COONOOR (TN), DEC 8 (PTI): India's first Chief of Defence Staff (CDS), General Bipin Rawat, his wife and 11 others were killed in a helicopter crash near here on Wednesday, the Indian Air Force said. The copter carrying Gen Rawat, appointed as CDS in 2019, and his entourage crashed in apparently foggy conditions, killing the 13 people on board, the IAF and other officials said. DIMAPUR, DEC 8 (NPN): The joint meeting of Naga Council Dimapur and Dimapur based civil society organisations held on December 7, following the aftermath of the Oting massacre, have put forth several demands while at the same time resolving to support the Konyak Union till all their demands were made. According, NCD general secretary Thsapongkyu Sangtam, the house, after deliberating on the December 4 incident, resolved to write a memorandum to Nagaland Governor for immediate repeal of AFSPA, from Nagaland. The house also decided to write a representation to chief minister demanding-i. to include independent and eminent person(s) in the investigation of the case, ii. to expedite the investigation, iii. to repeal AFSPA from Nagaland and to remove the name/ tag “Friends of the Hill People” used by the Assam Rifles state. The meeting was chaired by NCD president Etsungmomo Kikon while Chang Baptist Church Dimapur pastor Rev. Wongto Chingmak offered the invocation prayer. A two-minute silent prayer was also observed as a mark of respect to the departed souls.
Oting Citizens, NPCC, NSCN (I-M) slam Amit Shah’s statement in Parliament
Factions, armed forces banned from entering Oting village DIMAPUR, DEC 8 (NPN): Oting Citizens’ Office (OCO) has vehemently condemned the barbaric cowardice act of the Indian Arm Forces and their atrocities towards the innocent civilians and youngsters on December 4, at Longkhao/ Yatong, Oting village. In a press note, the OCO through its media cell said that “all dramatic heroic reports of the fleeing
cowards submitted in the Parliament, are totally false and fabricated. The statement made by prominent leader in the house is unwarranted and uncalled for.” The forum also dared the Indian Armed Forces to come out clean so as to deliver timely justice to the victims’ families. Following the incident, the forum said that the people of Oting have indefinitely banned entry to Oting village, including Lower Tiru, by groups and parties belonging to various factions and the Indian Armed forces. It warned
that in the event of anyone found violating the directive, the people of Oting should not be held responsible in any manner whatsoever. The forum further appealed all publicity and media houses not to be biased and twist the issue by misinterpreting it, but to rely this statement issued from Oting village. While expressing regret for the delay in sharing the ground reality, the forum said it wished to narrate actual truth of the sequence of incident that led to the killing of innocent civilians. Shah’s statement misleading: NPCC Shah’s remark irresponsible: NSCN (I-M)
Nagaland Pradesh Congress Committee (NPCC) has termed Union home minister Amit Shah’s statement in Parliament that the Oting killings were a case of “mistaken identity” as uncalled for and a brazen attempt to mislead the country. NPCC president K Therie in a press note insisted that if it was a case of mistaken identity, then the armed forces should spell out whom they were looking for when the entire resisting Naga forces have signed ceasefires with Centre and
only those that remained were unarmed civilians. “We would like to hear from the Home Minister,” he said. Secondly, referring to Shah’s allegation that the pickup truck with eight occupants comprising of mining labourers travelling home to Oting village had refused to stop when signalled and attempted to speed away, Therie said survivors have claimed that no one had signalled them to stop and were fired upon indiscriminately without any warning.
NSCN (I-M) said it took strong exception to the “irresponsible statement” made by Union Home Minister Amit Shah in the Indian Parliament on Oting’s mass killing by the 21st Para Commandos of the Indian Army. NSCN (I-M) said that Shah’s statement comes at a time when the Nagas were in a state of mourning in solidarity with the Naga brethren belonging to the Konyak community in Mon district. DIMAPUR: The monthly District Planning and Development Board (DPDB) meeting of Zunheboto was held in the conference hall of the deputy commissioner (DC) under the chairmanship of DC Zunheboto, Peter Lichamo on Wednesday. According to a DIPR report, the board meeting began with introduction of new members and was followed up by review of previous meeting minutes. In an issue raised by one of the members with regard to the need of fire and
emergency services station at sub-divisions, the board discussed that unlike many other sub-divisions from other districts, sub-divisions under Zunheboto district were yet to have a fire and emergency services station stationed at its jurisdictions. The board acknowledging the importance of the issue decided to formulate further and administrative heads were notified to update the details in the next board meeting. The departments of the district were asked to write to the DC’s office to survey all the government land and plots and submit to Land Record and Survey Office in order to come out with proper mapping of the departmental lands for future references. The District AIDS Prevention and Control Unit Tuensang also came out with an agenda proposing for the interdepartmental consultative meeting on awareness campaign for the HIV prevalence in the district. PowerPoint presentation was presented by DRDA, Tuensang on implementations of projects and schemes in its blocks and departmental functioning in the district. ADC Tuensang, Ajit Kumar Verma encouraged the line departments to work in convergence while implementing Gram Gram Panchayats development plan to successfully execute the developmental plans in the villages.
DC Wokha orders clearing of properties DIMAPUR: Deputy commissioner (DC) Wokha, Orenthung Lotha has issued clearance of the existing Right of Way (RoW) permission to the PWD (NH) department from KM KM 72.4 to KM 74.4 of NH-61 (New NH-02) under Wokha district. In an official notification, DC informed that construction of national highway was a time bound exercise which must be undertaken and completed within the time frame and should not be delayed unnecessarily. DC has directed owners of properties and structures to ensure clearance of the same, falling within the demarcated RoW from KM 72.2 to KM 74.4 of the NH-61 (New NH-02) under Wokha district, within 30 days from the issue of this notice (December 7).

