NEW DELHI, APR 25 (AGENCIES): Central Bureau of Investigation has registered a corruption case against its former Director Ranjit Sinha on allegations of abusing his authority to scuttle enquiries, investigations and prosecutions in the coal block allocation cases. He happens to be the second CBI chief to have been booked by the agency in 2017. The case was registered under the Prevention of Corruption Act on Monday pursuant to the Supreme Court directive to probe the charges. According to the FIR, during the course of investigations in the coal block allocation cases, certain allegations were made about the “inappropriate conduct” of Sinha, the then CBI Director. The agency had instituted three preliminary enquiries pertaining to the allocations between 19932005 and 2006-2009 and 54 cases were registered against private persons and public servants. Following reports that Sinha had met several suspects in the cases at his residence, the Supreme Court

– which already had been monitoring the cases – took cognisance of the allegations. The Court held that it was completely inappropriate on the part of Sinha to have met persons accused in the coal block allocation cases without the investigating officer or the team being present. The Supreme Court in its order dated May 14, 2015, said it was necessary to look into the question whether any one or more such meetings of Sinha with the accused persons without the investigating officer have had any impact on the investigations and subsequent charge sheets or closure reports filed by the CBI. Subsequently, in September 2015, a team led by former CBI Special Director M.L. Sharma was constituted to conduct a preliminary enquiry. He submitted a detailed report to the Supreme Court on January 23, 2017. Diphu Apr 25: A conglomeration of 24 civil society organizations has called for a 59-hour Karbi Anglong bandh starting April 26, 5 p.m. to April 29, 5 a.m., demanding separate electoral roll for the upcoming Karbi Anglong Autonomous Council (KAAC) polls. Announcing the bandh, People for People (PFP) secretary Gulson Bey said that the organizations have also demanded the resignation of all the elected representatives of the council in the event the new electoral roll was not prepared. Meanwhile, both Congress and Hills State Demand Council have decided to jointly fight in the forthcoming elections to KAAC. It was decided at a meeting of the two parties at Guwahati yesterday. On April 21, tribals staged a nude protest in Assam’s Karbi Anglong district against the upcoming KAAC elections, and alleged deprivation of their political rights. Around 100 protestors and members of 24 organisations walked around Diphu, the headquarters of Karbi Anglong district, for nearly two hours before being dispersed by the police.

Based on the preliminary findings, the agency has now registered the case against its own former chief. In February 2017, the CBI had registered a corruption case against its former Director, A.P. KOHIMA, APR 25 (NPN): Nagaland government has declared malaria as “notifiable disease”, through a notification to be issued which would mandate private health sectors to report cases of malaria to the health authorities. This was revealed by joint director and state programme officer NVBDCP directorate of health and family welfare (H&FW) Dr. Kevichusa Medikhru while addressing media persons on the occasion of World Malaria Day at SPO chamber, here on Tuesday. He urged communities to maintain their surrounding clean, get rid of any stagnant water to avoid mosquito breeding, use indoor residual spray and Long Lasting Insecticidal Nets (LLINs)/mosquito nets and be educated on the aspects of prevention and awareness of malaria. In 2014, as Mr Sinha was about to retire as the head of the agency, allegations surfaced that he had met people accused in the case at his home as often as “50-60 times”. Senior lawyer Prashant Bhushan, who took the matter to court, said Mr Sinha had compromised his agency’s investigation against the people who had been accused of corruption in the allocation of coal blocks. The court, accepting the logs from a visitors’ book at Sinha’s home as authentic, had put the new CBI chief, Alok Verma, in charge of the investigation. Both Alok Verma and interim chief RK Asthana had to give affidavits that investigating a former chief by CBI men will not involve a conflict of interest.While Mr Sinha was not available for comment, his lawyer Vikas Singh said he has no information about the matter. Former Prime Minister Manmohan Singh has not been charged with any crime, but has been investigated for criminal breach of trust and conspiracy in the allocation of a coal field in 2005 to Hindalco Industries.

AGARTALA, APR 25 (IANS): The Modi government is not against tribal customary laws but also favours a Uniform Civil Code (UCC), Union Minister P.P. Chaudhary said on Tuesday. “The BJP (Bharatiya Janata Party)-led government is not against traditional or customary laws of the tribals though it also supports the UCC,” the Minister of State for IT and Law and Justice said in Agartala. “A Parliamentar y Standing Committee has submitted its report on tribal customary laws. The Union government is yet to take a decision on the report,” he told reporters. Accompanied by state BJP President Biplab Kumar Deb, the Minister said the Centre was at work to resolve the contentious issues relating to Triple Talaq. The customary laws are prevalent in northeastern states like Nagaland, Meghalaya, Mizoram and Arunachal Pradesh.

