Thousands of people participated in a protest march called “Not in My Name” at Parliament Street in the national capital, led by filmmaker Saba Dewan At the protest against the Kathua and Unnao rapes, residents of Delhi came out to the streets with banners saying “Make [women safe] In India”, a play on the title of the government’s drive to boost manufacturing. “Our aim is to wake them even if they keep on sleeping,” one of the participants said. the ruling BJP over the incidents, demanding action. Led by party president Rahul Gandhi, Congress held a midnight candlelight vigil at India Gate in New Delhi late on Thursday night, the site where thousands of people protested in 2012 against the brutal gang rape
3 more minor girls raped across India
People display placards as they take part in ‘Not In My Name’ protest against the recent incidents of rapes on Sunday. In Kathua, the eightyear-old girl was kidnapped on January 10 and gang raped by men who wanted to scare away her community from the area. In Unnao, a 17-yearold accused a BJP MLA, his brother and others of raping her when she had gone to meet him last year seeking a job. The case came into the spotlight after she attempted self-immolation in front of Uttar Pradesh chief minister Yogi Adityanath’s residence on April 8. The victim’s father died on April 9 in judicial custody after he was allegedly attacked
by the MLA’s brother. The protesters demanded immediate dismissal of the Yogi Adityanath government in UP for allegedly shielding his party legislator Kuldeep Singh Sengar, accused of raping the girl in Unnao. They also sought adequate security arrangements for the families of the victims, and state support for arranging a competent prosecution team. Saba Dewan said common citizens wanted to send out a message that they are angry with the way rapes have been provided a certain kind of patronage by
the ruling party. “There is anger over the way women’s safety and security is being dealt with. The Unnao and Kathua rape cases show that BJP has place for rapists and condones rapists. This will have to change,” she said. Activist Deepak Kabir, who led the protest in Lucknow, said: “A rapist can be a Hindu, Muslim, Dalit or Christian but we need to understand that he is a rapist. The fight is against patriarchy and we need to push it harder.” Former vice-chancellor of Lucknow University and social activist, Prof Roop Rekha Verma
said, “It is a political matter where accused are being supported by top politicians of the country.” The protesters demanded that the ruling party take responsibility for the growing atrocities against women and take strict measures. “Communal politics is making criminals out of ordinary people. It would not be an exaggeration if we say that the government is promoting rapists with communal agenda,” said Deepak Kabir. Amitabha Pande, a retired IAS officer, read out an open letter signed by a group of retired civil servants ask-
DIMAPUR, APR 15 (NPN): Levelling serious charges of anomalies against M/s CS Infraconstruction Ltd involved in upgrading Wokha-Merapani highway, Lotha organisations have set April 30 deadline for the company to mend its ways. Stating that WokhaMerapani highway was an important road for Wokha district for transporting essential commodities, Lotha Hoho (LH) chairman Mhao Humtsoe and general secretary Er Mhondamo Ovung in a press note said that at a meeting held on April 12, at Wokha, Lotha organisations led by Monitoring and Vigilance Committee of the hoho resolved that unless the contractor complied with the specifications and widening of earthwork latest by April 30, the organisations would not allow the contractor to proceed further. LH said that after observing for the last six
months, Lotha organisations had confirmed that the Lucknow-based firm was not following technical specifications in execution of the work. It also pointed out that non-compliance of specifications had been observed since the work started sometime in October 2017. LH recalled that a hoho team held a meeting with National Highways and Infrastructure Development Corporation (NHIDCL) deputy general manager (DGM) at Sivasagar on November 21 last year and requested for compliance to specifications, to which NHIDCL official had agreed in writing and had even shared detailed project report (DPR) documents with the delegation. The hoho had also convened several meetings with the project in-charge and personnel of the company at Wokha, Bhandari and other places, including at
worksite, during which even memoranda of understanding (MoU) were signed by company’s project co-ordinator Ramesh Kumar Jain at Wokha town on January 3 this year and by senior engineer Rajeev Ranjan Kumar and supervisor Amit Das Gupta at Bhandari on February 15 this year. The apex tribal body said it had also written to NHIDCL several times and to Union Ministry of Road Transport & Highways (MoRTH) on February 9 this year asking the ministry not to release any running bill without site inspection. It had also issued several press statements highlighting the progress of the ongoing work. Since the ongoing works of the contractor were contrary to the various assurances, MoUs and technical specifications, LH had on December 22 last year written to NHIDCL general
DIMAPUR, APR 15 (NPN): Principal Secretary Rural Development department Lhoubeilatuo Kire has not only dismissed the allegation of favouritism made against him by NPF through its Press Bureau but also demanded clear proof and evidence to substantiate NPF’s allegations that he taken money, misused official vehicles and availed government fund to cover his travelling expenses on his official trips to New Delhi. In his rejoinder, Kire also invited NPF’s press bureau to either contact him by mobile (9774401187) or visit him for clarification at his office or residences in either Kohima or Dimapur( addresses given). In the event NPF failed to provide documentary proof and substantiate its allegations, Kire said he would take recourse to traditional, customary or legal means to clear his name to (Cont’d on p-7) the people of Nagaland.
manager (GM), requesting for a coordination meeting on December 28 at Wokha, to which the NHIDCL official had initially agreed. However, on the day of the meeting and after the Hoho had made all arrangements, the GM informed the former over phone from Sivasagar expressing his inability to attend the meeting as Assam’s power minister was inaugurating a power project at Sivasagar that day. Subsequently, LH had convened another meeting with the NHIDCL official and contractor on January 30 this year, at which the NHIDCL official again failed to turn up, while one Sudip Singh, claiming to be site in-charge of M/s CS Infraconstruction Ltd, attended the meeting. But when asked to produce documents to prove his identity, he failed to provide any.
