NEW DELHI, AUG 6 (AGENCIES): The Delta outbreak is going to get much worse, Michael Osterholm, an epidemiologist who leads the Center for Infectious Disease Research and Policy at the University of Minnesota has warned, Times of India cited a report by the Newsweek. “The number of intensive-care beds needed could be higher than any time we’ve seen,” Osterholm has been quoted as saying. Delta, the variant first identified in India in December, spreads faster than any previous strain of SARSCoV-2, as the Covid-19 virus is officially named. The world is in a very “dangerous period” of the Covid-19 pandemic compounded by more transmissible variants like Delta, which is continuing to evolve and mutate, World Health Organization director general Tedros Adhanom Ghebreyesus has recently warned. SARS-CoV-2 does not have a lot of genetic material to scramble compared with most organisms--about 15 genes, versus about 3,000 genes in an E. coli bacterium, the stomach bug, and about 20,000 in a human cell. Covid-19 has genetic checking mechanisms that

make it reasonably adept at avoiding replication mistakes compared to most viruses. Its mutation rate is on the lower side-- about one mutation for every 10 replications, or around a fifth of the flu’s mutation rate and a tenth of HIV’s. However, a single infected person might carry 10 billion copies of the virus, enough to produce billions of mutated viruses every day,

the Newsweek report has said. Every million or trillion times, a random mutation confers some potentially dangerous new characteristic, the article said. Much of what makes the virus dangerous has to do with the so-called spike proteins that protrude from its surface and enable the virus to latch onto and penetrate human cells. So far, most mutations represent tweaks to these

spikes, which means it only takes a minimal change within any of the few viral genes that control the spikes to create a newly threatening mutation. However, even when a virus mutation sharpens its ability to wreak havoc, it does not mean a dangerous new variant has emerged. The Newsweek has reported that to become a significant variant, a mutated virus has to out-replicate the far more numerous copies of the virus that already predominate in the population, and to do that it needs features that give it big advantages. The chances that a virus in the population will produce a much more dangerous variant in the course of a year would normally be extremely low. But when billions of people are infected with billions of copies of a virus, all bets are off. ‘Living Covid mutation labs’: Due to Delta’s infectiousness, and the huge number of people whose refusal or inability to get vaccinated leaves them primed to become living Covid mutation labs, the conditions are ripe to produce yet more, potentially more dangerous, variants in the coming months, the Newsweek report said. Study finds mosquito population very high in Dimapur dist DIMAPUR, AUG 6 (NPN): Vector density or mosquito population is very high in Dimapur district with high risk of transmission in all localities. In a press note, joint director & SPO, NVBDCP Dr Neisakho Kere said that this was found during an entomological study on dengue vector density conducted by State National Vector Borne Disease Control Programme (NVBDCP) in various localities of Dimapur, Kohima, Wokha and Mokokchung during the anti-dengue month, which is observed every year in the month of July.

State logs 110 fresh cases, 1 Covid death

And as mosquitoes thrive in areas with standing water, the current monsoon rains are adding to the growing population, the study found.

Thus, the programme appealed to people all over the State to remove stagnant water from all containers around their houses like flower pot

bases, empty vessels, coolers, tyres, buckets, etc, once a week because mosquitoes breed in stagnant water and their eggs hatch in a week. It also urged al to keep all waterfilled vessels and tanks tightly covered and throw out any rubbish lying around like plastic cups, old containers, tyres, coconut shells, etc, and check around the compound every week. Further, appealing to everyone to sleep under mosquito nets during day and night, especially pregnant women and children, besides to immediately consult a doctor in case of high fever.

rie reiterated that the Pan Naga Hoho concept was rejected by the NPCC and other stakeholders. He said NPCC did not agree to a “Pan Naga Hoho without integration of land”. He slammed chief minister Neiphiu Rio for “trying to bring a dead issue to life but he is not Jesus”. Therie opined that there was “no more emotion, sensation or sentiment of relationships” since the land, marked with thousands of graves over the years, is “occupied by widows and orphans.” “The blood has not dried on the hands of killers” he said as “pain and sufferings continue to haunt the inherent dwellers”. He said that “integration within states is not acceptable anymore” though “as blood brothers, we will continue to integrate at the national level.”He concluded

