MUMBAI, JUL 7 (THE WIRE): For at least 50 long minutes, the team commander of an army major rank– who led the operation in the Tiru-Oting area of Nagaland on December 4, 2021 – allegedly knew that the ambush laid by his team was on the wrong route. The officer, however, allegedly “wilfully suppressed” this crucial information and instead, knowingly directed the 30 army personnel of the sophisticated Alpha team of 21 Para Special Forces in the wrong direction. He then ordered his team to carry out an operation in Nagaland’s Mon district, which claimed six civilian lives and seriously injured two more. These damning findings are now central to the six-monthlong investigation carried out by the Special Investigations Team (SIT) set up by the Nagaland state government to investigate the firing and the subsequent deaths. The SIT has accused the team commander of “deliberate omissions” and has alleged that his subsequent violent actions and cover-ups claimed the lives of 13 tribal men in two separate firing incidents that same evening. One paratrooper, Gautam Lal, was also killed in the incident. The team commander, whose name The Wire has withheld following requests from Indian Army officials, has been named as a main accused in the firing incident. State records six more cases of Covid-19 DIMAPUR, JUL 7 (NPN): For the second consecutive day, Nagaland recorded six fresh cases of COVID-19 on Thursday taking the total caseload to 35,534. According to health department’s daily bulletin, out of the six cases, five cases were reported from Dimapur district and one from Kohima district. Currently the state has 27 active COVID-19 cases and today’s sample positivity stands at 10%. While 33,253 people have recovered from the disease, the COVID-19 death toll remained unchanged at 761 (including 4 non-Covid deaths but with positivity).

This is perhaps the first time army men are facing legal consequences for their role in killing civilians in the Northeast. The Nagaland state police is awaiting sanction since April from the Department of Military Affairs to go ahead with the prosecution. A senior officer privy to the SIT investigations said that a reminder was sent to the army in May. “However, we have not received any response from the army yet,” they said. The army has maintained all along that the men were sent out on a “counterinsurgency operation” in the area following a tip-off on the likely movement of militants belonging to the banned National Socialist Council of Nagaland (KYA) group and they mistook the villagers to militants. The army’s counter-insurgency unit had later claimed that the scout team had mistaken the villagers’ hunting rifle and Dao, an indigenous sword, to be deadly weapons. The SIT has observed that, “The surveillance team has wrongly given the ‘positive identification’ (a crucial

defence procedure before attacking) without proper application of mind.” The SIT further claims that the team of 21 PARA(SF) is entrusted with operations in the Northeast. “They are aware of the ground scenario. It is common in Nagaland for people to carry Daos with sling for work and they carry hunting gun/ muzzle loading guns.” A separate court of inquiry by the army has pointed to non-compliance with certain Standard Operating Procedures (SOP). The army has not initiated any substantiative action against the men. All army personnel, including the team commander, continue to be on duty, but restricted to their base, a senior army official has confirmed. The court of inquiry report is not public and the army is not mandated to make it public either. Within two days of the firing incident, Union home minister Amit Shah had claimed in parliament that the incident was an outcome of “mistaken identity”. The copy of the chargesheet, accessed by The Wire, accuses the army personnel on multiple grounds. On December 4 last year, two firing incidents occurred in the Tiru-Oting region. The first incident – now established through statements of two survivors, who are also “star witnesses” in the case, and through forensic analysis of a phone recording by a villager – took place around 4:26 pm. In this incident six persons – Shomwang, Langwang, Thapwang, Khawang, Thakwang and Yenjong – were killed. Thapwang and Langwang, both 23 years old, were twins. In the second incident, which followed a few hours later around 9.55 pm, seven villagers – Wechu Pongchi, Bipul, Ngampho, Phaokam, Menpeih, Hokup and Langtun – were killed. While the first incident was a part of the planned ambush operation, the second occurred while the army men were allegedly attempting to cover their tracks by secretly trying to dispose of the bodies of the six labourers. Many villagers, agitated by the killings of the innocent labourers, attacked the army men. In defence, the operation head had once again ordered firing, killing seven more.

Johnson, 58, said he will remain in charge at 10 Downing Street until the process of electing a new leader is completed - expected by the time of the Conservative Party conference scheduled for October. Monkeypox cases rise 77 per cent: WHO

GENEVA, JUL 7 (AP): The World Health Organisation on Thursday reported a 77 per cent weekly increase in the number of lab-confirmed monkeypox cases, to more than 6,000 worldwide, and two more deaths in parts of Africa where the virus has circulated for years. Most of the cases were reported in Europe and Africa. The UN health agency said the mysterious outbreak continues to mainly affect men who have had sex with men, and that other population groups showed no signs of sustained transmission. India logs 18,930 new Covid cases; daily positivity rate 4.32% NEW DELHI, JUL 7 (PTI): India logged 18,930 new coronavirus infections taking the COVID-19 tally to 4,35,66,739, while the active cases increased to 1,19,457, according to the Union health ministry data updated on Thursday. The daily positivity rate was recorded at 4.32 per cent while the weekly positivity rate stood at 3.86 per cent. The death toll climbed to 5,25,305 with 35 new fatalities, the data updated at 8 am showed. The 35 new fatalities include 19 from Kerala, seven from

Maharashtra and three from West Bengal. The active cases comprise 0.26 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 98.53 per cent, the ministry said. An increase of 4,245 cases has been recorded in the active COVID-19 caseload in a span of 24 hours. A total of 86.53 crore tests have been conducted so far with 4,38,005 tests conducted in the last 24 hours. India’s COVID-19 va c c i n a t i o n c ove r a ge crossed 198.49 Crore on Thursday.

