India COVID-19 death toll nears 100-mark State to set up COVID-19 testing centre Govt says 30% infections linked to Tablighi centre NEW DELHI, APR 4 (PTI): The number of COVID-19 deaths inched towards 100 on Saturday and the count of confirmed infections rose by a new single-day record of over 600 to cross 3,600, but the government assured there was no need to panic as the rate of spread was less than in many other countries and just “one place” accounted for 30 per cent of detected cases. The Health Ministry said the testing capacity has been ramped up significantly to over 10,000 tests per day to detect the deadly coronavirus infection, as it emphasised on continuous compliance to lockdown and social distancing measures, along with personal and environmental hygiene, to win this “daily battle”. Public movement to be regulated in Kma
KOHIMA, APR 4 (NPN): Taking serious note of people misusing the car passes issued for movement in the state capital Kohima, the district administration Saturday reinforced stringent measures and issued fresh passes to keep check on movement. The car passes with more details in A4 size papers were issued. On Saturday, deputy commissioner’s office was packed with people, who rushed to obtain the new passes. (Correspondent)
PM appeals to switch off lights voluntarily
DIMAPUR, APR 4 (NPN): Following Prime Minister’s appeal to switch off lights on Sunday night, Ministry of Power has requested all consumers to voluntarily switch off their lights at 9 p.m. on April 5. However, it said there was no call to switch off either streetlights or home appliances. Adequate arrangements and protocols have been placed to handle the variation in demand and people have been assured not to worry. Local bodies have been advised to keep the street lights on. However, the lights in hospitals and other essential services will remain on.

