While her rival Adhikari said, “It has become her habit to insult people of Nandigram. The people of Nandigram will not forget this insult. Mamata Begum (Mamata Banerjee) will be defeated.” Suvendu Adhikari’s car too was attacked twice at - Takapura and Satengabari - and stones were pelted while he was visiting booths in the assembly constituency.

77.21 per cent voter turnout in Assam

G U WA H AT I , A P R 1 (PTI): An estimated 77.21 per cent of the 73.45 lakh voters exercised their franchise on Thursday during the second phase of polling, in which at least three persons were injured in firing by PSOs of deputy speaker Aminul Haque Laskar in Sonai constituency. Voting took place in 39 constituencies to decide the fate of 345 candidates including five ministers. Meanwhile, three persons were injured in firing by body guards of Laskar after clash broke out between supporters of BJP and AIUDF at Sonai, Cachar district. Chief Electoral Officer of Assam said they will be able to comment only after a detailed report is received from the Returning Officer.

In a significant step to exponentially expand the nationwide vaccination drive, the Centre has written to all states and union

territories and asked them to make necessary arrangements to provide vaccination on all days including gazetted holidays during April. “This step has been taken after detailed deliberations with the states and UTs on March 31, 2021 to optimally utilise all Covid vaccination centres across the public and private sec-

tors to ensure rapid increase in the pace and coverage,” the government said in a release. The government had earlier decided to start vaccination of all people above 45 years of age from April 1, 2021 based on the recommendation of National Expert Group on Vaccine Administration (NEGVAC).

Trains: No charging of devices at night NEW DELHI, APR 1 (PTI): The Railways has decided to disallow passengers from using mobile charging stations onboard trains between 11 p.m. and 5 a.m. as a precautionary measure against spread of fire, senior officials said on Tuesday. “It is a Railway Board instruction for all railways. We have started implementing it from March 16,” a railway official told PTI. This comes after recent incidents of fire reported in some trains. According to railway officials, the decision to restrict the use of the charging ports was taken as a precautionary measure.

NEW DELHI, APR 1 (PTI): India recorded its highest daily rise in COVID-19 cases this year with 72,330 new infections being reported in a span of 24 hours, taking the total tally of cases to 1,22,21,665, Health Ministry data updated on Thursday stated. The single-day rise in cases is the highest recorded since October 11, 2020, while the death toll increased to 1,62,927 with 459

daily new fatalities, the highest in around 116 days. Registering a steady increase for the 22nd day in row, the active cases have increased to 5,84,055 comprising 4.78 per cent of the total infections, while the recovery rate has further dropped to 93.89 per cent, the data stated. As many as 74,383 new infections were recorded in a span of 24 hours on October 11, 2020.

40447 to sit for HSSLC, HSLC exams DIMAPUR, APR 1 (NPN): A total of 40447 students would be appearing for the HSSLC Examination 2021 and HSLC Examination 2021, which would commence from April 6-29, 2021 and from April 7-21, April 2021 respectively. In HSSLC Examination, a total of 16835 candidates (Arts – 13024, Commerce – 1347 and Science – 2464) would be appearing from 96 provisional examination centres. Out of 16835 candidates, 8194 are boys and 8641 are girls. Altogether 23612 candidates would be appearing for the HSLC Examination 2021 from 133 provisional examination centres and four sub centres. A total of 742 candidates would also be appearing for the HSLC Compartmental Examina-

tion 2021 from 41 examination centres. According to the Nagaland Board of School Education (NBSE), due to COVID-19 pandemic, more additional examination centres have been created in the districts and sub divisions in order to maintain social distancing in the examination centres. On March 17, 2021, the NBSE had an online meeting with the centre superintendents where their duties and responsible were discussed in detail. They were also briefed about the preventive measures/SOPs to be followed during the conduct of the examination to contain the spread of COVID-19. NBSE also delivered materials to the examination centres to disinfect the

rooms, washrooms, halls etc. Candidates have been requested to read the question paper carefully before they start to write the answers. Answers to the questions should be written keeping in mind the marks allotted to it. Candidates are allowed to bring only the materials that are permitted in the examination hall such as pen, pencil, scale, eraser, sharpener and geometry instruments. They are also permitted to bring a pocket hand sanitizer, mask besides transparent water bottle. Students have been reminded to refrain from any kind of malpractices during examinations. Candidates are advised to reach the examination centre in time by moving out from (Cont’d on p-8) home.

DIMAPUR, APR 1 (NPN): Nagaland on Thursday reported five new COVID-19 positive cases-- 4 in Dimapur and 1 in Kohima, taking the total caseload to 12345. With this the active cases also rose to 116. Meanwhile, State health department’s data on Thursday a total of 65,539 people have been administered the COVID19 vaccine. Of the total people administered the vaccine in the state 37,818 are frontline workers, 12,192 healthcare workers, 45 to 60 years 3736, above 60 years 11364 and 429 private.

KOHIMA, APR 1 (NPN): The State capital has been reeling under partial blackout for the past two days. While there has been load shedding in some parts of Kohima town, many colonies are without power for more than 24 hours. When inquire about the reason behind the blackout, a power house employee attributed the power cut to repair works going on somewhere in town area, though he could not confirm any location or the nature of work that was being carried out. Another employee posted

at the sub-station however said the load shedding was caused by the increase in power load. An entrepreneur, who runs a cyber cafe at PR Hill, said his shop was totally at the mercy of power supply as alternate power supplies like inverters were able to provide backup only for a limited period of time. A lady who runs a beauty salon said since most of the equipment needed electricity, she was unable to run her shop due to power cut. She feared that if the current situation persisted for the next few days, her business would be adversely affected.

