India logs over 3.32L fresh Covid cases NEW DELHI, APRIL 23 (PTI): India added a record over 3.32 lakh new coronavirus cases in a single day taking the country’s tally to 1,62,63,695, while active cases crossed the 24lakh mark, according to the Union Health Ministry data updated on Friday. India is struggling with a second wave of the coronavirus infection and hospitals in several states are reeling under a shortage of medical oxygen and beds in view of a rising number of cases. According to the Union Health Ministry data updated this morning, India recorded a single day rise of 3,32,730 new cases, taking the tally to 1,62,63,695, while active cases crossed the 24-lakh mark. The death toll increased to 1,86,920 with a record 2,263 new fatalities. Registering a steady increase, the active cases increased to 24,28,616 comprising 14.93 per cent of the total infections, while the national COVID-19 recovery rate has further dropped to 83.92 per cent.
DTF Mokokchung puts curbs on Moatsu festival DIMAPUR, APR 23 (NPN): District Task Force (DTF) COVID-19 Mokokchung has directed all the villages/unions in Mokokchung district to refrain from celebrating the upcoming Moatsu festival. In an order, the deputy commissioner (DC) Mokokchung Limawabang Jamir stated that the DTF took this decision at meeting held on April 23, 2021 in view of the increasing number of COVID-19 cases and in the interest of public health and safety. DTF Mokokchung, which also adopted other resolutions to be strictly implemented in the entire district, directed all interstate weekly markets in all towns/subdivisions/villages to remain suspended till further notice. Further, all interstate travellers have been directed to strictly follow the laid down COVID-I 9 protocols/ SOPs and cooperate with the authorities. DTF has urged all citizens to cooperate with the authorities during contact tracing/testing. DC cautioned that any person/group acting in violation of the order would be deemed to have committed an offence punishable under relevant section of the Epidemic Diseases Act 1897 and the Disaster Management Act, 2005.

India to airlift 23 Oxygen generation plants from Germany Defence Ministry has decided to airlift 23 mobile oxygen generating plants from Germany as several states reeled under an acute shortage of medical oxygen due to a massive surge in coronavirus cases, officials said today. He said the oxygen generating plants are expected to be airlifted within a week. Another official said the Air Force has been told to keep its transport aircraft ready to bring the plants from Germany once required paper works are completed. The official said more oxygen generation plants may be procured from abroad.

Free food grains to 80 crore poor people: Centre NEW DELHI, APR 23 (PTI): Centre on Friday decided to resume providing free food grains to 80 crore poor beneficiaries in May and June to help them tide over the economic hardship in the second wave of the Covid pandemic, a move that would cost the exchequer around Rs 26,000 crore. “We will provide 5-kg additional food grains for free to PDS beneficiaries under the PMGKAY for two months -- May and June. This time, we are not providing pulses under this scheme,” Food and Public Distribution secretary Sudhanshu Pandey told PTI. PMGKAY was announced in 2020 for three months till July and later extended till November to combat the economic impact of the pandemic on the poor. Under the scheme, additional 5 kg wheat and rice along with 1 kg pulses to each family per month was provided to beneficiaries under the NFSA. But this year, only grains will be given.
First in NE, double mutant Covid strain detected in Assam G U WA H A T I / N E W DELHI, APR 23 (IANS/ AGENCIES): Amid the rising number of Covid-19 cases in Assam, samples of the double mutant variant of novel coronavirus have been found at the Dibrugarh Airport, the first such detection in the North Eastern region, officials said on Friday. Health officials said that before Assam, the double mutant strain was found in Maharashtra, Delhi and West Bengal. Assam Health Minister Himanta Biswa Sarma tweeted: “Recent samples from Dibrugarh Airport are positive for B.1.617 strain or the Indian double mutant (L452R and E484Q) strain of SARS-Cov-2. We need to be very very careful.” The double mutant (B.1.617) strain is said to be responsible for the current surge in Covid-19 cases in Maharashtra and few other states in India. UK strain driving Covid surge in Delhi The UK strain is driving the Covid surge in Delhi, an analysis of samples has revealed. Data released by the National Centre for Disease Control (NCDC) says over 400 cases of UK strain and 76 of the Indian double mutant were found in Delhi. Some 11 per cent samples from across India show “variants of concern”. Cases of the UK strain almost doubled to 50 per cent in samples from Delhi in March, according to the NCDC.

Chairing a high-level meeting with chief ministers of 11 states and union territories with maximum COVID-19 cases, Modi also called for making people continuously aware so that they do not indulge in panic buying. He said that with united efforts, they will together be able to stop this second wave of the pandemic across the country. Modi urged states to work as one and coordinate with one another to fulfil medical require-
ments, asserting that “if we work as one nation, there will not be any scarcity of resources”. He said Railways and Air Force are being deployed to reduce the transportation time for oxygen tankers and all state governments need to work together to meet requirements of life-saving gas and medicines. Modi said every state should ensure that no oxygen tanker, irrespective of its destination, is stopped or gets stranded, a statement said. The prime minister’s call for coordination and working together to meet the spiralling health crisis comes amid multiple reports
of medical oxygen supply being stopped at borders of one state or the other during transit. It was the prime minister’s third meeting with chief ministers in the last five weeks, while he also held his fourth review meeting in one week to review the oxygen availability situation, officials said. Taking note of the points raised by chief ministers on the issue of oxygen supply, Modi said there is a continuous effort to boost it and all related departments and ministries are also working together. Industrial oxygen has also been diverted to meet immediate requirements, he noted.
‘India may see 5 lakh Covid cases, 3000 deaths a day by May 1’ NEW DELHI, APR 23 (AGENCIES): America’s highly regarded epidemiologists and biostatisticians Bhramar Mukherjee, a professor at the University of Michigan, said that according to her mathematical projections, India could have 500,000 daily COVID-19 cases and 3,000 daily COVID-19 deaths by May 1. In a 37-minute interview to Karan Thapar for The Wire, Bhramar said that in terms of infections, the peak will come in mid-May when India could see 8-10 lakh daily infections and in terms of deaths, the peak will be two weeks later in May-end when India could

