GUWAHATI, MAY 8 (IANS): Ahead of Union Home Minister Amit Shah’s three-day Assam visit, various organisations in the northeast have once again threatened to restart their agitations against the Citizenship (Amendment) Act (CAA) if the Centre tried to implement it in the region. Shah, who was scheduled to arrive in Guwahati late Sunday night, would attend at least eight different events on Monday and Tuesday, coinciding with completion of one year of the Bharatiya Janata Partyled second government in Assam, headed by chief minister Himanta Biswa Sarma, who was sworn in on May 10 last year. The All Assam Students’ Union, the Raijor Dal, a political party headed by Independent MLA Akhil Gogoi, the Asom Jatiyatabadi Yuba Chhatra Parishad in Assam, and the Khasi Students’ Union (KSU) in Meghalaya announced to resume their agitations against the CAA after Shah on Thursday announced in West Bengal that the gov-
ernment would implement the CAA as soon as the Covid-19 pandemic ends. KSU President Lambokstar Marngar said in Shillong that any attempt to implement the CAA would provoke unrest in the hill state. “The Centre, instead, responding the Meghalaya Assembly’s unanimous resolution and demands of all most all political parties, should extend the InnerLine Permit system, an 1873 regulation, in the entire Meghalaya to curb the entry of illegal immigrants,” Marngar told the media. The Confederation of Meghalaya Social Organisations (CoMSO), an umbrella body of more than 17 organisations, has been spearheading the agitation since 2019 for the introduction of ILP in the remaining parts of the state. If the ILP is enforced in the entire Meghalaya, like in four other northeastern states -- Arunachal Pradesh, Nagaland, Mizoram and Manipur, the state would keep itself out of the purview of the CAA. Gogoi said that the
people of Assam would never accept this “anti-people” law. Gogoi, who is also the President of the Krishak Mukti Sangram Samiti, said that the BJP should realise that all sections of people are against the CAA as this is an anti-people law. He had spearheaded the massive protests against the contentious citizenship law in Assam since 2019 and was arrested in connection with violent protests in the state in 2019 and was charged under the stringent anti-terror law Unlawful Activities (Prevention) Act. The Central government had earlier announced that the CAA would not apply to the ILP and the Tribal Autonomous District Council (TADC) areas. In the North Eastern states, there are 10 TADCs, constituted under the Sixth Schedule of the Constitution. While Assam, Meghalaya and Mizoram have three TADCs each, Tripura has one. All the eight North Eastern states and neighbouring West Bengal witnessed violent protests in 2019 end and early in 2021 against the CAA, which seeks to grant Indian citizenship to non-Muslims minorities -- Hindus, Sikhs, Buddhists, Jains, Parsis and Christians, who have migrated from Bangladesh, Pakistan and Afghanistan till December 31, 2014, after facing faith-based persecution. At least five people were killed in Assam in police firing and clashes during the violent agitation.

India logs 3,451 new Covid cases NEW DELHI, MAY 8 (PTI): India logged 3,451 new coronavirus infections taking the total tally of COVID-19 cases to 4,31,02,194, while the active cases rose to 20,635, according to the Un-ion Health Ministry data updated on Sunday. The death toll climbed to 5,24,064 with 40 fresh fatalities, the data updated at 8 am stated. The active cases comprise 0.05 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 98.74 per cent, the ministry said. An increase of 332 cases has been recorded in the active COVID-19 caseload in a span of 24 hours. The daily positivity rate was recorded at 0.96% and the weekly positivity rate at 0.83%, the ministry said. The number of people who have recuperated from the disease surged to 4,25,57,495, while the case fatality rate was 1.22 per cent.
Nagaland logs 1 fresh Covid case D I M A P U R , M AY 8 (NPN): Nagaland on Sunday recorded one fresh Covid-19 case and nil death. The fresh case was reported from Dimapur, taking the State’s Covid-19 total caseload to 35490. The death toll remained unchanged at 760 (including 4 non-Covid deaths but with Covid posi-tivity). Currently, the State has two active Covid-19 cases (one each in Dimapur and Kohima). The patient in Dimapur has been admitted to the Covid hospital with mild symptoms while the patient in Kohima (asymptomatic) is currently under home isolation.