GBUD cautions authorities against 2nd COVID wave DIMAPUR, APR 1 (NPN): GB Union Dimapur (GBUD) has cautioned authorities against the spread of COVID-19 once again in the State and called for adopting precautionar y measures to arrest the situation. In a statement, GBUD president MY Ngullie and general secretary T Onen Jamir warned that the second wave of COVID-19 could be worse and even more dangerous than the first wave due to mutation of the virus. They said the detection of huge number

of COVID-19 positive cases at St Paul Training Institute, Phesama recently should serve as a reminder that the State was under second wave of the pandemic. And seeing the spike in the cases, the duo expressed concern and cautioned that the State machinery like the health department, district administration, law enforcing agencies and CSOs should not remain complacent on the matter anymore. Observing that many people had left Nagaland, particularly Dimapur, for

their home States following holding of Assembly elections there, the GBUD warned of the danger they would pose once they return from the pandemic-affected areas. Hence, it urged the authorities concerned to be prepared with adequate preventive measures to detect people infected with COVID-19 virus from entering the State. Demanding that every traveller and returnee entering the State must be strictly screened to contain the spread of the virus in Nagaland, the union also

asked the general public to maintain discipline and adhere to the COVID-related standard operating procedures (SOPs) for their own safety and for the safety of others. It also demanded stern action and imposition of penalty against the defaulters. GBUD appreciated the State government for tackling the pandemic effectively by and large so far and announced extending its full cooperation to the authorities for the welfare of people in the fight against COVID-19. First quarterly UTRC meetings in 6 districts DIMAPUR: 1st Quarterly under Trial Review Committee (UTRC) meeting under the aegis of the District Legal Services Authority (DLSA) was conducted in six districts: Dimapur; Kohima; Mokokchung; Phek; Wokha and Zunheboto in the month of March during which, a total of eight Under Trail Prisoners (UTPs) or convicts were identified for consideration by UTRC. In a press release, NSLSA public relations officer, Ketholeno Neihu stated that four UTPs were released on the recommendation of the committee and one accused was identified for providing legal aid. UTRC was chaired by district & sessions judge cum DLSA chairperson consisting of DLSA Secretary or district magistrate, superintendent of police, jail superintendent and officer from deputy commissioner and panel lawyer from DLSA reviewing status and details of UTPs/ convicts list lodged in jails under their DLSA and deliberated on those eligible for recommendation and release. As on the month of March, including jails in Dimapur (central & district

jail), Kohima, Mokokchung (& Longleng), Phek, Wokha and Zunheboto there were 224 UTPs and 81 convicts. While Wokha and Zunheboto districts did not recommend any UTP/ convicts for consideration by UTRC for bail/ release, it observed that none of the accused or convicts were eligible for release on the ground that none of the jailers were in requirement of immediate medical at-

tention or whose mandatory period has expired. In Dimapur, one UTP sick or infirm and required specialised medical treatment was identified however recommendation was not made for release. Under Phek district jail, last meeting minutes were reviewed. Three UTPs were identified for release and bail was granted however no sureties were furnished. The meeting further

observed that there were no separate/cells for convicts and UTPs. It also discussed for proper and effective investigation through crime conference and whenever possible. In Mokokchung, the committee identified two accused under section 436 Cr. Pc and were recommended for release. Accordingly, they were released on bail bond. Also two accused who had been earlier released on bail but

unable to furnish bail bond were also released on PR bond. One accused was identified for providing legal aid. Under Kohima district jail, one UTP was released on bail by the court but was not able to furnish sureties and another UTP on compoundable offences were identified for consideration by UTRC and was further moved for recommendation. The committee stated that UTPs recommended in the previous sittings were not present in the present sitting. It also discussed issues regarding UTP cell at Naga Hospital Authority Kohima. UTRC takes up cases of UTPs/ convicts under Section under 436A Cr.PC, UTPs released on bail but unable to furnish sureties, accused on compoundable offences, UTPs eligible under Section 436 A of CrPC, offences not more than 2 years imprisonment, or convicts who have undergone sentences or are entitled to release for remission granted or are eligible for bail, sick or infirm, women offenders, first time offenders between the ages 19-21, unsound mind among others.

Awareness & training on forest fire prevention in Tuensang

DIMAPUR: An awareness and training on forest fire prevention and management was conducted by Tuensang forest division on March 31 at the CKS conference hall Tuensang. A press release by the division stated that in his speech, additional deputy commissioner, Tuensang, Ajay Verma stressed on the importance of collaboration among the villages to prevent forest fire. He also asserted the importance to use both the traditional methods along with technical help from the department to prevent forest fire. S D P O Tu e n s a n g , Kanchan pointed out the dependence of villagers on the forest and their responsibilities towards preventing forest fire. In her introductory speech, divisional forest officer, Tuensang division, Dr. C. Zupeni Tsanglai highlighted the responsibilities of villagers to work in collaboration with the forest department to prevent and manage forest fires in the district. World Banks approves USD 32 mn for Mizoram health services