DIMAPUR: Dimapur police, Special Operation Team (SOT) during a surveillance on Thursday, acted on a verbal information that some armed miscreants were threatening and extorting at a petrol pump near Hotel Theja Fort. According to Dimapur police, the SOT intercepted on white Scorpio bearing registration number NL01P0205 near the area and arrested five persons—

DIMAPUR: Zeliang Students Union Nagaland and Zeliangrong Youth Front Nagaland on Thursday, rejected the formation of Zeliangrong Youth Organisation Nagaland (ZYON) during a consultative meeting. In a joint statement, ZLSU(N) president Kingsalt Hegwang, ZLSU(N) vice president Imzui Hingleu, ZYF(N) president Josiah Zeliang and ZYF(N) Ananda Haihing Zeliang said the meeting was prompted by the sudden formation of Zeliangrong Youth Organisation Nagaland, which it said was “a parallel organisation to ZYF(N) which is already in existence since 1981.” The bodies stated that ZYON was formed “with the sole motive of leadership by some self-styled desperate and self-oriented hellbent leadership mongers after erstwhile United Zeliangrong Youth Federation (UZYF) failed miser-

ably” to achieve vested interests. They said such acts devised by certain individuals “only to attain their leadership” has created misunderstanding among the youth of the community. Assam Rifles conduct civic action programme DIMAPUR: Longding battalion of Assam Rifles under the aegis of HQ IGAR (North) conducted a special awareness programme on national flag code as part of “Har Ghar Tiranga campaign” at ARPS, Wokha district on July 5. According to PRO IGAR (N), the campaign was aimed at creating awareness among the children about the campaign launched by the centre as part of “Azadi ka Amrit Mahotsav”. At the programme, the children were briefed about evolution, significance and importance of the national flag and national flag code. They were also encouraged to unfurl the national flag on the occasion of Independence Day.

I n a l e t t e r, t h e government has directed district magistrates and superintendents of police to initiate legal action against anyone found violating the r ules laid down by the Union gover nment for transpor tation and slaughtering of animals, the official stated. According to the order, “sacrifice of animals, including cows, will be allowed in designated places” provided the guidelines under The Prevention of Cr uelty to Animal Act, 1960 are adhered to. “The secretar y of Animal Welfare Board of India has issued a directive to stop illegal killing of cows and other animals. Accordingly, the state government sent a

In his complaint, Yadav said a video, in which Gandhi described those attacking his Wayanad office as children and said he had no ill-will against them, was “mischievously” used by the TV channel on July 1 to suggest he was forgiving the killers of Udaipur tailor Kanhaiya Lal. The FIR in Raipur was lodged under IPC sections, including 153A (promoting enmity between different groups), 295A (deliberate and malicious acts, intended to outrage religious feelings of any class), 467 (forgery), 469 (forgery to harm reputation), 504 (intentional insult). On July 2, a day after the video was aired, Ranjan had apologised for mistakenly playing Gandhi’s statement out of context by linking it with the Udaipur murder case. “It was a human error for which our team is apologetic. Rahul video: C’garh cops to return, seek legal options against UP counterparts A Chhattisgarh Police team camping here to arrest a TV news anchor over a “doctored video” of Congress leader Rahul Gandhi is expected to return Thursday, with officials saying it is exploring legal options against its counterparts in Noida and Ghaziabad. The 11-member team from Raipur, led by a deputy superintendent of police, landed in Ghaziabad on Tuesday morning to arrest Zee News anchor Rohit Ranjan. The anchor and others have been booked for airing the misleading video on his show on July 1. However, the team from Congress-governed Chhattisgarh could not arrest Ranjan as police officials from Noida and Ghaziabad in BJP-ruled Uttar Pradesh whisked him away a few hours earlier. On Wednesday, the visiting police team issued summons to Ranjan and some of his colleagues to join the probe in Raipur

on July 12 to get their statements recorded in connection with the FIR lodged there. Ranjan was arrested by the Noida police in connection with a probe into a case lodged by it on a complaint by Zee Media group over the video. The Noida police on Tuesday night announced it had released Ranjan from the police station itself following an inquiry as the offence invoked in the case was a bailable one, while the Chhattisgarh police team, which had an arrest warrant and a court order for his arrest, declared the anchor an “absconder” on Wednesday. “The Chhattisgarh police team had come to arrest the TV anchor but the local police in Ghaziabad and Noida obstructed the procedure. The accused is now untraceable, and the local police are not sharing any information about his whereabouts,” an official privy to the probe told PTI.

Ishrat Jahan NEW DELHI, JUL 7 ( AGENCIES): More than three months after ex-Congress councillor Ishrat Jahan was granted bail by a lower court in the larger conspiracy case of Northeast Delhi riots, the Special Cell of Delhi Police has challenged the order before the Delhi High Court stating that the trial court ignored the statements of protected witnesses which “attributed specific and definite role” to her “not only in conspiracy but also in terror financing,” reports The Indian Express. Observing that “she was neither physically present in Northeast Delhi for riots nor was she part of any group”, the lower court granted bail to Jahan on March 14 in the case. She had been in custody since February 2020 and is the

only UAPA accused in the case to have been granted bail by the trial court. The court had noted that “as per the chargesheet and statement of witnesses, accused Ishrat Jahan is not the one who created the idea of chakka jam”. Delhi Police’s appeal against the bail order is listed for hearing before the High Court on Thursday. “Hon’ble trial court has also ignored the subsequent conduct of the accused Ishrat Jahan, wherein she tried to cover up the tracks of terror financing,” police has alleged. Police has also contended that the trial court failed to appreciate that under section 18 of UAPA not merely a conspiracy to commit a terrorist act but “an attempt to commit or advocating the commission or advising it or inciting or directing or knowingly facilitating commission of a terrorist act is punishable”. It has also said the trial court had made “factually incorrect” observations in the order with regard to Jahan’s participation in the meetings of various organisations.