Kire said, as a government servant, it was his bounden duty to reply to the allegations, which were given a personalised colour and tone by NPF. He expressed gratefulness to Kuda Village Council for its unstinted support and clarifying to the public over the issue of corruption which had been widely reported in all local newspapers on April 13. On being accused by NPF of showing favouritism to his native Kuda village with extra fund on the basis of more demand of work under MGNREGS, the principal secretary said Kuda Village Council had already issued a clarification to this effect while denying any alleged corrupt practice. .Kire also thanked NPF for raising the issue over the functioning of the rural development department and its programmes and schemes and admitting that there was a serious need to bring

Amidst nationwide outrage over the brutal gangrape and murder of a minor girl in J&K’s Kathua, three more minor girls were raped across India. A similar incident like the Kathua incident, has come to light from Gujarat’s Surat after city police confirmed rape on a girl who was found dead with 86 injury marks earlier this month. A girl’s brutalised body was found by a passerby in Surat’s Bhestan locality. Postmortem report revealed that the girl was kept confined for eight to ten days, tortured and sexually assaulted. “The body of the 11-year old was recovered by the side of a highway. The girl was sexually assaulted and murdered on April 5,” city’s police commissioner Satish Sharma told Reuters. He added the victim, has not yet been identified and that police from Gujarat’s neighbouring states have been asked to help trace her family. Meanwhile, authorities in Patna said a minor girl was gang-raped on Sunday. The incident took place at 12.30 a.m. near a railway line in the heart of Bihar’s capital. “Both the accused (Chotu Kumar and Phekan Kumar) were caught by a police patrol. of a paramedic on December 16 in the capital. Violent crimes against women have been on the rise despite tough laws enacted in 2013. Lawmakers also voted to lower, to 16 from 18, the age at which a person can be tried as an adult for heinous crimes.
DIMAPUR, APR 15 (NPN): Hundreds joined candle light vigils to show their solidarity with the victims of the rape incidents in Uttar Pradesh’s Unnao and Jammu and Kashmir’s Kathua districts. At supermarket area, nearly 300 people gathered to express solidarity for the 8 year old minor girl from Rasana village of Kathua
district in Jammu who was brutally gang raped and murdered. The event, organized by a Facebook group called Dimapur 24/7, saw people from different communities coming together to show their support and seek justice for the victim. The group with over 20k members had also recently held a poster campaign denouncing violence against women. Speaking during the event, one of the
activists said the scene of violence against women was going from bad to worse with cases of rape and assault on women taking place every day. He said even many of those taking part in the vigil did not understand the gravity of the situation. He broke down in the middle of his speech saying it was time for the people to understand the alarming rate of injustice against women. A lady from among
the crowd said women in India were not safe anymore and even children were not spared in this mayhem. She said people must come together to fight against this menace. She went on to state that rapists do not have any religion or identity in the society. She appealed to the people and the government to come out and protect women who were victimised. Another young lady,
a sociology student, who was also part of the vigil, said rape was not the only injustice perpetrated against women. She said even in the context of Nagaland, there was a huge gender disparity. “I believe events like these should be held more often to sensitize people on gender equality,” she added. Later the admin of the group thanked the commissioner of police, Dimapur for allowing the group to hold the event. Father (Dr) C.P. Anto, in a short speech, lauded Dimapur 24/7 for organizing the noble event. He later concluded the event with a benediction. Speaking on the oc-
casion, Student’s Union, SASRD Kedirisi Namdaw said people of Nagaland were also very much concerned for the justice of the victims. Joint secretary, NorthEast Zone of All India Agricultural Student’s Association, New Delhi, Ashwini Ananda asserted that “there is a religion above all religions, that is the religion of humanity and we should understand it as soon as possible, otherwise humanity is on the verge of extinction and examples are already there” Pro-Vice Chancellor (ic) of SASRD, Prof. M. Aleminla Ao, expressed deep pain and demanded justice for the victims. Short speeches were also delivered by asst professor, department of Genetics and Plant Breeding, Dr Pankaj Shah; asst professor, Department of Agronomy, Dr A. P. accountability and transparency in the department. Asserting that the department was willing and committed to bringing about change, he solicited active support and cooperation from all “right thinking people” as the MGNREGS was aimed at bringing about positive change in the rural landscape of the State, if the scheme was properly implemented. “My conscience is clear that I have performed my duties within the existing norms and as per procedures laid down. The public is well aware of the quality of MGNREGS implementation with regard to omissions/ commissions under the NPF government in the last three years,” he remarked. Kire said that, instead of making personalised allegations against him, NPF could have discussed the matter over the table with him to let him explain his side of the story. (Cont’d on p-7)
