State govt mulls partial prohibition

KOHIMA, NOV 6 (NPN): In a major development, the government of Nagaland is mulling to partially lift the Nagaland Liquor Total Prohibition (NLTP) Act 1989 when the cabinet decided to constitute a committee headed by the state chief secretary to work out the modalities and submit its report within a month. This was confirmed when Nagaland Post contacted several highly placed government sources who pointed out that the government had undertaken a series of exercises by holding discussions and consultative meetings with stakeholders over NLTP Act 1989. The sources said the partial lifting of the NLTP Act 1989 was mooted several years back though the government had not taken any concrete steps. The dry law has always been controversial since enactment has proved so much easier than enforcement. Criminalization of alcohol consumption or possession, has not deterred people who go to nearby Assam to either consume or purchase liquor.

Besides Civil Society Groups, the government had also sought inputs from government departments particularly Tourism department as well as Excise & Prohibition Department. The main proponents who oppose any lifting of prohibition remain the Church (notably NBCC) and some women groups. S o m e h ave a l s o claimed that bootleggers and smugglers are also among the strongest proponents of the dry law. Sources told Nagaland Post that the Tourism department had given its observation based on the postHornbill event that sale of local rice brew (a popular part and parcel of cultural traditions) was prohibited under NLTP Act 1989. The Tourism department observed that the NLTP Act 1989, enacted to curb sale and consumption of liquor including organic beverages has instead only encouraged bootlegging and sale of spurious alcohol was hazardous to health and life of mostly young people. According to the sources, the department had also pointed out that manufacture and distribution of spurious alcohol has

resulted in untimely deaths of many people across the state. The Tourism department opined that the Act needed to be reviewed and reformed for partial lifting so that distillation plants can be set up to produce local brew or wine through scientific methods to improve quality and ensure food safety. The department also maintained that its opinion for partial lifting of the dry law was to cater to tourism trade and not only for consumption. The Tourism department also said if the NLTP Act is lifted partially, sale of alcohol should be strictly monitored so that it is not allowed to be sold to minors. As per the assessment of the Tourism department, during Hornbill Festival, stalls used to sell some 10,000 litres of local brew during the ten-day event. The brew used to be sold at Rs. 200 per litre and this generated a total sale of Rs. 200 x 10,000 or Rs. 20,00,000 in ten days. The popularity of the local brew during Hornbill Festival has a potential to be developed as a major revenue source as well as

NEW DELHI, NOV 6 (NPN): Veteran Naga politician, former governor and former four-time chief minister, Dr. S.C. Jamir on Saturday called on Prime Minister Narendra Modi at his Lok Kalyan Marg residence in Delhi. Taking to twitter, Modi said he had exchanged views on several issues with Dr. SC Jamir. “It was wonderful to meet Shri SC Jamir, the former CM of Nagaland and respected statesman. We exchanged views on several issues. I also have fond memories of working with him when he briefly served as the Governor of Gujarat back in 2009,” Modi said. According to highly placed sources, Dr. Jamir was called by Prime Minister Modi to Delhi to deliberate on the Naga political issue. Dr. Jamir is also likely to meet other Central officials/leaders during his stay in Delhi. It may be mentioned that Dr. Jamir

had been the Governor of Maharashtra and Odisha and had held the additional charge of Goa and Gujarat. He was one of the few Governors appointed during the Congressled UPA government to continue after the Narendra Modi led NDA government came to power in 2014.

Deptt directed to clear pending advt bills D I M A P U R , N OV 6 (NPN): State chief secretary, J Alam, who reviewed matters relating to payment of pending advertisement bills with various departments on Saturday, asked the departments to clear all pending advertisement bills and expedite the process at the earliest, DIPR stated.

Alam said that all bills should also be paid on priority bases in the future and should not be kept pending. With State Advertisement Policy in place, Alam said the policy should be followed religiously through a single window in order to avoid confusion and accumulation of bill.

IPR director, Er. Z Tokishe Sema, informed that only 25 departments have so far submitted names of their nodal officers to DIPR. The chief secretary directed all remaining departments to submit the names at the earliest and to coordinate with DIPR with matters related to advertisement.

Excise: The Excise and Prohibition department in its annual report (2020-21) tabled by chief minister Neiphiu Rio during the Nagaland Legislative Assembly (NLA) session in February this year, stated that a total of 1,187 cases involving liquor and narcotics were registered during April to December 2020 and 1,187 persons arrested. Of this, 1,180 were liquor related and seven were narcotics related. During the period, a total of 32,080 bottles of IMFL, 10,874 bottles of beer and 1,795 litres of country liquor were seized among other banned substances. Enforcement of the NLTP Act 1989 has been overwhelming as besides black marketing and bootlegging, it has spawned a huge syndicate and promoted setting up of big distilleries at Khatkhati whose produce are meant to quench the thirst of consumers of Nagaland. There are also scores of small illicit distilleries even within Nagaland. T h e a p p r ox i m a t e amount of revenue being

lost due to Nagaland Liquor Total Prohibition Act may be in terms of several hundred crore rupees but the greatest loss has been the deaths of many due to spurious alcohol. The church in Nagaland, the Nagaland Baptist Church Council (NBCC) along with the Naga Mothers’ Association (NMA) were instrumental in enactment of the Act. NBCC general secretary Rev. Zelhou Keyho has however made it clear that the church should also play its role to make the enforcement affective. In an earlier statement, Rev. Keyho felt that the church needs to discuss the Act threadbare and also work with experts, civil society groups and government if the Act is to be effectively implemented. The NBCC general secretary also admitted that both the state government and the Church in the State have failed to get the act together and particularly stressed that the Church simply cannot hold on to the Act without doing anything systematically, professionally and intelligently and also to take criticisms positively and constructively.

