet. The court was firm that the AFI cannot pick and choose application of its rules,” Tejaswin’s counsel Malak Bhatt told Sportstar. The judge, Bhatt added, directed the AFI to either inform its willingness to do it or else “I will be forced to pass it as part of the court order that everyone who has not qualified should be removed and you include all these five additional names that have.” Asked about the AFI’s contention that they had sought spots from the Indian Olympic Association for
the six additional names, Bhatt said the court refused to be drawn into that. “The court was of the view that it was between the organisers and the IOA and did not have a bearing on the merits of this case, which was about following the AFI’s own selection norms,” he added. The court, while allowing the AFI to exercise discretion in selection, was however clear that the discretion did not extend to applying the rules. “They should include all who qualified and then they can use their discretion to stick to the quota. They cannot be selective with the rules,” Bhatt explained.
LONDON, JUL 5 (AGENCIES/IANS): Novak Djokovic stormed back from a two-set deficit to overcome an upset bid by Jannik Sinner in the 2022 Wimbledon men’s quarterfinals Tuesday. Djokovic, who recorded 41 winners and eight aces in the five-set win, held a 4-1 lead in the opening set before Sinner surged ahead to win the first two sets. The 20-year-old Italian couldn’t complete his quest to earn his first Grand Slam semifinal appearance, however, as the 20-time major champion found his rhythm on the return and mounted a furious comeback with five breaks over the final three sets. Sinner, the tournament’s No. 10 seed, finished the match with 43 winners and 41 unforced errors. Sania Mirza and her Croatian partner Mate Pavic reached mixed doubles semifinal at Wimbledon on Sunday. The sixth-seeded pair defeated the fourth-seeded Canadian-Australian duo of Gabriela Dabrowski and John Peers 6-4, 3-6, 7-5 in the quarterfinal match that lasted one hour 41 minutes, Sportstar reported. This is Sania’s best mixed doubles perfor-
mance at the All England Club. She had previously reached the quarterfinals in 2011, 2013 and 2015. The win also takes the Indian one step closer to a Career Slam in mixed doubles. Sania, along with Mahesh Bhupathi, won the mixed doubles titles at 2009 Australian Open and 2012 French Open before going all the way at the 2014 US Open with Bruno Soares of Brazil.

KOHIMA, JUL 5 (NPN): The second edition of Inter Department Badminton Tournament Kohima 2022 will be held from July 22 and 23 at the multipurpose hall, Assembly Secretariat Kohima. Announcing this at a press conference, DC Kohima, Shanavas C, said the event has been organized to promote camaraderie among the government employees of various departments. He said after the success of the first edition in October, 2021, where a total of 37 departments and 8 legislators took part, this edition was likely to attract more participants since more people were now
aware of it. He informed that there would be four categories including men’s doubles, women’s doubles, mixed doubles and 50+ which would include legislators and retirees. For the men’s doubles, Shanavas invited two teams each from every department and one team each for the other three categories from each department. On the cash reward, he said the winner and first runners-up would receive Rs 15,000 and Rs 10,000 respectively. He informed that any State player in any department would only be allowed to pair up with an amateur player to make up a team in order to retain fairness in the game.
Cricket trials in Longleng DIMAPUR, JUL 5 (NPN): Longleng District Cricket Association (LDCA) has informed that the open trials for all categories for the upcoming session 2022-2023 will commence from July to August 4. According to LDCA press release, verification of players will be done for all the categories namely U-16, U-19, U-23 and senior men’s at Longleng public ground on July 9 to 11. Players already registered with NCA need not produce the document, but should be physically present at the time of verification. A player will be allowed to undergo trial in only one category; Yo-yo test mandatory for all the categories; players should produce original birth certificate, Aadhaar card, pan card at the time of verification and for further security of documents.
