KOHIMA, SEP 7 (NPN): After attracting flak from a cross section of society including rival political parties-- Congress, NPP, RPP in the state-- the proposed all-party government (Nagaland United Government) sans any opposition, got the much awaited nod from the national BJP leadership but not without state chief minister Neiphiu Rio and state BJP legislature party leaders spending anxious days. According to sources, the chief minister will brief
the NDPP legislators and party leaders at the party meeting on September 8 and brief members about the outcome of his meeting with BJP leaders in Delhi. Rio will also share BJP’s insistence that the present ministry set up in Nagaland should not be disturbed. Sources said this means that no NPF legislator(s) would be included in the cabinet. BJP leaders-- deputy CM Y. Patton and state BJP chief and minister higher education & tribal affairs Temjen Imna Along were camped in Delhi from August 21. It may be recalled that on August 11, PDA constituents (NDPP, BJP & Independents) and opposition NPF resolved to form the NUG.
However the rank and file of BJP even including most legislators were not enthusiastic about the all-party and ‘opposition-less’ government. The state BJP was apprehensive about having to sacrifice some chairs in order to accommodate the NPF in the ministry. The national BJP high command on the other hand, was not happy with the objective of the proposal‘coming together for Naga political issue’. Union Home Minister Amit Shah had purportedly questioned the objective of ‘unity/coming together for Naga political issue’ since all legislators were already banded together under the Core Committee for Naga political issue. Earlier, Rio had met
with Shah on August 21 in Delhi after being summoned to explain the all-party resolution adopted on August 13. The BJP leaders purportedly asked Rio to return to Delhi after a week with concrete reason about the move. Before Rio flew back to Delhi on August 31, the NPF and NDPP on August 28, reaffirmed to uphold the joint resolution of PDA partners and NPF for a ‘Nagaland United Government’. The national BJP leaders reportedly gave the nod after the second round of meeting between chief minister Neiphiu Rio and state BJP leaders–Y. Patton and Imna Along in Delhi on September 5 evening. Highly placed sources informed Nagaland Post, that
the development came after a meeting between Rio and Amit Shah in Delhi on Sunday night in the presence of Assam chief minister & NEDA convenor Himanta Biswa Sarma and minister of Agriculture & Cooperation G. Kaito Aye. Later, Rio held another meeting on September 6 evening with BJP national president JP Nadda at the latter’s residence where Amit Shah, Patton, Imna Along were also present. Rio returned to Dimapur on Tuesday while the NDPP party has convened an emergency meeting on September 8 to deliberate on the issue. It was also disclosed that the outcome and resolution of the NDPP will be made known to the BJP leaders in Delhi.

DVC reaffirms ban on tax collection DIMAPUR, SEP 7 (NPN): Darogapathar Village Council (DVC) has reaffirmed its resolution passed on August 18, 2016, that banned “any sort of tax collection by any of the NNPGs on the business communities or village household within Darogapathar village jurisdiction.” In a press release, DVC chairman K Ado Bizo and secretary Imjongkumba Jamir informed that there should not be any sort of checking on expiry dates of commodities, weighing machine or scale, rates etc., without prior approval and permission of the council. DVC cautioned that any individual or groups involved in any such activities without the knowledge of the council would face strict legal actions. Action Committee for Foothills Road”—a core group—comprising of Central Naga Students’ Association (CNSA) as convenor and Dimapur Eastern Naga Students’ Union (DENSU), Zeliang Students’ Union Nagaland (ZLSU), Lotha Youth Organisation (LYO), Western Sumi Youth Front (WSYF) and Dimapur Ao Youth Organisation (DAYO) as co-convenors. NFHRCC, which had on August 7, 2021 served a 30-day deadline on the state government to positively respond to its plea of making the foot hill road pliable “while waiting for the proposed mega project”, recently extended the deadline till September 12, 2020.
DIMAPUR, SEP 7 (NPN): Nagaland on Tuesday recorded 47 fresh Covid-19 positive cases and one more patient succumbed to the virus. Dimapur reported 23 fresh cases, Kohima-16, four in Phek, three in Wokha and one in Longleng, taking the total caseload to 30435. Further, one more patient succumbed to the virus in Dimapur, pushing the death toll to 632 (including 14 non-Covid deaths). PTI: India logged 31,222 fresh cases of coronavirus infection taking the total tally of COVID-19 cases to 3,30,58,843, while the active cases were recorded below four lakh, according to the Union Health Ministry data updated on Tuesday. The death toll has climbed to 4,41,042 with 290 fresh fatalities, according to the data updated at 8 am. The case fatality rate was recorded at 1.33 per cent.
AJP, TIPRA to form stage for regional parties of NE GUWAHATI, SEP 7 (PTI): Assam Jatiya Parishad (AJP) and the Tripura-based Tipraha Indigenous Progressive Regional Alliance (TIPRA) on Monday announced that they will begin an initiative to create a platform for all regional parties of the North Eastern states. The proposed forum will work towards strengthening regional political movements to protect the “identity” of the indigenous people, AJP president Lurinjyoti Gogoi and TIPRA chairman Pradyot Bikram Manikya Deb Barma addressed a joint press conference here. “We have decided to join hands for the future of Northeast. Together we will carry out our struggle for the protection of identity,
language and culture of the entire region. This will benefit all states,” Gogoi said. The platform will attempt to unite all the likeminded regional parties to protect the interest of the indigenous people, he said. The two leaders signed a joint statement, which demanded immediate repeal of the controversial Citizenship (Amendment) Act (CAA) and complete the update process of the National Register of Citizens (NRC). It said a final decision in regard to creation of a common regional platform will be announced soon after having dialogues with all regional parties of North Eastern states. While the AJP supported the demand of creation of Tipraland, a sepa-
rate state for the indigenous people of Tripura, the TIPRA backed the demand for implementation of Assam Accord in letter and spirit, Barma said. It is well known that the indigenous people of the North Eastern region have been facing betrayal and deceit for a long time, and left to fight for their own selfrespect and identity, Barma claimed. The joint statement claimed that the NDA government at the Centre enacted the CAA ignoring the protests of the people of Northeast “to fulfil their narrow political ends” just to gain power in West Bengal. “As a part of the BJP’s divisive and communal politics, they are trying to implement their concept of ‘Hindutva’,
which is different from the age-old traditions of Hinduism based on love and compassion. As a result, many ethnic traditions and languages have become either extinct or endangered,” it added. Referring to the influx of immigrants to Tripura from erstwhile East Pakistan (now Bangladesh), the TIPRA leader said what happened to his state after 1950 is slowly happening to Assam now. “Unless you raise your voice, you will be a second class citizen. This movement is not for becoming MLAs, MPs or ministers. It is a movement for our next generation,” he said while addressing the party workers of AJP earlier during the day.
Govt suggests Centre to stop Agri schemes not feasible for Nagaland

