DIMAPUR, Apr 29 (NPN): Amidst apprehensions that the stand-off between security forces and NSCN (I-M) cadres at Sihai village in Manipur’s Ukhrul district could lead to an unwanted situation, NSCN (I-M) said it has alerted all its cadres in designated camps. This was stated by NSCN (I-M) member of CFMC Kraibo Chawang to media persons after attending a meeting of the Ceasefire Review Committee meeting at Cease-Fire Monitoring Cell (CFMC) office at Diphupar on Monday. Chawang said “we have alerted all our designated camps should anything happen in Sihai” and that the NSCN (I-M) was ready to face any eventuality. Kraibo also warned that if anything went wrong, then the government of India would be held solely responsible. He also disclosed that the CFMC had requested the Ceasefire
Monitoring Group chairman to allow NSCN(I-M) cadres to return to Khangkui Shiroy camp (which was allotted as a designated camp in 2007 before being evacuated in 2009), if the cadres have to abandon the Sihai camp. “Otherwise where will our boys go?” he asked. Chawang claimed that NSCN (I-M) cadres have been displaced as camps like the Khangkhui Shiroy forest designated camp and camps at Chatric and Grihang that were established with mutual understating in 2010, were vacated recently. He said NSCN (I-M) had vacated these camps as it did not want any confrontation and bloodshed. Chawang said NSCN (I-M) was earnest in its search for peace but instead, the Centre was creating problems taking advantage of AFSPA. AR accuses NSCN (I-M) of violating CFGR DIMAPUR, APR 29 (NPN): Assam Rifles (AR) has accused NSCN (I-M) of violating ceasefire ground rules (CFGR) by erecting camps in Sihai Khunou/Khamasom area of Ukhrul in Manipur. In a statement, defence PRO Col. C. Konwer claimed that during a routine aerial reconnaissance on April 25, some suspected temporary hutment-type structures were observed in the forest in the area. Troops deployed to verify thereafter confirmed the existence of an “unauthorised camp of NSCN (I-M)” in the area, he added. AR sector commander then requested villagers and pastor to inform NSCN (I-M) cadres to vacate the camp immediately, saying it was an unauthorised camp and in violation of existing CFGR. The same day, PRO said United Naga Council (UNC) general secretary called up the AR sector commander and confirmed the presence of NSCN (I-M) camp in the area.
PRO said that the Ceasefire Monitoring Group (CFMG) chairman was also briefed about the prevailing situation in the area by IGAR on April 26 evening. It was confirmed by CFMG chairman around 2.15 p.m. the following day that instructions were given to NSCN (I-M) to vacate the camp. Accordingly, AR troops contacted the villagers to confirm the development, while the area was reinforced by additional troops and the unauthorised camp under constant surveillance by air and other means, he added. Mentioning that aerial reconnaissance in the morning on April 27 revealed that the camp has not been vacated, PRO said the onus for causing inconvenience to villagers is now entirely due to the “irresponsible action” by NSCN (I-M) cadres. Cong moves SC as EC ‘fails to act’ against PM, Shah NEW DELHI, APR 29 (IANS): Supreme Court on Monday agreed to hear on Tuesday a Congress petition that claimed that the Election Commission had refused to act on a complaint against Prime Minister Narendra Modi and BJP chief Amit Shah for making “hate speeches” and “using” armed forces for “political propaganda” during the Lok Sabha polls. The Congress alleged that EC’s “silence” was an indirect endorsement of the violation of the Model Code of Conduct. A bench, headed by Chief Justice Ranjan Gogoi, agreed to hear the petition on Tuesday after it was mentioned as “urgent” by senior advocate A.M. Singhvi and advocate Sunil Fernandes. Singhvi, while making oral mentioning of the petition before the bench, did not take names of the PM and Amit Shah. The bench said: “Why don’t you clearly take the names? We will hear you last. You should stop this game of hide and seek.” The bench took note of the petition by Singhvi and asked him why he is hesitating to take names of the BJP leaders. The bench
then asked the counsel to say “whatever he wanted to”. The 146-page petition was filed by Sushmita Dev, Congress candidate from Assam’s Silchar Lok Sabha constituency. In the petition, the Congress alleged that the rules and regulations inscribed in the Model Code of Conduct were not meant for the Prime Minister and his party President but applicable only on other candidates. “It is in public domain that they have indulged in hate speeches, repeatedly used the armed forces for political propaganda, despite a clear prohibition on the same by the EC,” said the petition. The petition said the delay of more than 3 weeks in decision-making or the absence of a decision were, in fact, decisions in themselves. Congress said 40 representations on violation of the Model Code of Conduct were brought to the notice of the EC so far, but it did not lead to any action. The petition alleged that since March 10, after the notification for the elections was issued, Modi and Shah had “violated” the provisions of the Representation of the People Act and election rules.
Trial of 5 arrested NSCN (K) leaders begin in Myanmar GUWAHATI, APR 29 (AGENCIES): The trial process of five top leaders of NSCN (K) will start from May 6 in Myanmar. On Monday, Myanmar police produced the leaders in court and the next hearing was fixed on May 6. Yun Aung led NSCN (K) leaders were arrested by Tatmadaw (Myanmar army) during a raid on March 9 on the outfit’s liaison office at Khamti in Sagaing region of Myanmar. Later, they were handed over to the police on March 26. They were identified as NSCN (K)’s ‘peace committee’ leader U An Kam, ‘spokesperson’ U Kyaw Wan Sein and officers U Saw Htein, Aung Mai and Aung Sai. A top commander of Myanmar-based rebel group said, “NSCN (K) leadership is trying to release the arrested leaders from the jail and have requested the government to release them as peace process is underway.” The Tatmadaw accused NSCN (K) of helping rebel outfits like ULFA (I), NDFB (S), KLO, PDCK, UNLF, KYKL, PLA and PREPAK in Myanmar’s soil to fight against India.

