Govt cuts basic duty on edible oils Spl. Correspondent

NEW DELHI, NOV 5 (NPN): In a bid to reign in continuous rise in the cooking oil prices, the Centre has cut the basic duty on crude palm oil, crude soyabean oil and crude sunflower oil from 2.5% to nil. According to the Ministry of Consumer Affairs, Food & Public Distribution, the agri-cess on those oils has been brought down from 20% to 7.5% for crude palm oil and 5% for crude soyabean oil and crude sunflower oil. Following the reduction, the total duty is 7.5% for crude palm oil and 5% for crude soyabean oil and crude sunflower oil. The basic duty on RBD Palmolein oil, refined soyabean and refined sunflower oil has been slashed to 17.5% from the current 32.5%. Before reduction, the agricultural infrastructure cess on all forms of crude edible oils was 20%. Post reduction, the effective duty on crude palm oil will be 8.25%, crude soyabean oil and crude sunflower oil will be 5.5% each. Retail edible oil prices drop by Rs 5-20/kg in major markets palm oil, sunflower oil and soyabean oil, futures trading in mustard oil on NCDEX has been suspended and stock limits have been imposed. Prices have been reduced to give relief to consumers during festival season. According to the ministry, the edible oil prices are still higher than a year ago but there has been a declining trend from October onwards. “Despite international commodity prices being high, interventions have been taken by Central Government along with State Governments’ pro active involvement have led to reduction in prices of edible oils,” it said. have declined by Rs 5-20 per kg after various measures, including an import duty cut, by the government, Food Secretary Sudhansu Pandey said on Friday. “The government has taken a number of steps to ensure consumers get relief from high prices. We are happy to share the trend from 167 centres. Edible oil prices have declined quite significantly in the range of Rs 5 and 20 per kg in the major retail markets across the country,” Pandey said during a press briefing. For instance, retail palm oil price in Delhi declined by Rs 5 to Rs 133/ kg on November 3 from Rs 139/kg, while it fell by Rs 18 to Rs 122/kg from Rs 140/kg in Aligarh, Uttar Pradesh, while by Rs 7 to Rs

125/kg in Cuddalore, Tamil Nadu from Rs 132/kg in the said period, he said. Even retail price of groundnut oil declined by Rs Rs 5-10/kg, while soyabean oil by Rs 5-11/kg, and sunflower oil by Rs 5-20/ kg between October 31 and November 3, he added. In the case of mustard oil, the Secretary said, “we have not seen a significant reduction in prices,” but the steps taken by the government including import duty rationalisation will have an impact on prices of mustard oil as well. Domestic edible oil prices have soared in tandem with the global prices which shot up due to reduced availability of edible oils for food use following diversion for biofuel in Indonesia, Brazil and other countries.

No proposal to extend free ration scheme NEW DELHI, NOV 5 (PTI): The Centre on Friday said there is no proposal at present to extend free foodgrains supply via the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) to provide relief to ration card holders, in view of recovery in the economy and good disposal of foodgrains in the open market under the OMSS policy. Initially, the additional free benefit under the PMGKAY was provided for a period of three months (April-June 2020) to ameliorate distress caused by the COVID-19 pandemic. However, with the crisis continuing, the pro-

gramme was extended for another five months (JulyNovember 2020). After the onset of the second wave of the pandemic, the PMGKAY was once again rolled out for a period of two months (MayJune 2021) and was further extended for a period of five months (July-November 2021). Asked if the Central government will further extend the scheme, Food Secretary Sudhansu Pandey said, “Since the economy is also reviving and our OMSS (open market sale scheme) disposal of foodgrains has also been exceptionally good this year. The government has been selling rice and wheat to bulk consumers under the OMSS policy to improve availability in the domestic market and check prices. The Centre is providing an additional quantity of 5 kg foodgrains per person per month, free of cost, to more than 80 crore beneficiaries over and above the normal quota under National Food Security Act (NFSA).

AG A RTA L A , N OV 5 (PTI): Tripura police have registered a case against four Supreme Court lawyers under the stringent UAPA and various sections of IPC for allegedly promoting communal disharmony with their social media posts about the recent violence targeting Muslims, a senior official said on Friday. The lawyers have also been served notices asking them to appear before police by November 10 for questioning, Superintendent of Police of West Tripura district Manik Das said. “A group of Supreme Court lawyers visited Tripura on Tuesday last and after their visit we noticed that several posts were made in social media expressing their discontent regarding the recent communal incidents...,” Das told PTI. If convicted under the tough UAPA, an offender may face imprisonment up to seven years.

