India stares at energy crisis with coal stocks down to days NEW DELHI, OCT 8 (AGENCIES): An energy crisis is looming over India as coal supplies grow perilously low, adding to challenges for a recovery in Asia’s third largest economy after it was wracked by the pandemic, reports the Associated Press. Supplies across the majority of coal-fired power plants in India have dwindled to just days worth of stock. Federal Power Minister R. K. Singh told the Indian Express newspaper this week that he was bracing for a “trying five to six months.” “I can’t say I am secure … With less than three days of stock, you can’t be secure,” Singh said. Quake in Myanmar jolts parts of NE DIMAPUR, OCT 8 (NPN): A 5.5-magnitude earthquake, which struck Myanmar around 11:58 p.m. Thursday, jolted parts of North East region, but no causality or loss of property has been reported. According to US Geological Survey, the epicentre was located 44 km WestNorth-West of Monywa, Myanmar at a depth of 90km. Seismologists consider NE region as the sixth most earthquake-prone belt in the world.

Fuel prices hiked again DIMAPUR, OCT 8 (NPN): State-owned oil marketing companies (OMCs) increased the prices of petrol and diesel for the fourth consecutive day on Friday. According to a price notification of the OMCs, petrol was hiked by 30 paise a litre and diesel by 35 paise per litre. After the rate revision, petrol price in Dimapur increased to Rs.102.01 per litre while diesel price soared to Rs.94.25 per litre. In the state capital, prices of petrol and diesel rose to Rs.103.01 per litre and Rs.95.06 per litre respectively. According to IANS report, the OMCs hiked the rates as global oil surged again, with benchmark Brent crude gaining over 1 per cent to cross $83 a barrel. Any changes in petrol and diesel prices are implemented with effect from 6 am every day. Prices differ from state to state depending on the incidence of local taxes.

DIMAPUR, OCT 8 (NPN): State chief minister, Neiphiu Rio inaugurated Sovima Cricket Ground (SCG) at Sovima here on Friday. Speaking at the inaugural programme, Rio stated that he was delighted to be inaugurating the second cricket ground at Sovima village. He said it was a proud privilege that many dignitaries, friends of six North Eastern states representing North East Cricket Development Committee (NECDC), had joined the inaugural programme. The chief minister also disclosed that the third Cricket ground would be ready within one year at Sovima and maintained the state could host any national and international tournaments.

Asserting that it has been a long struggle and history for North East region particularly Nagaland in the field of sports, Rio recalled that Nagaland Olympic Association (NOA) was recognized only in 2004 after 41 years of statehood. The chief minister lamented that due to nonrecognition of NOA, players from the state could not participate in any national events and had to represent other states and companies. He also said that the state did not get affiliation to Board of Control for Cricket in India (BCCI).

However, the chief minister said that laying of foundation stone for the Nagaland Cricket Stadium by the then BCCI president Sharad Pawar encouraged the association, which ultimately led to the formation of NECDC comprising of Nagaland, Arunachal Pradesh, Manipur, Mizoram, Meghalaya, and Sikkim. High Covid rate in 0-19 age group in India: Study NEW DELHI, OCT 8 (AGENCIES): A crosssectional study conducted in India among COVID-19 cases has found an increased number of infections among the younger age group of 0-19 years and women, higher mortality rate and more frequent incidences of post-vaccination infections with Delta variant as compared to a non-Variant of Concern lineage. The COVID-19 Weekly Epidemiological Update, released by the World Health Organisation (WHO) this

week, said a cross-sectional study, which is not yet peer reviewed, focussed on demographic characteristics, including severity of the illness and mortality rate. It was conducted in India among COVID-19 cases caused by the nonVariant Of Concern (B.1) variant and the Delta variant (B.1.617.2). Using viral genomic sequences from 9,500 COVID-19 patients, the study found an increased number of infections among younger age groups (0-19 years) and women, a lower

mean age for infection and symptomatic illness/hospitalisation, higher mortality and more frequent incidences of post-vaccination infections with Delta variant compared to the non-VOC (B.1) variant, the WHO update said. The update said that globally, the number of weekly COVID-19 cases and deaths continued to decline, a trend that has been observed since August. during the week of September 27 to October 3, 2021. The cumulative number of confirmed cases reported globally is now over 234 million and the cumulative number of deaths is just under 4.8 million. Cases this week decreased by 9 per cent as compared to the previous week, while the number of deaths remained similar to that of the past week. All regions reported a decline in the number of new cases this week apart from the European Region.

