LPG price cut by `10 per cylinder from April 1 DIMAPUR, MAR 31 (NPN): In a relief to common man, State-run oil marketing companies (OMCs) will reduce the price of domestic LPG cylinder by Rs 10 per cylinder from April 1. With the revised rate, a 14.2 kg LPG cylinder in Dimapur and Kohima will cost around Rs. 827.50 and 828.50 respectively from April. In a statement on Wednesday, OMC major Indian Oil Corporation said that prices of crude oil and petroleum products in the international market have been on a constant uptrend since November 2020. Fuel retailers revise prices of LPG cylinders every month. The LPG prices had been increased by Rs.125 per cylinder in recent weeks. The price of LPG cylinders in India is dependent primarily on two factors — the international benchmark rate of LPG and the exchange rate of US dollar and rupee.

KO H I M A , M A R 3 1 (NPN): In view of the delay in appointment of district education officers (DEOs) due to a case filed by some aggrieved graduate teachers (GTs), adviser School Education KT Sukhalu has asserted that he would be compelled to assign higher secondary school (HSS) teachers or officers from the district administration to function as DEOs as he could not allow the department to be defunct. Speaking at a one-day seminar for national and state teacher awardees at the directorate of School Education here on Wednesday, the adviser said a decision was already taken for lateral entry at the level of assistant headmaster for those who had served 10/15 years through an interview, adding that the department would not be able wait any further for the matter to be settled.

“Many will be missed out, however I will not sacrifice the department because of selfish reasons and because of those who don’t have concern for the department,” he stressed. Pointing out there were many schools without headmasters and assistant headmasters, he said yet the department could not fill up the vacancies because of the ongoing court case. Sukhalu mentioned that there were certain posts of primary teachers (PTs) and GTs that were filled up in the past with candidates
having passed class 10 or 12. Subsequently, he said they graduated and were inducted as GTs either through manipulation just because there were sanctioned posts and some were again regularised from the date they were appointed as GTs, which according to him did not have any logic or made any sense. As no one was willing to listen and come to an understanding, he said if the court issue continued, none of the GTs (amongst these groups) would be promoted and they would retire as GTs. He also warned that if the court case continued, there won’t be SDEOs and subsequently there would be shortage of DEOs. Under such circumstances, the adviser asserted that he would have no option but divert teachers from HSS or even the district administrative officers like EACs and SDOs to serve the department. Kohima district administration has declared St. Paul Training Institute, Phesama as containment zone in view of detection of COVID-19 positive cases at the institute. In an order issued on Wednesday, the deputy commissioner (DC) Kohima, Gregory Thejawelie, notified that there shall strictly be no entry or exit from the containment zone.
“This was necessitated to map the local transmission of the disease and prevent the contagion from spreading,” DC stated. The order stated that the residents within the containment zone would be regularly monitored by the medical team over phone or otherwise, till they recover or test negative for Covid19 infection. Informing that the
containment zone was mapped and cordoned off, the DC has advised the public to follow all safety precautions. The order cautioned that those who failed to comply with the guidelines would be penalised under Section 51 to 60 of the Disaster Management Act, 2005, the Epidemic Disease Act, 1897 and relevant sections of India Penal Code.

DIMAPUR, MAR 31 (NPN): NSCN (I-M) has once again reiterated its position on separate Naga flag and constitution, asserting that the Naga national identity symbolised by the Naga flag and constitution could not be sacrificed and put on the bargaining table in exchange for anything. In a statement, NSCN (I-M) maintained that “Nagas cannot be insulted by asking them to stand by Indian national flag at the cost of dishonouring the Naga national flag that defined Naga political identity as a nation.” NSCN (I-M) said this was the crux of the issue that Naga people simply could not compromise. It would be unjustified for Government of India (GoI) to run roughshod the unique
history of Nagas that it had given official recognition, the organisation stressed. “Significantly, flags that represents the national identity of India and Nagalim is the natural picture to be seen in any Indo-Naga political talks. This inadvertent lapse has been misconstrued by GoI and thereby is creating unnecessary obstruction by making an issue out of it,” NSCN (I-M) said. Mentioning that the ongoing Indo-Naga political talks held at the highest level without pre-conditions with Government of India (Centre) was mandated by Naga Hoho, Naga tribal hohos and Naga civil society organizations (CSOs) spread across Nagalim covering over 1,00,000 sq km, NSCN (I-M) said when the ceasefire was officially declared
on August 1, 1997, it was agreed, among other things, that political dialogue would be held at the highest level, i.e., at the Prime Minister level. And since then, several rounds of Indo-Naga political talks were held in different countries, in India and Nagaland as well, it added. For obvious reasons, NSCN (I-M) said the Prime Minister of India appointed an interlocutor as his representative, while NSCN was led by ato kilonser (Prime Minister) of the Government of People’s Republic of Nagalim. DIMAPUR: With an aim to carry out effective implementation of Tobacco Control Laws in the district, District Tobacco Control Cell (DTCC), National Tobacco Control Program (NTCP), Phek organised training on Cigarettes and Other Tobacco Products Act (COTPA) 2003 for police personnel on March 25 at Phek Town Council Hall. A press release by NTCP Phek stated that in the keynote address, Superintendent of Police
(SP) Phek, Vesupra Kezo advised the personnel to be aware of the various sections and effectively implement the laws and enforce as per the provisions of the Act. In the first session, psychologist NTCP, Phek sensitised the participants on harmful effects of tobacco, poisonous chemicals contain in tobacco etc., while in the second session, nodal officer NTCP Phek, Dr. Nichukholie Vupru briefed the police personnel on COTPA 2003.

