concern regarding reports of ‘gross and systematic violations and abuses of human rights’ and ‘violations of international humanitarian law’” by Russia in the Ukraine war. “India has abstained on the resolution with regard to suspension of the Russian Federation from the Human Rights Council adopted in the General Assembly today. We do so for reasons of both substance and process,” India's Permanent Representative to the UN Ambassador TS Ti-
rumurti said in the Explanation of Vote after the voting. “Since the inception of the Ukrainian conflict, India has stood for peace, dialogue and diplomacy. We believe that no solution can be arrived at by shedding blood and at the cost of innocent lives. If India has chosen any side, it is the side of peace and it is for an immediate end to violence,” he added. Tirumurti said India continues to remain deeply concerned at the worsening situation and reiterates its call for end to all hostilities.
Since January this year, India has abstained on at least eight occasions on procedural votes and draft resolutions in the UN Security Council, General Assembly and Human Rights Council that deplored Russian aggression against Ukraine. “An important and historic day. Countries from around the globe have voted to suspend Russia from the UN Human Rights Council. We have collectively sent a clear message that Russia will be held accountable,” US Ambassador to the UN
Pak crisis: Imran loses battle in SC; to face no-trust vote
Supporters of Pakistani opposition parties celebrate after Supreme Court decision, in Islamabad, Thursday. (AP/PTI)
ISLAMABAD, APR 7 (PTI): In a body blow to Imran Khan, Pakistan's Supreme Court on Thursday unanimously struck down a controversial ruling by the deputy speaker on the rejec-
tion of a no-confidence motion against him and ordered restoration of the National Assembly. In a landmark verdict, a five-member bench headed by Chief Justice Umar
Ata Bandial ruled that the deputy speaker's ruling was “contrary to the Constitution and the law and of no legal effect, and the same are hereby set aside.” “The deputy speaker gave a ruling on April 3. Leave was granted on the noconfidence motion on March 28. The ruling of the speaker is declared unconstitutional,” Justice Bandial said. The court declared the advice by Prime Minister Khan to President Arif Alvi to dissolve the national assembly as “unconstitutional.” The bench comprising Justices Ijazul Ahsan, Mohammad Ali Mazhar Miankhel, Munib Akhtar and Jamal Khan Mandokhel
also restored Prime Minister Khan, Federal Ministers, Ministers of State, Advisers, etc to their respective offices as on April 3. The court ordered the speaker of the lower house to call the session of the national assembly on April 9 at 10 am (local time) to organise a no-confidence vote. It ordered the election of the new prime minister if the no-confidence motion succeeded. The opposition parties need 172 members in the 342-member house to orchestrate the downfall of Prime Minister Khan and already they showed the support of more than the needed strength.
Linda Thomas-Greenfield tweeted. Minister of Foreign Affairs of Ukraine Dmytro Kuleba tweeted that “Russia’s rights of membership in the UN Human Rights Council has just been suspended. War criminals have no place in UN bodies aimed at protecting human rights. Grateful to all member states which supported the relevant UNGA resolution and chose the right side of history.” Reuters had reported that Russia warned other countries Wednesday that voting “yes” on the removal or abstaining from the vote would be interpreted as an “unfriendly gesture” that will be “taken into account both in the development of bilateral relations and in the work on the issues important for” each country within the U.N. framework. The HRC consists of 47 Member States, elected directly and individually by secret ballot by the majority of the members of the General Assembly.

CM must clarify on Enforcement Directorate summons to 5: RPP DIMAPUR, APR 7 (NPN): Drawing attention to the ruling of Gauhati High Court Kohima Bench, which rejected the petition by five individuals to declare recent summons served on them by the Enforcement Directorate (ED) for money laundering as ‘Void, non-operative’ the Rising People’s Party (RPP) has demanded that chief minister Neiphiu Rio clarify on the case. The High Court ruling issued by Justice Nelson Sailo and Justice Arun Dev Choudhary- rejected the appeal filed by the five- Kuovisieo Rio, Mengutuo Rio, Dsesevi Pielie, Vibeilietuo Kets and Mhalelie Rio– who had given their addresses as Sovima village, against the Enforcement Directorate summons, the RPP stated. The five had pleaded before the court after receiving summons from the ED under Section 50 of the Prevention of Mon-
ey Laundering Act, 2002 booked in case no. ECIR/ GWZO/09/2020/488. In a joint statement RPP president Joel Naga and treasurer Vitho Zao pointed out that of the five individuals, at least two of them had Central Bureau of Investigation (CBI) cases pending against them since 2019. RPP said the “biggest shocker” was that chief minister’s personal assistant Kuovisieo Rio was among the five individuals summoned to appear before ED in Guwahati. Apart from the personal assistant, RPP said that the other four were also believed to be close confidants of the chief minister. Therefore, RPP said it was incumbent upon chief minister Neiphiu Rio to clear the air regarding the money laundering case. RPP asserted that this was “nothing less” than a direct indictment of the chief minister himself.
NSF, ENSF urge State govt to settle SSA, RMSA issue
KOHIMA, APR 7 (NPN): Naga Students’ Federation (NSF) and Eastern Naga Students’ Federation (ENSF) have reminded the State government on streamlining and regularisation of SSA and RMSA teachers of 2010 and 2013 batches, stating that the latter’s assurance of resolving the matter within 18 months would expire on April 17, which should not be extended. In a joint representation to the chief secretary, NSF president Kegwayhun Tep and ENSF president Chingmak Chang recalled that the government had in its official notification on October 18,
2020 assured to settle the matter within 18 months. Asserting that the assurance period would expire on April 17, they declared that no extension would be entertained whatsoever to resolve the long pending issue. They warned the government that the failure of the government to keep its assurance would compel the federations to take up befitting actions in the interest of the teaching community of the State. NSF and ENSF appealed to the government to bring the issue to a logical conclusion within the stipulated time.
Further RPP claimed that the ED summon letter issued on February 24 of this year, opined that the deafening silence of the chief minister and Chief Minister’s Office (CMO) on the matter till now was a story in itself. RPP therefore, demanded that Rio publicly address the issue by way of press conference in order to put all speculations at rest. Meanwhile, urging ED to pursue the case to its logical conclusion as per the available facts, the RPP leaders claimed that the summon was a first in the State’s history even as the harried general public reeling under rampant corruption, was finally beginning to believe that the long arm of the law would finally prevail. RPP further reasserted that the charge of ED being used as a “political tool” by the government at the Centre, should not surface in this case.

‘Spine Yatra’: Wheelchair-bound Javid on a nationwide mission Correspondent
KOHIMA, APR 7 (NPN): To create awareness and empower victims of spinal cord injuries due to road accidents that account for more than 11% deaths in the world, wheelchair bound Mohammed Javid is travelling across 28 States and six Union Territories to cover 30,000 km for sharing his story and reach out to people with his teammates Kannadasan and Jasiq Zameer. As part of his awareness drive ‘Spine Yatra’, he reached the State capital Kohima on Thursday. On January 11, 2011, Javid had met with an accident that led
to his severe back and neck injuries, besides a spinal cord injury. Due to lack of proper equipment and the improper way of putting him on a stretcher with no close surveillance and transported onto the ambulance stretcher with no additional physical support or proper equipment, his injuries got critical. Thereafter, Javid had to undergo rehabilitation for six months during which he realised that there was a need to raise awareness across the country on spinal cord injuries. Interacting with the media here, he said victims of such injuries Mohammed Javid with his team usually keep themselves indoors and members in Kohima on Thursday. (NP) shut themselves from the outside
world. Through this campaign, he said he wanted to inspire people with injuries like him to live their lives to the fullest and help victims of road accidents. The 33-year-old from Chennai, who is currently working as a banker, mentioned that his campaign “MJ on Wheels” was launched on March 8, coinciding with the International Women’s Day, and would head to Tezpur next, followed by Itanagar. With financial support from his close friends and his own savings, he said he was covering about 400 km in a day by driving for seven to eight hours. (Cont’d on p-8)
was of utmost satisfaction besides the obvious recognition by the superiors and competent authority. Hotolu urged the excise workforce to keep on performing and not be discouraged by criticisms, especially at a time when there was intense spotlight on the NLTP Act. In his brief speech, additional commissioner of excise Moarenba encouraged the excise personnel to continue their bounden duty in letter and in spirit as long as the Act stayed in force. He also urged upon civil society at large, to sensitise people on the destructive effects of consuming liquor and
to extend all cooperation to the enforcement authority at every level. He further urged upon the state government to look into the crucial aspect of strengthening men and machinery for optimum administration of the law. According to the ADC Excise, the liquor issue was a social one and law and its implementation could not be viewed in isolation of other factors and dynamics but needed to be addressed holistically. On his part, DC excise (Hq) assured that the exceptional seizures made due to personal initiatives would be duly acknowledged and given befitting commendation.

ter regarding mandatory display of signboards near educational institutions. School Education principal director Shanavas C said the measure was being taken to strengthen tobaccofree environment in educational institutions in view of recent Global Youth Survey that showed 43% of school students in the age group 1315 years were using tobacco in one form or the other. The fact that thieves easily disposed their stolen items to unknown buyers or customers has encouraged rampant thefts, he said. Citing that the police would continue to pursue the buyers to be booked, the SP cautioned people against buying stolen properties and urged them to refrain from buying any materials, which are suspected to be stolen.