NTTU expresses dismay over timber ban
DIMAPUR: Nagaland Timber traders Union (NTTU) has expressed dismay over the ban imposed by Peren civil society organisations, prohibit the passage of round timber, unprocessed round logs from Peren district. In a representation to the DC Peren, NTTU clarified that the timber traders were not indulged in “rampant deforestation and exploitation of natural resources” in Peren district. NTTU said that their business was strictly regulated in terms of working schemes approved by the concern authority from time to time. It, therefore, said that
the Peren CSOs had no authority to interfere with the working schemes duly approved by the government. The union also pointed out that none of the sawmills presently functioning in Peren district were approved by the concern authority for processing the round logs. As such, it said there was no other alternative but to transport the same to the approved mills outside the district. It further said that under working schemes, the timber traders operating in Peren district had made investments to the tune of
Rs. 6,67,55,709. As such, it said that imposition of total ban has not only adversely affected the business, but also the livelihood, especially during this peak season. N T T U, t h e r e f o r e, urged the DC to intervene and to direct the CSOs to revoke their decision immediately or to issue strict directives to CSOs to pay back the invested amount of Rs 6, 67,55,709 only with the interest @12% per annum to the timber traders within fifteen days from the date of this representation.

massacre on December 4. N a ga H o h o : T h e Naga Hoho (NH) delegation led by its president HK Zhimomi visited Oting village on December 7 to gather first-hand information. In a press release, Naga Hoho media cell informed that during the visit, the eye witnesses of the incident apprised the delegation that “the genocide was not a mistaken
identity as claimed but rather it was intentional for the reasons best known to the Indian Security Forces and their political masters”. It was said that “the villagers have no connection with either the Naga national political groups or the Indian security forces”. Eye witnesses also disclosed that when the victims were returning to
their village after performing their daily wages, the “security forces laid ambush and indiscriminately fired upon the civilians despite the victims shouting they were innocent public”. NH said that on hearing the gun shots, the villagers rushed to the spot to get to know what had happened however, the security forces “tried to hide those death bodies in their vehicle by wrapping the death bodies by the uniforms of Jawans to bluff the people that the slain persons were Naga national political groups”. Later, Naga Hoho in the release said that when the villagers identified their men, they charged the jawans. During this, “the jawans indiscriminately fired at the public, thereby killing another seven persons on the spot” and causing injur y to more. The villagers also condemned the “distorted statement” of union home minister in the parliament where the home minister “misled the house by saying that the incident was a mistaken identity and also on self-defence”. This, NH said, hurt
the sentiments of the victims’ family in particular and the village of Oting in general as it had “added salt to the injuries”. The public demanded the union home minister to “apologise publicly or take full responsibility for killing innocent public without any rhymes or reasons”. Sumi bodies: The Sümi Hoho (SH) and its frontal organisations visited Mon town on Wednesday to pay homage to the families of the victims and to extend solidarity to the Konyak community. In a press release, Sümi Hoho general secretary, Dr. Vihuto Asumi informed that the team convened a meeting with the Konyak Union (KU) and its frontal organisations where it expressed “strongest of resentment” over the massacre. The team further conveyed its strong solidarity and assured every support to the Konyak community during these troubled times. T h e S ü m i H o h o, Sümi Kükami Hoho and the SBAK also extended financial support to the victims’ families through KU.

NEW DELHI, DEC 8 (AGENCIES): Supreme Court on Wednesday set aside an order passed by the Manipur Assembly Speaker disqualifying three former Congress MLAs over their alleged defection to BJP. A bench headed by Justice UU Lalit asked the Speaker to decide the matter afresh. “We allow the appeal, set aside the order of the High Court, and restore the matter pending before the Speaker to be decided afresh without being influenced by earlier orders or the one that was passed by the High Court. “Since the order passed by the Speaker has now been set aside, till the matter has been dis-posed of by the Speaker, the MLA shall continue to represent the electorate in the House of Legislative Assembly,” the bench, also comprising Justices S Ravindra Bhat and Bela M Trivedi, said. The top court was hearing three separate petitions filed by Kshetrimayum Biren Singh, Yengkhom Surchandra Singh, and Sanasam Bira Singh who were elected as MLAs as Con-gress candidates in the March 2017 Assembly election. In one of the verdicts passed on
the petition filed by Kshetrimayum Biren Singh, the High Court had said, “On examining the photographs/ videos and newspaper reports filed in con-nection with the disqualification cases, the existence of which was never denied by the writ petitioner, we are of the considered view that there were enough materials before the Speaker to draw an inference that the writ petitioner had voluntarily given up his membership of the Indian National Congress.” “In view of the ongoing discussion and findings, we are of the opinion that the orders of the Speaker are in accordance with the provisions of Tenth Schedule of the Constitution of India and do not call for any interference by this court in the exercise of the power of judicial re-view under Article 226 of the Constitution of India. The writ petition, therefore, fails and is accordingly dismissed,” the High Court had said.

Following the recommendations of a State Level Expert Team on COVID-19 Management, the Mizoram gover nment has issued guidelines for international travellers, the official said on Tuesday. According to the guidelines issued on Monday, any person entering Mizoram with international travel history within the last 14 days prior to the date of arrival at the entry point will have undergo mandatory screening with Rapid Antigen Test. Simultaneously, samples for RT-PCR or TrueNat tests will also be taken from such travellers regardless of negative RT-PCR test results prior to entry and vaccination status, it said.

Four persons with travel history to foreign countries have tested positive for the virus in the RT-PCR test at the SMCH. Three have returned from Saudi Arabia and one from Finland recently. “...The persons from Karimganj have been isolated in their own district and the person from Cachar is admitted at SMCH. Their sample has been sent to National Institute of Biomedical Genomics for genome sequencing to rule out Omricorn,” a statement from Cachar Health Department said. According to SMCH authorities, a total of eight COVID-19 positive persons are undergoing treatment at the hospital. Meanwhile, a TOI report stated that about 500 international travelers from ‘at high risk’ countries, where the Omicron threat is grave, were scheduled to arrive in Assam in the last one week, but the status of many remains unknown.