Aizawl, Apr 1 (PTI): The World Bank Board of Executive Directors has approved a USD 32 million project to improve management capacity and quality of health services in Mizoram, a world bank statement said on Thursday. The project titled “Mizoram Health Systems Strengthening Project” will strengthen the governance and the management structure of the Mizoram Health department and its subsidiaries, the statement said. It will improve the quality and coverage of services delivered by the state government health systems, and invest in a comprehensive quality assurance programme which would enable quality certification of health facilities, it said. The key focus will be to strengthen the effectiveness of the state health insurance programme, build synergies with the Government of India’s Pradhan Mantri Jan Arogya Yojna (PMJAY), and thereby reduce financial barriers in accessing hospital services, prevent catastrophic out of pocket expenditure for health by poor families and expand coverage. The Mizoram Health Systems Strengthening Project will benefit the people across the state. It will also benefit healthcare personnel by strengthening their planning and management capabilities along with building their clinical skills and compe-

tencies. Mizoram’s perfor mance on key health outcomes is mixed when compared to national averages, with significant urban-rural disparities and an increasing burden of non-communicable diseases (NCDs). In 2019-20, under-five mortality in Mizoram was 24 per 1,000 live births, and the prevalence of stunting among under-five children was 28.9 per cent which increased marginally from the previous survey (2014-15). Non-Communicable Diseases in adults account for more than 50 per cent of the disease burden in the state. “While Mizoram performs better than the national average on many key health indicators, access to quality health services is a challenge, particularly in rural areas. The COVID-19 pandemic has also adversely impacted the delivery of essential health services,” said Junaid Ahmad, World Bank Country Director in India. “This project will support the state government’s efforts to deliver quality healthcare for the poor and vulnerable and those located in remote areas,” he said. As a key strategy, the project will move towards a performance-based financing system where Internal Performance Agreements (IPAs) between the state health department and its subsidiaries would foster more accountability at all levels.

The Congress, which was in power for 15 years in Assam since 2001, has formed a Grand Alliance with the AIUDF, BPF, Left parties, the RJD and others to fight the Assembly election against the BJPled NDA. “With nearly 80 per cent polling in the first phase, the Congress is sweeping Upper Assam. Meghalaya staring at another load shedding Correspondent SHILLONG, APR 1: Meghalaya could face under power cut as Power Grid Corporation of India Limited (PGCIL) has warned that it would regulate power supply unless its dues are cleared by April 14. In a notice addressed to the Chairman Cum Managing Director of Meghalaya Energy Corporation Limited (MeECL,) Arun Kumar Kembhavi, PGCIL said that power supply will be regulated if outstanding dues of Rs 56.89 crore are not cleared by April 8. “If MeECL fails to clear the total outstanding dues by April 8, it would be compelled to regulate 50 MW power it supplies to the MeECL from midnight of April 14,” PGCIL Chief General Manager (Com-

He also said a BJP wave was blowing across West Bengal where the party will win over 200 of the state’s 294 assembly seats. “Earlier, Mamata Didi had issues with chants of ‘Jai Shri Ram’, over immersion of Durga idols. The IGP said two militants out of the four have been identified. “Initially, we thought the one wearing a ‘Burqa’ was a lady, but when we analysed the CCTV footage closely, we found that it was not a lady, but a male and a terrorist. Two out of the four have been identified and are from Srinagar city. “They belong to the LeT outfit. One of them is Shahid Khurshid Dar. He is from Chanapora and is a categorized terrorist. The other is Obaid Shafi Dar. They both joined the LeT last year along with four others,” he said. “We will neutralise them soon after generating pinpoint intelligence,” the IGP added. He said security forces have been conducting several operations in the last three months, but “there has not been much success”. “We will increase the (anti-militancy) operations and strengthen the intelligence gathering and will soon neutralise them,” Kumar said.

New Delhi, Apr 1 (PTI): The Election Commission on Thursday banned DMK leader A Raja from campaigning for 48 hours after finding him guilty of violating the model code of conduct by making alleged derogatory remarks against Tamil Nadu Chief Minister K Palaniswami. In its order, the poll panel reprimanded Raja and removed his name from the list of DMK’s “star campaigners” and debarred him from campaigning for 48 hours “with immediate effect”.

