National Health Authority CEO and Empowered Group on COVID Vaccination chairperson Dr R S Sharma and Union Health Secretary Rajesh Bhushan chaired a high-level meeting with health secretaries, mission directors of NHM and immunisation officers of all states during the day. The status and pace of the inoculation drive across the country were reviewed at the meeting held through video-conferencing, as were the preparations for April 2021, when vaccination would be extended to cover everybody above the age of 45, the ministry said. “A key theme underlying the meet was the identification of low vaccine coverage pockets particularly in districts showing COVID-19 surge and for taking corrective actions there,” it said in the statement. points and CVCs. Dr Sharma re-emphasized that there was no value in conserving vaccines for the second dose and that states must promptly supply vaccines to all government and private hospitals where there is a demand, the statement stated. Centre on contact tracing: Tracing 25 to 30 contacts of each COVID-19 case, proper isolation and creating larger containment zones were among steps the Centre has asked states to adopt for tackling the surge in COVID-19 cases. Calling for a districtcentric approach to fight the upward swing in cases, the Health secretary said that each district, irrespective of whether it is seeing a surge or is with low burden, should formulate an action plan with clear timelines and responsibilities. Bhushan said the virus can be contained by quarantining and testing suspected cases as well as 25-30 close contacts, isolating, quarantining and testing them.

LPG price cut by `10 per cylinder from April 1 DIMAPUR, MAR 31 (NPN): In a relief to common man, State-run oil marketing companies (OMCs) will reduce the price of domestic LPG cylinder by Rs 10 per cylinder from April 1. With the revised rate, a 14.2 kg LPG cylinder in Dimapur and Kohima will cost around Rs. 827.50 and 828.50 respectively from April. Govt will be compelled to appoint DEOs in view of delay: Sukhalu Correspondent

KO H I M A , M A R 3 1 (NPN): In view of the delay in appointment of district education officers (DEOs) due to a case filed by some aggrieved graduate teachers (GTs), adviser School Education KT Sukhalu has asserted that he would be compelled to assign higher secondary school (HSS) teachers or officers from the district administration to function as DEOs as he could not allow the department to be defunct. Speaking at a one-day seminar for national and state teacher awardees at the directorate of School Education here on Wednesday, the adviser said a decision was already taken for lateral entry at the level of assistant headmaster for those who had served 10/15 years through an interview, adding that the department would not be able wait any further for the matter to be settled.

KT Sukhalu (NP)

“Many will be missed out, however I will not sacrifice the department because of selfish reasons and because of those who don’t have concern for the department,” he stressed. Pointing out there were many schools without headmasters and assistant headmasters, he said yet the department could not fill up the vacancies because of the ongoing court case. Sukhalu mentioned that there were certain posts of primary teachers (PTs) and GTs that were filled up in the past with candidates

having passed class 10 or 12. Subsequently, he said they graduated and were inducted as GTs either through manipulation just because there were sanctioned posts and some were again regularised from the date they were appointed as GTs, which according to him did not have any logic or made any sense. As no one was willing to listen and come to an understanding, he said if the court issue continued, none of the GTs (amongst these groups) would be promoted and they would retire as GTs. He also warned that if the court case continued, there won’t be SDEOs and subsequently there would be shortage of DEOs. Under such circumstances, the adviser asserted that he would have no option but divert teachers from HSS or even the district administrative officers like EACs and SDOs to serve the department. DIMAPUR, MAR 31 (NPN): Nagaland on Wednesday witnessed a spike in COVID-19 positive cases after 107 new cases were

detected in Kohima. With this the State’s total caseload rose to 12340 while the active cases also surged to 113. Meanwhile, taking

on Tuesday that the entire country was at risk as the COVID situation was worsening, a senior doctor, who did not wished to be named said that the state government needed to step up and implement new/revised guidelines or restrictions. The doctor further urged citizens not to be complacent in the fight against coronavirus and to follow COVIDappropriate behaviour. India on Wednesday reported 457 deaths in the last 24 hours-- the highest since December 17 while 53,480 new COVID-19 cases were reported, taking the active total coronavirus tally to 1,21,49,335.

threat by Nagaland In-service Doctors’ Association’s (NIDA) threat of a “full scale” protest over nonfulfilment of its demand for increasing the superannuation age of doctors, the State government has assured that the matter was under active consideration at the cabinet level and called for withdrawing the ongoing symbolic protest. In a statement, the government said the matter was considered by the cabinet in its meeting held on January 14 this year, wherein it was decided to discuss the mat-

COVID vax centres St. Paul Training Institute declared as containment zone for above 45 years

Kohima district administration has declared St. Paul Training Institute, Phesama as containment zone in view of detection of COVID-19 positive cases at the institute. In an order issued on Wednesday, the deputy commissioner (DC) Kohima, Gregory Thejawelie, notified that there shall strictly be no entry or exit from the containment zone.

“This was necessitated to map the local transmission of the disease and prevent the contagion from spreading,” DC stated. The order stated that the residents within the containment zone would be regularly monitored by the medical team over phone or otherwise, till they recover or test negative for Covid19 infection. Informing that the

containment zone was mapped and cordoned off, the DC has advised the public to follow all safety precautions. The order cautioned that those who failed to comply with the guidelines would be penalised under Section 51 to 60 of the Disaster Management Act, 2005, the Epidemic Disease Act, 1897 and relevant sections of India Penal Code.

instance. It added that the cabinet sub-committee has had discussions with NSF and other stakeholders since then.

