DIMAPUR, OCT 7 (NPN): Vice President M Venkaiah Naidu has called for maintaining peace to accelerate development in Nagaland. Speaking at a virtual launch of IT&C directorate building and ministers’ residential complex at Kohima and government high school buildings at different places across the State from Rhododendron Hall, Police Complex, Chümoukedima on Thursday, he stressed that peace was essential for progress and urged everyone to work together in this regard. He said good roads, supply of clean drinking water, sanitation, education, employment, etc, would be only possible when peace prevailed. “People not only want development and welfare, but also peace and

happiness,” he pointed out. Urging citizens not to encourage violence, he appealed to those indulging in violence to come back to normal life, pointing out that nothing could be achieved with violence. “If you are really interested in the prosperity of your people, you must help the peace process and the way forward was dialogue, discussion and decision,” he remarked. Naidu also said no one should challenge the might of Government of India, while claiming that the government was committed to the safety and security of the citizens. He said issues like inter-State border disputes could always be discussed to resolve them. H e a c k n ow l e d g e d chief minister Neiphiu Rio and his cabinet colleagues for their initiative to resolving the Naga political issue and expressed satisfaction at the progress of peace talks. VP calls for location-specific tech in sync with tribal culture of NE

Vi c e P r e s i d e n t M Venkaiah Naidu has urged scientific institutions to work for development of “location-specific technologies” that were sustainable, climate-resilient and culturally in sync with the tribal cultures of the region. Speaking at Indian Council of Agricultural Research’s (ICAR)– National Research Centre (NRC) on Mithun at Medziphema, Naidu said over 70% of the people in the North ast were directly dependent on agriculture for their livelihood. Describing the North East as one of the richest biodiversity hotspots of the world, he said the region contained possessed bio reserves and urged scientists to come up with innovative researches to protect and conserve the rich bioresources and livestock of the region. He stressed that protecting and enriching the bio-resources of the region should be the top priority of ICAR-NRC. Naidu observed that mithun held great cultural and economic significance for the tribes of the Northeast, adding that owning a mithun was considered a

symbol of social status. He expressed happiness that the institute was playing a key role in conservation, breeding and health management of mithun and that over the last three decades it had generated invaluable scientific data towards understanding this “unique species”. Naidu also visited the Central Instrumentation Facility (CIF) laboratory of the institute where diseases and diagnostics relating to mithun were explained to him. Naidu was accompanied by Governor Jagdish Mukhi, deputy CM Y. Patton and Agr minister G Kaito Aye. Earlier, delivering a welcome address and highlighting the institute’s activities, ICAR-NRC director Dr Meraj Haider Khan said that the highest concentration of mithun in the world was in the Northeast. Out of the total 3.8 lakh mithun population in India, the highest population was found in Arunachal Pradesh (90%), followed by Nagaland (5.98%), Manipur (2.36%) and Mizoram (1.02%). Khan also narrated significant research achievements of ICAR-NCR.

Fuel prices at record high levels DIMAPUR, OCT 7 (NPN): For the third straight day, the state-owned oil marketing companies (OMCs) Thursday hiked the prices of petrol and diesel pushing the rates to all-time high levels across the country. According to a price notification of state-owned OMCS, petrol price was increased by 30 paise per litre and diesel by 35 paise a litre. After the latest rate revision, petrol price in Dimapur soared to Rs.101.72 per litre while diesel price climbed to Rs.93.90 per litre. In the state capital, prices of petrol and diesel increased to Rs.102.72 per litre and Rs.94.71 per litre respectively. According to IANS report, global oil showed signs of softening with benchmark Brent crude falling to just over $80 a barrel from previous days high of over $82 a barrel.

NGBF warns against attempt to assassinate CSO leaders Not to allow intangki as part of solution without integration DIMAPUR, OCT 7 (NPN): In what seemed as a warning against any attempt to silence the voice of Civil Society Organisations, Nagaland GB Federation (NGBF) has warned all Naga Political Groups (NPGs) that any assassination attempt on the lives of civil society leaders would not be tolerated. A resolution to this effect was taken at NGBF annual executive meeting held at Hotel de Oriental Dream, Dimapur on October 7. Dwelling on the life threat, the NGBF also affirmed that “such actions shall invite appropriate response from NGBF and populace.” On the issue of urban

Centre warns people of Covid surge during festival NEW DELHI, OCT 7 (PTI): “Please watch your October, November, December,” Health Ministry joint secretary Lav Agarwal warned people on Thursday about the threat of COVID-19 resurgence during the coming festival and wedding season, and advised them to avoid crowded places and celebrate festivals virtually.

The government said that though the situation is plateauing, the country is still reporting as high as 20,000-odd new infections every day. “We cannot take the current stable situation for granted. We have to be mindful of the fact that the pandemic is going on and can take an untoward turn if we are not careful,” an official

said at a joint media briefing. Agarwal advised people to avoid crowded places and unnecessary travel and to stay home, celebrate festivals virtually and explore online modes of shopping. 34 districts across nine states and UTs are reporting a weekly positivity rate of more than 10 per cent, government said.

