NEW DELHI, APR 5 (AGENCIES): As India reported more than one lakh daily coronavirus cases for the first time, several states and union territories, including Maharashtra, Punjab and Delhi, have announced closure of schools or suspended classes briefly till the COVID-19 situation is further reviewed in the wake of rising cases across the country. According to Dr Subash Rao, Consultant Pediatrician at Reliance Hospital and Fortis Hospital, Mumbai, the Covid-19 virus has undergone a double mutation (changes in genetic structure), and the current strain is highly infectious infecting many people, especially children.

Answering the most frequent queries of parents about the impact of the virus on children, Dr Rao said that a reverse trend is being seen in the second wave where children develop symptoms before the adults. “The second wave of Covid is known to affect the children much more than in the first wave. Also, a reverse trend is being seen that is - children develop symptoms first, and then adults are getting it from them. The difference is while in the first wave most of the children were asymptomatic, in the second wave they are coming with symptoms like fever, cold, dry cough, loose motions, vomiting, not feeding well, fatigue, loss of appetite, among other common symptoms. Few may also have breathing difficulties and rashes like any other viral fever,” he said. “Also another reason of rising infection among children is increasing exposure due to playing outdoor,

The paediatrician said that if a child is showing symptoms of Covid-19 infection, an RT PCR test should be done by the second day. “Don’t delay or hesitate out of fear to do the test. Early diagnosis helps in early treatment. In case of an asymptomatic child with both parents Covid-19 positive, there is no need for a test but they should be kept in home quarantine for 14 days,” he told the parents. The doctor said if a child had a fever for two days, but recovered later, they should be home quarantined for 14 days unless they were tested for Covid19 and their report is negative on the fifth day. “Keep in mind children can act as silent carriers or “super- spreaders” and spread it to other children and adults, who can suffer severe diseases,” he (Cont’d on p-6) said.

KOHIMA, APR 5 (NPN): Mon district administration has assured to provide relief to those who lost their livestock due to a mysterious disease and those whose crops were damaged by a hailstorm recently. This follows report in Nagaland Post about death of livestock and damage of crops. Mentioning this, deputy commissioner Mon Thavaseelan K said the list of beneficiaries along with details of crop damage and loss of livestock were being compiled and verified for the purpose. He assured that once the compilation was done and verification completed, a report would be submitted to Nagaland State Disaster Management Authority for sanction of relief.

Meanwhile, directorate of animal husbandry and veterinary services (AH&VS) on Monday issued an advisory asking the general public and pig farmers to remain vigilant over the unusual mortality of pig population in Mon, Kiphire and Phek districts. The advisory issued by AH&VS director Dr Budhi Lama asked the public and pig farmers to report death of pigs to the nearest veterinary health centre for necessary sero-monitoring and not to consume dead/ diseased pigs, but carry out deep burial method and sub-

sequent sanitisation. Asking them to refrain from importing live pigs for meat and piglets for breeding purpose from outside without knowing their health status, the advisory called for maintaining strict bio-security measures in the farms. Further, they were asked to practise usage of footbath at the entrance of farms and vaccinate their pigs against classical swine fever, besides avoiding feeding with feeds, especially from hotels and other wastes that might be contaminated.

PAN-Aadhaar linking deadline extended NEW DELHI, APR 5 (AGENCIES): In a bid to provide relief for taxpayers, the government has extended the deadline for linking PAN card with the Aadhaar card till June 30, 2021. Earlier, the date of linking these two documents was March 31, 2021. According to Income Tax Department, the decision to extend deadline was taken in the aftermath of increasing COVID-19 cases in India. “Central Government extends the last date for linking the Aadhaar number with PAN from 31st March 2021 to 30th June 2021, in view of the difficulties arising out of the COVID-19 pandemic,” it said.