He, however, claimed that wholesalers were selling goods at actual prices. In a press release, DCCI president Akashe Zhimomi strictly warned all shops and business establishments not
to indulge in hoarding, adding that anyone found indulging in hoardings would be sealed and goods handed over to administration for free distribution. The trade body said it would monitor the market round the clock with the help of administration, including DMC, and take direct complaints from the public. It assured public that there was sufficient stock of goods and that they need not worry about shortages. She opined that the present count of the daily increase in COVID-19 cases is perhaps under reporting the true picture by a factor of 10 or 20, although it’s more likely to be 10. She also said daily deaths are perhaps being under reported by a factor of 2 to 5. This means that whilst cases are increasing by 1 lakh (reported) a day, the unreported daily increase could be a further million. Similarly daily deaths could be five times greater than the officially reported figure. Mukherjee called the present situation in India “very worrying”.
‘Covid peak likely between May 11-15 with 33-35 lakh active cases’: Meanwhile, another study by scientists working on a mathematical model to work out the course of the pandemic say there is a possibility of a peak between May 11-15 with 33-35 lakh total ‘active’ infections, the Times of India report stated. This means the number of ‘active’ cases in India will keep increasing roughly for another three weeks before a decline. If the current model shows the trend correctly, the mid-May peak would be three time higher than the first peak of over 10 lakh ‘active’ cases witnessed on
September 17 last year. The exercise is, however, important to prepare the policymakers for a proper response mechanism in terms of medical supplies and facilities. The current model shows that Delhi, Haryana, Rajasthan and Telangana may see a peak of ‘new’ cases during April 25-30; Odisha, Karnataka and West Bengal during May 1-5 while Tamil Nadu and Andhra Pradesh during May 6-10. It shows Maharashtra and Chhattisgarh might already have reached its peak phase now while Bihar will see it around April 25. “Our model shows a peak of cases of ‘new’ in-
fections, which are being observed on a day-to-day basis, may be noticed during May 1-5 at about 3.3 to 3.5 lakh infections per day. It’ll turn the peak of ‘active’ cases to around 33-35 lakhs 10 days later between May 11-15,” Manindra Agrawal of IIT Kanpur, involved with the national ‘super model’ initiative, told TOI. Referring to the current model, Agrawal said one should not confuse the two different peaks -- one of daily ‘new’ cases which are more commonly observed and another of total number of ‘active’ infections which will come 10 days after the crest ‘new’ (Cont’d on p-6) cases.
DIMAPUR, APR 23 (NPN): The nine-hour night curfew (8 p.m. to 5 a.m.) in Dimapur district came into effect from Friday till further orders. By evening, many parts of the city witnessed unusual heavy traffic from 6 p.m. as people rushed home before the night curfew began. The night curfew was among other restrictions announced by Dimapur District Task Force on Wednesday. As per the order issued by DC Dimapur, all shops, business establishments, restaurants, etc, have been asked to close by 7 p.m. However, medical, emergency and essential services, including pharmacies, shall be fully functional but commercial activities and any assembly of four or more persons are prohibited. In a tweet on Friday, Dimapur Police, while seeking cooperation of all, said “all movement of non-essential nature will be restricted during the curfew hours from 8PM-5AM.” NE states tighten measures: North Eastern states have further tightened measures to check the spread of the coronavirus disease. Assam government, partially modifying its earlier Standard Operating Procedures (SOP), has made 7-day home quarantine mandatory for people coming to
Assam by flights and trains even if the result of their Covid test is negative. In neighbouring Karbi Anglong, authorities have imposed closure of all shops from 6 p.m. to 6 a.m. until further orders. However, there was no restriction of vehicular movements. Tripura has imposed night curfew in Agartala Municipal Corporation area from 10 p.m. to 5 a.m. from April 22 onwards. In Meghalaya, night curfew in East Khasi Hills District, in which capital Shillong falls, has been extended for another week until April 25. Besides restriction entry of tourists, the government has enforced several restrictions including closure of all bars, clubs, cinema halls, salons/beauty parlours and several other places that may attract public gatherings from April 26 to April 30. Tripura government has ordered closures of educational institutions. Night curfew and various other restrictions continue to be in effect in Mizoram capital Aizawl and other parts of the mountainous state. People rescue excavator driver from the accident site
Correspondent MON, APR 23 (NPN): One person was injured after an excavator met with an accident near Longkei village, between Mon town and Wakching village, at around 2 p.m. Friday. It was reported that the excavator, which has
been pressed for ongoing two-lane road works, turned turtle due to mud slide and falling rock. The driver was dragged out by fellow workmates and villagers. He escaped with some injuries and was taken to District Hospital Mon for further treatment.

