Sri Lanka declares state of emergency COLOMBO, MAY 6 (PTI): Sri Lankan President Gotabaya Rajapaksa declared a state of emergency with effect from Friday midnight, according to the presidential media division. The state of emergency gives the police and the security forces power to arbitrarily arrest and detain people. Rajapaksa’s decision was to ensure public security and maintain essential services so as to make sure a smooth functioning of the country, the presidential media division said. The decision came amidst weeks of public protests demanding the resignation of the President and the government. Sri Lanka is going through its worst economic crisis in its history with the shortage of essentials, and power outages caused by a severe forex crisis. Rajapaksa had declared emergency on April 1 also after a mass protest opposite his private residence. He had revoked it on April 5.

Referring to poor road conditions in Medziphema sub division, Rio informed the gathering that he had already sanctioned Rs 1 crore for improving roads and further promised additional Rs 2.5 crore for betterment of roads in the town. He also suggested that the space available outside the centre be given for use to local vendors to sell their local products. NEW DELHI, MAY 6 (AGENCIES): The arrest of Delhi BJP spokesperson Tajinder Bagga has turned into a political tussle with three police forces-- Punjab, Haryana, and Delhi --getting embroiled in a conflict and the AAP and the BJP en-
gaged in a war of words, reported The Print. Last month, AAP leader Sunny Ahluwalia filed a complaint against Bagga for allegedly making incendiary social media posts, including a “threat” against party chief Arvind Kejriwal.
The drama started Friday morning when the Punjab Police arrested Bagga from his home in Delhi in a month-old case of alleged criminal intimidation and promoting enmity. Bagga, who is also national secretary of the Bharatiya Janata Yuva Morcha, was held in connection with a case registered against him in Mohali last month, the Punjab Police said. On Friday morning, the Punjab Police arrived at Tajinder Bagga’s Delhi home and took him into custody around 9am. They then embarked on the drive back to Punjab. In the meantime,
ZVC terms RTI reply by PHED as ‘absolute lie’ Correspondent
KOHIMA, MAY 6 (NPN): Zhadima Village Council (ZVC) has termed the RTI reply given by Public Health Engineering Department (PHED) as “absolute lie” against the water supply project report sanctioned under the Non-Lapsable Central Pool of Resources (NLCPR) under the Ministry of Development of North Eastern Region (DoNER). In a statement, ZVC chairman Neilalhoulie Soliezuo and village development board secretary, Roko Angami, said the reply by the
PHED was “quite conflicting” since “not a single water tank(s)” was constructed nor any pipeline laid in any of the locations of the beneficiary villages from where water could be distributed. ZVC further clarified that it neither demanded or requested the department for more water tank(s) as stated and termed PHE’s reply as an “absolute lie”. ZVC said the Zhadima Village and its neighbouring beneficiary villages had only wanted the PHE department to complete the project that would cater to 24 villages under Chiephobozou RD (Cont’d on p-8) block.

The vehicle that was taking Bagga to Punjab was stopped by the Haryana Police in Kurukshetra, and the Punjab team and Bagga taken to Thanesar Sadar police station. Peren police arrest one for alleged rape D I M A P U R , M AY 6 (NPN): Peren police on Friday reportedly arrested one person on charges of rape of minor girl at New Jalukie, Peren district on May 5, 2022. When contacted, SDPO Peren confirmed the incident and said the accused identified as one Rajibur Islam (18) was arrested by police on Friday and has been kept under police custody due to some security reasons. On the recent assertion of NPF party president Dr. Shürhozelie that the earlier arrangement while formation of UDA be maintained where NPF got one cabinet post and also chairmanship of UDA, Zeliang said the NPF had not demanded cabinet for YM Yollow but that it was the prerogative of the chief minister. On chairmanship of UDA, Zeliang said it has to be decided by all 60 MLAs and not NPF. Zeliang explained that the merger of 21 NPF legislators with NDPP was done in order not to give undue advantage to a third party (national or regional). Kma women PS bags ‘best police station’ DIMAPUR, AMAY 6 (NPN): Kohima women police station was adjudged the “best police station’ for Nagaland State in the Annual Ranking of Police Stations done by the Ministry of Home Affairs (MHA). Altogether, 16,955 Police stations all over India were evaluated and 74 police stations were shortlisted out of which the women police station Kohima was selected as the “Best Performing Police Station” in the State of Nagaland. A Certificate of Excellence issued by the Ministry of Home Affairs under due signature of the Union Home Minister of India was handed over to the officerin-charge of Kohima women PS by DGP Nagaland T John Longkumer during a program held at PHQ on May 6, 2022.
While congratulating the Kohima women PS, the DGP acknowledged the invaluable services rendered by women police officers in the state. He also expressed his happiness that the Kohima women PS was the only women police station in India to make it to the shortlist. DGP exhorted the remaining police stations in the state to put more efforts to improve their rankings. G U WA H AT I , M AY 6 (AGENCIES): The funds released by the Ministry of Development of North Eastern Region (DoNER) under the Non-Lapsable Pool of Central Resources (NLPCR) has remained unspent in eight Northeast states for the past five years. Moreover, the state governments could not produce utilisation certificates (UCs) to the ministry to the tune of Rs 933.37 crore for 384 projects, the ministry report said, on May 6, reports The Meghalayan. According to the official figure of the DoN-
ER ministry, a total of Rs 5,258.53 crore has been released to eight states for the implementation of 932 projects from 2017-18 fiscal to 2021-22 fiscal. But the states could utilise Rs 4,972.24 crore in 1,053 projects. The eight states have a total of Rs 1,899.49 crore unspent funds for 706 projects. In Nagaland, of the Rs 328.22 crore released for the implementation of 82 projects, Rs 282.18 crore has been spent in 78 projects, however, Rs 145.04 crore remains unspent for 55 projects. The state government
is yet to submit UCs for Rs 48.48 crore for 28 projects. In Arunachal Pradesh, of the Rs 616 crore released for the implementation of 136 projects, the state has utilised Rs 488.77 crore for 122 projects, while Rs 303.86 crore for 98 projects remains unspent. The state government has yet to submit a utilisation certificate (UC) for Rs 97.53 crore for 36 projects. In Assam, of the Rs 1,561.11 crore released for implementation of 234 projects, Rs 15,48.15 crore has been utilised for 374 proj-
ects, however, Rs 670.48 crore for 287 projects remains unutilised till date. The state government can not produce UCs for Rs 456.55 crore meant for 196 projects in the state. In Manipur, of the Rs 962.27 crore released for 174 projects, Rs 762.96 crore has been spent for 106 projects, however, Rs 339.95 crores remains as unutilised funds meant for 98 projects. The state government is yet to submit UCs for Rs 152.54 crore meant for 50 projects across the state. In Meghalaya, of the
Rs 437.42 crore released for the implementation of 57 projects, Rs 539.53 crore has been utilised for 84 projects, but Rs 87.47 crore remains unspent for 49 projects in the state. The state government is yet to submit Rs 28.31 crore UCs for 14 projects across the state. In Mizoram, of Rs 622.11 crore released for the implementation of 122 projects, Rs 568.05 crore has been spent for 107 projects, however, Rs Rs 174.16 crore remains as unutilised fund for 51 projects across the state. The associated cyclonic circulation extends up to mid-tropospheric levels and it is very likely to move northwards and intensify into a depression during the next 48 hours, said IMD’s analysis based on 5.30 a.m. observations. MTSU destroys expired goods; warns traders DIMAPUR: Mon Town Students’ Union (MTSU) on Friday disposed expired goods which were seized from shops across Mon Town during a surprise check conducted by the student body on May 2. In a press release, MTSU president, Honpho Konyak and general secretary, Minsheam Konyak informed that the seized goods were disposed off in the presence of Mon police personnel. DIMAPUR: Khango-led NSCN (K) has condoled the sudden and untimely demise of its ‘home kilonser’, Sambai Khiam on May 6 at his home town, Noklak after brief illness while on official duty. In a eulogy, NSCN/ GPRN atokilonser, ‘col (retd)’ Isak Sumi recalled late Khiam’s 32 years of service to the “Naga national struggle” and said that there has never been an occasion during his entire career where he swerved away from the call of duty.