KOHIMA, SEP 7 (NPN): Planning &coordination, land revenue and parliamentary affairs minister Neiba Kronu has suggested the Union agriculture & farmers’ welfare ministry to stop schemes not applicable/ feasible for Nagaland. He conveyed this during a video conference conducted by the Union agriculture & farmers’ welfare ministry along with 13 other States, which was attended by Union agriculture &farmers’welfare minister Narendra Singh Tomar. Informing this to Nagaland Post, Kronu pointed out there were many schemes that were applicable for rest of the States in the country, but not for Nagaland. Hence, he said he had urged the ministry to discontinue such schemes, while focusing on those that were applicable. He said he had shared the concept of Naga integrated farming, to which the ministry had taken note of. PDGBA opposes change of GB nomenclature DIMAPUR, SEP 7 (NPN): Expressing opposition to the proposal to change the nomenclature of GB in urban areas in the state, the Peren District GB Association (PDGBA) has said that the state government’s proposal “does not seem to hold merit and any water”. In a memorandum submitted to the governor through deputy commissioner Peren, the PDGBA president Kainia, vice president Irangduang, advisor Kiesenlak and secretary Hingtung Chawang, stated that the proposal would rather “ramify and complicate the hollowed institutions of GB and its functioning both legally and morally.” PDGBA said that the Naga customs and traditions neither contradict nor bifurcate rural and urban settlement. The association has, therefore, urged the governor to uphold the title and name “goan burah” both in the village and town or rural and urban.

Thanamir community forest host to rare, endangered wildlife DIMAPUR, SEP 7 (NPN): Residents of Thanamir village in the foothills of Mt Saramati, who are collaborating with national organisations to research and protect wildlife in their community forest, have found a host of rare and endangered wildlife in the forests in their own backyard. Residents of Thanamir village in Kiphire district have detected clouded leopard, bear, packs of dhole (Asiatic wild dog) and adult stumped-tailed macaques in the community forest by using camera traps after they teamed up with Delhi-based NGO Wildlife Protection Society of India (WPSI) to learn using automatic
cameras to study the lives of wild animals. These camera traps have captured thousands of pictures showing the rich wildlife that inhabit Thanamir forests, and many of these animals are globally endangered. Like much of Nagaland, residents of Thanamir own, use and manage their community forest. Lying in the shadow of Mt Saramati (3,842 m), State’s highest peak, this region is the ancestral homeland of Yimkhiung Naga. For several years, local youth and leaders have taken a keen interest in protection of their forest and wildlife. The village council

NSUI also demanded the resignation of the education minister on moral grounds as that seemed to be the “only way right now to prove the intent and sensitivity of the Modi government towards student issues.”
Taliban announce new government for Afghanistan KABUL, SEP 7 (AGENCIES): The Taliban have announced an interim government in Afghanistan, declaring the country an “Islamic Emirate”. It will be led by Mullah Mohammad Hassan Akhund, one of the movement’s founders, who is on a UN blacklist. The interior minister will be a feared FBI-wanted leader of the Haqqani militant group. Alam said that the idea of the campaign was to come up with a comprehensive plan based on participatory process involving full convergence with schemes of all related line departments. sistency and support from all line departments was essential for the success of the campaign and hoped that 2021 would be the best exercise. The chief secretary also directed all line departments to nominate an officer each to coordinate with the nodal department. Elaborating on People’s Plan Campaign, Theluo said it was effective strategy for ensuring the preparation of GPDP in a campaign mode which would be rolled out as “Sabki Yajana Sabka Vikas” from October 2, 2021 till January 31, 2022. During the campaign, he said structured Gram Sabha meetings would be held for preparing the GPDP for the next financial year i.e., 2022-23. Dimapur police nab 8 for extortion
DIMAPUR: Dimapur police arrested from eight persons on charges of extortion from several locations under Dimapur district between September 1 and 7. According to Dimapur police PRO, on September 1, an information was received from reliable source that some unknown miscreants had kidnapped a truck driver near Patkai bridge NH 29 and demanded Rs. 27,000 as yearly tax in the name of NSCN (K1) and NSCN (IM). In the course of the investigation, police rescued driver and arrested the accused identified as Alam Shah (35). In this connection, a case was registered with Chumoukedima PS. On September 2, police arrested two persons identified as SS under secretary NSCN (R) Khekugha Aye (31) and Hovikhu Sumi
(43) while they were issuing information slips in the name of NSCN (R)/GPRN ministry of chaplee affairs at 6th mile area to business establishments. In this connection, a case was registered with Chumoukedima PS. On the same day, police also arrested SS. Leacy NSCN/GPRN-K (Nikki) Yehoto Aye (41) for demanding money from truck drivers at Diezephe village Dimapur. In this connection, a case was registered with sub-urban PS. DIMAPUR: Nationalist Democratic Progressive Party (NDPP) Wokha region and Central Executive Board (CEB) team members held a consultative meeting on September 7 at Wokha town wherein the members supported formation of Nagaland United Government (NUG). SVC adopts three-point resolution DIMAPUR: Sovima Village Council (SVC) has adopted three-point resolution to be implemented within its jurisdiction. In a press release, SVC stated that the council has resolved that natural rainwater outlets/ drains in the jurisdiction of the village shall not be blocked/ filled up/ occupied by any person without alternative arrangements by the property owners so as to prevent water logging. The council warned that it would impose penalties it deems fit and take necessary action to clear the blockages. SVC has also imposed complete ban on hunting and trapping of wildlife within its jurisdiction and has strictly prohibited freerange rearing of cattle/ goats within its jurisdiction.