Congress, whose count in the assembly dropped to six from 18 after former chief minister Mukul Sangma led 11 other MLAs to join the TMC, had earlier lodged a complaint with the Speaker seeking
the disqualification of 10 turncoat legislators under rules of the tenth schedule of the Constitution. Sangma, while leading nine other MLAs during the submission of replies to the show-cause notice, asserted that the merger of the Congress MLAs with the TMC fulfilled all requirements under provisions of paragraph 4 of the tenth schedule of the Constitution. Lambasting the Congress for seeking their disqualification, Sangma said, “The petitions filed against
the 10 MLAs were nothing but a reflection of the attempt to have a concocted story with complete misinterpretation and distortion of facts.” Congress legislature party leader Ampareen Lyngdoh had said that separate petitions against two other turncoat MLAs – TMC state chief Charles Pyngrope and Shitlang Pale – will soon be filed. TMC has become the principal opposition party in the Meghalaya assembly after Sangma’s political coup on November 25.

M’laya’s committees submits report on boundary dispute

SHILLONG, DEC 8: Two of the regional committees constituted by the Meghalaya government to study the inter-state boundary dispute with Assam submitted their reports to the Chief Minister, Conrad Sangma on Wednesday. The two committees are from West Khasi Hills and Ri-Bhoi district. The West Khasi Hills committee was headed by Public Health Engineering Minister, Renikton Lyngdoh Tongkhar, while the Ri-Bhoi committee was headed by Deputy Chief Minister Prestone Tynsong. The committees have been mandated to look into historical facts, ethnicity, people’s perceptions, administrative convenience, and contiguity. Moreover, historical facts and maps would also be used. Both Assam and Meghalaya have decided to resolve the boundary dispute in 12 areas. However at this point of time the two state governments have decided to only take
up six, out of the twelve areas for resolution. These areas are Tarabari, Hahim, Pilangkata, Khanapara, Ratacheera and Gijang. The Assam government too has set up similar regional committees and is likely to submit their report soon. After the reports are studied both the state government would be meeting to take a decision. Chief Minister, Conrad Sangma, told reporters that after studying the reports submitted by the two regional committees, a meeting would be held with all the stakeholders. “We want to do it quickly because we want to meet the stakeholders after this and we also want to have a meeting with my Assam counterpart after that,” the Chief Minister said. Thanking the committee members for prompt submission of the reports, Sangma informed that they had visited interior areas along the inter-state boundary to carry out their survey and interact with the local people.

The top court also stayed the proceedings against a third journalist, an Associate Editor in the same media house, who was recently summoned by the police in connection with the reports on violence. Universal Periodic Review have recommended the repeal of AFSPA as it grossly violates the most basic human rights. It was encouraging to note the chief ministers of Nagaland as well as that of Meghalaya have reverberated that voice of sanity to repeal this draconian law, and the issue has now echoed in the ongoing Parliament session in New Delhi. However, it was shocking and surprising by the stoic silence maintained by the chief minister of Manipur at this critical juncture after he built his political career using the anti-AFSPA movement, it added.
Chopper crash: unanswered questions
CHENNAI, DEC 8 (IANS): One of the big questions that is facing the armed forces as well as the nation is -- how a helicopter carrying a very very important person India’s Chief of Defence Staff General Bipin Rawat -- crashed resulting in the death of several persons. “Comprehensive checks of the helicopter would have been done. There would have been a standby helicopter as well. The weather condition would have been checked. In this case, if the weather at Wellington was marginal, they may have decided to make an attempt and then call it off,” said a former official of the Indian Air Force (IAF). Drones are being used to locate the survivors. The force said that an inquiry has been ordered to ascertain the cause of the accident. The chopper took off from the Sulur air base and was proceeding to Wellington when it crashed. Others who were in

The rescued suffered serious injuries and have been taken to the Military Hospital in Wellington cantonment. The hospital is surrounded by a strong contingent of police personnel. According to reports, four bodies were recovered from the accident site. A former Wing Commander of the IAF told IANS that ‘based on the visuals on the news channels, the helicopter must have crashed with a strong impact and exploded’. According to Tamil Nadu Health Secretary Dr J. Radhakrishnan a special medical team has been sent to Coonoor to provide treatment to the injured. TN Chief Minister may visit the injured in the hospital, sources said.