D I M A P U R : Fa r e we l l programme in honour of outgoing engineer-in-chief, Shikato Sema was held on March 31. In a press release, chief engineer (T&G), Nribemo Mozhui stated that while speaking on behalf of Association of Power Engineers Nagaland (APEN), president Penrithung Yanthan said that Sema held key posts such as vice president of FONSESA (2014-15), general secretary of APEN (1993-2002), president of APEN (2015-19) and was currently serving as the chairman, North East regional power committee’s (TCC), under ministry of power, government of India till his retirement. Chief engineer (D&R) Moa Aier spoke of the contribution of the outgoing engineer-in-chief in sectors such as distribution, transmission, generation & rev-
enue and felt that his knowledge and experience would be valuable for the progress of the department even after he relinquishes the office. Incoming engineer-in-chief Nribemo Mozhui congratulated Sema on achieving 35 years of service. In his farewell speech, outgoing engineer-in-chief thanked the Almighty for being kind to him throughout his entire career and for making him what he was and where he was today. He said that the department had achieved a great deal in all the sectors, distribution sector which excelled in electrifying rural areas with various central schemes, transmission sector which has a robust transmission network connecting all the districts and generation sector which was coming up with two new hydro projects i.e. 24 MW Zungki and 42 MW Lower-
Tizu to be funded by Asian development bank. He mentioned that he had the opportunity to work in all the sectors of the department and felt fortunate to be associated with the milestone achievement of the department such as 24 MW Likimro hydro project, setting up of SLDC, power system improvement project in Dimapur, computerisation of electricity revenue management, etc. He thanked officers and staff of the power department for the cooperation extended to him and encouraged to continue the same to the incoming engineer-in-chief. DIMAPUR: The court of judicial magistrate first class Boduve Peter Resu convicted and sentenced one accused Laventhung Lotha to undergo two years rigorous imprisonment with a fine of Rs. 5000 for commission of robbery under section 392 IPC. A press release by the office of the public prosecutor stated that the accused was arrested for robbing an auto driver in broad daylight and deliberately threatening the victim as a member of insurgency group. The case was investigated by east police station successfully and the prosecution case was conducted by assistant pub-
lic prosecutor, Dimapur Imlimongla. Magistrate in his judgement said that in a state like Nagaland which is “hard hit by insurgency” and where “extortion and robbery were considered normal everyday affairs, victims and witnesses were afraid to come forward due to the fear of their own safety”. He said that this emboldened the criminals to continue harassing the innocent people of the state. Further, he stated that protecting the society and deterring the criminal was an avowed object of law and that was required to achieve by imposing an appropriate sentence.
DIMAPUR: An assessment camp on inclusive education for Children with Special Needs (CWSN) was conducted in block wise on March 22-23 at Chozuba, Pfutsero, Phek and Meluri. A press release by District Mission Authority (DMA) Samagra Shiksha, Phek informed that the camp was held for the age group of 6-18 years (both schooling and non-schooling) under Phekdistrict. The release informed that 146 children attended the camp and were assessed by a team of specialist headed by officials from the state mission authority, Samagra Shiksha Nagaland.

The panel discussion on the impact of COVID-19 on children was moderated by Vitono Gugu Haralu. GUWAHATI, MAR 31 (PTI): The fate of five ministers, the deputy speaker and a few significant opposition faces will be decided as 39 seats in Assam go to the polls in the second phase on Thursday. In all, 345 candidates, including 26 women, are in the fray in this phase, the polling for which will be held from 7 am to 6 pm amid heavy security and strict COVID-19 guidelines, officials said. The ruling BJP is contesting 34 seats, while its allies Asom Gana Parishad (AGP) and United People’s Party Liberal (UPPL) are fighting in six and three seats, respectively. There are “friendly contests” between the BJP and the AGP in Patharkandi and Algapur, while the BJP is engaged in similar fights with the UPPL in Majbat and Kalaigaon. The Grand Alliance’s Congress is contesting in 28 seats, the AIUDF in seven and Bodoland Peoples’ Front (BPF) in four. The newly-formed Assam Jatiya Parishad (AJP) is contesting in 19 seats. Assam breaks all records in poll seizures
Items worth over Rs 110cr confiscated so far Guwahati, Mar 31 (PTI): Assam broke all previous records in seizures of cash, liquor, drug and other goods after the assembly polls were notified with several agencies confiscating items worth over Rs 110 crore, Chief Electoral Officer of Assam Nitin Khade said on Wednesday. During the 2016 state polls, central and state agencies had seized goods worth less than Rs 20 crore. Addressing a press conference, Khade said, “After the Model Code of Conduct (MCC) came into force on February 26 in view of the Assam assembly elections, cash and other valuables worth Rs 110.83 crore have been seized till date. “Till now, seizures of drugs and narcotics worth Rs 34.29 crore, over 16.61 lakh litres of liquor worth Rs 33.44 crore, cash amounting to Rs 24.50 crore along with gold, silver jewelleries and gold bars worth Rs 3.68 crore have been made.” The items were seized from different parts of the state during search operations carried out by Assam Police, flying squads, static surveillance team, excise, and other enforcement and regulatory agencies, he said.

Gandhi, while addressing an election rally in Chaygaon constituency in Assam’s Kamrup district, urged people to listen to him if they want to hear the truth. “I haven’t come here to lie to you. My name is not Narendra Modi. If you wish to hear him lie about Assam, farmers or any other issue, switch on the television. He lies to India 24/7. If you want to listen to the truth, hear me out,” he said. As promised, the Congress had waived farm loans within six hours of assuming power in Chhattisgarh, while the former UPA gov-
ernment had waived Rs 70,000 crore agricultural loans after the farmers had requested for it, he said. “People from different languages, ethnicities and ideologies are peacefully listening to me. This is Assam. But the BJP makes one brother fight another and spreads hatred. They give tea garden contracts to outsiders. “Assam will elect its own chief minister when the Congress comes to power. Mizoram reports 5 fresh COVID cases
New Delhi, March 31 (IANS): From strengthening booth management to knocking on every door in each constituency: these are just some of the steps taken by the BJP in its bid to win the maximum number of seats in the second phase of the Assam Assembly polls to be held on Thursday. Polling will be held on 39 seats in the second phase of Assam assembly elections on April 1. In the last assembly election in Assam, the BJP had won 22 out of 39 seats in the areas where voting will be held in the second phase. Nagaland BJP delegation meets NEDA convener
DIMAPUR, MAR 31 (NPN): A delegation of BJP legislators from Nagaland led by deputy chief minister (DyCM) and BLP leader Y Patton met Assam’s minister and NEDA convener Himanta Biswa Sarma at Guwahati on Tuesday. The delegation held a meaningful discussion on various issues pertaining to both the States and shared visions of BJP for the progress and development of the
test with UPPL’s Gobinda Chandra Basumatary, who is currently the deputy chief of the Bodoland Territorial Council (BTC). The elections will be held amid tight security with 310 companies of forces being deployed for the second phase, an official said. Round-the-clock patrolling is being carried out along with strict vigil in critical areas in all the constituencies spread over 13 districts in Barak Valley, the Hills districts and parts of Central and Lower Assam. A constable and a home guard will be deployed in each polling station with sector and zonal police officers to monitor the situation. A total of 73,44,631 voters will be deciding the fate of 345 candidates. Of them, 37,34,537 are males and 36,09,959 females, while 135 are third gender voters. Total 10,592 polling stations have been set up in 5,774 premises. There are 556 polling stations where only women officials will be deployed, while there are 117 model polling stations.

