PUCL will face state in court

DIMAPUR, APR 12 (NPN): A Supreme Court order issued on March 8,2017 has exposed the facts over the promise made by the NMA to withdraw their Special Leave Petition (SLP) No.242/2014 in view of the request from then chief minister and also since elections to Urban Local Bodies (ULBs) were conducted (though it was later nullified). In the order, the Supreme Court stated that it has agreed to the withdrawal of the names of NMA leaders Rosemary Dzüvichü and others from the case (No.242/2014). The order reveals that NMA leaders had not requested for withdrawal of the case from the Supreme Court but only withdrawal of their names. The Supreme Court in its order also disclosed that it has agreed to the petition of the People’s Union for Civil Liberties (PUCL) which sought for impleadment (bring a new party into the case). That means the same case against the state over

KUT revokes noncooperation on KTC DIMAPUR, APR 12 (NPN): Khiamniungan Union Tuensang (KUT) on Wednesday said it has “officially” revoked the noncooperation, which was declared on Khiamniungan Tribal Council (KTC) February 25 last over ULB issue. In a press release, KUT executive chairman, NL Tangsoi, president, M Leolo, executive secretary, Amosnyukshing, vice president C Khunou and joint secretary, Pesing, said the non-cooperation declaration was revoked on the persistent effort of the Khiamniungan Gazetted Officers’ Association (KGOA). The signatories said non-cooperation was revoked in good faith and Christian spirit in the presence of good will team of KGOA officials on April 11, 2017. They said revocation was also in the interest and welfare of the Khiamniungan community. Meanwhile, Khiamniungan Union Tuensang has stated that all the bona fide members of the union would continue to render the utmost support and cooperation in all the activities of KTC as before with effect from the date of withdrawal of non-cooperation.

SC allows withdrawal of NMA from SLP and impleads PUCL

Nagaland Post had on March 6, 2017 reported that though the NMA had purportedly submitted its withdrawal petition sometime in February, the Supreme Court had not responded. In the report published in this newspaper, NMA leader Rosemary Dzüvichü had filed an application (of Civil Appeal No: 3607 of 2016) addressed to the Chief Justice of the Supreme Court of India, for withdrawal of their SLP. In the application, the NMA leader mentioned events that had led them to approach the apex court through the SLP and how on April 5, 2016 after ad-

mitting the SLP, the court issued rule in the writ petition to simultaneous petition 242 of 2014. In the application, NMA had stated: “Now due to circumstances completely beyond our control, we regret to inform this Hon’ble Court that we are unable to proceed with the above mentioned Civil Appeal and the above mentioned Writ Petition, both filed in the Public Interest, and we hereby withdraw the Civil Appeal: 3607 of 2016 and the Writ Petition No: 242 of 2014 from this Hon’ble Court”. NHCEA directs heath care establishments DIMAPUR, APR 12 (NPN): Nagaland Health Care Establishment Authority (NHCEA), Health and Family Welfare has informed that as per the provision of section 4 of NHCEA 1997, no person would be allowed to set up any health care establishment including those run by any voluntary organisation except under valid license granted by the authority in accordance with the provision of the act. In this regard, principal director directorate of H&FW and vice-chair person NHCEA Dr. L. Watikala has directed all private health care establishments to register or renew their licences within three months from the date of issue of this notification. Application form for registration/licence and renewal would be available at Room no: 302 directorate of Health and Family Welfare, Kohima. The principal director said that it was mandatory for all private health care establishments irrespective of the system of medicine, to obtain license and register under the NHCEA.

A new forum of enlightened citizens has also taken up the matter to be pursued with the state government on adopting some legislation in order to protect Article 371A from being rendered constitutionally infructuous.

Bank ACs without Aadhaar to be blocked from May 1 NEW DELHI, APR 12 (AGENCIES): The Income Tax department has issued a fresh notification making Aadhaar number and selfcertification a mandatory for accounts opened from July 2014 to August 2015. According to the notification, account holders will have to submit their KYC details and Aadhaar number to banks and financial institutions by April 30 and self-certify them to comply with Foreign Tax Compliance Act. The department also asked the financial institutions to inform the customers about the repercussions if they fail to submit the details. It said: “The account holders may be informed that, in case self-certifications are not provided till April 30, 2017, the accounts would be blocked, which would mean that the financial institution would prohibit the account holder from effecting any transaction with respect to such accounts.” However, transactions by the account holder in such blocked accounts may be permitted once the self-certification is obtained.

GUWAHATI, APR 12 (AGENCIES): Dubai has requested India to give unrestricted access to airports in the Northeast for its airlines, Emirates and flyDubai. This is the first time that any country has sought an open sky policy for only a specific part of India. “We are keen to have our airlines operating to the North East India. We request you to extend an open sky to NE airports such as Guwahati, Dibrugarh, Tezpur, Jorhat, Bagdogra, Aizwal, Imphal, Silchar, Agartala and the new airport coming up in Gangtok besides any other,” Dubai Civil Aviation Authority head Mohammed Ahil wrote to aviation secretary R N Choubey recently. Union minister of state for civil aviation Jayant Sinha confirmed having received the request and the government is yet to take a view on it.

NEW DELHI, APR 12 (Agencies): From May 1, you will have to pay new price for petrol and diesel every day in sync with international rates, much like what happens in most advanced markets. Ahead of a nationwide rollout of the scheme, state-owned fuel retailers IOC, BPCL and HPCL, which own over 95% of nearly 58,000 petrol pumps in the country, will launch a pilot for daily price revision in five select cities from May 1 and gradually extend it to all over the country. To begin with, daily revision of fuel prices will be implemented in Puducherry and Vizag in southern India, Udaipur in the West, Jamshedpur in the East and Chandigarh in the North. “Ultimately, we will be driving towards market linked rates on a daily basis at all pumps across the country,” IOC Chairman B Ashok told PTI. State fuel retailers currently revise rates on 1st and 16th of every month based on average international price of the fuel in the preceding fortnight and currency exchange rate.

According to Solo, the department would be collecting data from different sources including GIS and verify those data and action would be taken against those who furnished false information. NVC reacts to arrest of its citizens DIMAPUR, APR 12 (NPN): Reacting to the arrest of NSCN (K) functionary’s wife and three others in Manipur’s Senapati district on April 7 last by the Assam Rifles, the Naharbari Village Council (NVC) on Wednesday clarified that the accused Shelly N Sumi, Ikheli alias Keliato, Hozheli alias Hozhily and Qhutoli were all bona fide citizens of Naharbari village. NVC chairperson, Tokheli Kikon; Naharbari village head GB, Ganjalal Mech, secretary, Lanuyanger and Naharbari village GB, Renthungo, said the arrested persons was never found indulging or involving in any anti-social activities and they bear good moral character.
