KOHIMA, JUN 7 (NPN): Nagaland Assembly Secretariat Staff Association (NASSA) and Joint Action Committee (JAC) have on Tuesday affirmed to continue the ongoing agitation for three more days (June 8-10, 2022). NASSA is protesting the state government’s decision of appointing Dr. PJ Antony (retired officer) as principal secretary, under the establishment of the NLA secretariat. Speaking to Nagaland Post at the Assembly secretariat, NASSA general secretary, Talirenla Imchen, said that the agitation was against the NLA speaker’s “unwarranted decision”, which violated the existing service rules.
Describing the actions of the speaker as “demoralising” for the workforce of the assembly, Imchem said that association demands that decision of the government be “revoked and retracted”. She said that such “malpractices” by authorities was disappointing. JAC member, Ruyosuyi Vadeo, stated that none of the stakeholders or board members were notified with regard to the amendment of the service rules. NASSA vice president, Rocus Rino, said that if the service of the officer was “indispensable”, he could have been appointed as an “advisor or a consultant”. He said that in spite of the agitation entering the fourth day, the competent authority was still turning a deaf ear to the representation submitted by NASSA earlier. He said the association would continue to fight till the appointment of the retired officer was revoked.

Says, govt yet to respond even after 4 days of agitation Correspondent
DIMAPUR, JUN 7 (NPN): Lauding the government notification ordering removal of toll gates and illegal collection of money at check gates, the Nagaland Medicine Dealers Association (NMDA) has appealed to the state government not to “further re-setup” such gates. NMDA also stated that following the move there was fall in prices of essential and non-essential commodities. Further, the association welcomed setting up of 24x7 control room, helpline numbers and inspection teams in all the districts with prominent signages in all the check gates. NMDA has vowed to keep serving people by reaching medicines in every corner of the state in every situation. NEW DELHI, JUN 7 (AGENCIES): In what could prove to be a game changer for medical science with researchers saying that for the first time cancer vanished in over a dozen people after an experimental treatment. According to New York Times report, in a small clinical trial, 18 patients were given a drug named Dostarlimab for around six months. In the end, the report mentioned, it was found that cancer had just vanished away in every patient.
In an interview with Nagaland Post, NSF president Kegwayhun Tep said that government’s decision to appoint Dr. P J Anthony, as the HoD with administrative authorities was questionable. In spite of him being a superannuated central government employee, Tep said reappointing him was unfortunate, adding that the decision needed to be rectified without any delay. The federation further appealed to the state government to reconsider its decision and undo the promotion and extension of the said officer without delay. ENSF: Eastern Naga S t u d e n t s ’ Fe d e r a t i o n (ENSF) has extended its “unwavering solidarity” towards the NASSA and appealed to the state government to re-examine
the Nagaland Legislative Assembly Service Rules Amendment notification, which was notified on May 18, 2022 and nullify the appointment of Dr. P.J Anthony “in the larger interest of the government employees of the state.” In a press note, ENSF president Chingmak Chang and assistant general secretary Kaibo Konyak said the federation deliberated at length upon the notification and condemned the “arbitrary action” of the commissioner & secretary for revision/amendments of NLA Secretariat (Recruitment and Conditions of Service) Rules 1999. ENSF claimed that the Cadre Review Committee/ Service Rules Amendment Committee, which was constituted on October 3, 2020, CIRCULAR NO.AS/CS/ CIRCLAR/2020/5 and Re-

notified of Office Memorandum NO: AS/ESTT/ CR/29/2022, 24th March’ 2022 and was due to submit on or before June 30, 2022. However, ENSF stated that the Service Rules Amendment notification was approved on May 18, 2022 prior to the submission by the constituent Committee. ENSF said it implied that Dr. P.J Antony was “well in his interest to retain/continue the service even after the extension of his service (01.06.2020 to 31.05.2022) in fast track manner pursued for early approval of the notification.” ENSF stated that the state government should not maintain neutrality in meeting the justification in the common interest. It stated that any matter based on favouritism should not be entertained at any level.