4 dengue cases reported in Dimapur D I M A P U R , N OV 6 (NPN): Amid the ongoing pandemic, Dimapur district has reported four dengue positive cases this month. According to joint director & SPO (National Vector Borne Disease Control Programme), Dr. Neisakho Kere one case each has been reported from Indisen, Signal Basti, 4th mile Diphupar A and Lomithi colony. In order to contain dengue spread, Dr. Kere has fervently urged the community/public to observe “one dry day in a week” where water in all the containers around the house like flower pot bases, empty vessels, coolers, tyres, buckets etc. are emptied out into a dry area since dengue mosquitoes breed in stagnant water. “Keep all water filled vessels and tanks tightly covered and throw out any rubbish lying around like plastic cups, old containers, tyres, coconut shells etc. and check around the compound every week,” Dr. Kere stated.

Dr. Kere further appealed all to sleep under mosquito nets during day and night, especially pregnant women and children, and to immediately consult a doctor in case of high fever. NVBDCP has been conducting various activities like entomological studies, larvicidal operations, larvivorous fish distribution for open drains, water bodies, fogging, house to house fever survey, dengue awareness etc in order to contain further infection. Unless every household actively participates in controlling dengue breeding in and around their surroundings, combating dengue disease only through the endeavours of the programme alone is futile, Dr. Kere said. NVBDCP urged all to ensure that surroundings of homes, schools, settlements and businesses are clean and that there are no stagnated water in drains, discarded containers, disposed vehicle tyres and other medium of storage.

With one more fatality being reported in Dimapur, the death toll rose to 689.

Smart pre-paid meters to be mandatory by 2023: Tovihoto Staff Reporter

D I M A P U R , N OV 6 (NPN): Advisor for power, H. Tovihoto Ayemi on Saturday said that smart prepaid metering system will be made mandatory in the state by December 2023. This was in line with Power ministry’s notification to install prepaid smart meters by December 2023, as part of the first phase under the Revamped Reforms-Based ResultsLinked Scheme. Speaking at the inaugural programme of the upgraded 33/11 KV, 5 MVA to 10 MVA Referral sub-station, at Christian Institute of Health Sciences and Research (CIHSR) Dimapur, Tovihoto said that the prepaid metering system would be beneficial for consumers to track their electricity usage in real time and also and buy power as per their budget. With the introduction of online payment mode, he said it would not only be time saving but will also do away with erroneous billing. He therefore, urged the public to be mentally prepared for installation of

prepaid metering system. Tovihoto said that the department has so far installed around 19,000 prepaid meters in the state-10,000 in Dimapur and 9000 in Kohima. Stating that it was an achievement for the department to upgrade the sub-station, Tovihoto said that for any development or progress, stable power supply was a prerequisite. On the issue of frequent load shedding and unstable power supply, Tovihoto maintained that though the government and the department was trying its best to provide better and uninterrupted power supply, non-payment of bills by consumers was a major concern contributing to the huge losses in revenue generation.

The adviser also informed that the department would be launching the official social media page/ account to address public grievances and also update consumers about load shedding, or any power related problems. Addressing the gathering, chief engineer (D&R), Er. Moa Aier sought the cooperation of all so that the department could provide better and uninterrupted services. With consumers increasing in Dimapur, he said the district would need to upgrade/add a minimum of 50 to 60 MVA substation every year. KOHIMA, NOV 6 (NPN): As Nagaland gears up to celebrate the 22nd edition of the Hornbill Festival after a gap of a year, deputy chief minister Y. Patton assured that the Seithogei to IG Stadium by-pass road in Kohima will be made motorable before the Hornbill Festival. Patton, who walked on foot to inspect the 11 kms road stretch, informed Nagaland Post that the road would not only ease traffic congestion in the state capital but also shorten the travel

distance by around 6 kms for those travelling to Wokha, Mokokchung, Tuensang and Zunheboto. Major portion of the road was damaged due to landslide during the monsoon season last year. While appreciating the village councils of L. Khel and T. Khel model village for assuring full cooperation to complete the road, Patton urged the department to take full advantage of the support and complete within the stipulated time. Lamenting that most of the development projects in the State

were stalled due to interference from many areas, Patton, however, said that the eagerness to facilitate development and the unflinching support assured by the two village councils will be an example for many to follow. While urging the department to ensure quality work, Patton also asked the officials to complete the work as per the targeted time plan. Principal secretar y R&B, Menukhol John informed that the road was not only meant for the citizens of Kohima but will benefit those travelling to and from Wokha, Mokokchung, Longleng etc. NPF legislator of the area, Khriehu Liezietsu thanked the Patton for showing his concern by inspecting the road and assured smooth completion of the road. Population control: Plea in SC Core panel on seeks to make states as parties Naga issue to NEW DELHI, NOV 6 (PTI): A fresh plea has been filed in the Supreme Court seeking to make states and UTs as parties in a PIL that has sought certain steps, including two-child norm, to control the country’s growing population. The plea filed by lawyer Ashwini Kumar Upadhyay said population explosion is the root cause of many problems, including the excessive burden on natural resources. Upadhyay had filed the PIL challenging Delhi High Court order that dismissed a plea seeking certain steps, including two-child norm, to

control the growing population. Centre had earlier told SC that India was unequivocally against forcing family planning on its people and any coercion to have a certain number of children was counterproductive and leads to demographic distortions. In an affidavit filed in the SC, Centre said family welfare programme in the country was voluntary in nature, which enabled couples to decide the size of their family and adopt family planning methods best suited to them, according to their choice and without any compulsion.