Chinese hackers target power grid INDIA HAS STRONG DEFENCE AGAINST CYBER ATTACKS: POWER MINISTER RK SINGH
NEW DELHI/BEIJING, APR 7 (PTI): Power Minister R K Singh on Thursday said the country has a strong defence against any kind of cyber attacks, amid reports of Chinese state-sponsored hackers targeting power grid in Ladakh. “Our defence against cyber attack is strong. These were probing attacks in December, January and February. They did not succeed. But we are aware,” Singh said on the sideline of a clean energy ministerial senior officials meet in the capital. The minister also said that action was taken back in 2018 against suspected cyber attacks on the country’s power supply system. “We had put protocols in place. Those protocols are working and we are strengthening those protocols everyday. So, our cyber defence against cyber attack is strong. We are confident about that,” Singh said. There are reports that power sector in the country was targeted by hackers in a

According to the reports, the hackers targeted seven Indian state centres responsible for carrying out electrical dispatch and grid control near a border area disputed by the two nuclear neighbours. The group reportedly used the trojan ShadowPad, which is believed to have been developed by contractors for China’s Ministry of State Security, leading to the conclusion that this was a state-sponsored hacking effort. Meanwhile, in Beijing,
Chinese government denied reports that its hackers targeted the Indian power grid in Ladakh. “We have noted the relevant reports,” China’s Foreign Ministry spokesman Zhao Lijian said during a media briefing on Thursday. He was responding to a query about a report by private intelligence firm Recorded Future on Wednesday that claimed that suspected Chinese hackers targeted the Indian power grid in an apparent cyber espionage campaign. “As I repeated many times, we firmly oppose and crackdown on all forms of hacking activities. We will never encourage, support or condone such activities,” he said. China routinely denies allegations of hacking by its state-sponsored hackers, demanding evidence. It also claims that it is a victim of hacking from US networks. About fears of looming power crisis in the country in the backdrop of low coal stocks at thermal plants, Singh said availability of
power is sufficient. “The concerned states need money to buy power. That is the only thing... today there is no question of any state being power deficit. They can buy power. If they don’t have money to buy power, then I cannot help it.” He also stated that he was confident of meeting the increasing power demand. “The great thing is that our demand has increased. It shows that the economy is growing and it is growing at 9 per cent. Power consumption is indicative of economic growth. We are capable of handling whatever demand is,” he stated. According to the latest coal stock report, the overall dry fuel stock was 37 per cent of the required level as on April 5. At non-pit head plants, the coal stock was at 29 per cent of the required stocks. In September last year, there were coal shortages at various power plants. Thereafter, power ministry took a series of steps to perk up supplies.

The former Uttar Pradesh CM said this after meeting a group of job aspirants, who submitted a memorandum regarding their issues to Yadav at the party headquarters here. “The BJP government is taking no interest in resolving problems of the youth and this amounts to playing with their future,” Yadav said, according to a press release. More than 34 lakh candidates are awaiting for the completion of process against vacant posts, he said. The Samajwadi Party will raise the issue in the state Assembly and hit the roads, Yadav assured the job aspirants as he accused the ruling BJP of being “unfair and inhuman”.
Congress stages protest against Centre over price rise across India
NEW DELHI, APR 7 (PTI): Congress workers staged protests against the BJP-led Centre across the country on Thursday over the rise in the prices of petrol, diesel, cooking gas, feritilisers and essential medicines. The agitation was part of the party’s state and district-wise “Mehngai Mukt Bharat Abhiyan”. Former Congress chief Rahul Gandhi hit out at the Centre over what he described as “Direct ‘Benefit’ Transfer to Modi-Mitr”. Using the hashtag #JanDhanLootYojana, Gandhi alleged on Twitter that the Centre has collected Rs 26.51 lakh crore from people as “fuel tax” and also accused it of writing off loans worth Rs 10.86 lakh crore of the rich. The party also held
a special press conference at the All India Congress Committee (AICC) headquarters in Delhi, where its leaders and chief whips in the Lok Sabha and the Rajya Sabha charged the Bharatiya Janata Party-led (BJP) Centre with running away from discussing the issue of inflation by adjourning Parliament “two days in advance”. This despite the fact that a combined Opposition and specifically, the Congress had expressly demanded a discussion on price rise, the prices of petroleum products, edible oils and medicines, the party said.
ED questions Omar Drug seizures in India in 2020 highest in five years, says NCB Abdullah in J&K Bank case NEW DELHI, APR 7 (PTI): The seizure of various drugs, including opium and heroin, in India in 2020, the first year of Covid, was the highest since 2016, a report by the Narcotics Control Bureau (NCB) has said. Data compiled by the federal anti-narcotics agency states that the seizure of opium went up from 4,488 kg in 2019 to 5,212 kg in 2020. Similarly, the seizure of heroin (extracted from opium) shot up from 3,231 kg in 2019 to 3,838 kg in 2020, ganja (cannabis) from 3,42,045 kg to 5,81,644 kg, ephedrine (a stimulant drug) from 686 kg to 841 kg, and hashish (drug extracted from cannabis) from 3,572 kg to 6,643 kg, the recently published NCB report for the year 2020 said. The figures for 2020 were the highest for a fiveyear period beginning 2016, the report showed. “While there has been a variation of trend in the number of reported opium seizures in comparison to previous years up to 2019, the quantity of opium seized has increased from 4,488 kg to 5,212 kg in 2020,” the report said. However, the seizure of cocaine, a party drug, fell from 66 kg in 2019 to 19 kg the next year, primarily due to closure of international flights in India because of
the pandemic. The air route from Argentina, Brazil, Ethiopia and Afghanistan is the major mode for trafficking of the recreational drug into India. The coronavirus pandemic first erupted from the Chinese city of Wuhan in December 2019 and India went into complete lockdown after March 24, 2020 to curb the spread of the infection. The agency, while analysing the narcotics trends for 2020, stated that “major trafficking” of heroin in India took place through the India-Pakistan border along Jammu and Kashmir and Punjab. An increase in maritime trafficking of southwest Asian heroin was being witnessed in 2020, the report said. “The seizure figures for major categories of narcotics show that while the globe may have come to a standstill in 2020 due to the coronavirus outbreak, drug traffickers were making the most of the available time to push their contraband. Most of these seizures were made during active operations where suspects and vehicles were intercepted by the authorities,” a senior officer told PTI. He, however, added that the seizure of some oth-