Nagaland: Test results of 4 awaited KOHIMA, APR 5 (NPN): State Health & Family Welfare (H&FW) department Saturday informed that till April 4, the department had sent 45 samples for testing, out of which 41 samples tested negative of COVID-19 and the results of four were still awaited. H&FW principal director, Dr. Vizolie Z Suokhrie informed that as on April 4, the department had screened 848 persons. He said that 2630 people were currently under quarantine while 2817 have completed the quarantine process. Till date, 20 foreigners were currently in the state. (Correspondent) showed that an average of one in 25 people tested for the infection have found to be a positive case, while the mortality rate among those testing positive appeared even less at one in 30. The Indian Council of Medical Research (ICMR) said 79,950 samples have
been tested so far across the country. Globally, more than 11 lakh people have tested positive so far since the outbreak of this deadly virus in December last, which has left over 60,000 dead. The US alone has seen over 2.7 lakh confirmed cases while it recorded nearly 1,500 deaths
within 24 hours between Thursday and Friday. Italy has recorded the maximum deaths at nearly 15,000. Agarwal said a total of 2,902 COVID-19 cases have been reported so far in India, with an increase of 601 in last 24 hours -- the highest for such a period -- with at least 58 of them in critical condition. In the same time span, 12 more died taking the nationwide toll to 68, Agarwal said. Later, the Ministry’s evening update put the total number of those having tested positive so far at 3,072 nationwide with 75 deaths. However, a PTI tally of figures reported by states directly showed at least 97 deaths across the country while the number of confirmed cases of infection had reached 3,619 as on Saturday late evening. Of them, close to 300 have been cured and discharged. There has been a lag in the Union Health Ministry figures, compared to the aggregate of numbers announced by different states, which officials attribute to procedural delays in assigning the cases to individual states. 42% of coronavirus patients in 21-40 age bracket:
Lockdown partially relaxed in Dmu DIMAPUR, APR 4 (NPN): Commissioner of Police and District Magistrate Dimapur, Rothihu Tetseo, has partially relaxed the prohibitory order under Section 144 of CrPC starting April 6, from 9 a.m. to 2 p.m. for public to buy essential items within their respective colonies/villages. In an order, the district magistrate stated that the movement of general public would, however, be restricted in the Dimapur main town area and all the highway stretch within the district. Movement of officials, staff of departments of Police, Army, paramilitary forces, Home Guard and civil defence, judicial magistrates, district administration, doctors/medical staff/pharmacist, ambulance and private vehicle carrying medical patient, media, DMC & sanitation, Treasury, banks, Power, PHED, IOC, FCI, Food & Civil Supply, airport/ Railway staff and Telecom/Pvt. Internet Service Provider and vehicles transporting essential commodities have been exempted. The district magistrate cautioned that violation of the order would tantamount to punitive punishment Under Section 188 of the Indian Penal Code.
DC Dimapur orders: The deputy commissioner (DC) Dimapur, Anoop Khinchi, Saturday ordered opening of only those shops and business establishments dealing pharmacies, petrol pumps, media house, essential commodities and vegetables “for public” starting April 6, 2020 from 9 a.m. to 2 p.m. DC stated that wholesale markets would remain open from 3am to 8am only. The order stated that vegetable vendors would be allowed to sell vegetables in the colonies/villages only and not in the main market. However, New Market would remain closed completely. Public have been directed to buy essential items from their respective colonies/village shops. With lockdown in force, DC said movement of all public was restricted except those coming out to avail essential services. In all the essential commodity shops, DC directed that social distancing to be strictly maintained. DC cautioned that any person violating the order would be liable to be proceeded against as per the provisions of Section 51 to 60 of the Disaster Management Act 2005 besides legal action under Section 188 of the IPC.
As much as 42% patients of coronavirus in the country belong to 21-40 years age, Aggarwal said. “We are as strong as the weakest link in this chain and we can win this battle only with support of everyone,” he said. Sharing the age-group analysis of COVID-19 patients, Agarwal said the maximum 42 per cent are of 21-40 years, 33 per cent of 41-60 years, 17 per cent are above 60 years and 9 per cent are of 0-20 years. The elderly people and those with other medical complications are said to be at higher risk in this pandemic. At the briefing, government officials said the lockdown is being effectively implemented across the country while supply of essential goods is also going on well, as they expressed confidence we all together will be “successful in breaking the COVID-19 chain”. Separately, the government also announced that COVID-19 testing and treatment would be provided free of cost for Ayushman Bharat beneficiaries at private labs and empanelled hospitals.
4 Naga scientists recruited to run the lab: H&FW Correspondent
KOHIMA, APR 4 (NPN): Nagaland is all geared to set up the much needed testing centre (laboratory) for COVID-19 by April at the Naga Hospital Authority Kohima (NHAK), if the ongoing works were not hampered, Health & Family Welfare principal director Dr Vizolie Z. Suokhrie said on Saturday. Talking to Nagaland Post, Dr Vizolie Z. Suokhrie informed that four Naga scientists, who have had the experience in bio-safety laboratories, have been recruited by the department. He exuded confidence that the lab would be functional by April. Further, Dr. Suokhrie said that a six-member team from Nagaland was currently working out the modalities with experts from Assam and Indian Council of Medical Research (ICMR). The team is expected to submit the proposal within a day. Once the department
receives the sanction amount from any funding agency, the department will working on war footing to activate the lab within a month. D r. S u o k h r i e s a i d NHAK has the infrastructure to establish the testing centre. “We are not waiting for anything, and will start the work immediately,” he added. He said it was not as simple as people think to setup a lab for COVID-19. First of all, high standards of bio-safety measures were needed to be in place, he said adding, if not it will be like harboring the virus and Nagaland will become another epicentre if bio-safety measure are not in place. Meanwhile, in addition to three COVID-19 hospitals-- one in Kohima, one in Mokokchung and one in Dimapur, he said more COVID-19 hospitals will be set up as other district hospitals were ready to activate their teams. Altogether 13 COVID-19 hospitals will be ready by next in the state. Governor in touch with Health ministry: Nagaland Governor, R.N. Ravi also said that Nagaland was in the process of setting up a laboratory to test COVID-19 cases. For this, Ravi said was in touch with
the Health ministry and the ICMR. With their support, Ravi said he was hopeful to have the lab ready and functional soon. Medical professionals volunteer: Sixty professionals from various councils across the state have decided to offer their services to combat the COVID-19 pandemic. This was agreed upon during a meeting held on April 4 at the office chamber of Health & Family Welfare principal director with professional council members from the Medical Council of India, Ayush Council, Nursing Council, Pharmacy Council, Dental Council, Technician Council, etc. The councils would be submitting the list of registered members to the Health department, a DIPR report stated. The members agreed to jointly draft a plan to tackle any kind of eventuality. Meanwhile, H&FW department has partnered with All Nagaland Counsellors Association (ANCA) to provide counselling services through WhatsApp and over the phone for mental health and well being. Till date, 13 counselling sessions were provided through phone calls by the association.

Dimapur, Apr 4 (NPN): A leak that went viral on social media has put scores of people from North East on the dock as their mobiles were tracked to have been near or around the ‘hot spot’ Nizamuddin area of old Delhi between March 14 to 21,2020. As reported, the document marked ‘SECRET’ by service providers was for state governments in the North East. The objective was to reach out to those who had travelled near the ‘hot spot’ and to enquire about their health status. Some of the complainants who arrived Dimapur on or before March 14, have so far not exhibited the symptoms besides competing the 14-day incubation/quarantine period. Police authorities have yet to respond to their written complaints on the plea that this would be dealt with by Cyber Crime cell. The consequence of the leak on social media has made some health officials involved with COVID-19 apply pressure on the returnees whose only crime appear to be of having travelled near Nizamduddin, while other those who returned from other cities having high COVID-19 cases are being left off.

DIMAPUR, APR 4 (NPN): As the ‘frontline soldiers’ against COVID-19 and also tasked with enforcing the 21-day national lockdown, Nagaland frontline workers, especially police personnel are unprotected and vulnerable. With COVID-19 already making its presence in four states-- Assam, Arunachal Pradesh, Manipur and Mizoram- the threat on Nagaland has become alarming. In order to find out the ground reality from the frontline soldiers against COVID-19, Nagaland Post spoke to some police personnel at various inter-state borders and other parts of the district. It was clear, that the police personnel were not equipped with required protection except ordinary (Cont’d on p-6) masks.

