No more red beacons from May 1 NEW DELHI, APR 19 (IANS): Central government on Wednesday announced no dignitary will be allowed to flaunt red beacons atop their vehicles from May 1, and necessary changes in the laws for the purpose are being brought about. The Congress termed the decision “ridiculous” and as a mere “symbolic politics”. The decision was taken by Prime Minister Narendra Modi, who informed the cabinet about it. “From May 1, no red beacon will be allowed atop any official vehicle. There will be no exceptions,” Finance Minister Arun Jaitley told reporters here after the cabinet meeting. “It is more precisely the Prime Minister’s decision. He only informed the cabinet about it,” Jaitley told reporters after the cabinet meet. Vehicles involved in emergency and relief and rescue services, ambulances, and fire services, will, however, be allowed to put blue beacons, the minister said. Jaitley said the government will bring about the necessary amendment to
LH, RH call off bandh on NH 2 DIMAPUR, APR 19 (NPN): Total bandh on NH 2 imposed by Lotha Hoho and Rengma Hoho, which began Wednesday, has been called off in the afternoon (1pm) following written assurance by Commissioner and Secretary, and chief engineer, PWD (NH). This was informed by LH chairman Mhao Humtsoe and RH president Kenyuseng Tep in a joint statement. They said that despite of “lots of dissatisfaction and resentment” they have suspended the ongoing total bandh, as a gesture of goodwill towards the written assurance given by the commissioner and secretary and chief Engineer, PWD (NH) published in local dailies on April 19. The hohos have also “reluctantly” accepted the assurance of NH authorities that widening works on NH 2, Tseminyu & Wokha sectors would be started at the earliest date, but not later than three months, with effect from April 17, 2017. Therefore, the hohos cautioned that the agitation would resume if the work was not carried out as per their demand- widening of the NH 2, covering Tseminyu and Wokha sectors, from 40h km to Doyang bridge.

Rule 108-1 (III) says the Centre and states can specify dignitaries who can use beacons on their (official) vehicles. It is a central rule and is being abolished from the rule book,” Jaitley said. He said it means no dignitary at the Centre or in states could henceforth use beacons on their vehicles. Asked if there would be exceptions like the President or the Prime Minister for the use of red beacon on their cars, Jaitley said there can’t be any exceptions “when the rule itself is not there in the rule book”.
The minister said Rule 108 (2) that empowers the Centre and state governments to use blue beacons with flasher is also being changed. “Only defined emergency services will be allowed to use blue beacons with flasher,” Jaitley said. The decision intends to strengthen democratic values in the country, the Finance Minister said, and added that the consequential changes required to be made in other rules will also be made. The red beacon had over the decades become an instrument of political appeasement in the country with state governments “granting” such beacons to
functionaries of the ruling party even when they held no constitutional posts. Road Transport and Highways Minister Nitin Gadkari had the red beacon of his vehicle removed soon after the cabinet meeting. “The government is of the c onsidered opinion that beacons on vehicles are perceived symbols of VIP culture and have no place in a democratic country,” Gadkari said. “They have no relevance whatsoever.” The Congress, however, termed the decision as “symbolic politics” and “ridiculous”. “This is not something new. The Supreme Court had on December 10, 2013, ordered which vehicles would be allowed to have beacons atop them,” said Congress spokesman and former Union Minister Manish Tiwari. “Now, after three years of this decision, if the BJP is trying to do politics over it and try to gain the high moral ground, then it is ridiculous,” he added. Tiwari said that some parts of the apex court decision had already been effected.