Challenge to taxation virus

F

orcible collection of money under the pretext of taxation is not only a serious threat on social peace and harmony but can also destroy the future generations since it seeks to establish and legitimise the criminal offence to passive resistance from the public. In states like Nagaland, Manipur and perhaps Arunachal Pradesh, illegal and unauthorised taxation by political groups poses seemingly insurmountable challenges on the law and order machinery. Other states in the north east also face similar situations but states which have made no compromises in tackling this so-called cottage industry with a firm hand to ensure a just, peaceful and free society. In the context of Nagaland, collections by political groups has been justified on the ground of being in pursuit of people’s national goal. However, in Dimapur tax collections since the past decades became a popular mode for easy money and also a source of livelihood. Naga public had enough and voiced out their resentment through public resolutions in 2012 and subsequent years, that they will not pay ‘multiple tax’ to over half a dozen groups or governments, but will only pay one tax to one government. Though Dimapur is known as the commercial capital, it is also the home of many organisations, groups and unions and also the collection capital of Nagaland. The public in Chümoukedima, even before it was carved out as a district from Dimapur, had resolved to prevent the virus of tax collection from infecting and spreading in the area. They have succeeded in significant ways. Recently after becoming a district, apex CSOs of Chümoukedima district have reaffirmed their stand against all forms of collection of money under the guise of ‘tax’ from business firms or traders by persons claiming to represent various groups, agencies, unions or associations . One of the CSOs - Chümoukedima Town Chamber of Commerce and Trade Association(CTCCTA) – was forthright in making its stand clear that it was totally against such unauthorised and illegal collections, which have become a source of livelihood. CTCCTA informed that its stand was in pursuance of the general public resolution undertaken at the town hall at Weekly Saturday Market on February 14,2014. CTCCTA has warned that any business establishments or shops within Chümoukedima town paying such illegal taxes would have their business and trade licence cancelled and proprietors excommunicated from the town. Later another CSO- Naga Tribal Union Chümoukedima Town(NTUCT) also made its stand clear on the issue of unauthorised and illegal collection of money within the district by various Naga political groups or organisations. NTUCT also cited resolutions against multiple tax collection by all and sundry by the Naga public on November 19,2017. NTUCT also said it has been witnessing mushrooming of societies and organisations, either “constitutional or extra-constitutional” with the sole intention(s) of tax collection. NTUCT declared that groups, associations, unions preying on business for illegal collections was a threat on social peace and harmony. NTUCT has particularly, urged upon the district authorities to ban such groups, associations and unions from undertaking any form of illegal collection within Chümoukedima . Having declared their stands against illegal taxations, the apex organisations will be expected to walk the talk to ensure that the district administration and police perform their constitutional obligations to people and not their political masters if peace and economic progress is to transform the new district as the new capital of trade and commerce.

The Christian life is gloriously difficult, but its difficulty does not make us faint and cave in— it stirs us up to overcome. Do we appreciate the miraculous salvation of Jesus Christ enough to be our utmost for His highest— our best for His glory? God saves people by His sovereign grace through the atonement of Jesus, and “it is God who works in you both to will and to do for His good pleasure” (Philippians 2:13). But we have to “work out” that salvation in our everyday, practical living (Philippians 2:12). If we will only start on the basis of His redemption to do what He commands, then we will find that we can do it. If we fail, it is because we have not yet put into practice what God has placed within us. But a crisis will reveal whether or not we have been putting it into practice. If we will obey the Spirit of God and practice in our physical life what God has placed within us by His Spirit, then when a crisis does come we will find that our own nature, as well as the grace of God, will stand by us. Thank God that He does give us difficult things to do! His salvation is a joyous thing, but it is also something that requires bravery, courage, and holiness. It tests us for all we are worth. Jesus is “bringing many sons to glory” (Hebrews 2:10), and God will not shield us from the requirements of sonship. God’s grace produces men and women with a strong family likeness to Jesus Christ, not pampered, spoiled weaklings. It takes a tremendous amount of discipline to live the worthy and excellent life of a disciple of Jesus in the realities of life. And it is always necessary for us to make an effort to live a life of worth and excellence.