LS passes Bill amending higher judiciary’s salary, service conditions NEW DELHI, DEC 8 (IANS): The Lok Sabha on Wednesday passed, by voice vote, the High Court and Supreme Court Ju d ge s ( S a l a r i e s a n d Conditions of Service) Amendment Bill, 2021, which changes the salary and service conditions of the judges of the higher judiciary and provide an additional quantum of pension or family pension when they attain a certain age in accordance with a specified scale. According to the Bill, the additional quantum of pension to retired judges of the High Courts and the Supreme Court is being sanctioned on completing the age of 80, 85, 90, and 95 years, as the case may be. In his reply to the debate on this Bill, Law Minister Kiren Rijiju said that he welcomed the suggestions made by the members during the debate on Tuesday and he will consider incorporating them after due consultation with the other stakeholders. He also said that as
of now he cannot assure the Members to add up certain suggestions made by them without holding consultation with the Supreme Court and High Courts. Noting that the judiciar y is equally important as other pillars of democracy as legislature and executive, the Minister also said that many retired judges and the Supreme Court Bar Association have expressed different views on the Collegium system and the National Judicial Appointment Committee, therefore, he will make wider consultation on these issues. He also admitted that the staggering number of pending cases in various courts has to be addressed on priority basis. Initiating the debate on the Bill on Tuesday, Congress’ Shashi Tharoor raised the issue of the retirement age of judges of the top courts. He also cited the alarming number of pending cases in the courts.
“We are firm in our commitment to stand by the farmers in their demands for a legally guaranteed MSP, remunerative prices that meet the costs of cultivation, and compensation to the bereaved families,” she said. Raising the issue of price rise, she said, “I cannot understand how and why the Modi Government is so insensitive and continues to deny the seriousness of the problem. It seems impervious to the suffering of the people.” She also termed the steps taken to reduce petrol, diesel, and cooking gas prices as totally insufficient and inadequate and said government has passed on the responsibility for duty cuts to financially strapped state governments instead. “And all this while, the Centre persists with huge public expenditure on vain glorious projects,” she said, while making a veiled reference to the central vista project. “First, the prime minister destroyed the economy with his d e m o n e t i s a t i o n m ove of November 2016. He is continuing on that disastrous path, but calling it monetisation. Now, he is dismantling the public sector built up over the past seventy years with strategic, economic and social objectives in mind,” she said.
KOLKATA, DEC 8 (PTI): The TMC on Wednesday claimed that it is now the “real Congress”, given the fact that the “war-weary” grand old party has failed to perform its role as the main opposition. The Mamata Banerjeeled party, engaged in a war of words with the Congress over the issue of opposition front leadership, iterated in its mouthpiece ‘Jago Bangla’ that it was committed to fighting the BJP. “The Congress is incapable of carrying f o r wa r d t h e b a t o n o f principal opposition,” the article said, while sharing details of TMC national general secretary Abhishek Banerjee’s meeting with party MPs in New Delhi, where he spoke about the camp’s intention to expand in other states. “The Congress was supposed to stop the BJP juggernaut. It is the main opposition party at the Centre. It is, however, indifferent, war-wear y, burdened, torn apart by infighting and factionalism. But time doesn’t wait for anybody; someone has to come forward. The TMC will fulfil that responsibility. It is the real Congress,” it said. The editorial piece, however, maintained that the TMC wants to take along ever ybody as it marches ahead.
According to leaders of Bengal’s ruling camp, Abhishek Banerjee, during his meeting with party MPs on Tuesday, r ubbished allegations that his party was trying to drive a wedge in opposition as “baseless”. “Our leader Abhishek Banerjee has said that the party would continue to expand in other states. The Congress and the CPI(M), too, had fought against the TMC in the last assembly polls and indirectly helped the BJP. So if that wasn’t a spanner in opposition unity, how come the TMC expanding in other states is a problem?” a senior TMC MP sought to know. The TMC, which is trying to make inroads in the political landscapes of other states, has been up in arms against the grand old party over its alleged failure to counter the BJP. In its bid to enter Tripura’s political arena in a big way, the TMC recently engaged in a bitter battle with the BJP during the municipal elections there. It is also gearing up to contest the assembly elections in Goa to pitch Mamata Banerjee firmly as the foremost anti-BJP opposition voice. NEW DELHI, DEC 8 (PTI): Congress President Sonia Gandhi on Wednesday hit out at the Modi government over issue of price rise, farmers’ demands and tension at the borders, and said her party will insist on a discussion in Parliament on challenges facing the agri sector and the border situation. MUMBAI, DEC 8 (IANS): After the Supreme Court rejected the NIA’s plea against the Bombay High Court’s December 1 verdict granting default bail to lawyer-activist Sudha Bharadwaj, the route was clear for her release from the prison as soon as the bail formalities are completed. A Special NIA Court said on Wednesday that Bharadwaj, who was granted default bail last week in the Koregaon Bhima-Elgar Parishad case, can be released from jail on furnishing the surety of Rs 50,000. The Special Court also allowed her to submit a cash surety, paving the way for her release either later today or tomorrow from the Byculla Women’s Jail, after spending over three years in custody. As per the high court directions, Special NIA Judge D. E Kothalikar also set the terms and conditions for the bail, including that

she must reside in Mumbai, not to leave the city without the court’s permission. ust when people were trying to get back to normal after vaccinations had led to reduction in covid-19 and relaxation of pandemic SOPs, another front was opened when a mutant virus appear that is more evasive and infectious. The new mutant-Omicron- has become India’s steadily rising virus. Fresh cases were being reported from Rajasthan, Maharashtra and Delhi Gujarat and Karnataka where a total of 25 cases were reported. Most of those who tested positive for the new variant had either recently arrived from African countries or were in contact with such people. As fears of the new variant have engulfed the nation, one question that needs to be answered- Is India prepared to tackle the spread of the growing Omicron variant? Health experts in India say that one of the most concerning things about this new variant is its transmissibility rate. While experts have been warning of its low virulence, there is a fear that it may cause more infections than any previous variant. According to the World Health Organization’s chief scientist, the Omicron variant could become dominant because it is highly transmissible. WHO concluded that it was possible for Omicron to become a dominant variant even as it continues to mutate though not as deadly as other variants such as the Delta variant. Scientists say that symptoms, as of now, were mild by pointing out that all Omicron related cases were found to have mild symptoms so far. Can the impending third wave of the coronavirus pandemic and discovery of the Omicron variant negatively impact Indian carriers? Well, the jury is still out with industry insiders saying that domestic operations are likely to remain largely unaffected with some impact visible only on international operations that anyway remain suspended. As it is still early days, it’s time to wait and watch. However, if there is a significant spike in the number of cases, the maximum impact will be on international travel. Domestic travel will be impacted to a much lesser extent and there is no saying what will happen if Omicron transmission reaches a level of concern. However, states like Karnataka and Delhi have reported Omicron cases of people without travel history. This has set health authorities in trying to weigh in the pros and cons about more stringent travel advisories within and banning international flights all again. This issue assumes serious implications since already 57 countries are currently recording more Omicron cases. The Omicron variant has been reported in 57 nations, with Covid cases rising in southern Africa including Zimbabwe, and the number of patients needing hospitalisation is likely to rise as it spreads, the World Health Organization said. The WHO, in its weekly epidemiological report, said more data was needed to assess the severity of disease caused by the Omicron variant and whether its mutations may reduce protection from vaccine-derived immunity. What the WHO has said , that even if the severity is equal or potentially even lower than for Delta variant, it is expected that hospitalizations will increase if more people become infected and that there will be a time lag between an increase in the incidence of cases and an increase in the incidence of deaths. This should make health authorities sit up and take note.