The ultimate sacrifice

C

hristians the world over will commemorate Good Friday on April 2,2021, the day when Jesus Christ, was crucified at the Cross, an event foretold seven hundred years before His birth. The foundation of Christian faith is based on the crucifixion and resurrection of Jesus Christ. According to the Bible, Christ fulfilled God’s promise by obediently giving Himself as the ultimate price to suffer the most horrific death as the ultimate price for the sins of humankind. Before his arrest and subsequent trial, Jesus was welcomed as the King and Saviour by a huge crowd. Needless to say, when Jesus revealed that the kingship was not of the world, the very same crowd who cheered Him later jeered Him when during His trials. The crucifixion was not a fable nor a myth but a well documented fact of history testified by one undeniable secular source, the Roman historian, Tacitus(55-120 AD). Tacitus, wrote that the “founder of this sect (Christians) was executed during the reign of (emperor) Tiberius by the Governor Pontius Pilate (Tacitus, annals XV). Christ’s birth, death and resurrection were already foretold by prophets such as Isaiah (7:14). The message of the Cross is that, no matter how good people may think they are but in God’s sight the entire Adamic race stands condemned. According to Apostle Paul, himself a citizen of Rome, the cross to the Romans, represented everything that was shameful and contemptible. Thieves, robbers, murderers and criminals were crucified at the cross. It was a sign of weakness, defeat and death. However, for Paul the cross was glory for through it man and woman attain salvation. The crucifixion of Christ at Calvary happened even when He was found innocent of all charges but condemned because He proclaimed Himself as the son of God. What is significant about the crucifixion, is that no one can win God’s favour by sacrificing animals or doing good deeds since that makes God secondary. Blood from blemish-less and healthy animals, such as lambs were offered as propitiation of sins when Jews lived under the Mosaic law in the Old Testament. The Mosaic law was about the dos and don’ts for the Jews but it did not deliver them from being judged as none could fulfil the law. Also, the Bible says there is no one who is righteous (without sin) and that only Jesus Christ, at Calvary redeemed mankind. Through Christ, God showed His mercy as we do not get what we deserved and by His grace, showed us favour by not giving us what we deserved. More and more people today are gaining more and more knowledge about God. However knowing about God is different from knowing God personally. The cross tells us that salvation is not a reward for righteous people; it is a gift for repentant people. Righteous people believe in their own conduct which 1 John 1:8 reminds us that “If we say we have no sin, we deceive ourselves, and the truth is not in us.” No amount of sacrifice is enough to gain God’s favour and believers are reminded that obedience is better than sacrifice (1 Samuel 15:22-23).

It is Christ…who also makes intercession for us…. the Spirit…makes intercession for the saints… —Romans 8:34, 27 Do we need any more arguments than these to become intercessors– that Christ “always lives to make intercession” (Hebrews 7:25), and that the Holy Spirit “makes intercession for the saints”? Are we living in such a relationship with others that we do the work of intercession as a result of being the children of God who are taught by His Spirit? We should take a look at our current circumstances. Do crises which affect us or others in our home, business, country, or elsewhere, seem to be crushing in on us? Are we being pushed out of the presence of God and left with no time for worship? If so, we must put a stop to such distractions and get into such a living relationship with God that our relationship with others is maintained through the work of intercession, where God works His miracles. Beware of getting ahead of God by your very desire to do His will. We run ahead of Him in a thousand and one activities, becoming so burdened with people and problems that we don’t worship God, and we fail to intercede. If a burden and its resulting pressure come upon us while we are not in an attitude of worship, it will only produce a hardness toward God and despair in our own souls. God continually introduces us to people in whom we have no interest, and unless we are worshiping God the natural tendency is to be heartless toward them. We give them a quick verse of Scripture, like jabbing them with a spear, or leave them with a hurried, uncaring word of counsel before we go. A heartless Christian must be a terrible grief to our Lord. Are our lives in the proper place so that we may participate in the intercession of our Lord and the Holy Spirit?

Although autism can be diagnosed at any age, it is said to be a “developmental disorder” because symptoms generally appear in the first two years of life. Throughout its history, the United Nations family has celebrated diversity and promoted the rights and well-being of persons with disabilities, including learning differences and developmental disabilities. In 2008, the Convention on the Rights of Persons with Disabilities entered into force, reaffirming the fundamental principle of universal human rights for all. Its purpose is to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity. One of the aims of Sustainable Development Goal 8 (SDG 8) – Decent Work and Economic Growth – is to promote full and productive employment and decent work for all, including persons with disabilities. Article 27 of the UN Convention on the Rights of Persons with Disabilities also recognizes “the right of persons with disabilities to work, on an equal basis with others,” and to a “work environment that is open, inclusive and accessible to persons with disabilities.” Some employers have recently launched inclusive employment programmes, which accommodate people with diagnoses of autism

and related conditions, such as ADHD, OCD, etc., often referred to as neurodivergent persons. It is important for us to advocate more so that more people with disabilities get decent jobs and employment. The recent pandemic has bought many challenges and the country is not yet free from COVID 19. It has undoubtedly impacted the efforts of companies to implement these new models, at a time when the international economy is undergoing the worst economic recession since the great depression, with the loss of hundreds of millions of jobs. Persons with disabilities have long faced many of these inequalities, which have only been further exacerbated by the pandemic. There might be more challenges as the situation has not improved and during a pandemic situation people with disabilities face more challenges including getting employment and decent jobs. The rate of autism in all regions of the world is high and the lack of understanding has a tremendous impact on the individuals, their families and communities. The stigmatization and discrimination associated with neurological differences remain substantial obstacles to diagnosis and therapies, an issue that must be addressed by both public policy-makers in developing nations, as well as donor countries. More awareness is needed and the WAAD is a good opportunity to generate more awareness amongst the public at large. Together we can make a difference by knowing more about it and helping people to get decent jobs or employment or other engagements for a sustainable future. The wonderful story of a man named Jesus –the Story of Good Friday