By-election: UDA consensus nominee set to win uncontested DIMAPUR, OCT 8 (NPN): United Democratic Alliance’s (UDA) consensus candidate and NDPP nominee, S Keoshu Yimchunger is all set to win the by-poll to the 58th Shamator-Chessore Assembly constituency as he was the only candidate to have filed his nomination papers on the last day of filing of nominations on Friday. Among those who had tested positive for Covid, seven were from Dimapur, three in Kohima, two in Mokokchung and one in Phek, taking the total caseload to 31410. In a press release, ANPSA informed that presidents of the ANPSA district units and subunits gave their reports and the proposed constitution amendment was read out and discussed in detail. DIMAPUR: Eastern Naga Students’ Federation (ENSF) conducted a handing and taking programme at DUDA guest house on October 8. In a press release, ENSF president Chingmak Kumchuba Chang and information and publicity secretary, K Keyoungkhum informed that while speaking at the programme, advisor to ENSF Shasha L Phom stated that the Eastern Naga was not a tribe but a conglomeration of six tribes that shared a responsibility to uplift Eastern people as one. In his speech, outgoing president, Sepili L Sangtam thanked officials and six federating units for their support towards the federation. He also stressed on the challenges and struggles faced by the federation and encouraged the new team to uphold the visions and the legacy of the predecessors. Meanwhile, incoming president, Chingmak Kumchuba Chang stated that the demands of former team should be upheld as they had not been successfully concluded following the completion of their tenure due to the pandemic. DIMAPUR: Excise Narcotic Cell (NC) enforcement duty party manning the inter-state check gate at Khuzama on October 6 seized 240 grams of “suspected” heroin and arrested one person. In a press release, deputy commissioner of Excise NC, S Chanlei Angh stated that in this connection one person identified as Kone Mary (45) daughter of Danii Kone and resident of Naga Bazaar, Kohima was arrested and sent to judicial custody. Angh said the arrested person was booked under relevant section of Narcotic Drugs and Psychotropic Substances (NDPS) Act 1985 and that the case was under active investigation. The duty party was led by AIE, Nokcha, head constable Anglong , constables - Kamnei, Kiyakhrielie, Tokaho, Azily and lady constable Merela.

DIMAPUR: Chief electoral officer (CEO) Nagaland, V. Shashank Shekhar Friday asked all district election officers (DEOs) to complete assigned works within prescribed timeline. A press release from the CEO office informed that a video conference with all DEOs was convened by the CEO to discuss issues and review the progress of pre-revision activities in connection with Special Summary Revision of Photo Electoral Rolls w.r.t January 1, 2022 as the qualifying date. At the meeting the

CEO appreciated the efforts of the DEOs while discharging their official duties. He reminded the officials that the election commission was monitoring the progress of various pre-revision and revision activities and exhorted all to complete assigned works within prescribed timeline. The status of various pre-revision activities such as the status of Garuda App, forms for new voter registration, correction, deletion and transposition, demographically similar entries (DSEs) and logical errors were reviewed and

taken up with each district. The district officials have also shared issues pertaining to their district. Issues relating to having an accurate electoral roll and systematic voters education and electoral participation (SVEEP) were also deliberated. DIMAPUR: Taking note of the rampant electricity theft through illegal connection, the Wokha power division has cautioned that such cases if caught would be strictly dealt with as per provisions of the law. In a notification, SDO electrical sub-division, Wokha Thanyalo Kath informed that illegal connection, hooking, looping of electric supply line or tampering with meter was punishable offence under Section 135 of the Indian Electricity Act 2003. 200 Chinese troops enter Indian territory in Arunachal

NEW DELHI, OCT 8 (IANS): Around 200 troops of China’s People’s Liberation Army entered into Indian territory last week leading to a face-off with the Indian Army at the Line of Actual Control (LAC) in Arunachal Pradesh, sources said. It happened during a routine patrol close to the LAC near Yangtse in Tawang Sector. The Indian troops intercepted around 200 PLA soldiers, who had crossed over into the Indian side from Tibet and attempted to damage unoccupied bunkers. This led to a face-off which was amicably resolved by the commanders at the local level. They met to disengage and de-escalate the situation. Top government sources said the faceoff between the two sides lasted for a few hours and was resolved as per the existing protocols. There was no damage caused to the Indian defences during the engagement. Sources also stated that the India-China border has not been formally demarcated and hence there is a