What at first appears to be heartlessness on God’s part is actually the true expression of His heart. There is unlimited entrance His way. “In Him we have redemption through His blood…” (Ephesians 1:7). To identify with the death of Jesus Christ means that we must die to everything that was never a part of Him. God is just in saving bad people only as He makes them good. You have just witnessed how we stood against your most sophisticated automatic weapons and arms. We missed by an inch in obtaining one of your heads. We weren’t prepared this time, for we thought you were the ‘Friends of the Hill people’, but we shall not repeat the same error henceforth. We fall today, but we will rise again within no time. All dramatic heroic reports of the fleeing cowards submitted in the Parliament, are totally false and fabricated. The statement made by prominent leader in the house is unwarranted and uncalled for. Therefore, the Oting Village appealed all leaders not to misled and misconstrue the factual incident without accumulating the facts from the ground reality. The people of Oting strongly questions the accountability of the leaders on the statement issued in the parliament. It so happened that, on the fateful evening of 4th December 2021, around 3.30 PM, one pick-up truck loaded with 8 Coal miners/ Daily Wagers were returning from mining site as it was Saturday and the next
day to come was Sunday, which we the Christians consider it as a day of rest, on which we have to attend church services and other society programs. Around 4:30prn„ the security forces ambushed that very pick-up truck without ascertaining anything about the loaded passengers, to which we thought they had a shootout with the insurgents. Then they blocked the road for all vehicular and all other movement in that direction from all sides, and diverted all vehicles to take the less frequented old Pioneer road. Meanwhile, the villagers were anxiously waiting for the pick-up truck to reach the village, for they learnt that there was an incident of shootout in the location where the pick-up truck went. The villagers informed the district administration about the shootout that occurred. All this while, it was around 7:00 PM, the villagers never assumed that their children had been massacred by the unprofessional, half trained, psychopaths, cowards of Indian security forces. Then at around 8:00 PM, the villagers could not wait any longer, so they
went searching for the pickup truck/boys. Whereby, they found the empty Pickup truck in which the 8 boys were in, with the bullet mark pierced in the windshield exactly at the driver’s position, blood stains covered with dust and mud, and the boys missing from the vehicle. The pierced windshield in the front by bullets clearly indicates that, they first shot the driver of the pick-up truck to halt and ambushed the remaining point blank. From this, the villagers could understand that something fishy incident had happened, so they chased the fleeing 3 (three) vehicles of Indian Arm forces and intercept them by overtaking their vehicles. They first denied any knowledge of the where about of the boys travelling to village on a pick-up truck. It was only then, that the villagers started searching their vehicles, and on the third vehicle did they found the coward security, forces seated on top of the tarpaulin that covered the whole floor of the vehicle and under it the 6 half dressed boys were all lying dead. The security forces attempted trying to brand the boys as militants
by planting weapons and dressed them with camouflage uniforms and boots. At this time around, the villagers did not have any idea of the other remaining 2 boys from the vehicle. All that, the villagers could think at that time around, in that situation was the Indian forces might have dumped the other 2 boys also elsewhere. So the situation turned into heated argument between the security forces and the villagers, subsequently turning into physical scuffles from both ends. All of a sudden, the security forces started firing indiscriminately and abruptly killing and injuring few others more in the spot. The unarmed villagers tried escaping from the madness of the unprofessional security forces. To cut the illustration short, they were given time to leave the spot. They stole our bikes and it was while leaving and fleeing on our two wheeler bikes that they kept firing in different directions killing and injuring many others on the way. They were permitted to leave peacefully even after our boys were killed, yet they continued firing
and killing. They killed even those who were hiding under a machine (viz. Bipul & Ngampho). Therefore, it is for the whole world to know that the Indian security forces are nothing but a bunch of cowards dressed in camouflage. We the people of Oting issue this communique in the highest form of condemnation on the barbaric cowardice act of the Indian Arm Forces and their atrocities towards the innocent civilians and youngsters on 4th December 2021, at Longkhao/Yatong, Oting village. And we also dare the Indian Arm Forces to come out clean so as to deliver timely justice to the victims’ families. Henceforth, the people of Oting also bars all groups and parties of various factions and the Indian Arm forces indefinitely from entering Oting jurisdiction (which includes Lower Tiru). Origin of the Draconian Law called AFPSA NEDF appeal to chief ministers of NE
T
he genesis of the AFSPA runs as follows: The Naga people rejected the first General Election in India in the year 1952. This was said to be according to the decision of the people as a whole demonstrated in 1951 Plebiscite. Jawaharlal Nehru, the first Prime Minister of India visited Kohima on 30th March, 1953. He came along with his counterpart. U Nu, the Prime Minister of Burma. Indira Gandhi also accompanied her father in this visit. Thousands of Naga people gathered together and waiting for the Prime Minister in the Kohima Local Ground. NNC leaders were there but many Nagas were there to see the Prime Minister. But before he arrived, the Deputy Commissioner of Kohima, Borkataki by name (an officer from Assam) told the Naga leaders that Nagas would be allowed to listen to Nehru but Nagas would not be allowed to say anything or submit any paper to Nehru. On hearing this, Naga leaders were not happy and, therefore, they told the crowd to go away saying, “What’s the use of staying back and listen to him if we are not allowed to speak or submit any paper.” The crowd then started walking away and not a single soul turned back in spite of someone requesting the people to come back over loud speaker saying, “Nehru will listen to you, please do not go away, please come back etc....” At the end, only few Govt. servants were standing in front of the dais and listened to the speech of the Prime Minister. Whether the Prime Minister asked the local administra-
tors what was the reason for Naga people going away before he arrived; whether any action was taken against the erring officer who committed the blunder and put the Prime Minister into such an embarrassment and shame when he was with his counterpart in Burma. In spite of blaming the erring officer, the Government of India took it to be a great insult to the honour of the Prime Minister and started sending army into Nagaland. In the event, almost all the villages including the granaries were burnt down, so many people were arrested and put behind bars. Many people were tortured and incapacitated. Above all, we have lost so many precious lives. People had gone through a horrible nightmare without any platform to speak for one another. It was madness all around. This situation has prompted the Naga leaders to have consultation in order to save the people from this nightmare. As a result, the first Naga People’s Convention was held at Kohima on 22nd August, 1957. The Convention discussed the urgency to bring about peace and normalcy and also settlement of the Naga political problem. Seeing the possibility of peace coming to Nagaland, the Government of India, in order to perpetuate ‘army dictatorial rule’ in the area, promulgated the AFSPA. It was signed by the President of India, Rajendra Prasad, and published in the Gazette of India Extraordinary, Part II, Sec. I dated the 5th April, 1958. “A Regulation to enable certain special powers to be conferred upon officers of