Since Khiam’s enrolment in the NSCN/GPRN in 1990 till his last breath, Isak said he faithfully served the Nagas without any deviation from the ideologies
and principles of the “national movement”. Isak said late Khiam’s diplomatic and political acumen led to successful establishment of solidarity between different Naga Political Groups (NPGs) especially in the eastern Naga areas when unfortunate fratricidal killings were at its highest. Further, Isak said he along with his family and all ranks and files of NSCN/ GPRN mourned together with the bereaved family and honours late Khiam with “condolence salute”.

Organisations condemn physical abuse of minor boy
D I M A P U R : Va r i o u s organisations have condemned the alleged physical abuse of a minor boy working as a domestic helper by the house owner at Mokokchung Town. CTS: Changsao Thangjam Setshang (CTS) strongly condemning the brutal physical abuse of a minor boy expressed shock and pain to learn about the severe physical injury inflicted upon the minor. In a condemnation note, CTS president, Y Akala and general secretary, T Khumla said such action was “extremely heinous and depraved and totally unexpected of in today’s civilised society”. CTS appealed every right-thinking citizen to not remain silent but to condemn the cruel action. Drug abuse on the rise in Kiphire

In response to a Right to Information Act application, Kiphire senior superintendent of police replied to this correspondent that at least 10 person had been arrested under Narcotic Drugs & Psychotropic Substances Act, 1985 since 2017 to date in the district. He claimed that the police had been doing their best to crack down on the drug peddlers, while reaching out to substance users, stressing that they required
the support of civil society. Meanwhile, sources said a low quality heroin referred to “sun flowers” was mostly being rampantly used by youngsters. This drug was given to adolescents free of cost by the drug peddlers in the beginning to attract them and later they become their regular customers. This practice was usually carried out by some women drug peddlers in the town. The sources claimed that this particular heroin was more dangerous than other substances normally used by drug addicts as people become easily addictive to it. While Sulfadoxine-Pyrimethamine and Alprazolam users
were declining, “Sunflowers” users were increasing at an alarming pace in the town. Young people in groups could be regularly seen gathering in secluded areas of the town to take drugs. Interestingly, it has been learnt that some civil society leaders, instead of taking strong action against drug users, often come to their rescue whenever police catch them, thereby hampering law enforcing agency’s attempts to curb the menace of drug abuse. Many residents of the town felt that student, tribal and civil society leaders must take strong initiatives regarding matter before the situation went out of hand.

DIMAPUR: In view of the vegetation clearance for 66kV transmission lines under transmission division Mokokchung scheduled from May 9-26, 2022, the department of power has informed that there would be total shutdown of power from 8am to 5pm daily in parts of Mokokchung district, Mon and Longleng districts (May 9-14) Zunheboto (May 1620) and Tuensang (May 20-26) in order to
facilitate smooth execution of the works. In a press release, transmission division Mokokchung executive engineer Ahoto Aye informed that the proposed exercise was necessitated with the aim to provide stable power supply and avoid unwarranted disruption of supply. Powerful IED blast at EE’s residence in Manipur; Second blast within 24 hours

