New Covid-19 variant XE found in UK
LONDON/NEW DELHI, APR 5 (PTI/AGENCIES): A new Covid-19 variant called XE has been found in the UK, which is a mutation of strains of the Omicron variant, and early indications suggest it could be around 10 per cent more transmissible than other Omicron mutations, it emerged on Tuesday. The World Health Organization (WHO) has also flagged the emergence of a new variant, the XE recombinant, in the United Kingdom. The WHO, in its weekly epidemiological update, said the recombinant was detected in the United Kingdom on January 19 and over 600 sequences have been reported and confirmed since. It went on to add: “Early-day estimates indicate a community growth rate advantage of 10 per cent as compared to BA.2. It explained that, of these, XD and XF are recombinants of Delta and Omicron BA.1, while XE is a recombinant of Omicron
BA.1 and BA.2. A recombinant variant occurs when an individual becomes infected with two or more variants at the same time, leading to a mixing of genetic material in the human body. Several such recombinants have emerged in the past during the pandemic. UKHSA is studying XE a mutation of the BA.1 and BA.2 Omicron strains and as of March 22, 637 XE cases had been detected in England, according to
official figures. Professor Susan Hopkins, UKHSA’s chief medical advisor, said such variants are known as recombinant and usually die off “relatively quickly”. There is no evidence XE is any more serious in disease severity, with all Omicron variants so far shown to be less severe. “So far there is not enough evidence to draw conclusions about transmissibility, severity or vaccine effectiveness,” Hop-
kins told The Sun’. As of March 16, XE had a growth rate 9.8 per cent above that of the so-called stealth BA.2 Omicron variant already known to be highly transmissible, the UKHSA said. The agency cautioned that “as this estimate has not remained consistent as new data have been added, it cannot yet be interpreted as an estimate of growth advantage for the recombinant.” “Numbers were too small for the XE recombinant to be analysed by region,” the UKHSA said. According to the agency, while there are signs of community transmission of XE in England, it remains less than 1 per cent of the totally sequenced coronavirus cases. The XE variant has also been detected in Thailand and New Zealand. The World Health Organisation (WHO) has said further data is required before more can be said about the mutation.

Rio’s call to preserve and promote rich Naga culture DIMAPUR, APR 5 (NPN): Nagaland chief minister Neiphiu Rio Tuesday called upon Nagas to preserve and promote the rich Naga culture and heritage by documenting them. He said this while speaking at the Phom Monyu tribal festival celebration at Longleng local ground as special guest. Rio said that in order to preserve and promote the rich culture and traditions, mini hornbill festivals and tribal festivals were organised in every district of the State. He also advised the people to uphold their colourful attires without imitation to attract tourists, DIPR report stated. Maintaining that Nagaland was a tribal State with every tribe having own unique culture and tradition, Rio said this was the reason why the State was referred to as the “Land of Festivals”. India logs 795 new COVID-19 cases NEW DELHI, APR 5 (PTI): With 795 new Covid-19 infections reported in a day, India's total tally of cases rose to 4,30,29,839, while the active cases dipped to 12,054, according to the Health Ministry. The death toll climbed to 5,21,416 with 58 fresh fatalities on Tuesday. NPN adds: Nagaland recorded nil Covid-19 cases and deaths for the third consecutive day on Tuesday. The total Covid-19 caseload and death toll remained unchanged at 35477 and 759 (including 4 non-Covid deaths but with positivity) respectively.

NEW DELHI, APR 5 (AGENCIES): Out of the Rs.1.25 lakh crore, which companies have spent as part of their mandatory corporate social responsibility (CSR) over the last seven years, only Rs.8 crore--about 0.006% -- has been spent in Nagaland, according to government data presented in the Rajya Sabha on Tuesday, reports The Hindu. In response to a question on CSR spending, Minister of State for Corporate Affairs, Rao Inderjit Singh, also said that 4-5% of the last seven years’ CSR funds have been donated to the PM CARES Fund, which has only been in operation for the last two years. He
added that CSR money was not allowed to be donated to the Chief Minister’s Relief Funds, as that would mean that “the funds from these companies will only go as per the direction given by the Chief Minister”. Responding to BJP MP Geeta’s query regarding the use of CSR funds to develop the socially, economically and educationally backward areas of the country, Singh said that the broad principle of the law on CSR funds was that the money should be spent in the local area where a company operates, although this was not mandatory. In a supplementary question, Congress MP L. Hanumanthaiah said the
government should make it mandatory for companies to spend their CSR funds in backward districts. “What happens is that, generally speaking, companies tend to spend the money in the areas where they are located. The main beneficiaries thereafter, are say States like Maharashtra, Gujarat, Tamil Nadu, Andhra Pradesh, Delhi. And areas in the northeast, say, Nagaland, get very little CSR spending,” the Minister replied. “So, in the last seven years, since CSR has been in vogue, Nagaland has only been able to get Rs.8 crore out of the Rs.1.2 lakh crore spent under CSR by various
companies.” He added that there is a guideline for public sector undertakings to spend 60% of their CSR funds in aspirational districts. He later made it clear that it was up to a company’s board to decide where their CSR funds were spent and that while the government could make suggestions, it could not direct any company to spend in the northeastern region. PM CARES Fund, set up only in March 2020, has accepted CSR funds from PSUs and private sector companies. Its head office is situated in the PMO, but is not a governmental fund, according to Centre’s responses to RTI queries.
DIMAPUR, APR 5 (NPN): Providing no respite to consumers from rising fuel prices, the state-owned oil marketing companies (OMCs) on Tuesday increased the prices of petrol and diesel across the country for the 13th time in the last 15 days. According to a price notification of OMCs, prices of both petrol and diesel were hiked by 80 paise a litre each. After the rate revision, petrol price in Dimapur climbed to Rs.106.61 per litre, while diesel price rose to Rs.92.93 per litre. In the state capital Kohima, prices of petrol and diesel have soared to Rs.107.73 per litre and Rs.93.82 a litre respectively.
NSCN (I-M) hits out at Dr. SC Jamir More units extend support to NIDA demand
DIMAPUR, APR 5 (NPN): NSCN(I-M) has again hit out at former chief minister and governor Dr. SC Jamir for mentioning to Prime Minister Narendra Modi in Delhi, that since flag and constitution were not in Framework Agreement, solution should not be delayed on account of them. It may be noted that Dr. Jamir had said this while meeting the Prime Minister in Delhi to strongly urge the latter to bring early solution to the Naga political issue since talks had concluded officially on October 31,2019. Reacting to the Jamir’s remark, NSCN (I-M) termed it as another “desperate at-
tempt” by Dr. Jamir to campaign for the “new version of his 16 Points Agreement” NSCN (I-M) through its MIP said it was not a wonder that “Jamir was in Delhi recently to knock at the door of the Prime Minister of India Narendra Modi to give strong hints to sign the Naga solution based on Agreed Position which favor his political dream.” NSCN (I-M) however cautioned that the process, Jamir did not foresee that “it would invite another era of bloodshed”. NSCN (IM) said the choice was thus left with the Prime Minister either to choose Jamir the trouble-maker or a perma-
nent peaceful settlement of the Naga issue. Further, NSCN (I-M) accused him of having sabotaged a meeting between then Prime Minister Jawaharlal Nehru and Naga leader AZ Phizo. It claimed that Nehru knew that the 16-Point Agreement would not resolve the Naga issue and therefore expressed his desire in the Parliament to meet Phizo to resolve the Naga issue once and for all. However, NSCN (IM) alleged that Jamir, then serving as a parliamentary secretary, protested and successfully prevented the meeting from taking place. (Full text onp-6)