DIMAPUR, OCT 7 (NPN): Nagaland on Thursday recorded 24 fresh Covid-19 positive while one more patient succumbed to the infection. Of the fresh cases, 13 were from Dimapur, five each in Kohima and Mokokchung and one in Phek, taking the total caseload to 31397. One more patient succumbed to the virus in Dimapur, pushing the death toll to 668 (including 15 non-Covid deaths). PTI: With 22,431 people testing positive for Covid infection in a day, India’s total tally of cases rose to 3,38,94,312, while the death toll climbed to 4,49,856 with 318 fresh fatalities.

DIMAPUR, OCT 7 (NPN): Civil society organisations’ (CSOs) Core Committee Against Shifting of Deputy Commissioner’s Office, Dimapur on Thursday reaffirmed that it would not allow any branch or office under deputy commissioner’s (DC) office Dimapur to be shifted elsewhere. Core committee spokesperson Bendang said this to media persons at the sit-in protest site outside DC’s office. Citing reports, he said that there was a proposal to set up ADC, EAC and treasury branches at new DC complex in Chümoukedima. It was learnt that the government had brought a notification, but the committee has not come across such notification, he added. In this regard, he said that the committee demanded a clear notification or reply from the State government whether the ADC and EAC posted at Dimapur would be transferred, or transfer some posts to the new complex. Unless things are clarified, he said that the indefinite sit-in protest would continue outside DC’s office. (Cont’d on p-)

State exports first batch of Naga Organic Kiwi DIMAPUR, OCT 7 (NPN): State department of horticulture in collaboration with Chansu Organic Kiwi Producer Company Limited, Pfutsero, dispatched first consignment of 600kg Naga Organic Kiwi through Air cargo from Dimapur to Delhi on October 7, 2021. In a press release, deputy director & marketing in-charge department of horticulture, Meyasashi, said that three companies of Kiwi buyers have been engaged to market Nagaland Kiwi. The de par tment in-

formed that Chansu was a generic name comprising of 500 Kiwi farmers of Chakhasang, Angami and Sumi forming into Organic Kiwi Producer Company Limited. The project is being implemented under MOVCD NER in three districts namely Kohima, Phek and Zunheboto. The expected production of Kiwi from the company during the current harvesting season (Oct-Dec) is about 300 metric tonnes. During September 2021, a series of hand holding trainings were imparted to the

farmers on harvesting, sorting, grading and packaging of Kiwi for sending the produces to the national markets. Elaborate arrangements have been made for linking Nagaland kiwi to National markets, the department stated. It stated that A&B grade Kiwi from three districts would be aggregated at Nagaland State Agriculture Marketing Board Complex at 4th mile Dimapur and kept in cold storage. Later, it would be transported by refrigerated vehicle to Kolkata, Delhi and Bengaluru. K Y M C

Oxygen plants inaugurated across the state

DIMAPUR: In line with the prime minister’s direction of boosting availability of oxygen at government hospitals in the district headquarters, Citizens Assistance and Relief in Emergency Situation (PMCARES) fund, Pressure Swing Adsorption (PSA) oxygen plants were inaugurated across the state on October 7. Kohima: Naga Hospital Authority Kohima (NHAK) held a dedication programme of the PSA oxygen plant (1000 LPM PSA oxygen plants). According to a DIPR report, advisor for urban development & municipal affairs, Dr. Neikiesalie Kire expressed gratitude to the centre and the department for successfully installing the state’s biggest PSA oxygen plant at NHAK. He said that the PSA oxygen generating plant was an important milestone and that the state would be able to save many more lives. Dr. Sentimeren Aonok informed that the PSA had four cylinders of which the two big cylinders would be used as reservoirs, two pressurised vessels with zeolite ensure continuous production for separation of oxygen from other gases. Earlier the programme was followed by live telecast by the prime minister of India. Dimapur: In Dimapur, 200 Liter Per Minute (LPM) and 1000 LPM PSA oxygen plants were dedicated at district hospital and Christian Institute of Health Sciences and Research (CIHSR) by Dimapur Baptist Pastor’s Fellowship president, Rev. S. Vitoshe Swu and Pastor Supong Jamir respectively. Rev. Vitoshe Swu said he considered the pandemic a “blessing in disguise” as people learned the value of health and because of the pandemic, the government had developed and improved health sector across the state. The programme was chaired by medical superintendent, Dr. Khrielasanuo Metha, invocation by Rev. Yhunlo Thong, welcome address by deputy chief medical officer, Dr. Antoly Suu and vote of thanks by consultant, Dr. Keveduyi Theyo. The participants also attended the nationwide virtual dedication of PSA oxygen plants by prime minister Narendra Modi.