IMPHAL, MAY 6: Yet another IED blast took place in Imphal for the second time within 24 hours, causing heavy damages to properties of an executive of the Manipur government. Suspected militants triggered the powerful blast at the front courtyard of the house of Executive Engineer (EE) RK Virendra in the state agriculture department, at Khurai Thoidingjam Leikai under Porompat police station of Imphal East district early Friday, around 4am. The powerful blast caused heavy damages to the front portion of the house and five fourwheelers parked nearby, including two at the neighbourhoods. No human casualty was reported as family members were asleep at the time of the blast and were awakened by loud blast, they said. Police referring to the footage of the CCTV installed in the locality said that one of the two unidentified persons came in a car and planted the explosive suspected to be IED, around five minutes
Fall in voluntary blood donation in Tripura AGARTALA, MAY 6 (PTI): Blood collection through voluntary blood donation camps in Tripura has come down, an official said on Friday. Blood collection through voluntary blood donation has started falling from the year 2020-21 as the state recorded 60.91 per cent blood collection by blood donors out of total demand of 29,923 units, a health department official said. Over 90 per cent of state’s total blood requirement were met through blood donation camps from 2009-2010 to 2016-2017 FY and the state had recorded more than 95 per cent blood from 2013-14 to 2015-16 FY, according to a report of Tripura State Blood Transfusion Council (TSBTC), a wing working under the health department. From April 2021 to January 2022, voluntary blood collection has come down to 46 per cent out of total state’s blood requirement of 25,214 blood units, according to an RTI reply sought by PTI.

Sangma’s statement came after the Meghalaya High Court directed the state to ban vehicles carrying loads of more than 10 metric tons on the Umiam bridge, following the suggestion that it may not be able to bear the existing
traffic load. The chief minister said the government will examine the court order and take the necessary steps. “The concerns that the high court has expressed is also a concern for every citizen and even for the government, so definitely we will examine the entire aspect and steps will be taken to ensure the safety of the dam,” he said on Thursday. Hearing a PIL on Wednesday, the high court
noted that both the National Highways Authority of India (NHAI) and the Border Roads Organisation (BRO) have agreed that the bridge should be replaced by a more robust structure, which will be able to bear the regular traffic. The court observed that the state may approach the Centre for the release of appropriate funds since the matter pertains to the shortest access to state capital Shillong.

Meanwhile, locals of Khurai area today protested against the blast at a thickly populated area, that too, at the courtyard of a house. They alleged that the blast had caused panick among residents of the area as the house where the IED blast took place was adjacent to a petrol pump.

Addressing a seminar organised by the Assam Rifles here, Rai also said the decision of Prime Minister Narendra Modi to remove the Armed Forces Special Power Act (AFPSA) from some areas of the Northeast highlighted the possibilities of strong development in the area. He said the central government is committed to making the Northeast an
economic hub connecting Southeast Asia under the Act East Policy. The central government has spent Rs 2,65,513 crore from 2014 to March 2021 to develop various infrastructure projects in the Northeastern region, the result of which is visible in the form of development, he said. Under the leadership of Home Minister Amit Shah, talks with various extremist organisations have brought about a vast improvement in the security situation in the Northeast and youth are rapidly joining the mainstream of development, he said. The minister quoted Modi as saying that the Northeast was neglected over the years and the vast potential of the region will be explored by creating modern infrastructure and improving connectivity. Development is now considered synonymous with the unity and integrity of the country, he said.

GUWAHATI, MAY 6 (PTI): A day after Union Home Minister Amit Shah asserted that Citizenship Amendment Act (CAA) would be implemented in the country once theCOVID-19 pandemic ended, two students’ organisations in the northeast on Friday vowed to oppose any move to enforce the law. Iterating that the CAA, if implemented, would be detrimental to local interests, the North East Students’ Organisation (NESO) and the All Assam
Sankarjyoti Baruah said Assam was not ready to accept anyone, whether Hindu or Muslim, as a citizen who had entered after the deadline set by the Assam Accord. The Assam Accord, signed in 1985 after a sixyear long violent anti-foreigner movement, stated, among other clauses, that names of all foreigners coming to Assam on or after March 25, 1971 would be detected, deleted from electoral rolls and steps would be taken to deport them. The two organisations underlined that they have taken legal recourse against CAA, and the mass movements against the Act, which was suspended due to examinations and the pandemic, will be resumed if the Centre attempted to impose it. The highly contentious CAA seeks to provide Indian citizenship to Hindus, Jains, Christians, Sikhs, Buddhists and Parsis who have entered India on or before December 31, 2014 from Bangladesh, Pakistan and Afghanistan.

India, Italy discuss bilateral ties
NEW DELHI, MAY 6 (PTI): India and Italy on Friday called for an immediate cessation of hostilities in Ukraine and expressed concerns over the ongoing “humanitarian crisis” in that country even as they vowed to work closely in countering common challenges of terrorism, violent extremism and cybercrime. The Ukraine crisis, along with the situation in Afghanistan, developments in the Indo-Pacific and pressing global challenges, figured prominently in the talks between External Affairs Minister S Jaishankar and his visiting Italian counterpart Luigi Di Maio on Friday. In the discussions, the two foreign ministers agreed to explore partnerships in areas such as gas transportation, green hydrogen, biofuels and energy storage. Both sides noted that there was potential for a closer India-Italy industrial collaboration in the defence sector, and vowed to work closely in countering common challenges of terrorism, violent extremism and cybercrime. KOZHIKODE (KERALA), MAY 6 (PTI): BJP national president J P Nadda on Friday accused the Left government in Kerala of “encouraging Islamic terrorism”, claiming that the southern state has become a “breeding centre” for the same under its rule. Addressing a rally organised by the saffron party here, the BJP chief alleged that the CPI(M)-led Left Democratic Front (LDF) government always gives an impression that they treat every section of society equally but their policy is “pseudo secularism” -- to give special treatment to one section of the society and try to divide other sections. However, the BJP president did not mention anything about the Left government’s ambitious semi-high speed K-Rail project, also known as SilverLine, against which the saffron party has been organising widespread protests across the state. “The Left government gives an impression that they are neutral. But they are encouraging Islamic terrorism. The Islamic terrorism is getting patronage of the CPI(M) and Kerala has become the breeding centre for Islamic terrorism,” Nadda said.