DIMAPUR: Nagaland Veterinarian’s Association (NVA) has informed that it would be celebrating and the “World Veterinary Day 2021” on April 24 across 12 districts in collaboration with the state department of A.H & Veterinary Services (AH&VS). A press release by information and publicity secretary, NVA, Dr. Auto V informed that the day would be celebrated through awareness programmes, livestock, poultry and pet vaccination and other veterinary and animal husbandry related activities. Executive Office Bearers (CVOs) of respective districts have been requested to record the event and submit pictures from all the districts to be published in local dailies through the email of IPR. NVA informed that the records should be submitted to information & publicity secretary NVA or shared to the NVA forum

146 new COVID-19 cases in Meghalaya

Shillong, Apr 23: The surge in Covid-19 cases in Meghalaya continued with 146 fresh cases of infection reported on Friday with the active caseload mounting up to 1238, while 38 more recoveries from the viral disease took the number of recovered cases up to 14, 236, even as entry of tourists to the State from outside have been halted for 14 days from today. Director Health Services (MI), Dr. Aman War said the new COVID-19 cases detected on Friday included 115 in East Khasi Hills district , 20 in Ri-Bhoi district, four each in West Garo Hills district and West Jaintia Hills district and three in East Jaintia Hills district. With 894 active COVID-19 cases and 131 deaths due to the viral infection, the East Khasi Hills, that includes state capital Shillong is the most affected, followed by West Jaintia Hills district with
132 active cases, and RiBhoi district with 117 active cases as on date. Meghalaya has so far registered 15, 631 confirmed COVID-19 cases, including 157 fatalities. Meanwhile, till Friday evening, 2, 02, 952 doses of Covishield were administered across the State, with 1, 51, 741 having received the first dose and 51, 211 having fully inoculated with the second dose of the vaccine against Covid-19, Dr. War said. On the other hand, in order to safeguard the public at large from an “uncontrollable surge of the COVID-19 pandemic”, the District Magistrate of East Khasi Hills District, Isawanda Laloo, in an order issued on Friday under section 144 Cr. P.C. read together with Regulation 3 of the Meghalaya Epidemic Diseases, COVID–19 Regulations, 2020 has prohibited any gathering of people and entry of visitors within the
premises of the Golflink in Shillong on every Sunday, till further orders. “The order was issued in view of the rapid rise in the number of COVID-19 cases in East Khasi Hills District, wherein a large number of cases have been detected amongst the returnees, high risk contacts and others within Shillong Agglomeration area,” Laloo stated. The order was also issued because Golflink is a popular spot for tourists and visitors in Shillong City, and the District Magistrate informed that reports have been received about overcrowding and non-maintaining of social distancing and mask-wearing at the place, especially on weekends and since the COVID-19 virus is known to spread especially in places where large number of people congregate. “Non-compliance to SOPs at all times will be met with penalties as per law,” Laloo cautioned.

Chief minister N Biren Singh led the limited number of delegates in laying floral wreaths at Khongjom War Memorial atop Khebaching, Paona Brajabashi statue, located at the foothill later. Deputy chief minister Y Joykumar, cabinet ministers, MP, MLAs, top civil and police officials were among others who paid floral tribute. DIPHU APR 23: A group of unidentified miscreants on Friday reportedly torched the Border Peace Committee’s office located along the Daldali reserve forest in Karbi Anglong district. Following the report, deputy commissioner and superintendent of police Karbi Anglong visited the area and police have started investigation. It was also learnt that the office bearers of the peace committee have registered a case at Diphu police station. Police said that some people from across the border had attempted to establish a new village inside Daldali reserve forest, which was objected by the committee. A similar attempt was made by some group, however, Lahorijan police foiled the attempt, police said.
Aizawl, Apr 23 (PTI): Mizoram has not reported any case of new COVID-19 variants till date, an official said on Friday. The Mizoram government has sent 326 samples of COVID- 19 infected positive patients to National Institute of Biomedical Genomics (NIBMG) in West Bengal for genome sequencing, state spokesperson for COVID-19 Dr Pachuau Lalmalsawma. The samples were sent between December, 2020 and April this year, he said. “Of the 326 samples, results of 69 samples have been received and all of them tested negative for new variants of COVID19,” Pachuau told PTI. He said that the results of the remaining samples are awaited. Mizoram has so far reported 5,220 COVID-19 cases of which 4,600 patients have recovered from the disease. The state now has 608 active COVID-19 cases
while the death toll so far is 12. The state capital Aizawl and 10 other district headquarters are now under virtual lockdown to break the chain of COVID19 transmission. The virtual lockdown will end on April 26 at 4 am. According to Pachuau, who is also the state nodal officer of Integrated Disease Surveillance Programme (IDSP), 4,216 people, including 1,001 security personnel were diagnosed with COVID-19 in 2020. While 2,220 patients have travel history, the rest 1,996 were locally infected, he said. He said that at least 1,004 COVID-19 cases were reported from first January till April 23 this year and 552 cases were locally transmitted while the rest 452 patients have travel history. Mizoram reported its first COVID-19 case on March 24 last year.

The man, who is a personnel of the Border Security Force (BSF), has received the second dose of COVID vaccine on March 27 tested positive for coronavirus on arrival at Lengpui airport from Uttar Pradesh on Thursday, he said.

Advisory under Longleng district All village and ward authorities under Longleng district have been requested to circulate and implement the following guidelines under their respective jurisdiction for surveillance of returnees travelling to Longleng district from outside the state. The returnees upon arrival to Longleng district shall self-isolation/home quarantine for a period of 10 days. During the home quarantine period, the returnee will not be allowed to venture outside the house. Visitors have been restricted and directed to practice COVID-19 appropriate behaviour; family of the returnee should not be discriminated in any way including procurement of essential commodities; returnee shall be released from home quarantine after 10 days if, he/she does not develop any COVID-19 related symptoms.