the armed forces in disturbed areas in the Kohima and Mokokchung districts of the Naga Hills-Tuensang area.” The Act further says that “it shall remain in force for a period of one year.” First it was promulgated for Kohima and Mokokchung districts of NHTA but now this Act has covered many areas particularly in the North East. The Act itself is barbaric in nature. It is not for civilised societies. It is, therefore, a measure of thought of the Govt. of India towards the North East people. When the Act is barbaric, people who involve in it are also barbaric in nature which will badly affect the moral standard of the Indian army as a whole. In the midst of having these kind of laws in the country in force, the talk of ‘special consideration’ for any particular group of people has no meaning. The talk ‘India is the largest democracy in the world’ becomes a mockery. This Act was opposed by the Nagas in particular from the very beginning for so many years; 63 years now. But to no avail. The PRO Defence Kohima was reported about Oting incident as saying, “based on credible intelligence of likely movement of insurgents...” Naga people deserve to know who or what is that source of credible intelligence .” If the regret of the Govt. of India as reported in the newspaper is genuine, the earlier the revocation of this black law, the better. Respected Sirs, North East Dialogue Forum (NEDF) strongly condemns the high handedness of Assam Rifle personnels by shooting indiscriminately at the Konyak Naga coal mine workers while they were returning to their villages on 4th December 2021 (Saturday) to attend the worship in the church on Sunday. The incident took place at Tiru-Oting area of Mon district of Nagaland. In such a volatile situation Indian Military including AR have the responsibility to protect the lives of the civilians. Shooting civilians by the Indian Military is a racist act. It is very clear to all of us that AR is killing the civilians under AFSPA. AR are confident that they will be protected by this law. NEDF also appreciates your leadership and intervention so that the situation would not escalate further. However, NEDF has few technical question to the Union Government of India and North Eastern states of India: 1. Who has given the authority to AR in Sonari in Assam to cross the state border to Nagaland and carried out the shooting of civilians. Technically AR under AFSPA are deployed in the region to assist the civil Authority meaning AR should operate under the order of the DC? Do the AR seek the permission from the concerned DC of the District in Assam and Nagaland to organize such military operation? If not, what are you going to do? 2. What could be the role of the owner of one of the coal mines in Mon district bordering Sonari in Assam to get the help from the AR to protect his illegal coal mining? 3. Were there any procedures to arrest the suspects and investigate them to bring the suspected perpetrator under the rule of law? Is the rule of law under the AR?
4. How long will the government of India allow our innocent people to be killed by AR with the fault allegation? Our demand: 1. Appeal to constitute an independent, credible and impartial investigation team to examine the case of killing by AR at Tiru-Voting area of Mon district of Nagaland within a time frame so that this report can be submitted to the double bench of the Hon’ble Supreme Court of India presently working on the cases of Extrajudicial Execution for further legal action against the perpetrators and the responsible commander of the concern AR in Sonari. 2. Appeal to all the CMs of the region and Hon’ble PM of India to provide immediate compensation of Rupees 10 lacs each as relief and rehabilitation of the families who lost their bread earners. 3. Appeal to all the CMs in the region to call an emergency meeting to discuss the situation of high handedness of AR under AFSPA and take steps to repeal AFSPA1958 from the North Eastern region of India immediately. 4. Appeal to respect recommendation by Justice Santosh Hegde Commission of Supreme Court of India , Justice Jeevan Reddy Commission ,12 Special Rapporteur and Treaty Bodies of Human Right Council of UN to repeal AFSPA as a matter of urgency. 5. Appeal to all CMs and Hon’ble PM of India to invite the Special Rapporteur on Extrajudicial Execution, Special Rapporteur on Right of Minorities, and Special Rapporteur on Right of Indigenous peoples to witness the grave human right violation by the AR in the name of counter insurgencies. NSCN (I-M) condemns statement of Union Home Minister Amit Shah
T
he National Socialist Council of Nagalim (NSCN) has taken a strong exception to the irresponsible statement of the Union Home Minister Mr. Amit Shah in the Indian Parliament on Oting’s mass killing by the 21st Para Commandos of the Indian Army on the 4th December, 2021, in Mon district, Nagaland. Amit Shah’s statement comes when the whole Nagas are in a state of mourning in solidarity with our Naga brethren belonging to the Konyak community in Mon district. In a situation like this, Amit Shah was expected to show political maturity and practical statesmanship in order to cool down the socio-political upheavals. Ironically, he poured fuel
to the burning issue by standing behind the Para Commandos under his command with his fictional sleuth stories supporting the Para Commandos for their heinous act of killings. This is like rubbing salt and chili in the wounds of the Nagas. Truth be told that there was no signal to stop the pick-up van of the coal laborers as mentioned by Amit Shah in Parliament. One of the survivors, Sheiwang who is undergoing treatment at the Assam Medical College and Hospital in Dibrugarh, said, “They shot right at us, no signal to stop, we did not flee.” There is nothing to doubt that it was a botched ambush with deliberate mission to kill and nothing to do with ‘credible’ intel-
ligence of NSCN movement in the area. Nothing can be far from truth that it was something executed deliberately. What is most sinister is when the Army was found stripping naked the dead bodies of the Naga civilians with military dress to give the impression in the eyes of the media and the world that they have gunned down the militants. Luckily, they were caught red handed by the villagers before they succeed through their plan. Significantly, NSCN is now driven to the point to take the stand on the draconian Armed Forces (Special Powers) Act, 1958 (AFSPA). This notorious AFSPA has given the Indian security forces the license to shoot and kill
anyone on mere suspicion. We Nagas have endured the insults heaped on our human dignity for too long. The Nagas have had the bitter taste of this act on numerous occasions and it has spilled enough blood. Blood and political talks cannot go together. The Nagas can no longer be made the laughing stock in the eyes of the world. No political talks will be meaningful under the shadow of AFSPA. Let human dignity take control and be made an integral part of the Naga political peace process. Unfortunately, the Oting’s killing has become a threat to the Nagas’ longing for Naga political solution. Therefore, placed under this compelling situation, NSCN put on record
that ‘enough is enough’ the atrocities and tortures meted out to the Naga people by the Indian soldiers. Now if the Government of India (GoI) wants to do justice to the Naga people, AFSPA must be immediately withdrawn and investigation for proper prosecution must be immediately constituted. Investigation must be independent and transparent. Prosecution must be done for justice for the people in general and the victims in particular. It must also be transparent so that scrutiny from any quarter must sustain. It is necessary to remind oneself that the reckless perpetration of atrocities and tortures meted out to the Naga people during the Oinam’s Bluebird Operation in 1987
for which a case was taken up in the Gauhati High Court (GHC) but when judgment was about to be delivered by the GHC the Chief Justice of India had prevented may be at the behest of the GoI from writing the required judgment. Thus, the Indian soldiers are emboldened beyond measures and they have been treating the Nagas like sub-human beings without fear of any scrutiny of the court of law. Therefore, this time round, the Naga people expect that the judgment must be transparent and must be swiftly delivered. This is the only way to establish absolute fidelity between the Naga people and Government of India. NEW DELHI, DEC 8 (PTI): Parliament on Wednesday passed a bill to regulate and supervise assisted reproductive technology clinics. The Assisted Reproductive Technology (Regulation) Bill, 2021, which was passed by Lok Sabha on December 1, got the approval of Rajya Sabha with a voice vote. The Upper House also passed The Surrogacy (Regulation) Bill, 2020 with amendments. The proposed bill was earlier passed by Lok Sabha, but Rajya Sabha had referred it to a Select Committee. It will now go back to Lok Sabha for approval. Replying to a discussion on both the bills taken up together, Health Minister Mansukh Mandaviya said that most of the recommendations of the Select Committee have been incorporated in the surrogacy bill. Both the bills seek to curb unethical practices related to issues like sex selection and exploitation of surrogate mothers. The provisions include both monetary penalty as well as jail terms for violations. The minister said these bills are aimed to give respect to women facing problems in giving birth. The bill aims to constitute a National Surrogacy Board, State Surrogacy Boards and appointment of appropriate authorities for regulation surrogacy. The Assisted Reproductive Technology (Regulation) Bill, 2021 is for the regulation and supervision of the assisted reproductive technology clinics, assisted reproductive technology banks, and prevention of misuse.