When Poonawalla was queried if vaccines would work on new Covid variants, he said that vaccination will be effective only if a booster dose is taken, as this will form protection from future variants. “Our vaccines have proven better than those in other countries. Rainfall likely to continue over NE DIMAPUR, APR 5 (NPN): India Meteorological Department (IMD) has predicted rainfall activity in parts of North East region during next five days. In its bulletin, IMD stated that under the influence of strong southwesterly winds from Bay of Bengal to northeastern States at lower tropospheric levels, fairly widespread to widespread rainfall was very likely over Arunachal Pradesh, AssamMeghalaya and isolated rainfall over Nagaland, Manipur, Mizoram & Tripura during next five days.
It stated that isolated thunderstorm/lightning activity was very likely over Assam-Meghalaya, Arunachal Pradesh, Nagaland, Manipur and West Bengal-Sikkim during April 5-7. IMD also precited heavy rainfall over AssamMeghalaya and Arunachal Pradesh on April 6 and over Sub-Himalayan West Bengal-Sikkim during April 5-8. DIMAPUR: Hans Foundation donated nine mobile medical units (MMUs) to Mon district on April 4 during a function held in the council hall, Mon. According to a DIPR report, this is the largest Corporate Social Responsibility (CSR) funded project in a single district in the state and would be officially flagged off by state chief minister, Neiphiu Rio on April 6. During the pro-
gramme, deputy commissioner (DC) Mon, Thavaseelan K highlighted the past activities and works done by Hans Foundation in the district. The department of Health & Family Welfare, representatives from KU, KNSK, KSU, KBBB and advisor for Social Welfare and Home Guards and Civil Defence, Noke Wangnao on behalf of the elected members expressed their gratitude to the Foun-
dation for bringing the project in the district. They also acknowledged district administration led by DC under whose leadership many such initiatives were taken. DIMAPUR: Divisional Management Unit (DMU, Mokokchung Forest Division of Nagaland Forest Management Project (NFMP) held its annual review meeting for the year 2021-22, in the office complex, Marepkong under Mokokchung district on April 4 and 5. Meghalaya: Two killed in rain-triggered landslides
ITANAGAR, APR 5 (PTI): Early monsoon rains have triggered landslides in various parts of Arunachal Pradesh, snapping surface communication and disrupting normal life, officials said on Tuesday. Moderate to heavy rainfall has been recorded at several places in the northeastern state in the last five days, and the weather office has forecast more downpour for the next 48 hours, they said. Arunachal Pradesh received over 15 cm rainfall over the past few days, the Met department said.
The incessant rainfall has triggered a series of landslides at different locations across state capital Itanagar, posing a threat to vulnerable buildings. Capital Deputy Commissioner Talo Porom has urged people living in areas at risk to shift to safety. He also expressed concern over illegal earth-cutting activities that are carried out near the national and state highways. Several bridges have collapsed due to the torrential rainfall, while roads were washed away by landslides in the strategically
located Anjaw district near the China border, the officials said. Reports of a flood-like situation have been received from Namsai, Changlang and Tirap districts, they said. The Lohit district administration has also issued a traffic advisory to avoid travelling to Anjaw in the wake of the inclement weather. It has appealed to people to stay away from river banks and refrain from fishing activities. Restoration work is underway in the affected areas, the officials added.

As many as seven landslides were reported across the state in the last 24 hours, they said. Two people, identified as Rohit Kshiar (14) and Dilibon Tangsang (35), were killed in a landslide in Mawlat village in East Khasi Hills district, an official of the state disaster management authority said. Two houses and two shops were washed away in another landslide in Umblai village. A portion of the Thangbnai-Mawlyngot road was damaged and a vehicle was washed away. Work was underway to
clear the road, he said. Five houses were destroyed and one person sustained minor injuries in a landslide in Lyngshing village. A portion of the road was eroded due to a landslide near Wahumkhrah River in Wahingdoh. Traffic was affected due to landslides on Mawphlang Balat Road in Mawsynram Block and NH 40 (Shillong-Dawki Road). Students appearing for board examinations were stranded but police assisted them in reaching their centres on time. Officials rushed to the locations and foodgrain, blankets and other essential items were distributed among those affected. Deputy Chief Minister Prestone Tynsong asked executive engineers to remain alert.