DIMAPUR, APR 5 (NPN): Central Nagaland Students’ Association (CNSA) has expressed strong support for the implementation of Register of Indigenous Inhabitants of Nagaland (RIIN) commission report at the earliest. CNSA president Himato Yeptho, vice president Akummeren Longchar and general secretary Lipemo M Tsopoe maintained that early implementation of the report would prevent the misuse of indigenous certificates and employment opportunities in the state by “unscrupulous individuals.” CNSA also strongly demand

DIMAPUR, APR 5 (NPN): Leader of opposition TR Zeliang visited Lamhainamdi village in Peren district Monday to pay homage at the burial ground of the three persons who were killed on March 22, a DIPR report stated. Zeliang said “the merciless and inhumane massacre of three innocent lives at Lamhainamdi village” was “a challenge to Nagas as well as the district administration and security personnel of Peren district.” He encouraged the people to retrospect on the history of their village, strongly uphold their rights and stand for these.

Stressing that it was the responsibility of everyone to nab the culprits, he called upon the gathering, regardless of their political affiliations and denominations, to come forward and work united and effectively with the administration and police in order to ensure that the culprits were arrested. He expressed confidence that the culprits would be given stringent punishment while expressing pain and grief for the three bereaved families. Deputy commissioner (DC) Dimapur, Rajesh Soundararajan, who is the vice chairman DPDB Dimapur, appealed to all the heads of departments (HoDs) to be mentally prepared for fighting the second wave of Covid-19 considering the fact that Dimapur was the main transit district for travellers. DC informed that DTF Dimapur would start enforcement of COVID-19 protocols again on daily basis and directed DMC to ensure that all shopkeepers observed COVID-19 protocols.

DIMAPUR: Monthly District Planning and Development Board (DPDB) meeting of Dimapur district, which was held in the conference hall of DC Dimapur on April 5discussed various issues besides reviewing minutes of last DPDB meeting. According to DIPR report, advisor sericulture, excise and minority affairs, Zhaleo Rio, who is also the chairman of Dimapur DPDB, while welcoming the new members of DPDB Dimapur, advised them to give the best delivery system to the public.

Zhaleo reminded the newly posted officers that they were fortunate to be posted in Dimapur and impressed upon them to give their best and coordinate with the district administration, police and also the elected members of district so together they could work for the welfare and uplift of the general public. DIMAPUR: Fire & Emergency Services (F&ES) team from fire station Chümoukedima proceeded to control the fire which broke out at first gate ward-2, Chümoukedima on April 1. According to RO (E) F&ES, Kenny Khing, on receiving the fire call at 2:51 p.m., fire personnel pressed into action along with fire trucks and sufficient equipments. Two kutcha houses along with house hold property was reportedly gutted in the inferno where property worth Rs. 4 lakhs (approx) was lost. Cause of fire was suspected to be from electrical short circuit. Due to timely information and response, fire was controlled and prevented from spreading to the surrounding houses. It took fire team 20 minutes to combat the fire. The fire response team was led by duty commander ASI Haitilo Semy.

current year, it said, adding that this facility shall be given only to those candidates who have been tested positive and duly certified by the state Medical department. For those positive cases, who could not appear the exams, the NBSE shall give another opportunity to appear the exam at a later date, which shall be duly notified by the Board. A COVID-19 positive candidate on being tested negative, shall be allowed to sit for the remaining subject(s) after producing a negative report certified by the state Medical department. In such cases, the Centre Superintendent

will make arrangement to let the candidate sit in a separate room by maintaining the SOPs. NBSE will keep the question paper sets and examination materials ready to hold a separate examination for those candidates who tested COVID-19 positive and recovered after completion of the main examinations of HSLC and HSSLC. It said that this was a onetime measure, to en-

sure that the candidates are not deprived of appearing the board exams, 2021. The Centre Superintendent and the invigilators shall watch out for any health problems occurring amongst candidates and report it to the medical authorities promptly. It is mandatory for all candidates to wear face mask and adhere to the SOP issued by the government.