DIMAPUR, APR 19 (NPN): Name of veteran Naga politician and former chief minister of Nagaland and present Governor of Odisha Dr. S.C. Jamir is doing the rounds as the next potential vice president of India when current incumbent Dr. A.H. Ansari, who will end his second consecutive term in office since 2007. Election for vice president of India is scheduled to be held by first week of August 2017. Dr. Jamir has been Governor of Goa, Maharashtra and briefly Gujarat when Prime Minister Narendra Modi was the chief minister of the state. Dr. Jamir is the only UPA appointed governor who was not touched after NDA came to power. When contacted by Nagaland Post, for his comments, Dr. Jamir said he was
not aware of it as it could be only media speculations. He reiterated that he was very fortunate to have served the nation in various capacities and was contented. Recently an RSS pracharak had stated that Dr Jamir will be backed by RSS for being chosen by the government to stand for election for vice president of India. According to sources close to RSS, Dr. Jamir is considered for his vast experience as four-time chief minister: April 18,1980- June 5,1980; November 18,1982- October 28,1986; January 25,1989May 10,1990; February 22,1993-March 6,2003. He was also Governor of Goa (July 17,2004- July 21,2008); Gover nor of Gujarat(July24,2009- November 26,2009); Maharashtra( July 19,2008-January 21,2010) and Odisha (March 9,2013 till date). In addition, Dr. Jamir
is also the longest serving Congress politician having begun his innings as Parliamentary secretary under India’s first PM Pandit Jawaharlal Nehru and later Indira Gandhi (May 5, 1962-January 15,1966). If Dr. Jamir is eventually chosen as the ruling NDA candidate, it would also possibly get support from Congress party. Most importantly, with Meghalaya, Nagaland and Mizoram to go to the polls by 2018 a leader from North East could also be an important factor to woo the north east to the NDA. It may be recalled that the other North East politicians who had been elected to high offices included Prof. GG Swell who became deputy speaker Lok Sabha (1969-70 and 1971-77) including PA Sangma as Speaker Lok Sabha (199698).

Cabinet clears EC proposal for paper trail machines NEW DELHI, APR 19 (PTI): The Union Cabinet today cleared a proposal of the Election Commission to procure paper trail machines for use during future elections. The decision comes in the wake of growing demands from opposition parties for holding all future elections using paper trail machines along with EVMs, to clear doubts about votes cast. The clearance was given by the Cabinet chaired by Prime Minister Narendra Modi to the proposal of “procurement of VVPAT units” after a brief discussion. EC has sought Rs 3,174 crore in all for procuring over 16 lakh paper trail machines to cover all polling stations in the country. Cabinet has so far cleared two tranches of Rs 1,009 crore and Rs 9,200 for the Commission to buy new EVMs. Since June, 2014, the EC has given at least 11 reminders to the government seeking funds for VVPAT machines. The VVPAT is a machine which dispenses a slip with the symbol of the party for which a person has voted for.
NEW DELHI, APR 19 (IANS): The Supreme Court on Wednesday said the Babri Masjid demolition is a crime that shakes the secular fabric of the constitution and ordered the restoration of ‘criminal conspiracy’ charges against senior BJP leaders L.K. Advani, Murli Manohar Joshi and Uma Bharti. Finance Minister Arun Jaitley said the BJP and the government would not act against any of the leaders. “This case is going on since 1993. Today, no new situation has arisen.” Advani and Joshi were among the top contenders for the post of President after Pranab Mukherjee retires in July. Uma Bharti is a union minister and Kalyan Singh is the Rajasthan Governor. Hours after the verdict, Joshi and Advani held a brief meeting. Writing the judgment, Justice Nariman said, “in the present case, crimes that shake the secular fabric of the constitution have allegedly been committed almost 25 years ago. Memorial park in honour of Naga Labour Corps in WWI DIMAPUR, APR 19 (NPN): In commemoration of 100th year anniversary of Naga Labour Corps in France, the Nagaland government has decided to set up a memorial park on the hillock opposite the Red Cross building (near Classic Island), Kohima. The memorial monolith would be unveiled by chief minister Dr. Shürhozelie Liezietsu on April 21 at 1 pm at the proposed site. An official statement from DIPR said that, this is the 100th year anniversary of the participation of the Naga Labour Corps in France. During the World War I, around 2000 Nagas have been recruited and were designated as Naga Labour Corps, “numbered as the 35th 36th 37th and 38th (Naga) Labour Companies”. Of them, the 35th Coy left the Naga Hills as part of the Labour Corps on April 21, 1917 and sailed for France on April 26, the statement stated.