SHILLONG, APRIL 5: The Voice of the People Party (VPP) has termed the Memorandum of Understanding (MoU) signed between Meghalaya and Assam a “complete sell out” by the ruling Meghalaya Democratic Alliance (MDA) coalition of land belonging to Meghalaya. “This MoU has drawn flak from various quarters and has also irked the people in the border areas. Hence the VPP feels that this agreement is not acceptable,” VPP president Ardent Miller Basaiawmoit said. The former Meghalaya legislator also questioned the decision of the Meghalaya government to give away some portions of land to Assam for which there was no contest. “The VPP feels that this agreement is not acceptable. We would like to tell Chief Minister Conrad Sangma and Deputy Chief Minister Prestone Tynsong that the border
areas are not their personal property and they cannot do whatever they want,” Basaiawmoit said. Terming the MoU signed between the Chief Minister Sangma and his Assam counterpart Himanta Biswa Sarma as “nothing but a complete sell out” by the MDA government of land belonging to Meghalaya, Basaiawmoit said, “The Meghalaya government had promised to the people of the state that it would adopt a policy of give and take as far as the settlement of the boundary problem is concerned. Therefore, it was expected that the two states would prepare a list of villages belonging to Meghalaya and Assam respectively to be transferred according to the said policy.” However, the former legislator said that VPP was taken aback when details of the MoU was shared on the public domain and found that even areas which were not contentious would also be transferred to Assam.
NEW DELHI, APR 5 (AGENCIES): The Centre government has allocated six times more funds for the development of infrastructure along the SinoIndian border in Arunachal Pradesh—from Rs 42.87 crore in 2020-21 to Rs 249.12 in 2021-22, reports arunachal24.in. Union Minister of State for Home Nityanand Rai said in Lok Sabha that Rs 602.30 crore has been allocated in 2021-22 and Rs 355.12 crore in 2020-21 under the Border Infrastructure and Management (BIM) scheme to improve infrastructure along the international border in the
Northeast—with China, Mynamar and Bangladesh. While Rs 42.87 crore was allocated under the BIM for the India-China border in the Northeast in 2020-21, Rs 249.12 has been allocated in 2021-22 for it, he said in a written reply to a question. India shares 3,488 km-long Line of Actual Control with China from Ladakh to Arunachal Pradesh. Arunachal Pradesh shares a 1,126-km-long border with China. Rai said Rs 17.38 crore was allocated under the BIM for the India-Myanmar border in 2020-21 and Rs 50 crore has been allocated for the same in 2021-22. He said Rs
294.87 crore was allocated under the BIM for the IndiaBangladesh border in 202021 and Rs 303.18 crore has been allocated for 2021-22. According to the minister, the government has adopted a multi-pronged approach to strengthen the security along international borders, which includes de ployment of border guarding forces, effective domination of the borders by patrolling, laying nakas, manning observation posts, vulnerability mapping and holistic review of deployment periodically, establishing new border outposts, deployment of surveillance equipment etc.
Methamphetamine tablets worth Rs 30 cr seized
AIZAWL, APR 5 (PTI): In a major drug haul, a CID team seized one lakh tablets of methamphetamine, also known as party drugs, worth Rs 30 crore in Aizawl, police said on Tuesday. Acting on specific input, the team raided Zohnuai area at Vaivakawn neighbourhood in Aizawl on Monday night and recovered the contraband from the possession of a woman peddler, a resident of Farkawn village in Champhai district

Last week, the state police seized at least 52 gm of heroin worth over Rs 26 lakh in the international market and five kilogramme of Ganja (cannabis) worth Rs 3.5 lakh. At least five persons, including a Myanmar national, were arrested in connection with the seizures.

The exam is being conducted offline with marked improvement in the COVID-19 situation with daily infections having dropped sharply to fewer than 10. The state government
has also removed almost all the restrictions under Disaster Management Act 2005 except SOP and guidelines to be in force in schools, colleges and other educational institutions issued by the state education department with effect from April 1. The exam is being held following all COVID-19 SOP issued by the state education department and guidelines issued by the state health department. On the expulsion on grounds of impersonation, BOSEM said that the impersonation for the student under roll no. 40614 was found at the exam centre at Yumnam Huidrom Government High School in Imphal
West district. A l s o, t h e H S S L C (Class-XII) exam to be conducted by the Council of Higher Secondary Education Manipur (COHSEM) will begin from Thursday. The offline exam will be held at 118 centres and a total of 28,400 students will be appearing the exams. Of the total, 8,203 are from the arts stream while 19,629 are from the science stream and 568 from commerce stream. Official sources said that authorities of COHSEM had taken all necessary steps to conduct examinations in a free and fair manner with strict adherence to the COVID-19 SOP and guidelines.

The cases of African Swine Fever in Sikkim are going up north a result of which the Sikkim department of animal husbandry has decided to put curbs in place so as to monitor the spread of this deadly virus