NEW DELHI, JUN 7 (PTI): India has been placed at the bottom on a list of 180 countries judged for their environmental performances by US-based institutions. Denmark topped the 2022 Environmental Performance Index (EPI) published recently by the Yale Center for Environmental Law and Policy and the Center for International Earth Science Information Network, Columbia University, followed by the UK and Finland, which earned high scores for slashing greenhouse gas emissions in recent years. EPI provides a datadriven summary of the state of sustainability around the

These indicators provide a gauge at national scale of how close the countries are to established environmental policy targets. “The lowest scores go to India (18.9), Myanmar (19.4), Vietnam (20.1), Bangladesh (23.1) and Pakistan (24.6). China and India are projected to be the largest and second-largest emitters of greenhouse gases in 2050, despite recently promising to curb emission growth rates, the researchers claimed. It said only a handful of countries, including Denmark and the UK, are currently slated to reach greenhouse gas neutrality by 2050. “Many other nations are headed in the wrong direction, with rapidly rising greenhouse gas emissions in major countries like China, India and Russia,” the report read. Russia is ranked 112th on the list. EPI projections indicate that just four countries -- China, India, the US and Russia -- will account for over 50% of residual global greenhouse gas emissions in 2050 if current trends hold.
ZVC asks PHED to reply to its memo within 60 days Centre widens pool to select next CDS

KOHIMA, JUN 7 (NPN): Zhadima Village Council (ZVC) has submitted a representation to Public Health Engineering Department’s (PHED) chief engineer in regard to the project for providing water supply to 24 villages under Chiephobozou Block. The project was sanctioned under the NonLapsable Central Pool of Resource (NLCPR) under the Union Ministry of Development of North Eastern Region (DoNER). In the re presentation, ZVC said along with
neighbouring villages it had stopped the project on July 30, 2019 as it was incomplete and lacked credibility as there were numerous lapses in providing water supply to the earmarked villages. The tall promises made by PHED minister on July 30, 2019 to fully complete and commission the project latest by December 2019 still stood unfulfilled, stated the representation signed by ZVC chairman Neilalhoulie Soliezuo, general secretary Seyiekhrielhou Kuotsu and Water and Sanitation (WATSAN) committee chairman Roko Angami.
The village council also demanded to know which were the 11 villages where water supply was available as per PHE department’s claim in the local newspapers. It also asked why only nine villages were to be covered by pumping when originally 24 villages were earmarked for coverage under the Non-Lapsable Central Pool of Resource project and when more than Rs 24.96 crore had been spent. Further, the signatories asked which were the remaining 15 villages that were yet to be supplied water through independent sourc-
es and what actually were the independent sources as per the department’s claim. The village council asked the PHE department to provide its response within 60 days from the receipt of this representation. Noting that many tall promises had been made, it regretted that the project could not be completed on time and that no positive outcome had been achieved to date. Therefore, the council said it was constrained to submit the representation, cautioning that it should not be held responsible for any untoward eventuality.