DIMAPUR: Tuensang District Development and Development Board (DPDB) meeting was held at the conference hall of the deputy commissioner (DC) Tuensang on September 7, under the chairmanship of DC and vice chairman DPDB Tuensang. SHILLONG, SEP 7: With growing demand for his suspension, Meghalaya Director-General of Police (DGP), R Chandranathan has applied for seven days casual leave from September 10, official sources said on Tuesday. The State government is however tight-lipped on whether it has sanctioned the casual leave sought by Chandranathan and as to who would be officiating in his absence if granted leave. Sources said that the top-most police official has applied for casual leave as he wanted to exhaust the remaining period of leave as he is due to superannuate on December 31, 2021. The decision of the DGP to go on leave comes at a time when pressure groups under the banner of Ka Sur Ki Nong Mawlai (Voice of Mawlai People), has been demanding the suspension of

TURA, SEP 7: The Meghalaya Forest department today issued closure notices to all operating illegal sawmills while stone quarries have been asked to produce validation of operation documents in the West Garo Hills district and South West Garo Hills district. The move of the DFO – Territorial comes in the wake of mushrooming of sawmills and quarries, all of which operate without any licenses, causing huge destruction to the local en-
vironment. Most of these illegal mills and quarries lie within the plain belts of both districts, with over 100 such illegal acts. “We have issued a closure notice to all the illegal sawmills and quarries in the 2 districts. Many owners of these illegal mills and quarries have complied with the order given by us though some still continue to operate. We will be taking action against them, shortly,” confirmed DFO – Territorial in charge, Rupanker Marak. The state Forest department, despite being short of
manpower, has been making continued efforts to stop the twin menace of illegal sawmills and extraction of stones. Last month, action was carried out by the forest department in NGH after complaints of illegal sawmills being operated. Machinery and timber were seized during the raids. In the plain belt, locals informed that there were more than 100 sawmills across the region – from Tikrikilla in WGH up to Mahendraganj, close to the international border in SWGH.

Mandatory registration for all persons entering Meghalaya Correspondent SHILLONG, SEP 7: The Meghalaya Government has once again made RT-PCR testing mandatory for all persons visiting the State if they have not been vaccinated (both doses) or are not in possession of a RTPCR negative report, health officials said on Tuesday. As per the new entry protocols issued by the Health and Family Welfare department on Monday, entrants who are not in possession of a RT-PCR negative report that is issued by a recognised laboratory 72 hours before their arrival at the entry point are required to undergo test. “Persons entering the State are required to register at http://meghalavaonline.gov.in/covid/ testing.htm and to download the Arogya Setu App and the Behavioural Change Management App of Meghalaya from Google play store prior to their travel. While Tourists are required to register on the Meghalaya portal at https://meghalava.sov. in and to generate the einvite,” a notification issued by Principal Secretary for Health and Family Welfare, P. Sampath Kumar specified. All persons exempted from testing at the Entry Points are also exempted from undergoing quarantine but shall strictly adhere to the protocols,” the notification said. “All persons tested by RT-PCR at the entry point should go into home quarantine or paid quarantine till the test results are declared. lf tested positive, SOP for home or institutional isolation should be followed. lf tested negative, such individuals can carry on with their daily activities or work normally,” the notification noted. “Persons showing symptoms on arrival at the Entry Point will have to be mandatorily tested by RTPCR. Such persons shall proceed to their residence or place of stay and shall undergo home quarantine or paid quarantine for seven days from the date of their arrival regardless of their test results. lf tested positive, SOP for home or institutional isolation should be followed,” the notification stated said.

Abinash Sarma found the venomous banded krait on Tuesday and handed it over to forest department officials who later released it in a forest area near National Highway 31, range officer of Nalbari range officer Animesh Kalita said.Banded krait, the largest species of kraits are found in India and south east Asia measure about 6 feet in length. The specie is easily identified by its alternate black and yellow crossbands. The baby cobras were found by Homen Talukdar of Nalbari Satra area from the Helacha health subcentre and handed over them to the forest department on Monday evening.

It said the position on the issue has already been clarified in Parliament by IT Minister Ashwini Vaishnaw. With a view to dispelling any wrong narrative spread by certain vested interests and examining the issues raised, the government will constitute a committee of experts, it had said. Sibal, on behalf of some of the petitioners, had responded by saying that the security of the state is as important to the citizens of this
country as it is to the state. “We don’t want the state to give us any information about any security aspect in respect of use of any device. That is not our intention and that is not even the petition,” he had said. The top court, while issuing notice on the pleas, had said that it did not want the government to disclose anything related to the national security and had asked the Centre what is the “problem” if the competent authority files an affidavit before it on the issue. It had said that divulging information on affidavit on the issue of whether the Israeli firm NSO’s Pegasus spyware was used or not would involve the aspect of national security. It had said that the bench did not want even a word in the affidavit regarding the defence or national security of the country. “Our considered response is what we have respectfully stated in our last affidavit. Kindly examine the issue from our point of view as our affidavit is sufficient,” the law officer had told the bench, adding,
“The Government of India is before the highest court of the country.” The law officer had said if the government of any country divulges information about which software is used and which is not used, then those involved in terrorist activities may take pre-emptive steps. “We will have nothing to hide. These are the issues of national security. Which software is used or which is not used would essentially be a matter of national security which we cannot hide from the court,” he had said. The court is hearing as many as 12 pleas, including the one filed by the Editors Guild of India, seeking an independent probe into the matter. They are related to reports of alleged snooping by government agencies on eminent citizens, politicians and scribes by using Israeli firm NSO’s spyware Pegasus. An international media consortium has reported that over 300 verified Indian mobile phone numbers were on the list of potential targets for surveillance using Pegasus spyware.

