SH withdraws April 13, 2016 resolution

DIMAPUR, APR 17 (NPN): Sumi Hoho during its executive meeting held on April 10, 2017 at Sumi Hoho Ki, Zunheboto reviewed the April 13, 2016 meeting resolution wherein one Luhevi Achumi was debarred from active participation in any of the Sumi social organizations for a period of 6 years with effect from April 2016. However, SH general secretary Vihuto Asumi said “as a respect to the request of the Western Sumi Hoho to withdraw the resolution, SH, after thorough deliberation, has withdrawn the April 13, 2016 executive meeting resolution.”

Naga doctor drowns

DIMAPUR, APR 17 (NPN): A 30-year-old Naga doctor identified as Dr. L. Rungcho Jami, son of Libemo Jami of Chudi Village, who was serving as Medical Officer at Bhamragarh, Maharashtra, drowned at Gadchiroli during an outing with friends on April 16. His funeral service was held on Monday at Government Medical College Nagpur organized by NCF Nagpur. His body was flown to Delhi Monday night and would be reaching Dimapur by flight on Tuesday afternoon. Thereafter, the body would be taken to his parental home in Wokha where funeral will be held on Wednesday. (Staff Reporter)

KTKK serves ultimatum over incomplete bridge

DIMAPUR, APR 17 (NPN): Taking strong exception to the unfinished Shozukhu-Zukihe Bridge under Dimapur district, the Khaghaboto Area GBs’ Association (KTKK) on Monday advised the responsible parties to sort out the differences within 15 days time in larger interest of the affected people. In a press release, KTKK president, Vikato Ayemi, cautioned that failure to resolve the issue within stipulated period would compel the association to take its own course of action for completion of the bridge. Drawing the attention of the PWD (R&B) to the issue, the association pointed out that the work was awarded to M/s PABSCON in 2005, which was to be completed within 24 months. However, it stated that the work stopped mid way for reason best known to the contractor and the department. Reminding that the said bridge was the lifeline to almost half part of Sumi villages under Western Sumi area, KTKK said people had patiently waited for years for completion of the bridge. It said the silence of the contractor and department has dashed the expectation that people had upon the government.

NAGALAND CONG PUTS POLICE DEPTT IN THE DOCK WITH FACTS & FIGURES DIMAPUR, APR 17 (NPN): Police department has again been put in the dock by the recently formed Nagaland Congress (NC) which questioned the department for the “alarming appointments of Nonlocals (15%)” and the high number of “under/unqualified candidates”. NC through its media cell revealed that 7005 candidates were appointed from January 2009 to December 3, 2015 against the posts of– constable, NCE, ABSI, UBSI and ASI. NC said 64 were MA/equivalent (0.91%), 610 were BA/ equivalent (9%), 1381 were 10+ (20%) and 4050 were 0-10 (71%). It stated that most non-tribal appointees were in the category of Class 0-10. NC stated that out of the 23805 employees (as on October 13, 2016) in the police department, 3418 were non-locals, which constitute about 15% employees in the department. It claimed that non-locals were currently second highest employees in police department, surpassing all

native tribes (except one) of the state. Stating that the PHQ office later gave a revised figure at 6838, NC said even then 747 non-locals were appointed constituting 11% of total appointment. Further, pointing out that appointment of nonlocal was fourth highest (as on December 3, 2015), the NC said those non-locals largely were Nepali, Bihari, Assamese, Muslims and people from Kerela, UP, Manipur etc, substantial number of Kuki and fewer numbers of Kachari, Garo, Mizo and other Naga tribal from outside the state. With regard to the mode of appointment, in the case of 6838 candidates, the NC said 1160 (17%) was through recruitment process while 1672 (24%) through departmental and 4007 (59%) through PHQ, Comdnt, SP etc. It stated that departmental appointment was more of direct appointment in most battalions and units rather than through actual recruitment process. Excommunication of Ozukum ‘emotional and illogical outburst’: NPUCL DIMAPUR, APR 17 (NPN): Naga People’s Union for Civil Liberties (NPUCL), through its president Kahorngam Zimik has come down hard against Ao Senden for having recently excommunicated P. Chuba Ozukum Naga Hoho president (who defied Senden by not resigning the post). Zimik termed the decision of the Senden to excommunicate Ozukum as an “emotional and illogical outburst” where restraint would have better served the interest of all Nagas as a whole. He also opined that “many tribal councils” act more with “emotion than prudent decision”. Zimik said that as Naga Hoho represents all Naga tribes and therefore, “by resorting to such cheap and unwarranted act, we are harming the prestige and authority of the only united apex council of the Nagas” that was precious to the common journey. Zimik urged upon all Naga tribal organisation, especially Ao Senden to reconsider the excommunication of Chuba Ozukum in the interest of all Nagas and address all issues “democratically and amicably”.

