Wide consultations on Naga solution Staff Reporter

DIMAPUR, APR 9 (NPN): The dynamics of the Naga nationalist politics is witnessing marked changes where the process of “wide consultation with all stakeholders” has meant holding interactions with a recently formed Naga National Political Groups (NNPGs) or the ‘Working Group’ representing six groups- GPRN/NSCN, FGN, NNC (parent body), N P G N / N N C ( NA ) , NSCN (R) and NNC/ GDRN (NA). On April 8, state chief minister Dr. Shürhozelie Liezietsü along with the NPF Political Affairs Mission (PAM) had met with the NNPGs at the Police Complex, Chumukedima to solicit understanding for a bringing an early solution to the Naga political issue. According to sources, the NNPGs had also wanted to know from the government as to what were the contents in the framework ag reement since past and present chief ministers have been urging everybody to support it? 45 killed in Egypt church bombings CAIRO, APR 9 (PTI): At least 45 people were killed and nearly 120 others injured in powerful blasts triggered by ISIS in two churches packed with worshippers celebrating Palm Sunday in Egypt’s Tanta and Alexandria cities, the deadliest attacks on the minority Coptic Christians in recent years. The first blast took place in the Coptic church of Mar Girgis, also known as St George, in the Nile delta city of Tanta, about 120 kilometres from Cairo, killing 27 people and injuring 78, the Health Ministry said in a statement. Security sources said the primary investigations suggest that a person put an explosive device inside the church during the Christian prayers celebrating the Palm Sunday. However, others said the attack was carried out by a suicide bomber. The Islamic State group claimed responsibility for the twin attacks on churches on Palm Sunday, one of the holiest days of the Christian calendar. “Islamic State squads carried out the attacks on two churches in Tanta and Alexandria,” said the group’s propaganda news agency ‘Amaq’ on its social media accounts.

After Nagaland CM, interlocutor for Naga talks Ravi also to meet NNPGs reportedly stated that the contents were only known to the negotiating parties involved and it would not be advisable to speculate on it. However, the chief minister impressed upon all on the need for all sections of Nagas to remain united for solution. It was learnt that the Interlocutor of the government of India to the Naga peace talks, R.N. Ravi is likely to meet with representatives of the Naga National Political Groups in Kolkata later this month. During the recently concluded Manipur elections the issue of framework agreement also figured prominently against the backdrop of apprehension among the majority Meiteis on the Naga integration issue. Prime Minister Narendra Modi had on February 26 at a rally in Imphal, assured public of Manipur that the agreement did not

contain any clause that may pose a threat to the territorial integrity of Manipur. Earlier on February 19, union minister of home assured that the Framework Agreement signed between the Government of India and NSCN-IM on August 3, 2015 would not affect the integrity and territorial boundary of Manipur in any manner. On March 25, RN Ravi laid to rest the speculations about integration of Naga-inhabited areas and asserted that no such agreement has been reached with the NSCN (I-M). The Central Government is very firm on its stand on the issue and the leaders of the NSCN (I-M) are aware of the government’s stand, he said. In an interview to The Assam Tribune Ravi said “I have signed the Framework Agreement on behalf of the Government of India and I know every detail of it. There is nothing about

touching the territorial integrity of any state.” Further, in the interview he said that “The Government of India has already made its stand clear on the issue and there is no question of changing its stand.” He pointed out that during his last visit to Manipur, Prime Minister Narendra Modi also publicly announced the Centre’s stand on the issue. The interlocutor said the claim that there would be integration of the Nagainhabited areas was a ‘blatant lie’. It is a mischievous act by some vested interest circles to create law and order problem in the Northeast, he said. The Centre’s interlocutor further said the NSCN (I-M) has every right to demand integration of Naga-inhabited areas democratically. “The government cannot stop the leaders of the outfit from raising such a demand democratically. But the Centre’s stand on the issue is very clear and the government would not deviate from its stand,” he added.