wo thousand years ago, a man came and died for the world. He was stripped and mocked, and they made him wear a crown of thorns. People spat on him and the soldiers tortured him. He was demanded to be crucified by his own people whom he so dearly loved. On the way to Golgotha, he carried his cross, tired and weary. He walked up to the place of skull, Golgotha, and died for the sins of the world. His name was Jesus. When God created humans, He has an intimate relationship with them. In the Garden of Eden, God would come down and fellowship with Adam and Eve. But soon, the relationship between God and humans was broken in the disobedience of Adam and Eve. God was so grieved that his own creation would disobey him. Since then, God has always desired to save his people. All through the ages, He had people whom He selected as messengers for him, to stand as a mediator between Himself and the world. However, despite the unwavering love of God to re-establish the broken relationships, humans still grew in sin and immorality. Then God knew that He needed something way more bigger than a mere human messenger, so He sent Jesus, His son, not only as a messenger, but as a sacrifice to redeem the world of its sins. Right from the birth, Jesus was like no other child, for he was the Son of God, the most high. He was conceived through the Holy Spirit in the womb of Virgin Mary. In his Birth, the Angels in heaven rejoice, and on earth, wise men from the east and the shepherds in the fields went to greet him. Since his childhood, he was guided by God, for he himself was also God. He amazed the teachers of the synagogues with his knowledge of God although not one, except his parents, knew that he was the Son of God. When Jesus was thirty years old, he started his ministry. He started to perform miracles; started to heal people and cast out demons. For three years Jesus ministered day and night for the people, with many believing in him, following him, and becoming his disciples. After three years of his public

ministry, in A.D. 33, Jesus was crucified on the cross. On his last days, Jesus knew that his time to fulfil the purpose of his coming was near. He was grieved by the suffering that lay ahead for him. He was then betrayed by Judas, and was arrested by the soldiers in the Gethsemane where he was praying. Jesus was then tried and sentenced to be crucified because his own people demanded so. He was mocked and people spat on him. On his way to Calvary, Jesus was carrying the sins of the world on his shoulders. There Jesus was, walking in the middle of the crowd, tortured and mocked. The son of God allowed himself to be treated as the lowest for the sake of the world. In Calvary, he was nailed to the cross, the symbol of the most wicked of men. Then Jesus cried with a loud voice and breathed his last. Even after his death, a soldier pierced his side with spear. At that moment, the curtain of the temple was torn in two, from top to bottom. The earth shook and the rocks were split. The centurion and those who were with him who were keeping watch over Jesus saw the earthquake and what took place, they became to be terrified and exclaimed, “Truly this man was God’s son”. Indeed he was. He was Jesus, the Son of God who came to the earth and suffered like the lowest of man because he loves his children. To the Christians, Good Friday is one of the most significant religious celebrations. It is the day when they are redeemed of their sins. It is the day that Jesus Christ, the Son of God, made and ultimate sacrifice of his life in the cross to re-establish the broken relationship between God and human beings and to save them for eternal condemnation. And most of all, it is the day of the assurance of God’s eternal and transcending love for his people. Wishing you all a blessed Good Friday, and may the Love and Joy of Jesus Christ be with you all. According the highest respect to your esteemed office, the Western Sumi Youth Front (WSYF) writes to apprise you of the urgent attention needed at the Dimapur-Peren inter district border which threatens to turn into a volatile situation involving different communities in the aftermath of the March 22, 2021 incident where three persons were killed by unidentified miscreants. In this regard, it is pertinent to apprise you of the inception of Kiyevi Village and a Chronology of events and the contentions till date. Many views have been expressed in public domain after the March 22nd incident and the WSYF reiterates our condemnation of the killing and appeals that law enforcing agencies apprehend the culprits at the earliest. At this juncture, the WSYF with utmost sincerity and in good faith presents a chronology of events supported by relevant documents for your kind perusal and necessary steps. The inception of Kiyevi Village under Dhansiripar Sub-Division, Dimapur with the Chronology of events and supporting documents. 1. Kiyevi Village was established in the year 1939 under Kohima District, before the creation of Dimapur and Peren District. 2. The land between Khuva Nallah and Lalung was declared by the then British India government as the Western Sema Region and the same was reaffirmed vide Pol Case No.-1 of 1953 (Kheyakhu G.B of Shokhevi Village Vrs. G.B of Semaguting) Annexure-I pp.1-2. (Map & Sketch Map attached at pp.3-4; page 23 may also be referred for name of Rivers). 3. Picture of Pillar Stone laid/erected by Mr. Lhothavi Sumi and Mr. Puti Zeliang between Sumi and Zeliang. (Ref. p.5). 4. Jhum Cultivation was carried out peacefully by the Kiyevi Villagers in the year 1940, 1956 and 1974 at the present disputed area. a. As per the traditional practice, Jhum Cultivation is undertaken after a gap of several years. In 1985, when the Kiyevi Villagers went to the land for clearing jungle for jhum Cultivation, they were surprised to see the forest being cleared for cultivation by another group of people from outside their village. b. The matter was taken up by EAC Jalukie Shri. N. Sangtam, NCS and it was