Banerjee’s letter is being seen as an attempt to portray her as a rallying point for all parties opposed to the BJP which has mounted an aggressive campaign to dislodge her from power in West Bengal after a 10year rule. The National Capital Territory of Delhi (Amendment) Act is a direct attack on the federal structure of the Indian Republic, as enshrined in the Constitution. It also makes a mockery of the letter and spirit of democracy since it disempowers the people of the national capital. She also alleged that the
BJP government has been “brazenly and vindictively misusing” the CBI, ED and other institutions against leaders and functionaries of non-BJP parties for its own partisan political ends. Citing the examples of both West Bengal and Tamil Nadu, where Assembly elections are now underway, she accused the government of “unleashing” the ED to conduct raids on functionaries of the All India Trinamool Congress and DMK. The chief minister, who is fighting the Assembly election in West Bengal from the Nandigram seat which goes to polls on April 1, also accused the government of “deliberately” withholding transfer of funds to state governments, especially those ruled by non-BJP parties. The Congress party had demanded a judicial probe into ‘Operation Lotus’. NEW DELHI, MAR 31 (AGENCIES): Despite government efforts to address abuses, a lack of accountability for official misconduct persisted at all levels, contributing to widespread impunity, said a US State Department country report on human rights practices in India. Investigations and prosecutions of individual cases took place, but lax enforcement, a shortage of trained police officers, and an overburdened and under-resourced court system contributed to a low number of convictions, it said. The report identified the significant human rights issues as unlawful and arbi-
trary killings; torture, arbitrary arrest and detention; restrictions on freedom of expression and the press, site blocking, excessive curbs on NGOs and widespread corruption. The State De par tment’s cyclical March-end report usually pulls up India for several alleged acts of omission on the human rights front. Governments in Delhi, regardless of political colour, have been hostile to overseas bodies judging India’s human rights quotient. For instance, the report quoted the UN Working Group on Enforced or Involuntary Disappearances as listing seven cases. This US body has not been allowed access

ven thirty two years after the Nagaland Liquor Total Prohibition(NLTP) Act 1989 was imposed without adequate deliberations to face the enormous challenges at it; the issue still reignites heated debates. Since the NLTP Act 1989, the excise department has changed from being a regulatory to enforcement role. The pros and cons of the prohibition act continues to swing like a pendulum, from those opposing it to those favouring it. Those favouring the Act feel that enforcement has not been effective while those opposing maintain that liquor ban has never been successful across the world. At various discourses both within and outside the department, one point of agreement is that ban on liquor has not been effective. The Excise department has been maintaining that enforcement of the prohibition act was difficult since it has around 330 personnel and with meagre resources, to undertake such a massive exercise. The department has been urging the state government over the decades to accord priority to the its needs with regard to manpower, funds and equipments.In terms of ratio, Nagaland with a population of around 22 lakhs( estimated in 2020) has only around 330 excise personnel. On the other hand, Mizoram which has around 13 lakh population has more than 500 excise personnel to enforce the liquor prohibition re-imposed in 2019. Mizoram had lifted prohibition after 17 years in 2014 but it was re-imposed after the MNF came back to power in 2019. A study published by the “Magnitude of substance use in India 2019 report” released by the ministry of social justice and empowerment, claimed that there were some 3.62 lakh alcohol consumers in Nagaland. This figure is debatable as conservative estimates put the figure to around 1.5 lakh. In India, Assam tops the where men consuming alcohol in the age group of 15-54 recording 59% as the highest in the country. Again in the age group of 15-49, Arunachal Pradesh with 59% has the highest number of men consuming alcohol in the country. According to the excise department, the only source of excise revenue is from sale of liquor to defence personnel through Canteen Stores Depot and to para-military bonded warehouse and fines imposed from the excise violators. Prior to the NLTP Act 1989, the revenue generation of the department in 19871988 was Rs 584.37 lakh and Rs 550.90 lakh in 198889. After the NLTP Act by 1989-1990, the revenue collection dropped to Rs 110.09 lakh, after which it began to fluctuate between Rs 80 lakh and Rs 340 lakh per year. According to reports, the department earned around Rs.250.98 lakhs in 2019-20. According to the department, the only source of excise revenue is from sale of liquor to Defence personnel through Canteen Stores Depot and to para-military bonded warehouse and fine amount realized from the excise violators. The prohibition act has largely reduced crime rates but it has also led to many falling prey to spurious liquor. A doctor had disclosed that 50% of indoor patients in Dimapur suffered either due to excessive consumption of alcohol mostly, spurious brands. The number of consumers has increased as incomes increase with urbanisation. A law that is not uniform-one state bans liquor and other states legalise it- means prohibition is not enforceable. Only individuals can decide not to drink and it is perhaps the best option which require a continuous effort involving society at large.