Arunachal formally devolves powers to Panchayati Raj I TA NAG A R , O C T 8 (PTI): The Ar unachal Pradesh government on Friday formally devolved powers to Panchayati Raj Institutions (PRIs), giving a shot in the arm of grassroots democracy in the northeastern state, officials said. The formal devolution of powers to the panchayat bodies was made by adopting the SPICE (Sustainable, Participative, Inclusive, Comprehensive and Empowerment) model to make the PRIs self-governing entities. The state cabinet had on September 30 agreed for “genuine” devolution of powers to the PRIs as per the 73rd Constitutional amendment and 11th Schedule of the Constitution in 29 subjects. Accordingly, 10 per cent of state-owned revenues (SoR) would be devolved to the PRIs, which would come into effect from the next financial year. This will be in addition to the Fourteenth Finance Commission (FFC) grants, of-

Manipur government orders probe into death of Abonmai Correspondent IMPHAL, OCT 8: Manipur government on Friday ordered an independent inquiry into the murder of Athuan Abonmai, former president of Zeliangrong Baudi (Assam, Manipur and Nagaland). The state government ordered the inquiry in pursuance of an agreement which the state government entered with ‘Joint Action Committee Against the Brutal Murder of Shri Athuan Abonmai’ on October 6 last. The inquiry committee led by state additional chief secretary V Vumlunmang as inquiry officer will find the facts and circumstances leading to the death of the social activist. It will also fix the responsibility while recommending preventive measures to avert any such incidents in the future. The order issued by the state Governor will submit its reports within three months from the date of issue of the order. Besides, the inquiry will be independent from the investigation to be done by the National Investigation Agency (NIA). However, the findings may be submit-

The militant identified as Emanuel Suchen, wanted in two IED attacks in the district earlier this year, surrendered before the senior district official at the district headquarters town of Khliehriat on Thursday, the minister said. “Better sense prevailed for Suchen, he surrendered himself to the police. He surrendered himself before the Additional District Magistrate of East Jaintia Hills district in Khliehriat,” the Home minister told PTI. He said due process of law in dealing with surrendered militants will follow. According to the Home minister, Suchen joined the HNLC in 2002, was arrested in 2008 and was jailed for three years only to return to the militant group after his release.

‘Discrepancies’ in nurse recruitment in Mizoram

AIZAWL, OCT 8 (PTI): The Mizoram government has issued a show-cause notice to the director of Zoram Medical College (ZMC) over alleged discrepancies in the recent recruitment of nurses. The state administration on Thursday sought an explanation at the earliest from Dr John Zohmingthanga, the director of the lone medical college in the state, over allegations that some ‘nurses’, who did not possess any nursing certificate, were recruited without conducting any personal interviews. Voluntary nurses, who were hired in April for a limited period, have been staging an agitation at the hospital since October 5 over the alleged recruitment discrepancies. They

Only then the Constitution and the law could be saved, else people will lose faith in them, he claimed. “Modi ji, you did not follow ‘raj dharma’ after Atal Bihari Vajpayee told you to do so earlier. That should not be difficult!” “Had you been in opposition how would you have reacted? Please tell us,” the Rajya Sabha MP said. NEW DELHI, OCT 8 (IANS): Supreme Court on Friday held that it is not mandatory for the CBI to launch a preliminary enquiry (PE) in all cases of corruption or other offences, and instead it can register a regular case upon the satisfaction of a cognizable offence. A bench, headed by Justice D.Y. Chandrachud and comprising Justices Vikram Nath and B.V. Nagarathna, said: “We hold that in case the information received by the CBI, through a complaint or a ‘source information’, discloses the commission of a cognisable offence, it can directly register a regular case instead of conducting a preliminary enquiry, where the officer is satisfied that the information discloses the commission

of a cognizable offence.” The top court, however, added this does not take away from the value of conducting a preliminary enquiry in an appropriate case, and conducting a preliminary enquiry would not take away from the ultimate goal of prosecuting accused persons in a timely manner. “However, we once again clarify that if the CBI chooses not to hold a preliminary enquiry, the accused cannot demand it as a matter of right,” it added. The bench added that precedents of the top court and the provisions of the CBI manual make it abundantly clear that a preliminary enquiry is not mandatory in all cases which involve allegations of corruption. “The decision of the Constitution Bench in

