Insurgency anti-devp, says Naidu GUWAHATI, APR 18 (AGENCIES): Union Information and Broadcasting Minister M. Venkaiah Naidu said that the only way for development of the North-east is peace and terrorism and Insurgency are anti-development. Naidu said the central government under the leadership of Prime Minister Narendra Modi is striving to take the North East region on a high growth trajectory. “ Re f o r m - p e r f o r m transform is our motto and our government is going to ensure that the fruits of India’s economic development reach the poorest of the poor of the country,” the Minister said presiding over a meeting here to review the progress of Central Government schemes for providing housing in urban areas in eight NE states. PSC ‘proposed action’ kept in abeyance DIMAPUR, APR 18 (NPN): Consequent upon assurance by the department of Health and Family Welfare (H&FW), the Phom Students’ Conference (PSC) has decided to keep its “proposed action” in abeyance. In this regard, PSC held an emergency meeting and after discussion on the written assurance decided to give 30 days time to the department to fulfil the 7-point demand, stated PSC president Hongkam D Ngonyen and general secretary Lungchem Phom in a statement. PSC also decided to take stern action without any notice in the event H&WF failed to respond positively. It also appreciated the prompt action taken by the department in appointing Medical Superintendent and General Duty Medical Officer (GDMO). The student body also informed that the issue between PSC and Commissioner and Secretary, H&WF has been solved amicably after the latter clarified in written as demanded by Phom Students’ Conference. The Minister also mentioned the setting up of permanent campus of Indian Institute of Mass Communication (IIMC) at Aizawal which would be developed as media training hub for North East Region and South East Asian countries. The institute would be developed at an estimated cost of Rs. 25 crore.

NEW DELHI, APR 18 (PTI): The Union Cabinet is likely to take a call on Wednesday on procuring paper trail machines for the Election Commission which wants to use them in all polling stations in the next Lok Sabha elections. The item ‘procurement of VVPAT units’ has been listed on the agenda of the Union Cabinet scheduled to meet tomorrow morning. But it is still not clear whether the Cabinet would clear the entire Rs 3,174 crore needed for over 16 lakh paper trail machines to cover all polling stations in the 2019 Lok Sabha elections or go for instalments. For EVMs, the Cabinet has so far cleared two tranches of Rs 1,009 crore and Rs 9,200 for the Commission to buy new voting machines.

Since June 2014, the Commission has given at least 11 reminders to the government seeking funds for VVPAT machines. Last year, Zaidi had written to Prime Minister Narendra Modi drawing his attention to the funds needed for the machines. The Supreme Court has asked the Commission to give a tentative timeframe by which it can use VVPAT machines in all polling stations. The EC says two PSUs -- ECIL and BEL -- need 30 months to produce the over 16 lakh VVPATs. The BSP, the AAP and the Congress had attacked the EC for allegedly using “tampered” EVMs. Sixteen parties, not including the AAP, had recently petitioned the EC to revert to paper ballot system for greater transparency.

NEW DELHI, APR 18 (AGENCIES): With a number of complaints being received over late running of trains, railway minister Suresh Prabhu has cracked the whip on officials concerned, asking them to improve punctuality rate or “face action”. Zonal heads have been asked to deploy a senior-level officer in the night shift between 10 p.m. and 7 a.m. immediately to monitor the situation and address the problems, if any, to prevent delay. Prabhu also took note of discrepancies between train timings data available on National Train Enquiry System, official website of Indian Railways, and actual train timings experienced by passengers. In a letter to the officials, he sought immediate corrective measures to obviate the problems.

ANPSTA demands filling of 532 posts of PTs DIMAPUR, APR 18 (NPN): All Nagaland PreService Teacher Association (ANPSTA) has served a 30-day deadline on the State government demanding that the 532 vacant posts of primary teachers (PTs) should be filled up by the qualified candidates, who have cleared the Teacher Eligibility Test (TET) conducted by the government in 2013 and 2016. According to ANPSTA president Obed Yhobu, minister of school education while replying to a question raised by BJP MLA during the NLA session on March 24, 2017 had categorically stated that there are 532 primary teacher posts lying vacant in the state. Serving the representation to minister of school education, commissioner and secretary and director school education, the association cautioned that in the event the demand was not met within the given