G U WA H A T I / N E W DELHI, NOV 5 (AGENCIES): Four months after the mysterious deaths of Rosy Sangma and Samuel Sangma, the National Human Rights Commission (NHRC) has taken up the case and issued notice to the District Magistrate of Gurgaon and Haryana Director General of Police (DGP) seeking a detailed report within six weeks, a TNT report stated. Following a petition filed by Garo Development Council (GDC) chairman Alex K Sangma and vice chairman Thengsil Sangma on July 1, the commission has also registered a case (No 1504/7/5/2021) on the deaths. The NHRC will take up the case on December 20. Samuel, hailing from Dimapur in Nagaland, was living on rent with his aunt Rosy, an air hostess, in the Bijwasan area of Delhi. D I M A P U R , N OV 5 (NPN): Nagaland on Friday recorded 11 fresh Covid-19 positive cases while one more patient succumbed to the infection. Of the fresh cases, 10 were from Dimapur and one in Kiphire, taking the total caseload to 31905. Further, one more patient succumbed to the virus in Dimapur, pushing the death toll to 688 (including 15 non-Covid deaths). Meanwhile, 12,17,940 persons have been inoculated against Covid-19 (713801 1st dose and 504139 2nd dose). D I M A P U R , N OV 5 (NPN): Continuing its fight against corruption, Rising People’s Party (RPP) has once again highlighted anomalies in the Department of Under Developed Areas (DUDA). In a statement, RPP pointed out that the Central government had released Rs 43.83 crore approximately for 2019-20 for development of Eastern Nagaland and other areas of the State under the Underdeveloped

Area Programme (UDAP) and Border Area Development Programme (BADP). However, while perusing through the 121 work orders, RPP said the amount sanctioned was calculated at Rs 43.83 crore approximately, whereas the RTI reply furnished by DUDA mentioned the released amount as only Rs 32. 69 crore. Wankhede to no longer probe cruise drugs case; NCB transfers 6 cases to SIT MUMBAI/NEW DELHI, NOV 5 (PTI): Narcotics Control Bureau (NCB) officer Sameer Wankhede has been taken off the controversial cruise drugs case in which Shah Rukh Khan’s son Aryan Khan was arrested, with the agency transferring the investigation in the matter and five other cases from the Mumbai unit headed by him to an SIT. Wankhede, who is facing several personal and service-related allegations, will continue to be the Mumbai zone director of the agency. Officials cited “administrative grounds” for the decision to transfer the six cases, which also include the one involving the son-in-law of Maharashtra cabinet minister Nawab Malik who had launched a tirade against Wankhede and levelled several allegations against him.

The NCB issued a statement on Friday to say that the six cases are being “taken over” by the special investigation team (SIT) of officers from the Delhi operations unit as they have “national and international ramifications and in order to conduct a deeper investigation to find out forward and backward linkages.” It said, “No officer or officers have been removed

from their present roles and they will continue to assist the operations branch investigation as required until any specific orders are issued to the contrary.’’ The NCB reiterated that it functions across India as a single integrated agency. Gene common in South Asians may explain severe Covid-19 in Indian Subcontinent: Oxford Study LONDON, NOV 5 (PTI): Scientists at the University of Oxford have identified a gene that may double the risks of lung failure and death from Covid-19, and could explain why people of South Asian ancestry have a higher risk of severe disease. The LZTFL1 gene changes the way the lungs respond to viral infection, and is the most important genetic risk factor identified so far, the researchers said. They noted that the gene version is carried by nearly 60 per cent of people

with South Asian background, compared with 15 per cent of those with European lineage. The finding, published in the journal Nature Genetics on Thursday, could also partly explain the impact of Covid-19 in the Indian subcontinent. The researchers used a combination of artificial intelligence (AI) and new molecular technology to pinpoint LZTFL1 as a gene responsible for the increased risks. LZTFL1 blocks a key protective mechanism that cells lining

the lungs normally use to defend themselves from the viral infection, they said. When these cells interact with SARS-CoV-2, which causes Covid-19, one of their defence strategies is to turn into less specialised cells and become less welcoming to the virus. This process reduces the amount on the surface of cells of a key protein called ACE2, which the coronavirus uses to attach itself to the cells. However, for people with the LZTFL1 gene this process does not work as

well, and lung cells are left vulnerable to infection by the virus. The researchers noted that it is particularly important to offer vaccina-

tion to communities that are at greater risk of serious Covid-19 infection as a consequence of carrying this genetic predisposition, as their increased risk should be cancelled out by immunisation. Independent experts said the findings are important but warrant further investigation. “The discrepancy between the risk of serious disease and death in different ethnic groups has previously been attributed in part to socio-economic

differences, but it was clear that this was not a complete explanation,” said Professor Frances Flinter, from Guy’s & St Thomas’ NHS Foundation Trust, UK. Evidence that LZTFL1 has emerged as a candidate causal gene, which is potentially responsible for some of the two-fold increased risk of respiratory failure from Covid-19 in some populations, provides a big step forward in our understanding of the variable susceptibility of some individuals to

serious disease and death, said Flinter, who was not involved in the study. Simon Biddie, from the University of Edinburgh, UK, said the study provides compelling evidence to suggest roles for LZFTL1 in severe Covid-19 that warrants urgent further investigation. “The finding will need further experimental verification to provide direct evidence for regulation of LZTFL1, using for example genome engineering approaches,” said Biddie, who was not a part of the study.