PATNA, MAY 6 (PTI): Bihar Chief Minister Nitish Kumar on Friday asserted that he attached “no importance” to his administration’s uncharitable assessment by Prashant Kishor, who has taken the political plunge giving up his earlier role of a backroom operator for other players. Kumar was asked by journalists about the remarks of Kishor, popularly known as PK, who on the previous day here launched “Jan Suraaj”, a campaign aimed at providing a political alternative in the state which might, at a later stage, evolve into a party fighting elections. “I give no importance to whatever somebody says. It is for you journalists to decide whether or not my administration has been
able to meet expectations,” said Kumar with a smirk. Kishor had contended that Kumar’s administration had brought in economic growth but did not succeed in propelling Bihar for a great leap forward, a reason why the state was still at the bottom of the country in terms of various development indices. MUMBAI, MAY 6 (IANS): In an embarrassment to Maharashtra’s ruling Maha Vikas Aghadi, the Mumbai City Civil and Sessions Court has observed that the Mumbai Police did not have sufficient grounds to invoke sedition charges against the independent politician couple, MP Navneet Kaur-Rana and her husband MLA Ravi Rana. The observations came in Special Judge Rahul Rokde’s bail order for the Ranas - who were granted relief on Wednesday and walked out of jail on Thursday - 12 days after they were arrested on April 23 for threatening to chant Hanuman Chalisa outside the private residence of Chief Minister Uddhav Thackeray. Among other charges, the couple was slapped with Indian Penal Code Sec. 124A that deals with sedition and is already under a heated legal debate. In the order that was available on Friday, Special
Judge Rokde has said: “It may be not that neither the applicants called anyone to bear arms nor any violence was incited in general as a result of the speech delivered by the applicants. In view of the matter, I am of the considered view that prima facie, decisive ingredients of section 124 A of the IPC are not made out at this stage.” The Special Judge, however, also said that the Rana couple had undoubtedly crossed the line of freedom during their agitation, which they had subsequently called off in view of Prime Minister Narendra Modi’s visit to Mumbai the following day. “Undoubtedly, the applicants (Ranas) have crossed the lines of freedom of speech and expression guaranteed under the Constitution. However, mere expression of derogatory or objectionable words may not be a sufficient ground for invoking the provisions contained in section 124A of IPC,” he added.

Accusing the chief minister also of having a role in the citizenship issue, Chakraborty claimed that the terms “illegal immigrants” or “NRC” were not there in the citizenship law of the country till 2003, when the Atal Bihari Vajpayee government, in which Mamata Banerjee was a minister, incorporated these words in the law by way of amendment. “Anyone who cannot produce relevant documents becomes vulnerable. It is the poorer sections, who may have faced displacement for reasons such as floods or other natural calamities during which these papers may have got lost, will suffer the most,” he told PTI. Covid dichotomy
fter the World Health Organisation (WHO) has put the number of Covid-19 deaths in India at around 4.7 million or 47 lakh, which the highest in the world, the government of India has, for the second time, not only disputed the figure but questioned the methodology adopted by the WHO. According to the WHO, the deaths could be directly due to the disease or indirectly caused by the pandemic’s impact on health systems and society. The WHO report pegs Covid deaths in India at precisely 47,40,894 during 2020 and 2021. The figure brought up by the WHO means that Covid deaths in India is ten times higher than the official count of 4,81,486 between January 1,2020 and December 31,2021. India had released the Civil Registration System (CRS) report on births and deaths by the Registrar General of India (RGI) earlier in the first week of May. India said that registration of births and deaths in the country is extremely ‘robust’ and is governed by decades-old statutory legal framework - Births & Deaths Registration Act, 1969. According to the union health ministry, the WHO had somehow ignored the available data submitted by the government of India and instead published excess mortality estimates through methodology which India had questioned. WHO said its methodology was based on variety of sources for the registered number of deaths at the state and union territory level. WHO said it obtained information which were either reported directly by the states through official reports and automatic vital registration, or by journalists who obtained death registration information through Right To Information requests. The government of India, under Modi, has been faulted with missteps while dealing with Covid pandemic. There is a long list ranging from failure in taking preparatory steps while declaring nationwide lockdown, providing needed health back up to states, suppressing facts and data to under report. These under reporting of COVID-19 cases in India may stem from the government’s political interest to suggest that its strategy on COVID-19 has paid off. On May 15,2021 the government disclosed that there were 86,000 COVID-19 cases in India whereas, as per the sero survey report by a panel formed by its own Indian Council of Medical Research (ICMR) but which was not revealed, indicated that there were in fact 60 lakh COVID-19 cases during the same period. Even when eminent virologists and epidemiologists had said that based on their studies, the virus was spreading through community transmission, the government refused to admit it. One of several loopholes in the ICMR methodology was about sample testing. Several scientists pointed to a typical example of daily ICMR reporting – “a total of 2,74,599 samples from 2,58,730 individuals have been tested. Of this, 11,297 individuals have been tested positive among the suspected cases and known positive cases in India.” They pointed out that above lack of details in the bulletin was a problem since it didn’t specify how many of these were asymptomatic or largely asymptomatic. This fact has been in public domain since 2021 including why then union minister of health Dr. Harsh Vardhan was dropped. Thus, if India believes the methodology of WHO is suspect, it should provide its side of the story as those who have died needed to be recognised and not buried for political reputation.