KOHIMA, APR 17 (NPN): As part of their phase wise agitation against non-payment of salaries for almost half a year, the Nagaland RMSA Teachers’ Association-2016 (NRMSATA-2016) on Monday launched its phase-I agitation by boycotting classes. The association would boycott classes for three days from April 17-19, 2017, which would be followed by poster campaign (phaseII) and sit-in protest at the directorate of school education or secretariat (phase-III). Talking to media persons here Monday afternoon, NRMSATA president, Renbemo L. Patton, and general secretary, Khezhothito Keyho, highlighted about the struggle of the teachers had to undergo. They lamented that despite several representations and ultimatum, the responsible department did not respond, which they said only showed that the department did not have any concern for the teachers. tion department has called for a meeting to solve the issue. Further, the association president recalled that in December 2016, the department while disbursing salaries (till October 2016) had assured to clear the rest two months (November-December) in January 2017. However, he said the department has instead prolonged as they have not been paid for almost six months now. He also recalled that in February when offices were forced to remain closed, the state government appealed to the pressure group to allow the government offices to function so that salaries could be released. The association president said that the state government has huge concern for the state employees but not for CSS employees like SSA, Hindi or RMSA. NRMSATA general secretary, Keyho, said that five months have already lapsed and many teachers were in debts. He said that unless the teachers were remunerated for their work, they would not continue their work. “We have passed the limit of patience,” he said.

NEW DELHI, APR 17 (AGENCIES): The Rastriya Swayamsevak Sangh (RSS) is backing Dr. S.C. Jamir, a senior Congressman from Nagaland and current Odisha Governor, as its vice presidential nominee, a senior RSS pracharak in the Northeast, told The Wire. If Jamir is elected to the post, he will be the first vice president from the Northeast. The RSS, has been working to spread the influence of the BJP in the region. “There is a list of candidates for the post of vice president [with the government] but we are supporting the candidature of former Nagaland chief minister S.C. Jamir,” an RSS pracharak told The Wire from Shillong on April 17. I have had discussions with the central leadership of RSS on this issue and we have their support.” Though the BJP has not officially named its candidate for the post of vice president yet, Ram Madhav, party national secretary in charge of the Northeast, hinted at such a possibility in a tweet after a meeting with Jamir in Bhubaneswar (Cont’d on p-8) on April 16. The chief manager also said that many customers from other banks were also using SBI’s ATMs, and that they cannot decline any customers be it SBI’s or others. It was also learnt from business establishments that there has been drastic fall in the market during the last four to five days.

DIMAPUR, APR 17 (NPN): NSCN (R) has demanded immediate and unconditional release of its cadres, who were under the captivity of NSCN (I-M). MIP of NSCN (R) said that it would not tolerate the “ghastly act” of NSCN (I-M) in detaining its cadres without any rhyme and reason, when the Nagas were yearning for peace and unity amongst various section of the Naga society. It therefore, urged the NSCN (I-M) to abstain from such unwanted activities, considering the fragile Naga political situation. Further, NSCN (R) cautioned the “Hebron campers” that it would not remain a mute spectator but would act accordingly and said that for any unwanted situation NSCN (I-M) would be held accountable.

31 earthquake observatories by year-end NEW DELHI, APR 17 (AGENCIES): As many as 31 new seismological observatories will come up in the country by the year end to boost information gathering capability on earthquakes. The observatories generate ground motion data recorded by digital seismography used for estimation of data and other earthquake parameters. National Centre of Seismology, a unit of Ministry of Earth Science, will install 5 observatories in Uttar Pradesh, 4 each in Bihar and Haryana, 3 each in Himachal and Delhi, 2 each in Jammu and Kashmir, Rajasthan and Madhya Pradesh and 1 each in Uttarakhand, Jharkhand, Punjab, Chhattisgarh, West Bengal and Lakshadweep. NSC maintains a National Seismological Network comprising 84 seismological laboratories across India.

