Staff Reporters DIMAPUR, APR 14 (NPN): Traffic congestion has become a big problem in Dimapur and could continue for perhaps another year as the ongoing construction of the four-lane along NH 29 has not been as fast-paced as one would expect while time taken for construction of the new bridges across Dhansiri river between Purana Bazaar and Walford Colony and at Full Nagarjan near Electrical Colony, will continue to restrict movement of vehicular traffic across the only bridge at present near Burma Camp. Union Minister offers to quit Cabinet, RS
Ch Birender Singh (File)
New Delhi, Apr 14 (IANS): Union Steel Minister Chaudhary Birender Singh on Sunday offered to resign from the Cabinet and also as a Rajya Member after the BJP fielded his son Brijendra Singh from the Hisar Lok Sabha constituency in Haryana. “I thought it proper that if my son gets nomination, I should resign from the Rajya Sabha and also from the Ministry. So I have written to (BJP President) Amit Shahji. I leave it to the party... I am ready to resign,” he told reporters. Birender Singh’s decision to quit is being seen as an effort to send across a message of anti-dynastic politics as his son has been given a Lok Sabha ticket. Brijendra Singh, an IAS officer, will start his political journey from the same Hisar seat, which his father had won in 1984 by defeating former chief minister Om Prakash Chautala.

to Kohima, has been consistent but somewhat slow. According to some officials who were contacted, at the present pace, it could take another year to complete the works. The construction work for the four-lane highway along Purana Bazaar-Chumoukedima, stretches a total length of around 12.9 kilometers. Work had already begun and some marked improvement can be seen in the Purana Bazaar area stretch where nearly 200 meters of half of the four-lane is being paved with concrete. As per the norms, the four-lane express highway is to be paved with concrete mixture and not asphalt as in the earlier days. It was

disclosed that the entire stretch from Purana Bazaar to Chumoukedima will be completed by December 2019. The Purana Bazaar stretch is being laid with Dry Lean Concrete (DLC) composed of stone chips, cement and coarse sand. DLC has a large ratio of aggregate to cement compared to normal concrete. The thickness of DLC is 150 mm or 5.9 inch which is normally used as a base or sub-base of a rigid pavement. Another layer called Pavement Quality Concrete (PQC) has to be laid as the final layer before it is ready for use. An executive from TK Consortium Pvt Ltd, in-
of rainwater from the drains alongside the road, will be culverts constructed beneath the road. The water will flow to the culvert to the nearest drainage system constructed in villages and colonies. Bridges: Presently construction of two new bridges –one between Purana Bazaar and Walford Colony (which used to be connected by the dismantled old bridge constructed during World War-II) and one at Full Nagarjan near Electrical Colony (where another war time era concrete bridge is still being used for light vehicles after cracks appeared on decks)- are yet to be completed. Works on the new bridge between Walford-
volved with the construction work, told this Reporter that the thickness of PQC on the stretch from Purana Bazaar to Chumoukedima will be 280 mm or 11.02 inches. Also, keeping in view the impending monsoon and damage caused to roads due to accumulation of water on the surface, drains have been dug out alongside both sides of the road with slabs to act as pavements. It was also observed that in the drainage construction, there are large holes on the side of drain for seepage of rainwater into the drains from the road. On diversion of rainwater from the drainage, the official explained that the main point for diversion
Purana Bazaar is going on in full swing, even as there has been inordinate delays due to various reasons. Among them was the allegation of harassments faced by labourers at the hands of miscreants. The length of the new bridge over which construction has been going on is around 96 metres. At the construction site, this Reporter was told that it would take another two years to complete the bridge. Due to constant harassment and at times assaults by miscreants, the labourers had to be shifted to Urbaan Hat ground, after which such incidents have ceased since the past three months. EVMs malfunctioning row: Opposition to approach SC NEW DELHI, APR 14 (AGENCIES): Raising doubts over the credibility of EVMs, a number of opposition parties Sunday said they will move the Supreme Court again to demand verification of at least 50 per cent of votes by paper trail. Opposition parties, including the Congress, Telugu Desam Party, Samajwadi Party, CPI and CPI(M), jointly addressed a press conference to highlight the issue of transparency in the election process and protection of voter rights with a call to “save democracy”. Delhi chief minister and AAP supremo Arvind Kejriwal accused BJP of “programming” electronic voting machines to win the Lok Sabha elections. “People don’t believe in EVMs anymore. All of us (opposition parties) want at least 50 per cent VVPAT counting except one party, BJP, which is benefitting out of this manipulation of machines,” he said. “We are raising doubts about the EVMs. The confidence of the voter can
only be restored through paper trail machines…,” Andhra Pradesh chief minister counterpart Chandrababu Naidu said. The Supreme Court had directed Election Commission to increase random matching of VVPAT slips with EVMs to five polling booths per assembly segment, from one at present, in the Lok Sabha polls, saying it will provide greater satisfaction not just to political parties but the entire electorate. Congress leader and senior advocate Abhishek Singhvi said, “If the EC will ignore this issue then we will take other measures. We will not sit quietly.” Singhvi said the opposition parties will carry out a nationwide campaign on the issue of discrepancies in EVMs and alleged that the EC was not doing enough to address the issue. “Questions were raised after the first phase of elections. If you press the button before X party, vote goes to Y party. VVPAT displays only for 3 seconds, instead of 7 seconds,” Singhvi said.
