CSCWG for comprehensive review of job reservation policy Emilo K. Konyak

KOHIMA, OCT 5 (NPN): Cabinet Sub Committee Working Group (CSCWG) for Reservation in Government Services has decided to recommend a comprehensive review of the State’s reservation policy on the basis of the Census 2021 data as soon as it is made available. The decision came at a meeting of the working group held at secretariat conference hall here on Tuesday. Sources informed Nagaland Post that the meeting considered all aspects of the issue before deciding to recommend the comprehensive review. Soundararajan pointed out that several permanent/temporary buildings were being constructed along the 132 KV Bokajan-Dimapur line traversing through Bokajan Assam- Block-11, Burma camp colony, Block-2, Walford colony, Imkonglenden colony, Mao colony, Nagarjan, Naharbari. DC said that such construction was not only in violation to the Indian Electricity Rules 1956, but dangerous for habitation. H oweve r, i n v i ew of the practical difficulty whereby a graduate candidate with more experience and other suitable attributes could be more preferable than a post-graduate candidate with lesser experience and lower qualities, the committee recommended that the demand be accepted and the educational qualification be lowered from PG to graduate. DIMAPUR, OCT 5 (NPN): After a day’s pause, the state-owned oil marketing companies (OMCs) increased the prices of petrol and diesel on Tuesday pushing the rates to alltime high levels across the country. According to a price notification of the stateowned fuel retailers, petrol price was hiked by 25 paise per litre and diesel by 30 paise per litre. The sixth increase in fuel rates in a week’s time has sent petrol prices above Rs 100 in most major cities of the country. After the rate revision, petrol price in Dimapur surged to Rs.101.14 per litre while diesel price rose to Rs.93.20 per litre. In the state capital Kohima, prices of a litre of petrol and diesel climbed to Rs.102.14 and Rs.94 respectively. According to a PTI report, industry sources said “substantial” increase in petrol and diesel prices was on the cards to bridge the gap between cost and sale price.

Youths to picket outside DC’s office, threaten to hold hunger strike The core committee has decided to form a picket near the DC’s office Dimapur by setting up two tents and depute youths to ensure that the shifting does not take place till the state government responds to their ultimatum/memorandum. The decision was made following a meeting held at Tourist Lodge Dimapur after the rally. Talking to media persons, Dimapur Youth Forum president and core committee member V. Yeptho said that the agitation will continue by sitting at the vicinity of DC office till they receive positive response from the state government. State logs 20 fresh Covid cases DIMAPUR, OCT 5 (NPN): Nagaland on Tuesday recorded 20 fresh Covid-19 positive cases while no deaths were reported for the fourth consecutive day. Of the fresh cases, 10 were from Kohima, eight in Dimapur and one each in Phek and Wokha, taking the total caseload to 31342. The death toll remained unchanged at 666 (including 15 non-Covid deaths). PTI: India logged 18,346 new coronavirus infections, the lowest in 209 days, taking the total tally to 3,38,53,048. The death toll climbed to 4,49,260 with 263 fresh fatalities, according to the data updated at 8 am.

KOHIMA, OCT 5 (NPN): In a significant political development, NDPP and BJP have reportedly reiterated to continue with the 2018 prepoll alliance by maintaining the same seat sharing 40:20 ratio (40 NDPP and 20 BJP) in the 2023 Assembly election. Highly placed sources disclosed to Nagaland Post that chief minister Neiphiu Rio informed the matter to members of United Democratic Alliance (UDA), whose meeting was held at the chief minister’s residential complex here on Tuesday and where BJP Legislative Party leader Y Patton and State BJP president Temjen Imna Along were also present. When contacted, Y. Patton also confirmed with this correspondent that the decision to continue the alliance was taken as per the directive of the central BJP high command. The meeting also de-

cided to write a letter to Nagaland Legislative Assembly (NLA) speaker Sharingain Longkumer recommending that former chief minister TR Zeliang, who was opposition leader, be now called NPF Legislative Party leader. Further, the meeting reaffirmed its commitment to play the role of an active facilitator to the Naga peace process and also appreciated Prime Minister Narendra Modi for appointing AK Mishra as interlocutor and the negotiating groups for fresh negotiation. NDPP nominee consensus candidate for bypoll: Nationalist Democratic Progressive Party (NDPP) will be fielding its candidate as the UDA consensus candidate for the ensuing by-poll to 58 Shamator-Chessore Assembly constituency. stated that Kiphire district was fortunate that the state government was assisting the public in various fields such as agriculture, horticulture, LRD and cooperative department at every level including villages. He advised Lanya society to take it as a privilege