NEW DELHI, APR 7 (PTI): The Budget Session of Parliament concluded on Thursday, a day ahead of schedule with the Rajya Sabha witnessing stormy scenes as opposition disallowed Chairman M Venkaiah Naidu to complete his customary valedictory address. The Session, which had 27 sittings spread over two months, witnessed spirited debates on a range of issues, while opposition members said the Narendra Modi government had concluded the proceedings ahead of schedule as it wanted to “run away” from the debate on high fuel prices. While proceedings in the Lok Sabha were by and large smooth, the Rajya Sabha witnessed an angry exchange between Naidu and opposition members, including Mallikar jun Kharge, Derek O’Brien who wanted a discussion on repeated hike in fuel prices. In the Rajya Sabha, Shiv Sena members Sanjay Raut and Priyanka Chaturvedi
tried to raise the issue of FIR registered against the BJP’s Kirit Somaiya for allegedly siphoning off donations collected for saving INS Vikrant. Congress members supported the Shiv Sena with some remarking that the issue of spiraling prices of essential commodities including those of petrol, diesel and cooking gas wasn’t allowed to be raised in the entire session, but at least “this scam” should be discussed. However, Naidu rejected the opposition plea and called for Zero Hour. As opposition members trooped into the Well, Naidu adjourned the proceedings sine die without the customary valedictory address. “ R a j ya S a b h a a djourned two days early... To suit its political convenience, Modi government ran away from discussion on price rise, broken promises to farmers, and the Labour Minister didn’t even reply to debate on labour & (un)employment,” Congress leader Jairam Ramesh said.
er drugs like methaqualone and acetic anhydride went down in 2020 in comparison with the previous year. “The traffickers could not have found profit margins in the movement of these categories of drugs as there were massive COVID-19-induced restrictions for road movement during 2020, and evading the radar of the enforcement and security agencies was tough,” the officer said. The agency, in the report, also expressed concerns over the “increasing abuse” of prescription drugs as India has one of the biggest pharmaceutical industrial bases and their products were getting “diverted”. “The problem seems to be serious in the north-east and the north-west region of the country. The pharmaceutical products that are abused include buprenorphine, codeine-based cough syrups, alprazolam, diazepam and other sedatives. “The easy availability of such preparations is the major factor that encourages their misuse. There is also a perception that these drugs are less harmful than hard drugs like heroin, cocaine etc. “However, this is a misconception since these can be addictive and also have a debilitating effect on health,” the report said.
Party calls it ‘vicious vilification’
NEW DELHI, APR 7 (PTI) The Enforcement Directorate (ED) questioned former Jammu and Kashmir chief minister Omar Abdullah for five hours on Thursday in connection with a case related to the purchase of a building by the J&K Bank about 12 years ago when he was in office, officials said here. The National Conference (NC) termed the move a “vicious vilification” campaign by the Centre and an attempt by the government to silence the voice of its opposition ahead of a possible announcement of the elections to the union territory. The NC leader arrived at the federal probe agency’s headquarters at 11 am on Thursday where his statement was recorded in connection with the case that was registered by the ED earlier this year, they said. Emerging from the ED office, Abdullah said he was not an accused in the case. “They called me for questioning in connection with an ongoing investigation in a nearly 12-year-old case. I answered them as much as I could. I will fur-
Omar Abdullah ther help them if they need me. They did not accuse me of anything,” he said. According to the officials, the case pertains to the purchase of the J&K Bank’s building in Bandra Kurla in 2010, when former finance minister of the erstwhile state Haseeb Drabu was its chairman. According to them, a two-member committee headed by Drabu was formed to look for a building in Mumbai, and based on their recommendation, the building, which is the biggest asset of the bank as of date, was cleared for purchase. The role of the former chief minister of the erstwhile Jammu and Kashmir state in the bank was limited to approving the appointment of its chairperson. Bank officials, in the know of the rules, said the chief minister had no role to play in the day-to-day running of the bank.

Sky rocketing prices
W
ith rise in global crude, India has been badly hit by soaring prices of petrol and diesel both of which have broken the Rs.100- barrier. Petrol and diesel prices were again increased by 80 paise per litre each on Thursday, resulting in a total increase of Rs 10/litre in the last 16 days. The fuel prices have been revised consecutively for the 14th time in the last two weeks. In Parliament, the Opposition on had demanded a rollback in the hike in prices of fuel and cooking gas and sought a statement from Prime Minister Narendra Modi on the floor of the House over the issue. The Opposition members also dismissed the contention of the government that the rise in prices was due to the Russia-Ukraine war. The contention of the opposition is that the sky rocketing prices are not only due to global price but VAT and Excise duties imposed by the Centre. Two-thirds of what a person pays at the petrol pump consists of Central excise and state value added tax. India has, as a result, the highest tax rates on fuel compared to any other country in the world. The Congress on March 27, attacked the government after fuel prices were increased for the fifth time in six days, and demanded that it should give an account of the Rs 26 lakh crore “accrued” through excise duty on petrol and diesel in about eight years. Senior Congress leader Shashi Tharoor on April 7 accused the Centre of driving away the focus from fuel price rise and consumer inflation, saying that though Lok Sabha passed a bill on Weapons of Mass Destruction, the government’s real strength is its “weapons of mass distraction”. Tharoor in a twitter said that instead of adjourning Parliament two days early, the government should have had the courage to listen to a serious debate on fuel price rise and consumer inflation. In May 2014 when UPA left office and NDA under Modi took power, the cost of the Indian basket of crude oil stood at $113 per barrel. However, within six months by January 2015, the crude oil price fell to $50 per barrel. It also further crashed to $29 in January 2016. However, the Modi government did not slash prices to help customers. It may also be recalled, that while the COVID-19 pandemic pushed several into penury, the Modi government between March and May 2020 raised excise duty on petrol by Rs 13 per litre and diesel by Rs 15 per litre. In fact, due to the pandemic, the price of India’s crude basket crashed to $19 in April 2020. The government has refused to bring petrol and diesel under GST because if it did, then their prices under the present circumstances will become substantially cheaper. The GST regime provides five different taxation rates of 0, 5, 12, 18 and 28 per cent. Currently over 69% of cost on Petrol and diesel is through VAT and Excise etc. If they are brought under GST the tax cannot be below/more than 28 per cent. Prices of almost every item in the market is showing an upward trend and if this is not arrested, it would spark serious economic problems. Central and state taxes accounted for over 69% of retail fuel and handily beating even highly-taxed European economies; indeed an achievement of sorts.
DailyDevotion Why We Lack Understanding
He commanded them that they should tell no one the things they had seen, till the Son of Man had risen from the dead. —Mark 9:9
As the disciples were commanded, you should also say nothing until the Son of Man has risen in you— until the life of the risen Christ so dominates you that you truly understand what He taught while here on earth. When you grow and develop the right condition inwardly, the words Jesus spoke become so clear that you are amazed you did not grasp them before. In fact, you were not able to understand them before because you had not yet developed the proper spiritual condition to deal with them. Our Lord doesn’t hide these things from us, but we are not prepared to receive them until we are in the right condition in our spiritual life. Jesus said, “I still have many things to say to you, but you cannot bear them now” (John 16:12). We must have a oneness with His risen life before we are prepared to bear any particular truth from Him. Do we really know anything about the indwelling of the risen life of Jesus? The evidence that we do is that His Word is becoming understandable to us. God cannot reveal anything to us if we don’t have His Spirit. And our own unyielding and headstrong opinions will effectively prevent God from revealing anything to us. But our insensible thinking will end immediately once His resurrection life has its way with us. “…tell no one….” But so many people do tell what they saw on the Mount of Transfiguration— their mountaintop experience. They have seen a vision and they testify to it, but there is no connection between what they say and how they live. Their lives don’t add up because the Son of Man has not yet risen in them. How long will it be before His resurrection life is formed and evident in you and in me?

India, Australia – Joint winners in trade
he India Australia Economic Cooperation and Trade Agreement (IndAus ECTA) heralds another new chapter in India’s exciting rise in the global trading arena. Under Prime Minister Narendra Modi’s leadership, the country is regularly scaling new heights in the fiercely competitive global market. Just last month, India achieved and exceeded the ambitious export target of $400 billion for 202122, as Indian exporters, including small enterprises, amplified their existing operations, penetrated new markets and shipped out new products, accelerating economic growth and creating jobs at a time the global economy was rattled by the pandemic. A month before that, India signed the Comprehensive Economic Partnership Agreement with the United Arab Emirates, creating new avenues for wealth and jobs for its people. The IndAus ECTA, which symbolises ekta, or unity, between India and Australia, is a major
Q
milestone. It will propel bilateral trade from the existing $27.5 billion to $45-50 billion in five years, bringing huge benefits to both countries. This is the first trade agreement with a developed economy after more than a decade, and has been achieved after widespread consultations with exporters, traders, small enterprises and professionals. The trade deals and the laudable performance of Indian exporters is a testimony to New India’s new energy, dedication, determination and the hunger to succeed as the country observes the Azadi Ka Amrit Mahotsav, the inspiring 75-week countdown to the 75th anniversary of Indian independence. Prime Minister Narendra Modi rightly said that the world is very rapidly moving towards a new world order after the Corona period. “This is such a turning point that we as India should not miss this opportunity. India’s voice should also remain vociferous on the main table. India should
not underestimate itself for a leadership role,” he said. It is in this context that the entire spectrum of India’s export machinery, from the humble weavers and workers, to worldbeating entrepreneurs, engineers and software professionals are hoisting India to a prominent position in the global market, and the world is recognizing India as an emerging superpower. India and Australia have a complementary economic relationship. India exports mainly finished products to Australia and imports primarily minerals, raw material and intermediate goods. India will have duty-free access in Australia for all its products, removing the disadvantage India faced against major rivals who already have trade deals with Australia. India will also enjoy greater market access for its porducts, while the easing of regulatory processes for pharmaceutical products will open up the attractive $12 billion Australian market in the sector. Similarly, textiles ex-