African Swine Flu (ASF) happens to be a highly contagious viral disease emanating from pigs. The disease generally leads to a high mortality rate in its extreme form. Set to cover a total distance of almost one lakh km, the bikers will set forth in groups on their journey from Guwahati on April 9 and return to the same point on April 16 after covering eight states in the region, the organisers, Amazing Namaster Foundation, said in a press release. “This expedition is to boost and promote tourism in the Northeast and help showcase this beautiful region and its unique character through diverse lens,” they said. SC to hear PIL challenging electoral bond scheme
NEW DELHI, APR 5 (PTI): The Supreme Court on Tuesday agreed to list for hearing a PIL challenging laws permitting funding of political parties through the electoral bond scheme. A bench comprising Chief Justice N V Ramana and Justices Krishna Murari and Hima Kohli took note of the submissions of lawyer Prashant Bhushan, appearing for PIL petitioner NGO, ‘Association for Democratic Reforms’, that the issue was “critical” and needed an urgent hearing. “It has been reported today morning that a Calcutta-based company paid Rs 40 crores through electoral bonds to ensure that there was no excise raid on it. This distorts democracy,” Bhushan said, adding the plea has been mentioned earlier also for urgent listing. Assuring an early listing, the CJI said, “If it was not for Covid ...then I would have heard all of this.” Earlier, Bhushan had sought an urgent listing of the PIL from the apex court on October 4 last year seeking a direction to the Centre not to open any further window for sale of electoral bonds during the pendency of a case pertaining to funding of political parties and alleged lack of transparency in their accounts. The NGO, which had filed the PIL in 2017 on the alleged issue of corruption and subversion of democracy through illicit and foreign funding of political parties and lack of transparency in the accounts of all political parties, had filed an interim
application in March this year before the assembly polls in West Bengal and Assam seeking that window for sale of electoral bonds be not reopened. The NGO, in its application filed in the pending petition, had claimed that there is a serious apprehension that any further sale of electoral bonds before the upcoming Assembly elections, including in West Bengal and Assam, would further “increase illegal and illicit funding of political parties through shell companies”. It had alleged that as per data on electoral bonds declared by political parties in their audit reports for 2017-18 and 2018-19, the “ruling party had received more than 60 per cent of total electoral bonds issued till date.” The application had claimed that so far more than Rs 6,500 crore worth of electoral bonds have been sold with the majority of donations going to the ruling party. On January 20 last year, the apex court had refused to grant interim stay on the 2018 Electoral Bonds Scheme and sought responses of the Centre and the Election Commission on an interim application by the NGO seeking stay on the scheme. The government notified the Electoral Bond Scheme on January 2, 2018. As per provisions of the scheme, electoral bonds may be purchased by a person, who is a citizen of India or incorporated or established in India.

Speaking to reporters, Union minister Anurag Thakur said every member of the Gandhi family has tried its hand in helming the Congress but it continues to face defeat, with an overwhelming number of its candidates even losing deposit in the recent UP assembly elections. Rahul steered the party in the West Bengal polls but the Congress could not win a single seat, he said, adding that the party performed poorly in the UPpolls when Priyanka Gandhi Vadra spearheaded its campaign. NEW DELHI, APR 5 (PTI): The Ministry of Information and Broadcasting has directed the blocking of 22 YouTube-based news channels, of which four are from Pakistan, alleging that they were spreading fake news that could impact national security, foreign relations and public order. This is the first time that action has been taken against the Indian YouTubebased news publishers since the notification of the IT Rules, 2021 in February last year, it said. In an official statement, the ministry said that it issued an order on Monday to block 22 YouTube channels, three Twitter accounts, one Facebook account and one news website. With this action, the ministry has, since December 2021, issued directions for blocking 78 YouTubebased news channels and several other social media accounts on grounds related to national security, sovereignty and integrity of India, public order, etc.
“Through the recent blocking order, 18 Indian and four Pakistan-based YouTube news channels have been blocked,” the ministry said, without naming them. The blocked YouTube channels had a cumulative viewership of over 260 crore, the ministry said in an official statement, adding that they were spreading fake news and coordinated disinformation over social media on subjects sensitive from the perspective of national security, India’s foreign relations, and public order. According to the ministry, multiple YouTube channels were used to post “fake news on various subjects such as the Indian Armed Forces, Jammu and
Kashmir, etc.” “The content ordered to be blocked also included certain anti-India content posted from multiple social media accounts operated in a coordinated manner from Pakistan. “It was observed that a significant amount of false content was published by the Indian YouTube channels related to the ongoing situation in Ukraine, and aimed at jeopardising India’s foreign relations with other countries,” it said. The ministry said that the blocked Indian YouTube channels were using templates and logos of certain TV news channels, including images of their news anchors to mislead the viewers to believe that the news was authentic. “False thumbnails were used, title and thumbnail of the videos were frequently altered to increase the virality of content on social media. In certain cases, it was also observed that systematic anti-India fake news was originating from Pakistan,” it said.

NEW DELHI, APR 5 (PTI): Assets worth Rs 4.81 crore of the family and companies “beneficially owned and controlled” by Delhi minister and AAP leader Satyendar Jain have been provisionally attached in connection with a money-laundering probe against him, the Enforcement Directorate said on Tuesday. Jain, 57, is the minister for health, power, home, PWD, industries, urban development, flood, irrigation and water in the Arvind Kejriwal-led government. The ED had in 2018 questioned the AAP MLA from Shakur Basti in connection with the case. He had worked in the Central Public Works Department and later quit his job to set up an architectural consultancy firm. In a statement, the ED said it has issued a provisional order under the Preven-
tion of Money Laundering Act (PMLA) for the attachment of the assets. The “attached immovable properties worth Rs 4.81 crore belong to Akinchan Developers Pvt. Ltd., Indo Metal Impex Pvt Ltd, Paryas Infosolutions Pvt. Ltd., Manglayatan Projects Pvt. Ltd., J.J. Ideal Estate Pvt. Ltd., Swati Jain, wife of Vaibhav Jain, Sushila Jain, wife of Ajit Prasad Jain, and Indu Jain, wife of Sunil Jain.” The probe found that “during the period 2015-16, when Satyendar Kumar Jain was a public servant, the companies beneficially owned and controlled by him received accommodation entries to the tune of Rs 4.81 crore from shell (paper) companies against cash transferred to Kolkata-based entry operators through the hawala route.”