KO H I M A / D I M A P U R , APR 19 (NPN): School Education department has come under immense pressure after both Nagaland RMSA Teachers’ Association batch of 2016 and 2013 (NRMSATA) turned their guns on the department against non-release of salary. NRMSATA-2016 had already launched its phase-I agitation on April 17 in the form of boycott of classes. On the other hand the NRMSATA2013 has decided to launch a protest from April 20- to boycott all government secondary classes throughout the state. NRMSATA-2016 president, Renbomo Patton, said that executive members at an executive meeting on Wednesday decided to go ahead with phase-II agitation (poster campaign) starting Thursday. He said the three-day poster campaign would be carried out at strategic places in Ko-
hima. Even after the phase-II stir if the government turned a deaf ear to its grievances, the association cautioned that it stage sit in protest at the secretariat starting from April 25. Meanwhile, the association has informed all its members to continue with the class boycott until the final settlement was reached. In this regard, the NRMSATA has requested all responsible citizens to cooperate and extend full support to its cause. Around 1000 RMSA teachers appointed since 2013 are expected to travel to Kohima on April 24. NRMSATA demands: NRMSATA 2016 president, Renbemo L. NRMSATA 2013 to boycott classes: NRMSATA2013 has decided to start boycotting all government secondary classes throughout the state from April 20, 2017. In a press release, NRMSATA-2013 president, Thejazelie Tase, general secretary, Arhomo Humtsoe, and press secretary, Mezhuzonuo Mepfhuo, said the decision to launch agitation was taken at an emergency meeting, wherein the members discussed at length the government’s failure to release five months (November 2016 to March 2017) pending salary of RMSA 2013 and 2016 teachers. The verdict followed a Central Bureau of Investigation plea challenging the May 2010 Allahabad High Court order quashing the conspiracy charge against Advani and others.
CM to urge centre to improve ITCs DIMAPUR, APR 19 (NPN): Nagaland chief minister, Dr. Shürhozelie Liezietsu, on Wednesday said that he would urge the Centre to improve the infrastructure such as roads and communications at Pangsha, Longwa and Avangkhu, which have been earmarked as International Trade Centres. According to CMO media cell, the chief minister said that the people of the region should benefit from trade and commerce with the South East Asian nations. Dr. Shürhozelie said he would seriously consider improvement of facilities so Nagaland could be part and parcel of the Centre’s Act East Policy. “In terms of trade and commerce, the 21st Century will belong to the South East Asian countries and considering our proximity, both geographical and cultural, we should take full advantage. The region should not be mere corridor for trade and commerce with the neighbouring countries but should be the hub so that the people of the area too, benefit from the increased trade and commerce,” he said assured. Stating that there was an “information gap”, Makury said Avankhu under Meluri sub-division of Phek district had more potential than the Moreh, adding that transportation of goods from the Southeast Asian to Avankhu would be easier. The daily turnover at Moreh market is reported to be in terms of several crores of rupees. He pointed out that goods were transported by waterways along the Chindwin River from Mandalay to Kaliwa. He said that from Kaliwa goods were transported by road to Moreh covering a distance of more than 400 kms, saying the goods have to be transported for about 245 km to Kohima via Imphal. “However, goods can be easily transported by waterways to Thamanthi, nearest river port to Indian border from where the goods can be transported to Avankhu or Phokhungri and then to Kohima which will be less than 350 km,” Makury said. The distance from Kohima to Phokhungri is 292 km and Thamanthi in Myanmar is located about 40 km from the Indian border.
NLC responds to IMTN rebuttal DIMAPUR, APR 19 (NPN): Nagaland Congress (NLC) has responded to the rebuttal issued by Indigenous Minority Tribes of Nagaland (IMTN) with regard to the use of “non-local” on the issue of controversial appointments in the police department. Clarifying its stand, NLC media cell said IMTN had over reacted to the use of the word “non local”, since it was used only as a general indicator to show how appointments were given to the non-locals, the others and Nagas respectively. While acknowledging the contribution, participation and sacrifices rendered by member tribes of IMTN towards the cause of Naga movement and formation of statehood, NLC said their stand was unquestionable on the matter,
as they were also on same the footing with Naga brethren in the state as much today as it was yesterday. In a way, NLC said “they do have more say in the affairs of the state than some Naga tribes settled outside the state.” However, NLC said “it must be admitted that there are non-locals who are non-tribal non-Naga; secondly there are nonNaga who are locals; thirdly there are nonlocal Naga and finally the local Naga.” NLC reiterated that non locals were given excessive appointment, and the voice of others was least heard and the voice of local Naga unheard. It was only for comparative reason, within few communities including non local Naga, that Kuki tribe was mentioned as one having
more employees in police department, NLC said. H o w e ve r, e ve n though their number was more than some local Naga tribes, NLC said it was not questioning their size of employment. “Here Kuki’s number of employment is not the issue; rather their problem is part of the larger issue,” it stated. On the allegation that NLC was “distorting facts and history to gain cheap political mileage for their political goals while attacking the present government”, it said such remark was potentially reactive and purely political.