Says, demand to raise superannuation age under consideration The government also explained that COVID pandemic in 2020-21 had forced it to take stringent measures to check expenditures, including banning fresh appointments. Claiming that detailed

need to allow the consultative process to be completed for a robust decision was highlighted in the various meetings the chief minister, health & family welfare (H&FW) minister, chief secretary and H&FW principal secretary has had with them, the government regretted that the association did not take cognisance of the counsel given and the genuine appeal to withdraw the symbolic protest. Knowing fully that the matter was under active consideration and would be taken up by the cabinet and

refrained from making such public statements. The statement also urged the association to withdraw its protest as it did not in any way help in resolving the matter under consideration. The government claimed to have taken a number of steps towards improving the service condition of doctors, including creation of one post of director (dental) in 2019 and creation of 134 posts in 2020 in various categories – one director (ME&RS), five zonal leprosy officers (Cont’d on p-5)

Farmers to march to Parliament on foot in May NSCN (I-M) reiterates on flag, constitution

NEW DELHI, MAR 31 (PTI): Announcing their plans for the upcoming two months, farmers, who have been protesting against (Cont’d on p-5) the new farm laws at the Delhi borders, said they will march to the Parliament on foot in May, the Samyukt Kisan Morcha said on Wednesday. “The Sanyukt Kisan Morcha met yesterday, and decided that the farmers will be undertaking a march to the Parliament. The date for the march is yet to be decided. “It will be joined not just by farmers, but also by women, and unemployed individuals, and labourers who have been supporting the movement,” farmer “I’m beginning to feel like leader Gur naam Singh a back seat driver in all Chaduni said. the campaigns.” Addressing a press

ensure that only eligible beneficiaries were registered and inoculated under the respective categories. They were also advised to archive incorrect and duplicate entries on Co-WIN platform, identify pockets of low vaccination coverage– health facility, professional association, blocks, districts – for taking corrective action, and ensure saturation of vaccination of these groups on priority. States and UTs were asked to conduct regular reviews of capacity utilisation at private COVID Vaccination Centres (CVCs). They were also asked to undertake GIS analysis of CVCs to identify the need for more such facilities, and address apprehensions of private CVCs regarding vaccine supply and guidelines. States were also advised to ensure that there was no sedimentation of vaccine stocks at any level of storage, and that their distribution was based on consumption to avoid overstocking or under-stocking at cold chain

conference, he said that the march would be carried out in a “peaceful” manner, and special care would be taken that “what happened on January 26 is not repeated”. The leaders also shared their plans of forming a committee to control protesters if there is police action in parliament march. “We will form a committee to let the protestors know what to do in case there is police action during the march. “It will also be made clear to them that SKM condemns all kinds of violence. So the protestors will know that if there is any damage of property by them, they will have to serve the penalty,” a farmer leader said. Farmer leaders also announced their plans

to block the Kundli-Manesar-Palwal expressway for 24 hours on April 10. “We will be blocking the KMP expressway on April 10 for 24 hours, that is from 11 am on April 10 to 11 am on the next day. “We will be doing this because the government has not been listening to us. It has been sleeping. This is to wake up the government,” another farmer leader said. An event to honour the farmers who have lost their lives during the agitation will be organised on May 6. “Soil from different parts of the country will be brought to these borders and a memorial will be created for all our brothers who have lost their lives while participating in this

movement,” a farmer leader said. Separate events will also be organised to commemorate Ambedkar Jayanti, and Labour Day. Enacted in September, the three farm laws have been projected by the Centre as major reforms in the agriculture sector that will remove the middlemen and allow farmers to sell their produce anywhere in the country. The protesting farmers, on the other hand, have expressed apprehension that the new laws would pave the way for eliminating the safety cushion of the Minimum Support Price (MSP) and do away with the “mandi” (wholesale market) system, leaving them at the mercy of big corporates.

DIMAPUR, MAR 31 (NPN): NSCN (I-M) has once again reiterated its position on separate Naga flag and constitution, asserting that the Naga national identity symbolised by the Naga flag and constitution could not be sacrificed and put on the bargaining table in exchange for anything. In a statement, NSCN (I-M) maintained that “Nagas cannot be insulted by asking them to stand by Indian national flag at the cost of dishonouring the Naga national flag that defined Naga political identity as a nation.” NSCN (I-M) said this was the crux of the issue that Naga people simply could not compromise. It would be unjustified for Government of India (GoI) to run roughshod the unique

history of Nagas that it had given official recognition, the organisation stressed. “Significantly, flags that represents the national identity of India and Nagalim is the natural picture to be seen in any Indo-Naga political talks. This inadvertent lapse has been misconstrued by GoI and thereby is creating unnecessary obstruction by making an issue out of it,” NSCN (I-M) said. Mentioning that the ongoing Indo-Naga political talks held at the highest level without pre-conditions with Government of India (Centre) was mandated by Naga Hoho, Naga tribal hohos and Naga civil society organizations (CSOs) spread across Nagalim covering over 1,00,000 sq km, NSCN (I-M) said when the ceasefire was officially declared

on August 1, 1997, it was agreed, among other things, that political dialogue would be held at the highest level, i.e., at the Prime Minister level. And since then, several rounds of Indo-Naga political talks were held in different countries, in India and Nagaland as well, it added. For obvious reasons, NSCN (I-M) said the Prime Minister of India appointed an interlocutor as his representative, while NSCN was led by ato kilonser (Prime Minister) of the Government of People’s Republic of Nagalim. The “Indo-Naga political talks” therefore was carried on the basis of two entities, it added. Consultation with the Naga CSOs was a different matter, but NSCN (I-M) (Cont’d on p-5) K Y M C