G u wa h at i , A p r 5 (Agencies): The stage is set for third and final phase of polls in Assam voting for which will take place on Tuesday. A total of 337 candidates (25 women) are contesting from 40 of the total 126 seats in the state in the third phase. Over 7.9 million voters would cast their vote in 11,401 polling stations (316 all women), Hindustan Times reported. Notice for disconnection of electricity in Meghalaya Correspondent SHILLON G , APR 5:Facing a huge financial burden, the Meghalaya Power Distribution Corporation Limited (MePDCL) has issued a general notice for disconnection of electricity supply to all defaulters in the State with effect from April 16. MePDCL chairmancum-managing director, Arunkuman Khembhavi said that prosecution proceedings would also be initiated against those permanently disconnected consumers who have failed to settle their dues under the scheme or otherwise. He said the MePDCL on November, 2020 had announced the ‘MePDCL One Time Settlement Scheme, 2020’ for all categories of defaulting consumers (including permanently disconnected consumers) to recover long outstanding dues of electricity bills as on March 31, 2020. The scheme was valid until March 31, 2021. Khembavi said “a general notice as per the relevant provisions of the MSERC (Electricity Supply Code) Regulations,

2018 is hereby issued to all the defaulting consumers informing that with effect from April 16, 2021, the MePDCL shall commence rigorous electricity disconnection drive under section 56 of the Electricity Act, 2003 against all defaulting consumers not enrolled/ opted for this Scheme (including consumers who opted the Scheme but failed to comply with the terms of the Scheme). He said the notice shall be treated as notice for disconnection to all defaulting consumers of the MePDCL. “There shall also be prosecution proceedings against those permanently disconnected consumers who have failed to settle their dues under the scheme or otherwise,” the Chairman and Managing Director, MePDCL has informed. Alleging that the state government was doing nothing to conduct the due elections, ATSUM resumed agitations from Monday.

To mark the resumption of the agitations, members of the apex body of the tribal student bodies commenced its two-day picketing of government offices in all hill districts. They closed down government offices, banks and post offices in hill districts. ATSUM, in a press communiqué dispatched to the media late tonight, announced that the resumed agitations will continue while alleging that no agreement was reached during today’s talk with the government.

Virus with no known origin

I

t has been nearly one and half years since the dreaded Coronavirus outbreak was declared a pandemic and causing the deaths of over 2.8 million people, while more than 130 million positive cases have been reported so far. Economies came to a standstill, even as science labs across the world raced to create a vaccine. Since then countries across the globe still want to know where and how the virus originated and also called into question the manner in which the World Health Organisation(WHO) handled the matter. After the virus was declared a pandemic, there were various media reports including statements from health and other government officials, especially the US which pinned the blame squarely on the Chinese Communist Party(CCP) for not being forthcoming with details of the virus which was reported to have first occurred at Wuhan. Interestingly, the Wuhan Institute of Virology(WIV) laboratory had been doing research on the virus since 2018. Wuhan doctor Li Wenliang who posted online reports about the virus, later contracted it after being silenced by local police. He died on February 7. China has been accused of covering up the severity of the pandemic after it started, which cost the world vital weeks of preparation time. There have been allegations that China tried to hush up earlier instances of the Covid infection, despite warning from doctors in the region. Epidemiological modelling, in fact, suggests that the virus was circulating in humans months before the first case was reported in December 2019. WHO the apex body dealing with worldwide epidemics and pandemics was also found to be complicit in parroting Chinese propaganda. WHO director general Dr. Tedros Adhanom Ghebreyesus in particular suppressed facts about the outbreak according to a German Intelligence Agency(BND). The Trump administration had been blaming the Chinese for the spread of the virus by not warning the world about it. Then US secretary of state Mike Pompeo charged that WHO chief Tedros Adhanom Ghebreyesus collaborated with Chinese President Xi Jinping “to hide human to human transmission at a critical juncture.” After Joe Biden became US president, his administration reversed Trump’s decision to quit WHO and also went soft on China regarding its role in the spread of the virus. After months of joint investigations by a team from WHO and the Chinese counterparts on the origin of the virus, a recent report said the virus was likely transmitted from various animals(and not specifically bats) and that it was “extremely unlikely” that the virus escaped from a laboratory in Wuhan. Just after the report was released on March 30, WHO chief Ghebreyesus said that the evidence was not enough to support the accidental lab leak theory, and that, as far as the WHO is concerned, all the hypotheses are still on the table and need to be followed upon. Despite criticisms across the world against the Chinese for withholding crucial information about the Wuhan virus, what WHO and the Chinese counterparts affirm, is that the virus did not originate in China and likely from other parts of the world. Unless the origin of the virus is found, it will take longer to finally stop the spread of the virus.