s the world watched Putin’s invading forces battering Ukraine since February 24 and reducing much of the country to rubble and killing thousands of civilians, Europe’s worst conflict in decades, sparked by Russia’s invasion of Ukraine, has already left some 20,000 people dead, according to Ukrainian estimates. Nearly 4.2 million Ukrainians have fled the country, with almost 40,000 pouring into neighbouring countries in the last 24 hours alone, the UN refugee agency said. As Russian troops retreated from occupied areas around Kyiv the Ukrainian capital, from April 2, the victorious Ukrainian forces entered the towns. However, the scenes that greeted them, especially at Bucha, was too horrific to be described. The Ukrainians and some European observers and media persons discovered mass graves of some 300 people, dead bodies of executed victims lining the roads and homes and allegations of rapes and torture of women even on children. Britain, France, Germany, the US and NATO all voiced horror at Ukrainian reports of nearly 300 bodies lying in the street in Bucha. Ukraine and Western nations have accused Russian troops of war crimes after the discovery of mass graves and “executed” civilians near Kyiv, prompting vows of action at the International Criminal Court (ICC). City mayor Anatoly Fedoruk said 280 other bodies had been buried in mass graves. The Russian soldiers had gone beyond destroying civilian homes, hospitals and institutions to committing mass murder, rapes and genocide. This was the kind of war Russia waged as it faced reverses due to the heroic fight put up by the Ukrainians who had inflicted very heavy casualties on Russian soldiers. Russia had targeted and killed civilians and created “harsh conditions of life” in many parts of Ukraine, including the besieged city of Mariupol. In these cities, civilians were without food or water continue to be denied access to lifesaving aid shipments. Russians also reportedly forcibly transported hundreds of Ukrainians, including children, to Russia. The action of the Russian invasion force directly implicates Russian dictator Vladimir Putin as the one responsible for ordering the invasion of Ukraine. The Russian invaders had wilfully killed many Ukrainians besides torture, destroying homes, committing rapes or forcing civilians to leave their homes. The other accusation on Russia is for crimes on humanity of actions that targeted a particular group with the intention of destroying it. This is described as a genocide and a serious crime that the former Nazi leaders were prosecuted for. Putin will be held accountable either by the International Criminal Court (ICC) or the European Court of Human Rights. US president Joe Biden has called for prosecution of Putin for war crimes. The United States had already formally accused Russian forces of committing war crimes in Ukraine, and a number of national and international organizations have opened investigations, collecting evidence to build cases. The reasons that Putin gave for invading Ukraine were not even clever excuses. He could not hide his insane desire to revive the glory of Russian. He does not believe the former soviet republics deserve to be free and independent and is willing even to push the world to the brink of nuclear war to achieve his goal. If Hitler’s officials can be prosecuted for war crimes, the same yardstick should await Putin, even if it may be practically impossible.

We can never fully comprehend Christ’s agony in the Garden of Gethsemane, but at least we don’t have to misunderstand it. It is the agony of God and man in one Person, coming face to face with sin. We cannot learn about Gethsemane through personal experience. Gethsemane and Calvary represent something totally unique— they are the gateway into life for us. It was not death on the cross that Jesus agonized over in Gethsemane. In fact, He stated very emphatically that He came with the purpose of dying. His concern here was that He might not get through this struggle as the Son of Man. He was confident of getting through it as the Son of God— Satan could not touch Him there. But Satan’s assault was that our Lord would come through for us on His own solely as the Son of Man. If Jesus had done that, He could not have been our Savior (see Hebrews 9:1115). Read the record of His agony in Gethsemane in light of His earlier wilderness temptation— “…the devil… departed from Him until an opportune time” (Luke 4:13). In Gethsemane, Satan came back and was overthrown again. Satan’s final assault against our Lord as the Son of Man was in Gethsemane. The agony in Gethsemane was the agony of the Son of God in fulfilling His destiny as the Savior of the world. The veil is pulled back here to reveal all that it cost Him to make it possible for us to become sons of God. His agony was the basis for the simplicity of our salvation. The Cross of Christ was a triumph for the Son of Man. It was not only a sign that our Lord had triumphed, but that He had triumphed to save the human race. Because of what the Son of Man went through, every human being has been provided with a way of access into the very presence of God.

NSCN(I-M) reacts to Jamir’s remark on flag and constitution

laced under such a situation following another desperate attempt by Dr. SC Jamir in New Delhi when he met the Prime Minister of India Mr. Narendra Modi to campaign for the new version of his 16 Points Agreement and his repeated disparaging remark against the inclusion of Naga flag and Yehzabo (Constitution) in the Naga solution as he misinterpreted the political meaning of every single word of the Framework Agreement to suit his own political propaganda against the Framework Agreement, the National Socialist Council of Nagalim (NSCN) is constrained to expose the ugly face of Dr. SC Jamir as a political criminal. Needless to say, he is the only living architect and signatory of the 16 Points Agreement. At the