KOHIMA, AUG 6 (NPN): Despite a proposal for an all-party government, NPF members continued to play the role of opposition during the eighth session of 13th Nagaland Legislative Assembly (NLA) that concluded on Thursday. Both ruling and opposition came together on common issues like Naga political issue and AssamNagaland border row for which unanimous resolutions were adopted. During

the question hour on August 3, NPF legislator Imkong L Imchen asked the treasury benches to take every question asked, authenticate facts and figures from the departments and respond accordingly with all transparency, instead of giving half-baked information. Opposition MLA Azo admitted that the proposal for an all-party government had put the opposition members in an embarrassing situation as they could not target the government on various issues. Azo emphasised that

the negotiating groups must come to an understanding and see the offer of the Centre, and whichever group that does not sign the agreement can abrogate the ceasefire and go back to their camps. It was also learnt that one of the members from Core Committee on Naga Political Issue echoed the same sentiment during a meeting with NSCN (I-M) delegation at Dimapur. Azo expressed displeasure over the thin attendance of bureaucrats-- HoDs and AHoDs at the Assembly. He

that “the state assembly’s love is all for NSCN (IM)” and that members were “speaking more than NSCN (I-M)”. He said the members “don’t represent their own home stakeholders (also) do not represent the WC of NNPGs” and neither do they have any respect or recognition for tribal hohos or ANGBF (GBs federation). Further, he said the members had “completely ignored Congress, which is the main opposition party in Parliament”. Therie also accused the members of having no respect for the head of state- the Governor of Nagaland and Interlocutorand even the prime minister, “ who has declared that the Naga issue has been resolved.” On solution in Manipur, Therie said “we are sorry that NSCN (I-M) Manipur Nagas have no solution

for them in their own land”. He advised “you have to win the hearts of your people. They should accept you as brothers as we do to you here. We cannot win their hearts and love for you, nor can the GoI.” Therie hit out at the “hon’ble members” who he said consider Nagaland voters as materials to be bought with money. He said the house also “thinks NSCN (IM) can rescue them in election only” as this had happened in the past and may happen again adding “this is called, perishing together like fools”. Looking at the matter from electoral politics, Therie said whether right or wrong, Hindus vote Hindutva and also whether right or wrong, even Christians voted for Hindutva. He said while NBCC had declared Nagaland for Christ, shouldn’t Christians vote for Christ?

Despite push for all-party govt, NPF played like oppn at 8th session Correspondent

"What we did is reconciliation of ruling and opposition. It means we've forgiven the past and looking forward."

DIMAPUR, AUG 6 (NPN): Nagaland Pradesh Congress Committee (NPCC) president K. Therie has made a scathing attack on speeches of legislators at the 8th session of the 13th NLA, which concluded with reaffirmation of the 5-point resolution earlier adopted by the Core Committee for Naga Political Issue on July 9, 2021. In the light of the discussions on the floor of the house, Therie said the objective behind all these was to “delay the implementation of political solution, which is kept in cold storage”. Turning on the heat on the members, he said “ they are weeping for Manipur Nagas. Their hearts are burning with no solution for them. The entire assembly discussion on political issue was for NSCN (I-M).” On chief minister Neiphiu Rio’s speech, The-

said their presence was important as they were the ones to implement government policies and programmes. The leader of the house, Neiphiu Rio, supported the MLA on this and asked the HoDs present at the Assembly to convene a meeting to ensure that the officers attend sessions in future. Yitachu, NPF legislator, remarked that he personally felt as an act of cowardice the decision on joining the ruling coalition for an all-party government. However, for Naga political

issues, he assured that NPF would always do whatever was required and no matter what it would cost the party. During discussion on Naga issue, Azo outpoured his frustration stating that it was his 19th year sitting as a legislator and fed up with the words “pave the way”. He remarked that the members could no longer lie to the people of assuring to bring settlement. He cautioned the members that people were cleverer than their elected representatives and watching them.

Irregular deduction `7.48 cr VAT from Central funds: CAG

DIMAPUR, AUG 6 (NPN): Comptroller and Auditor General (CAG) of India in its report General, Economic and Revenue Sectors for the year ended 31 March 2019, tabled in the recently concluded Assembly session, pointed out that the Finance department made an irregular deduction of VAT and de-partmental charges of Rs. 7.48 crore from the Central funds received. Upon examination of records, CAG said that the Finance department deducted Rs. 3.17 crore as VAT [Rs.2.77 crore (87.38%) was deducted from CSS grants] at the time of drawal of funds, the VAT deduction ranging from 4.24 per cent to 7.5 per cent on the total grants, instead of deducting the same from the contractor’s bills. It said that the deduction was irregular and also diluted the quantum of funds available to the State for programme implementation under the Scheme. CAG also observed that irregular deduction of VAT of Rs. 45 lakh was made from funds available under NLCPR for construc-tion of housing units for judicial officers.

CAG said that the department in reply (June 2020) stated that VAT deductions were made as per the directives of Finance department at prevailing rates notified by Government and the matter regarding deduction of VAT at source instead of deducting from the contractor’s bills will be reviewed with the Finance depar tment. CAG said that the issue was reported (Octo-ber 2020) to Finance department, to ascertain the deduction of VAT at source. In reply, Finance department stated (November 2020) that matter will be examined as and when department of Justice and Law would forward the case for review. Similarly, CAG also obser ved that irregular deduction of departmental charges amounting to Rs.5.48 crore was made at source [Rs.4.71 crore (86 per cent) was deducted from the CSS grants]. It would not be out of place to mention here that despite this irregular deduction being point-ed out previously by the C&AG, the same irregularity continued. (Cont’d on p-8) K Y M C