He asked them to focus on their project and advised not to take it as a one-time project but take as an eye opener for their society. Meanwhile, SRCS & CPO (ICDP), K. Lirichum Anar in his address said that the department of cooperation was implementing central sector integrated scheme on agricultural cooperation of integrated cooperative development project in Kiphire district through national cooperative development cooperation. The department has assisted Rs. 4 lakh for the hollow brick manufacturing unit and Rs. 9.50 lakh for the pickup vehicle for transportation to Lanya multi-purpose cooperative society Ltd. Kiphire. He highlighted the features of hollow block and added that for curing time, it would take around 28 days and one day expose, seven days in water and 21 days partly wet. Lirichum requested the society to be proactive in their business. He encouraged them to work hard and exemplary model to other cooperative societies in the District, he added. NU Lumani campus to resume Court convicts one for molestation in Tuensang

DIMAPUR: Nagaland University vice chancellor, professor Pardeshi Lal has directed resumption of offline campus academic activities for Lumami. According to a DIPR report, a meeting was held on September 27 with vice chancellor, registrar, deans of schools, dean of students’ welfare, heads of departments and wardens. During the meeting, it was decided that: all members of the faculty should be available in the departments from October 1; 3rd semester students should arrive at the campus/hostels during October 15 and 16; offline classes for 3rd semester students would begin from October 18; arrival of 1st semester students to the campus would begin on November 1 after allotment of hostel seats. The meeting decided that students arriving at the campus should possess negative test report for

Patton lauds seizure of gold and drugs DIMAPUR: State deputy chief minister, Y. Patton has lauded Nagaland police, narcotics cell, manning the interstate narcotics checkpoint at Khuzama gate involved in the biggest seizure of smuggled gold bars in the state, amounting to Rs. 22 crore in international market on October 4. DIMAPUR: Court of Judicial Magistrate First Class Tuensang on Tuesday convicted one Penglang for molestation under US 354 (A) (2) of the Indian Penal Code (IPC). In a press release, assistant public prosecutor (APP) Tuensang, Mitchell Zhimomi, who was counsel for the state in the case, informed that on February 1, 2021, a written FIR was received from the victim stating that one person had molested her at broad daylight. After considering the overall facts and circumstances of the case and keeping in mind the nature of the offence committed, the court sentenced the convict to six months imprisonment with a fine of Rs. 3,000. In default of payment of fine, APP informed that the convict would undergo simple imprisonment of one month and the fine collected from the convict would be awarded to the victim as compensation (section 357 of the CrPC).

The Vice President, who is on a northeast tour, arrived in Imphal Tuesday afternoon and inaugurated the Phytopharmaceutical Laboratory at the Institute of Bioresources and Sustainable Development (IBSD), Imphal. Naidu lauded IBSD for promoting the Phytopharmaceutical Mission in the northeastern region of the country. “The mission will aid in the development of alternative herbal medicines to combat diseases like COVID-19,” he said. While praising the contribution of the Indian scientific community in nation building, he said “the future progress of our country rests in the hands of our able scientists.” Asserting that rational

the region. He said that the mission aimed at promoting the documentation, scientific validation and evaluation of traditional healthcare practices was an important step and assumes special significance in the context of the vast plant resources and diverse traditional healthcare practices of the region. On the other hand, the Vice President stressed on the importance of better roads and connectivity in the region to the overall development of the region.

