Nikki-led NSCN (K) to sign CF with GoI of the overwhelming sentiments among Nagas for an early solution to the protracted issue. “We expect Government of India to respond positively by honouring our decision as a confidence building measure in the larger interests of peace in Nagaland and Naga people in general,” the statement read. Interacting with a group of people including some media persons on the outskirts of Dimapur in January this year, Nikki asserted that his group will take into confidence the wishes and desire of the Naga people for achieving an honorable and acceptable solution to the decades-old Naga political issue. He further stressed that unity among the Nagas was paramount for any kind of lasting solution that would be acceptable to all. “If all

the groups cannot come and sit together and the public representatives cannot bear witness, there is no point in having dialogue,” he said. Nikki maintained that the decision to join the peace talks or to revive the ceasefire was to fulfil the wishes and aspirations of the Nagas- to give peace a chance and not with the expectation that the Government of India withdraw the cases against him. Nikki said his only wish was that Nagas unite. While indicating that the group led by him will remain as a separate entity like that of the NSCN (I-M) and WC, NNPGs- in the peace talks with the Government of India, Nikki said that there may be differences among various groups, but unless all three-- NSCN (IM), WC NNPGs and NSCN (K)- sit together, there cannot be any head way.

Opposition-less govt would be a fraud on people, says TNR DIMAPUR, SEP 5 (NPN): Claiming that governance and constitutional obligation of an elected government had nothing to do with the ongoing peace talks between Government of India and Naga political groups (NPGs) or the question of unity among NPGs, The Naga Rising (TNR) said the decision to form ‘Nagaland United Government’ by the NDPP-led PDA government along with opposition NPF in the name of unity and solution was hardly convincing.

In a statement, TNR said the fact that there was already a parliamentary panel on Naga issue represented by members from both the ruling and opposition parties made it even more bizarre. It said the PDA government deciding to abdicate its governance responsibility and NPF absolving itself from playing the role of a responsible opposition were driven by misplaced reasoning, adding that political solution, reconciliation or coming together of NPGs

should not be mixed up with the functioning of parliamentary democracy. TNR asked the chief minister and ruling alliance to instead focus on providing good governance to the State and fulfilling the mandate on which they have been elected – corruptionfree government with the slogan “change is coming”. If at all, TNR said the Parliamentary Panel on Naga issue, already represented by both the ruling and opposition parties, should come out with a

clear formulation/draft and timeline for NPGs to work together towards one solution. Mentioning that people of Nagaland could do without a “role model opposition-less government”, TNR said they would rather have the elected government and opposition perform their respective constitutional obligations. It quoted American writer Walter Lippmann, “…in a democracy, the opposition is not only tolerated as constitutional, but must be maintained because it is

indispensable.” It pointed out that in a representative democracy, people exercised their adult franchise to elect legislature, to which the real executive/ government, or the council of ministers, should be responsible. “Collective responsibility is, therefore, a basic feature of the constitution and it is for the Legislative Assembly to enforce the collective responsibility of the council of ministers to itself as provided under Art 164 (2). Office of a telecom service provider lockded by ZRSU.

DIMAPUR, SEP 5 (NPN): Zunheboto Range Students’ Union (ZRSU) has shut down offices of all telecom service providers (TSPs). This followed as part of the union’s next course of action after its 15-day ultimatum to TSPs to ensure stable network connectivity in Zunheboto ended and the authorities concerned failed to meet its demands. Earlier, ZRSU had made several appeals and

requests to the TSPs to improve their network in Zunheboto, but failed to get any positive response. As such, the union shut down all offices of the service providers in Zunheboto for an indefinite period. ZRSU further warned the telecom service providers that an “intensive and substantial” course of actions would be initiated against them if they fail to address its demand. K Y M C