timeline, they would approach the court for appropriate action. ANPSTA said that TET examinations was conducted in 2013 and 2016 under the modalities and norms that “all appointments of teachers whether it is against resulting vacancies or new post creation shall be filled only by those who have qualified TET based on merit are eligible for appointment to the post of teachers in schools without going through any other written examinations in the State, except oral interview.” However, after clearing TET, the qualified candidates were not called for interview and their fervent appeals to conduct recruitment were also ignored by the government. ANPSTA also condemned the school education notification of June 5, 2013 which stated, “2. Posts falling vacant due to retirement, death, resignation, termination etc with effect

from 1st may 2013 will be freezed. Such posts will be transferred to the deficit schools till such time the required pupil teacher ratio (PTR) of 25:1) is attained in all schools in Nagaland. 5. Recruitment of Teachers will be made through the Teacher Eligibility Test.” The association said that freezing of such appointments for almost four years have resulted in the denial of education to many children within the state. It reminded the government that its primary function was to provide education, and that “freezing of appointment of teachers is illegal, arbitrary and capricious infringing upon the sacrosanct fundamental rights as well as other constitutional rights guaranteed by the Constitution of India”. In the light of the above, the ANPSTA urged State government to fill up the vacant posts with TET qualified candidates.

KOHIMA, APR 18 (NPN): Nagaland RMSA Teachers’ Association-2016 (NRMSATA-2016)’s phase-I agitation in the form of boycotting classes entered second day on Tuesday with no response from the state government or the department of school education. The association launched its phase wise agitation on Monday against non-payment of salary by the government. NRMSATA president, Renbemo L. Patton, told Nagaland Post that the teachers were hoping for negotiation to take place since the day ultimatum was served on the department. However, he said they were disappointed over the silence of the responsible department, saying so far no meeting or negotiation has happened. He said if nothing positive comes out by April 20, the teachers would launch phase-I agitation (poster campaign) in Kohima. He said the poster campaign would be carried out in some targeted areas. He said despite the campaign if there was positive outcome, the teachers would stage sit-in protest (phase-III) at the directorate of school education, Kohima.

IMTN rebuts NL Cong’s ‘non-local’ statement DIMAPUR, APR 18 (NPN): Indigenous Minority Tribes of Nagaland (IMTN), a conglomeration of the Indigenous tribes of Kuki, Kachari, Garo and Mikir/Karbi on Tuesday condemned the deplorable statement, and termed as “false facts provided” by Nagaland Congress (NC) equating them as “non-local and outsiders” in its statement published in the local dailies with regard to appointments in the police department.

In a press note, IMTN president K. Lun Tungnung, said the mischief and highly condemnable facts and figures presented by NC, in labeling the indigenous recognized tribes like the Kuki, Kachari & Garo as non-locals and equating them at the same level with people from Bihar, Muslim, UP, Kerala and other nonrecognized Naga tribes from outside, was nothing but an attempt to distort and present a false pictures of the

status of this tribes. IMTN reminded NC that it should not distort facts and history to gain cheap political mileage for their political goals while attacking the present government. It also reminded NC that the four indigenous tribes were not something that had just cropped up from nowhere. “These Tribes are legally recognized by the government both Central and State and duly protected

by the Constitution Order of 1970,” IMTN said, adding, Kuki, Kachari, Garo & Mikir/Karbi have been part of the present State of Nagaland even before the state of Nagaland was established on December 1, 1963. IMTN said the history and the settlement of these tribes were as old as any other recognized tribes of Nagaland. Govt assures to soon start work on NH-61 DIMAPUR, APR 18 (NPN): State government has assured the Lotha Hoho and Rengma Hoho that the two-lane works of National Highway-61 (New NH-2) would commence at the earliest. In a press release, PWD (NH) chief engineer, R Temsutemjen, said the commitment was made at a meeting held in the deputy commissioner (DC) conference hall, Wokha on April 17, 2017 between the Lotha Hoho and Rengma Hoho and officers of works and housing and PWD (National Highways) in presence of the DC Wokha. The meeting was in connection with the intended bandh by Lotha Hoho and Rengma Hoho to press for their demands for immediate starting of the twolane works of NH-61 (New NH-2). At the meeting, the hoho leaders expressed concern and the inconveniences faced by the general public and road users due to non implementation of the road project by the PWD(NH). Officers of the department of works & housing and PWD (NH) also shared their views and the technical procedures that needed to be followed before going ahead with the implementation of the project. After deliberation, the department of works & housing and PWD (NH) committed that the department will commence the work at the earliest, but not exceeding three months with effect from April 17, 2017.