He called for development activities in the northeast states by utilizing the funds provided by the Centre for various projects with transparency and accountability. “Development of the country is incomplete without the development of the northeast. Communication should be strengthened in the region,” he said. Manipur Governor La Ganesan, in his speech, urged scientists and researchers of IBSD to reach out to far flung rural areas where medical facilities are almost nil or minimum and people who are economically backward. He said that the basic objective of the Phytopharmaceutical Lab inaugurated is to provide quality medical facilities. The medical facilities in the northeastern region including Manipur are insufficient compared to other metropolitan cities, he observed. He said, “The region is directly affected by the COVID-19 pandemic and it is our belief that we are going

to overcome the challenge but it will take some time.” Chief minister N Biren Singh said that the state government was committed to protecting the environment and ecology and had been making various efforts for protecting forests thereby increasing the Protected Area Networks. He said that botanical gardens and biodiversity parks were established for protecting and conserving the local species. He also stated that he was delighted to learn that IBSD has taken up several researches on bioresources available in the region. He hoped that the newly developed laboratory of Phytopharmaceutical research will help in documenting the large number of medicinal plants of the region. Later, the Vice President visited INSACOG facility of the ISBD. The Vice President also inaugurated a national seminar on “Bioeconomy from Bioresources of North Eastern Region of India”.

LUCKNOW, OCT 5 (PTI): Hitting out at the previous Samajwadi Party (SP) government in Uttar Pradesh, Prime Minister Narendra Modi on Tuesday alleged that it had no interest in constructing houses for the poor and created hindrances in the implementation of the central housing scheme. He said before 2017, “18,000 houses were approved for Uttar Pradesh for construction under the Pradhan Mantri Awas Yojana but not even 18 houses were built by the previous government.” “There was money, there was sanction but those who were running the government were creating hindrance as they did not want to construct houses,” the PM said. On the other hand, the Yogi Adityanath government has “completed nine lakh houses under the scheme and 14 lakh are under construction,” Modi said, reeling out comparative figures. Addressing “New Urban India Conclave”, Modi said his government has made three crore poor families “lakhpati” under this scheme by providing them houses. The prime minister stressed there was a massive increase in the number of houses constructed under PMAY in his regime. “More than 1.13 crore housing units have been approved in the cities and, out of these, more than

ttar Pradesh has never been known to be a state where the rule of law applies to all and its police force infamous for controversial actions, some of which have led to deaths both on the streets and in custody. On October 3, agitating farmers had gathered at a helipad to display their displeasure against UP Deputy CM Keshav Prasad Maurya, who was visiting the village of Union Minister of State for Home Ajay Mishra. The farm unions have been disrupting BJP functions in Punjab and Haryana and it was only a matter of time before protests spilled over to UP. The fact that it did, may have also rankled the party in power in the state and it was left to some insane mind to target the protesting farmers. According to video clips and reports, four persons participating in farmer’s protest were mowed down allegedly by a vehicle driven by Ashish Mishra son of union minister of state Ajay Mishra. The vehicle was among those in the convoy. The UP police have filed FIR mentioning the name of Ashish Mishra as the person who was driving the vehicle. The father Ajay Mishra took more than enough time to tell media that there was no proof that it was his son at the wheels of the vehicle that mowed down the protestors. The same day, opposition leaders including Priyanka Gandhi Vadra went to the venue but barred from entering Lakhimpur Kheri. However after dodging UP Police for hours enroute Lakhimpur Khetri, Priyanka was finally stopped on Monday morning and detained at Hargaon police station and taken to a guest house at Sitapur Police Line.While the victims’ families were mourning for the loss of their loved ones, the UP chief minister promised a probe and for good measure, offered ex-gratia of Rs.45 lakh each to the family of the victims including government job. Till date, the UP Police have not even taken Ashish Mishra to custody for questioning while they were super efficient to bar opposition leaders from going to Lakhimpur Khetri and even placed some under preventive detention. The fact that the UP police has gotten nowhere in the case which was registered as murder is a mockery on the law. On the other hand, when UP police waste no time in arresting ordinary people even on mere suspicions, the disinclination to arrest Ashish Mishra who has been named as accused in a murder case is also another blot on the BJP government both in the state and the Centre. Prime Minister Narendra Modi was in Lucknow for an official function where the UP chief minister was the chief host. What can one make of the fact that Modi even did not utter a single word about the Lakhimpur incident? Does Modi’s silence over the Lakhimpur incident mean assent ? Even if not, the silence is deafening and equally devastating because the prime minister of a country showed he has no empathy for the citizens. If Modi wants to do what he promised-to provide good governance- then he must suspend his MoS Ajay Mishra and let the law of the land take its own course and which will provide justice to the bereaved families.