DIMAPUR, APR 4 (NPN): The India Air Force, IL-76 MD aircraft on Saturday ferried the second consignment of medical supplies related to COVID-19 for Health department and Nagaland State Disaster Management Authority (NSDMA). The 5-tonne, consignment which arrived Dimapur airport, will be transported to Kohima for further distribution to other dis-
tricts, a DIPR report stated. The IL-76 MD 44 Squadron Chandigarh base Unit which landed at Dimapur further proceeded to Imphal. The state government has thanked the IAF for the help rendered to Nagaland in the fight against COVID-19. The first batch of critical medical supplies were flown in on March 30 by IAF C130 J Super Hercules heavy-lift aircraft.
Condemnations on assault of medical officer One-man panel to probe assault on doctor DIMAPUR, APR 4 (NPN): Various organisations have strongly condemned the assault on Dr.Nosezol (Sezo) Senior Medical Officer Medziphema and COVID19 Quarantine Officer by personnel of the Special Task Force (STF) at 11.30 p.m. on April 3, while he was returning home after work on COVID-19 preparedness. Angami Public Organisation (APO) through its general secretary Neisakholie Ziephru, while expressing shock at the assault, demanded that the district administration probe the matter so as to identify and book those involved. APO reminded the police chain of command should ensure that proper protocol is observed while on duty and that they were not above the law even if they enforce the law for the welfare of
society.APO also said those involved should be booked so as to act as a deterrent. IMA Nagaland: Indian Medical Association (IMA) Nagaland Chapter has expressed outrage over the assault on Dr. Sezo by police personnel and demanded immediate suspension of the perpetrators for “this unconscionable act.” In a press release, IMA Nagaland president Dr. Kezevituo Keditsu said that when the medical fraternity was risking their own lives to ensure the safety of the general public, assaulting a defenseless doctor while he was on duty for the flimsy reason of not wearing a mask was unjustifiable. Stating that public depended on police forces to ensure law and order, IMA Nagaland said medical personnel in particular needed protection and security to
carry out their duties. IMA Nagaland stated that the perpetrators, with this heinous act, have demonstrated that they did not realise how indispensable a doctor was at a time like this. “Even worse, they have ensured that there will be one less doctor to fight in the frontlines,” IMA Nagaland said. To ensure that no more medical personnel or civilians face the mindless brutality of those policemen, the IMA has called for their immediate suspension. Without the COVID19 threat, IMA said the medical fraternity would have immediately ceased all services and gone on indefinite strike in protest. However, it said that these were extraordinary times that was why the IMA was looking to police authorities to bring swift justice to Dr.
Sezo’s attackers. Failure to take action, IMA cautioned that it would have no other recourse but to go on indefinite strike. CHC Medziphema: Chairman, Health Centre Management Committee (HCMC) under CHC Medziphema has expressed shock at the brutal assault on Dr. N. Sezo Sr.M.O. CHC Mediziphema who is also Quarantine Officer for COVID-19 Dimapur district. Chairman of HCMC, CHC Medziphema stated that Dr. Nosezol was returning home to Dimapur from duty when he was “suddenly accosted” by police near his residence at Purana Bazar. The chairman HCMC alleged that even after disclosing his identity, Dr.Nosezol was “assaulted and thrashed” besides damage to his car.

DIMAPUR/KOHIMA, APR 4 (NPN): State government has constituted a one-man inquiry committee to probe the alleged assault on Dr. Nosezol Sezo, senior medical officer community health centre Medziphema, by Special Task Force (STF) personnel at Purana Bazar, Dimapur on April 3 night. Sources told Nagaland Post that the committee would headed by ACP “A” division Dimapur, Seyiesezo Peseyie. The officer has been directed to conduct thorough probe and submit the report at the earliest. Meanwhile, following the April 3 night incident, STF has been replaced by 9 NAP (IR) to enforce the total lockdown in Dimapur. State deputy chief minister Y Patton, who also hold home portfolio, ex(Cont’d on p-6) pressed dismay over what
he described as “unfortunate incident” and said that the state government was taking immediate measures. He also said that an inquiry committee has been formed to investigate the matter. Taking to twitter, Patton said “At a time when our doctors and health workers are working overtime to ensure our safety, this is unacceptable.” He said that actions would be taken against those found guilty. “What happened yesterday evening should not have happened in the first place. We will see that such things are not repeated in the future,” Patton said. While appreciating their hard work and sacrifice, Patton at the same time appealed to the police personnel manning the streets, to discharge their responsibilities diligently and make sure that nothing should taint their image.
State Health minister S Pangnyu Phom also expressed pain over the incident in Dimapur where one of the frontline workers Dr. Sezo was physically assaulted by some police personnel while he was returning from duty. Phom said he would ensure that justice was delivered without any delay. DGP apologizes: DGP Nagaland, T. John Longkumer, Saturday as head of the police department tendered his “sincere apologies” to Dr. Nesozol Sezo and the medical fraternity for the unfortunate incident involving Dr. Sezo and a few police personnel last night. In a tweet, DGP also said that an enquiry was being conducted and action would be taken against those found guilty. He appealed to all medical brethren for their forbearance and forgiveness. K Y M C