We see where other people are failing, and then we take our discernment and turn it into comments of ridicule and criticism, instead of turning it into intercession on their behalf. God reveals this truth about others to us not through the sharpness of our minds but through the direct penetration of His Spirit. If we are not attentive, we will be completely unaware of the source of the discernment God has given us, becoming critical of others and forgetting that God says, “…he will ask, and He will give him life for those who commit sin not leading to death.” Be careful that you don’t become a hypocrite by spending all your time trying to get others right with God before you worship Him yourself. One of the most subtle and illusive burdens God ever places on us as saints is this burden of discernment concerning others. He gives us discernment so that we may accept the responsibility for those souls before Him and form the mind of Christ about them (see Philippians 2:5). We should intercede in accordance with what God says He will give us, namely, “life for those who commit sin not leading to death.” It is not that we are able to bring God into contact with our minds, but that we awaken ourselves to the point where God is able to convey His mind to us regarding the people for whom we intercede. Can Jesus Christ see the agony of His soul in us? He can’t unless we are so closely identified with Him that we have His view concerning the people for whom we pray. May we learn to intercede so wholeheartedly that Jesus Christ will be completely and overwhelmingly satisfied with us as intercessors.

Reaction to the ‘caution’ of Naga Hoho
he local papers published the official statement of the Naga Hoho (NH) on the implementation of the Register of Indigenous Inhabitants of Nagaland (RIIN) on 20.3.2021. The Naga Hoho vehemently warned both the JCPI and the State Govt. of Nagaland not to go ahead in haste but rather “RIIN should be handled with outmost care as it could have unforeseen and dangerous implications for the Nagas as a people”. For this particular concern, I am sure that the Govt. of Nagaland is bound to take all relevant legal aspects into consideration when the law is enacted. The “Naga Hoho is genuinely apprehensive of the negative ramifications if certain organizations are allowed to piggyback on it to advance their vested interests ….“. This very apprehension of the Naga Hoho is a wrong perception on who is the competent authority to enact the law and also the competent authority to implement the law when enacted. The law in question will be enacted by the Nagaland Legislative Assembly and it will be enforced by the State Government. Whereas, the State Govt. is not a private organization and therefore the fear of Naga Hoho that “certain organizations are allowed to piggyback on it to advance their vested interests” is the ignorance of how a constitutionally established Govt. runs. A constitutional Govt. is never run by private organizations but by the elected representatives of the people. Also, the language of the Naga Hoho that “if certain organizations are allowed to piggyback on it to advance their vested interests” implicates the organizations in Nagaland to have been managed with “vested interests” is found unsavory. The
reality being that almost all the organizations that established in Nagaland used to play the role of good host to all the common Naga activities be it political or social. Yet, how the organizations in Nagaland is implicated by the Naga Hoho is always the attitudes of Nagaland’s parasites who remained insatiable and thankless. Against the backdrop of RIIN, again the Naga Hoho stated that “the idea of the Nagas as a people to live together and their aspiration to live with selfdetermination will be irreparably damaged.” Well, I understand and believe the philosophy of the Naga integration is to amalgamate the Naga contiguous areas into a single State. In other words, wherever the Nagas are, we bring our lands together so that we co-own over the total area of the Naga ancestral lands as and when the integration is achieved. Till then the Nagas remaining in respective States is a reality. The assertion of the legal and constitutional rights of the Nagas of Nagaland over their land and its resources cannot be misinterpreted and miss-construed as anti-thesis to Naga political aspiration. The Art 371(A) is not against the Naga self-determination. If at all, we get land integration, in all possibility the very Article371(A) may become extendable to the total area of the Naga territory. If at all, the Nagas get sovereignty this Article 371(A) will become irrelevant. However, so long as Nagaland remains as a State in India, this Article 371(A) will continue remaining dear to Nagaland. Therefore, prior to the amalgamation of our respective lands, the other Nagas from outside Nagaland cannot impose their will on the Nagas of Nagaland particularly
at the cost of land rights. Look at how the Naga Hoho understands and blames the ILP and the RIIN as “a gambit to throw a spanner in the Nagas’ aspiration for integration of Naga ancestral homeland by sowing seeds of division between the Nagas of different States so as to leverage Nagaland as a legitimate political entity in the best interest of the so called Pure Indigenous inhabitants of Nagaland.” The Naga Hoho considers “the RIIN to be the Chanakyaish master stroke of the hawkish strategists, a Trojan horse to ripe the Nagas off to the hilt from within and without. RIIN is just like the swirling tail of the predatory snake to attract and fools its prey and the ILP is like the head of the snake with its full fangs to incapacitate the Nagas as preys. RIIN imposed on the Nagas by the Nagas themselves is going to be the perfect stratagem to erect the Berlin wall of the Nagas.” This is how the Naga Hoho condemns Nagaland’s protective provisions. I had sufficiently written and spoken on how much the Nagas from other States are found wanted particularly in Naga integration issue. Yet, when the Naga Hoho compels, comparatively speaking what has been the contribution of the Nagas from other States in pursuance of the Naga integration? What more do they expect from the Nagas of Nagaland than the five consecutive Nagaland Legislative Assembly resolutions on Naga integration? When the Naga Hoho brands ILP and RIIN to be “sowing seeds of division” you may at the same time lay on the table on how much seeds of unity the Naga Hoho has sown so far. The Naga Hoho considering the RIIN to be
‘a Trojan horse’ is nothing less than a language of frustration since there is no hidden agenda behind the screen of RIIN which objective is conspicuous and very congruous as to the existing laws of the land. The Hoho calls the ILP and the RIIN to be provocative ‘to the hilt’ as ‘the Chanakyaish masterstroke of the hawkish strategists’ is more of self-incendiary. In fact, the ILP and the RIIN are antonym to what the Hoho believes. The Naga Hoho compares the RIIN to that of the tail of the viper. I am not asking the Hoho to tone down the degree of the language and yet the Naga Hoho has no legitimate power to dictate the Nagas of Nagaland what to do and what not to do as far as the protective laws are concern. In fact, for the sake of the Nagas from other States, how ILP can be repealed, how the Art 371(A) be abrogated and how the RIIN be discouraged no matter how the Naga Hoho feels bitter about our special legal provisions? The State of Nagaland was neither created to please the existing Naga Hoho nor can it be used at its whims. The State of Nagaland was born out of a political arrangement with its own special status which may be an eyesore to the Hoho. Again the ILP is branded as the head of the snake by which the Nagas, meaning from outside Nagaland, would become preys as they would be incapacitated by the provision is indeed exaggeration and wrongly translated as Nagaland is not man eater. The hospitability of Nagaland is taken as a weakling. Reading between the lines, it is very obvious that the Naga Hoho is so irritated that Nagaland remains to enjoy special status with special Constitutional provisions, and the Hoho
is so passionate as to how these special provisions are stripped off. These special provisions are considered to be an anathema to those few non-indigenous Nagas or other non-indigenous citizens who happened to possess landed properties in Nagaland, and when the laws are properly enforced the interests of those few would be jeopardized. Can the indigenous Nagas of Nagaland sacrifice our protective provisions of ILP, Art 371(A), etc. for the convenience of those who have possessed landed properties knowing the existing laws of Nagaland? The statement of the Naga Hoho was published on 20.3.2021 and till 31.3.2021 no organization or individual from Nagaland has objected. Can I take it that barring me, the rest has agreed with the Naga Hoho that Nagaland’s political status be lowered to the level of the rest of the other States? As for me, though I may be alone, I will continue to voice against those forces which are directly destroying Nagaland or fighting to legally cripple Nagaland as mercenary like Naga Hoho. Legally speaking, the Naga Hoho of today is alien to Nagaland, it is absurd for an organization like Naga Hoho to undermine the indigenous Nagas of Nagaland. What locus standi the Naga Hoho has to intimidate the aboriginal Nagas of Nagaland in particular for Hoho’s vested interests in Nagaland? Does Naga Hoho believe that its sponsors are superior to the indigenous Nagas of Nagaland who are secondary? The very statement of the Naga Hoho is indeed a great insult to the sons and daughters of the soil of the beautiful Nagaland. Z. Lohe