DIMAPUR: With the surge of COVID-19 positive cases across the country and in the state, the state government, its agencies and Civil Society Organisations (CSOs) have been issuing directives, appeals and taking preventive measures to contain the spread of the virus. DTF meeting in Kohima DTF, Kohima convened an emergency meeting on April 23 headed by DC Kohima Gregory Thejawelie along with legislators in-charge for Kohima, minister, PWD housing & mechanical, Tongpang Ozukum and advisor, urban development and municipal affairs, Dr. Neikiesalie Kire. According to DIPR report, the meeting deliberated on level of preparedness for the second wave of COVID -19 surge and discussed that the ICU facility at Meriema to be activated as soon as possible. Paid quarantine for people to be isolated was also noted to be proposed as it had become a necessity with people coming from other states. On the status of vaccination in Kohima, the concerned department pointed out that a total of 27,775 front line workers, health workers and in the age and above of 45 were vaccinated. A national health crisis
W
ith fresh coronavirus cases rising in India on a regular basis the country is certainly headed for a troubled period in the months ahead. India breached the 1,00,000 barrier on April 5 to become the world’s biggest Covid-19 hotspot. On April 16 India again created another record in daily cases of fresh coronavirus when the two-lakh barrier was breached. It seems that the spikes were uncontrollable when the 3 lakh COVID-19 cases was registered in a single day in India on April 21 and this was surpassed on April 22. From all accounts, it is undeniable that India is in now in the grips of a public health emergency as Coronavirus cases continue to break records on a regular basis. A public health emergency is reached in a situation which is “serious, sudden, unusual, or unexpected” and which may necessitate immediate international action. Since a peak of more than 93,000 cases per day on average in mid-September 2020, infections had steadily declined. By mid-February 2021, India was counting an average of 11,000 cases a day. The seven-day rolling average of daily deaths from the disease had slid to below 100. The steady decline in coronavirus cases had led to a feeling of triumphalism, according to K Srinath Reddy, the president of the Public Health Foundation of India. While the centre tom-tommed the “achievement” and attributing it to Modi’s leadership, people in general became complacent also. At the end of February, the Election Commission of India announced key elections in five states where 186 million people were eligible to vote for 824 seats. When health scientists had warned against complacency nobody and least of all the government wanted to pay any heed. By the end of February when foreign media reported that India was facing a new Covid wave, India’s darbari media had little inclination for the doomsdays sayers. This was probably because the media was focussed on prime minister Modi and ruling party big-guns holding massive rallies across poll-bound states. In less than a month, by March end, things began to unravel as India was in the grips of a devastating second wave of the virus and cities were facing fresh lockdowns. However, election rallies went on including the massive gathering of lakhs of devotees for the annual Kumbh Mela in Hardiwar. Unfortunately, the ideology of one nation, one law and one culture also practically meant one man-show. While the pandemic has not been revoked, it was important that India’s central leaders paid attention to genomic surveillance in January 2020 to detect variants. It appears, that coronavirus variants are believed to be driving the surge especially by February end in Maharashtra. Unfortunately, the country’s central health authorities initially denied any such possibility. This sense of complacency has become the turning point leading to uncontrollable spikes. Worse, social media feeds are full with videos of hospitals overflowing the covid patients, some having so share a bed or sleeping on corridors, hospitals facing acute shortage of oxygen, mortuaries overflowing with the dead. Drugs are being sold on the black market, and test results are taking days. Most epidemiologists predict more waves, given that India is evidently still far away from reaching herd immunity and its vaccination rate remains slow. However, instead of admitting it had prematurely declared victory over COVID, the centre has now literally washed its hands off by asking states to decide on what they need to do.