Naga Ancestral Remains and the Healing of the Land

D

uring the lockdown in 2020 due to the global pandemic, the Pitt Rivers Museum in Oxford, England, undertook a major reform. They decided to overhaul insensitive displays that highlighted the violent history of colonialism and imperialism. The Pitt Rivers Museum recognised that their collections have propagated harmful colonial stereotypes of cultures across the world. This statement of intent is reflected in the Museum’s ‘Committed to Change’ where it says that they ‘aim to be part of a process of redress, social healing and the mending of historically difficult relationships’.[2] In order to portray cultural objects in an ethically sensitive manner, the Pitt Rivers Museum has recognised that decolonising the museum and prioritizing reconciliation and co-curatorship with source communities is a matter of urgency. It was in this spirit of decolonization and healing, that we started a dialogue and reflective journey with the Pitt Rivers Museum. As Naga anthropologists we are aware that they have the largest collection of Naga material culture in the world (around 6466 items), including the human remains of our ancestors. With an atmosphere of openness, respect, and a desire to include Naga community members –elders, researchers, church and civil society – through interviews and collaborative discussions, we put together an exploratory research project. In 2020, a Naga Research Team was formed, comprising researchers from the Naga ancestral homelands working in partnership with the Pitt Rivers Museum, and started the initial phases of the project. Our aim is to address issues surrounding the repatriation of around 213 ancestral remains currently housed in the Pitt Rivers Museum. Their descriptions, spread over numerous pages of excel sheets, provide a glimpse into the expanse of the machinations of the British Empire – from conquering, to administrating, to collecting, and to ruling– a process that remains undiminished and indeed unfinished. As Naga anthropologists engaged in this introspective engagement of reparation and healing, we are aware that the process will generate deep emotions including grief and anger, as

well as open historical trauma for the Naga people. For more than 100 years, museums across Europe have displayed Naga objects as exotic and primitive, taken away as souvenirs and under duress during colonial expeditions, a fact that exposes the harsh realities of imperialism, and their contemporary resonances. The Naga ancestral remains collection in the Pitt Rivers Museum consists of human skulls and bones, and human hair attached to various cultural items including basketry, spears, shields and ornaments. The provenance of these remains is unclear. Some clearly state that they were confiscated by British administrators from Naga villages, while others were taken as loot during the violence that ensued. The labels have limited information or explanation and much of people’s histories and their encounters with colonialism have been undocumented and in fact erased. For instance, one of the entries on a Naga skull has the following, obscure description: ‘Trophy skull of a Konyak woman of Kamahu mounted with mithan horn taken at Yacham by an Ao Naga. [This was taken] from him by Mr Hutton [a British Administrator] when the village was burnt by the Government, March 1922’. Central to the partnership between the Pitt Rivers Museum and Naga Research Team is a shared vision to decolonize dominant frames of knowledge and recognize the violence of colonialism. As we continue our exploratory research and dialogue, we are learning how the meaning of decoloniality involves recognizing the Naga people’s history as one of colonization and loss. Indeed, the Naga people will have a remarkable opportunity to reflect on the future of their ancestral remains in the Pitt Rivers Museum and other museums in Europe and beyond. The British started administering the Naga Hills, as it was known then, in 1832 to protect the burgeoning tea trade in Assam, a product consumed by millions in Britain and throughout their extensive Empire. In 1865, an article in the Pioneer justified British rule over these ‘savage’ tribes because they were a danger ‘to the cause of tea’. While the lucrative tea trade had to be protected at all costs, it also allowed the British to engage in civilising

missions. This included inviting the American Baptist Foreign Mission Society (1871-1955), who were in Myanmar missionising the Karen people, to enter the Naga Hills and begin the process of conversion. Thus started the colonial strategy of the bible and the flag – Christian conversion, alongside steady territorial gains so that by around 1912 the Naga Hills District became a province of Assam and remained so until Indian independence in 1947. This period of British colonialism was particularly violent. There were numerous military raids to suppress the recalcitrant Nagas, which included burning villages as collective punishment, and the loss of lives, not to mention the vast troves of material culture burnt into the embers of history. When British colonial power was largely consolidated, visual depictions often portrayed the Nagas as exotic but now ‘tamed’ under the rule of the British Raj, who were viewed as humane, orderly and enlightened. Historically, the proliferation of images of the Nagas filled the British imagination with depictions of the frontiers of the Empire. According to Andy West’s book Museums, Colonialism and Identity: A History of Naga Collections in Britain, the Nagas were mostly represented in ceremonial clothes with their headdresses, spears, and dao (hacking knife). Reams of pages were dedicated to the discussion and knowledge production of the Nagas from 1822-1920, leading J.H. Hutton (1885-1968), a seasoned British administrator, to list over 400 publications related to them. One of the chief architects of the Pitt Rivers Museum, Henry Balfour (1863-1939), urged colonial administrators to collect as much material culture as possible, or as he put it ‘If we aim at equitable administration of subject races, the chief essential is close investigation of their indigenous culture’. That legacy is now inherited by the Pitt Rivers Museum, along with collections at the British Museum, the Cambridge University Museum of Archaeology and Anthropology, and the Horniman Museum, and other smaller collections scattered in over 50 museums all over Britain. During Indian Independence in 1947, the Naga areas were split between India and