DIMAPUR, APR 25 (NPN): Nagaland Governor, P.B. Acharya, on Tuesday unveiled the plaque in memory of Netaji Subhash Chandra Bose at Ruzazho village, under Phek district, during the inaugural programme of the two-day seminar on the Battle of Kohima and its impact on the Indian freedom movement. According to an official bulletin, the governor, in his speech, reminded the gathering that India was a secular democratic country and there were no second class citizens. He said that all the citizens irrespective of their cast, race and religion were equal. On the occasion, Acharya also underscored the role played by several other prominent personalities who contributed immensely to the freedom movement like Sardar Vallabhai Patel and Netaji Subash Chandra Bose. NEW DELHI, APR 25 (NPN): Drawing attention to the reports that the Central Government was trying to impose Hindi language, the home ministry on Tuesday clarified that its resolution in this regard was merely in the nature of a request and not an instruction. Various political parties were miffed with the Centre’s reported decision to make it mandatory for ministers and parliamentarians knowing Hindi to deliver speeches and statements in Hindi. However, the Home ministry clarified that the resolution was based on a recommendation made by the Committee of Parliament on Official Language, constituted in 1976, in 9th part of its report and later accepted by the President. The 9th part was submitted to the President of India on

June 2, 2011. It said that the then chairman of the committee and deputy chairman of the committee had given 117 recommendations wherein one of them was that “all dignitaries including president and all the ministers especially who can read and speak Hindi may be requested to give their speech/statement in Hindi only.” “The Central government while accepting the above mentioned recommendation has issued a Resolution dated 31st March 2017. The Recommendation by the Committee is amply clear as it is in the form of a request and does not entail any form of Order/Instruction,” it said. The ministry further clarified that the recommendation was in pursuance with Constitutional and Statutory provisions regarding the progressive use of Official Language Hindi.

IMPHAL, Apr 25: A school teacher was allegedly shot dead by a police constable in Manipur’s Thoubal district, sparking protests in the district headquarters on Tuesday. As tension ran high after the incident, an irate mob torched the house of alleged killer as people blocked the Imphal-Moreh section of NH-102 at various places, disturbing normal vehicular movement for the day. Twenty-five-year-old Khagembam Santosh son of Kh Ibohal of Thoubal Athokpam Awang Leikai was shot dead allegedly by police constable Elangbam Rajesh (30) son of E Achou of Salungpham Mamang Leikai late Monday night. The deceased was a teacher at the Institute of Rural Education, Wangjing (Thoubal district). The shooting incident took place at Ukhongshang Mayai Leikai where the deceased along with three friends went to celebrate the Thabal Chongba festivity. Friends of the deceased accused the police constable of firing three bullets at Santosh from close range near a dice gambling (lagou) area. Local reports said, police had warned the organizers to discontinue the dice gambling. In the melee, people heard three shots, which reportedly hit the teacher on the leg and two on the chest. Santosh succumbed to his injuries on the way to hospital. Manipur chief minister, N Biren Singh, who is also in-charge of Home, reportedly sought a report of the incident from the DGP.

Centre warns states against leak of Aadhaar data NBA objects to govt disfavouring AIJS NEW DELHI, APR 25 (AGENCIES): The Centre has cautioned states against disclosing Aadhaar data and other personal details of individuals on their official websites, warning such actions can attract jail term of three years. The Union IT Ministry has also asked the states to review website content of various departments and take “precautions” to ensure that personal data of individuals, including Aadhaar numbers or bank account details, do not appear on portals. The direction comes within days of a series data breach coming to light in Jharkhand, wherein Aadhaar numbers of lakhs of pension beneficiaries were displayed on a website of the state government. The IT secretary has asked the states to take all precautions while publishing or sharing data on their web-

sites and ensure compliance with the said legislations “with immediate effect”. “Further they are also requested to review their website contents and quality as per the standard guidelines... It is also advised that any such contents already published or still appearing publicly, may be discontinued with immediate effect,” it added. The letter comes amid recent instances of data leak on official websites, including a portal of the Jharkhand government displaying Aadhaar numbers of lakhs of pension beneficiaries. The breach involved Aadhaar, mobile numbers and bank details. There had also been media reports that the website of the Food and Civil Supplies Department of Chandigarh publicised Aadhaar numbers of PDS beneficiaries.

DIMAPUR, APR 25 (NPN): Reacting to the state government’s purported decision to oppose the formation of an All India Judicial Service (AIJS), the Nagaland Bar Association (NBA) has appealed to the state government toreconsider and revoke its decision in the interest of justice. In a press release, NBA president, Tali and secretary, V. Hukavi Zhimomi, stated that the proposal of the Centre to establish AIJS concurred with the association’s representation dated September 5, 2016 submitted to the Union Minister of Law and Justice. NBA asserted that it was “badly aggrieved” by the response, saying the state government neither consulted nor informed the legal fraternity before responding to the Centre. The association expressed apprehension whether the state cabinet

passed any resolution to disfavour the proposal of the Centre and whether the governor accorded assent to that. “We are also of the view that the subject matter being concerned for revamping the system of appointments in the third organ of the government, the matter may require serious debate at appropriate level of the government taking into consideration the views and opinion of the legal fraternity,” NBA stated. Further, pointing out that as per the Section 3 (30) of the Nagaland Interpretation and General Clauses Act, 1978, the “Government of Nagaland” means the Governor of Nagaland”, the association therefore stated that if the response was on the decision of the state government at appropriate level, the matter should have been brought to the notice of the public or at least to the notice of the

legal fraternity. NBA also maintained that legal fraternity should not have been ignored before making such decision as the matter solely pertained to the third organ, in which they had a pivotal role to play. Meanwhile, the association has stated that if the opinion of the state government tendered to the Centre lacked constitutional propriety, the competent authority should issue appropriate orders to the “notice of the Union Government as well as the legal fraternity in the state being the same would be serious case of abuse of powers or illegal assumption of authority.” NBA, however, affirmed that it has complete faith and reliance on the sanctity and propriety of the constitutional and legal authority of Raj Bhavan to do justice to the legal fraternity.