NDPP-BJP cautious on 40:20 seat sharing for 2023 assembly polls Staff Reporter
D I M A P U R , M AY 8 (NPN): Seat sharing between NDPP and BJP agreed in 2018 under 40 (NDPP) and 20 (BJP) is being contested in the light of the April 29 merger of 21 NPF (out of 25) with NDPP (21 MLAs). With 21 (NDPP)+21 (NPF), the NDPP has 42 MLAs and the NDPP also acknowledges two Independent MLAs as its own. Thus, ticket aspirants for NDDP presently is 44 seats for 2023 Assembly elections. As part of seat sharing, NDPP can claim 40 seats out of 44. That would leave out four sitting MLAs. Such a situation is not acceptable to majority of the present NDPP who want to fight the election on the basis of ground reality. State chief minister
Neiphiu Rio continues to maintain that the alliance with BJP will continue and both parties will fight the 2023 elections together under a seat sharing formula. NDPP does not want to upset its alliance with BJP and has committed to maintain the 2018 seat sharing formula of 40:20 with BJP. However, since the decimation of NPF after 21 of its MLAs decamped and merged with NDPP, those in the ruling party do not see any challenger and want to win as many seats. This would mean putting up candidates in more than 45 constituencies in 2023. On the other hand, BJP which contested 20 seats in 2018 won 12 would like to maintain the same seat sharing arrangement for 2023. By that reckoning, BJP lays claim to eight seats. However, realising that
the deal could go either way, senior BJP sources told Nagaland Post recently, that the party was even prepared to contest as many seats where its candidates have a very good chance of winning them. A senior party source even claimed that BJP is confident of winning at least 40 seats. A national vice president of the party had recently told a local media that the party would fight the 2023 assembly elections on the basis of having winnable candidates and which means setting up more than 20 candidates as per the seat sharing arrangement with NDPP. In the present 2018 assembly elections, NDPP and NPF fought each other in 39 constituencies (one being uncontested). In the 2018 election out of 39 seats which NDPP
contested against NPF (including other party candidates), NDPP won 17 and NPF won 19 seats. Party sources in NDPP said the party will also consider the winnability while deciding on party candidates for 2023. However, with merger the issue would be a difficult task. Some of the seats fiercely contested where the margin was below 100 were from the following constituencies: Under 56 Noklak constituency NPF sitting MLA and minister P. Longon lost by the narrowest of margin by 5 votes against H. Haiying of BJP. Under 30 Alongtaki constituency, state BJP president Temjen Ima Along won by a narrow margin of 86 votes against sitting NPF member Dr. Benjongliba. (Cont’d on p-8)

The severe cyclone, on reaching west central and adjoining northwest Bay of Bengal off north Andhra Pradesh-Odisha coasts on Tuesday, is likely to recurve north-north eastwards and move towards northwest Bay of Bengal off Odisha coast, the Indian Meteorological Department said. It is likely to lose some steam thereafter and turn
into a cyclonic storm on Wednesday and further into a deep depression on Thursday, the weather office said in its forecast of Asani’s
track and intensity. The cyclone is likely to bring in its wake light to moderate rainfall over Gangetic West Bengal from
Tuesday to Friday with heavy downpour at one or two places in the coastal districts of the state, the weather office said.

NEW DELHI, MAY 8 (IANS): Amid all the speculations and names doing the rounds for its Presidential nominee, the BJP may nominate a candidate either belonging to the Other Backward Class (OBC) or a woman to win their support in the run-up to the 2024 general elections.
The OBC and women are the largest constituents of the country’s population. The names of Vice President M Venkaiah Naidu, Kerala Governor Arif Mohd Khan, Telangana Governor Tamilisai Soundararajan, Assam Governor Jagdish Mukhi, former Jharkhand Governor Drau-
padi Murmu, and Chhattisgarh Governor Anusuiya Uikey are being taken on the government side and of NCP supremo Sharad Pawar and former Lok Sabha Speaker Meira Kumar among the opposition. If Pawar throws his hat in the ring, then he could emerge as a joint opposition
candidate, with his political experience- a three-time Maharashtra chief minister and Defence and Agriculture Minister at the Centre - and his relations across party lines, leaving the BJP on the backfoot. From Cong ress, it could be Meira Kumar, who has been a Union Minister and contested elections in the past too. On the government’s side, several names are doing the rounds, but with Prime Minister Narendra Modi’s penchant for surprises - picking up Bihar Governor Ram Nath Kovind in 2017 - could be dis-played again. Kerala Governor Khan could be a choice to display
the government’s inclusive side, while he has been a vocal supporter of government policies on various issues. If the Modi government decides to field a sitting Governor as a candidate like in 2017, probables range from Chhattisgarh’s Uikey, to Soundararajan if it seeks to choose someone from the South, while Mukhi could be the pick if it seeks to gain ground in Delhi. However, there could be dark horse candidates as either side are keeping the cards close to their chest. BJP sources said that the party might nominate either an OBC or a woman for the post of President or go for a woman OBC candidate.
“Lots of names are doing the rounds and every name has its own weight, but it is important to con-solidate OBC and women votes by nominating a Presidential candidate from among them,” the sources said. A party insider said that among all the social equations, a Presidential candidate from the SC community is unlikely as current President Ram Nath Kovind belongs to the community. “It is most unlikely that a leader from the SC community will be given a chance this time. Among all, the OBC and women are most preferred right now for Presidential candidate,” he said.