Break the chain of poverty in your family line in your generation. The terrible crisis of "unemployment" problem due to lack of self enterprise in Nagaland arises, owing to the fact that parents as well as educational institutions inculcate job oriented education only and do not stress on self entrepreneurship or professionalism, resulting in our children becoming mere "job seekers" instead of being job givers, masters, entrepreneurs and owners. In this context, I am not discouraging public employment through competitive examinations, rather, our youth should aim and be motivated to become the best public servants delivering the goods that are expected of a public servant with utmost integrity and commitment to our people, which in itself is an enterprise. In pursuance of such education, our children are sent to the various metros and even abroad and ultimately, to finance them, we are compelled to sell out our land and properties. Thus, many renowned landlords and farmers have become almost landless or landless and consequently, they too become jobless. Such cases can be seen in the fertile foothill belts of Dimapur and Peren districts in particular. To cite an instance, a village in Medziphema area has 150 households where only five own terrace cultivation (TRC) fields today and likewise there are so many villages in Dimapur and Peren districts where such instances can be found. Let’s take up entrepreneurship in proper manner and let your money work very hard for you, that the money may

The said culture of Govt. job dependency has brought us far too many appointments even when there is no vacancy or work in the departments. We thereby deceive the public as well as ourselves in our comfort zone collecting salaries without work or office attendance which robs our dignity, selfrespect, integrity, meaning of life, direction of God and pushes us towards a devalued community at large. Reportedly, in a certain department, if the entire office staff were to attend office on the same day, then the fenced office premises would not have enough space for everyone to stand at the same time. Shouldn’t we take up self entrepreneurship? Without which where do we stand? If we are not to work for money and remain poor but to let our money work for us hard enough and be wealthy, it becomes our duty as young men and women to show leadership as role models in entrepreneurship like Jacob Nakhro or Nongtok Jamir to each other so as to make others’ also discover the latent potential in themselves. We are fully loaded with talents, potential and well equipped to pursue any profession of our choice as a young man. The failure to recognize our worth is the problem. Let us carefully examine our lives. No one would solve our problems unless we play our part properly. Just going on asking God to send us a kilo of pork, sugar and rice, treating Him as our own servant every day will not solve our many crises. Don’t chase after mon-

Then we will know the higher philosophy ‘to eat our food by our own sweat of our brow’ or ‘the meaning of being created us in His image and likeness.’ This inheritance is divinity in itself in today's complex world. Nagaland is blessed exceedingly, abundantly, above and beyond with natural resources of all kinds. Nagaland is also not a landlocked state; it is rather the gateway to South East Asia. In this present Global village, foreign merchandise goes all over India via Mandalay-Tamu (Myanmar) and Moreh (Manipur). Nagaland is a land of untold opportunity and potentiality. We only need to mobilize our human resource in proper manner to do things within our reach sincerely with utmost gratefulness, commitment, integrity and honor God, then God will bless us and use us to do extraordinary things and it will work out miraculously beyond our expectations. An appeal to NPSC regarding OTR
OTR portal was established for an easy, speedy and effective processing of files however due to inconsistency and ambiguity coupled with technical glitch it is creating more burden than offline mode. Firstly, the helpline number is not responding to the queries. Initially OTR had an issue in selecting the course of studies as many of the courses were not included in the educational section. The days for approval and rejection is even more dubious, in some cases it took 4 to 5 days while in others it took more than a week and some even get approved after the due date. There is no proper guideline mentioned or instructional terms and conditions to apply for OTR. The major issue is certifications and academic credentials or documents because some institutions in other states do not issue admit card in Master’s degree courses or even pass certificates except provisional certificates, rejection on these grounds creates more mental stress and is clueless to the aspirant candidates. It should be taken into account the days taken for fixing the server and moreover recently, the NPSC is constantly reviewing and rectifying several educational qualification criteria for some posts. So ,considering the plight of the candidates caused by incongruity OTR functionality and in view of the fact that most of the aspirants were already facing huge mental pressure, factors of overage and scare job opportunities in the state, it is pertinent to note, after years of waiting and preparing for the competitive examinations its exasperated for non approval not because of ineligible or incomplete documents but mere on the differences of documents issued by different colleges and universities. It is only after the second or third attempt most of the candidates OTR got approved. Therefore, humbly request the NPSC to open the server for 1 day for those whose OTR were already approved late but failed to apply for the various posts in both CESE and CTSE to uphold the integrity and equal rights of competition in the said two exams. NEW DELHI, MAR 31 (PTI): The Supreme Courtappointed committee to study the three new controversial agricultural laws has submitted its report to the apex court on March 19 in a sealed cover, one of its members said on Wednesday. Farmers have been protesting seeking repeal of the three contentious farm laws on the borders of New Delhi for the past five months now. The Supreme Court had on January 11 stayed the implementation of the three laws till further orders and appointed a fourmember panel to resolve the impasse. The committee was given two months to study the laws and consult all stakeholders. “We submitted the report on March 19 in a sealed cover. Now, the court will decide the future course of action,” one of the members of the committee P K Mishra told PTI. As per the committee’s official website, the panel held total 12 rounds of consultations with various stakeholders, including
farmers groups, farmer-producer organisations (FPOs) procurement agencies, professionals, academicians, private as well as state agriculture marketing boards. The panel also held nine internal meetings before finalising the report. Apart from Mishra, Shetkari Sanghatana President Anil Ghanwat and agri-economist and former chairman of the Commission for Agricultural Costs and Prices (CACP) Ashok Gulati are other members of the panel. DIMAPUR, MAR 31 (NPN): Asserting that the continued imbroglio between the agitating farmers and the government would not only affect the wellbeing of Farmers, but would also have a serious repercussion on the overall economy of the country, the North East Farmers’ Federation (NEFF) has appealed to the Centre to withdraw the three contentious farm laws. In a press release, NEFF president Dr.YY Kikon and secretary general Zion Lalremruata expressed deep sorrow over the deaths of many innocent farmers during the agitation against the “imposition” of farm laws by the Centre. The federation said that the “long-standing imbroglio” between the farmers and the government has caused immense hardships and sufferings to the farmers of Haryana, Punjab and some parts of UP in the last few months. NEFF has, therefore, urged the Centre “create a congenial atmosphere for early settlement of the ‘new farm bills’ issue with the agitating stakeholders, with patience and understanding.” With the Country in the midst of a second wave of COVID-19 pandemic, NEFF said it would be wise on the part of the government to withdraw the “imposed” three farm laws. Meanwhile, the federation has stressed the need to effectively implement the Marketing Intervention System (MIS) policy on Horticultural crops in the North East Region. “This will go a long way in exploring the potential of the Region with maximum productivity per unit area, to the best extent possible,” NEFF said.