But the opposite case is equally true– once our concentration is on God, all the limits of our life are free and under the control and mastery of God alone. There is no longer any responsibility on you for the work. The only responsibility you have is to stay in living constant touch with God, and to see that you allow nothing to hinder your cooperation with Him. The freedom that comes after sanctification is the freedom of a child, and the things that used to hold your life down are gone. But be careful to remember that you have been freed for only one thing– to be absolutely devoted to your co-Worker. We have no right to decide where we should be placed, or to have preconceived ideas as to what God is preparing us to do. he common buzzing around at present is vaccine. People are taking vaccines to protect from the pandemic. Initially vaccination started with the frontline workers and now people above the age of 45 are taking it. Soon individuals above the age of 18 will be able to take a vaccine against COVID for which they can register digitally at CoWIN platforms or Aarogya Setu App. For over 200 years, vaccines have protected us against diseases that threaten lives and prohibit our development. With their help, we can progress without the burden of diseases like smallpox and polio, which cost humanity hundreds of millions of lives. Immunization is a global health and development success story, saving millions of lives every year. Vaccines reduce risks of getting a disease by working with your body’s natural defences to build protection. When you get a vaccine, your immune system responds. We are aware that vaccination is a simple, safe, and effective way of protecting people against harmful diseases, before they come into contact with them. It uses the body’s natural defenses to build resistance to specific infections and makes your immune system stronger. Vaccines train our immune system to create antibodies, just as it does when it’s exposed to a disease. However, because vaccines contain only killed or weakened forms of germs like viruses or bacteria, they do not cause the disease or put us at risk of its complications. Our immune systems are designed to remember. Once exposed to one or more doses of a vaccine, we typically remain protected against a disease for years, decades or even a lifetime. This is what makes vaccines so effective. Rather than treating a disease after it occurs, vaccines prevent us in the first instance from getting sick. Most vaccines are given by an injection, but some are given orally (by mouth) or sprayed into the nose. Today there are vaccines available to protect against at least 20 diseases, such as diphtheria, tetanus, pertussis, influenza and measles. World Immunization Week 2021 shall aim to reframe the global vaccine conversation to focus on the importance of vaccines, highlight the many ways in which vaccines enable us to live healthy, productive lives by preventing the spread of vaccine-preventable diseases and demonstrate social proof that the broader public already values and trust vaccines. The World Health Organization (WHO) works with countries across the globe to raise awareness of the value of vaccines and immunization and ensures that governments obtain the necessary guidance and technical support to implement high quality immunization programmes. The irony is that though we are more concerned about vaccination against corona we should not forget that immunization is a key component of primary health care and an indisputable human right. It’s also one of the best health investments money can buy. In spite of tremendous progress, far too many people around the world – including nearly 20 million infants each year – have insufficient access to vaccines. Vaccines are a critical new tool in the battle against COVID-19. Safe and effective vaccines will be a game changer but for the foreseeable future we must continue wearing masks, physically distancing and avoiding crowds. he ‘Great Indian Lockdown’ that began on March 25, 2020, spanned 68 days. Initially announced for a period of 14 days, it was repeatedly extended to finally reveal the ‘Great Unlock’ on June 1, 2020. It was heralded as a preemptive masterstroke. Was it one? And is there a case for Lockdown 2.0? At the first instance, the ‘Great Indian Lockdown’ was brandished as the ultimate tool that would eradicate COVID-19 from our shores. The citizens were asked for a few weeks, then a few weeks more and then some more to win the war against the virus. So while the obedient citizens believed what was being fed to them, they utilised their time making Dalgona coffee at home. They banged plates, lit candles and sacrificed their daily wages in the belief that they were being protected from the tentacles of a deadly virus. Time spent without social contact would vanquish the virus was the war cry, for some time. As time passed, reality slowly dawned that the ‘Great Indian Lockdown’ in no way could extinguish the virus. The Government’s narrative conveniently changed to the lockdown being an instrument to prepare the health system to cope. Now, this made sense — a lot of sense. The obedient citizens never questioned this narrative, since it genuinely had a lot of merit to it. For the common man, the changing narrative explaining the reasons for the lockdown was immaterial as long as the end justified the means. A short crisp lockdown was probably the need of the hour in late March 2020 to better prepare the health infrastructure. There can hardly be a debate on this. But what explains the suddenness of it all when hospitals were empty and deaths a fraction of where we are today? What explains
the painful and prolonged 68 days of being shut down? The only number the Government seemed to be bothered about then was the infection graph. Victory was declared by showing how our country fared so much better than the rest. If the ‘Great Indian Lockdown’ was about preparing the health system, then shouldn’t the nation have been served a graph of additional hospital beds, ventilators, oxygen capacity and the like to keep the citizens informed of the work being done to prepare for the worst? It is hard for normal folk to accept a mistake, and even harder for the Governments to do so. Rather than admitting to an error in judgement, a changed narrative from “let’s kill the virus” to “we are preparing the health system” worked as a convenient explanation. I, for one, hoped that the changed stance truly reflected the Government’s intent. Sadly, I was wrong. Cut to the present. If the Government presumably acted prudently and helped prepare the health system in those 68 days and the ensuing period of another 200+ days since ‘Unlock 1’, then what explains the current mess? Even for the uninitiated, it simply means that the preparation was grossly inadequate and the forecasting even worse. The time spent in lockdown and the time post-lockdown did little to prepare our health infrastructure for the tsunami facing us today. In such a case, what did the lockdown achieve? Very little. It did not vanquish the virus, it did not adequately prepare our health system but it definitely destroyed the livelihoods of millions. Personally, I have never been an advocate of lockdowns. Each one must evaluate one’s own risks and act accordingly by imposing a self-lockdown when required. However, if there is ever a greater reason and logic for a stringent lockdown, it is now.