Myanmar, with the boundaries marked arbitrarily by Prime Ministers Jawaharlal Nehru and U Nu, based loosely on British administrative demarcations. The British fragmented the Naga ancestral homeland as a result of administrative bureaucracy and this continued unabated when the Indian and Burmese governments began their rule. This legacy of British colonialism, carried over into the Indian state to divide and rule, with continued violence inflicted with impunity is a tragic story of our times. Not only did this separate the Naga lands but divided the Nagas in India internally into Nagaland, Manipur, Arunachal Pradesh and Assam. The Naga Hills (and) Tuensang Area is now the state of Nagaland which was formed in 1963. The Naga movement for sovereignty was led by the Naga National council (NNC). The NNC later fractured into several groups one of which led to the formation of the National Socialist Council of Nagaland. The essence of the Naga movement was led by their desire to be left alone and not to be included in the Indian Union. We provide this context to highlight the complex history of this region and the effects of colonialism. The injustice and colonial violence that divided the Naga ancestral homelands did not appear in the administrative, missionary, and ethnographic writings of the time. Even some Indian scholars in postindependent India writing on the Nagas have ignored the divisiveness of colonialism and structural violence perpetuated by the new nation-state. In contrast, our ongoing dialogue and research framework with the Pitt Rivers Museum is to centre Naga heritage and history, focused on framing an Indigenous pedagogy of healing and reparation, where the Naga people’s voice must be central to how we engage with the Naga collection. Given that the Naga collection at the Pitt Rivers Museum has remained largely inaccessible to the Naga community, the experiences of colonialism are often treated as archival data where issues of ethics and community consent have been ignored and where access to information have been given to a privileged few. We believe that re-crafting the story of the Naga collection rests with the Naga people. Any

repatriation of Naga ancestral remains bears the additional challenge of recognising the complex geo-political boundaries of the Naga ancestral homelands in contemporary India and Myanmar. One of the first questions we encountered was: who do we repatriate the ancestral remains to? Where does one start? During the first few months, we contacted various Naga individuals to discuss these issues. Some were open to bringing ancestors back to their communities, so they can be reburied, while others were more apprehensive. What sort of burial will they be given? Would it be a Christian one? How do we ascertain if pre-Christian rituals would be more apt, and how might these traditions, now largely suppressed, enable the dead to be honoured? Would it be more appropriate to collectively mourn ancestors through creating a national memorial? Some individuals were more direct in their responses. If these remains were part of war and their heads taken as trophies (before the British looted them), then, there is a tradition of not asking for them back. The answers to these questions are still uncertain. This research project is just the beginning of our quest to understand the untold stories, events and memories that remain buried. We have inherited the cultural trauma of colonialism that previous generations rarely spoke about. Would a demand for a public apology from the British government, as some have voiced, begin to heal the wounds of colonialism? The ongoing research collaboration is an opportunity for us to understand the past through the lives of our ancestral remains even as we continue to discover and add new items with the support of the museum curators. The work ahead of us is challenging, but as a research team, we are committed to documenting the stories of the Naga ancestral remains and the journeys they have undertaken from their homes in the Naga areas to entombed spaces inside museums. Like vast jigsaw puzzles, there are still many pieces to fall into place. The ‘healing of the land’ is a sentiment that surfaces over and over again in our many conversations with Naga individuals and communities. Engaging with the ancestral remains and putting them to

rest means a renewal of the land, and an understanding of the tempestuous historical moments that have come to define the Naga people. This is a task that not only requires reflection about the past, but also a hope for a future that younger generations can inherit, a land where our ancestors are laid to rest and where healing and reconciliation can begin. We realise that this undertaking is a collective and shared one – and we must learn from those who have gone before us. Along the way we have found support and guidance from a native Hawai‘i activist, Edward Halealoha Ayau, who has been working for over 30 years with various museums and institutions to repatriate iwiküpuna (ancestral Hawaiian skeletal remains), moepü (funerary possessions) and meakapu (sacred objects).[3] Similarly, Return, Reconcile, Renew (RRR) has provided us with databases and training with regard to the repatriation of ancestors, a process they have begun in the context of Aboriginal Australians.[4] These partnerships highlight the strength of Indigenous peoples’ networks and the willingness and courage they demonstrate through the sharing of knowledge. Indeed, the realities of colonialism are widespread. But the movement for justice and decolonization persists. Cultural objects belonging to source communities stolen during British colonialism have received significant attention in recent times. The controversy over the Benin Bronzes and the decision by Cambridge and Aberdeen Universities to return them to Nigeria has generated important debates regarding restitution and the broader questions around colonialism. Like many of these instances demanding restitution, the Naga people’s case requires that we understand the immense violence and trauma that they continue to experience. Reconciliation and healing of the land are not simply tropes that need discussion. They need to be embedded in a process where the community takes ownership and custodianship, and through that, hopefully, there is a more humane approach towards decolonisation and justice. Deaths by suicide among farmers signal dire need for reform

S

uicides are a sign of a deep crisis in a society. And in Punjab’s so-called ‘agriculturally developed society’, suicides of farmers and farm labourers have been taking place unabated for the last two decades. On June 18, 2022. a report regarding the phenomenon in Punjab by a team of prominent economists from Punjab Agricultural University, Ludhiana, comprising Sukhpal Singh, Manjeet Kaur and H.S. Kingra, was published in Economic and Political Weekly, confirming that the state is undergoing a deep farm crisis. This report is based on a door-to-door survey of the families of individuals who died by suicide in six districts of Punjab from 2000-2018. In this time, these districts saw 16,594 suicides, of which 9,291 were farmers and 7,303 were farm labourers. According to the report, Sangrur – Punjab chief minister Bhagwant Mann’s home district – topped the list with a total of 2,506 farmers’ suicides in the given time frame. Mansa district came in second with 2,098 farmer suicides, followed by Bathinda, Barnala, Moga and Ludhiana districts with 1,956, 1,126, 880 and 725 suicides, respectively. The year with the highest number of such suicides was 2008 (630), after which the number of deaths by suicide among farmers began to decline year-by-year. The report makes evident that the ‘debt waiver scheme’ of the Manmohan Singh government that year was one of the factors that led to this decline.