Dr. Mar Pongen said the dedicatory prayer, short speeches were delivered by DC Mokokchung, Limawapang Jamir and Ao Senden president, Chubawati Longchar. Vote of thanks was proposed by CMO, Mokokchung, Dr. Chubala Aier. Zunheboto: DC Zunheboto, Peter Lichamo inaugurated 500 LPM PSA oxygen generation plant at district hospital. Speaking at the programme as guest of honour, Peter Lichamo explained how the district faced hassles since the beginning of the pandemic and cylinders had to be sent for refilling. Fortunately, with the introduction of oxygen plant, it has become an asset and convenience for the people of Zunheboto, he said. MS district hospital, Dr. C. Yanpo Kithan gave a brief explanation of PSA while Sumi Hoho president Nikheto Jimomi spoke on behalf of civil societies. CMO Zunheboto, Dr. Zathung Lotha informed that the output of PSA was

up to 90-96% where 40-50 ICU beds could smoothly function. Deputy CMO, Dr. Akaho Sema also delivered a speech. Wokha: Dr. Chumben Murry, MLA inaugurated 250 LMP PSA plant at Dr. Motsuo Memorial District Hospital (DMMDH). Dr. Chumben while stating that the district hospital has now been equipped with many new facilities capable to take care of critical patients, he urged doctors to be dedicated and serve the needy people. Medical superintendent, DMMDH Wokha, Dr. Tumchobeni highlighted about PSA oxygen generation plant. Dr. Tumchobeni said a separate transformer was required to support the functioning of the plant. In this regard, she appealed the power department, elected representatives Hohos to help in hastening the installation of a separate transformer at district hospital for which the proposal was already forwarded to the responsible department. Tuensang: DC Tuensang Kumar Ramnikant inaugurated 500 LPM PM Cares plant at district hospital. In a press release, DMO (NHM) Apheang informed that a brief report of the PSA plant was given by medical officer, Dr. Y. Imlongchaba, who informed that the district had existing oxygen plant of total capacity for 50-60 patients only. Hence, in order to increase some more oxygen plants in the district, he requested district administration and civil societies to appeal the department regarding bottling of the plant. The programme was chaired by SMO, DH Tuensang Dr. Imna Pokim, dedicatory prayer by Rev. Achu Chang, executive secretary, CBLT, concluding remarks by chairperson and words of gratitude on behalf of civil society by

former president, chamber of commerce, Dorothy Chang. Kiphire: A 250 LPM PSA oxygen plant was inaugurated at district hospital Kiphire. In a press release, district media officer, Haichikambe Pame informed that DC T. Wati Aier acknowledged the medical department for its tireless work and urged the department to continue the services in the future. Earlier, welcome address was delivered by chief medical officer, Kiphire, Dr. E Motsuthung Patton who highlighted the importance of the oxygen plant. The inaugural programme was chaired by medical superintendent, Dr. Bendangsenla Ao, associate pastor, KTBL, Alison said the invocation and Dr. Holiba A Anar, MO DHK, proposed vote of thanks. Mon: N. Kohima police arrest two DIMAPUR: Kohima Police manning Khuzama interstate check gate on October 6 arrested two persons and recovered 95 cartons of illegally imported foreign cigarettes worth Rs. 1.5 crore (estimated). In a press release, PRO DEF Kohima stated that a truck (NL02Q-4744) proceeding towards Dimapur from Manipur was intercepted by police and recovered the illegal cigarettes. In this connection, PRO informed that two persons identified as Mofidul Islam (22) and Fojlul Hoque (22) were arrested and the contraband along with the vehicle were seized. PRO said a case under Cigarettes and Other Tobacco Products Act (COTPA) 2003 has been registered at Khuzama police station for further investigation.

FGN condemns arrest by AR

DIMAPUR: Federal Government of Nagaland (FGN) has condemned the arrest of its five cadres by 5th Assam Rifles battalion on October 1 at Purana Bazar, Dimapur. In a press release, FGN ministry of rali wali affairs clarified that the FGN “authorised” the arrested persons to “halt the selling of alcohol/liquor and not to extort money from the business community”. FGN also clarified that the seizure of cash amounting to Rs. 20,000 as published by Assam Rifles in the local dailies on October 6 belonged to a mere public (a shop owner) and was not seized from its cadres. Further, FGN has expressed displeasure that Assam Rifles for its “own ranking benefits” has hurdled “false allegations”.

AKMWP concerned over parking, traffic woe in Kma Correspondent KOHIMA, OCT 7 (NPN): Association of Kohima Municipal Wards Panchayat (AKMWP) while raising concerns regarding acute traffic congestion and parking in Kohima, sought the immediate intervention of deputy commissioner Kohima to issue necessary orders to address the issue. In a letter to the deputy commissioner Kohima, AKMWP president Thejao Sekhose pointed out that 70% of the vehicle owners were utilizing the public roads as their personal parking space regularly, creating huge inconvenience and traffic problem, especially in the wards and colony roads. Sekhose said that this was a pertinent issue which, if put into action, would greatly ease the traffic problem that has been growing worse by the day. In this regard AKMWP urged the DC to issue a suitable order which would restrict a person to purchase new vehicle(s) within Kohima without producing a certificate from the ward authorities proving that they have private personal space to accommodate their vehicle. FOCUS, IFAD meet at UN House, New Delhi DIMAPUR: A team of officers of the Fostering Climate Resilient Farming Systems in the North East –Nagaland (FOCUS-Nagaland) project led by Agriculture Production Commissioner (APC) and mission director Y. Kikheto Sema and joint secretary and state project director, S. Tainiu held a joint meeting with officials of International Fund for Agriculture Development (IFAD) led by country director, Asia and pacific division Dr. Han Ulac Demirag at UN House, New Delhi on October 7. During the review of the project activities it was highlighted that the project was hindered by various issues mainly the pandemic. Kikheto Sema drew attention to the drought like situation in the state and said that the food security could not be ensured without water security. Other issue discussed during the meeting was the delay in reimbursement of funds which was adversely affecting the project implementation. IFAD officials emphasised that procedures had to be followed for timely release and it was agreed that both parties would coordinate to resolve the issues. With regard to advance grant, IFAD officials advised the project team to request the department of economic affairs, ministry of finance. It may be mentioned that the IFAD support project FOCUS – Nagaland is being implemented in Nagaland since 2018-19 covering 645 villages of eight districts. The FOCUS project team is currently in discussion with the funding agency to include the three remaining hill districts of Noklak, Tuensang and Peren.