Meanwhile, India is also witnessing a slight but continuous uptick in the virus cases despite the major population being fully vaccinated against Covid. While the scientists and health experts have time and again warned against lowering
one’s guard and reiterated that new Covid variants capable of evading artificial immunity may emerge again, it is extremely important to watch out for any changes in the body in such times. According to a Norway study, which was conducted on 177 guests at a party during the Omicron breakout, there were eight key symptoms experienced by the group of fully vaccinated partygoers. The study, which was later published in Eurosurveillance, found that 66 had definitive cases of Covid-19
and 15 had possible cases of the virus. Of 111 participants, 89% had received two doses of an mRNA vaccine. Dominant symptoms of Covid in fully vaccinated people: Cough, runny nose, fatigue, sore throat, headache, muscle pain, fever and sneezing. As per the research, cough, runny nose
and fatigue were among the most common symptoms in the vaccinated individuals while sneezing and fever were least common. Although the vaccine protects against the more serious risks of the virus, it is still possible to contract Covid even if you have received both doses of Covid vaccines in addition to the booster jab. Health experts also suggest there are two distinct symptoms that could be a sign of positive Covid in fully-vaccinated individuals-- Fatigue and dizziness or fainting. However, this
fatigue is not like normal exertion and stress. In this, a person feels bodily pain by causing sore or weak muscles, headaches, and even blurry vision and loss of appetite. Meanwhile, dizziness or fainting is the second sign that you may have Covid, possibly Omicron. A new report from Germany has suggested that there is a link between fainting spells and Omicron after doctors in Berlin found that Covid was triggering recurrent fainting spells for a 35-year-old patient admitted to the hospital.

AIZAWL, MAY 8 (PTI): At least 25 more pigs died of African Swine Fever (ASF) in Mizoram on Sunday, an official said. The ASF has affected 31 villages in six districts of the state, he said. With the 25 deaths on Sunday, as many as 1,983 pigs have so far been killed since the fresh outbreak of the disease in February this year. At least 1,201 pigs have been culled during the same period, including 111 on Sunday, the official said. As many as 33,417 pigs have died due to the outbreak of ASF last year causing monetary losses to the tune of Rs 60.82 crore.
A total of 10,910 pigs have also been culled since last year to prevent the further spread of the disease. The highly contagious pig disease, which was reported for the first time in the state in March last year was initially considered more or less contained as no pig death due to the outbreak was reported since December. Besides Mizoram and Tripura, outbreak of ASF disease was also reported in Meghalaya and Assam. In Assam, Animal Husbandry and Veterinary Department on May 5 culled 70 infected pigs in Biswanath district.
Cong leader seeks judicial probe into 19 lakh ‘missing’ EVMs BENGALURU, MAY 8 (IANS): Senior Karnataka Congress leader and MLA H.K. Patil called on Legislative Assembly Speaker Vishveshwara Hegde Kageri on Sunday and sought a probe into the issue of 19 lakh “missing” Electronic Voting Machines (EVMs). A delegation led by Patil submitted a memorandum to the Speaker, demanding that the probe has to be conducted by the Special Committee headed by a Judge of the Supreme
Court. Patil stated that he had submitted 2,750 pages of documents in this regard. The document comprised the RTI replies by the Election Commission of India (ECI) and issues that have been taken up by the courts.