ministership in Nagaland he attempted to finish the NSCN by employing every available means at his disposal. He raised forces like Nagaland Youth Front, 9th Brigade and 6th Brigade to go all out against NSCN. But God forbid these antiNSCN forces to have their way. All these elements were eliminated in counter operations by NSCN. Again, with the sanction of the GoI, a dreaded policy of peace offensive with Rs. 103 crores was put into action to hunt down and finish the NSCN. Going further, even 100 AKs that were meant for the Nagaland Armed Police (NAP) modernization was given to a faction to fight the NSCN as he declared that ‘chaff and paddy’ has to be separated and helplessly as a last resort, instigated his gangster
faction to serve quit notice to the Tangkhuls whereby 35 innocent civilians were brutally killed including chemist, scientist, pastor, teacher, farmer, woman and students without any reservation. Wi t h h i s i n h e r e n t tendency to stoke fire of controversy, while the peace process was at its peak, Jamir published a book “Bedrock of Naga Society” where he stated that the 16 Points Agreement is the Alpha and Omega for the IndoNaga political agreement. Burdened with this turn out, the GoI was thrown into uneasy position and consequently, the Indo-Naga talk was unjustly delayed. Nevertheless, there was a high pitch for the success of the Naga political solution and the Naga people’s unflinching support was evidently displayed. Finally,
the Framework Agreement was signed which generated much political fer vor. Understandably, Jamir went through sleepless nights as he knew too well that his 16 Points Agreement has been at risk of being superseded. After this, he has been burning his midnight oil to stop from implementing the Framework Agreement. He started attacking the FA in various forms and outrageously misinterpreted to suit his way. Mr. RN Ravi’s coming to Nagaland state as the Governor gave Jamir the best opportunity to divert and dilute the FA. Much to the fulfillment of his scheming political agenda, in 2017, a third party/force was created known as the NNPGs and agreement was signed which is called “Agreed Position”, targeted against the Framework Agreement.
Reading between the lines, the Agreed Position is just a re-edited version of the 16 Points Agreement. No wonder Jamir was in Delhi recently to knock at the door of the Prime Minister of India Mr. Narendra Modi to give strong hints to sign the Naga solution based on Agreed Position which favor his political dream. But in the process, he does not foresee that it will invite another era of bloodshed. How we wish him to live another hundred years to witness how the Nagas defend their birthright! What if NSCN (Niki Sumi) were in the position of ZUF? The term, “common Nagas’ land and Naga struggle” used by NSCN (Niki Sumi) does not mean that every tom and jerry (tom dick n harry) can go about corrupting the wealth of the people in the name or pretext of the Naga National Movement in all the Naga inhabited areas or land. The Zeliangrong people too as a Naga people having common Nagas’ aspiration have been no lesser contributor to the Naga National movement and cause since its inception and is all out for inclusive and early settlement of the long-delayed Nagas’ issues. However, the Zeliangrong people too have a simultaneous movement of their own, alongside the Nagas’ struggle since colonial period to the time of flourishing NNC and to this day under socialist pattern and system of Naga Government. What logic or rhyme is there then for NSCN (Niki Sumi) group to point its finger to the fellow Nagas; the Zeliangrong people represented by ZUF? Accusing that, “ZUF was “challenging the wishes and aspiration of the Naga people” and pointed out that ZUF’s approach to Naga people’s aspiration is “subtly inclined towards the divisive policy of the adversaries that have created ar tificial
boundar y demarcation w h i c h ge o g r a p h i c a l ly and physically divide our people; adamantly making attempts to disintegrate our people and lands” as stated is provocative and resented. Know this one fact clear, that the ZUF is the legacy holder and torch bearer of the decades old movement o f Ja d o n a n g ’s “ N a g a Resistance” and of historic struggle of Zeliangrong People Convention (ZPC). The ZUF never oppose or scheme against the Naga people’s aspiration at any point of time or manner, rather supported t h e c o m m o n N a g a s ’s political talk for early, inclusive and acceptable solution and settlement. It is only a fear-psychosis or apprehensive assumption of some antagonistic Naga politicians or UG groups, wrongly speculating or viewing the ZUF’s demand as contradicting the Naga issues. The straight message of ZUF is that, the demand for Zeliangrong Homeland remains as an infallible historical fortitude under all circumstances. That the Nagas’ anticipation for solution in settlement with India delays to be resolved or conformed to the Union of India, the ZUF and its legitimate demand shall neither succumb nor surrender its movement to the present Nagas’ approach. Further affirm that,
the Zeliangrong peoples’ political asser tion for securing their homeland be it under union of India or aftermath Nagas’ settlement shall be determined. The NSCN (Niki Sumi) group imploring all section of Naga society to ponder on “the ZUF’s Jurisdictional view of the Nagas” as stated in the print media is pointless and needless but only provoking more of further reckless division among the Nagas. It is an age-old traditional practice of the Nagas to defend and uphold their village and areas’ jurisdiction. The essence of Nagas’ right over their land is based and founded on the rights of protecting the jurisdiction of the land of the Nagas. T h e r e f o r e, Z U F succinctly clarifies and r e a s s e r t s t h a t , e ve r y Naga have the right and responsibility to defend and protect their inhabited land. That no unscrupulous or self-claimed national worker/s shall be allowed to go free and unchecked in all Zeliangrong Inhabited areas. Hence the ZUF press statement was intentionally published to inform and sensitize the Naga people in general to value and uphold the rights of protecting ever y respective Naga inhabited land which is the core foundational basis of the Nagas’ politics and struggle. Maharashtra sets up SIT to Parl passes accountancy bill probe allegations against ED
NEW DELHI, APR 5 (PTI): Parliament on Tuesday passed a bill to revamp the functioning of the institutes of chartered accountants, cost accountants and company secretaries, with Union Minister Nirmala Sitharaman asserting that the changes will usher in transparency and will not in any way impact the autonomy of these bodies. Rajya Sabha passed the Chartered Accountants, the Cost and Works Accountants and the Company Secretaries (Amendment) Bill, 2022 with a voice vote after negating all amendments moved by the Opposition. Lok Sabha had cleared the bill on March 30. Replying to the discussion in the Upper House, Sitharaman asserted that the new legislation would facilitate India in creating homegrown world class institutions soon, comparable with the ‘Big Four’ in the audit and accountancy areas, and meet the global demands. “This (bill) is with the intention of making the three institutions a lot more transparent in their disciplinary matters, and raise the quality of the disciplinary processes. Above all, I think this would also facilitate India to be able

MUMBAI, APR 5 (IANS): Hitting back hard, the Maharashtra government has set up a Special Investigation Team (SIT) to probe allegations of corruption levelled against the Enforcement Directorate (ED), Home Minister Dilip Walse-Patil said here on Tuesday. The development comes nearly two months after Shiv Sena MP Sanjay Raut had written to Prime Minister Narendra Modi and Vice-President & Rajya Sabha Chairman M. Venkaiah Naidu on February 28, levelling serious charges against the ED and accusing the central agency of running an ‘extortion racket’ in Mumbai. “We have set up an SIT to probe these allegations... It is headed by Additional Commissioner of Police (Addl. CoP) Viresh Prabhu. We will give them whatever time period required for its investigations,” said WalsePatil. Among other things, Raut had submitted a list of the ED officers who allegedly extorted money of crores of rupees with the help of one Jitendra Navlani under threats of framing them in various cases. Earlier, the Mumbai