DIMAPUR: National Domestic Workers Movement (NDWM) Nagaland region observed ‘World Day for Decent Work’ by organising a press conference on October 7. I n a p r e s s r e l e a s e, NDWM Nagaland region informed that during the session, some of the domestic workers expressed their grievances. During the press conference, it was discussed that domestic workers should be enrolled under scheduled employment and entitle them for minimum wages. “Many a times employers, general public and even the policy makers take domestic workers for granted because their work is within the four walls, which makes them invisible”, the release

NDWM stated that the responsible department should ensure that general attitude of not recognising the worth of domestic work did “not become the organised crime of employers to treat them as they like.” The domestic workers have placed three demands before the state government which included: inclusion of domestic workers in schedule of employment and thus entitled to minimum wages; provide protection against all types of harassment and provide social security benefits. Meanwhile, effects of unregulated domestic workers labour market with consequences for health care and without adequate or no social safety net was highlighted among others.

Chief Electoral Officer considers disenfranchising Bru voters in Mizoram

AIZAWL, OCT 7 ( AGENCIES): Mizoram Chief Electoral Officer (CEO) P. Jawahar on Wednesday said that proposals to remove Bru voters, who have been permitted to permanently resettle in Tripura from the Mizoram electoral roll, are being considered, reports The Northeast Today. The CEO said the petition to disenfranchise the Bru people in Mizoram was discussed during a meeting with representatives of political parties and civil society organisations. The move came right before the bye-poll to the Tuirial assembly seat in Kolasib district. Jawahar said that the opinions of various political parties and civil society organisations that were asked to submit their views on the issue have also been sent to the commission.

For the upcoming byepoll to Tuirial, the Central Young Mizo Association— the largest civil society organisation in Mizoram— appealed to the CEO that special polling booths for Bru voters should not be made in Tripura, as has been done earlier in lieu of their status as refugees. Instead, the association demands that any franchise for the bye-poll should be exercised within Mizoram. Thomas D. Lalengliana, President of the Kolasib sub-headquarters of the Young Mizo Association, also attended the meeting on Wednesday. He emphasised that the civil society organisation would oppose any special polling booths for the Bru voters that remain in Tripura. An official of the CEO’s office said that nearly 12,000 Bru electors

are still enrolled in the voter list in Mizoram, including 663 in the Tuirial assembly segment. Their resettlement in neighbouring Tripura is still under process. The Bru are internally displaced refugees of India who natively belong to the areas now part of Tripura, Mizoram and the Chittagong Hill Tracts of Bangladesh, but are often accused of being “outsiders”. Clashes between Brus and the dominant Mizos in 1997 ultimately forced more than 30,000 Bru families to escape ethnic cleansing by fleeing to Tripura. However, election officials have said that more than 90 per cent of 35,000 displaced Bru people, who failed to return to Mizoram during a phased repatriation, are still living in relief camps in Tripura since 1997.

Mizoram assembly speaker Lalrinliana tests Covid positive AIZAWL, OCT 7 (PTI): Mizoram assembly speaker Lalrinliana Sailo has tested positive for COVID-19, officials said on Thursday. The 62-year-old Mizo National Front (MNF) leader’s wife T Lalthangpuii and son also caught the infection, they said. The speaker and his son are asymptomatic, while his wife has developed symptoms of COVID-19. They have isolated themselves in their residence, the officials said. With Sailo, at least seven Mizoram legislators,

including three ministers, have been infected with COVID-19 so far. Five of them have already recovered. Food, Civil Supplies and Consumer Affairs Minister K Lalrinliana (61), who had tested positive for COVID-19 on September 27, is currently undergoing treatment at Zoram Medical College near Aizawl, they said. Meanwhile, a four-member central team, which was scheduled to visit Champhai district along the India-Myanmar border, has deferred its visit by one day.

News reports and tweets from the Chief Minister on this cabinet decision were submitted before the Court. Senior Advocate Chander Udey Singh argued that the videos of the death of Hoque made it evident that he had already been subdued by several policemen but he was still shot at when he was on the ground. The matter will be taken up again on November 3, 2021.

ED sets up first office in Sikkim

NEW DELHI, OCT 7 (PTI): The Enforcement Directorate (ED) has established its fourth sub-zonal office in the northeastern region of the country with the operationalisation of a new facility in Gangtok, the capital of Sikkim. The federal agency said in a statement that its new office will be functional from a building on Bahai School Road from Friday. “This sub-zonal office will be functioning under the jurisdiction of the Kolkata zonal office-II and it will be headed by a Deputy Director rank officer. It will have jurisdiction over the entire state of Sikkim,” the ED said. Three similar subzonal offices were recently established by the ED in Shillong (Meghalaya) and Imphal (Manipur) and Agartala (Tripura). The agency has been operating in the north eastern states all these years through its zonal office located in Guwahati, Assam. “The process of establishing sub-zonal offices in all the remaining capitals of the states in the north east in this financial year is underway,” it said.