uoting the local paper dated 26.2.2022, the CM of Nagaland during his election campaign in the last week of February, 2022 for NPF party in Manipur urged the concerned negotiating parties to bring about Naga political solution as “prolonging Naga solution will leave no future for Naga generations.” That was the befitting statement of a leader and of a facilitator knowing how the citizens of his State have been suffering from the burden of pendency of political solution all these years. Subsequently, the resolution adopted on 9.3.2022 out of the Govt. sponsored meeting with some civil organizations goes “The Naga people are yearning for an early political solution. The negotiating parties should earnestly heed to this call and arrive at a political solution that is honorable, inclusive, transparent and acceptable to the people. The house further appeals to all sections to make renewed efforts towards unity and understanding in order to work towards one solution and one agreement.” Urging the negotiating parties to come to its logical conclusion was right though part of the language was ambiguous. Meanwhile, the local papers carried the speeches of some of the MLAs dated 23.3.2022 during the just concluded Budget Session who spoke on Naga political issue on 22.3.2022 including the speech of the honorable Chief Minister of Nagaland are hereby quoted. Quoting the C.M’s statement “Nagaland Govt. today called for a fresh mandate on Naga peace process if solution has to be delayed and continue to elude common cry of the people.” This is indeed a bombshell. The CM has also alleged that “the negotiating groups have betrayed the expectation of the masses and that the people should seek for a fresh mandate if solution to the protracted Naga political issue is going to be prolonged.” I believe it is wrong to brand every negotiating group to be a betrayal to the Nagas. As far as the GoI is concerned, for the first time after many years the PM Narendra Modi had proved his sincerity to resolve the Naga political issue without whose inspiration the negotiations would not have been brought to its official closure by 31st October, 2019. I am sure, as for the two Naga negotiating groups, the performance of one negotiating party varies from the other in respect of sincerity, commitment and accountability to the Naga public vis-a-vis solution. Therefore, all the negotiators cannot be blamed for the mistake of one. The CM of Nagaland or for that matter any Naga has the right
to expose any Naga negotiator for sidetracking from the given parameter at the cost of the Nagas. Beside, the process is still on and the negotiating parties have not officially announced that the business has reached a death end and thus our hope for the ultimate solution is kept alive. It is therefore too early for anyone to conclude that the negotiators have betrayed the Nagas. Whereas, in regard to the propounded “fresh mandate”, few questions do arise. Firstly, to which Naga National political group, one intends to give the mandate? Secondly, what would be the criteria for the denial of the Naga mandate to any NNPG under any eventual circumstance should such public verdict becomes the case? If at all, the Nagas opt for this proposal of “fresh mandate’, it basically implies that all what had been already negotiated and mutually concluded it on 31st October, 2019 have been discarded. Therefore, the third question is how the Nagas can ensure the GoI to keep the negotiation door open so as to restart the fresh political negotiation between the freshly mandated Naga National political group/ groups and the GoI? Nevertheless, such propound for “fresh mandate” is found to be a fainthearted comment of the individual and not necessarily the decision of the UDA Govt. as such as found here. Because of the fact that one of the speakers in the discussion was in the person of Mr. Zhaleo Rio, Advisor who touched the right chord when he said that “both FA and Agreed Position are under the Constitution of India and insisted that solution should come at the earliest for the sake of the people.” He urged the 60 members not to shy away but be active facilitators for the peace process. The NPF MLA Mr. Imkong Imchen had challenged the fellow 59 members to prove their worth of the promised made time and again to the extent of invoking President’s Rule should the existing House be considered a hamper to the early political solution. Thus, these participants had expressed their confidence in the ability of the negotiating parties to drive the concluded negotiations by 31st October, 2019 to its logical end. Again, quoting the local papers report dated 25.3.2022 in which Mr. TR Zeliang, Chairman of UDA stated on the floor of the House on 24.3.2022 that “giving two agreements for one issue was the turning point of disagreement between the two parties and this is the handy work of (the) then Interlocutor RN Ravi.” The word ‘inclusiveness’ is the household word of the Nagas. The Nagas indeed desire that the political negotiation
ports are expected to triple $1.1 billion in three years, creating 40,000 new jobs every year with new units likely to come up in small towns and rural areas. Exports of engineering products is likely to jump from $1.2 billion in 2020-21 to $2.7 billion in five years. Trade ag reements with Australia and UAE are estimated to generate 1 million jobs each in the next five to seven years. They will also increase investor interest and boost India’s position in global supply chains, adding a strategic dimension to the pact. India has already entered into the trilateral Supply Chain Resilience Initiative (SCRI) arrangement with Australia and Japan. The agreement reduces the cost of raw material, minerals and intermediate goods for Indian companies, which will help consumers and increase exports. The government has taken care of its farmers and kept many sectors out of the agreement. These includes dairy products, chickpeas, walnut, pista-
chio nut, wheat, rice, bajra, apple, sunflowers seed oil, sugar, oil cake, gold, silver, platinum, jewellery, iron ore and most medical devices. Students are major beneficiaries. They will be able to get post-study visa for up to four years, which will give them vital international job exposure and give Australia the benefit of the talented, hardworking pool of young professionals who have made their mark globally and risen to the top of major Western companies. Further, Indians will get a liberal visa regime, which will allow temporary stay up to four years for intra-corporate transferees, executives and contractual service providers. There are also commitments for entry, stay and work rights for family members. Indian chefs and yoga teachers will also be able to make their mark in Australia with concessions in the visa regime that will allow them to stay for up to four years if they meet eligibility criteria. This will enhance India’s cultural influence
and help Australians gets the benefits of yoga. The two countries are also united by their love for cricket, and Indians have admired Australian cricket legends like Don Bradman, Steve Waugh, Brett Lee, and Shane Warne. While each team strives hard to beat the other in intense cricket contests, in the trade arena there is no loser -- it’s a win-win situation for both countries. And there is more excitement on the horizon. India is negotiating trade deals with major Western trading partners such as the European Union, Canada and UK. The agreements with UAE and Australia have demonstrated India’s earnest desire, and industry’s confidence, to enter into trade deals where both countries gain, and given a solid basis for more trade pacts. NAGALAND POST, DIMAPUR FRIDAY, APRIL 8, 2022
has established economic ties with Ensure timely disaster alerts: Amit Shah India Russia, focusing on stabilising it: MEA
NEW DELHI, APR 7 (PTI): Agencies involved in disaster management should ensure that alerts generated for calamities should timely reach the remotest panchayat location in the country and organisations like NCC, women groups and home guards should be brought on board for this task, Union Home Minister Amit Shah said on Thursday. He asked the National Disaster Response Force (NDRF), the federal agency to train and undertake operations during such emergencies, to take a leadership role in this context so that whenever such an emergency strikes, a trained personnel can work as a “stop gap arrangement” till professional rescuers reach the spot. He was speaking while inaugurating a two-day ‘annual conference on capacity building for disaster response 2022’ being held here.