In 2020, the transaction volume share in India stood at 15.6 per cent and 22.9 per cent for instant payments and other electronic payments respectively, while paper-based payments had a considerable share of 61.4 per cent, said the report from US-based electronic payments company ACI Worldwide and data analyt-

New Delhi, Mar 31 (IANS): India’s eight major industries’ output plummeted during February 2021, official data showed on Wednesday. The Index of Eight Core Industries’ reading for last month showed a decline of 4.6 per cent in output from an expansion of 6.4 per cent in the same month last year. On a sequential basis, the output of eight major industries had expanded by 0.9 per cent in January 2021. ECI index comprises 40.27 per cent of the weight of items included in the Index of Industrial Production (IIP). These industries comprise coal, crude oil, natural gas, refinery products, fertilisers, steel, cement, and electricity. On a sector specific basis, the output of coal, which has a weight of 10.33 per cent in the index, showed a decline of (-) 4.4 per cent in February

Myanmar junta deepens violence with air attacks

MAE SAM LAEO (THAILAND), MAR 31 (AP): The military launched more airstrikes Tuesday in eastern Myanmar after earlier attacks forced thousands of ethnic Karen to flee into Thailand and further escalating violence two months after the junta seized power. Thailand’s prime minister said the villagers who fled the weekend airstrikes returned home of their own accord, denying that his country’s security forces had forced them back. But the situation in eastern Myanmar appeared to be getting more, not less, dangerous. The Karen National Union, the main political body representing the Karen minority, said the airstrikes were the latest case of Myanmar’s military breaking a cease-fire agreement and it would have to
respond. The attacks came as protests continued in Myanmar cities against the coup Feb. 1 that ousted an elected civilian government and reversed a decade of progress toward democracy in the Southeast Asian country. Hundreds of civilians have been killed by security forces trying to put down opposition to the coup. The US State Department on Tuesday ordered non-essential U.S. diplomats and their families to leave Myanmar, expecting the protests to continue. The U.S. earlier suspended a trade deal and imposed sanctions on junta leaders as well as restricted business with military holding companies. Tuesday’s air raids in eastern Myanmar killed six civilians and wounded 11,

Thai Prime Minister Prayuth Chan-ocha, speaking before the latest air attacks, said his country is ready to shelter anyone who is escaping fighting, as Thailand has done many times for decades. His comments came a day after humanitarian groups said Thailand has been sending back some of the thousands of people who fled.

The Italian Foreign Ministry said it summoned Russian Ambassador Sergey Razov, and protested the “grave incident” after a sting operation on the outskirts of Rome allegedly caught the Italian and one of the Russians in what police said was a “clandestine operation” to exchange the documents late Tuesday. Italy’s Carabinieri paramilitary police said in a statement that the Italian naval officer, who is a frigate captain, had been arrested. The Russian observed with him, a member of the Russian armed forces stationed at the Russian Embassy in Italy, was initially detained but not immediately placed under arrest given his diplomatic status. He was ordered expelled along with another Russian Embassy official allegedly involved, Foreign Minister Luigi Di Maio said in a Facebook post. Di Maio didn’t provide details about the suspected role of the second Russian.

Experts examine ship that was stuck in Suez Cairo, Mar 31 (AP): Experts dived under a colossal container ship that had been stuck for nearly a week in the Suez Canal before it was freed, to examine the vessel’s underside, officials said Wednesday. The dives were part of a continuing investigation into what caused the grounding of the Ever Given, now anchored in the Great Bitter Lake, a wide stretch of water halfway between the north and south ends of the canal. WHO releases report on global tracing of COVID origins Geneva, Mar 31 (IANS): The World Health Organization (WHO) on Tuesday released a report on the global tracing of Covid-19 origins, following a joint research with China on issues including the pathways of the virus and future investigation in different countries. A total of 34 experts from the WHO and China jointly conducted a 28day research from January 14 to February 10 in Wuhan, China, Xinhua news agency reported. They made assessment of the likelihood of possible pathways. According to the report, Covid-19 introduction through an intermediate host is “likely to very likely,” introduction through cold/food chain products is “possible,” and introduction through a laboratory incident is “extremely unlikely”. China believes that the joint research will play a positive role in promoting global cooperation in Covid-19 origin tracing, a Chinese Foreign Ministry spokesperson said on Tuesday.