HAFLONG, OCT 7 (PTI): Union Finance Minister Nirmala Sitharaman on Thursday underscored the need for augmented and effective power generation and distribution, asserting that these are as integral to economic growth as blood donation is to saving lives. Performing ‘bhoomi pujan’ (groundbreaking ceremony) for a 120-MW hydroelectric project in Assam’s Dima Hasao district, she asserted that it will not just usher in development in the area, but be of benefit to entire northeast. The Centre and the Asian Development Bank (ADB) inked a USD 23.1-crore loan in December 2020 to augment power generation capacity in Assam through the construction of the Lower Kopili plant at Longku in Dima Hasao. Sitharaman gave assurance that the Union government “will procure more funds from abroad, if necessary, by giving its guarantee” for the successful completion of

AIZAWL, OCT 7 (PTI): Mizoram’s COVID-19 tally rose to 1,02,629 on Thursday as 1,302 more people, including 263 children, tested positive for the infection, while six fresh fatalities pushed the northeastern state’s coronavirus death toll to 341, a health official said. The state had reported 1,471 cases and four fatalities on Wednesday. Aizawl district registered the highest number of fresh infections at 728, followed by Lunglei (147) and Champhai (113), the official said, adding that the single-day positivity rate stood at 13.35 per cent. Seven people have travel history, while 1,295 fresh infections were detected during contact tracing, he said, adding that 38 inmates of Kolasib District Prison were among the new patients. Mizoram now has 16,075 active cases, while 86,213 people have been cured of the disease thus far, including 1,226 on Wednesday.

The arrested persons have been identified as Luvkush Rana and Ashish Pandey, according to the police spokesperson. Both are said to be close associates of Ashish Mishra, the son of Union Minister Ajay Mishra Teni. A Lakhimpur police official said that the two were seated in one of the vehicles that mowed down farmers in Tikunia village on Sunday. The two are being interrogated by the police. The FIR has named Ashish Mishra and said that he was driving the car which ran over the protesters. According to the FIR, Ashish also opened fire after getting down from the car and then he went into hiding. Backwards within backward

W

hile ideas and concepts inspire generational changes that have resulted in tremendous progress when minds undergo changes that are relevant to the given situations, however the most self defeating aspect against progress is when mediocracy is given precedence of meritocracy. This is the substance of what is known in India largely as ‘reservation’ or ‘quota’. This is the consequence of the politics of appeasement which has unfortunately blunted meritocracy in India. While the reservation issue for ST/SC as a national policy makes sense somehow; the same being pursued within the reserved categories in other states makes less sense. However, on closer scrutiny, at least with respect to Nagaland, it would point to a situation where some areas inhabited by some tribes do not have equal opportunities to education and jobs etc. Economic and moral arguments are specious as the economy or ethical standards of conduct are not entities that exist in a vacuum. The Cabinet Sub Committee Working Group for reservation in government services (CSCWG) is mooting that the reservation policy in the state be based on Census 2021 data. How this criteria will be formulated is one aspect while the more challenging one is whether such formula will be accepted by tribe or community. Ironically, while Nagas like other north eastern tribes are classified as economically and educationally backward and are classified as scheduled tribes (or those living in the forests); within Nagaland itself there are some tribes that are classified as backward. This leads to a situation where a backward state like Nagaland within itself has backward sections or backward within backward. When those who feel they are not in a position to leverage the best they can out of the social system, they re-engineer it democratically or otherwise. One cannot pay lip service to democracy and impose the same social conditions that led to the disparate development in the first place. The issue has taken a new turn, perhaps like the situation in mainland India where there is growing clamor for expanding reservations to more communities. While the SC/ST quota in central services has remained at 10%, the same has been showing a marked increase in Nagaland. The NSF has stated that the percentage of reservation in Nagaland at 41% is very high. The students body said 4% is for physically challenged, 6% for Chakhesangs and Pochury, 4% for Zeliang, 2% for Sumis of Kiphire and 25% for ENPO. NSF said that if the government accepts 45% job reservation be made for ENPO as demanded by the 6 tribes of eastern Nagaland, the total percentage of reservation in the state will shoot up to 61% and leaving a pittance of only 39% for open general candidates. The cabinet is seized of the matter and has proposed to decide on the criteria on the basis of the 2021 census data. If this is done, then it will make the reservation more economic-based than on merely being a member of a community. There are many ways in which economic backwardness among some sections can be improved and certainly it is not by conceding to demands from all and sundry for reservations. The reservation issue is an abstraction layer that represents the reality of our society. It would be more enlightening if the issue of reservation has with it, the required data from surveys on the areas and people that are considered less developed so as to provide a broad picture for implementation of the policy.