ecent reports of another expose by The Indian Express, citing media reports of well known Indians who parked hundreds of crore rupees abroad- has taken the nation by storm. The only notable and dismaying aspect is that such a humungous explosion did not actually rankle the India national media like it did with the 2001 Telgi scam estimated at around Rs.20,000 crore and many other scams . It is surprising because the Modi government which has credited itself of being scam-free has not been seen to be as active as it is in the media. The scam involved, much like the Bofors howitzer deal and others, amounts to several thousand crore rupees of ill gotten money including tax evasion. In the most recent Pandora papers, a sequel to the Panama papers, millions of leaked documents and the biggest journalism partnership in history have uncovered financial secrets of 35 current and former world leaders, more than 330 politicians and public officials in 91 countries and territories, and a global lineup of fugitives, con artists and murderers. The names in the Panama papers scam is like a who’s who of the globe such as the King of Jordan, the presidents of Ukraine, Kenya and Ecuador, the prime minister of the Czech Republic and former British Prime Minister Tony Blair. The files also detail financial activities of Russian President Vladimir Putin’s “unofficial minister of propaganda” and more than 130 billionaires from Russia, the United States, Turkey and other nations. Over 380 Indians have been named in the ‘Pandora Papers’ – the millions of leaked files casting light on around 29,000 off-the-shelf companies and private trusts set up by 14 global corporate services firms. An investigation of the Pandora Papers records, undertaken by The Indian Express, has also revealed that Anil Ambani, the chairperson of Reliance ADA Group and his associates own at least 18 offshore companies across Jersey, British Virgin Islands (BVI) and Cyprus. Seven of these firms, set up within three years, have borrowed and invested at least $1.3 billion or Rs. 9,768,27,15,000. Ironically, like terrorism, ‘offshore financial centers’ (shell companies) and ‘tax havens’ do not have a globally accepted definition. They are described as a system or location where non-residents are allowed to park funds without having to reveal their full identity or the source of the wealth. Surprising because similar reports of illegal wealth stashed in tax havens were published in Offshore Leaks (2013), Panama Papers (2016) and Paradise Papers (2017). All these exposés resulted in naming and shaming some of the rich and wealthy, including politicians. After the Panama Papers leaks, at least two of them lost their power not to speak of reputation. These revelations or exposes will continue to make waves in the media but there is hardly going to even be a ripple effect to result in getting those named under the dragnet of the law. The legal process even in India does very little to bring these cheats to book. Even the much talked about Swiss Bank accounts of hundreds of Indians that used to hog the media headlines since the 70s has not progressed much beyond the realm of speculation. This proves that big fishes play with big money in big offshore banks where the law does little else than trying to impress that it is doing something.

Since ancient times, their care has been the sole responsibility of the society. In human life, childhood is the stage when they need love, affection, trust, responsibility and acceptability and safety. The people whose childhood has been secure, respectful & reciprocal, their personality and future are generally found to be balanced and they contribute for the wellbeing of the society. But it is poignant that large portion of children have to spend their childhood in a miserable condition. The children who should have to contribute in nation’s progress as engineer, doctor, scientist, officer, journalist, businessman, or progressive farmer, are unfortunately engaged as child labourer for livelihood of their family. A child is meant to learn and not earn. Chronic Poverty, high population growth, lack of interest in education, migration, natural disaster, increasing landlessness, rising and

unemployment etc. are the underlying reasons behind the child labour. These children come from such family, who have no other means other than human work-force. Even after 73 years of independence, India has not come out of poverty. The economic as well as population policies of governments have failed and a large portion of the masses are bereft of even basic amenities. The problem of child labour has always been neglected at national level. Although this problem has its presence in all ages. In ancient time, the children engaged themselves in agriculture or other family occupations. After industrialization, the concept of child labour also transformed. Children became an independent unit and they have to join the workplace without guardian’s protection and have to handle their problems themselves. The child labour has been promoted gradually by industrialist, factory owner, hotels, and landlord farmers, because the children work for undefined hours without any hue & cry on minimal wages. “More hand more work”

Such children are deprived of inclusive social protection regarding education & all-round development and their whole childhood undergoes for earning wages. They are seen having sickle, fade or other equipments in their hand in place of books or notebooks. The problem of child labour can be found in every corner of the world. India, Brazil, Haiti, Kenya, Pakistan, Sri Lanka, Indonesia, Bangla Desh are the most affected countries. Unicef report 2020 reveals that approximately 16 Crore children are engaged in child labour, out of which half belongs to Asian sub-continent. Globally 9 million additional children are at risk of being pushed into child labour by the end of 2022 as a result of pandemic COVID 19. The agriculture, forestry & fishing sector accounts for 70% of children as child labour, followed by 20% in service and 10% in industry. The child labour in rural areas stands 14% as against 5% in urban areas. The child labour is more prevalent among boys, but when household chores

are taken into account, the gender gap narrows. Several industries in India are fully reliant on child labour. Kalin industry in Kashmir, glass industry in Firozabad, Cracker & match industry in Shivkashi (Tamilnadu), slate industry in Mandsaur (MP), leather industry in Kanpur & Agra, Diamond polish industry in Rajasthan & Gujarat, lock industry of Aligarh, Bangle industry of Jaipur, Hosiery, Bidi, fishery, etc. have their existence on the cheap wages of child labour. Most of the Dhabas and hotels in the country are flourishing due to 15-16 hour working of child labour. Involvement of child labour in hazardous activities leads to numerous health and psychological problems like chest & abdominal pain, skin infections, eye or ear problem, headache, physical tardiness, respiratory infections. Due to no proper guardianship & care such children often exposed to theft, violence, criminal activities, physical & sexual abuses, drugs and other immoral activities. The problem of child labour has been tackled through protective legisla-