MANGALURU, SEP 7 (PTI): An alert has been declared in Dakshina Kannada district of Karnataka in the wake of Nipah virus infection in neighbouring Kerala and a boy succumbing to the disease on September 3. Dakshina Kannada deputy Commissioner K V Rajendra issued the alert and appealed to the people to remain cautious. He has also directed the health department officials to take all precautionary measures. “A 12-year-old boy died of Nipah virus infection in Kozhikode district of Kerala on September 3. Since Dakshina Kannada district shares its border with Kerala and a large number of people commute for health and education purposes, a Nipah alert has been announced,” he said in a statement.
NEW DELHI, SEP 7 (PTI): The Supreme Court Tuesday granted more time to the Centre to decide on filing a further response to a batch of pleas seeking an independent probe into the alleged snooping of certain people in India through the use of Israeli spyware Pegasus and slated the matter for further hearing on September 13. A three-judge bench headed by Chief Justice N V Ramana had issued a notice to the Centre on the pleas on August 17, while making it clear that it did not want the government to disclose anything which compromised national security. The Centre had earlier filed a short affidavit on the matter. As soon as the matter came up for hearing before the bench, also comprising Justices Surya Kant and Aniruddha Bose, Solicitor General Tushar Mehta, appearing for the Centre, said that due to some difficulties he could not meet the officials concerned to take a decision on filing of the second affidavit and sought listing of the cases either on Thursday or Monday.
PUNE, SEP 7 (PTI): Charges would be framed against five accused in the case of the murder of anti-superstition activist Dr Narendra Dabholkar on September 15, a special court here said on Tuesday. Dabholkar, who headed the Maharashtra Andhashraddha Nirmoolan Samiti, was shot dead in Pune on August 20, 2013, allegedly by the members of a right-wing extremist group. A criminal trial starts once charges are framed. Charges would be framed against Virendra Sinh Tawde, Sachin Andure, Sharad Kalaskar and Vikram Bhave under IPC sections 302 (murder), 120 (B) (criminal conspiracy), 34 (common intention), relevant sections of the Arms Act and section 16 of the Unlawful Activities (Prevention) Act (punishment for terrorist act), the court said.

She was talking about the upcoming festive season in Maharashtra, and urged people to remain in their houses and practice distancing. fghanistan is fast becoming another battleground of another kind where vested interests- Talibans versus ISI-backed Haqqanis are in tussle for power hegemony. The collapse of the over three lakh strong US trained and funded Afghan military was as shocking as the sudden and chaotic withdrawal of US military from Afghanistan. The 70,000-stong Taliban did not exactly outfight the more than 3,00,000 Afghan military who were backed by the US-led coalition forces. The Taliban swept across Afghanistan and took Kabul within two days and not two years as the US had thought. The Taliban will eventually establish a national government. With their radical interpretation of Islam and politics, the Taliban are likely to continue violence, repression and denial of rights to many sections of Afghan society. However, as demonstrated by the ISIS(Khorasan) violence, the Taliban’s control of Kabul and also other parts of Afghanistan is not secure. Now with power sharing tussle between the Taliban and Haqqani inevitable, there is also unmistakable animosity between them. Pakistan is playing the divide-and-rule game in Afghanistan and wants to exert remote-control over the arrangement in Kabul. To ensure it is a major player in the present chaos and confusion, Pakistan has also used its air force to bomb anti-Taliban resistance fighters led by Ahmad Massoud, the son of the late Ahmad Shah Massoud, the legendary anti-Soviet and anti-Taliban commander assassinated by AlQaeda days before the September 11, 2001 attacks on the United States. The Taliban and Haqqanis are not the only Islamic groups who fought the US and Afghan forces. There are the ISIS(K) and Al Qaeda , two brutal and murderous outfits who justify barbaric acts in the name of Islam. Probably, their second stint in power may have somewhat led the Taliban to pledge to be more accommodating than during their first stint in power, which also came after years of conflict- first the Soviet invasion of 1979, and then a bloody civil war. The Taliban have promised a more “inclusive” government that represents Afghanistan’s complex ethnic makeup- though women are unlikely to be included at the top levels. However, this time women will be allowed to attend university as long as classes are segregated by sex or at least divided by a curtain, the Taliban’s education authority said in a lengthy document. Afghan women today are more educated and capable of heading high positions after twenty years of freedom during the US-backed Afghanistan government. Afghanistan is till politically, economically, socially and militarily unstable. The Taliban is not likely to have it so easy in Afghanistan as it still faces formidable foes in the Panjshir valley known as the National Resistance Front of Afghanistan. The anti-Taliban resistance is led by Ahmad Massoud and erstwhile vice president of Afghanistan Amrullah Saleh. The NRFA continue to put up stiff resistance against the Taliban. The Taliban will also have to worry about ISI-backed Haqqani, Al Qaeda, ISIS(K) who are not going to remain quiet as they will also seek to carve their own sphere of influence. Political interests and opportunism make strange bedfellows and many observers have speculated that the Taliban and the US could even work together against the Al Qaeda and ISIS(K) in the years ahead. Such a likelihood only highlights how Afghanistan will continue to be a victim of its own making.

As surely as we receive blessings from Him, He will pour out blessings through us. But whenever the blessings are not being poured out in the same measure they are received, there is a defect in our relationship with Him. Is there anything between you and Jesus Christ? Is there anything hindering your faith in Him? If not, then Jesus says that out of you “will flow rivers of living water.” It is not a blessing that you pass on, or an experience that you share with others, but a river that continually flows through you. Stay at the Source, closely guarding your faith in Jesus Christ and your relationship to Him, and there will be a steady flow into the lives of others with no dryness or deadness whatsoever. Is it excessive to say that rivers will flow out of one individual believer? Do you look at yourself and say, “But I don’t see the rivers”? Through the history of God’s work you will usually find that He has started with the obscure, the unknown, the ignored, but those who have been steadfastly true to Jesus Christ.