RSS chief calls for LH, RH threaten indefinite NH-2 bandh nationwide ban on cow slaughter DEMAND ROAD WIDENING WORK BY APRIL 18 NEW DELHI, APR 9 (IANS): Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat on Sunday called for a nationwide ban on slaughter of cows. “We have been striving to protect the cow. Sampoorna Bharatvarsh me gauvansh hatya band hoye hamari ichha hai (We wish the killing of cows and its progeny should be banned in the entire country),” Bhagwat said at an event to mark the birth anniversary of Lord Mahavir Jain. He said it was for the government to make laws to this effect. “Wherever in the state governments we have dedicated swayamsevaks, those state governments have brought in laws. But our desire is the law should be for the entire country,” he added. Bhagwat said any violence in the name of cow slaughter defames the cause, but added that those making efforts to save the cows should continue to do so. It may be pointed out that several right wing activist have also formed cow vigilante groups across the country .

CIC asks MHA to produce Naga accord file NEW DELHI, APR 9 (PTI): The files related to the framework agreement with the NSCN (I-M) should be produced before it in case the Home Ministry wants to decline disclosure under the RTI Act, the CIC has held. The case relates to a RTI application filed by Venkatesh Nayak of Commonwealth Human Rights Initiative but the Home Ministry denied to disclose it saying it would attract section (1)(a) of the RTI Act. Nayak said the Home Ministry did not adequately explain the harm that would be caused to any of the protected interest under section 8(1)(a) of the RTI Act. The section allows withholding the information, the disclosure of which will be prejudicially affect the sovereignty and integrity of India, the security, strategic, scientific or economic interests of the State, relation with a foreign State or lead to incite-

ment of an offence. “That it is crucial for the citizenry, of which this complainant (Nayak) is a part, to have access to official information about the framework agreement on the basis of which negotiations are being conducted with nonState actors,” he had said in his submissions before the Commission. During the hearing before the Commission, the Home Ministry had claimed that it does not have any files related to the agreement as they were held by the Joint Intelligence Committee. In an interim order, the Commission had directed the Ministry to ascertain whether JIC comes under it or is an independent public authority under the RTI Act. The Home Ministry has now said that JIC comes under it and it will take a call on future course of action. The Commission said the CPIO is required to ap-

ply her mind independently to advice received from Office of the interlocutor and government representative for Naga peace talks to the contents of the RTI application for making a decision on whether to provide information. “It is to be further noted that in case, the respondent decides that the information is not to be disclosed, then the concerned file(s) should be made available before the Commission for perusal on the next date of hearing,” Chief Information Commissioner R K Mathur said in a recent order. Minister of State for Home Affairs Kiren Rijiju had said in Parliament that details of the final settlement are being worked out within the parameters of the Framework Agreement. “Hence it would be premature to make public the Framework Agreement,” Rijiju has said on March 15.

Centre failed to take up issues against ethnic minorities, says NEFIS DIMAPUR, APR 9 (NPN): North-East Forum for International Solidarity (NEFIS) has condemned the failure of the BJP government at the Centre to raise the issue of violence committed against the ethnic minorities, especially against Chakma and Santhal communities in Bangladesh during the recent visit of Bangladesh Prime Minister Sheikh Hasina to India. In a statement, NEFIS convener Chinglen Khumukcham said that there has been a huge surge in atrocities against minorities and tribal communities in recent times. However, the Government of India instead of taking up this issue was actively pursuing the agenda of “Indian businessmen inked business deals with Bangladesh PM”. NEFIS stand was that the issue of grave atrocities should have been pro-actively taken up by the BJP Government, but was neglected in order to create a convenient atmosphere for inking of deals “which would be of no profit to the common people of both countries”. Further, NEFIS claimed that the Government instead of building a bond of solidarity with the exploited and victimized people in the neighbour countries has become a tool “for furthering the exploitative interests of Indian business class”.

DIMAPUR, APR 9 (NPN): Strong winds coupled with heavy rainfall swept across Nagaland on Sunday afternoon leaving behind trails of destruction in several places and caused power outages in most areas. The strong storm that lasted about 20 minutes, wrecked havoc sending trees and electric poles flying and ripped off roofs in