I have constantly maintained that lockdowns simply reduce the pace of spread of the virus. They never completely eradicate it or stop its spread. Thus, a lockdown is unfortunately necessary only and only when the health system is running at capacity. And it is running to more than capacity now. The time to save lives is now, not when our hospital capacity was chugging along at 30 per cent or so, in April 2020. With the hospitals bursting at seams, the Union Government in its wisdom thinks that lockdowns don’t help. Really? Wasn’t the ‘Great Indian Lockdown’ presented as the smartest move last year? Confusing to me. If the March 2020 lockdown was not a mistake, it definitely cannot be a mistake in April 2021. However, since it does not seem to be a tool for the Government in the current crisis just yet, isn’t that an admission that it erred in March last year? The sad part is that they are erring again. However, this time, by not enforcing one. The happenings over the last year remind me of a game we played as children, called “musical chairs”. The Government seems to be caught on the wrong side of the chair each time the music stops playing. As most of us juggle multiple calls for help from family and friends, television grabs of religious ceremonies and election rallies seem to mock us. Do we deserve this? Who is to blame for our predicament? The virus, the Government’s response or us who cast our ballots — the 1.4 billion? Think hard about it. Let’s hope and pray that lives as well as livelihoods are saved. Sadly, as it is playing out, it seems neither lives nor livelihoods are safe. The CONIID-19 pandemic has put considerable pressure on public health services across the globe over the past one and half year. The pandemic impacts population in numerous ways and reminds us that multi-sectoral collaboration in line with the One Health approach and the sharing of expertise are more important than ever. Beyond collaborative research, the animal health sector and, in particular Veterinary Services’ contributed in various ways towards building a common response to the pandemic. In many countries, veterinarians have shown their commitment to support the work of human health authorities. When the world suffered sudden halt disrupting the normal walks of life and the countries worldwide shutting down to complete lockdown, Veterinary laboratories have used their experience and expertise in
high throughput testing capacity of infectious diseases to engage in activities such as surveillance screening, by testing human samples, thereby supporting the diagnostic capacity of human health services. Veterinary professionals have also been volunteering in hospitals and laboratories when human resources were not sufficient. Veterinary epidemiologists have been supporting their counterparts in the public health response to track the disease in humans and to support the development of effective public health interventions. India also went under lockdown in the month of March 2020 and Nagaland too was put into total lockdown due to the devastating menace of COVID-19 pandemic. During this period of chaos and confusion, the veterinarians were also faced with tremendous challenges of maintenance and managemental welfare of its farm livestock and poultry population. Animals were still getting hurt, always getting sick and even requiring wellness examinations besides requirement of feeds regardless of the outside world bunkering down. In conjunction with crisis management effort, it should not be forgotten, that on a daily basis, the activities of Veterinary Services contribute to addressing critical needs, which are heavily challenged in the current circumstances: food security and safety, as well as livelihoods are intrinsically linked to sound animal production systems. It is crucial that the Veterinary Services continue to implement their multiple activities, which contribute to ensure a continuum in safe food provision for populations and to sustain their subsistence. The downstream effects of COVID-19 on economies, animal health, and food
security remain as important as ever. Realising the role of livestock and poultry farming as an integral part of Nagas, the Government of Nagaland has enlisted the Department Of Animal Husbandry and Veterinary Services, under essential service and the livestock and poultry feeds as essential commodity to oversee the managemental welfare of the animals in general and necessity of feeds in the process. In addition to the vital role played by the department in ensuring health and welfare of the livestock and poultry population in consonance with holding the ethics of Veterinary profession, many Veterinarians and paravets were pushed into active service as Task force committee members and frontline workers to fight the menace of COVID 19. Veterinarians responded and played a crucial role during the COVID-19 pandemic in the service of the public and taking care of animal health welfare by having free access to their movements as essential service professionals. 1. Set up Department Task Force to coordinate and assist State Emergency Task Force. Formulate action plans in off-setting probable source of infection through Livestock & Poultry. 2. As member of State empowered group-II in strategic planning for exigency situations, Veterinarians have taken major role such as quarantine in-charge, convenor of “transport committee” and in identifying of quarantine centres and lodging of returnees in the hostels and ensuring transport of food and water to the quarantine centres. 3. Veterinary Hospital remained open on all working days during the restricted lockdown for the health coverage, welfare of
the livestock, poultry and pets. 4. Efficient veterinary service was rendered to the Zoo animals in Rangapahar whenever called for. 5. Regular press releases of guidelines, advisory and precautionary measures in line with OIE directives. 6. Creating linkages and facilitate farmers for livestock and poultry feeds & feed additives having accessibility problems. 7. Issue of pressurised disinfectant sprayers to all inter-state QCPs for disinfection of vehicles transporting animals and feeds. 8. During the pandemic lockdown, an outbreak of African Swine Fever (ASF) in the neighboring states viz. Assam and Arunachal Pradesh leading to blanket ban of pig import in the state was imposed. To safeguard public health, the officials performed duties round the clock in all the intersection and quarantine check post. In many occasions officials intercepted and confiscated diseased animals entering the state. Seized pigs and pork were
disposed off in presence of officials as per SOPs. 9. Re-activate district Rapid Response Teams as preparedness initiative for eventual COVID-19 outbreak. 10. Educating public on general awareness and precautionary measures of COVID through mass and social media in context of Animal-Human interface. 11. Supply of piglets, rabbit bunnies, chicks and calves to progressive farmers to sustain breeding stock and also as a means for their income generation. 12. Facilitate supply of milk and dairy products from the farm/manufacturing plant to the consumers. 13. Contribute and play a major role in strategic planning for rebuilding State Economy in the aftermath of COVID-19 first phase. First thing first, the network at Keziekie colony, Kohima is as slow as 2G network for many years. I have tried using Jio, Airtel and Vodafone networks, but none is stable. Life is back dating to 20th century with inaccessible zero speed networks. No doubt, we all rely on good network for almost all the works. In fact, living in the smart city- Kohima is like a nightmare. This poor network is a burden as all tasks keeps pending. Therefore, I request the kind dept to look at this issue in order to normalize the network connectivity system as soon as possible. SC intervention in Covid uncalled for: Cong 14 die in Maha’s Virar ICU blaze
NEW DELHI, APR 23 (PTI): The Congress on Friday said the Supreme Court’s suo motu intervention in the management of COVID-19 in the country was “wrong” and “uncalled for”, and alleged that it amounts to over-centralisation of judicial powers. The Congress also hit out at the government over its handling of the pandemic in the country where there is “shortage” of everything. It said venerable institutions have to realise that their primary job is to protect the lives of citizens of India, not the reputation of the central government and demanded vaccine neutrality just like net neutrality. Congress spokesperson Abhishek Singhvi said high courts were efficiently upholding the citizens’ right to life and holding the government accountable in a more nuanced way on a case-to-case basis and they should have been allowed to carry on their work. “The Supreme Court’s intervention on April 22, 2021 is totally uncalled for. Unfortunately, it is wrong, wrong and wrong. It is wrong because it is not suo motu ameliorative but a