settled by the order by EAC Jalukie vide dated 26/10/85 that an amount of Rs. 1500 was paid to Kiyevi village, as tax deposited by 10 (ten) person @Rs. 150/- per kheti from Mhainamtsi village in connection with the cultivation of TRC kheti within Kiyevi village. The amount was received by Shri. K. Yeshito GB & representative of Kiyevi Village Council (Receipt attached at p.6) 5. In 1992 a group of villagers from Mhainamtsi Village undertook Govt Contract in the present disputed land without the approval of Kiyevi Village (who are bonafide land owner). Therefore, the Kiyevi Village Council complained to SDO(C) and accordingly the case was settled by SDO(C) Jalukie along with DBs and Departmental representatives from the Soil & Irrigation vide order NO.GA/ADMN-3/77 dated 6th July 1992. The estimated cost of seven Irrigation projects & Terrace field by Mhainamtsi in the land of Kiyevi village were prepared and submitted by expert Technician detailed by SDO Irrigation, Jalukie. The total cost of Irrigation & Terrace field was estimated to be Rs.1,46,736/(Rupees one lakh forty six thousand seven hundred thirty six only). The Kiyevi village was asked to claim the compensation from Mhainamtsi (Copy of Case Settlement Order attached at Annexure -III p.7-8). 6. In 1996, Kiyevi Villagers undertook Jhum Cultivation in the current disputed area without any disturbance. 7. In the year 2000 some outsiders (Rongmei from Manipur) were clearing the jungle in the present disputed land of Kiyevi village for cultivation and unfortunately, six of them were killed by unknown persons on 4th May 2000. (Ref p.9). 8. On 26th Sept 2000, the State Government set up a Committee for inter district boundary between Kohima District and Dimapur District Government vide letter No. CNL-27/2/96, under the Chairmanship of Shri. R. Ezung, the then Secretary, Home. The Committee is commonly known as R. Ezung Committee. (Ref p.10). 9. The Committee had a meeting at Hotel Tragopan, Dimapur on 30th March 2001 in the presence of SDO(C) Jalukie and ADC Dimapur along with the representatives from both the parties. It was decided by the representatives of the Zeliangrong and Western Sumi Hoho that the issue is returned to the Inter District

Boundary Committee for Final Settlement. (Ref pp.11-12). 10. Contrary to the decision of the State Government, Zeliangrong Baudi and Western Sumi Hoho; the Lamhai village council issued authorization to outsiders for establishment of new village in Kiyevi village land on 4th September 2018. (Ref p.13). 11. In June 2019, a group of Zeliangrong started jungle clearance to establish village at the land illegally allotted by Lamhai Village Council vide its letter dated 4th Sept 2018, page 13 (within Kiyevi Village Land). 12. Another illegal authorization of Kiyevi’s village land was issued by the Lamhai village Council to Zeliangrong people on 4th December 2018. (Ref p.14). 13. The Kiyevi village Council and affected neighboring villages submitted representation to Deputy Commissioner Dimapur on 19th June 2019. (Ref pp.15-20). 14. On 14th June 2019 Deputy Commissioner Dimapur Shri. Kevekha Kevin Zehol, NCS wrote letter to commissioner Nagaland vide letter No DCD/MISC/2015-D/184146, dated 14th June 2019 stated that on spot verification and on enquiry it was found that few people had pitched 6 (six) temporary tarpaulin tents. On further enquiry, it was reported that the present site/land has been gifted to Zeliangrong Baudi by Lamhai Village for establishing a new village. It was also reported that 20 household from Lamhai village and 3 household from Mhainamtsi village would migrate and join the new proposed village. It was also stated that Kiyevi village reported that people who had come for establishing the new village were armed with sophisticated weapons. However during the time of spot verification the same was not seen. (Ref p.21). 15. On 17th June 2019, Commissioner Nagaland, Shri. M Patton, IAS vide NO.CNG1/45/COM/KHEHOI2018/14 (Ref p.22), directed both DC Peren and Dimapur to submit the status report in connection with New Village (Lamhainandi) and confirm: i. Whether it is purely within Lamhai village jurisdiction as asserted by the Zeliangrong Baudi (N) ii. If any dispute with the neighbouring villages iii. Which are the neighbouring villages. iv. As the demarcation of Peren and Dimapur are currently under examination of the Govern-

ment, but which district looks after the area in question presently, and submit report at the earliest. 16. Accordingly, on 21st June 2019, Shri. Kevekha Kevin Zehol, NCS, the Deputy Commissioner, Dimapur vide No.GEN-9/2017-D/541-47 submitted the status report (Ref pp.23-26) stating that: i. Kiyevi village was established in the year 1939 and was placed under erstwhile Kohima District. The land between Khuva Nallah and Langlung River is known as Western Sema block as per the documents made available by the Western Sumi Hoho and Kiyevi Village. ii. The proposed new Village Lamhai Namdi is bordered by Kiyevi, Vihuto (unrecognized), Mhainamtsi and Khehoi Village (unrecognized). It may be mentioned here that in the year 2000, 6 (six) persons belonging to Mhainamtsi Village were ambushed and killed near the present location where Lamhai Namdi Village is proposed. In his report, he also enclosed the spot verification report submitted by SDO (C) Dhansiripar dated 14th June 2019 (Ref pp.25-26). The Deputy Commissioner summed up the report stating that the authority is aware that two disputing parties cannot resolve their own dispute within themselves. 17. With reference to the report of both Deputy Commissioners, the Home Commissioner, Shri. R. Ramakrishnan, IAS on 25th June 2019 issued an order to maintain Status-Quo and directed both sides not to undertake any further activities. [Home Commissioner order No. GAB-1 /333/2014(Vol-I)]. (Ref p.27). 18. Even after clear directives given by the State Government, the Lamhai Council allowed their people to continue developing the village. (Picture attached at pp.28-30) 19. On 22nd September 2019, the Rongmei Council Nagaland (RCN) issued a