He deliberately took on His own shoulders, and endured in His own body, the complete, cumulative sin of the human race. “He made Him who knew no sin to be sin for us…” and by so doing He placed salvation for the entire human race solely on the basis of redemption. Jesus Christ reconciled the human race, putting it back to where God designed it to be. And now anyone can experience that reconciliation, being brought into oneness with God, on the basis of what our Lord has done on the cross. A man cannot redeem himself— redemption is the work of God, and is absolutely finished and complete. And its application to individual people is a matter of their own individual action or response to it. A distinction must always be made between the revealed truth of redemption and the actual conscious experience of salvation in a person’s life.

Proposals for a EU army have re-emerged after the Afghan fiasco – but many member states still remain ‘hard to convince’, about its feasibility. It seems that the EU has learnt the lessons of the abrupt end of the US-led mission in Afghanistan and furthermore after AUKUS, that the US is a trying to build a coalition of English speaking Anglophonic nations in the defence realm and that time has now come for them to guard their interests themselves. In her annual state of the union speech in the European parliament in Strasbourg recently, Von der Leyen, a former German defence minister, described the withdrawal of the USled mission in Afghanistan, and the subsequent collapse of President Ghani’s administration troubling. She urged the European leaders to acquire the “political will” to build up its own military force to de deployed at or prevent any future crises. She is also reported to be working with the Nato Secretary General Jens Stoltenberg, on issuing a “new declaration” on EUNato relations by the end of the year. She has also said there would be crises where the EU’s own mili-

tary force should operate independently from both the UN and Nato. Germany’s current defence minister, Annegret Kramp-Karrenbauer has said that Ursula is right. Real EU defence depends on the political will of the member states. That’s why Germany and France must lead any such exercise. European solidarity For some, this state of affairs revived the old idea of a European military – with the EU’s chief diplomat himself urging the bloc to create a collective armed force. “The need for more European defence has never been as much evident as today after the events in Afghanistan,” EU foreign affairs representative Josep Borrell told journalists at a meeting of the bloc’s foreign and defence ministers in Slovenia recently, where the Afghanistan debacle featured prominently. The EU needs to create a “rapid response force” of 5,000 soldiers, Borrell said. EU military committee chairman Claudio Graziano also agreed with the idea, which should be supported with a genuine “will to act” he is reported to have said. Critics of the proposal The idea of common defence, one attacked by some critics of the EU as evidence of fomenting nationalism building, has a long and chequered history. It dates back to 1990s and the Yugoslav Wars. A joint 1998 statement by France’s then president Jacques Chirac and British prime minister Tony Blair declared that the EU “must have the capacity for autonomous action, backed up by credible military forces”, an assertion which fits Emmanuel Macron very well today. In 1999 the EU agreed to raise a contingent of 50,000-60,000. In 2007, the bloc created a network of two “battle groups” of 1,500 troops from each

country. They have since never been requisitioned. Proponents of an EU armed force that operates independently of Washington will also have to win over sceptics within the bloc; the Baltic states and Poland are not in favour of any new defence pact excluding the US. In addition perceptions within the EU states differ as to what is a threat to its interests. For example the Baltic states consider Russia as an existential threat as per geopolitical realities but Russia is a key energy partner for Germany, and an ally for Hungary. Emmanuel Macron and Angela Merkel also backed the EU army idea in 2018, amid suggestions that the EU “could no longer count on the United States” under Donald Trump’s leadership. Other European leaders who had advocated for such an army have included Hungary’s Prime Minister Viktor Orban, Italy’s former PM Silvio Berlusconi, Czech President Milos Zeman and former Czech PM Bohuslav Sobotka. Pushes for an EUforce have public support, too. A 2017 Eurobarometer poll collated by Statista found that 74% of respon-

dents in the Netherlands and Belgium supported the idea. In France and Germany, backing for the proposal was 65% and 55% percent respectively, but in EU’s traditionally more neutral countries, like Austria (45%), Ireland (46%), Finland (42%) and Sweden (40%) it was mellowed. In the UK, only 39% of survey respondents were in favour. Other critics of the proposal include Nato Secretary General Jens Stoltenberg himself, who has warned that an EU force “cannot defend Europe” without Nato assistance. Military analysts say that most EU governments can’t investment more in defence and they are further concerned about the risk of undermining Nato. In 2019 EU’s 27 member states’ expenditure on defence stood at 1.2% of GDP compared with 3.4% by the US. International security and defence analyst Brooks Tigner has also pointed to potential funding issues. In a 2018 opinion piece for the Atlantic Council, Tigner wrote that while the idea for an EU army might appear “impressive on paper”, but none has any realisation of what the collective cost of opera-

tions might be. He added that the bloc would have to resolve a plethora of other “technical, legal, and administrative differences” that would “boil down to the most mundane things such as soldiers’ rights”. A leaders’ summit dedicated to European defence will be convened by Von der Leyen and the French president, Emmanuel Macron, in the first half of next year, when France holds the rolling presidency of the EU. The concept of an EU army would be debated and discussions will be held about “why this has not worked in the past” at the next summit Von der Leyen has said. Overall, as in the past, this time too it seems that the idea might get turned down due to its feasibility but it would help politicians like Macron and other European leaders to root for more nationalism and nationalistic tendencies, independent of the US. According to information provided by PATH’s Malaria Vaccine Initiative (MVI), RTS,S was created in 1987 by scientists working in GSK laboratories. “…(it) aims to trigger the immune system to defend against the first stages of malaria when the Plasmodium falciparum parasite enters the human host’s bloodstream through a mosquito bite and infects liver cells. The vaccine