Unfortunately, deaths by suicide among farmers started to increase again after that, reaching another peak in 2015 (515). The reason behind this increase was the failure of the Bt cotton crop due to pest attacks. The cotton crop, popularly known as ‘white gold’, is the main commercial crop of South-Western Punjab. In 2015, the yield of cotton crop was just 1.97 quintals per hectare, the lowest in three decades. Therefore, it is clear that the incidence of farmer suicides can be reduced if farmers’ debts are waived off and adequate compensation is given to them in case of crop failure. But our rulers did not learn any lessons from these events. Disproportionate impact on small farmers The economic conditions of farmers, particularly small farmers, are precarious. According to the report, 77% of deaths by suicide were among small farmers (with holdings of less than two hectares). What’s more, small farmers make up only 33% of the total numbers of farmers (1.09 million) in the state. From 1991-2011, 200,000 small farmers were thrown out of farming, out of which a large number joined the labour market. Although some big farmers have also left farming, none of them became labourers. Moreover, the suicide rate among large farmers is the lowest (0.47%). Clearly, the crisis of the small farmer is far more serious. As such, a compensation of Rs 5 lakh; total debt waiver; a government job to the next kin; free education

to the children of the family; and free health care for the family should be provided for the rehabilitation of the family of those farmers who died by suicide; something farmers’ unions have demanded regularly. In addition, cooperative farming should be encouraged to increase economies of scale by reducing fixed farm costs. Moreover, the state must extend subsidies and undertake massive investment to enhance farm profitability and the efficient marketing of farm produce. These measures are necessary to mitigate farmer suicides in the state. The report also details that, of the families of those farmers who died by suicide, one-third had only one bread winner. These single earners could not endure the farm crisis in the state and chose to end their lives. It is not difficult to imagine what will happen to these families without the support of the sole earner. According to the report, a large number of the members of these families suffer from mental stress and 11% of the children had to leave education. Moreover, in 3.4% of cases, it became difficult to secure marriages for their children. In our social fabric, people are reluctant to enter into a relationship with a financially stressed family. When we met such families as part of a farmers’ organisation, we, too, shared in their pain. Media myth of ‘unproductive expenditures’ The state-sponsored media has been propagating, on a large scale, that farmer suicides occur due to farmers’

unproductive expenditures, but this report has exposed that lie. In fact, the report revealed that farmers generally do not take loans for weddings and non-productive activities. As many as 75% of loans were taken for agricultural activity; for example, 12.7% of loans were taken for tractors; 44% for agricultural inputs (like seeds, fertilisers, pesticides, and the like); 2.47% for irrigation and 15.5% for miscellaneous expenses. For consumption expenditure, 10.3% was for housing; 7.7% for weddings and 3.7% for domestic expenditure. The profits of capital intensive agriculture are taken away by the market. Farmers are indebted basically due to the unfavourable terms of trade in the farm sector. The toiling masses are fed up and disillusioned with the current policy regime. The youth seems pessimistic and hopeless in this society; that is why 75% of the farmers who died by suicide were young (below the age of 35). The facts of the report are a stark reply to the false propaganda spread against the farmers, which says that the farmers borrow for the wasteful spending; for building lavish houses or buying big cars. In reality, Punjab Agricultural University, insisted on the slogan, “Sade viah sade bhog, na karja na chinta rog (“Simple wedding and simple last rites, no debt no anxiety disorder”). Many self-styled ‘wise men’ of the aristocracy slander farmers by chanting slogans and advising simple marriages. This report is a response to those leaders/

people who say that farmer suicides take place due to domestic conflicts, because, according to the report, 88% of suicides occurred due to debt, of which domestic conflicts made up only 17.18%. Crop failure accounted for 8.32% and disease, 6.27%, of total suicides. Empty political promises and the need for policy action Ahead of the 2017 Punjab assembly elections, former chief minister Captain Amarinder Singh had said, “Don’t commit suicide for a while, the debt problem will be solved completely.” Karja kurki khatam, Fasal di puri rakam (‘No debt no attachment, full price of crop’) was his main slogan. But the policy of a Rs 2 lakh debt waiver for small farmers, drafted by the debt waiver committee under chairman T. Haq, was full of discrepancies and completely hopeless. While the Shiromani Akali Dal (SAD), which claims to be a pro-farmer party, had assigned the doorto-door survey of rural suicides, no steps have been taken to address the debt problems of the farmers. Further, although the Aam Aadmi Party (AAP) had said, in the run-up to the 2022 assembly elections, that the problem of farmer suicides would be eliminated as soon as the government is formed, the problem still persists, despite the party sweeping the elections. These parties have given the people nothing but despair. According to reports from three Punjab universities – Punjab Agricultural

University, Ludhiana; Punjabi University, Patiala; and Guru Nanak Dev University, Amritsar – the state government had formulated a policy in 2015 to immediately pay Rs 3 lakh compensation to the families of farmers who died by suicide. However, many such family members have now grown tired of walking around government offices and waiting for the compensation to come. Many are disappointed and stressed, but our ruling class is completely ignoring these ground realities. Deaths by suicide among farmers should be a matter of grave concern for all of us. In such a critical situation, the state must form an effective plan for resolving the agrarian crisis. Farmers should start mounting struggles. The report also shows that farmers who are affiliated with an organisation or group have a much lower tendency to die by suicide than others. We must learn from this. History had shown that struggle is the only solution to our problems. Even in the current situation, only struggles can put pressure on the government to compensate the families of the victims, fix remunerative prices for crops, waive off farmers’ debts, make huge public investment, and provide financial assistance and subsidies to develop a profitable farming sector. KOLKATA, JUL 7 (PTI): West Bengal’s ruling party Trinamool Congress has targeted Prime Minister Narendra Modi for a hike in domestic cooking gas, saying that people continue to suffer but he does not care. Cooking gas price on Wednesday was hiked by Rs 50 per cylinder, the third increase in rates since May on firming international energy prices. “Domestic 14.2 kg LPG cylinder prices increased by Rs 50/cylinder. Mr. @narendramodi showering the people of India with all his love, yet again,” the TMC said on its official Twitter handle. Sarcastically alluding to the PM Cares Fund, the party said “in Modi ji’s ‘Amrit Kaal’, suf-