The meeting has been organised by the NDRF with representatives of various central and state disaster response forces and other related agencies participating. The NDRF should make sure that the alerts generated for an impending
disaster reach the intended location, village and panchayat in time, he said. The minister said special focus should be given to cases of lightning strikes where time is less and it should be ensured that accurate alert reaches the in-
Over 30 per cent Indian districts vulnerable to extreme forest fires: study
NEW DELHI, APR 7 (PTI): More than 30 per cent of Indian districts are vulnerable to extreme forest fires, said a study released on Thursday, warning such wildfires have risen by over 10 times in the last two decades. The study conducted by the Council on Energy, Environment and Water (CEEW), highlighted that in the last month alone, significant forest fires were reported in states like Uttarakhand, Madhya Pradesh and Rajasthan. The CEEW study also found that Andhra Pradesh, Assam, Chhattisgarh, Odisha and Maharashtra are the most prone to highintensity forest fire events caused by rapid change in the climate. “As global temperatures rise, instances of highintensity forest fires have surged across the globe, especially in areas with dry weather. Over the last decade, there has been a sharp rise in forest fires across the country. Some of these fires have had severe impacts on fragile ecosystems and local economies. “We need to strength-
en our predictive and forest fire alert systems further to limit the damage caused by forest fires. State and district-level government officials must also prioritise enhancing the capacity of frontline forest officials and forest-dependent communities to prevent forest fires. Scaling up training on creating effective forest fire lines and using drones, especially in known forest fire hotspots, could significantly reduce loss and damage” said Arunabha Ghosh, CEO, CEEW. The study also found that over the last two decades, more than 89 per cent of total forest fire incidents have been recorded in districts that are traditionally drought-prone or have been witnessing weather swapping trends i.e., flood-prone areas turning drought-prone and vice-versa. Kandhamal (Odisha), Sheopur (Madhya Pradesh), Udham Singh Nagar (Uttarakhand), and East Godavari (Andhra Pradesh) are some of the forest fire hotspot districts that are also showing a swapping trend from flood to drought. “Sharp increase in for-
est fires over the last two decades calls for a significant course correction in our approach to managing forest fires. The recent incident at Sariska forest reserve, the fourth such incident in a week, shows why managing forest fires in a changing climate scenario is a national imperative. “Going forward, we should recognise forest fires as a natural hazard and earmark more funds for mitigation-related activities. Restoration of forest lands and efficient mitigation of forest fires could also help protect the food systems and livelihoods of communities traditionally dependant on forests,” said Abinash Mohanty, Programme Lead, CEEW. The study said that local air quality could deteriorate significantly during a forest fire and called for the state governments or state forest departments to re-purpose public buildings like government schools and community halls by fitting them with air filters to create clean air shelters for communities worst impacted by fires and smoke from forest fires.
tended village and its inhabitants. “We have made many apps (mobile applications) for a variety of disasters but a definite mechanism should be made so that the alerts reach in time to the remotest location,” Shah said. For this, the minister said, volunteers of the NCC (national cadet corps), NSS (national service scheme), home guards, women self help groups should be involved in the disaster management protocol. The literature and training module should also be prepared in local languages, he said. The information about the disaster has to percolate down correctly and for this we also need to have professional expertise, he added. “This will ensure that a trained personnel will be present at the remotest level where a disaster strike and that person will work as a
stop gap arrangement till the NDRF or state disaster response force arrives,” he said. He said the NDRF along with their state counterparts should ensure that no village or city is left where youngsters are trained in basic disaster rescue and relief tasks. Shah said the period between the years 2000 and 2022 has been a “golden period” in the context of disaster management in India. Before 1990, there was no thought or planning as to how to save lives during disasters but the plans used to be relief centred, he said. “With the coordinated work of different agencies over the last 20 years or so, we can better save lives,” he said. Due to our better planning, the loss of lives during disasters like cyclones has gone down drastically, Shah said.
NEW DELHI, APR 7 (PTI): India on Thursday said it has established economic ties with Russia and the focus has been on stabilising these relations in view of the current circumstances, asserting that “political colouring” should not be attributed to the engagement. External Affairs Ministry Spokesperson Arindam Bagchi also said India has been “very open” about its economic relations with Russia and that discussions are underway on what kind of payment mechanisms can work between the two countries in the current situation. The comments came amid uneasiness in some Western capitals over India not condemning yet the Russian aggression against Ukraine and New Delhi’s decision to procure large volumes of discounted crude oil from Moscow.
“We have established economic relations with Russia. Our focus is on stabilising these established economic relations in the current circumstances. We have been very open about it,” he said, in an indication that India will not buckle under any pressure to limit its economic engagement with Moscow. Bagchi was replying to questions at a media briefing on Western pressure on India to limit its engagement with Moscow in view of the Russian attack on Ukraine. The spokesperson referred to External Affairs Minister S Jaishankar’s detailed statement on the issue in Parliament on Wednesday and said both India and Russia have been focusing on ensuring that the economic relationship remains stable. Bagchi also cited con-
tinuing procurement of crude oil from Russia by Europe. “Let me just emphasise that energy flows to Europe are continuing, fertiliser purchases have been insulated, there are such other examples also. So...political colouring should not be attributed to our actions,” he said. Bagchi suggested that each country sees its own needs, adding India’s imports from Russia are less. He said an inter-ministerial group headed by the finance ministry is looking at the impact of the western sanctions on Russia for trade between the two countries and how the bilateral economic relations can be stabilised. “Discussions underway on what kind of payment mechanisms can work in the current circumstances,” he said.
Andhra ministers resign to make Govt mandates BJP has declared war, but way for Jagan Reddy’s new Cabinet vehicles’ fitness MVA fully united: Sanjay Raut testing from 2023
Y.S. Jagan Mohan Reddy
AMARAVATI, APRIL 7 (IANS): Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy will reconstitute his Cabinet as all 24 ministers handed him their resignations on Thursday to facilitate the exercise aimed at giving a new look to the ministry ahead of 2024 elections. The Chief Minister, who will reconstitute the Cabinet on April 11, is likely to retain 4-5 experienced leaders and for the remaining berths, pick new faces who have been waiting in the wings. All the ministers tendered their resignations to the Chief Minister immediately after the cabinet meeting ended. Briefing the media, outgoing Information and Public Relations Minister Perni Venkatramaiah said: “All 24 ministers of Y.S. Jagan
Mohan Reddy government have resigned today. This is in accordance with the Chief Minister’s wish to strengthen party machinery by assigning key responsibilities to experienced leaders to prepare the party for victory in 2024 Assembly elections. This decision of the Chief Minister has been welcomed and happily accepted by all the ministers.” Venkatramaiah said the Chief Minister had already made it clear while constituting the Cabinet in 2019 that there will be a new Cabinet after two-and-a-half years. “In fact, the ministers got some grace period,” he said. Another outgoing minister Kodali Nani said the Chief Minister hinted that some of the outgoing ministers will be continued while the services of the rest would be utilised for the party. Jagan Mohan Reddy, who is also the YSR Congress Party (YSRCP) chief, explained to the ministers that the purpose of the whole exercise is to bring the party to power again. He wanted the ministers to leave it to him to decide where and how to use their services. The ministers unanimously agreed to this and tended their resignation.
NEW DELHI, APR 7 (PTI): The government has made fitness testing of vehicles through Automated Testing Stations (ATS) mandatory in a phased manner starting April next year. In an official statement, the Road Transport and Highways Ministry (MoRTH) said that fitness testing for heavy goods vehicles and heavy passenger motor vehicles through an ATS will be mandatory from April 1, 2023. While, in the case of medium goods vehicles and medium passenger motor vehicles and light motor vehicles (transport), the requirement will be made compulsory from June 1, 2024. An ATS uses mechanical equipment to automate the various tests required to check the fitness of a vehicle. “The Ministry of Road Transport and Highways has issued a notification dated 5th April 2022, regarding mandatory fitness of motor vehicles only through an ATS, registered in accordance with rule 175 of the Central Motor Vehicle Rules 1989,” it said.
MUMBAI, APR 7 (IANS): Two days after the Enforcement Directorate (ED) attached properties belonging to his wife and associates, Shiv Sena MP Sanjay Raut on Thursday said that the Bharatiya Janata Party has declare a war, but the Maha Vikas Aghadi (MVA) government in Maharashtra is fully united. Returning to Mumbai, Raut was given a hero’s welcome by thousands of Shiv Sainiks with flags, banners, posters, and ‘dhol-tasha’ outside the airport. “They (BJP) has declared war. The manner in which they are targeting us with the help of central agencies, taking steps against us, we shall also retaliate... If they put us in jail, we are ready... they may kill us, we are prepared. But, we will continue our fight,” he thundered. T h e S e n a ’s c h i e f spokesperson said that the so-called ‘sankat’ (danger) of the government has now actually proved to be a ‘sandhi’ (opportunity) for the MVA regime which has emerged stronger.
Sanjay Raut
“We are completely together in fighting the attacks of the BJP through the central probe agencies. This is not a show of support or strength. It’s the angst and resentment of the people against the INS Vikrant scam,” he said. Reiterating the MVA allies Sena-Nationlaist Congress Party-Congress will overcome the threats of the ED, CBI, IT, etc,, Raut warned that “the BJP has dug its own grave” and “a time will come when they will bow down on their knees”. He expressed gratitude to Chief Minister Uddhav Thackeray and NCP President Sharad Pawar for their support to him after the ED action against his family.