tion at both national and international levels. The government has enacted the Child Labour (Prohibition and Regulation) Act 1986 to prohibit the engagement of children in certain employment and to regulate the conditions of work in certain other employment. The Supreme Court in its judgement on 10th December 1996, has declared child labour as illegal. Article 24 of the Constitution prohibits the employment of children below the age of 14 years in any hazardous industry or factory or mines. Article 39 has provision of protection of children against exploitation and moral & material abandonment. Article 45 in the constitution deals the provision of free & compulsory education for children below 14 years and for this “Right to Free & Compulsory Education Act 2009” has been implemented in year 2010. The Factories Act 1948, The Plantation Labour Act 1951, Motor Transport Workers Act 1961, The Contract Labour Act 1970, and Bonded Labour System (Abolition) Act 1976 have been promulgated. The words “child” and “labour” together sig-

nifies a disconcerting and negative narrative. But the prevailing socio-economic conditions donot permit to root out child labour overnight. A hungry person cannot be expected to listen to valuable advice unless he can fill up his stomach first. In 1987, National Policy on Child Labour was framed for education, health, entertainment, and other development works for their well-being, but it needs to be reshaped and keep free from bureaucratic red-tapism. Child labour has been a burning issue all over the world. It cannot be eradicated without joint collaboration of society, family and administration. Child Labour is a social crime as every child has a right to shine. In today’s scientific age, although we have reached on Moon and Mars, world has come closer due to globalization, and numerous works of development can be counted on finger; but the ground reality is that without rooting out the child labour, a nation cannot become “Swasth, Sashakt & Samriddh Rashtra”. Local policy response to global energy crisis

he global energy crunch is continuous and ongoing. It is offset by access to limited natural resources, resulting in low supply to meet the ever rising demand. Its impact assumes multiple manifestations, including record energy prices and concomitant inflation in European Union and the United Kingdom, and power cuts affecting critical nation’s industries, left millions without electricity and hospitalization of workers due to carbon monoxide poisoning during power blackouts (China, a case in hand). The current global energy is partially caused by Covid-19 induced lockdown. There were reported shortages of workers in (coal) mining sector as localised curbing measures were enforced. However, policies of the governments have also been identified as responsible for the energy crisis. Member states of the United Nations Framework Convention on Climate Change, an international environmental treaty to fight against perilous human interference with the climate system and signed by 154 states at the Earth Summit held in Rio de Janeiro in 1992, were asked to frame their own Intended Nationally Determined Contributions. Under this Contributions scheme, each member state works out its own emission strategy for greenhouse gas reduction for a targeted period. The Nationally Determined Contributions (NDC) are non-binding national plans and embedded

in it were the policies and aims of the parties to the treaty to mitigate emissions in response to climate change. Adoption of the Paris Agreement in 2015 thus formalised NDC and hence various member states, including China and European Union, put a cap on emission. Enforcement of the Paris Agreement in 2016 saw its member states gradually gravitated towards investment in renewable and green-based energy sources. That has expectedly precipitated competitive investment in environment-friendly energy generation. Whereas what is still remaining undeniable is much of the world still heavily depends on conventional sources of energy like oil, gas, coal or nuclear. Contrary to the common projections, energy generation from renewable sources failed to commensurate with bulging market demand. Analysts concurred that curbing emission norms and associated leap to non-conventional sources of energy as contributing factors to the current crises. The ripple effect went on to disturb energy prices in India, with fuel cost, among other cascading effects, setting record prices across the country. Given that policies of the local/national governments have been a crucial determinant in energy supply chain, the policy makers are incumbent to initiate contextual vital steps at the state/local level. Developing rural Nagaland assumes significance considering