BJP alleges rigging by NPF in Manipur Mystery box carried out of PM’s chopper, Cong files complaint GUWAHATI, APR 14 (AGENCIES): BJP in a complaint with the Manipur Chief Election Officer alleged that armed NSCN cadres had forced people to cast their vote in favour of NPF candidate Lorho Mao from Outer Manipur constituency, which went to polls on April 11, and has also sought the disqualification of Mao’s candidature. According to News18 report, Manipur BJP president K Babhanand in his complaint alleged that the armed cadres had intimidated voters to vote for Mao and were misusing the cease-fire agreement with the Government of India by carrying out widespread rigging. He also alleged that they captured 196 polling stations in Chandel, Tamenglong, Senapati and Ukhrul districts. In a complaint letter, BJP alleged that many voters from Mao, Karong, Tadubi, Kamjong, Tamengiong, Nungba and Tamei had tried to file complaints against the threats, but no security forces paid heed to their plea. Moreover, BJP alleged that several polling stations recorded a voting percentage of 80 per cent by
noon on April 11 and said, “Compared to the past voting results it seemed highly unnatural. We request the commission to look into the CCTV footage of the polling booths.” The complaint letter was signed by BJP Manipur Pradesh president K Bhabananda, vice president M Ashni Kumar and State general secretary T Satyabrata was submitted to CEO office on Wednesday. Earlier, NPP also accused BJP of mass electoral malpractices during the April 11 polls. Addressing media persons at NPP state unit office in Imphal, party leader Kim Gangte accused BJP of using Kuki militant groups under suspension of operation (SoO) to garner votes for the Outer Manipur BJP candidate. Kim claimed that some Kuki civil society organizations and village chiefs were threatened by the militant group. She went on to allege that chief minister N Biren had also warned the Kuki militant groups under SoO pact that the government would withdraw from the truce if they do not cooperate with BJP in the election.
B E N G A LU RU, A P R 1 4 (AGENCIES): A mysterious black box that was allegedly carried out of Prime Minister Narendra Modi’s helicopter, after he landed in north Karnataka’s Chitradurga on April 12, has snowballed into a controversy following a Congress complaint. In a video released by the Congress, two men can be seen carrying the box out of the chopper. Congress leaders, including KPCC president Dinesh Gundu Rao, tweeted a video showing the black box being carried away by a few unidentified people. On Sunday, Congress spokesperson Anand Sharma asked the Prime Minister to come clean on the issue and said the EC should inquire into the contents of the trunk. Sharma said the Congress’ Karnataka unit has already filed a complaint with the EC in this regard. “We saw there were three more choppers escorting the Prime Minister’s helicopter. After landing, a black trunk was

taken out and whisked away in a private car which was not part of the SPG cascade.” Congress spokesperson Anand Sharma, as quoted by PTI Sharma suggested there was cash stashed in the trunk. “What was there in the trunk. If there was no cash in it, let an inquiry be held.” The party also played a video clip claiming that the purported trunk, after being unloaded from the PM’s helicopter, was shipped to a private Innova car, that Sharma alleged was not a part of the SPG carcade, and taken away. Sharma also asked Modi
to give an account of his fiveyear rule to the people of the country as a tribute to Dr B R Ambedkar on his birth anniversary. “The Prime Minister is trying to control and change the narrative because he has no courage the face real issues,” he alleged. Raising the issue of Rafale, Sharma asked Modi to make public the minutes of a meeting held last year between him and former French president Francois Hollande on the fighter jet deal. “Why is he (PM) silent on his role in Rafale scam? Make the minutes of the meeting between Prime
Minister and former French president Francois Hollande on the Rafale deal public by tomorrow. As there has been a controversy, it would help settle it once for all,” he said. The Prime Minister in his “desperation to win has done enormous disservice to the nation by dragging in the Armed Forces for Partisan political propaganda”, Sharma further alleged. “Seeking votes for the courageous action and sacrifices of our soldiers is an unpardonable transgression and also an insult to the Armed forces who defend the motherland under the tricolour and not under one person or party. The Indian Army belongs to the Republic of India,” he said. The JD(S)’s official twitter handle also alleged double standards, claiming that while Election Commission officials checked CM Kumaraswamy’s car multiple times in a day, they aren’t concerned about the mysterious box that was shipped from PM’s helicopter to a private car.
