CSCWG for comprehensive review of job reservation policy Emilo K. Konyak

KOHIMA, OCT 5 (NPN): Cabinet Sub Committee Working Group (CSCWG) for Reservation in Government Services has decided to recommend a comprehensive review of the State’s reservation policy on the basis of the Census 2021 data as soon as it is made available. The decision came at a meeting of the working group held at secretariat conference hall here on Tuesday. Sources informed Nagaland Post that the meeting considered all aspects of the issue before deciding to recommend the comprehensive review. ENSF demands: On Eastern Naga Students’ Federation’s (ENSF) various demands vis-à-vis Nagaland Public Service Commission (NPSC), the sub-committee held several rounds of discussions with NPSC and Personnel & Administrative Reforms (P&AR) depart-

No construction under EHV lines DIMAPUR, OCT 5 (NPN): Dimapur district administration has directed citizens not to construct any permanent building under extra high voltage (EHV) power lines. In a public notice, DC Dimapur R. Soundararajan pointed out that several permanent/temporary buildings were being constructed along the 132 KV Bokajan-Dimapur line traversing through Bokajan Assam- Block-11, Burma camp colony, Block-2, Walford colony, Imkonglenden colony, Mao colony, Nagarjan, Naharbari. DC said that such construction was not only in violation to the Indian Electricity Rules 1956, but dangerous for habitation. DC warned that any one engaged in construction activities under the EHV lines would be doing so at their own risk.

ment to examine the matters. CSCWG maintained that once NPSC recommended a candidate against a post reserved for backward tribes (BTs) of Eastern Nagaland, the process was deemed complete. However, in case the candidate resigns after joining service, the vacancy should be treated as a new vacancy to be filled up as per the roster point prevailing at the time of fresh requisition made by the department concerned. The committee pointed out that there was no such provision in the reservation policy or anywhere in any State of the country that the post be kept reserved for a particular tribe or community to which the candidate who resigned belonged. On the demand for making marks obtained by NPSC candidates in written exam and viva voce available in public domain, the meeting clarified that the marks obtained were intimated to the candidates

concerned, but publishing them in public domain would violate their privacy and could attract legal provisions. The Committee therefore rejected this demand on the ground that even the Union Public Service Commission (UPSC) did not follow such a practice. 21 backlog posts recommended for BTs: Regarding the demand for compensating more than 100 posts reserved for BTs that were allegedly lost over the years due to faulty implementation of reservation policy, the meeting noted that the details was examined with ENSF and NPSC, besides P&AR department. The findings revealed that 21 posts were identified, in addition to the existing backlog posts awaiting recruitment. The subcommittee recommended that these 21 posts be compensated for recruitment as expeditiously as possible. Educational qualifica-

tion lowered: On the demand to lower educational qualifications for members of NPSC from MA to BA, the committee was apprised of the context that the qualification was raised from graduate to post-graduate in view of the rising availability of post-graduate candidates among various tribes of Eastern Nagaland. H oweve r, i n v i ew of the practical difficulty whereby a graduate candidate with more experience and other suitable attributes could be more preferable than a post-graduate candidate with lesser experience and lower qualities, the committee recommended that the demand be accepted and the educational qualification be lowered from PG to graduate. NSSB: The sub-committee also deliberated on the changes sought in the Nagaland Staff Selection Board (NSSB) regulations notified by the State government. (Cont’d on p-8)

KOHIMA, OCT 5 (NPN): In a significant political development, NDPP and BJP have reportedly reiterated to continue with the 2018 prepoll alliance by maintaining the same seat sharing 40:20 ratio (40 NDPP and 20 BJP) in the 2023 Assembly election. Highly placed sources disclosed to Nagaland Post that chief minister Neiphiu Rio informed the matter to members of United Democratic Alliance (UDA), whose meeting was held at the chief minister’s residential complex here on Tuesday and where BJP Legislative Party leader Y Patton and State BJP president Temjen Imna Along were also present. When contacted, Y. Patton also confirmed with this correspondent that the decision to continue the alliance was taken as per the directive of the central BJP high command. The meeting also de-

cided to write a letter to Nagaland Legislative Assembly (NLA) speaker Sharingain Longkumer recommending that former chief minister TR Zeliang, who was opposition leader, be now called NPF Legislative Party leader. Further, the meeting reaffirmed its commitment to play the role of an active facilitator to the Naga peace process and also appreciated Prime Minister Narendra Modi for appointing AK Mishra as interlocutor and the negotiating groups for fresh negotiation. NDPP nominee consensus candidate for bypoll: Nationalist Democratic Progressive Party (NDPP) will be fielding its candidate as the UDA consensus candidate for the ensuing by-poll to 58 Shamator-Chessore Assembly constituency. The by-poll has been necessitated as the seat fell vacant following the demise of NDPP legislator and adviser Toshi Wungtung.

Though NPF had earlier planned to set up its candidate, the party, however, at an emergency meeting held on Tuesday decided to extend support to the NDPP candidate as requested by the latter. BJP sources also informed that the party would be supporting the NDPP candidate as per the seat sharing pact between the two parties. Power-sharing with NPF: Further, the sources said the meeting decided that NPF legislators would be given a fair chance of power-sharing, but not by allotting them portfolios, though they would be considered in discharging of government activities. The meeting however did not discuss allotting the post of deputy chief minister to TR Zeliang. It may be recalled that central BJP leaders insisted that the chief minister should not disturb the present ministry and maintain status-quo.

UDA adopts four-point resolution on Naga issue United Democratic Alliance (UDA), which held its first meeting at the chief minister’s residential complex Kohima on October 5, and adopted four-point resolution, has welcomed the resumption of Naga peace talks. The resolution signed by state chief minister Neiphiu Rio, deputy chief minis-

ter Y. Patton, NPF legislature party leader TR Zeliang, NDPP president Chingwang Konyak, BJP state unit president and minister Temjen Imna Along and NPF working president Huska Yepthomi appreciated the “serious commitment” of the Government of India towards the “Indo-Naga” peace process. DIMAPUR, OCT 5 (NPN): Nagaland Pradesh Congress Committee (NPCC) has strongly condemned to the killing of farmers at Lakhimpur Kheri in Uttar Pradesh on October 3 and detention of AICC general secretary Priyanka Gandhi Vadra by UP police. Priyanka was detained in Sitapur on her way to Lakhimpur Kheri, where eight people died and several others were injured. Four of the dead were farmers, allegedly knocked

down by vehicles driven by BJP workers travelling to welcome UP deputy chief minister Keshav Prasad Maurya to an event in the area. Addressing a press conference at Tourist Lodge here Tuesday, NPCC president K Therie said that it was every citizen’s duty to react and condemn the incident at Lakimpur Kheri, which he termed “wilful intent” and “arrogant”. Accusing the BJP of having no feeling for the people, state Congress chief said that even though farmers were the

owner of the elected government, BJP government has been a “deadwood”. “We have been talking about price hike, religious divide, caste division, economic failures, but still BJP continues to sell the properties that have been created by congress in the last 60 years”. He alleged that BJP government has sold almost over 34 airports, over 150 railway stations, over 4000 broad gauge railway lines, over 6000 oil pipelines, adding that almost all the industries were sold out.