that Nagaland enjoys 71.14 (2011 Census) percentage share of rural population. New technology interventions as well as dedicated approaches to sustainable exploitation of technology-free pristine resources are critical to policy formulation. Based on the applicability in Nagaland, the technology commonly called as hydroger, a portmanteau of two words – hydro and generator, was developed by NEPeD in collaboration with the Nagaland Tool Room and Training Centre. What is unique to this hill-friendly technology is its indigenous design and simplicity, its adaptability in streams/rivulets negotiating through steep and narrow terrains and its compatibility with both low lying areas and higher heights. Off late, lighting in few villages was briefly powered by hydroger until challenges such as maintenance and dearth of technical knowhow among the locals forced stop the novel initiative in the energy sector. A relook at this intervention by training and equipping the locals with the technical knowhow for basic maintenance work will be a big boost. The locals must also be sensitized that every facility runs with a cost and hence minimal energy price corresponding to consumption may be charged. With no large power consuming facilities and taking into account the river gradients, hydrogers and other indigenous interventions offer a viable solution to frequent power cuts in rural,

or even average urban, areas. Further, policy makers ought to seize full advantage of the state’s landscape, acknowledge wind as a potential clean energy resource and exploit ways to harness it. As per the Nagaland State Human Development Report (2016), the state has 13,318 sq km (80% of state’s geographical area) of forest cover. The state is carbon neutral, or even netzero carbon, as the state’s vast expanse of forest absorbs more carbon than it emits. Emissions from the traditional practice of slash and burn cultivation forms a major contributing factor. However, NEPED in 2009 had concluded that jhum cultivation in Nagaland experienced a declining trend. This also means reduction in alternate use of land for shifting cultivation and jhum re-growths, leading to reshaping of jhum landscapes into forestlands and increased carbon sequestration capacity. Though no exact data is available as to how much tonnes of carbon the forests of Nagaland are currently being absorbed, the sequestered greenhouse gases, when released through anthropogenic activities including wildfire or slash and burn cultivation, could negatively impact climate prediction in the long term. Despite the role of indigenous communities in conserving forests and balancing increasing climate instability, the current model of carbon credit trading do not benefit them at all as the market give primary emphasis

on multi-national companies and big business establishments. Policy, as such, need to be framed in the local context to negotiate at the national/global climate forums for incentivising both the state and indigenous communities who forego the practice of shifting cultivation, or had been conserving and preserving the forests for centuries, thereby contributing locally in combating climate change. The proceeds as state share will be additional revenue for the state to invest in R&D on clean energy measures. Report has it that the ongoing global energy crisis is attributable to shortage of workers and inability to perfectly click investment in non-renewable with renewable sources. The cause of shortage of workers is twofold – less qualified workers and immigration policy offset by Brexit and pandemic. Commissioning oil fields in Nagaland would augment the energy scenario, though miniature it may be. The state in the meantime is imperative to train, skill and equip our youth with the latest technological knowledge and form a workforce on development, designing, governance and use of clean and green energy. The enterprising youth will automatically innovate and indigenise such technologies based on location-specific measures. A well measured step into our future would save us from unwanted extremes. According to the American Psychological Association, mental- health problems among the students have been rising since the 1990s. Many students are experiencing mental health problems such as depression, anxiety, severe mood swings, harming oneself, addiction, anger, eating/sleeping disorder, forgetfulness, fear, etc., but fail to find a way out to cure the problems and it leads to poor academic performance. So, this is where the schools and colleges can play a pivotal role in introducing mental health club and create awareness among the students by organizing various activities.

Why suicide cases among the students are increasing day by day? According to a survey, suicide is the third leading cause of death for 15-29 age group. Most suicidal persons commit suicide as they are unable to find alternative ways to solve their problems. According to data compiled by the National Crime Records Bureau (NCRB), every hour one student commits suicide in India. The National Crime Records Bureau data shows that 10, 159 students died by suicide in 2018, an increase from 9,905 in 2017 and 9,478 in 2016. Maharashtra had the highest number of students in 2018 with 1,448- almost 4 suicides everyday- followed by Tamil Nadu with 953 and Madhya Pradesh with 862.

Factors that cause suicide among students are usually academic stress, the pressure to get excellent grade, parental expectations and immense competition to do well. Every year many students commit suicide after the result of various board exams or competitive exams are being announced. When they are unable to meet the expectation, they feel their future is miserable and they end up committing suicide. Unfortunately, mental health issues among the students often go unnoticed. Lack of awareness about mental health issue and the absence of counselors or psychologists in schools and colleges prevent the students from getting help they need. Many schools and colleges are still lacking behind in

providing mental health services. According to a study, around 37% college students in India are suffering from depression or some form of mental illness. With the increase in mental health problems among the students, the State Government should make it mandatory for every schools and colleges in Nagaland to take initiative and establish mental health club and provide counseling facility for the well-being of the students. Frequent mental health awareness programme should be organized in order to provide the students the overview of what is mental health, help the students identify potential mental health issues and to terminate mental health stigma. Institutions should also orga-

nize training or workshop for teachers on how to deal with students with mental health issues. Students should be given proper guidance on how to get access to the mental health services or seek professional for better mental health condition. “If we start being hon-