Hamid Ansari’s term will end in August. According to news reports, besides Jamir, Jharkhand governor Draupadi Murmu and Maharashtra governor Ch. Vidyasagar Rao are also contenders to the vice president post. Prime Minister Narendra Modi has reportedly not yet expressed his preference for any candidate. He was supposed to discuss the issue in “pull-aside meetings” at the BJP national executive held in Odisha on April 15-16, though the outcome of such “meetings” has not yet been reported in the media. Besides being a fivetime chief minister of Nagaland – three of these as a Congressman – 87-year-old Jamir, “is suited for the post as he is a patriot, never supported the separation of the

Naga people from Bharat,” said the pracharak. Jamir, who also served as the parliamentary secretary to India’s first prime minister, Jawaharlal Nehru, was a member of the committee that held talks with the central government in 1960 that led to the formation of Nagaland as a state and is one of the signatories of the 16-point agreement. “What is important is also that by choosing Jamir, the Narendra Modi government will send a strong message to the Northeast about bringing the region to the national mainstream,” the pracharak said, which in turn, “will help the BJP gain power in Meghalaya and Nagaland, also because Jamir is a devout Christian.” (Cont’d on p-8)

Heavy rainfall expected in Nagaland and NE states GUWAHATI, APR 17 (AGENCIES): Apart from Northeast India, almost the entire country is reeling under hot weather conditions. Temperatures are rising up in most parts of the country with heat wave conditions prevailing in parts of West and Central India. But, states like Assam, Meghalaya and Arunachal Pradesh are observing moderate to heavy rains all through March and April. And as of now, the Northeastern parts of the country will be witnessing moderate rain and thundershower activities from April 19. Around April 21 to 23, Skymet Weather expects heavy to extremely heavy rainfall over Nagaland, Manipur, Mizoram, and Tripura. Such weather conditions over these states are expected to continue until April 26.

As per Skymet Weather, the reasons for these heavy rains can be attributed to the moderate winds coming from the Bay of Bengal. We expect a Cyclonic Circulation to form and persist over northern parts of West Bengal and adjoining areas. Moreover, moisture incursion is prevailing over the entire Northeastern states. As of now, heavy to extremely heavy rain spells, at one or two places is expected over the region, especially over Assam, Meghalaya, and Arunachal Pradesh in the next 48 hours. Thereafter, the rain intensity will reduce over Assam and Arunachal Pradesh. However, Meghalaya and Nagaland, Manipur, Mizoram, and Tripura will continue with moderate to heavy rains for another 24-48 hours. These rains may cause flooding and water logging at many parts.

Central team assesses flood, landslide damages in Nagaland

DIMAPUR, APR 17 (NPN): A five-member Inter-Ministerial Central Team (IMCT) on Monday arrived Nagaland for an “onthe-spot assessment” of the situation in the wake of floods and landslides in the state during 2016. According to CMO media cell, the five-member Central team along with the Nagaland State Disaster Management Authority (NSDMA) officials also called on chief minister, Dr. Shürhozelie Liezietsu at his residential office, Kohima. The team led by MHA joint secretary (police-1), Kumar Alok algon with NSDMA officials made a power point presentation and briefed the chief minister on how natural calamities had caused damages in the state. Dr. Shürhozelie expressed his gratitude to the team for taking the trouble to visit the state and brief him about the situation, saying “Nagaland is a small state

but it has its fair share of problems”. He said Nagaland, being a resource crunched state, was totally dependent on the Centre. It is during unexpected disasters that draw considerable amount from the state’s exchequer, he said. Dr. Liezietsu further went on to point out that the soil in Nagaland was young, making it more landslide prone compare to other North Eastern states. “The damages caused by rainfall here are often overlooked since our soils don’t retain the rain water which destroys not only our crops but also our roads,’ he said. Moreover, the chief minister said that the flood in Brahmaputra river was because of rainfall in Nagaland. The IMCT team also included-- director, department of Agriculture, Cooperation and Farmers Welfare Kolkata; Dr. Manoharan, joint director department of Expenditure, Ministry of Finance, S.C. Meena; AD (H) department of Rural Development, Delhi, Mohit Verma and Executive Engineer, Ministry of Road Transport and Highways, Guwahati, Sachin Kumar Gautam as members.