The General Assembly of the United Nation in the month of December 1993 on the recommendation of UNESCO’s General Conference that 3rd of May would have to be designated as World Press Freedom Day. Since then, the World Press Freedom Day is observed under diverse themes. The theme for 2022 World Press Freedom Day is: Journalism Under Digital Siege. The theme for 2022 is apt and timely as journalism is come under digital media. 3rd of May is a reminder to all the governments of the world to respect freedom of the press. It is also a period of introspection and self-reflection among media professionals about the issues that concerns press freedom and professional ethics. It is also an opportunity to: • Celebrate freedom the fundamental principle of press freedom; • Access the state of press freedom throughout the world; • Defend the media from attacks on their independence; • And pay tribute to journalists who have lost their lives in the line of duty. The theme echoes in multiple ways journalism and journalists cover issues, analyze and evaluate
the policies and programs of the ruling dispensation (micro and macro levels) who are surveilled. Increasingly in recent times the journalists are attacked in a digitally-mediated media world, where one section of a society obviously will get dissatisfied or irritated or agitated with the news. As a result, on sensitive issues such as religion, politics and culture attack the journalists, and at times vent their anger by vandalizing offices of the newspaper offices and also the studios where TV channels are located. In an intensely polarized world and more particularly in a vertically and horizontally polarized Indian society shall never accept objectivity and truth of those materials that the journalists write and stand by the ethics of journalism. More importantly, in a world of digitalized media, objectivity and truth seem to have been lost its relevance and essence. By and large, false news and fake narratives dominate the digital media. The journalists who search for truth and want to speak the truth are increasingly targeted and even terminated. In recent years we have been witnessing attacks on journalists especially those who cover the crucial issues and write critically about those who are in power; abuse their power and authority. One such example is Jamal
Khashoggi, who was murdered in heinous ways inside an embassy because in his writing and reporting exposed thoroughly the ruling regime. The print and visual media covered in their columns for several months the media flashed every information possible to the world at large. The whole world knows who were behind the killing of Jamal Khashoggi, but the truth is yet to surface. Jour nalists are amongst those who push truth to power. The dynamics of power usually reigns supreme because the truth is somehow quelled and thus hushed. Those who strive for truth daringly enter into horrendous terrains engulfed with war, conflicts of all sorts, natural and human-made catastrophes, epidemics and many others such as political, economic, cultural and socio-religious problems without any hesitation to bring to the readers and viewers the happenings at the micro and macro levels with candid analysis and interpretations. Enhance grant-in-aid to 3 Law colleges in Nagaland “As air denotes life, so does legal education for democratic society” Over decades, private colleges have played a significant role in achieving quality education in the State. And with the advancement of various Educational Institutes in the State, the literacy rate has been resultantly enlarged upto 79.55% as per 2011 Census. Amongst many other professional Colleges, the three Law Colleges in Nagaland recognized by the Bar Council of India are Kohima Law College, Mokokchung Law College and City Law College. Legal education is the true essence of a democratic society as the ambit of legal education is not limited only to production of efficient Lawyers and Judges. It is the instrument which sets the ecology for democracy to survive and thrive, obligating every citizen to know the Law. The importance of proper functional Law college does not require any elaborate explanation. As Law classes are conducted based on extensive Moot Court, Court Trial Observation, Field Research etc. It can be gauged that the Law colleges in the State ultimately form the foundation of an efficacious judicial system. The Bar and the Bench which form the bedrock of the Indian legal system are almost entirely dependent on the products of these Law colleges. It, therefore, goes without saying that only a properly managed Law college can produce future quality Lawyers and Judges. Education of Law in Nagaland is pursued only by students who can afford the course at the minimal fee. To enable the interested students, Law colleges in Nagaland are charging fees at the lowest as compared to Law colleges outside the state. Pursuance of well Law centric personalities is the priority of the state Law colleges against the financial independence. The current affiliation cum inspection fee charged by the Bar Council of India per College amounts to Rs.5,50,000/- (Rupees Five Lakh Fifty Thousand) annually. For the three Law Colleges, the annual affiliation cum inspection fee to the Bar Council of India (B.C.I.) has become a matter of great concern. In view of the fact, the State Law colleges had struggled with the non-acceptance of the Law graduates in the Roll of Advocates since 2018. And after much effort, the bar on Enrolment has been recently lifted.

In such settings the concerned governments are gradually tightening the noose of the freedom of press. They use diverse modus operandi pressurizing the press either to tone down the analysis or give rosy picture or not to cover. In some cases, the print and visual media are intimidated or warned of the dire consequences. India is not an exception. Barring a few, many succumb to the pressures and sometimes the luring and incentives are offered by the ruling governments both at the Centre and states. Take India as an example that has fallen eight places from 142 to 150 in the 2022 World Press Freedom Index of 180 countries. This index was published on the 3rd of May, 2022 by Reporters Without Borders, points to an overall two-fold increase in media polarization, creating divisions within countries, and between countries at the international level. India’s ranking, according to the report, fell on the back of increased “violence against journalists” and a “politically partisan media”, which has landed press freedom in a state of “crisis” in the world’s largest democracy. The index says, media in India, among nations reputed to be more demo-
cratic faces pressure from “increasingly authoritarian and /or nationalist governments”, a transformation seen since Prime Minister Narendra Modi took over the reins of the country in 2014. Elaborating further, the report pointed out that “Very early on, Modi took a critical stance vis-à-vis journalists, seeing them as “intermediaries” polluting the direct relationship between himself and his supporters. Indian journalists who are too critical of the government are subjected to all-out harassment and attack campaigns by Modi devotees known as ‘bhakts’.” It also brought to the fore that “India for its policy framework, which is proactive in theory but resorts to using charged of defamation, sedition, contempt of court and endangering national security against journalists critical of government, branding them as anti-nationals.” It ripped open the ways with which journalists are treated in India that “With an average of three or four journalists killed in connection with their work every year (one killed since January 2022 and 13 currently in prison). India, according to the report, is also one of the world’s most dangerous countries for media persons. Raising serious concern over “Journalists are exposed to all kinds of physical violence including
police violence, ambushes by political activists, and deadly reprisals by criminal groups or corrupt local officials …Terrifying coordinated campaigns of hatred and calls for murder are conducted on social media, campaigns that are often more violent when they target women journalists, whose personal data may be posted online as an additional incitement to violence,” it said. The World Press Freedom Index also says that the situation in Kashmir remains “worrisome” and reporters are often harassed by police and paramilitaries, with some being subjected to so-called “provisional” detention for several years. World’s largest democracy is falling in its press freedom year by year – 133 in 2016, 138 in 2018, 142 in 2021 and in 2022 150. The ruling establishment as usual enters into blame game dismissing the findings, data and facts on the grounds that the previous governments did not take these reports seriously or the sampling has been problematic or methodology employed seem to be inappropriate. Freedom of the press is one of the pillars for any country that believes in freedom of speech in words and letters especially for India. The recent viral post was shocking to all the Naga people. If the domestic helper doing mischievous things teach them tranquilly and beat with small stick, which cannot harm them, not by kick or boxing or slap. Or you cannot tolerate please let him/ her free, do not torture consecutively. He / she aIso human beings as like you; you feel pain, you feel hungry, you willing to eat good food, you want a new dress and so on. All these things your domestic helper also have. I anticipating myself many domestic helpers probably faced such incident