NEW DELHI, APR 5 (PTI): The south and east Delhi mayors on Tuesday asked meat shops in their jurisdictions to remain shut during Navratra, saying that “most people do not consume non-vegetarian food” for nine days, even as there was no official order issued by the civic bodies. Following their statements, several meat shop owners in these areas of the national capital kept their establishments closed, fearing action by officials. However, in some markets of the city meat is anyways not sold on Tuesdays as this day of the week is considered auspicious by many Hindus. Though mayors of the South Delhi Municipal Corporation (SDMC) and the East Delhi Municipal Corporation (EDMC) have made calls for shutting
of these shops during the nine-day festival, there has been no such word from the North corporation, which like the other two is also ruled by the BJP. While East Delhi Mayor Shyam Sunder Aggarwal claimed that during Navratra “90 per cent people do not consume non-vegetarian food”, his south counterpart Mukesh Suryan said there was “no need to open meat shops” during the festival as “most people do not consume non-vegetarian food” during this period. As the move triggered sharp reactions on social media, BJP MP Parvesh Sahib Singh Verma, however, not only supported the call by the mayors, but said such restriction should be imposed all over the country during Navratra. On closing of meat shops in areas under
the North Delhi Municipal Corporation (NDMC), a senior official of the civic body said, “I have not come across any such proposal relating to the NDMC”. National Conference leader Omar Abdullah hit out at the SDMC mayor, tweeting, “During Ramzan we don’t eat between sunrise and sunset. I suppose it’s OK if we ban every non-Muslim resident or tourist from eating in public, especially in the Muslim dominated areas. If majoritarianism is right for South Delhi, it has to be right for J&K.” Meat shops in several markets in south Delhi, including at INA and at Jor Bagh, remained shut on Tuesday, fearing action by authorities. There are around 40 meat shops in the INA market, and some owners said that the decision to

Meat shops will not be allowed to open from Tuesday during Navratra till April 11, he had said and asked the municipal commissioner to ensure strict adherence of his directives. Aggarwal also “appealed” to traders to keep meat shops closed during Navratra in view of “religious sentiments” of the community. Kamal, co-owner of Pigpo meat shop in Jor Bagh, said he had opened the shop in the morning but after learning about the mayor’s statement, decided to close it. This is the first time when the civic body has asked for the closure of meat shops under its jurisdiction during Navratri which is being observed from April 2-11. Meanwhile, many
commoners also protested such a move by the civic bodies in a democratic country. “Mukesh Suryan, Mayor of South Delhi Municipal Corporation (SDMC), on his recommendation to shut meat shops in Delhi during Navratri. NEW DELHI, APR 5 (PTI): Of the total Rs 1.25 lakh crore spent on CSR in the last seven years, only 4 to 5 per cent funds have gone to the PM Cares Fund and that too during the last two years amid COVID-19, Minister of State for Corporate Affairs Rao Inderjit Singh told the Rajya Sabha on Tuesday. Replying to supplementaries during Question Hour, the minister also informed the members that there was an attempt initially to include Chief Minister’s Relief fund for spending CSR funds but it was disallowed by the government of India. “Out of the Rs 1.25 lakh crore that have been spent on CSR over the last seven years, not more than
4 to 5 per cent has gone to the PM Cares fund. Most of that money has gone during Covid in two years,” Singh said. He said prior to that, companies by themselves have been able to spend on all those activities that have been enumerated under the CSR pattern under Section 135 of Companies Act. “There were attempts to make CSR funds go to the Chief Minister’s Fund, but it was not accepted by the government of India. Because then, in whichever state the chief minister is then the funds from these companies will only go to the direction given by the chief minister. We don’t want to have that,” Singh said. “The basic idea of spending CSR is to do the best you can for the public
good. And it cannot necessarily be that only one person can think about and not the chief minister alone,” he said responding to a query by Prasanna Acharya (BJD) on whether the chief minister’s fund would be included in CSR spending. Singh said it is a broadbased activity that the Board undertakes and we give general guidelines and the Board implements it. It is an activity panIndia, no matter where the company comes from, he said. The minister also said that Section 135 of the Companies Act provides the framework for the CSR spending and the first proviso to this is that where the company is established, it should first endeavour to spend CSR funds.

NEW DELHI, APR 5 (PTI): Domestic passenger vehicle (PV) retail sales in March declined by 4.87 per cent to 271,358 units, as compared to the same month last year, automobile dealers’ body, Federation of Automobile Dealers Associations (FADA), said on Tuesday. According to the FADA, PV sales stood at 285,240 units in March 2021. “Passenger vehicles continue to see high demand and long waiting periods as semiconductor availability still remains a challenge, even though supplies slightly improved from previous month,” FADA President Vinkesh Gulati noted. The Russia-Ukraine war and China lockdown would further dent supplies and hit vehicle deliveries, he added.

MUMBAI, APR 5 (PTI): Rising for the third straight session, the rupee climbed 24 paise to close at 75.29 against the US dollar on Tuesday amid persistent foreign fund inflows and weakening of the American currency overseas. However, elevated crude oil prices and lingering geopolitical concerns capped the gains, forex traders said. At the interbank forex market, the domestic unit opened at 75.54 against the US dollar and touched an intra-day high of 75.27. It finally closed at 75.29, registering a rise of 24 paise over its previous close of 75.53. The dollar index, which gauges the greenback’s strength against a basket of six currencies, was trading 0.09 per cent down at 98.90. “Persistent risk-on sentiments, weak dollar index and stronger regional (Asian) currencies have been supporting the local unit in northbound movement,” said Dilip Parmar, Research Analyst, HDFC Securities. “On the global front, investors are assessing measures taken against Russia and the outlook for China’s economic growth as Shanghai remained in lockdown. Near-term focus will remain RBI monetary policy decision and stance,” Parmar added. On the domestic equity market front, the 30-share BSE Sensex ended 435.24 points or 0.72 per cent lower at 60,176.50, and the broader NSE Nifty tumbled 96.00 points or 0.53 per cent to 17,957.40. NEW DELHI, APR 5 (AGENCIES): The cesses on a few demerit and high-value goods meant for raising the proceeds to compensate the state g o ve r n m e n t s f o r a n y shortfall in their goods and services tax (GST) revenues from protected levels for the five years to June 2022 will have to stay till FY26, the government said in Parliament on Monday. In the last two years, the Centre had to resort to aggregate borrowings of Rs 2.69 trillion in order to make good the shortfall in the GST compensation pool. To finance these loans, the cesses will have to be continued till FY26. The Centre has made it clear that the five-year GST compensation to states can’t be extended beyond June 30, 2022. In the latest Budget, it announced a Rs 1 trillion 50-year capex loan to states, Financial Express reported. The Centre will