Water, sanitation and hygiene for all: COVID-19 perspective E nsuring adequate environmental health solution and access to clean water, sanitation and hygiene (WASH) are critical elements to public health. COVID-19 has reaffirmed that implementing WASH in all settings is the need of the hour. Progress, environment, good health and peace are interrelated. COVID-19 has taught us once again to focus on finding out solutions for public health, specifically sustainable environmental health to strengthen peace locally and globally. Global assessment conducted by the WHO and UNICEF in 2015 reported that almost forty percent of healthcare facilities lacked water, nineteen percent were without sufficient sanitation and thirty five percent lacked hand hygiene goods. Overall, global scenario reveals that more than one billion people worldwide, i.e. one in six, do not have access to safe drinking water and 2.4 billion people i.e. one in three, do not have access to sanitary facilities. Another concern is that nearly forty percent did not possess the facility to manage healthcare wastes safely. Reports are available which reveals that around fifteen percent of patients develop infections during hospital stay. Water, sanitation and hygiene related patient safety in healthcare facilities in developing countries has been already a matter of

great concern and needed urgent attention. Adding to this already stressed poor safety scenario, more than two billion people are slowly losing their accessibility to fresh water resources and are increasingly becoming so, according to United Nation’s report. With Coronavirus persisting in today’s world, washing hands is emerging as a difficult challenge in many developing nations due to inaccessibility of clean water or sanitation, in general. In an infectious disease outbreak including Covid-19, the provision of safe water, sanitation and hygienic condition has become more essential. Safely managed water, sanitation and hygiene is declared as the most cost-effective strategy by the World Health Organization. WASH serves as the barriers to humanto-human transmission in homes, communities, health care facilities, schools and other public spaces. Safely managed wash services are also critical to mitigate secondary infections on community livelihood and well-being post Covid-19. The Covid-19 outbreak has not only highlighted the importance of sanitation and hygienic practice but has also brought upon many challenges especially in urban areas such as urban densification. Reportedly, the people in dense area are more prone to getting infected. Along with it, the adverse public health which

are further intensified by inadequate drinking water, sanitation and hygiene have been openly challenged. Although, till today, the main route of transmission of SARS-Cov-2 has been reported to be only respiratory droplets and direct contact, WHO has cautioned about the possibility of Virus’s survival in drinking water and sewage for a limited number of days. In fact, RNA fragment of SARS-Cov-2 has been detected in untreated sewage and sludge in a number of countries and municipalities. Though little evidence is available, some data suggests that transmission via faeces is possible. There are reports that confirm that 2-10% people infected with Covid-19 suffers from Diarrhea and have viral RNA fragments in their faeces. Therefore, wastewater and sludge must be contained and treated in well-defined and managed wastewater or faecal/Sludge treatment plants. Such treatment should include all the physical, biological and chemical processes such as retention time, dilution, oxidation, sunlight, elevated pH, and biological activity to reduce the potential risk of exposure and to reduce the pathogen. In several reports, it is suggested for a final disinfection step, if existing treatment plants are not optimized to remove viruses. Considering the slim possibility of the virus, get-

ting transmitted through untreated water or wastewater, in general, India will become the epicenter of Covid-19. This is because majority of Indian households in urban and rural areas do not have piped-water supply or adequate sewer connections. The numbers of sewage treatment plants are very few with most of them only partially functional. Most Indian households are therefore, heavily reliant on ground water for drinking while the sanitation system in every households mostly includes septic tanks and pits which do not even meet the basic standards. Owing to such situation, it is evident that India is among the most vulnerable nations for Covid-19 if the virus survives long enough in the water and in the faeces. Therefore, it is crucial to keep water sources and supplies safe. The water should be treated at the point of distribution, collection or consumption; and ensure that those treated water are safely stored even at home. The concentration of SARS-CoV-2 can also be significantly reduced by utilizing conventional filtration and disinfection. In view of considering the fact that, other human coronaviruses have been exposed to be susceptible to chlorination and disinfection with ultraviolet light treatment, appropriate amount of chlorine should be maintained throughout the distribution system even while distributing via water