Autumn’s shadow on the Arab Spring
he onset of Arab Spring had raised expectations in the region of power being transferred to the people ultimately, but the ensuing developments have completely changed the dynamics of the pro-people movements in the region. While most the Indian media has been obsessed with developments taking place in Afghanistan, it has nearly missed the country, which was the fountainhead of the so-called ‘Arab Spring’ about ten years back when people toppled a dictator that had ruled it for 27 years. Arab Spring had nurtured hopes that democracy might be able to get a toehold in many Arab countries based on the aspirations of the people. However, recent events in Tunisia have raised concerns whether the small country which shook the power centres in this vast and strategic region, will it be able to handle its own aspirations as expressed by people ten years back. On 25 July, Tunisian President Kais Saied stunned the world by announcing the suspension of the parliament, the sacking of the cabinet and assuming emergency powers citing an imminent threat to the Tunisian state. These extraordinary measures are supposed to last for 30 days.
For Tunisia watchers the development came as no surprise, as Tunisians have changed ten governments in the last ten years and are moving along the path, which may lead the country towards anarchy. The events of the last ten years have infused most Tunisians with a sense of hopelessness and a loss of faith in parliament and the country’s political parties. This explains why Mr Saied’s draconian measures were met with jubilation on the streets. His supporters were simply fed up with parliament, and yearned for change. But not everyone in Tunisia was happy. BBC reports that foremost among them was Ennahda [Renaissance] Party, the Islamist party that has the biggest block in parliament. It denounced Mr Saied’s move as a coup. Other parties as well as independent observers concur. So, now the world will be watching the next move of the four organisations known as the Quartet for National Dialogue - which in 2013 succeeded in brokering a compromise between Islamists and their secular rivals and averted protracted civil strife. Some observers believe the fault lies with the consti-
tution that created multiple centres of power: the president, the prime minister and the parliament. In an ideal world that should create a well-balanced political order, with checks and balances that prevent domination by the president. But in an extremely polarised society it was a recipe for paralysis. For the ruling party, problems accumulated - especially with Covid spiralling out of control - the governance broke down, and the president occasionally blocked parliament and vice versa, each side tweaking the text of the law to suit its own purpose. However, what happens in Tunisia will not stay in Tunisia, as the experience of the past decade has demonstrated. Most autocrats of the region are harping once again that “Arabs are not fit for democracy” and the democratic forces are clinging to the hope that Tunisia will remain a beacon for the rest of the region. In fact, Tunisia is the third Arab country after Egypt and Sudan to say that it is fed up with the rule of the Islamists. With the exception of Qatar, most of the Arab countries have long regarded the Muslim Brotherhood and other Islamist groups as a ma-
jor threat to security, stability and peace. Many pro-west Arab commentators have drawn parallels with what happened in Egypt in 2013, when Abdul Fattah Al Sisi, then minister of defence and now president, intervened to remove the elected Muslim Brotherhood president. Most Arab commentators have accused the Islamists, specifically the Muslim Brotherhood, of spreading chaos and instability in the Arab world. Khaled Abu Toameh, a journalist based in Jerusalem, writing for Gatestone Institute on the issue says that evidently, many Arabs are pleased that the rule of the Islamists in Tunisia has finally come to an end. The jubilation in the Arab countries over the toppling of the Ennahda Party sends a clear message to the rest of the world against embracing or appeasing the Islamists. Toameh gives examples of various other writers in his report, like; Abdel Aziz Khamis, a Saudi journalist told Sky News Arabia that the reason the Tunisian Islamists failed was because they “failed to believe in democracy in its true meaning, including freedom of the media, the independence of the judiciary and economic and social rights.” Prominent Saudi jour-
nalist and writer Abdul Rahman Al-Rashed stated that he was not surprised by the downfall of the Islamists in Tunisia. As the ruling party was associated with chaos and assassinations once they were in government. Urging Arabs to learn from the failed experience of the Islamists in Tunisia, Khamis listed a number of reasons why the Ennahda party failed: “It failed because it was not able to find real solutions to Tunisia’s problems and because it was not concerned with serving
the people or improving their living conditions.” Khamis said that the Ennahda Party also failed because it was unable to transform itself into a political party “in the modern sense of the word.” The party, he added, “was not able to leave the ranks of the Muslim Brotherhood.” However, if we analyse the reasons behind the failure of Islamist parties in the region, then one fact would emerge that first these parties are not given time to settle-in and start delivering, but are embroiled in various internal and external issues. The puppet master behind most of these interventions are the western countries and in fact these nations are least concerned whether there is a despotic or a democratic government till the time their gains are assured. A critical analysis of the Framework Agreement September 8 is International Literacy Day
T