More contagious variants driving COVID increase in Canada Ottawa, Mar 31 (IANS): Covid-19 activity has been steadily increasing for several weeks, with a rising number and proportion of more contagious variants driving epidemic growth in many areas in Canada, according to the Public Health Agency of Canada. Doug Ford, premier of Canada’s most populous province of Ontario, announced on Tuesday that his government is considering additional restrictions to combat a surge in Covid-19 cases and urged people not to gather over the upcoming long weekend, the Xinhua news agency reported. Ford said that he is extremely concerned about rising infections and stressed that residents must follow public health rules. “Don’t make plans for Easter.” The province has seen ris-

Israel poll: ‘Unconventional’ unions needed after vote Jerusalem, Mar 31 (AP): Israeli election officials Wednesday handed over the results of last week’s vote to President Reuven Rivlin, nudging forward the country’ elusive efforts to break political deadlock, form a government and avoid an unprecedented fifth consecutive round of balloting. Rivlin is now tasked with choosing the prime minister-designate he thinks has the best chance of assembling a majority in the 120-seat Knesset. Among the contenders is Prime Minister Benjamin Netanyahu, leader of Likud and Israel’s longest-serving premier who is shadowed by his ongoing corruption trial. His invocation of trust comes after 12 divisive years under Netanyahu, who stands accused of fraud, breach of trust and accepting bribes. March 22 incident: Candle light vigils held in Kohima and Delhi

Ko h i m a , MA R 3 1 (NPN): Baring the incessant rain, hundreds of people from different organisations and student bodies gathered at Khuochiezie (local ground), here on Wednesday to pay homage to the three victims killed by unknown assailants on March 22. The candle light vigil was organised by Zeliangrong Students’ Union Kohima (ZSUK). In a short speech, Zeliangrong Baudi, Kohima president, Dr. Hiabe Zeliang thanked the gathering for showing their solidarity and support to the Zeliangrong community during their time of grief. He added that the miscreants had sent shockwaves across the region by spilling innocent blood on the land. Dr. Hiabe said that he they strongly condemned the action of those perpetrators. He added that gun culture would no longer flourish and that it had no place in a civilised society. He also expressed hope that the government of Nagaland would deliver justice by arresting all the culprits and people who were involved in the incident. He further urged the government to initiate stringent action against those police personnel and officials who were posted in the area at the time of the incident. Short speeches were also delivered by Angami Public Organisation (APO), president Dr. Kepelhusie Terhüja and Tenyimi People’s Organisation, president Timikha Koza.

Myanmar crisis: GNF appeals state govt to help refugees DIMAPUR: Global Naga Forum (GNF) has appealed to the state government to give humanitarian aid to the Myanmar refugees (among whom are Nagas) fleeing the military junta and were in desperate need of food, shelter, and safety. In a letter addressed to the chief minister of Nagaland, the GNF asserted that it has been following the flow and the plight of refugees at the Myanmar/ Northeast border. The forum said Myanmar citizens, who participated in the civil disobedience movement, were being forced to flee their country as they face a minimum of ten years imprisonment or the death penalty. “Among those wanted for such cruel and inhuman punishment are Nagas, including elected Naga members of parliament, who are forced to

While describing the incident as “pure act terrorism,” the two bodies urged the government of Nagaland to recommend NIA probe the case. Asserting that any dispute and altercations could be resolved amicably through mutual discussion without violence, they expressed hope that all rightthinking citizens would rise up against “such heinous crimes and bring justice at the earliest.”