The central government has assured elections in Jammu and Kashmir after the completion of the delimitation exercise followed by the restoration of statehood. “The BJP government is colluding with the delimitation commission in delaying and denying Assembly elections in Jammu and Kashmir to satiate its vested political interests,” JKNPP chairman and former minister Harsh Dev Singh said, cautioning the government of “dire consequences” in case the Jammu province was divested of its “legitimate” political rights. Alleging subversion of democracy in Jammu and Kashmir post the abrogation of Article 370 in August 2019, the JKNPP leader said the Centre seems to be averse to the idea of holding Assembly elections in the new set up. NEW DELHI, DEC 8 (PTI): The Trinamool Congress on Wednesday submitted a memorandum to Union Home Minister Amit Shah alleging his statement in Parliament over the Nagaland firing incident has “failed to raise alarm over the blatant misuse of AFSPA” and stressed that law cannot be used to “murder” citizens. Fourteen civilians were killed in related incidents of firing in the restive state on Saturday and Sunday. The first of these incidents was a case of mistaken identity. One soldier also died in rioting which followed. In his statement in Parliament on Monday, Shah expressed regret over the Nagaland firing incident and said a probe by a Special Investigation Team will be completed within a month while asserting that all agencies must ensure such happenings do not recur while taking action against insurgents. Scholz’s government takes office with high hopes of modernising Germany and combating climate change but faces the immediate challenge of handling the country’s toughest phase yet of the coronavirus pandemic. Lawmakers voted by 395-303 to elect Scholz as chancellor, with six abstentions. His three-party coalition holds 416 seats in the 736-seat lower house of parliament. Scholz exchanged fist bumps with lawmakers from across the political spectrum. He was to be formally named as chancellor by Germany’s president and sworn in by the speaker of parliament later Wednesday. BEIJING, DEC 8 (PTI): A Chinese firm has launched an international arbitration against Sri Lanka for rejecting a large consignment of its fertiliser after failing to reach a “constructive agreement” to resolve the issue, official media here reported on Wednesday, in a rare legal action against Beijing’s close ally. A ship loaded with 20,000 tonnes of fertiliser from Shandong-based producer Seawin Biotech meant for export to Sri Lanka is on its way back after failing to reach any constructive agreement with Sri Lanka, despite relentless efforts to solve the dispute, state-run Global Times reported. The ship is to arrive in Singapore, where the company has launched an international arbitration procedure to settle a growing dispute over a fertiliser export contract to Sri Lanka, the report said. “A notice of arbitration has been issued to Sri Lanka about the international arbitration in Singapore, and the arbitration
procedure has been initiated,” a company official told the daily. The dispute centered on Sri Lanka’s rejection of the Chinese fertilisers, citing “what Chinese sources call shady claims of quality issues”, it said. Another arbitration procedure will soon take place in Colombo, Sri Lanka, which together with the contract to be arbitrated in Singapore, is worth USD 49.7 million, the report said. The row over the fertiliser turned into a major diplomatic spat between the two close allies. 38 inmates die in prison fire in central Burundi BUJUMBURA, DEC 8 (IANS): At least 38 inmates died and 69 others were injured in a fire that happened in Gitega prison, in Gitega province, central Burundi, Burundian Vice President Prosper Bazombanza said at a press conference after a visit to the prison. “Out of over 1,500 inmates living in Gitega central prison, we deplore the death of 38 prisoners including 12 who were asphyxiated and 26 others who died of deep burns. During the incident which happened at dawn on Tuesday, 69 inmates were injured, 34 of them seriously,” Bazombanza said. According to him, 35 other inmates were slightly
injured and received treatment inside the prison, Xinhua news agency reported. “Medics at Gitega regional hospital where the 34 inmates have been admitted have ascertained that they will get better soon,” said Bazombanza. “The origin of the fire is chaotic installations, by inmates, of electric wires inside the prison,” he said. He took the opportunity to warn Burundian people living in communities like schools, military, or police barracks to avoid making such chaotic installations. He pledged that the hospital bill for those injured patients will be fully paid by the government.