In case of hung Parl, regional parties can be kingmakers KLH condemns assault on NEW DELHI, APR 14 (IANS): With some poll surveys predicting that BJPled NDA may fall short of numbers in the Lok Sabha elections, the role of regional political parties can become crucial in deciding who forms the government at the Centre, if the predictions prove correct. Particular focus will be on parties such as YSR Congress led by Y.S. Jagan Mohan Reddy, TRS led by K Chandrasekhar Rao, BJD of Odisha chief minister Naveen Patnaik and the BSP-SP combine, which have displayed equidistance with both the BJP-led NDA and the Congress-led UPA. Trinamool Congress led by West Bengal chief minister Mamata Banerjee and TDP headed by Chandrababu Naidu could also find a role in the gov-
ernment-formation at the Centre. Banerjee and Naidu have been making efforts to cobble up an anti-BJP coalition and had even hobnobbed with the Congress in this regard. However, Banerjee, while strongly attacking the BJP, has also been targeting the Congress, which has reciprocated in equal manner. The BSP and SP, while being highly critical of the BJP, also snubbed the Congress by keeping it out of their pre-poll coalition. These regional parties are players at around 180 out of the total 543 Lok
Sabha seats and the criticality of their role will be determined by the numbers they get in the elections. A hung parliament would throw up several possibilities and the leaders of the non-Congress and nonBJP block appear to favour such a situation. Jagan Mohan Reddy had said earlier this month that he is hoping for a hung Parliament so that he gets a better deal for the state. Makkal Needhi Maiam (MNM) leader Kamal Haasan had also said that the Lok Sabha election will result in a hung Parliament and there is a possibility of the ‘Third Front’ forming
the government. A pre-poll survey conducted by Lokniti of the Centre for the Study of Developing Societies had said that despite an increase in vote share, the BJP is likely to lose seats due to a “more united Opposition” in key states. The survey pegged BJP’s seat estimate between 222 and 232, far less than 283 seats that it won in 2014 Lok Sabha elections. The pre-poll survey showed that Congress party could win 74-84. The party had won just 44 seats in 2014. The survey showed that National Democratic Alliance may or may not
cross the majority mark, wining between 263 and 283 seats. The United Progressive Alliance is estimated to have between 115 and 135 seats. A CVoter-IANS opinion poll released in midMarch had said that NDA is predicted to get 264 seats, falling eight short of the half-way mark of 272 to form the government. It said that UPA - led by the Congress - can get around 141 seats. There had also been a talk of a federal front before the elections and Rao had held meetings before the elections to bring together non-BJP, non-NDA parties. Such efforts may gain momentum after the elections. If there is a possibility of formation of a third front government, some present allies of BJP and Congress may also join it.
minor, seeks forgiveness

They said Rulanthung, who is a member of KLH, brought defamation to the unit. Stating that they had
no words to express their shame except to appeal, in all earnestness, Tungoe and Ovung appealed to the Konyak community, especially Konyak Students’ Union, Kohima for forgiveness and help resolve the issue on humanitarian gesture. “We have the confidence in the wisdom of Konyak Students’ Union that the best will emerge out of this unfortunate incidence,” they added.