The Supreme Court also allowed senior advocate Harish Salve to withdraw as amicus curiae for the suo motu case related to distribution of essential supplies and services, including oxygen and drugs, during the COVID-19 pandemic. Attacking the government over its inept handling, Singhvi said, “There is a shortage everywhere at the peak of the crisis. This

Separately, a defence ministry statement said the Armed Forces Medical Services (AFMS) has decided to import oxygen generation plants and containers from Germany, amid shortage of oxygen in the hospitals. “Twenty-three mobile oxygen generation plants are being airlifted from Germany that will be deployed in Armed Forces Medical Services hospitals catering to the covid patients,” it said. Offers of help have also come in from countries such as Russia and
France and also blocs like the European Union. A news report said a charity group based in Pakistan, the Edhi Foundation, has also extended an offer of assistance in a letter addressed to Prime Minister Narendra Modi by the head of the group, Faisal Edhi. In Beijing on Friday, Chinese foreign ministry spokesman Zhao Lijian told a media briefing here that “for the recently deteriorating epidemic situation in India we send our sincere sympathies.” “The Chinese government and the people firmly support the Indian government and their people in their fight,” he said responding to a question from the official Chinese media, PTI news agency reported. “Based on the need of the Indian side, we stand ready to offer support and assistance. We are now
holding communications with the Indian side,” he said. “We believe the Indian people will surely conquer the epidemic at an early date,” he added. . The IAF deployed its C-17 and IL-76 heavy-lift aircraft for transportation of oxygen containers to filling stations, officials said. VIRAR (MAHA), APR 23 (PTI): Fourteen COVID19 patients died after a fire broke out at the intensive care unit of a private hospital in Palghar district of Maharashtra on Friday, police said. While 13 were charred to death in the ICU, one patient died while being taken to another hospital, an official said. There were 83 patients in the hospital, 17 of them in the ICU when the fire broke out after a blast in the AC unit, an official said. TV visuals showed the smoke-filled ICU in a disarray after the blaze, with the ceiling falling off in some places, beds and other furniture strewn around and kin of the deceased wailing outside the hospital. The fire broke out in the
ICU located on the second floor of the four-storeyed Vijay Vallabh Hospital at Virar shortly after 3 am, an official said. It was extinguished at 5.20 am, he added. The other patients in the hospital were not affected as the damage was confined to the ICU, the official said. Maharashtra Chief Minister Uddhav Thackeray expressed grief over the tragedy and directed the local administration to probe the cause of the blaze. NEW DELHI, APR 23 (PTI): Twenty-five of Sir Ganga Ram Hospital’s “sickest” COVID-19 patients died in 24 hours and the lives of 60 more hung in precarious balance, officials said on Friday as the scramble for oxygen got more increasingly more frantic in hospitals across the national capital. Sources said “low pressure oxygen” could be the likely cause of the deaths in Ganga Ram, one of the city’s biggest and most high-profile hospitals, where healthcare staff was reduced to manually ventilating patients in its ICU and emergency department. The hospital announced the deaths shortly after 8 am. After the unprecedented crisis of the morning, an oxygen tanker did reach Ganga Ram in central Delhi at 9.20 am but it was enough to last up to about five hours depending on consumption, an official at Ganga Ram said. “It is wrong to say the deaths occurred due to oxygen shortage. Lives of another 60 ‘sickest’ patients at risk. Major crisis likely,” a senior official at the hospital said. The oxygen emergency was mirrored at the Max Hospitals as well. Though no deaths were reported, Max Healthcare sent out an SOS on Twitter at 7.43 am, saying that Max Smart and Max Hospital Saket had less than an hour of oxygen left for the about 700 patients admitted. “Awaiting promised fresh supplies from INOX since 1 am… over 700 patients admitted, need immediate assistance,” it said, tagging the Prime Minister’s Office, the Union Health Minister and Kejriwal among others. About two hours later, at 9.35 am, it put out an update that it had received emergency supplies that would last another two hours and was waiting for more. Outside the hospitals, too, despair escalated. Ambulances could be seen lined up, patients waited
on stretchers, some visibly gasping for breath, and family members and friends desperately tried to get their loved ones a bed. But that was a tough task. On Thursday, Delhi recorded 306 COVID-19 deaths and 26,169 cases with a positivity rate of 36.24 per cent, the highest since the pandemic began a year ago. City hospitals grappled with depleting oxygen supply and, stretched to their limits, some requested the Delhi government to transfer patients to other healthcare facilities. While some hospitals have managed to make short-term arrangements, there is no immediate end to the crisis in sight, a government official had said on Thursday. On Thursday night, Ganga Ram officials had also sent an SOS to the government saying they had only five hours of oxygen left. “At 8 pm, oxygen in store is for five hours for peripheral use till 1 am and less for high flow use. Need urgent oxygen supplies,” an official had said. The hospital had received some oxygen around 12.30 am, but the stock had to be supplemented later, the sources said.

The KRI Nanggala 402 went missing after its last reported dive Wednesday off the resort island, and concern is mounting it may have sunk too deep to reach or recover in time. The navy chief said the submarine was expected to run out of oxygen early Saturday morning. “We will maximize the effort today, until the time limit tomorrow at 3 a.m.,” military spokesperson Maj. In a series of travel advisories on Thursday, the authorities also urged Americans to reconsider travel to China and Nepal; exercise increased caution while travelling to Sri Lanka and exercise normal travel precaution to Bhutan, which has been given Level 1, the safest level for travelling overseas. India, Pakistan, Afghanistan, Bangladesh and the Maldives have been put in Level 4, which means asking Americans not to travel to these countries.