C O L O M B O, A P R 5 (PTI): Sri Lanka’s ruling coalition headed by President Gotabaya Rajapaksa on Tuesday faced more trouble after the newlyappointed Finance Minister Ali Sabry resigned even as dissident lawmakers, led by former president Maithripala Sirisena, were planning to quit the government against the backdrop of nationwide protests over the country’s worst economic crisis. President Rajapaksa had appointed Sabry after sacking his brother Basil Rajapaksa, who was at the centre of anger within the ruling Sri Lanka Podujana Peramuna (SLPP) coalition. The coalition, which commanded 157 votes out of 225 at the last vote held on the government budget, is bound to lose between 50-60 members, Udaya Gammanpila, a dissident lawmaker told reporters on Monday. As a result, the government would not only be denied its two-thirds but even the simple majority of 113 members, he said. Zelenskyy’s appearance before the U.N. Security Council follows Ukrainian claims that at least 300 civilians were tortured and killed in Bucha by Russian troops. The bodies were discovered after Moscow withdrew its troops from the suburb near Ukraine’s capital. Zelenskyy described the aftermath in Bucha, which he saw firsthand on Monday, as a “genocide” and accused Russia of war crimes. “The massacre in our city of Bucha is only one, unfortunately, only one of many examples of what the occupiers have been doing on our land for the past 41 days,” Zelenskyy said, adding “the world has yet to see” what Russia has done elsewhere in Ukraine. ISLAMABAD, APR 5 (PTI): Pakistan’s Supreme Court on Tuesday sought the record of the proceedings of the National Assembly conducted on the no-confidence motion filed against Prime Minister Imran Khan as it resumed hearing on the legality of the ruling by the deputy speaker blocking the notrust vote. The apex court had taken a suo motu cognizance of the current political situation in the country. A five-member bench headed by Chief Justice Umar Ata Bandial issued the directives, with he top judge saying that the court only wanted to ascertain the constitutionality of the steps taken by the deputy speaker for the dismissal of the no-confidence of motion and subsequent dissolution of the National Assembly. “Our sole focus is on the ruling of the deputy speaker…it is our priority to decide on that particular issue,” Chief Justice Bandial was quoted as saying by the Express Tribune newspaper. The apex court wanted to see if the ruling of the deputy speaker could be reviewed by the bench, he said, adding that the court will merely decide on the

With this win, ARA FC qualified for the IWL which is set to be held in Bhubaneswar from April 15. The side from Gujarat needed a win from the final match to secure the IWL berth. The 24-year-old Pant played two of his greatest knocks in the last two Tests in Sydney and Brisbane as an injury-ravaged Indian team recorded an incredible come-from-behind Test series triumph. AHMEDABAD, APR 5 (AGENCIES): Pragnya Mohan, inter national athlete in Triathlon (swim, cycle, run), successfully defended her South Asian Champion title at the 2022 Asia Triathlon Cup and South Asian Championship Pokhara in Nepal on April 2. Ahmedabad-based Pragnya had first become the champion in the 2019 edition. According to I n d i a n E x p r e s s, t h e race held in Nepal saw participation by the largest Indian contingent in an international race with 17 men and 12 women participating. P r a g n ya f i n i s h e d the spirit distance (750 meters swimming in a lake followed by 20 km cycling finishing with a 5 km run) in 1:06:22 hours. Sanjana Joshi of Maharashtra finished second in 1:10:08 hours with Sony Gurung of Nepal coming third at1:11:17 hours, stated a release. “This result convincingly proves my athletic prowess not only as the best Indian triathlete but also amongst Asia’s best,” Pragnya said in a statement.

IPL: RCB hand RR first defeat of the season
MUMBAI, APR 5 (PTI): A sensational display of hitting from Dinesh Karthik and Shahbaz Ahmed helped RCB recover from a mini batting collapse and record a four-wicket win over Rajasthan Royals in the Indian Premier League here on Tuesday. Jos Buttler hammered half a dozen sixes in his unbeaten 70 off 47 balls as Rajasthan Royals grafted their way to 169 for three after RCB opted to bowl. Losing four wickets in a space off 11 balls, RCB were in all sorts of trouble at 62 for four before Karthik (44 not out off 23 balls) and Ahmed (45 off 26) took the game away from the opposition with a 67-run partnership off just 33 balls. Kar thik eventually got the team home in 19.1 overs. It was RCB’s second win in three games while it was the first loss of the season for the Royals after consecutive victories. At 55 for no loss in the seventh over, RCB were on course in the run chase before the game turned on its head with the Royals taking a flurry of wickets. The wily Yuzvendra Chahal (2/15), playing against a team he played for seven seasons, was largely responsible for the RCB collapse. NEW DELHI, APR 5 (PTI): Indian boxer Sumit (75kg) entered the semifinals of the Thailand Open with a comfortable win over Timur Nurseitov in Phuket, Thailand on Tuesday. Sumit, who received bye in the opening round, looked in good touch throughout the bout. He notched a 5-0 win against Kazakhstan’s Nurseitov in the quarterfinal clash. While Russian players are allowed to compete without flags or anthems in the wake of Russia’s aggression in Ukraine, the report said that the All England Club could likely impose stricter measures on Russian tennis players, including Medvedev. The re por t added that the All England Club had been advised that its independent tournament status means it “could implement a ban on Russian players that fail to condemn the actions of Putin -- and not face legal repercussions”. In the second game, Prannoy was no match for his Malaysian opponent losing the game 7-21. The match was over in 41 minutes. It turned out to be a disappointing day for Prannoy as he lost 1721 7-21 to a player ranked much lower than him.