CTSU demanded to deliver justice to their innocent Konyak brothers. It stated that the Indian Para-military forces should bear the whole responsibility for creating law and order problem and no amount of justification shall be accepted by the people. The CTSU demanded immediate revocation of Armed Force Special Power Act 1958. It also appealed to
the state government to bring back peace and normalcy in the area against the prevailing situation. CTSU also conveyed its full solidarity with the victim families and the ENPO and conveyed condolences to the bereaved family. 2nd Test, Day 5: Sajid leads Pak to 2-0 series win over B’desh DHAKA, DEC 8 (IANS): Spinner Sajid Khan’s sensational bowling (8/42 and 4/86) helped Pakistan beat Bangladesh by an innings and eight runs in the second and final Test and sweep the two-match series 2-0, here on Wednesday. The victory keeps Pakistan on the second spot in the ICC World Test Championship standings, taking their win percentage to 75 per cent, while Bangladesh are languishing at the bottom with two in two losses and zero points. Bangladesh started the day on 76/7 in the first innings with Taijul Islam, who was yet to get off the mark, and Shakib Al Hasan on 23. S Y D N E Y / B E I J I N G, DEC 8 (REUTERS): Australia and Britain will join the United States in a diplomatic boycott of the Winter Olympic Games in Beijing, their prime ministers said on Wednesday, as other allies weighed similar moves to protest at China’s human rights record. The United States has said its government officials would boycott February’s Beijing Olympics because of China’s human rights “atrocities”, just weeks after talks aimed at easing tense relations between the world’s two largest economies. China said the United States would “pay a price” for its decision and warned of countermeasures in response, but gave no details. Asked in parliament if his country would follow Washington, British Prime Minister Boris Johnson said: “There will be effectively a diplomatic boycott of the Winter Olympics in Beijing, no ministers are expected to attend and no officials.” “I do not think that sporting boycotts are sensible and that remains the policy of the government,” he added, indicating that British athletes will still compete. Earlier, Austra-
lian Prime Minister Scott Morrison said its decision came because of Australia’s struggles to re-open diplomatic channels with China to discuss alleged human rights abuses in the far western region of Xinjiang and Beijing’s moves against Australian imports. Announcing the plans, Morrison said Beijing had not responded to several issues raised by Canberra, including the rights abuse accusations. “So it is not surprising therefore that Australian government officials would not be going to China for those Games,” Morrison told reporters in Sydney. Australian athletes will attend. China has denied any wrongdoing in Xinjiang and said allegations are fabricated. Its foreign ministry spokesman Wang Wenbin said at a daily briefing in Beijing that Australian politicians were engaged in “political posturing”. “Whether they come or not, nobody cares,” he added. The Australian Olympic Committee said the boycott would have no impact on athletes’ preparations for the Games, which run from Feb. 4 to 20, adding that “diplomatic options” were a matter for governments.

GOA, DEC 8 (IANS): Hyderabad FC rode on Bartholomew Ogbeche’s first-half strike to down Bengaluru FC 1-0 in the 2021-22 Hero Indian Super League (ISL) at the Athletic Stadium in Bambolim, Goa on Wednesday. Ogbeche found the back of the net in the 7th minute as his side dominated proceedings from the off to leave Bengaluru at ninth position with four points from five matches. Hyderabad jumped to third place with seven points from four games. The hosts started on the front foot and went ahead as soon as the seventh minute. Akash Mishra found Ogbeche after darting past a few white and blue shirts. The Nigerian then fired home from the edge of the box as the ball took a slight deflection to nestle in the back of the net past a diving Gurpreet Singh Sandhu. Mishra looked in fine form as he teed up Ogbeche once again in the 17th minute but Gurpreet was off his line early to avert the danger.