is designed to prevent the parasite from infecting the liver, where it can mature, multiply, re enter the bloodstream, and infect red blood cells, which can lead to disease symptoms,” it said. Trial results indicate that the vaccine can cause a 30 per cent reduction in the incidence of severe malaria when introduced in areas where access to medical facilities is good and people normally use insecticide treated mosquito nets. Countries will need to take individual decisions on whether to introduce the vaccine or not and also work out funding arrangements on their own. “RTS,S/AS01 malaria vaccine should be provided in a schedule of 4 doses in children from 5 months of age for the reduction of malaria disease and burden,” the WHO said.

S R I NAG A R , O C T 7 (PTI): Two government school teachers, including a woman, were shot dead by militants in Eidgah area of the city amid increasing attacks on civilians in Jammu and Kashmir, police said. The killing of the teachers, which drew widespread condemnation, took the number of civilians killed in the last five days in Kashmir valley to seven, including four from the minorities. “At about 11.15 am, terrorists shot dead two school teachers at Sangam Eidgah in Srinagar district,” a police official said. He said one of the two slain persons is a woman. The deceased have been identified as Supinder Kour, a resident of Alochi Bagh area of the city here, and Deepak Chand, a resident of Jammu. KOLKATA/NEW DELHI, OCT 7 (AGENCIES): The threat of power outages in some parts of the country due to depleting fuel stocks at thermal power plants still looms though Coal India Ltd (CIL) is looking to ramp up daily supplies to 1.55 million tonnes (mt) over the next few days, reports the BusinessLine. Power Secretary Alok Kumar told BusinessLine: “I would say the situation is still critical in some States. But we are constantly taking stock and simultaneously taking corrective action. The current crisis seems to have emerged to a significant extent due to States — Maharashtra, Rajasthan, Uttar Pradesh and Tamil Nadu — that had huge outstanding dues for coal supplied. This had led to reduced supplies to plants in these States. Rajasthan has cleared its dues and supply of coal has been stepped up to the State.” Another reason for the power situation is the short generation by plants dependent on imported coal that became expensive as global demand surged. These plants also turned to domestic coal supply sources, compounding the situation. Kumar has called a meeting with Gujarat and Maharasthra which have plants using imported coal. Besides default, to blame also is some plants not maintaining stocks. Evacuation hampered:

In fact, the Power Ministry is working on coal stocking norms. “These norms, which would be especially beneficial during the lean season, should be out in 10 days,” he said. Power Minister RK Singh has been reviewing the coal position of power plants. Secretaries and senior officers of the Ministries of Power, Coal, and Railways, as also coal companies, power utilities and the Central Electricity Authority (CEA) are involved in the exercise. CIL, which had increased supplies to the power sector to 1.42 million tonnes a day over the last three days from the average of 1.2-1.3 mt in August,

Fitch cuts India’s FY22 GDP forecast to 8.7% NEW DELHI, OCT 7 (AGENCIES): Fitch Ratings has cut India’s economic growth forecast to 8.7 per cent for the current fiscal but raised GDP growth projection for FY23 to 10 per cent, saying the second Covid-19 wave delayed rather than derail the economic recovery. In its APAC Sovereign Credit Overview, Fitch Ratings said India’s ‘BBB-/ Negative’ sovereign rating “balances a still-strong medium-term growth outlook and external resilience from solid foreign- reserve buffers, against high public debt, a weak financial sector and some lagging structural factors”. The ‘Negative’ outlook, it said, reflects uncertainty over the debt trajectory following the sharp deterioration in India’s public finances due to the pandemic shock. Fitch said it has further lowered India’s GDP forecast for the fiscal year ending March 2022 (FY22) to 8.7 per cent from 10 per cent in June as a result of the

KARACHI, OCT 7 (PTI): A powerful 5.9-magnitude earthquake jolted a mountainous part of Pakistan’s Balochistan province early on Thursday, resulting in collapse of several houses that left at least 22 people dead and over 300 others injured, officials said. Disaster management officials said the death toll may increase, Geo News reported. The National Seismic Monitoring Centre in Islamabad reported that the epicentre of the earthquake was near Harnai at a depth of around 15 kilometres. It further said the exact damage has not yet been confirmed. The quake affected Quetta, Sibi, Harnai, Pishin, Qila Saifullah, Chaman, Ziarat and Zhob in Balochistan. Most of the deaths and injuries were reported from the remote north-eastern district of Harnai. The US Geological Survey said it was a 5.9 magnitude quake that struck at a shallow depth. Shallow quakes can cause more damage.