Authorities failed to prevent escalation of violence: WSYF DIMAPUR, MAR 31 (NPN): Western Sumi Youth Front (WSYF) while condemning the killing of three persons on March 22 by some unidentified and unscrupulous person/ group of persons, said that it has since sensed grave degree of threat and danger to the lives and well being of the people of Aqahuto Area and Western Sumis in general. In a press note through its media cell, WSYF while expressing its total disapproval and condemnation of the commission of the heinous crime by any person irrespective of tribe, said that “painting any such act of unknown criminals into tribal color pending due investigation is posing great danger to the delicate social fabric of the Nagas and considerable degree of hate, suspicion and threat is being directed against the Sumis in general.” It said that the “nature of contentions being mainly of inter-district boundary, land encroachment issues, village recognition and other such issues concerning Aqahuto Area and Peren district which have in the past escalated into loss of precious lives of both communities, however, the same never escalated to the present degree of danger and threat to the lives of both communities and painting the present escalation of violence into a tribal color from certain quarters is highly condemnable as criminal acts of incitement in the society.” Western Sumi Youth Front claimed that the present state of affairs was “without doubt the direct outcome of the attempt to establish a new settlement (namely ‘Lamhai Namdi’) within Kiyevi village land in the year 2018-19 which escalated into a warlike situation and to this effect, the state government posted law enforcement agencies at the site.” Subsequently, it said that the concerned authority, considering the situation, issued certain interlocutory orders directing the parties to maintain status quo and for eviction of illegal settlers from the site. “However, the complete failure of the concerned government authority either to implement the status quo or the eviction of illegal settlers from the bonafide land of Kiyevi village land has left sufficient room and space for the perpetrators to commit such heinous crimes right in front of
their nose,” it added. It pointed out that “the order for removal of illegal settlers from Kiyevi village land was issued by the joint commissioner, Nagaland vide order dated 8th July 2019 and the order for maintaining status quo was issued by the chief secretary, Nagaland vide order dated 25th June, 2019” wherein it is cited that, “..report has been received from the Commissioner, Nagaland that serious Law and Order situation is apprehended after the reported activities for establishing a new settlement by the name of Lamhai Namdi…” and, “…therefore it is hereby ordered that Status-quo shall be maintained by all parties concerned and no activity whatsoever for any development or construction shall be carried out in the disputed area till the cases are settled by the Honourable Courts and land boundaries are demarcated between the Dimapur and Peren districts…”. However, Western Sumi Youth Front claimed that despite several appeals made to the concerned authorities for strict implementation of status quo at ground zero, “incessant violation by way of encroachment, construction of makeshift houses, theft and destruction of private property continued and failure to impose government authority to curb the same has escalated into the violence and unfortunate loss of precious lives.” It further alleged that the “failure of the concerned authority in enforcing government authority in the form of status quo and removal of illegal settlers from Kiyevi Village land is apparent in the fact that the land in question has been used as the burial site for the victims which in itself is a blatant violation of government order right before them and considering the fact that the burials site/land is within Kiyevi Village land is bound to further add fuel to the already volatile situation which is unacceptable from every point of view.” Pointing out the “lackadaisical and indifferent response of the concerned government authority”, Western Sumi Youth Front said the authorities have miserably failed to prevent the escalation of violence and the subsequent loss of lives.
Due to lack of confidence on the concerned government authority in ensuring peace and safety, Western Sumi Youth Front said it was constrained to recall all Sümi inhabitants of Peren district “to abandon and return back to the safety of their native villages and/ or under the jurisdiction of Western Sümi Areas for their own safety until the concerned government authority enforces and implement in letter and spirit, the eviction/removal of illegal settlement from Kiyevi village land and maintain the status quo” as per the orders issued by the chief secretary and joint commissioner, Nagaland. Meanwhile, expressing sincere condolence to the bereaved families, Western Sumi Youth Front said it unequivocally denounce all crimes against human life and wholeheartedly hope that “we all shed our tribal color in finding justice and upholding the truth for the sake of all concerned.”
WSSU appeals for peace and tranquillity
Against the backdrop of March 22 incident, the Western Sumi Students’ Union (WSSU) has appealed for peace, and tranquillity among fellow Zeliang and Sumi brothers “in this hour of uncertainty.” In a press release, WSSU president Kughato Achumi flayed the incident and asserted that “such heinous murder committed by unknown miscreants must be stamped out with inclusiveness and must not be branded as tribal conflicts.” It maintained that “such kind of issues must be talked constructively by both the parties” with a view to finding a peaceful solution. Further, Western Sumi Students’ Union has appealed to its people and fellow Zeliang student bodies to ensure safety measures to student communities studying in both Sumi and Zeliang inhabited areas until the issue was settled amicably. New Delhi, Mar 31 (IANS): Twenty-six athletes of the National Centre of Excellence in Patiala have tested positive for Covid-19, the Sports Authority of India (SAI) said on Wednesday. “Of the 313 tests conducted in Patiala, 26 people have tested positive while out of the 428 tests conducted in Bengaluru, four have been found positive for virus,” the SAI said in the statement. “Those who have tested positive are being isolated in the residential facilities within the campus. The campus has been sanitised and all precautionary measures are being taken to ensure complete safety of athletes,” it said. As a precautionary measure, the SAI also conducted Covid-19 RT-PCR tests for Olympic Gamesbound athletes, coaches, and support staff.

Pujara changes stance for IPL; smashes sixes in training Mumbai, Mar 31 (IANS): Cheteshwar Pujara will be making a comeback to the Indian Premier League (IPL) this year with Chennai Super Kings after being unsold in auctions for seven years and the Test batting stalwart seems to be making adjustments to his game. In a video tweeted by a fan, Pujara can be seen standing with a higher backlift and practicing his
big hitting. Pujara can be seen smashing sixes off Deepak Chahar, Karn Sharma and throw-down specialists. DIMAPUR, Mar 31 (NPN): The first edition of Phom Monyu volleyball trophy organized by Dimapur Phom Students Union (DPSU) got underway on Wednesday, at DDSC stadium, Dimapur under the theme “Breaking Barriers”. In Dimapur, the opening ceremony was graced by personal secretary to minister of Health and Family Welfare, Imtizulu Phom, who in his speech appreciated the initiative of DPSU.
Highlighting on the importance of skill development, he encouraged the youths not only focus on government job but learn to excel and focus on which ever they were good. He encouraged the youths not to give up on their dream and passion. Phom also encouraged the gatherings to learn to live in unity and put effort in keeping up with one’s tradition and custom. For Hockey India, player safety is paramount,” said Ningombam.

New Delhi, Mar 31 (PTI): Delhi Capitals head coach Ricky Ponting is convinced that leading the side in the upcoming season of the Indian Premier League will make swashbuckling wicketkeeper-batsman Rishabh Pant an even better player. Pant was named the captain of Delhi Capitals for the upcoming IPL after regular skipper Shreyas Iyer was ruled out of the tournament after he injured his left shoulder during the recently-concluded England’s tour of India. “Unfortunate that Shreyas will miss the tournament, but looking forward to seeing @ RishabhPant17 grab his opportunity. It’s well deserved for his recent performances and he’s coming in with a lot of confidence. I’m convinced captaincy will make him an even better player,” Ponting tweeted. The highly-rated Pant has been in sensational form across formats this year. He played match-winning knocks of 97 and unbeaten 89 in the third and the fourth Test against Australia to help India clinch the Border Gavaskar Trophy Down Under. Referee Charles Bulu collapsed in the Ivory Coast’s game with Ethiopia and was carried off.
New Delhi, Mar 31 (PTI): The referee in an African Cup of Nations qualifier collapsed and was stretchered off the field, resulting in the game between Ivory Coast and Ethiopia ending with around 10 minutes still to play. Referee Charles Bulu of Ghana appeared to become disorientated in the 81st minute of the Group K game at Stade Olympique Alassane Ouattara in Abidjan on Tuesday. With Bulu staggering, concerned Ivorian players held him up by his arms for a short while as others called for medics. Bulu was being helped toward
the sideline when he suddenly slumped down and lay on his back with his eyes closed. He was treated by medics and taken off on the stretcher, although he was conscious when he was carried off. Reports say he had fainted. The game was called off with Ivory Coast leading 3-1 because the fourth official at the game was Ivorian and unable to take charge. After discussions on the field between officials that lasted about 10 minutes, Kenyan assistant referee Gilbert Cheruiyot took over as referee but ended the game without any more play.