he much-hyped Framework Agreement (FA), signed between the Modi government and the NSCN (IM) on 3rd August 2015 remains to be a subject of controversy. According to the IM, the FA is a big achievement. First of all, based on India’s admission that she “recognized the unique history and position of the Nagas,” the IM negotiators argue that the Government of India (GoI) now acknowledges that the Nagas never really acceded to India and therefore the Naga political solution should be unique. Second, they believe that the phrase “the two entities” in the FA implies India’s recognition of the Nagas as a separate national entity in the same way India is. It is in this sense, according to the IM, the phrase “peaceful coexistence of the two entities” must be understood. Third, they argue that the GoI, being cognizant of the universal principle of democracy, now affirms that “sovereignty lies with the people.” And based on these viewpoints, the IM insists to keep at least the Naga national flag and constitution, which is basically another way of reaffirming the historic declaration of the Naga independence on 14th August 1947. If the IM’s interpretations are truly agreed to by the GoI, then indeed the FA should be regarded as a big achievement. But the irony is, the IM leaders themselves have given room to confusion when they publicly admitted that the two core issues, sovereignty and integration, are no longer on the negotiation table. That aside, as to what the interpretation of the GoI would be regarding the FA is another million-dollar question, as it has also categorically ruled out any talk about Naga sovereignty and integration. What, then, is the FA all about? Even if the FA falls short of sovereignty and integration, it might be acceptable to most Nagas provided the following requisites can be guaranteed: (1) insert in the FA document a clause that clearly states that this is only an interim agreement for, say, a ten-year period, and (2) that a UN body would serve as the third-party to hold both the GoI and the Nagas accountable to the terms and conditions of the FA. Without the guarantee of these two requisites, the FA could be distorted as a sold-out agreement. So, before it is too late, those who support the FA in its current form must clear some doubts from the minds
of the Naga people. These doubts, or questions, are as follows: 1. Historical Inconsistency: Doesn’t the FA assume that the original position of the Naga leaders of yesteryear is unattainable and therefore unrealistic today? From the standpoint of those who declared our Naga independence and sacrificed their lives in defence of it, won’t it be tantamount to a betrayal? 2. Etymological Contradiction: If we go by the meaning of the normal usage, sovereignty is absolute, not divisible. Of course, two or more sovereign nations could agree to co-operate with each other as in the European Union (EU), but that doesn’t mean any nation has to become less than a full-fledged independent nation. This kind of shared sovereignty is acceptable, but that doesn’t seem to be the GoI’s intended meaning in the FA. In my opinion, in a desperate search for a solution, both Nagas and the GoI are trying to invent a new meaning of sovereignty. But while many Nagas are interpreting the phrase “shared sovereignty” in a way that suits their own preconceived ideas, the Indian side is obviously interpreting it in a totally different way. Realizing that the Nagas are very attached to the idea of sovereignty, the GoI seems to be cleverly keeping word “sovereignty’ but adding the word “shared” to qualify it at the same time. For the GoI, this additional word seems to be the “umbilical cord” to keep the Nagas tied under the existing territories and union of India. As for the so-called sovereignty, the GoI is only meaning more autonomy to the Nagas. In a way, this could be an upgraded version of the 16-Point Agreement with Article 371(A). In other words, the new concept of a shared sovereignty in the FA is merely a domestic autonomy in the form of a devolved power to the Nagas. And this is no different from what Pandit Nehru said in the late 1940s: “We can give you complete autonomy but never independence.” So, we must ask: would India agree to share her sovereignty with the Nagas as an independent nation? Very unlikely. My suspicion is that India will always see her sovereignty as indivisible and hence absolute. Forget about sharing her sovereignty, she wouldn’t even have the guts to announce such a thing. Otherwise, why would she be so hesitant about recognizing the Naga national flag and constitution?
3. Content Problem: Although I could be wrong here, my suspicion is that the FA may get us into giving away our rights on matters of our own Defence, Currency, and Foreign Affairs. Assuming these possibilities, let me ask some pertinent questions: If Defence is given up to the GoI, where is the guarantee for our peace and security? If Currency is to be decided by the GoI, won’t that make us economically dependent on India? If we surrender Foreign Affairs to India, doesn’t that take away our freedom to choose other nations as our friends? In the event of India having full decision-making power on Foreign Affairs, won’t this result in cementing the artificial boundary between Myanmar and India? Won’t this jeopardize our future trade relationship with China and other countries? Isn’t surrendering all these rights of ours to the GoI contradictory to the idea of a shared sovereignty? 4. India’s Undependability: Can the GoI be trusted? We all know the answer. The fact is this: to a simple Naga, shared sovereignty sounds like a 50/50 sharing of opportunities, power, and resources between two equal partners. But the sad reality is that India will always take unilateral decisions on all matters of her national interests without any concern about what the Nagas may say. Yes, on paper the GoI may say that we will have equal access to everything, but its so-called democratic system and parliamentary decision-making process may not allow anything to happen in our favour. In other words, shared sovereignty can never be practically possible. It will never be fair because it could become like an ant being tied to a wild elephant. That’s why those who hold onto the original NNC’s stance still insist that the Nagas must have political tie to India clearly off, although socially and economically we must all coexist as friends. 5. Short-Sighted Vision: The FA, in my opinion, is a reflection of our short-sighted political vision. It also seems to be a denial of God’s plan for us. After all, isn’t our Naga political future as a God-given birthright in the hand of God? If the GoI, like powerful Pharaoh, refuses to let us go, does that mean we should settle for something less? Should we decide our national fate now based on the argument of contemporary realities? Should we lose faith in the capabilities of our upcoming generations? Mazie Nakhro, PhD