Magnitude 6.1 quake shakes Tokyo area TOKYO, OCT 7 (AP): A powerful earthquake registering a preliminary magnitude 6.1 shook the Tokyo area on Thursday night, but officials said there was no danger of a tsunami. The Meteorological Agency said the quake was centered in Chiba prefecture, just east of Tokyo, at a depth of 80 kilometers (48 miles). The stake sale process, which began in January 2020, faced delays due to the COVID-19 pandemic. With previous attempts since 2017 failing to get any significant interest and after receiving feedback from potential investors, the government had in October 2020 sweetened the clause relating to the transfer of Air India’s debt to the new investor, giving bidders flexibility to decide on the quantum of humongous debt they want to absorb. As per the Expression of Interest floated by DIPAM for Air India in January 2020, of the airline’s total debt of Rs 60,074 crore as of March 31, 2019, the buyer would be required to absorb Rs 23,286.5 crore. The rest would be transferred to Air India Assets Holding Ltd (AIAHL), a special purpose vehicle. In April 2021, the government asked potential bidders to put in financial bids. Air India has been in losses ever since its merger with domestic operator Indian Airlines in 2007. The airline will give the successful bidder control of 4,400 domestic and 1,800 international landing and parking slots at domestic airports, as well as 900 slots at airports overseas.

BRUSSELS, OCT 7 (AP): NATO Secretary-General Jens Stoltenberg said Thursday that the organisation withdrew the accreditation of eight Russian officials to the military alliance in response to a rise in “malign activities” by Moscow. The eight officials are to be deprived of access to NATO’s Brussels headquarters from the end of the month because it believes they have been secretly working as intelligence officers. NATO also reduced the number of positions that Russia can accredit people for from 20 down to 10.

“This decision is not linked to any particular event, but we have seen over some time now an increase in Russian malign activity, and therefore we need to be vigilant,” Stoltenberg told reporters. “The relationship between NATO and Russia is at its lowest point since the end of the Cold War. That’s because of the Russian behaviour. We have seen their aggressive actions, not least against Ukraine, but also the significant military buildup and violations of important arms control agreements,” he said. Stoltenberg said that

Russia invites Taliban for talks in Moscow

NEW DELHI, OCT 7 (IANS): Russia has invited representatives of the Taliban to meet in Moscow as part of the efforts to open diplomatic channels with Afghanistans de facto new government, Russian President Vladimir Putins special envoy for the country has confirmed, Russia Today reported. NASA’s deep space atomic clock completes mission H N

ASA’s Deep Space Atomic Clock, which has, since two years, pushed the timekeeping frontiers in space, has successfully ended its mission. The mission ended on September 18, the US space agency said in a statement this week. Built by NASA’s Jet Propulsion Laboratory in southern California, the Deep Space Atomic Clock is an ultra-precise, mercuryion atomic clock encased in a small box that measures about 25 centimetres on each side -- roughly the size of a toaster. The instrument was hosted on General Atomics’ Orbital Test Bed spacecraft and was launched aboard the Department of Defense Space Test Programme 2 mission on June 25, 2019. It was designed to survive the rigours of launch and the cold, high-radiation environment of space without its timekeeping performance degrading. It aimed

to test the feasibility of using an onboard atomic clock to improve spacecraft navigation in deep space. After the instrument completed its one-year primary mission in Earth orbit, NASA extended the mission to collect more data because of its exceptional timekeeping stability. But before the tech demo was powered off on Septmeber 18, the mission worked overtime to extract as much data as possible in its final days, NASA said. “The Deep Space Atomic Clock mission was a resounding success, and the gem of the story here is that the technology demon-

stration operated well past its intended operational period,” said Todd Ely, principal investigator and project manager at JPL, in a statement. The data from the trailblazing instrument will help develop Deep Space Atomic Clock-2, a tech demo that will travel to Venus aboard NASA’s Venus Emissivity, Radio Science, InSAR, Topography and Spectroscopy (VERITAS) spacecraft when it launches by 2028. S researchers have made a surprising discovery that could redefine ways to prevent baldness in humans. Until now it was believed that as humans age, their stem cells -- known to replenish tissues and organs, including hair -- eventually get exhausted and then die. However, a new study led by researchers at University of Southern California discovered that, at least in the hair of ageing animals, stem cells escape from the structures that house them, the New York Times reported. “The cells changed their shapes from round to amoebalike and squeezed out of tiny holes in the follicle,” according to Rui Yi, Professor of pathology at Northwestern University. The finding was published in the journal Nature Aging. “It’s a new way of K Y M C

thinking about ageing,” Dr Cheng-Ming Chuong, a skin cell researcher and professor of pathology at the University of Southern California, who was not involved in Yi’s study, was quoted as saying. To understand the ageing process in hair, the team watched the growth of individual hair follicles in the ears of mice using a long wavelength laser that can penetrate deep into tissue. They labelled hair follicles with a green fluorescent protein, anaesthetised the animals so they did not move, put their ear under the microscope and went back again and again to

watch what was happening to the same hair follicle, the report said. “When the animals started to grow old and gray and lose their hair, their stem cells started to escape their little homes in the bulge. Sometimes, the escaping stem cells leapt long distances, in cellular terms, from the niche where they lived,” the researchers found. “If I did not see it for myself I would not have believed it. It’s almost crazy in my mind,” Yi was quoted as saying. The stem cells then vanished, perhaps consumed by the immune system, he said. The team also identified two genes -- FOXC1 and NFATC1 -- that were less active in older hair follicle cells, a finding which may open up new possibilities for halting the stem cells from escaping.