Non-subsidised LPG now costs Rs 1,079 per 14.2kg cylinder in Kolkata, up from Rs 1,029 previously, according to a price notification of state-owned fuel retailers. Common households pay non-subsidised rates for the cooking gas they buy after the government restricted subsidy to just poor beneficiaries who got connections under the Ujjwala scheme. The LPG rate was increased for the third time since May and the fourth this year. The price was hiked by Rs 50 per cylinder on March 22 and again by the same quantum on May 7. But the army source has claimed that “the team had stayed on ground with the hope that the local police would reach there and help them in the further (handling of bodies) process”. “Had the police reached on time, the villagers would not have attacked the army men,” the army source claimed. MUMBAI, JUL 7 (PTI): The rupee declined 19 paise to close at 79.13 (provisional) against the US dollar on Thursday, as the hawkish stance of the US Federal Reserve increased the possibility of another aggressive rate hike this month. At the interbank foreign exchange market, the local currency opened at 79.05 and finally ended at 79.13, down 19 paise over its previous close. On Wednesday, the rupee closed at 78.94. “Rupee opened on a flat note but started to come under pressure despite measures announced by the RBI,” said Gaurang Somaiya, Forex & Bullion Analyst, Motilal Oswal Financial Services. The RBI on Wednesday raised overseas borrowing limits for companies and liberalised norms for foreign investments in government bonds as it announced a slew of measures to boost foreign exchange inflows in efforts to curb the fall of the rupee. On December 4 last year, they were returning with the six persons who were killed in the Bolero pickup vehicle. “We were just coming by the pick up when we were shot at from the front and the back. I even heard three blasts. I could hear some people shouting in Hindi. We tried to hide for cover,” Sheiwang says in his statement. Both Sheiwang and Yeihwang had suffered several bullet injuries and underwent treatment at the hospital for many weeks. Our men moved them to the hospital, putting their own lives into risk,” shared an army official. The SIT has recorded statement of one crucial “human source” (whose identity has been withheld owing to the precarious condition they operate under) who had relayed information to one sepoy about the movement on the ground. The source, in their statement to the SIT, says that they had conveyed it to one of the sepoys that the militants planned to move towards Wapnyu, a location at least 10 kilometres away from where the ambush had been planned. The source had also shared a picture of the guide who was to lead the militants. It was 3:30 pm when the information was first communicated to the sepoy. The sepoy had then immediately informed the team commander about the information he had received and had requested that the ambush location be immediately changed. In a cr ucial finding, the SIT fur ther reveals that the team commander then told his technical support team to track the village guide, through his phone location. It was ascertained that the guide was indeed moving towards Wapnyu area. The team commander, the investigation finds, had later forwarded the photo and information about the village guide to some of his teammates on WhatsApp. It was 3:50 pm then.

Stress can age, weaken your immune system

tress may take a huge toll on your health, weakening your immune system and opening the door to serious illness, a new study suggests. Traumatic events, job strain, daily stressors and discrimination may all speed aging of the immune system, increasing the risk for cancer, heart disease and other illness, including COVID-19, researchers report. “ N ew T- c e l l s a r e needed to respond to novel infections like COVID-19 and for vaccine efficacy. ... Immune aging may help explain why older people are more likely to have more severe COVID-19 cases and tend to have weaker responses to vaccines,” said lead researcher Eric Klopack, a postdoctoral scholar at the Leonard Davis School of Gerontology at the University of Southern California, Los Angeles. Smoking and drinking alcohol, risky lifestyle habits that are often a response to stress, can also weaken an immune system, he added.

“These health behaviors might help explain the link between stress and immune aging,” Klopack said. “People who experience more stress may be more likely to engage in risky health behaviors. These behaviors may reduce the production of new naive cells.” The good news is that not drinking or smoking might help offset some of the immune aging associated with stress, he said. But even with lifestyle changes, the immune system naturally begins to weaken as people age, a condition called immunosenescence. In old age,

the immune system includes many wor n-out white blood cells and only a few new white blood cells that can fight infection. A weakened immune system is linked with cancer, heart disease and the risk of infectious diseases, such as pneumonia. Another possible explanation for weakening of the immune system involves cytomegalovirus (CMV) infection, Klopack said. “CMV is a common infection that has been shown to have large effects on the immune system,” he explained. “To keep CMV in check, the immune

system has to commit a large amount of resources to CMV, meaning a lot of T-cells are produced to handle CMV, some of which will remain as aged nonfunctioning cells.” Research has suggested that social stress can trigger the activation of CMV, forcing the immune system to commit more resources in response. “In our study, controlling for CMV also reduced the associations between stress and the health of T-cells. So, one pathway may be that chronic stress causes regular reactivation of CMV, leading to a more aged immune system,” Klopack said. “So, developing an effective CMV vaccine could help alleviate immune system aging.” To find out the role stress plays in weakening the immune system, the researchers analyzed responses from more than 5,700 people over the age of 50. The participants completed a questionnaire that assessed experiences with social stress, including stressful life events, chronic stress, everyday

discrimination and lifetime discrimination. The participants also provided blood samples that were analyzed with a technique called flow cytometry, which counts and classifies blood cells as they pass in front of a laser. Klopack’s team found that people with higher stress scores had seemingly older immune systems, with fewer new diseasefighting T-cells and more wor n-out white blood cells. The association remained even after taking into account education, smoking, drinking, weight and race or ethnicity. The report was published June 13 in the Proceedings of the National