NEW DELHI, JUNE 7 (PTI): Any serving or retired Lt General, Air Marshal and Vice Admiral under the age of 62 years will be eligible for appointment to the post of Chief of Defence Staff (CDS) with the government effecting changes to the rules to widen the selection pool for the position. The three-star officers are now eligible to become the CDS along with serving chiefs of the three services, according to the changes made to the Army, Air Force and Navy Acts. The post of Chief of Defence Staff has been lying vacant since the death of Gen Bipin Rawat
in a helicopter crash on December 8 last year. The changes made to the rules are seen as the government beginning the process to appoint the next Chief of Defence Staff amid the country facing myriad national security challenges. The government issued separate gazette notifications on Monday bringing the changes to the Air Force Act, the Army Act and the Navy Act providing for making any serving or retired Lt General, Air Marshal or Vice Admiral eligible to be appointed as the CDS. “The Central Government may, if considered nec-
essary, in the public interest, so to do, appoint as Chief of Defence Staff, an officer who is serving as Air Marshal or Air Chief Marshal or an officer who has retired in the rank of Air Marshal or Air Chief Marshal but has not attained the age of 62 years on the date of his appointment,” the notification issued under the Air Force Act 1950 said. It further said that the government may extend the service of the Chief of Defence Staff for such a period as it may deem necessary subject to a maximum age of 65 years. (Cont’d on p-8)
Poll panel to explore possibility of remote voting NPCC dares Phangnon to resign to protest BJP mixing religion with politics
NEW DELHI, JUN 7 (PTI): Days after Chief Election Commissioner Rajiv Kumar undertook an hours-long trek to a remote polling station in Uttarakhand, the poll panel on Tuesday decided to double the remuneration of polling officials going to such booths as early as three days before voting day. In a statement, the EC said to enhance voting percentage, especially among migrants, “time has come to explore possibilities of remote voting, maybe on a pilot basis”. “Voters migrate from the place of their registration to cities and other places for education, employment and
other purposes. It becomes difficult for them to return to their registered polling stations to cast their vote. EC felt that time has come to explore possibilities of remote voting, maybe on a pilot basis,” it said. A committee would be set up to examine the issues of migrant voters. Given the fact that voters and political parties are the primary stakeholders, wider consultation with all stakeholders including parties would be started thereafter, it explained. At a meeting of the poll panel, it was also decided to develop special water and shock proof, extra protective backpacks or cases to
carry EVM-VVPATs and safeguard the machines provided to all such teams to aid hands-free movement in difficult terrain. Seeking to address voting apathy in urban areas, now all central and state government departments, central and state PSUs and corporate entities with 500 plus employees will appoint a nodal officer to ascertain leave availing but non-voting employees. “It is kind of name and shame as people in poll going areas get a day’s off under the Negotiable Instruments Act with the primary purpose of facilitating voting by employees,” explained a senior functionary.
“Empathising with the dedication of polling personnel who perform election duty in remote and difficult areas, the Commission decided to double the remuneration of the polling officials going to the polling Stations three days in advance. Till now, the remuneration for polling officials used to be a uniform per diem amount for all alike. Chief Electoral Officers of the states and UTs shall specifically notify such polling stations for enhanced remuneration during election,” an EC statement said. This is the third major decision taken by the EC in the last three weeks after Kumar took over as the CEC.
DIMAPUR, JUN 7 (NPN): Nagaland Pradesh Congress Committee (NPCC) has dared State’s lone Rajya Sabha member S Phangnon Konyak to resign in protest against BJP mixing religion with politics. Reacting to the BJP MP’s appeals to the people of Nagaland not to mix religion with politics and accusing the saffron party of mixing religion with politics, NPCC president K Therie in a release challenged her that if she stood by her appeal, then she should prove it by resigning in protest against her party doing exactly that. Reminding her that
BJP was targeting minority communities across the country, Therie said her statements exposed that she was ignorant of who was mixing religion with politics, alleging that BJP was targeting Christians, Muslims and minorities similar to Russia attacking Ukraine. “If Ukraine stops defending itself, then it loses its existence. If Russia stops attacking, there will be peace. This is the position of Christians and other minorities before BJP in India,” he emphasised. He mentioned that just two days back a BJP spokesperson had attacked
Prophet Mohammad earning ire from Muslims nations across the world and resulting in summoning of Indian envoys in multiple countries, which was soon followed by the media head of a BJP unit attacking the Prophet. Before joining BJP, the NPCC chief said Phangnon was expected to be fully aware of the persecution of Christians, beginning from Graham Staines and his two sons Philip and Timothy who were burnt alive by Dara Singh, a member of Bajrang Dal, one of the frontals of RSS and BJP.
