NEW DELHI, APR 23 (NPN): Prime Minister, Narendra Modi on Sunday called upon the state governments to work with the Union government, as “Team India,” to build the India of the dreams of our freedom fighters by 2022, the 75th anniversary of independence. Addressing the third meeting of the Governing Council of Niti Aayog, Modi also said the thinktank’s long, medium and short term action plans would benefit all the states. “Niti Aayog is working on a 15-year long term vision document, seven-year medium term strategy, and three-year action agenda,” he told the meeting, which was attended by chief ministers, union ministers and senior officials. Modi further said the vision of ‘New India’ can only be realised through the combined efforts and cooperation of all the states. “Team India” has assembled here to discuss and reflect on ways to prepare the country for changing global trends, Modi said. MTMK slams govt over road repair work DIMAPUR, APR 23 (NPN): Medziphema Town Mechü Krotho (MTMK) has slammed State government’s “apathetic attitude” while executing road repair work in Medziphema town and for failing to fulfil the demand of Medziphema Town Youth Organisation (MTYO) despite repeated appeals through local dailies. MTYO demand was that renovation should be carried out for the whole stretch of the road at Medziphema (Zero point junction to SASRD, NU gate). MTMK alleged that despite Rs. 47,07,000 allocated for the whole stretch only potholes were repaired. MTMK also accused state government of not resolving the infrastructure development work at Medziphema Town, which started in 2015 despite “MoU signed between the two contending parties, all works have come to a grinding halt”. In this regard, MTMK president Akhoto Kuotsu and general secretary Khrielie Iralu and Medziphema Town Women Organisation (MTWO) president Rüüzeü Khate and general secretary, Kelengunuo Zumvu, in a statement reiterated to support MTYO and to pursue the matter until it arrive to a logical conclusion.

Observing that Niti Aayog has been taking steps to transform India, the prime minister asked the government, private sector and civil society to work in sync to promote development. The Aayog, he said, is a collaborative federal body whose strength is in its ideas, rather than in administrative or financial control. Noting that the chief ministers need not come to Niti for approval of budgets or plans, he said the body had gone beyond relying on government inputs and taken on board a number of outside specialists, experts and young professionals.
The states too can contribute to policy formulation, he added. Modi noted that while there has been a 40 per cent increase in overall fund allocation to states between 2014-15 and 201617, the percentage of funds tied to Central schemes has declined from 40 per cent to 25 per cent. States need “to speed up capital expenditure and infrastructure creation,” he said. Stating that poor infrastructure in the country is hampering economic development, Modi said more expenditure on basic infrastructure such as roads, ports, power and rail would help in accelerating the pace of growth.

DIMAPUR, APR 23 (NPN): Nagaland RMSA Te a c h e r s A s s o c i a t i o n (NRMSATA) central body has decided to temporarily suspend their agitation with effect from April 22, 2017 after the School Education department assured to disburse the salaries. The decision was made after the principal secretary Education department issued a written assurance for payment of salaries to RMSA teachers, NRMSATA president Renbemo L Patton and general secretary Kezhothito Keyho stated in a press note. In this regard, the association has directed all its members to return to their respective schools and carry normal duties. The association agreed to call off the agitation on the basis of a four-point assurance by the state government. The state government
assured to arrange and make payments for two months’ salary from the state budget in the month of May 2017. The government assured to release all pending salary if the fund after re-validation of the second installment of 2016-2017 is received from the MHRD (GoI). It also assured to release two months’ salary at the time from June 2017 from the State budget till the backlog of salary was cleared, if fund received from the Centre was not sufficient to clear all pending salary. The department assured to take up the issue concerning Service Regularization-2016 at the earliest possible. Lastly, the department assured to settle the matter amicably concerning the “explanation call” served to NRMSATA 2016 president and general secretary.