trucks or any other alternative transport systems such as bicycle, cart, etc. For effective water treatment, adequate stocks of chemical additives and consumable reagents to test the waterquality must be ensured. Household water treatment such as boiling or using high-performing ultrafiltration or nanomembrane filters, solar irradiation, ultraviolet (UV) irradiation and sodium hypochlorite or correctly optimized other such chlorine products should also be utilized in places, especially rural areas where centralized water treatment and tap water supplies are not accessible. Apart from water and excretions, management of waste including the health care waste, waste generated at home, greywater or dirty water from washing and cleaning are another critical measure that needs to be taken up. The infectious waste produced during patient care, including those with confirmed COVID-19 infections such as sharps, bandages, pathological waste should be collected safely and properly treated before disposal. High temperature, dual chamber incineration or autoclaving must be encouraged to treat such waste. Once the waste is displaced from original location or moved away, identification, segregation and treatment of the waste becomes a severe critical issue. It is worthy to mention

that disposing of such waste in the water sources must be avoided. The novel coronavirus outbreak has reaffirmed the importance of ensuring access of clean water and sanitation in public health. Water, sanitation and hygiene should be accessible in all settings. Therefore, this outbreak calls for radical reformation in the policymaking in scaling up the WASH and waste management infrastructure and services across the country. Developing countries like India should not only focus solely on infrastructure solutions but rework even on water and sanitation management systems. Implementation of water safety plan (WSP) and sanitary safety plan (SSP) must be given utmost priority by the entire nation. In conclusion, this time has taught the people of this blue planet, consciously and responsibly to believe that “Now more than ever, we need a safer world. Now more than ever, we need a fairer world…” (WHO Director General) and we would like to add that now more than ever we need a stronger WASH system for all, leaving no one behind. The human right violations under the application of the Sharia law by the Taliban in Afghanistan has been the headlines in most of the TV channels. The freedom of Press and the freedom of women education, women entrepreneurship and their participation in sports and games are curtailed. Two third of the population in Afghanistan are below poverty line. Is the condition of the common men in Nagaland better than that of the have not Afghans in their own country? Do we have the genuine peace and freedom to pursue our chosen vocations? Do we really have freedom of speech without fear of repercussion? Are the common men more freer than those of the Afghans in their country? For the sake of those who cannot speak out for themselves for series of reasons, I placed this article in the public domain. Look at just one or two instances of specimen of how Nagaland has been managed all through these two decades. Under the siege situation, the Disciplinary Rules are set aside whereby those who dared to abuse their power for selfish interest have the full liberty to go to any extent without fear of reaction. Nagaland is thus converted into a land of freedom for corruption. No matter how the United Democratic Alliance (UDA) Ministry had tried to tone down and even to undo what the Nitti Ayog (the new nomenclature of the erstwhile Planning Commission of India), has unearthed the rate of miserable performances of the Govt. of Nagaland which were highlighted by NLTV, the disclosures have become the spilled beans. What is more serious than what has been disclosed by Nitti Ayog, the brain of the country. The series of gross mismanagements of funds in Nagaland according to the Reports of Comptroller and Auditor General(C&AG) of India cannot be challenged by anyone since the financial figures and act of commissions by each Department were approved by the respective Public Account Committees in the Evidence Meetings. Look at the projected Nagaland’s budget deficit that stands roughly at Rs.3000 crores or above by the year end as against the projected deficit of Rs. 600 crores as for Assam speaks volumes for itself comparatively speaking. Just as North Korea is un-

popularly popular for its missiles as against the pathetic economic condition of the common men, Nagaland is the most un-popularly popular State in the country for its misgovernance and the gap between the haves and the have-nots. Throughout the 58 years of Nagaland Statehood, the successive State Govts. had never exclusively governed Nagaland even for a brief period of time but with the erstwhile powerful FGN till 1975 followed by more national govts. of the divided NNC/FGN post 1980. Yet, so much progress and developments could be brought to Nagaland all through those periods despite hassles because there was always dichotomy between the elected Govt. and the rest. In those turbulent decades, Nagaland did not lag behind any newer State in the NE as we are left to the rock bottom today. Today, if Nagaland has 11 NPGs, Manipur has 18 insurgent groups, and yet Manipur is one of the most progressive States in the NE as there exists the dichotomy between the elected Govt. and the insurgent govts. Whereas, in Nagaland one can hardly recognize who rules the roost. The UDA is taking shelter under dillydallying ploys with regard to RIIN and without which the haywire remains, and the ILP cannot be enforced in Dimapur District. To UDA, the Mrs. Banuo Z. Jamir Commission’s report is the Frankenstein’s creation. The UDA has been a stumbling block to augmentation of Dimapur Airport against the interest of Nagaland and also against the wishes of the Union Civil Aviation Ministry. The Kohima High Court building construction at Merema began in 2007 is in its 14th year with 35% progress as reportedly learnt as against the same category of High Courts in Tripura, Manipur and Meghalaya which completed the projects within 6 years each and started functioning since 2013. The Kohima Medical College may become another reverie. The dusty 4-lane DimapurKohima road construction has been in shambles along with the other 2-lane road constructions for want of quality workmanship and timely completion. Etc., etc. The future of the youth in Nagaland is damn grim. The then PDA Govt. has banned the appointment to post vacancies since the last two years and the same order remains. The vacancies may be even more than 5000 posts. Whereas, the figure of the