NEW DELHI, APR 7 (PTI): In a move to boost financial inclusion, telecom regulator Trai has scrapped the charges levied on USSD messages, which are mostly availed by feature phone users, for transactions related to mobile banking and payment services. USSD is a mobile short code that enables financial and banking transactions even on feature phones. With immediate effect, the regulator on Thursday decided to scrap charges levied on USSD (Unstructured Supplementary Services Data) updates. USSD sends out text messages without requiring internet connection on a mobile phone. These text messages are different from SMSes and telecom companies frequently use the USSD technology to alert users about their balance after a call or a SMS. So far, the charge was 50 paise per USSD session. In a communication, Trai said no charges will be levied for USSD for mobile banking and payment

GIRDS FOR RENEWED RUSSIAN OFFENSIVE ON EASTERN FRONT
Ukrainian soldiers walk next to heavily damaged residential buildings in Irpin on Wednesday. (AP/PTI)
“My agenda is very simple… it’s weapons, weapons and weapons,” Kuleba said as he arrived at NATO headquarters for talks with the military organization’s foreign ministers about Ukraine’s fight to defend itself. “The more weapons we get and the sooner they arrive in Ukraine, the more human lives will be saved,” he said. Some NATO nations worry they may be Russia’s next target, but the alliance is striving to avoid actions that might pull any of its
30 members directly into the war. Still, he NATO Secretar y-General Jens Stoltenberg urged member nations to send Ukraine more weapons, and not just defensive arms. “Ukraine is fighting a defensive war, so this distinction between offensive and defensive weapons doesn’t actually have any real meaning,” he said. Western countries have provided Ukraine with portable anti-tank and antiaircraft weapons, but they have been reluctant to supply aircraft or tanks plus any
equipment that Ukrainian troops would have to be trained to use. Asked what more his country was seeking, Kuleba listed planes, land-based missiles, armoured vehicles and air defense systems. A US defence official speaking on condition of anonymity said Russia had pulled all of its estimated 24,000 or more troops from the Kyiv and Chernihiv areas in the north, sending them into Belarus or Russia to resupply, reorganize and likely prepare to return to fight in the east. Growing numbers of Putin’s troops, along with mercenaries, have been reported moving into the Donbas, where Russiabacked separatists have fought Ukrainian forces for eight years and control two areas. Ahead of its Feb 24 invasion, Moscow recognised the Luhansk and Donetsk areas as independent states. Military analysts have said Putin also could be seeking to expand into governmentcontrolled parts of the Donbas.
Donetsk Gover nor Pavlo Kyrylenko said at least five civilians were killed and another eight were wounded by Russian shelling on Wednesday. Ukrainian Deputy Prime Minister Iryna Vereshchuk urged civilians to evacuate to safer regions before it was too late. “Later, people will come under fire, and we won’t be able to do anything to help them,” Vereshchuk said. Another Western official, also speaking on condition of anonymity to discuss intelligence estimates, said it may take Russia’s battledamaged forces as much as a month to regroup for a major push on eastern Ukraine. Oleksandr Shputun, spokesman for the General Staff of the Ukrainian Armed Forces, reported Thursday that near Donbas, Ukraine’s second-largest city, Kharkiv, remained blockaded. He said Russian forces also were carrying out “brutal measures” in the southern Kherson region, which they hold.
Despite risk of death, Thailand Europe set to ban Russian coal, sends Myanmar refugees back but struggles on oil and gas
Displaced people from Myanmar along the Thai side of the Moei River in Mae Sot, Thailand on Feb. 5, 2022.
JAKARTA, APR 7 (AGENCIES): The young woman from Myanmar and her family now live amid the tall grasses of a riverbank on the Thai border, trapped in limbo between a country that does not want them and a country whose military could kill them. Like
thousands of others fleeing mounting violence after a military takeover in Myanmar last February, Hay left her village for neighboring Thailand in search of a safe haven that does not exist. Returning to Myanmar would place her and her family at risk of death. And
yet that is precisely what Thai authorities — wary of jeopardizing their relationship with Myanmar’s ruling military — tell them to do at least once a week, she says. “When they told us to go back, we cried and explained why we can’t go back home,” says Hay, who lives in a flimsy tent on the Moei River, which divides the two countries. BRUSSELS, APR 7 (AP): The European Union is poised to ban Russian coal in the first sanctions on the vital energy industry over the war in Ukraine, but it has underlined the 27 nations’ inability to agree on a much more sweeping embargo on oil and natural gas that would hit Russia harder but risk recession at home. The coal ban, which is expected to be approved in a new package of sanctions this week, would cost Russia $4 billion a year, said the European Commission, the EU’s executive arm. Energy analysts and coal importers say Europe could replace Russian supply in a few months from
other countries, including the US. The coal ban is significant because it breaks the taboo on severing energy ties with Russia. But compared with natural gas and oil, coal is by far the easiest to cut off quickly and inflicts far less financial damage on Russian President Vladimir Putin’s war chest. Europe sends 20 million euros a day to Russia for coal — but 850 million a day for oil and gas. Shocking pictures of dead civilians from the Ukrainian town of Bucha are keeping discussion of broader sanctions alive, with EU officials saying they are working on targeting Russian oil.
China protests to US over Pelosi’s planned visit to Taiwan BEIJING, APR 7 (PTI): China on Thursday lodged a diplomatic protest with the US and delivered a stern warning that it will take “strong measures” if US House of Representatives Speaker Nancy Pelosi visited Taiwan, saying such a visit would severely impact Beijing-Washington ties. “China firmly opposes” Pelosi’s planned visit and has lodged solemn representation with the US side,
Chinese Foreign Ministry spokesman Zhao Lijian told a media briefing here answering quetions on her planned trip. “Immediately cancel Nancy Pelosi’s plan to visit Taiwan. Stop official interactions with Taiwan and fulfil its commitment to not supporting Taiwan independence forces,” Zhao said. “If the US insists on having its own way, China will take strong measures in response to defend national sover-
eignty and territorial integrity,” he said. “All possible consequences arising out of this will be completely borne by the US side,” he said, when asked to outline strong measures. “I just made our position clear. If she does make the visit, China will take strong measures and the consequences will be borne by the US side,” he said. Stressing that China will take resolute and forceful measures to firmly de-
Shanghai wrestles with food shortages under virus shutdown
Health workers in protective suits prepare for coronavirus testing for residents Thursday. (AP/PTI)
BEIJING, APR 7 (AP): Residents of Shanghai are struggling to get meat, rice and other food supplies under anti-coronavirus controls that confine most of its 25 million people in their homes, fueling frustration as the government tries to contain a spreading outbreak. People in China’s business capital complain that online grocers often are sold out. Some received government food packages of meat and vegetables for a few days. But with no word on when they will be allowed out, anxiety is rising.
Zhang Yu, 33, said her household of eight eats three meals a day but has cut back to noodles for lunch. They received no government supplies. “It’s not easy to keep this up,” said Zhang, who starts shopping online at 7 a.m. “We read on the news there is (food), but we just can’t buy it,” she said. “As soon as you go to the grocery shopping app, it says today’s orders are filled.” The complaints are an embarrassment for the ruling Communist Party
during a politically sensitive year when President Xi Jinping is expected to try to break with tradition and award himself a third fiveyear term as leader. Shanghai highlights the soaring human and economic cost of China’s “zeroCOVID” strategy that aims to isolate every infected person. On Thursday, the government reported 23,107 new cases nationwide, all but 1,323 of which had no symptoms. That included 19,989 in Shanghai, where only 329 had symptoms. Complaints about food shortages began after Shanghai closed segments of the city on March 28. Plans called for fourday closures of districts while residents were tested. That changed to an indefinite citywide shutdown after case numbers soared. Shoppers who got little warning stripped supermarket shelves. City officials apologized publicly last week and promised to improve food supplies.
fend national sovereignty and territorial integrity, Zhao warned that the consequences of any visit will be borne by the US. China claims self-ruled Taiwan as part of its mainland and vows to integrate it. Beijing in recent months ratcheted up its military activities around Taiwan amid assertion by the Taiwanese politicians that China could attempt action similar to that of Russia’s military invasion
of Ukraine. Reports from the US said that Pelosi plans to visit Taiwan on Sunday after a trip to Japan. This will be the first visit by a US official holding a high office to Taiwan in 25 years. Also Sunday marks the 43rd anniversary of the US-Taiwan Relations Act, which outlines America’s commitment to defend Taiwan, though Washington is committed to maintaining One-China policy.
Sri Lanka asks experts to plan debt restructure as protests rage
C O L O M B O, A P R 7 (AGENCIES): Sri Lanka’s president has appointed a panel of experts to organise a restructuring of foreign debt as he seeks a way out of a worsening economic crisis, with protests demanding his resignation escalating. Shortages of food and fuel, along with record inflation and regular blackouts, have inflicted unprecedented misery on Sri Lankans in the most painful downturn since independence from Britain in 1948. Ratings agencies have warned of a potential default on the nation’s $51 billion foreign debt, with authorities unable to secure more commercial loans because of credit downgrades. President Gotabaya Rajapaksa’s office said late Wednesday that a threemember advisory panel had been tasked with guiding Sri Lanka through a “sustainable and inclusive recovery”. His government is preparing for bailout negotiations with the International Monetary Fund, and finance ministry officials told AFP the trio will prepare a
Exiled Yemen president cedes powers to council
ADEN, APR 7 (AGENCIES): Yemen’s president delegated power to a presidential council and dismissed his deputy on Thursday in moves aimed at supporting U.N.-led efforts to revive negotiations to end a bitter seven-year war. Riyadh announced $3 billion in financial aid to the Saudibacked government after the announcement by President Abd-Rabbu Mansour Hadi. It called for talks with the Houthi group that controls the north and has been battling a Saudi-led coalition. Yemen’s warring sides, in a major breakthrough, agreed on a two-month truce that began on Saturday, the first since 2016. The deal eased a coalition blockade on areas held by the Houthis, who ousted Hadi’s government from the capital, Sanaa, in late 2014. “I irreversibly delegate to the Presidential Leadership Council my full powers in accordance with the constitution and the Gulf Initiative and its executive mechanism,” Hadi, who is based in Riyadh, said on state television. Hadi took the helm of a crumbling state a decade ago in a Gulf-backed transition plan after protests that brought down President Ali Abdullah Saleh, who was later killed.