The lab found four types of Covid-19 strains circulating among patients in Kyrgyzstan. The country’s Ministry of Health called on the public to strictly observe preventive precautions and consult a doctor if symptoms appear, but not to self-medicate, the Xinhua news agency reported. The total number of Covid-19 cases in Kyrgyzstan reached 93,278 after 272 new cases were registered on Friday, according to the Republican Headquarters for Combating Covid-19.

Jerusalem, April 23 (IANS): Scores of people have been injured in clashes in East Jerusalem between far-right Jewish activists, Palestinians and Israeli police. The violence erupted as police tried to keep Palestinians and ultra-nationalist Jewish protesters apart. It follows nights of confrontations in the Israeli-occupied sector amid rising nationalist and religious tensions. East Jerusalem has long been a flashpoint, with an uneasy coexistence there between Jews and Arabs, the BBC reported. Israel has occupied East Jerusalem since the 1967 Middle East war and considers the entire city its capital, though this is not recognised by the vast majority of the international community. Palestinians claim East Jerusalem as the future capital of a hopedfor independent state. The worst fighting in days broke out on Thursday night after hundreds of Jewish extremists from the ultra-nationalist Lehava group marched towards the Damascus Gate entrance of Jerusalem’s Old City - where large numbers of Palestinians had gathered - chanting “Death to Arabs”. Archer, 26, had earlier been ruled out of the early matches of the IPL due to an elbow injury. The ECB said in a statement on Friday that he has returned to bowling “with higher intensity” this week and it will assess his medical progress along with his county side Sussex. “Archer will now step up his training regime starting next week and will be

Premier League clubs had all withdrawn by Wednesday morning. On Friday morning, American investment bank JP Morgan seemed to put the final nail in the coffin after they pulled their £3.5billion backing of the Super League.
It was later announced that, after a meeting of UEFA’s executive committee, the 12 clubs involved would not face any sporting punishment for the role in the scheme. However, leaked details of the 23-year contracts signed by the 12 clubs have
given an insight into some aspects of the competition and the financial rewards that those involved were set to receive. It now seems clear why Real Madrid and Barcelona have still not officially withdrawn from the Super League because they were due to earn significant amount more than their rivals. One area of the contract is titled ‘Additional compensation for the first 2 seasons of the Super League competition’. It goes on to say: ‘Barcelona and Real Madrid will be paid the additional fixed amount of €60m (£52m) each, payable in two equal instalments. ‘For this purpose, at the end of the first Super League season and at the end of the second Super League season, they will be paid €30m (£26m) each.’ Barcelona are facing huge financial debts and need to bring in every pen-

India will face USA in the mixed team recurve bronze medal match. Mexico will take on Germany for the gold medal. Das has hit good form in qualification rounds and if he continues to perform on Sunday, it will give him a chance to win an individual gold medal. Das, ranked two in the field, will take on Angel Alvarado of Mexico who is ranked 11 in the first semi-
final. In the other semi-final, Steve Wijler of the Netherlands who is ranked 17 will face Daniel Castro of Spain whose ranking is 13. The top seeds in both men and women’s competition went out early. Tokyo under ‘emergency orders’ with Olympics three months away Tokyo, Apr 23 (AP): Only three months before the postponed Olympics is set to open, Tokyo and Japan’s second largest metropolitan area of Osaka was placed under emergency orders aimed at stemming the surge of coronavirus cases. The measures, which occur during Japan’s “golden week” holiday period, was meant to limit travel and keep people out of public places. It is to end on May 11, just ahead of a widely reported visit to Hiroshima by International Olympic Committee President Thomas Bach. Bach said this week that the visit, reported for May 17-18, was still in the “planning phase.” But his presence was immediately criticized by opposition lawmakers who said the Olympics is being prioritized ahead of public safety. “Japan should decide its own public health policies. There is no reason we should be told by Mr. Bach what to do,” said Yuichiro Tamaki, the head of the Democratic Party for the People. Bach said the duration of the state of emergency had nothing to do with his planned visit to the city, where he would greet the Olympic torch relay.

German outlet Der Spiegel has released a few pages of the document, which was agreed to by the Premier League’s ‘Big Six’, as well as three clubs from Italy and three from Spain before the controversial announcement last week, Daily Mail reported. They include Barcelona and Real Madrid both receiving an extra €60million (£52m) each more than their rivals, the right for each club to exclusively broadcast a number of matches and a £130m fee for those wishing to withdraw from the competition. “This (state of emergency) is absolutely in line with the overall policy of the government,” Bach said. “But it is not related to the Olympic Games. It is related to the golden week.” Japan’s third state of emergency is to include shutdown orders for bars, department stores, malls, theme parks, as well as theatres and museums.

UEFA renews expulsion threat against Super League clubs Berlin, Apr 23 (IANS): UEFA president Aleksander Ceferin has reiterated his threat to kick the remaining Super League clubs out of the continental events in the future. Real Madrid, Barcelona, AC Milan and Juventus are the four clubs from an original 12 who have not said that they want to get out of the planned breakaway event in the wake of a major public backlash, DPA reported. Ceferin said on Friday said, “Those who are involved in a Super League company in the future won’t be able to compete in UEFA events. Our events will be fantastic even without the four teams.” However, no sanctions were spoken about on Friday against Super League teams which means that Real Madrid will play Chelsea as planned in the Champions League semifinals next week. Paris SaintGermain will take on Manchester City in the other tie.

PSG are the only nonSuper League club from the four. The Super League aimed to compete directly with UEFA’s showcase Champions League but the project appears all but dead after the six English clubs, Atletico Madrid and Inter Milan decided to ditch it. But Real Madrid president Florentino Perez, who heads the Super League company, has said several times that the case is not closed because clubs cannot leave.