press statement clarifying that the RCN “has nothing to do with the establishment of the contentious Lamhainamdi village”. (Ref. p.31) 20. The Deputy Commissioner Dimapur Shri. Rajesh Soundararajan, IAS submitted joint verification report to Commissioner Nagaland, vide order NO.GEN9/2017-D/11489-92, dated 1st February 2021 stating that some activities is being carried out allegedly by people belonging to Peren District and requested to issue directives for maintenance of Status Quo to parties concern to avoid any law and order situation. (Ref. page 32-33) 21. Joint verification report by the District Administration of Dimapur and Peren on 5th March 2021 stated that some outsider cleared the jungle including cutting of teak plantation in the adjourning areas of paddy field which has been cultivating by Kiyevi village for many years. They have also constructed Kaccha houses, proposed Prayer Centre etc. at page 34. (picture attached at pp.35-37) 22. On 19th February 2021, the suspected Zeliangrong attacked the Khehoi village and burnt down houses, and also destroyed plantation, crops etc. but surprisingly there was no condemnation/action by the State Government nor from the Civil Societies. (Enclosed Video Clip) 23. Zeliangrong people continued to develop, construct houses, cultivate by deliberately destroying the plantation of Kiyevi village and established a new self-style Lamhainamdi village in Kiyevi land. They also threatened, provoked Kiyevi villagers and the neighboring Sumi villages with blank fire of guns and by flashing torch lights at night towards Sumi villages. 24. Inspite of reports submitted by the District Ad-

ministration to the higher authorities, the State Government failed to protect the land of Kiyevi village and its citizens and neighboring Sumi villages; thus leading to the unfortunate escalation of violence on 22nd March 2021, which could have been avoided had the State Government intervened timely. 25. Even after the incident, the so-called Lamhainamdi villagers are still engaged in developing the land and constructing houses in Kiyevi Village land, guarded by the miscreants. Although the above documental evidences clearly show the disputed land to be under Kiyevi village which falls under Dhansiripar sub-division in Dimapur district, there has been wide attribution of the incident to have happened at so called Lamhainamdi in Peren district. In the light of the above stated facts and understanding the fact that boundary between the two districts are yet to be demarcated and also the fact that the government has issued order to maintain status quo in the disputed area, the WSYF appeals the State Government to immediately intervene by driving out the illegal settlers in the so-called Lamhainamdi from the disputed land by reiterating the earlier order of the State Government No. GAB1/333/2014(Vol-I) issued on 25th June 2019 to maintain Status-Quo and direct both sides not to undertake any further activities. The WSYF also appeals the State Government to finalize the Inter-District boundary between Dimapur and Peren districts at the earliest so that the issue is solved once and for all. The state reported 249 deaths during the day, another record since October last year, taking the fatality count to 54,898. As many as 32,641 patients were discharged, the highest so far, taking the recovery count to 24,33,368. The number of active patients is 3,66,533 now. New Delhi, Apr 1 (PTI): BJP spokesperson RP Singh hit out at the SGPC on Thursday for passing a resolution against the RSS, saying the SAD-ruled panel failed to stop the conversion of Sikhs into Christianity and it was the Sangh that ran a “Ghar Wapsi” programme for the converts. The Shiromani Gurdwara Parbandhak Committee (SGPC) General House passed a resolution on Tuesday against the RSS, the ideological mentor of the BJP, alleging that it is attempting to establish a “Hindu Rashtra” (Hindu country). Reacting to the resolution, Singh said, “The SGPC has miserably failed to stop Sikhs from converting to Christianity in Punjab. To cover up their failure, they keep raising the false bogey of Hindu Rashtra. I challenge the SGPC president to present one case of a Sikh lured by Hindus to convert.”

Ambani security case: NIA raids Mumbai club, recovers documents

Mumbai, Apr 1 (PTI): The NIA Thursday conducted searches at a club over the alleged murder of businessman Mansukh Hiran, whose car was used in creating a security scare outside industrialist Mukesh Ambani’s residence, and recovered crucial documents pertaining to the SIM cards used by suspended police officer Sachin Waze, officials said here. They said the searches were carried out at ‘Aashish Club’ run by a person identified as Devajit who is alleged to have employed one of the accused in the case, Naresh Gor, on Waze’s instructions.

The officials said that Waze had instructed Naresh to procure SIM cards for his personal use. Naresh is alleged to have procured the SIM cards from the neighbouring state of Gujarat and these were handed over to Waze through co-accused Vinayak Shinde, the officials said. One of these SIM cards was used by Waze to give a call to Hiran, which turned out to be the last call before the businessman was killed. The body of Hiran, who was in possession of the SUV used in the security scare incident, was found in a creek in the Mumbra town of the neighbouring Thane district

Russian foreign minister Lavrov to visit India from April 5-6 New Delhi, Apr 1 (PTI): Russian Foreign Minister Sergei Lavrov will visit India from April 5 to 6 with an aim to prepare ground for the annual India-Russia summit as well as to discuss bilateral cooperation. The visit was announced by Russian Foreign Ministry spokesperson Maria Zakharova in Moscow on Thursday. On April 5 and 6, Lavrov will visit New Delhi to hold talks with Foreign Minister S Jaishankar, Zakharova said. The Russian foreign ministry tweeted that Lavrov will visit Pakistan on April 6 to 7 during which he will hold talks with Pakistani Foreign Minister Shah Mahmood Qureshi. “The Ministers will discuss bilateral ties, including economic cooperation and counterterrorism #RussiaPakistan,” it said.