Dimapur and adjoining areas. However, no human casualties were reported. Several houses including a Government Primary School were reportedly destroyed by the Sunday storm in Yeveto village under Niuland. Power lines were also snapped resulting in power outages in the area. According to sources in the Nagaland State Disaster Management Authority (NSDMA), the roof

of Longchem EAC office and PHC were blown away and caused extensive damage at Yajang Model and Yajang C village in Mokokchung district. Preliminary report informed of similar damages caused in Longsemdang and Japukong, Tsurang and others under ADC Mangkolemba. Some villages under Wokha district were also affected by the storm. DIMAPUR, APR 9 (NPN): Lotha Hoho (LH) and Rengma Hoho (RH) on Sunday served an “open ultimatum” on the National Highways Authorities of Nagaland (NHAN) to immediately start the road widening work along NH-2 for the two sectors by April 18, failing which the hohos threatened to launch a total indefinite bandh within its sectors (NH-2) from April 19, 2017. In a joint statement, LH chairman Mhao Humtsoe and RH president Kenyuseng Tep have made known to the NHAN that there would be “no more negotiations” since several appeals were made that fell into deaf ears. They said even after two years the assurances made by the minister in-charge, chief engineer (NH) including the commissioner & secretary were yet to be fulfilled. LH and RH said the CE had also clarified on June 6, 2015 through the local media with assuring comments saying: “it has been observed regretfully that the Tseminyu and Wokha stretch of road is in deplorable condition because of litigation in the

The ministry had also specifically pointed out that the work had to start by December 2016, and to spend 20% of the sanctioned amount within 2016-17, so that the sanctioned amount did not lapse, the hohos said. The hohos said they were aware that the court case was already settled on August 8, 2014. In this regard, LH and RH questioned whether the delay was because the work was to be allotted to a favourable bidder, with vested motive. “If NHAN refute this allegation, the hohos will bring in the testimony of the living bidder witness, which will be too embarrassing,” the hohos said. LH and RH questioned NHAN as to what were they doing for the last four years? They also wondered whether it reflected the same old tradition of unfair allotment or inefficiency or indifference or deliberate discrimination or abhorrence. (Cont’d on p-8)

PAPO adopts 10-point resolution DIMAPUR, APR 9 (NPN): After a thorough deliberation on various issues faced by the people of Phek area with regard to development, the Phek Area Public Organization (PAPO) adopted a 10-point resolution following an approval by the members at the consultative meeting held on April 6 at Khuzo town. PAPO president Vezhehu Vero and general secretary Zhechete Makrisuh stated that since the people of the area were divided and spread over three constituencies- Phek, Meluri and Chizami, it would support the move to bring together the area under one assembly constituency as and when delimitation takes place. The consultative meeting also resolved to support and encourage “clean election campaign” initiated by CBCC. In this regard, the organization appealed to all its affiliated units to extend support. It was also decided to encourage good and upright leadership for which all constituent units should ex-

tend support without any ism or bias. To maintain unity, integrity and fraternity of the area was also one of the points adopted by PAPO. It therefore, discouraged any deed or action which would hamper or disturb the peaceful co-existence of the people. The resolution also stated that any dispute(s) between different villages under PAPO jurisdiction should be first brought to PAPO’s notice to find a solution which should be strictly adhered. Phek Area Public Organization also resolved to abide by the decision of CPO to ban hunting and fishing in order to preserve the ecological balance and preserve the flora and fauna. It prohibits use of electro-convulsive therapy, referred to as shock therapy, without the use of muscle relaxants and anaesthesia on a patient suffering from mental illness. Also, such patients cannot be chained in any manner as per Mental Health Care Act, 2017. “Notwithstanding anything contained in section 309 of the Indian Penal Code (IPC) any person who attempts to commit suicide shall be presumed, unless proved otherwise, to have severe stress and shall not be tried and punished under the said Code,” it read.

Naga girl dies in Jalandhar accident

DIMAPUR, APR 9 (NPN): A Naga girl identified as Asen Longchar, from Sungratsu village in her mid twenties died in a road mishap in Jalandhar, Punjab on Saturday evening. Police were yet to ascertain the cause of the accident. Soon after the mishap, the victim’s friend informed her parents. According to sources, the deceased was an Agri engineering student of Lovely Professional University. Delhi Police IGP, Robin Hibu said Helping Hands volunteers and others have been informed to assist in sending the dead body to Delhi, after which Delhi NGOs would send the body to Nagaland. Hibu said he had already spoken to SP Jalandhar and requested to complete necessary formalities to send the dead body home. “I have also requested the SP to carry out thorough investigation to find out the cause of the accident,” Hibu said.