(PTI): Incidents of violence in West Bengal and Odisha that left a Congress worker dead and EVM glitches were reported in the fourth phase of Lok Sabha polls on Monday which saw 64 % turnout in 72 seats across nine states. In the heartland states, where the BJP had won 30 out of 32 seats in 2014, 67.73% turnout was recorded in Rajasthan (13 seats), 58.56% in Uttar Pradesh (13 seats) and 67.09% in Madhya Pradesh (6 seats), according to Election Commission. Nearly 55.86 % voting was recorded in Maharashtra (17 seats), 59.02 % Bihar (five seats) and 64.38 % Jharkhand (3 seats). In Kulgam district of Anantnag constituency in Jammu and Kashmir, 10.5 % polling was recorded, amid isolated incidents of stone pelting. West Bengal recorded a high turnout at 76.66

According to a senior police officer, violence was reported from several places in six parliamentary seats in Odisha, where the turnout was 64.05 %. A Congress worker was stabbed to death in Balikuda-Erasama area of Jagatsinghpur seat. Technical glitches in EVMs delayed polling in 60 booths, but it resumed after the snags were rectified. During a mock-poll in Madhya Pradesh, EVMs were replaced at 207 polling booths as some glitches were found. EVMs were also replaced at 106 polling booths after the voting began, according to officials. About 12.79 crore people were eligible for voting in the fourth phase. With this round, polling has been completed in 374 seats out of 543.
KOHIMA, APR 29 (NPN): A person succumbed to injuries after he was allegedly beaten up by some persons following a brawl at upper D Block here at around 4.30 p.m. Monday. According to police, the victim has been identified as Nusato Swuro (37), son of K Swuro, hailing from Chesezu village, Phek district and presently residing at Kitsubozou Kohima. Police said they arrested two persons in connection with the incident- Neilalie Loucuii (21), BA 2nd year student and Kikhrukhrietuo Venyo (21), an unemployed youth. A case has been registered with North PS and further investigation is underway, police said. The case was filed by Chesezu welfare association Kohima. The situation around the police station remained tense as hundreds of people continued to gather till late night.

DIMAPUR, APR 29 (NPN): Chakhesang Students’ Union (CSU) Monday took out a procession against the shortage of teachers at the government higher secondary school (GHSS) Phek. Around 600 students participated in the procession and submitted a representation to the Deputy Commissioner (DC) Phek, who is also the GHSS Phek
managing board chairman. The procession, which was carried out along with the students of GHSS Phek, was supported by Phek Town Chakhesang Students’ Union (PTCSU), Phek Area Public Organisation (24 villages), all 11 colonies chairman, GBs and concerned public leaders. In a press release, CSU president Lavoto Chizo
stated that different organizations have been submitting a number of memorandums to the department of school education concerning acute shortage of teachers at GHSS from 2004 till date, but the school department remained silent.