programme for sovereign bond holders and other creditors to take a haircut. “What Sri Lanka is keen to do is avoid a hard default,” a source from the ministry who requested anonymity told AFP. “It will be a negotiated restructuring of the debt with the help of the IMF.” Parliamentary Speaker Mahinda Yapa Abeywardana warned Wednesday that the economic crisis could lead to starvation unless addressed within the week. Meetings with the IMF are set to begin by next week but Finance Minister Basil Rajapaksa -- the president’s
brother -- resigned on Sunday night along with nearly the entire cabinet. The country is still without a replacement, with his successor quitting after just one day in office. Public anger is at fever pitch, with crowds attempting to storm the homes of several government figures and demanding President Rajapaksa’s resignation. On Thursday a court in Colombo slapped a travel ban on the country’s recently resigned central bank chief over allegations he was responsible for the country’s predicament by not seeking IMF help earlier.
French presidential candidate vows headscarf fines for Muslims
PARIS, APR 7 (AGENCIES): French far-right presidential candidate Marine Le Pen vowed Thursday to issue fines to Muslims who wear headscarves in public, as candidates made a final push for votes three days ahead of an election seen as increasingly close. President Emmanuel Macron built what seemed an unassailable lead ahead of the first round of polls Sunday but Le Pen has eroded the margin and feels she has a real chance of winning the run-off on 24 April. With France’s traditional rightand left-wing parties facing electoral disaster, far-left candidate Jean-Luc Melenchon is on course to come third and he still believes he can sneak into a run-off. Speaking to RTL radio, Le Pen explained how her pledge to ban the headscarf in all public spaces would be implemented, saying it would be enforced by police in the same way as seatbeltwearing in cars. “People will be given a fine in the same way that it is illegal to not wear your seat belt. It seems
Marine Le Pen vowed
to me that the police are very much able to enforce this measure,” she said. Le Pen has said she will use referendums to try to avoid constitutional challenges to many of her proposed laws on the basis that they are discriminatory and an infringement on personal freedoms. Previous legislation in France banning obvious religious symbols in schools or full-face coverings in public was allowed on the basis that it applied to all citizens and in specific settings. Le Pen, 53, has toned down her anti-immigration rhetoric during campaigning this year and has focused instead on household spending, putting her closer than ever to power, polls indicate.

Ukraine seeks weapons from NATO
KYIV, APR 7 (AP): Ukraine told residents of its industrial heartland to leave while they still can and urged Western nations to send “weapons, weapons, weapons” Thursday after Russian forces withdrew from the shattered outskirts of Kyiv to regroup for an offensive in the country’s east. Russia’s six-weekold invasion failed to take Ukraine’s capital quickly and achieve what Western countries say was President Vladimir Putin’s initial aim to oust the Ukrainian government. Russia’s focus is now on the Donbas, a mostly Russian-speaking region in eastern Ukraine. In Brussels, Ukrainian Foreign Minister Dmytro Kuleba urged NATO to provide more weapons for his war-torn country to help prevent further atrocities like those reported in Kyiv’s northern suburbs. Ukrainian authorities are working to identify hundreds of bodies they say were found in Bucha and other towns after Russian troops withdrew and to document what they say were war crimes.

Why climate crisis is also health crisis?
H
uman health is directly interlinked with the health of the physical environment and biodiversity. The link is much evident in the increase in the number of illnesses because of pollution and our environmental health, public health experts said on Thursday. World Health Day is a global health awareness day celebrated every year on April 7. The theme this year as set by the World Health Organisation is ‘Our Planet, Our Health’. In the midst of a pandemic, a polluted planet, increasing diseases like cancer, asthma, heart disease, the WHO aims to focus global attention on urgent actions needed to keep humans and the planet healthy and foster a movement to create societies focused on well-being. “Human health is dependent on the health of our physical environment, biodiversity and sustainable use of planetary resources,” Srinath Reddy, President of the Public Health Foundation of India, told IANS. “Breaching these will lead to extreme weather events, heat effects, spread of vector borne infectious diseases, damage to agriculture, a spate of chronic diseases and mental health disorders. We need to recognise and respect the sanctity of planetary boundaries
to protect and foster human health,” he added. According to the global health agency estimates, more than 13 million deaths around the world each year are due to avoidable environmental causes. These include heart disease and stroke, accidents, respiratory illnesses, diarrhoeal diseases, and malaria among others. In addition it includes the climate crisis which is the single biggest health threat facing humanity. “Climate change affects the social and environmental determinants of health - clean air, safe drinking water, sufficient food and secure shelter. They contribute to epidemics, drive heat stress, result in poorer water quality and drive food insecurity,” Anjela Taneja, Inequality Campaign Lead, Oxfam India, told IANS. “Heatwaves, storms, floods, an increase in water and airborne infections, and even mental health difficulties are all conse-
quences of disturbed ecological balance and climate change. The latter can also have an influence on human well-being by jeopardising ecosystem services such as access to fresh water and food production,” added Supriya Patil, Environmental expert at Grow-Trees.com The WHO estimates that between 2030 and 2050, climate change is expected to cause approximately 250,000 additional deaths per year, from a combination of malnutrition, malaria, diarrhoea and heat stress. Increased hunger is also driven by the worsening climate crisis. Oxfam International calculates that 821 million people across the world face chronic food deprivation which is a return to levels from almost a decade ago. This tests health systems to their capacity and places those who are vulnerable at particular risk. Pollution also directly contributes to poor health
outcomes, Taneja said. The experts noted that an increase seen in the number of illnesses because of pollution and our environmental health, in general, is no secret. “The health of the ecosystem cannot be separated from the health of all humans, animals, plants, and their living environments. As such, deforestation and the loss of wildlife habitats creates the risk of exposure to new pathogens, creating diseases and triggering pandemics,” she added. “Our Earth is home to a wide range of ecosystems with which we share symbiotic relationships. To ensure life on this planet, all of these ecosystems must work together in harmony,” Patil noted. Thus, it is essential to respect planetary boundaries and address the underlying factors contributing to global warming, pollution and overall climate change. “We must invest in initiatives to mitigate environmental dangers as well as be aware of activities that have had unimaginable consequences for environmental health. Using clean and green technology and fuels, promoting good sanitation, and improving access to clean water are just a few methods to protect the health of our world and ourselves,” Patil said. (IANS)
Instagram ‘slashes’ payouts to creators by 70% on Reels
M
eta-owned Instagram has reportedly slashed creators’ payout by as much as 70 per cent while increasing target metrics for monetisation for them on the platform. According to The Financial Times, their payments are down as much as 70 per cent per view and videos need millions more views for creators to get paid. Creators said that changes in the Instagram payout system have not been explained by the social network. One creator told the Financial Times that their personalised threshold for “getting paid up to $35,000 had gone from 58 million views to 359 million views”. Meta said in a statement late on Wednesday that the company was testing Reels bonuses on Instagram and Facebook, which may cause payouts to “fluctuate” as pricing models are refined. Instagram announced the ‘Reels Play Bonus Programme’ in July last year, offering financial rewards to creators who post on Reels, Instagram’s TikTok-style short-form video clone. To attract more content creators, the photo-sharing platform Instagram reportedly started paying bonuses of up to $10,000 to those who post videos on Reels. (IANS)