The world around feel increasingly difficult at this time–disasters, diseases, escalating conflicts, climate change, famine, unrest etc. But through it all we, at the Red Cross Society worldwide still believe in kindness and the power of kindness. One doesn`t hear much about kindness these days. Perhaps it is because it is a character trait that is most powerful when it is least noticed. But herein lies its power to impact and change. Kindness changes everything. It can change the way you work, the way you love - in your family, your friendships and even strangers. Ironic as it may be, sometimes the very occupation of humanitarian service can sometimes lack the most important of ingredients accompanying it. What is humanitarian service without
kindness? Merely a mechanical act of duty or a task. The act of service, no matter how great or urgent, is not fully realised if kindness is absent in its delivery. For in the expression of kindness love and true humanitarian service is visible and measurable. The quality of kindness is what one of the character traits of Jesus who was full of compassion and love. We want to celebrate today those who walk in kindness and cheer them on. NEW DELHI, MAY 6 (AGENCIES): Congress leader Rahul Gandhi today hit out at the government over a WHO report of 4.7 million “excess” Covid deaths, saying “science does not lie, Prime Minister Narendra Modi does,” reports NDTV. Gandhi also demanded that the government should support the families that have lost loved ones by giving them the mandated Rs four lakh compensation. In a tweet, he said, “47 lakh Indians died due to the Covid pandemic. NOT 4.8 lakh as claimed by the Govt. Science doesn’t LIE. Modi does”. “ Re s p e c t f a m i l i e s who’ve lost loved ones. Support them with the mandated Rs 4 lakh compensation,” the former Congress chief said. The BJP hit back at the Congress leader, alleging that the WHO’s data and Congress’ “beta” (son) are wrong. At a press conference,

BJP spokesperson Sambit Patra also said that Mr Gandhi has tried repeatedly to lower Prime Minister Narendra Modi’s image since 2014 and has in the process lowered India’s image. In a report released Thursday, WHO said between January 2020 and December 2021, there were 4.7 million “excess” Covid deaths in India -- the maximum number that’s 10 times the official figures and almost a third of Covid deaths globally. The global figure, according to the report, was 15 million -- more than double the official figure of 6 million.
India has strongly refuted the WHO’s use of the mathematical model to calculate the number of Covid deaths, saying the “figure is totally removed from reality”. Contending that the country has an “extremely robust” system of births and deaths registration, the Union health ministry, in its rebuttal, called the WHO’s system of data collection “statistically unsound and scientifically questionable”. “India has consistently questioned WHO’s own admission that data in respect of seventeen Indian states was obtained from some websites and media reports
and was used in their mathematical model,” the Ministry of Health and Family Welfare said. “This reflects a statistically unsound and scientifically questionable methodology of data collection for making excess mortality projections in case of India,” the statement added. “Despite India’s objection to the process, methodology and outcome of this modelling exercise, WHO has released the excess mortality estimates without adequately addressing India’s concerns,” the ministry said. Top health experts have also expressed disappointment over the global health body’s “one-size-fits-all” approach to arrive at the figure. Dr NK Arora, chief of India’s Covid Working Group, said the WHO report was “worrisome”. Speaking to NDTV this morning, Mr Arora said that while there can be a 10-20% discrepancy, India’s robust and accurate death registration system (known as
Civil Registration System, or CRS) ensures that a majority of virus-related deaths are covered. Rejecting the WHO report, NITI Aayog Member (Health) V K Paul said India has been telling WHO with all humility through diplomatic channels along with data and rational reasoning that it does not agree with the methodology that has been followed for the country. They have used a methodology for several nations which is based on a systematic collection of data on deaths. “We have a similar system, a robust Civil Registration System (CRS). We released that report yesterday (Wednesday) and we have an actual count of deaths for 2020... the 2021 numbers will also come up,” he told ANI. The Civil Registration System of India provides accurate estimates emanating from the ground, certified and validated by the district and the state administration.