educated unemployed youth has risen obviously as the State Govt. has become too helpless to take care of our potential educated youth. On the contrary, there seems to be people who enjoy dual salaries and people who consume pension benefits against ghost pensioners. Also, there seems to be cadres belonging to certain NPGs being in Govt. service or vice versa. Thus, the Govt. allows some unscrupulous people to avail undeserved benefits to the hilt at the cost of the deserving youth. Whereas, the Govt. is scare to clean the Augean stable. While the Govt. has banned the recruitment, hundreds of the educated youth are attaining overage every day as the weeks, months and years wait for none. In complete absence of a single industry, how our youth be absorbed? Had there been peace and security in Nagaland, the private entrepreneurs would have flourished and by which large chunk of youth would have been engaged in private sector. Unfortunately the State Govt. miserably fails to show its existence and rather allowed the unscrupulous elements to superimpose and under such environment no business can grow. The noise raised by the Business Association of Nagaland and the complete closure of shops by CNCCI supported by host of organizations on 16.9.2021 sent clear token message to now UDA that the State Govt. is responsible for the retrogression of the economy and impoverishing the people in Nagaland. I wholeheartedly congratulate the BAN & the CNCCI for having fearlessly carried out the token protest against the Govt. for shedding off its responsibility. The more fortunate citizens are those employed in Govt. service and yet not free from exploitation in respect of deduction of salary for paying illegal taxes. In such business, some unscrupulous employee collector cannot be ruled out in sharing the spoils with one or two more NPGs. It also cannot be ruled out the practice of certain unscrupulous Govt. employees harassing the gullible employees with salary deduction for themselves by misusing the name of the NPGs. I can imagine how those IIIrd grade and IVth grade employees in certain Department have been surviving without pay for a single month for the last 9 months this year in a row. In such chaotic situation the elected Govt. has virtually opted to be the back bencher thereby exposing the general

public to be the easy prey of the predators directly or indirectly. These are the few instances of how the indigenous citizens of Nagaland have been reeling under untold miseries over the two and half decades. What then is the Remedy for all the ills inflicting Nagaland and compelling the gullible public to be the ultimate victim? The Remedy is the political solution out of the already concluded political negotiations in October, 2019 which remains elusive ambiguously. The solution will drastically reduce the number of governments from 12 to possibly 3 including the State Govt. When one becomes impatient about the inordinately delay with the solution, we tend to blame the GoI as though it is solely responsible. Yet, when we introspect ourselves, the Nagas are indeed largely responsible for the delay as we have divided ourselves into for and against the political solution. The formal political negotiations under the theme agreements called the Framework Agreement (FA) of the NSCN (IM) and the Agreed Position (AP) of the Working Committee (WC), 7 NNPGs respectively with the GoI could be completed in October, 2019. The official conclusion of the negotiations implies that the dateline set for closure was mutual between the GoI and the two Naga negotiating groups. Besides, it implies that no matter whatever were the contentious issues, each party had in the processes, prior to closure, ultimately resolved it or to leave such matter for further persuasion post solution with the backdrop that the GoI made it clear to the Naga negotiators that the issues of sovereignty and integration are not negotiable in the ongoing process. In other words, what is left to be done is simply the agreement to be signed by the parties. Accordingly, the WC of 7 NNPGs has made its position clear that they are ready to sign the agreement. Whereas, the NSCN (IM) is sticking to its constitution and flag which are synonymous symbols of sovereignty. Thus, the NSCN(IM) is found unwilling to have the logical conclusion. Nevertheless, as I understand the standpoints of the Naga negotiators, any agenda is expected to be within the parameters of the basic agreements of FA and AP so reached respectively after all those are gentlemen agreements and nothing was done under duress. The approach to negotiation is expected to be realistic and