Singer Honey Singh ‘manhandled’ during concert in Delhi, FIR lodged
B
ollywood singer Hirdesh Singh, popularly known as Yo Yo Honey Singh, has alleged that he was manhandled and threatened during a concert in South Delhi’s Hauz Khas area on March 27, police said on Thursday. A senior police official said that the singer lodged a complaint with the police. “During the intervening night of March 26 and 27 an event was organised at a Club in South Ex-II, New Delhi. Honey Singh stated that while the programme was going on, suddenly five to six unknown persons forcefully came on the stage and started misbehaving and disrupting the show. The people had beer bottles and pushed the artists on the stage. One of them caught his hand and started pulling him to the front of the stage,” police said, quoting the complaint. “Honey Singh was trying to avoid the attackers but they kept on threatening him. After receiving the
complaint, an FIR under sections 323, 341, 506 read with sections 34 of the IPC was registered,” said the police. The police said that they have scanned the CCTV footage and on the basis of the statements of witnesses five accused have been identified. “Further some vital evidence is to be collected and accordingly any arrest will be made,” said the police official. Inter High School: Baptist High, CL: Real Madrid stun Chelsea with 3-1 win Rüzhükhrie, Loyola, CC School in SFs empty cage. The prolific striker moved his competition goal return to 13 in just seven matches. Benzema took his season’s tally to 37 goals in 36 matches for Real, handing his side a major chance of making the semifinals in their bid
to land a 14th Champions League title. The final whistle blew after five minutes of added time and Real Madrid had pulled off an impressive win on the road thanks to another hat-trick from their star striker Karim Benzema.
Villarreal win quarterfinal first-leg thriller 1-0 against Bayern Munich
Real Madrid’s Karim Benzema celebrates scoring their third goal with teammates. (Reuters) LONDON/MADRID, APR 7 (IANS): Real Madrid have one foot in the door of the UEFA Champions League semifinal after Karim Benzema, with a stunning hat-trick, bullied Chelsea 3-1 here on Thursday. Benzema opened the scoring in the 21st minute as he got a great cross from Vinicius and headed it into the back of the net to give the visitors a 1-0 lead at Stamford Bridge.
Three minutes later he did it again as this time it was Luka Modric with a super service to Benzema who again managed to head the ball into the net to double Real Madrid’s lead. In the 30th minute it was Militao again off a Toni Kroos corner but this time his header went right into the hands of Mendy. Chelsea reduced Madrid’s lead to one as Kai Havertz in the 40th minute was able to head one in past
Courtois. Kai Havertz dragged Chelsea back into the contest from nowhere before half-time, but the luckless Edouard Mendy gifted Benzema his hat-trick goal with an undersold pass. A minute into the second-half Real Madrid regained its two-goal lead as Benzema was able to intercept a weak pass from Mendy the keeper who was out of his net and managed to shoot the ball into the
Villarreal claimed a 1-0 lead at home against Bayern Munich in their Champions League quarterfinal first-leg tie here on Wednesday. Arnaut Danjuma’s eighth-minute goal gave the Spanish Europa League champions the win and Unai Emery’s men were unlucky not to take an even greater league to Munich next week. Danjuma opened the scoring in the eighth minute when he was in the right place to get a touch on Dani Parejo’s effort to direct the ball past Manuel Neuer. Villarreal were looking confident and looking to take the game to Bayern, who had plenty of the ball, but didn’t seem to have much idea what to do with it, reports Xinhua. Coquelin thought he had doubled Villarreal’s lead four minutes before the break when his cross from the left beat Neuer and floated into the far corner of the net, but the goal was ruled out because striker Gerard Moreno was offside in the buildup. Things didn’t improve for Bayern in the second half with Moreno intercepting a poor pass from Neuer and sliding the ball just wide from 40 meters while at the other end, Pau Torres got a head on the ball to deflect Coman’s goalbound effort. Moreno then hit the post from 20-meters as the game remained wide open, with Bayern looking to attack, while Villarreal tried to take advantage of the spaces they left on the break.

Nagaland Police enter semis in IPL: De Kock dazzles as Super Giants slay DC ATPA Shield football tournament
NAVI MUMBAI, APR 7 (PTI): Quinton de Kock showed imperious form in his 80 off 52 balls as Lucknow Super Giants outplayed Delhi Capitals by six wickets for their third successive win in their debut IPL season here on Thursday. Delhi Capitals lost their way after a sizzling knock from Prithvi Shaw (61 off 31) to end at 149 for 3 after Lucknow predictably decided to field first. With the resources that Lucknow possess, 150 should have been a comfortable chase and the K L Rahul-led side made sure it was, getting home with two balls to spare on a tricky surface. De Kock was at his destructive best as he shared a 73-run stand with his opening partner Rahul (24 off 25). The South African wicketkeeper-batter was particularly harsh on compatriot Anrich Nortje who was playing his first game since November. The fit again pacer, playing his first IPL game in India, was smashed for three fours and a six by de Kock in an over leaking 19 runs. In what turned out to be a forgettable night for Nortje, the South African pacer had to be taken off
13-yr-old Riya wins Ladies Open Amateur Golf NEW DELHI, APR 7 (IANS): The 11th edition of the DGC Ladies Open Amateur Golf Championship 2022 saw 13-year-old Riya Jadon walking away with the title score of 232 (78, 80, 74) in a closelycontested final with her older sister Lavanya (age 15) snapping at her heels at a score of 234 (76, 79, 79). Riya also won the Junior Girls Trophy. Over a hundred women golfers took part in this year’s tournament, which resumed at the Delhi Golf Club after a two-year hiatus. Usha International vice-president Anju Munjal, who was present during the presentation ceremony, said, “As part of our ethos of promoting an active and healthy lifestyle, Usha is proud to have supported golf platforms that have paved the way for juniors and amateurs as champions in the making. Today, many are now ‘professional’ lady golfers, and we are delighted that some of them are here with us today.”

the attack later after bowling two waist-high no balls. After Rahul’s fall, his team needed 76 off the last 10 overs. De Kock, who collected nine fours and two sixes, put the team on the cusp of victory with his second 50-plus score of the tournament. With the pitch not the easiest one to bat on, Lucknow struggled to finish the game with even the in-form Deepak Hooda and experienced Krunal Pandya not finding the big hits.
Lucknow eventually managed to get the job done with the young Ayush Badoni hitting the decisive four and a six off Shardul Thakur in the final over. Earlier, Shaw’s knock was all class before Lucknow bounced back in the game with an impressive bowling performance. Young leg-spinner Ravi Bishnoi (2/22) was the standout performer for the new IPL entrants. David Warner (4 off 12), returning to the fran-
chise where he made his IPL debut back in 2009, struggled in his first innings of the season. Off-spinner K Gowtham (1/23) was given the ball in the second over and Shaw did not let him settle, dispatching a full ball over cover for his first four of the innings. Jason Holder was at the receiving end in the following over when Shaw pulled him for a six over mid-wicket. Then came the turn of pacer Avesh Khan
who was hammered for three consecutive fours in the fourth over. It seemed Shaw was batting on a different surface while the others struggled around him. He used his quick hands to cut the ball and was equally quick to drive anything full over cover. It was a promising powerplay for Capitals who reached 52 for no loss in six overs. However, Lucknow fought back after the powerplay with wickets of Shaw, Warner and Rovman Powell (3 off 10) in a space of 18 balls. Shaw was caught behind off Gowtham after he hit him for a straight six. Warner fell to a poor shot off Bishnoi and Powell saw his stumps disturbed as he went for the slog-sweep off a googly from the young legspinner, leaving Capitals at 74 for three in the 11th over. Brief scores: Delhi Capitals 149-3 in 20 overs (Prithvi Shaw 61, Rishabh Pant 39 not out; Ravi Bishnoi 2/22) lost to Lucknow Super Giants 155-4 in 19.4 overs (Quinton de Kock 80, K.L Rahul 24; Kuldeep Yadav (2/31) by 6 wickets. Korea Open: Sindhu, Srikanth storm It’s a ‘joy’ to study Man City ahead of title clash: Klopp into quarter finals; Sen, Bansod out MANCHESTER, APR 7 (AGENCIES): Liverpool manager Juergen Klopp says it is simply a joy to carry out their analysis work on Manchester City ahead of Sunday’s Premier League title clash at the Etihad Stadium. The two teams, who have dominated the league over the past five seasons, are seperated by just a point with leaders City hoping they can restore some breathing space with a victory. Since Chelsea won the title in 2017, no team has come close to competing with the North West pair at the top of the table, with Liverpool’s triumph in 2020 the only time Pep Guardiola’s side have missed out on top spot. Klopp is used to taking on Guardiola’s teams with his Borussia Dortmund side twice losing out to the Spaniard’s Bayern Munich team before the pair locked horns in England. “If I would be a different person I would be, probably, a little bit depressed about the fact that Pep Guardiola is con-
City’s ability to tighten and expand spaces on the field. Liverpool have not won any of the last four meetings between the teams, including the 2-2 draw at Anfield in October, but momentum in the title race has shifted towards Klopp’s side. City had a 13-point lead in mid-January although Liver pool had played two games fewer at that point. Draws at Southampton and at home to Crystal Palace along with a home defeat to Tottenham allowed Liverpool to close the gap with a 10-match winning run. Seven games remain for the teams after Sunday’s clash but with both so consistently dominant, the outcome of their face-off could be crucial. City midfielder Kevin De Bruyne says the players are relishing the prospect of a classic. “I think everybody is looking forward to it. I think the players will take it as a privilege to play these games,” he said.