PANAJI, MAY 6 (PTI): Union Minister Hardeep Singh Puri on Friday said the BJP did not want the complete disappearance of the Congress as there is need for an opposition. Speaking at Goa Fest 2022, the Union Minister for Petroleum and Natural Gas also said the Narendra Modi government is “not completely a rightwing government”. “We do not want the Congress party to completely disappear. We need an opposition. If we have an opposition, it is for the opposition to decide whether it should be led by Rahul Gandhi, Mamata Banerjee or Arvind Kejriwal or Sharad Pawar,” Puri said. Queried about people from various parties joining the BJP, the minister said this was what democracy was all about, adding that “if I’m the member of one party, I had the right to go another”. “You would make a pertinent point if you say just take feedback before inducting anyone in the party,” he said, adding that the BJP is the largest party with 300 plus members in the Lok Sabha and “if people are unhappy with their party, they will gravitate towards the BJP”. If one looks at all the policies, it is not that the government is exclusively focused on economically weaker sections or the middle class but also on the corporate sector. When asked if winning the 2024 Lok Sabha polls was a “done deal” for the BJP, he said nothing in politics was a done deal. “You should never be complacent. Knowing that the party is in good shape and we are winning elections after elections, I would say the opposition needs to get its act together, if they want to post a credible challenge in 2024. The Army commander said that there are 40 to 50 local terrorists currently operating in the hinterland besides foreign terrorists, whose number cannot be determined. “But we have neutralized 21 foreign terrorists till now. It shows that support for sheltering terrorists is dwindling with each passing day,” he said. Dwivedi said local terrorists who were neutralized were very poorly trained and armed with just pistols. NEW DELHI, MAY 6 (AGENCIES): The central government has released Rs 7183.42 crore as the revenue deficit grant to 14 states, including, Andhra Pradesh, Kerala, Punjab, Rajasthan and West Bengal, the Union Finance Ministry said on Friday. This is the second monthly instalment of the Post Devolution Revenue Deficit Grant released to the 14 states as per the recommendations of the Fifteenth Finance Commission. The Fifteenth Finance Commission had recommended a total Post Devolution Revenue Deficit Grant of Rs 86,201 crore to 14 states for the financial year 2022-23. The recommended grant will be released by the Department of Expenditure to the recommended States in 12 equated monthly instalments. The Post Devolution Revenue Deficit Grants (PDRDG) are provided to the states under Article 275 of the Constitution. The grants are released to the states as per the recommendations of the successive Finance Commissions to meet the gap in Revenue Accounts of the states post-devolution.

NEW DELHI, MAY 6 (PTI): Commerce and Industry Minister Piyush Goyal on Friday said India will be able to conclude a free trade agreement (FTA) with the European Union by next year. Speaking at an event organised by the IMC Chamber of Commerce, Goyal said the country has already sealed pacts with the UAE and Australia, and is in negotiations with other countries or blocs including the EU, UK, Canada and Gulf Cooperation Council (GCC). “By next year, we would be able to conclude an FTA with the EU,” Goyal said, adding that a delegation from Italy including its foreign minister is in New Delhi now with which he will be having deliberations. The reasoning behind our enthusiasm for antioxidants makes a lot of sense. Our normal metabolism creates potentially dangerous substances called free radicals. We can also be exposed to free radicals from toxins like cigarette smoke, excessive sun exposure, and pollution. The problem with free radicals is that they can cause cell damage (called oxidative stress), leading to health problems like heart disease, dementia, diabetes, and cancer. Antioxidants are potentially helpful because they have been shown in laboratory studies to neutralize free radicals. Also, many healthy foods like vegetables, fruits, nuts, and berries are high in antioxidants. This information led to the idea that antioxidant supplements could help prevent heart disease and cancer. Early in my medical career, the antioxidant idea was trendy among physicians based on some early observational studies that were promising. During my training, I was blessed to have some of the brightest physicians in medicine as teachers. And several of them regularly recommended antioxidants to their patients, such as vitamin E, vitamin C, coenzyme Q10, and resveratrol. However, physicians know that observational studies are not strong science. The findings can be wrong because there are too many uncontrolled variables that can change the outcome. We have also learned many times that logical ideas about how
the body works don’t always prove correct in real life. Therefore, to truly test the idea that antioxidants promoted better health, we needed well-designed research studies to know for sure. The results were a surprise to many.
Antioxidant Research
Dozens of randomized trials looking at the antioxidants have now been completed. A few examples include: A study of over 14,000 male physicians showed no difference in prostate cancer or other cancers in those taking vitamins C and E. A study of over 35,000 men showed selenium had no effect -- and vitamin E increased prostate cancer. A study of over 39,000 women showed no effect on heart disease or cancer in those taking vitamin E. A study of over 8,000 women showed no difference in developing diabetes in those taking vitamin C, vitamin E, and beta-carotene. A study of over 29,000 male smokers showed no difference in lung cancer with vitamin E, but an INCREASE in lung cancer in those taking beta-carotene. Despite the promise, higher-quality studies have not shown any benefit to antioxidant supplements as they are currently used (and in some cases, these supplements have resulted in harm).