Academy of Sciences. Dr. David Katz is a specialist in preventive and lifestyle medicine and president of the True Health Initiative in Tulsa, Okla. “Stress has long been recognized as a potent factor influencing health, but measuring stress itself and capturing its effects objectively has been a challenge,” said Katz, who was not part of the research. This study provides a vivid and novel window on the consequences by examining the biological age of the immune system, Katz said. “Stated simply, more unmanaged life stress means accelerated aging of the immune

DIMAPUR, JUL 7 (NPN): Nagaland Athletics Association (NAA) has congratulated associate vice president, Athletics Federation of India, Abu Metha, for being appointed as the chairman of the “National Mountain Running Committee” of the Athletics Federation of India (AFI). The association said that it is the first time that a sports administrator from Nagaland will be heading a national committee. It also stated that Abu Metha, a former national-level sportsperson, was instrumental in the successful hosting of the South Asian Cross-Country Championships in Nagaland as the co-convenor of the organising committee. “This historic Championship was Nagaland’s biggest ever event and was participated by athletes and officials from Nepal,

Maldives, Bangladesh, Sri Lanka and India”, it added. The event also coincided with the 56th National Cross-Country Championships where Nagaland women’s team won bronze medal in the team championships event for the first time. Altogether 12 athletes from Nagaland finished in podium positions among the participants of the NorthEastern states. Metha was also the team leader of the Indian contingent to the U-20 World Athletics Championships at Nairobi, Kenya, where India returned with its best-ever haul of three medals. This is the first time that the AFI has instituted the national committee on mountain running and it is a matter of pride that a leader from Nagaland is heading the committee. With the win, Jabeur becomes the first Tunisian, first Arab and first African woman to reach a Grand Slam final in the Open Era. Ever since cracking the Top 50 in February of 2020, she has been setting records for her country and region. NEW DELHI, JUL 7 (PTI): Sports Minister Anurag Thakur on Thursday reviewed India’s preparation for the Birmingham Commonwealth Games at a Mission Olympic Cell (MOC) meeting here, and said he was happy with the way things are going and hoped for a rich medal haul from the event. A total of 215 athletes will be representing India at the upcoming CWG. “The preparation of the athletes is going on in full swing. I am happy that the momentum

of training and competition has been enhanced post Olympics and we can hope for continued success post Olympic and Paralympics,” Thakur said while reviewing the preparations. The MOC meeting was also attended by former long jumper Anju Bobby George, ex-hockey player Viren Rasquinha, table tennis player Monalisa Baruah, Olympic medal winning wrestler Yogeshwar Dutt, badminton player Trupti Murgunde among others.

During the review meeting, various aspects of India’s preparation came to the fore. Post the Tokyo Olympics, the Indians athletes have returned to full-fledged training, including at national camps and multiple international exposures and competition. According to Sports Authority of India release, as of now, the central government has helped facilitate 111 exposure trips in disciplines that India will be competing at the Birmingham Games.

MOSCOW, JUL 7 (AP): Russian news agencies say jailed American basketball star Brittney Griner has pleaded guilty to drug possession and smuggling charges during her trial in Moscow. The reports quoted Griner as pleading guilty to the charges at Thursday’s court hearing. They said that speaking through an interpreter, Griner said she had acted unintentionally because she was packing in haste. Griner was detained in February at Moscow’s Sheremetyevo Airport after vape canisters with cannabis oil allegedly were found in her luggage. She faces up to 10 years in prison if convicted of large-scale transportation of drugs. The trial of the Phoenix Mercury star and two-time Olympic gold medalist began last week. Griner returned to a Russian court Thursday to face her trial on drug charges as a senior Russian diplomat warned that US criticism of how Russia’s handling the case wouldn’t help her release prospects. Griner’s trial began last week amid a growing chorus of calls for Washington to do more to secure her freedom nearly five months after her arrest. Before Thursday’s hearing, Russian police escorted Griner, handcuffed and clad in a bright red T-shirt and sports trousers, into the courtroom past a crowd of journalists. The White House said President Joe Biden called Griner’s wife on Wednesday to assure her that he’s doing all he can to obtain the athlete’s release, as soon as possible. They spoke after Biden read a letter from Griner in which she said she feared she’d never return home. Washington hasn’t made public its strategy in the

case and the US may have little leverage with Moscow because of strong animosity due to Russia’s military actions in Ukraine. The State Department has designated Griner as wrongfully detained, moving her case under the supervision of its special presidential envoy for hostage affairs, effectively the government’s chief hostage negotiator. Asked about the possibility of Griner being swapped for a Russian jailed in the US, Ryabkov, the senior Russian diplomat, noted that until her trial is over “there are no formal or procedural reasons to talk about any further steps”.