NEW DELHI, OCT 8 (IANS): Despite the huge uproar across the country over the October 3 violence in Lakhimpur Kheri that left nine persons dead, the BJP is set to sweep the Assembly elections in Uttar Pradesh next year, according to the latest ABP-CVoter-IANS State of States 2021 tracker that was conducted after the Lakhimpur Kheri incident. The survey findings can work as a boost for the BJP, which is on the backfoot over the matter. As per the survey, the seat projection for the BJP and its allies is between 241 and 249, while its nearest rival Samajwadi Party and its allies are projected to win 130-138 seats. The Bahujan Samaj Party (BSP) is likely to win just 15 to 19 seats, while the Congress and others won’t manage to cross the double-digit mark. The region-wise breakup gives lead to the opposition parties in Western UP, but the BJP is expected to gain in all the regions of the state. In the Awadh region, the BJP is likely to get 65 to 69 seats, while the SP will win 19 to 23 seats. In Bundelkhand, the saffron party is likely to get 13 to 17 seats, while the SP’s tally will between 1 and 5 seats.

NEW DELHI, OCT 8 (IANS): A Central Bureau of Investigation (CBI) court in Haryana’s Panchkula on Friday held Dera Sacha Sauda chief Gurmeet Ram Rahim Singh guilty in the murder case of Dera follower Ranjit Singh, officials said. Ram Rahim Singh is currently serving a 20 years’ rigorous imprisonment for the rape of two women followers at Rohtak’s Sunaria jail. He was also convicted for life for the murder of Sirsa-based journalist Ram Chander Chattrapati. Apart from Dera Sacha Sauda chief Gurmeet Ram Rahim Singh, the CBI court on Friday also convicted four others -Krishan Lal, Sabdil Singh, Jasbir Singh and Avtar Singh -- in the same case. The quantum of the sentence will be pronounced on October 12, the CBI

said in a statement. Ranjit Singh, a resident of Khanpur Kolian village in Kurukshetra, was murdered on July 10, 2002 when he was working in the fields of his village. The CBI had registered the said case on the orders passed by the Punjab and Haryana High Court in 2003 and then it took over the investigation of the case which was earlier registered at Police Station Sadar, Thanesar in Kurukshetra. After investigating the case for four years, the CBI filed a chargesheet in July, 2007 against six accused and charges were framed in December, 2008. During the pendency of trial, one accused died last year and trial proceedings were abated against him.

Court refuses bail to Aryan, 2 others in drugs case MUMBAI, OCT 8 (PTI): A metropolitan magistrate here on Friday denied bail to Aryan Khan, son of Bollywood actor Shah Rukh Khan, and two others in a case pertaining to the alleged seizure of banned drugs from a cruise ship off the Mumbai coast. Additional Chief Metropolitan Magistrate R M Nerlikar rejected the bail pleas of Aryan Khan (23) and the other two accused. The court on Thursday sent Aryan Khan and seven others arrested in the case in 14-day judicial remand after their NCB custody ended. Additional Solicitor General Anil Singh, appearing for the NCB, opposed the bail applications of the three accused. After hearing the arguments, the magistrate denied bail to Aryan Khan, Munmun Dhamecha and Arbaaz Merchant, saying their applications were not maintainable. The Narcotics Control Bureau (NCB) had arrested these three along with some others over the last weekend after raiding the Goa-bound Cordelia cruise ship on Saturday evening. The central agency had claimed to have recovered drugs from the ship.

MUMBAI, OCT 8 (PTI): The Reserve Bank of India expectedly kept interest rates unchanged at a record low on Friday but signalled the start of tapering pandemic-era stimulus measures on economic recovery taking roots. The six-member Monetary Policy Committee (MPC) kept the key lending rate or the repo rate unchanged at 4 per cent while the reverse repo rate or the borrowing rate was maintained at 3.35 per cent. It voted 5-1 to retain the accommodative stance, RBI Governor Shaktikanta Das said in an online broadcast. He indicated the central bank’s willingness to make “gradual” adjustments to the excess liquidity in the monetary system which currently stands at over Rs 9 lakh crore. Afghan mosque blast: 100 dead, wounded KABUL, OCT 8 (AP): A blast went off Friday at a mosque packed with Shiite Muslim worshippers in northern Afghanistan, killing or wounding at least 100 people, a Taliban police official said. There was no immediate claim of responsibility for the blast, which took place in Kunduz, the capital of Kunduz province, but militants from the Islamic State group have a long history of attacking Afghanistan’s Shiite minority. Dost Mohammad Obaida, the deputy police chief for Kunduz province, said that the “majority of them have been killed,” in reference to the victims. He said the attack may have been carried out by a suicide bomber who had mingled among the worshipers inside the mosque. “I assure our Shiite brothers that the Taliban are prepared to ensure their safety,” Obaida said, adding that an investigation was underway. China’s Chang’e-5 probe reveals volcanic activity on Moon