The full story of antioxidants is not known yet. Although the evidence is solid that vitamin C, vitamin E, and beta-carotene do NOT improve health outcomes (and in the case of beta-carotene and vitamin E, maybe increase risk), there are still several unknowns about antioxidants. Would other antioxidants be effective? Are we giving the right dose to the right people? Until we have those answers, here is my advice for my patients about antioxidants: Get your antioxidants from real food. There is magic in real food we can’t create in a pill. Be wary of health claims for antioxidant supplements. Be especially wary when the claims come from those who financially benefit from you taking supplements. There are proven ways to dramatically lower your heart disease and cancer risk. They just don’t come in a pill. The remarkable health-promoting benefits of regular physical activity, eating nutritious food, getting adequate sleep, and avoiding toxins such as tobacco and excess alcohol are proven. If you are taking antioxidant supplements or considering it, I recommend talking to your doctor to understand the risks and benefits for you. R. KOHIMA, MAY 6 (NPN): Kedosie Nagi from Sazolie College emerged as the champion of the first Bienniel Inter-collegiate Naga Wrestling Competition held at IG stadium, here on Friday. In an exciting final match, Kedosie beat Azhalhou Kire from Alder College and emerged as the winner. Rokoviso Sechü from Baptist College was declared the second runnerup in a technical knockout while Avituo Nagi from Sazolie College together rounded up the top four positions. The winner walked away with a cash prize of Rs 30,000, while the other three position holders bagged Rs 20,000, Rs 15,000 and Rs 10,000 respectively. tion, Medo Yhokha in his speech said wrestling was one sporting event which had been evolving over the years. Acknowledging the presence of renowned wrestlers in the audience, he said their solidarity towards the event would greatly boost the morale of the players and also encourage them to give their best while playing. Lauding the organisers of the event, Yhokha said the event had the potential to reflect the culture at the same time promote the indigenous game. He pointed out that there was a need to diversify the career options for the upcoming youth basing on the present situation of the society.
Observing that the general approach to livelihood was to look for government jobs, Yhokha urged the youths to look beyond the conventional and create one’s own opportunities. He said there was no profession which was below dignity and that youths should be more realistic in their approach towards selfsustainability. He pointed out the need to harness the resources and potentials of the youths and help them to achieve the best. Yhokha disclosed that the government was also framing various policies and programmes for sportspersons as well as construct more infrastructure. He called on the youths
to take up the responsibility of building the society and learning institutions. He wished the best to the players and hoped they would continue to be ambassadors of the game. In the award ceremony, guest of honour, Dr. Hiabe Zeliang, in his speech expressed his appreciation to the organisers, Sazolie College, Kohima for successfully hosting the event. He said if Naga players dedicate themselves, they also have the potential to compete with others at national and even international level competitions. He urged the players to be disciplined and work hard in order to be able to perform their best.
He stressed on the need for consistency in both training and lifestyle of players as it was the main determining factor in the success of a sportsperson. He said determination transcends all human shortcomings and therefore urged the players to keep pushing themselves to reach the best. Sazolie College principal, Dr. Kangzangding Thou while delivering the welcome address said the discussion to hold this event started 3 years back but was kept on hold because of Covid. He said the intention to hold the event was to promote the Naga indigenous sport among the students would be a good opportunity for students to not just compete but also learn from each other. He said sports could be used as a traditional, art and crafts knowledge source. He observed that educational institutions could play a significant role in promoting and preservation of Naga culture.

M U M B A I , M AY 6 (IANS): Openers Shubman Gill and Wriddhiman Saha struck half-centuries and shared a 106-run partnership for the opening wicket but Mumbai Indians fought back strongly to reel them in for a 5-run win in Match 51 of IPL 2022 here on Friday. Saha str uck a superb 40-ball 55, hitting six boundaries and two sixes while Gill blasted 52 off 36 deliveries, hitting six fours and two sixes as they went neck-and-neck in scoring runs to give their team a brilliant start as they chased the target of 178 set by Mumbai Indians after being asked to bat first on a humid and muggy evening here. But after both of them got out in quick succession, Gujarat Titans lost their way and were eventually restricted to 172/5 in 20 overs, falling agonisingly short in a thrilling encounter in which the Titans needed 11 runs off the last over. Hangzhou Asian Games postponed; fresh dates to be announced soon TA S H K E N T, M AY 6 (IANS): The Olympic Council of Asia (OCA) on Friday postponed the 2022 Asian Games in Hangzhou, scheduled between September 10 to 25, following “detailed discussions with the Chinese Olympic Committee (COC)”. The OCA took the decision at its Executive Board meeting currently underway in Tashkent, Uzbekistan, where its director general, Husain Al Musallam, and acting president, Randhir Singh, were present. The fresh dates for the quadrennial continental showpiece will be announced in “due course”, said the statement. The decision has come after several provinces of China reported a spurt in Covid-19 cases. The 2020 Tokyo Olympic Games too were postponed by a year because of Covid-19 and held last year. “Following detailed discussions with the Chinese Olympic Committee (COC) and the Hangzhou Asian Games Organising Committee (HAGOC), the OCA Executive Board (EB) today decided to postpone the 19th Asian Games,

which were scheduled to be held in Hangzhou, China, from 10 to 25 September 2022. The new dates of the 19th Asian Games will be agreed between the OCA, the COC and the HAGOC (Hangzhou Asian Games Organising Committee) and announced in the near future,” said the OCA statement. Media reports had been speculating about the postponement of the Asian Games for the last fortnight, and the decision did not come as a surprise, given the prevailing pandemic situation in China and other Asian countries. “HAGOC has been very well prepared to deliver the Games on time
despite global challenges. However, the above decision was taken by all the stakeholders after carefully considering the pandemic situation and the size of the Games. The name and the emblem of the 19th Asian Games will remain unchanged, and the OCA believes that the Games will achieve complete success through the joint efforts of all parties,” said the OCA statement. China had previously hosted the Asian Games in Guangzhou in 2010. The OCA also said that the Asian Youth Games Shantou 2021, which had been postponed earlier, will be cancelled now.

MUMBAI, MAY 6 (IANS): India’s six-year-old chess player Ashwath Kaushik has made history by winning gold in the Open Under-8 category in the World Cadets and Youth Championships 2022 for Rapid and Blitz in Rhodes, Greece from May 1-3. More than 330 players from 40 countries participated in the tournament, which was the first big event on the FIDE calendar this year. En route to victory, Kaushik beat top seeds Modith Aaroh Mutyalapati (ELO 1598) from Canada in Round 3 and Raghav Pathak (ELO 1355) from the Netherlands. Starting as the seventh seed, he worked his
way up to finish the campaign with 8.5 points out of a possible nine, eventually beating eight of the top 12 finishers. Ashwath’s coach, FIDE master Balaji Guttula of SMCA, credited his performance to his sharp memory. Ashwath can recall the entire game of 30-plus moves he plays in any tournament, said Balaji.