practical as it is in the 24th year of negotiation as for NSCN(IM). The lengthier period of negotiation will neither become more convincing to either party nor can it fetch greater dividend as for the formal closure of the negotiations in October, 2019 says so. I believe that both the NSCN(IM) and the 7 NNPGs entered into negotiations with the objective to bring about a new era of genuine peace post solution in which the people expect to have a happier life than what we have today. The State of Nagaland is not made to host the indefinite political negotiation. The people of Nagaland are tired of nurturing negotiations as it is found to be expensive and too taxing. No negotiator is supposed to enjoy the negotiation at the expense of the poorer mass, the youth and particularly the educated unemployed youth and the struggling indigenous entrepreneurs. The traders and the entrepreneurs are heavily taxed directly, and yet the general public are to bear the brunt of it ultimately. The cost of living in Nagaland is too expensive for the impoverished masses. Similar to that of Afghan situation, the bona fide citizens of Nagaland have been facing curbs in respect of freedom of business, freedom of speech and freedom of developments. Some who tends to usually campaign against Human Rights violation are sponsoring Human Rights violators. Many well to do local entrepreneurs lost interest to invest here in their homeland, Nagaland. Nagaland is economically strangulated by a typical strong syndicate. This syndicate is hell bend to perpetuate the status quo. The expected political solution is the only panacea that can at least mitigate the amount of sufferings faced by the indigenous citizens of Nagaland. The UDA ministry has to stop pampering any negotiator trying to have inconclusive negotiation using it as its goldmine. The UDA’s facilitation must not transform the exercise into a protracted negotiation. The UDA’s facilitation is expected to be explicit and not the sophistic jargon laced with political motive. I also feel that the undue indulgence of the State leaders of not only from Nagaland but also from neighbor State in the negotiation process may dent on the political status of the negotiations from that of PM level down to that of State level. NEW DELHI, OCT 5 (PTI): India’s services sector activity continued to expand in September, supported by favourable underlying demand amid the easing of COVID-19 restrictions, but lost some momentum from August’s 18-month high level, a monthly survey said on Tuesday. The seasonally adjusted India Services Business Activity Index fell from 56.7 in August to 55.2 in September, but remained well above its long-run average. “Despite easing from August, the rate of expansion was marked and the second-fastest since February 2020,” the survey said. Buoyed by signs of improvements in underlying demand, Indian service providers took on additional staff during September. The increase in employment ended a nine month sequence of job shedding, but was marginal overall as some panellists indicated having sufficient workforces to deal with their workloads.

These eerie lanterns are the nests of several species of Asian paper wasps, and the gleam comes from silk fibers in the nests that fluoresce when struck by ultraviolet light, researchers report in the August Journal of the Royal Society Interface. “When you see it, it’s just magic,” says chemist Bernd Schöllhorn of the Molecular Electrochemistry Lab at the University of Paris and CNRS. Schöllhorn and colleagues discovered the nests while searching forests in Vietnam for fluorescent insects using powerful UV torches. “It looked like somebody turned on a flashlight in the forest, but nobody was there,” he says. Fluorescence occurs throughout the animal kingdom. Platypuses, scorpions and polka dot tree frogs, for example, all fluoresce under UV light (SN: 11/6/20; SN: 4/3/17). After analyzing the fluorescence of the nests of some Asian paper wasps (Polistes spp.) in the lab, the researchers found that silk threads in the nests glow more brilliantly than other documented fluorescent biomaterials. The nests of one wasp species, P. brunetus, emitted about one-third as much light as they absorbed. And in some cases, the nests were visible by the naked eye from up to 20 meters away. “We haven’t seen any other example like that,” Schöllhorn says. The fluorescence must benefit the wasps somehow, the researchers say, though

The league will be conducted at a single venue, stepping away from the traditional caravan format followed in the previous seasons, Mashal Sports, the organisers of the event said on Tuesday. “Keeping the health and safety of the players and all stakeholders in mind, this year the league will be held without spectators, at a single venue in Bengaluru, moving away from the traditional caravan format,” said the organisers in a statement.