he first lunar sample in more than 40 years, b r o u g h t b y C h i n a ’s Chang’e-5 probe also includes lava dated at two billion years old, giving an insight into volcanic activity on the Moon. In December 2020, Chang’e-5 lander brought back about 1,731 grams of lunar samples from the moon. The mission -- the first ever by a Chinese team -- used only tiny fragments to confirm predictions about the Oceanus Procellarum region, where the spacecraft had landed, Nature reported. At about two billion years old, the samples reveal volcanism that is at least a billion

years younger than any found by NASA’s Apollo astronauts or by the Soviet Union’s uncrewed Luna missions in the 1960s and 1970s. “This is the youngest-ever lava flow dated from the Moon,” Katherine Joy, a planetary scientist at the University of Manchester, UK, was quoted as saying. The findings, published in the journal Science, fill a vital gap in the Moon’s geology, and will also help scientists to understand the history of other Solar System bodies, the report said. On 1 December 2020, Chang’e-5 lander descended on the volcanic Mons Rumker area in the Oceanus Procellarum

region. It spent the next two days examining its surroundings and gathering the samples with the help of its camera, spectrometer, radar, scoop and a drill. The probe also withstood temperatures of over 100 degrees Celsius on the lunar surface. Oceanus Procellarum, a latin term which means ‘Ocean of Storms’ stretches 2,500 kilometres from north to south on the Moon’s near side, It is thought to contain young solidified lava, an indication of relatively recent volcanism on the Moon, the report said. While no mission had landed at Oceanus Procellarum earlier, samples returned by the

Apollo and Luna programmes had provided evidence of volcanic eruptions on the Moon stretching back more than 4 billion years, with the majority occurring between 3.8 billion and 3 billion years ago. The findings provide a vital data point about the history not just of the Moon, but of the wider Solar System too. By knowing the exact age of Oceanus Procellarum, and matching that to the number of its craters -- which accumulate over time as impacts occur -- scientists can infer that locations on other worlds, such as Mars, where similar numbers of craters are of a comparable age, the report said. ncient Arctic communities traded with the outside world as early as 7,000 years ago, DNA from the remains of Siberian dogs suggests. Analysis of the DNA shows that Arctic pups thousands of years ago were interbreeding with other dogs from Europe and the Near East, even while they and their owners were living in one of the most remote places on Earth. Along with previous archeological finds, these results suggest that Siberians long ago were connected to a vast trade network that may have extended as far as the Mediterranean and the Caspian Sea, researchers report in the Sept. 28 Proceedings of the National Academy of Sciences. Dogs have been valuable commodities in the Arctic for the last 9,500 years and have been used for sledding, hunting, herding reindeer, clothing and food. Because the region is remote, scientists thought local dogs — and their owners — had been completely isolated from the rest of the world for much of that time, an idea supported by the fact that ancient Siberi-

In that context, Raja told a Senate Standing Committee that the Indian government can trigger a collapse of the PCB if it were so inclined, The Indian Express reported. “The PCB gets 50 percent of its funding from the ICC. The ICC conducts tournaments and the income generated from them is distributed among its member boards,” Raja told the panel. “Now, 90 percent of the ICC funding is generated from the Indian market. In other words, Indian business houses are running Pakistan cricket. S A O PA U L O, O C T 8 (AGENCIES): Brazil fought back from a goal down to score three times in the second half and record a 3-1 win over Venezuela that maintained their 100 percent record in qualifying matches for the 2022 World Cup. Venezuela had never beaten Brazil in a World Cup qualifier in 17 previous attempts but their hopes rose after taking an early lead through Eric Ramirez, who converted Yeferson Soteldo’s cross after defenders Fabinho and Marquinhos slipped at the vital moment, Rediff.com reported. However, Brazil got back on level terms when Marquinhos headed home a corner in the 71st minute before Gabriel Barbosa scored a penalty six minutes from time and debutant Antony made it 3-1 in stoppage time. With Argentina’s 0-0 draw at Paraguay, Brazil extended their lead at the top of the South American qualifying group to eight points. Argentina have gone 23 games without defeat under coach Lionel Scaloni and are second in the qualifying group with 19 points, behind Brazil, the only other unbeaten team, who have 27 after beating Venezuela 3-1 in Caracas.