agaland chief minister Dr. Shürhozelie Liezietsu on Sunday requested Prime Minister, Narendra Modi to reconsider the problems faced by Special Category States particularly Nagaland and approve the SPA backlog. Speaking at the governing council meeting of the NITI Aayog in Delhi, Dr. Liezietsu apprised the PM that the unfinished projects would never be completed by the meagre resources made available to the State. On appraisal of the 12th Five year plan, he maintained that there had been disruption in the implementation of various projects approved by the then Planning Commission. In this regard he requested that the NITI Aayog’s recommendations be treated as binding on other ministers including the Finance ministry. If not, the efforts of NITI Aayog and its successor role to the Planning Commission would be questioned, he said while citing an instance that the NITI Aayog, after much consultation, had submitted the recommendations to the
Finance ministry with regard to SPA. However, he said they remain unapproved. While lauding Modi for his vision for all the states, Dr. Liezietsu also highlighted on Nagaland’s ‘Vision 2030’ vis-à-vis the Act East Policy. On the other hand, Dr. Liezietsu agreed upon the recommendations submitted to NITI Aayog on rationalization of centrally sponsored schemes, skill development and Swachh Bharat Mission, elimination of poverty and agriculture development. On GST, he informed that Nagaland had already enrolled 54% of the taxpayers online and the remaining taxpayers were being encouraged to enrol at the earliest. He assured that Nagaland would be ready for the GST regime. Nagaland among 7 states oppose AIJS NEW DELHI, APR 23 (AGENCIES): Seven states, including Nagaland, have opposed the formation of an All-India Judicial Service (AIJS), a 60-year-old proposal which has received a fresh push from the Modi government. BJP-ruled states like Arunachal Pradesh, Madhya Pradesh and Maharashtra also wants recruitment for the all-India judicial service (AIJS) to be done in a particular manner which the Law Ministry feels is “not in consonance” with the provisions of the service included in the Constitution. According to a Law Ministry note on AIJS circulated to members of a parliamentary consultative committee attached with the ministry, the governments of Bihar, Chhattisgarh, Manipur, Odisha and Uttarakhand want major changes in the proposal formulated by the Centre. “State governments of Arunachal Pradesh, Himachal Pradesh, Karnataka, Madhya Pradesh, Meghalaya, Nagaland and Punjab do not favour formation of AIJS. The Maharashtra government wants recruitment to be done at judicial magistrate (first class) level which is not in consonance
with the provisions of AIJS included in the Constitution,” it said. Besides these 13 states, “no response” has been received from the rest, the note states. Also, the high courts of Andhra Pradesh, Bombay, Delhi, Gujarat, Karnataka, Madhya Pradesh, Madras, Patna and Punjab and Haryana have not favoured the idea. One of the problems cited is that since several states, using their powers under Code of Criminal Procedure (CrPC) and Code of Civil Procedure (CPC), have declared that the local language would be used in lower courts even for writing orders, a person, say selected from Tamil Nadu, may find it difficult to hold proceedings in states like Uttar Pradesh and Bihar. The Centre’s plan to create a national-level judicial service, on the pattern of the All-India Civil Services, has been supported by the Law Commission and a department-related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice has also supported the idea. The issue was first discussed in 1960 but the plan has not taken off due to continued difference.
NVCO serves 10-day deadline on state govt. DIMAPUR, APR 23 (NPN): Nagaland Voluntary Consumers’ Organization (NVCO) Tseminyu Sub-division unit on Sunday served 10-day deadline (with effect from April 24) on the power department demanding restoration of power feeder transformer at Tseminyu town. NVCO unit president John Semy and general secretary Asao Seb in a statement cautioned that the department would be held responsible on the failure to meet their demand within the stipulated time. Funds released for ‘works’ on roads

Dimapur, Apr 23 (NPN): While condition of roads in Nagaland have attained some notoriety for the reason that despite funds released since the past decade or so, the pot holes become bigger and the black bitumen surface totally disappearing. It would seem that the funds are released to the appropriate authorities on paper and where the money has gone to is not difficult to fathom. As disclosed in a section of the media, a total of Rs.40 crore was purportedly drawn for the same
works shown for Mokokchung, Kiphire, Mon, Longleng, Tuensang, Wokha, Peren, Phek, Zunheboto, Kohima and Dimapur divisions. According to one document, the deputy secretary finance issued sanction for Rs.20 crore as per demand No. 58 under Roads and Bridges annexure to drawing limit No.28 for 2016-17 on December 12, 2016. Again, the same finance department sanctioned Rs.20 crore on March 16,2017 under demand No.58 under annexure to drawing limit No.46 for the various divisions of the
R&B in the 11 districts as mentioned. It is yet to be ascertained whether the same amount was sanctioned for different works or for the same works. Again, if the sanction was re-validated on March 16,2017 then there should be some explanation. However, the probable tip was revealed when Rs.5 crore was sanctioned/ released towards “improvement of road from City Tower Jn to DC court Jn Dimapur”. As per physical evidence, no works have been carried out along the stretch of the road in recent months. The question is whether the money was released for works undertaken several years back during 2013/14? Another set of works were also purportedly undertaken in Phek and Kohima including Dimapur ( fly over bridge approach road & Eros lane approach road) totalling R.8 crore. K Y M C