The India and Russia annual summit was postponed last year because of the COVID-19 pandemic. Both the countries have a mechanism under which India’s prime minister and the Russian president hold a summit meeting annually to review the entire gamut of ties. Geneva, Apr 1 (IANS): The World Trade Organization (WTO) said on Wednesday that global trade is primed for a strong but uneven recovery after the Covid-19 pandemic shock, forecasting an increase in the volume of world merchandise trade of 8 per cent this year. The global trade body said prospects for a quick recovery in world trade have improved as merchandise trade expanded more rapidly than expected in the second half of last year. “World merchandise trade volume is expected to increase by 8 per cent in 2021 after falling 5.3 per cent in 2020, a smaller decline than previously estimated,” the World Trade Organization said in a press release, Xinhua reported. The World Trade Organization figures showed that China was the world’s top exporter last year, accounting for 14.7 per cent of world merchandise trade, and the secondlargest importer behind the US with a share of 11.5 per cent. “Trade growth should then slow to 4 per cent in 2022, and the effects of pandemic will continue to be felt as this pace of expansion would still leave trade below its pre-pandemic trend,” it noted.

The report said PSU companies have already become irrelevant in most B2C sectors such as aviation, telecommunications or are steadily losing market shares to their private sector competitors in financials. New Delhi, Apr 1 (PTI): GST collections remained above the Rs 1-lakhcrore mark for the sixth month in a row in March, rising 27 per cent annually to record Rs 1.23 lakh crore, the finance ministry said on Thursday. WHO slams Europe’s vaccine campaigns Copenhagen, Apr 1 (IANS): The slow vaccination campaigns in many European countries are protracting the coronavirus pandemic, according to the Europe office of the World Health Organization (WHO). WHO regional director Hans Henri Kluge said the vaccine roll-out was “unacceptably slow”, reports dpa news agency. “Let me be clear, we must speed up the process by ramping up manufacturing, reducing barriers to administering vaccines, and using every single vial we have in stock, now,” Kluge said. “And as long as coverage remains low, we need to apply the same public health and social measures as we have in the past.” Ultimately, vaccines

ISLAMABAD, APR 1 (PTI): In a volte-face, Pakistan’s Cabinet on Thursday rejected a proposal of its Economic Coordination Committee (ECC) to import cotton and sugar from India, according to a Cabinet minister. “Cabinet stated clearly NO trade with India,” Minister for Human Rights Shireen Mazari said in a tweet soon after a Cabinet meeting chaired by Prime Minister Imran Khan on Thursday. “PM made clear there can be no normalisation of relations with India until they reverse” their actions viz Kashmir of August 5 2019, tweeted Mazari, who is known for her hawkish stand on Kashmir. IISc develops artificial enzyme to check Rajinikanth to receive Dadasaheb Phalke Award HIV virus A P eople suffering from Human Immunodeficiency Virus (HIV) infection can now hope to have a better quality of life with researchers at the Bengaluru-based Indian Institute of Science (IISc) developing a nano alternative to a natural enzyme that is used to block reactivation and replication of the virus in the host’s immune cells. Made from vanadium pentoxide nanosheets, the new “nanozymes” work by mimicking the natural enzyme called glutathione peroxidase to help reduce oxidative stress levels in the host’s cells, which is required to keep the virus in check. Presently, there is no method available to completely eliminate HIV from a patient’s body. Anti-HIV drugs only succeed in suppressing the virus. They cannot eradicate it from the infected cells. The virus, consequently, hides inside the host’s immune cells in a latent state. When the levels of toxic molecules such as hydrogen peroxide increase in the host’s cells, leading to a state of increased oxidative stress, the virus gets “reactivated” ‒ it emerges from hiding and be-

gins replicating again. One way to prevent reactivation is to keep the oxidative stress constantly low. Enzymes such as glutathione peroxidase help in doing this. They convert toxic hydrogen peroxide to water and oxygen. However, inducing the host cells to produce more quantities of these enzymes could disrupt the tightly regulated cellular machinery. A few years ago, a team of researchers led by Amit Singh, Associate Professor and Wellcome Trust-DBT India Alliance Senior Fellow at the Department of Microbiology & Cell Biology and Centre for Infectious Diseases Research (CIDR), developed a biosensor to measure oxidative stress levels in HIV-infected immune cells in real-time. Around the same time, another team at the Institute

led by Govindasamy Mugesh, Professor at the Department of Inorganic and Physical Chemistry, published a study showing that nanowires made of vanadium pentoxide can efficiently mimic the activity of glutathione peroxidase. Finding the possibility for synergy in their work, the two teams then got together and decided to collaborate and see whether they could find a viable solution to help keep HIV virus under check on a permanent basis. The researchers prepared ultrathin nanosheets of vanadium pentoxide in the lab and treated HIV-infected cells with them. The sheets were found to reduce hydrogen peroxide just as effectively as the natural enzyme and prevent the virus from reactivating. They then treated immune

cells from HIV-infected patients undergoing antiretroviral therapy (ART) with the nanozymes. They found that the latency was induced faster and subsequent reactivation was suppressed when therapy was stopped, indicating that combining the nanozymes and ART was more effective. In a press release from IISc, the researchers said that the combination can have some other advantages too. For instance, some ART drugs can cause oxidative stress as a side effect, which can damage heart or kidney cells. Adding a nanozyme like the one developed could help in reducing the side effects caused by such ART drugs, they said. The scientists noted that though the nanozymes have been found to be harmless to normal cells in lab tests, more studies were needed to understand if they can have other effects once they are introduced inside the body.