arrowing the digital divide is key to literacy for a human-centered recovery. Literacy is needed for the progress in our society but in spite of progress in science and technology, literacy is still a challenge in many parts of the world including our country. Global data is alarming as it says that 773 million adults and young people lack basic literacy skills;617 million children and adolescents are not achieving minimum proficiency levels in reading and mathematics; during the initial phase of the pandemic, schools were closed disrupting the education of 62.3 percent of the world’s student population of 1.09 billion and due to pandemic adult literacy and education were absent in initial education response plans, therefore many youth and adults with no or low literacy skills have had limited access to life-saving information. There is no doubt that The COVID-19 crisis has disrupted the learning of children, young people and adults at an unprecedented scale. It has also magnified the pre-existing inequalities in access to meaningful literacy learning opportunities, disproportionately affecting 773 million non-literate young people and adults. Youth and adult literacy were absent in many initial national response plans, while numerous literacy programmes have been forced to halt their usual modes of operation. We have seen innovations during the time of pandemic to connect and reach out to people via digital mode. Few popular terms are Google Meet, Zoom, etc. These platforms ensure that teaching and learning can be continued though there are challenges mostly due to poor digital connectivity. Digital divide has been an issue in poor and developing nations due to lack of devices and connectivity. The pandemic, however, was a reminder of the critical importance of literacy. Beyond its intrinsic importance as part of the right to education, literacy empowers individuals and improves their lives by expanding their capabilities to choose a kind of life they can value. It is also a driver for sustainable development. Literacy is an integral part of education and lifelong learning premised on humanism as defined by the Sustainable Development Goal 4. Literacy, therefore, is central to a humancentred recovery from the COVID-19 crisis. Like many other events there is a day related to literacy which is observed on 8th September as International Literacy Day (ILD). This year the day will explore how
literacy can contribute to building a solid foundation for a human-centred recovery, with a special focus on the interplay of literacy and digital skills required by nonliterate youth and adults. It will also explore what makes technology-enabled literacy learning inclusive and meaningful to leave no one behind. By doing so, ILD2021 will be an opportunity to reimagine future literacy teaching and learning, within and beyond the context of the pandemic. 8th of September was proclaimed International Literacy Day by UNESCO in 1966 to remind the international community of the importance of literacy for individuals, communities and societies, and the need for intensified efforts towards more literate societies. The UN’s Sustainable Development Agenda, adopted by world leaders in September 2015, promotes universal access to quality education and learning opportunities throughout people’s lives. Sustainable Development Goal 4 has as one of its targets ensuring all young people achieve literacy and numeracy and that adults, who lack these skills are given the opportunity to acquire them. On 15 November 2019 at UNESCO’s 40th General Conference in Paris, the Member States agreed to adopt a new UNESCO Strategy for Youth and Adult Literacy (2020-2025). The Strategy will facilitate UNESCO’s targeted support to countries and populations that are facing the biggest literacy challenges in the world. The Strategy also focuses on gender equality and addresses the learning needs of marginalized peoples, including out-of-school youth, refugees, migrants and indigenous peoples who are part of the 750 million adults around the world who lack basic literacy skills. The Strategy will also aim to strengthen and encourage cooperation among these countries to share best practices of promoting literacy in a lifelong learning perspective. All of us can contribute towards ensuring literacy for all. Till recently we were focusing on literacy but it’s time that we also focus on digital literacy and ensure that there is no digital divide. Apart from Government or International Agencies or Civil Society Institutions or Academic Institutions, each and every one can contribute to enhance literacy. ILD is an opportunity for us to address the issue and also to raise awareness and contribute towards achieving sustainable development goals. Gatherings by the bridge
The new Dhansiri bridge in Kuda Village has become a hub for people to gather for smoking and drinking alcohol. If we happen to cross the bridge at night or sometimes even in the evenings, then you’d see parked cars at both the ends of the bridge with people drinking alcohol and smoking coupled with loud music from their cars. It’s a public place where people both young and old commute. What a sight it would be for the kids to witness; or for the ladies to cross the bridge surrounded by inebriated people. Are the concerned authorities turning a blind eye to such activities in their colony? Farmers march to Karnal, threaten siege
KARNAL (HARYANA), SEP 7 (PTI): Thousands of farmers started marching towards the district headquarters here on Tuesday evening after union leaders said their talks with the local administration had failed. Farmer unions had demanded action against officials over the lathi-charge against protesters on August 28 in Karnal. Otherwise, they had threatened farmers will lay siege on the Karnal mini-secretariat – a threat they appeared to be carrying out. Farmers reached the New Anaj Mandi for a mahapanchayat in the morning, riding tractors and motorcycles. As they gathered there, an 11-member delegation was invited by the local administration to discuss their demands and dissuade them from marching towards the secretariat. “Our talks with administration failed as they did not agree to our demands,” senior farm leader Joginder Singh Ugrahan said about three hours later. Farmer union leaders then urged the large gathering at the mahapanchayat to march peacefully towards the mini-secretariat, five kilometres away. to ask the government which Constitution, which law gives an IAS officer permission to give orders to break the farmers’ heads.” “Under which law are police allowed to carry out brutal lathi-charge resulting in the death of one and injuries to several others,” he added. The authorities have, however, denied that any farmer died due to the violence on August 28. The Haryana Police had that day lathi-charged a group of farmers disrupting traffic on the national highway while heading towards the venue of a BJP meeting. Over 10 protesters were injured. Abhishek Baner jee, who is the nephew of West Bengal Chief Minister Mamata Banerjee, was asked specifically about the alleged unaccounted money which was received by two firms associated to his family members. However, Abhishek Banerjee failed to explain the source of money which officials claim is the proceeds of crime generated in the coal smuggling case, sources close to ED said. According to sources, the investigators were not satisfied with his answers. The TMC MP might be called again for questioning, sources said. The ED also questioned Abhishek Banerjee in regards to Anup Majhi, the prime accused in the case, and police inspector Ashoka Mishra. However, sources said Abhishek Banerjee denied having any links with them as well. The ED claims that since March 2020, Anup Majhi directed a witness in the case to deliver money to Ashok Mishra. The survey found that Indian companies increased salaries by 8.8% on average in 2021. “The 2022 projection of an average 9.4% salary increase is a sign of strong economic recovery and improved consumer sentiment,” an Aon statement said. Nitin Sethi, partner and CEO of Aon’s performance and rewards businesses in India, said: “While 2021 is a year where certain sectors remain under stress due to the Covid-19 pandemic, most businesses have an optimistic view going into 2022 and are projecting higher salary increases.” “We see positive sentiment across most sectors, high investor confidence with sustained foreign direct investment flowing into the country and growing consumer demand across most segments,” he said.

In the previous trade, the precious metal had closed at Rs 46,454 per 10 grams. Silver also tumbled Rs 332 to Rs 63,612 per kilogram from Rs 63,944 per kilogram in the previous trade. In the international market, gold was trading lower at USD 1,815 per ounce and silver was flat at USD 24.50 per ounce. “Gold prices traded weak on Tuesday following dollar recovery,” according to HDFC Securities, Senior Analyst (Commodities), Tapan Patel.

Simon Thomson, Chief Executive, Cairn Energy PLC said: “Progress in resolving our Indian tax issue and active portfolio management leave Cairn well-positioned to deliver growth from a sustainable business, focused on generating further value and returns for shareholders.” In its half yearly report announcement, the company said that the expected near-term resolution of the India tax dispute would result in a refund to Cairn by the Government of India of Rs 79 billion (around $1.06 billion).

NEW DELHI, SEP 7 (IANS): The Tehreek-iTaliban Pakistan (TTP) has issued a stark warning to Pakistan’s national media and journalists, asking them to refrain from calling them a “terrorist outfit” or they will be treated as enemies, Dawn reported. In a statement apparently released by the TTP on social media on Monday, its spokesman Mohammad Khurasani reportedly said they were monitoring the media coverage, branding the TTP with hateful titles, like “terrorists and extremists”. “Using such terms for TTP showed a partisan role of media and journalists,” it said, adding this is a stigma on the profession of journalism. Pakistani media had started referring to the TTP as a terrorist outfit since it began to target civilians in a series of attacks, and was banned by the government. The TTP, a group of various militant outfits, was formed in 2007 and the federal government declared it a proscribed organisation in August 2008.
Afghan war could have been averted in 2001: ex-ISI chief ISLAMABAD, SEP 7 (AGENCIES): The US could have averted a long and costly war in Afghanistan had it heeded the advice of Pakistani and Saudi officials after the Sept. 11, 2001, attacks, the former head of Pakistan’s Inter-Services Intelligence (ISI) told Arab News in an exclusive interview. General Ehsan ul Haq became director-general of the ISI, Pakistan’s main spy agency, in October 2001, just weeks after the attacks against the US, and retired six years later having served as chairman of the Joint Chiefs of Staff Committee. Both positions placed him at the very heart of post-9/11 decision-making in Pakistan and its role in the US war in Afghanistan. In early November 2001, soon after NATO forces entered Afghanistan, Pakistan mounted a littleknown diplomatic effort to rescue the region from chaos and the Taliban from destruction, with the assistance of Saudi Arabia. Haq secretly flew to Washington, carrying a four-page letter from Pakistan’s military ruler, Presi-
dent Pervez Musharraf, addressed to US President George W. Bush. The letter proposed launching a fresh initiative to resolve the Afghan conflict through negotiations with those Taliban leaders willing to cooperate in the fight against Al-Qaeda — the group held responsible for plotting the 9/11 attacks from its Afghan hideout. “That was a PakistanSaudi Arabia joint initiative,” said Haq, who was interviewed at his home in Islamabad. “I travelled with the late Prince Saud Al-Faisal and we proposed to the US administration at the highest level — the President, the Secretary of State, the director of the CIA and other US leaders — that there should be a UN intervention in Afghanistan.” Tony Blair, the then British prime minister, reportedly encouraged the initiative and volunteered to raise Musharraf ’s concerns privately with Bush. Myanmar military releases firebrand Buddhist monk
LO N D O N, S E P 7 (AGENCIES): Myanmar’s military junta has released controversial Buddhist monk Ashin Wirathu, known for his nationalist and anti-Muslim rhetoric. He had previously been charged for sedition against the civilian government, which has since been deposed in a February military coup, BBC reported. The firebrand monk is known for his pro-military views. He has been dubbed the “Buddhist Bin Laden” over his speeches targeting Muslims, particularly the Rohingya. In recent years he had appeared at pro-military rallies delivering nationalist speeches and criticising then-leader Aung San Suu Kyi and her National League for Democracy government. In 2019 he was charged with inciting “hate and contempt” against the civilian government. Wirathu then went on the run, before surrendering to authorities in November last year. RAMALLAH, SEP 7 (IANS): Palestinian Prime Minister Mohammed Ishtaye has called on the Israeli government to present a peace program for realising a “two-state solution” on 1967 borders. A plan proposed by Israeli Prime Minister Naftali Bennett to restrict the conflict “is nothing more than throwing dust in the eyes of the international community”, Ishtaye told the Palestinian cabinet here. “We are confident that neither the United States nor Europe will buy Bennett’s plan,” Ishtaye said, adding that “reducing the conflict is a plan aimed at reducing the Palestinian land and repositioning the Israeli occupation in the Palestinian territories”.Ishtaye referred to Bennett’s plan reportedly revealed Friday at an off-therecord Zoom call with leaders from the Conference of Presidents of Major American Jewish Organizations. “Steps to reduce tension with the Palestinians will be taken, although there is no political breakthrough,” and “everyone realides that we do not expect a political breakthrough with the Palestinians in the near future,” Bennett said.

BCCI to ratify sexual harassment policy
NEW DELHI, SEP 7 (PTI): The BCCI will ratify its Prevention of Sexual Harassment Policy and deliberate on the much-delayed compensation package for domestic cricketers at its Apex Council meeting to be held on September 20. Until now, the board did not have a specific policy to deal with complaints of sexual harassment. It had formed an internal committee after sexual harassment allegations surfaced against then CEO Rahul Johri, who eventually resigned. Like the last meeting on June 20, the meeting agenda also includes discussion on the compensation package for domestic cricketers for the COVID-19-hit 2020-2021 season when Ranji Trophy was not held for the first time, dealing a financial blow to the players.
The BCCI had formed a working group to figure out a compensation package but the committee is yet to meet. It can finally meet before the Apex Council meeting and the cricketers will be hoping the board comes out with a decision at the earliest. Interestingly, the compensation will be also be considered for women cricketers for loss of games last season. “Discussion on compensation to be given to first-class cricketers (men
and women) for the 2020-21 Season,” read item number three on the agenda. The meeting will be held virtually once again since the office-bearers are expected to be in the UAE for the IPL resuming September 19. Also up for discussion will be the “infrastructure subsidy claims submitted by the state cricket Associations which are more than two years old”. Stock of preparations for the T20 World Cup, to be held in the UAE after the IPL from October 17, and the 2021-2022 domestic season will also be taken. The BCCI has pushed the Ranji Trophy start to January as state units wanted it to happen after the white-ball tournaments -Syed Mushtaq Ali Trophy and Vijay Hazare Trophy.

Tokyo Olympians set to skip National Boxing C’ships NEW DELHI, SEP 7 (PTI): The upcoming national men’s boxing championship is unlikely to feature any of the five pugilists who competed at the Tokyo Olympics, ruling them out of contention for next month’s world championships in Serbia as well. Amit Panghal (52kg), Manish Kaushik (63kg), Vikas Krishan (69kg), Ashish Chaudhary (75kg) and Satish Kumar (+91kg) had competed at the Tokyo Games. All of them lost in the preliminary rounds barring Satish, who went down in the quarters. Of these, Vikas, Satish and Ashish are nursing injuries and have withdrawn. There is no word yet on what Amit and Manish would do but a source said they might also skip the tournament due to “lack of practice time”. “They have opted out
of the Nationals because they haven’t been able to train well since coming back from Tokyo. One or two might still consider it closer to the tournament but in all likelihood, they wouldn’t compete,” a source close to the boxers told PTI. The Nationals are due to be held from September 15 in Bellary, Karnataka. The Boxing Federation of India has stated that only the gold-winners from the national championships will make the squad for the world event scheduled to start on October 26 in Belgrade, Serbia. Vikas is already out of contention because of a shoulder injury that he sustained during the Olympics. He underwent a surgery last month to fix the major breakdown and it would keep him away from the ring till November.

SC rejects plea to recognize hockey as national game NEW DELHI, SEP 7 (AGENCIES): The Supreme Court of India dismissed public interest litigation (PIL) filed by lawyer Vishal Tiwari seeking directions to the Union of India (UOI) and other concerned organizations to recognize hockey as the National Sport of India. The decision was taken by the apex court’s bench headed by Justice Uday Umesh Lalit, and also chaired Justice S Ravindra Bhat and Bela M Trivedi. Tiwari, in his petition, asked the court, “If the country can have a national animal, then why can’t the country have its national game.” The plea urged the court to issue directions for the government for the development of Athletic Games and Sports, and provide advanced training and funds to the players, reports LiveLaw.