In fact, He stated very emphatically that He came with the purpose of dying. His concern here was that He might not get through this struggle as the Son of Man. He was confident of getting through it as the Son of God— Satan could not touch Him there. But Satan’s assault was that our Lord would come through for us on His own solely as the Son of Man. If Jesus had done that, He could not have been our Savior (see Hebrews 9:11-15). Read the record of His agony in Gethsemane in light of His earlier wilderness temptation— “…the devil… departed from Him until an opportune time” (Luke 4:13). In Gethsemane, Satan came back and was overthrown again. Satan’s final assault against our Lord as the Son of Man was in Gethsemane. The agony in Gethsemane was the agony of the Son of God in fulfilling His destiny as the Savior of the world. The veil is pulled back here to reveal all that it cost Him to make it possible for us to become sons of God. His agony was the basis for the simplicity of our salvation. The Cross of Christ was a triumph for the Son of Man. It was not only a sign that our Lord had triumphed, but that He had triumphed to save the human race. Because of what the Son of Man went through, every human being has been provided with a way of access into the very presence of God.

years ago I requested the Head of the Bar Council of India to get animal welfare introduced as a subject in the law colleges. He did it immediately. The result has been much more sensitive and informed lawyers, an annual moot court that is hosted by NLU Bangalore, PhDs in animal welfare (the first one was in NLU Cuttack), more people aware of animal welfare activism and far more sensitive judges. A big thank you to Shri Manan Kumar Mishra! 22 years ago, at the instance of Shri Atal Behari Vajpayee, who supported all new ideas, we built the National Institute for Animal Welfare in Ballabgarh. Unfortunately, the government fell when it was ready. The Congress shut it down, and now the BJP is in its 7th year without restarting it. The Minister for Environment gave it to JNU. They fooled around for 2 years and then returned it to the Ministry, who slept on it for 2 years and then handed it to Lala Lajpat Rai University of Veterinary and Animal Sciences, who have ignored it for three years and only now have appointed a retired vet to make a course. I have lost all hope. In 2002, I wrote

out all the courses, made some textbooks, contacted Oxford, Cambridge and the University of Edinburgh, for teachers, got a Grant from UNEP for the library. But nothing has happened and nothing ever will. The magnificent 7 acre centre now houses ten people of the Animal Welfare Board of India and runs “awareness” courses of three days each for the student vets of LUVAS. But there are huge job opportunities for trained animal welfare people : shelter managers, gaushala managers, laboratory managers, forest and wildlife officers, city management of animals, elephant rescue centres, city snake rescuers, poultries, slaughterhouses, to begin with and hundreds of others. I simply cannot understand why it has taken so long for even one course to begin. A huge thank you to the Vice Chancellor of IGNOU, Prof. Nageshwar Rao, and to Professor P.V.K. Sasidhar, for starting the first degree related course in India for animal welfare. Prof. Sasidhar has been labouring at the modules for over three years now. The first session itself has over 800 students! It is a PG Diploma in

Welfare issues, pertaining to working, performing, companion, zoo, lab and street animals, need a great deal of attention as well. The PGDAW programme, in 85 modules, has covered welfare, science, ethics, issues, laws and standards, of all farm and draught animals – cattle, buffaloes, sheep, goats, pigs, poultry, working animals like donkeys and horses, performing animals,

pets, zoo and lab animals. These modules have been developed in collaboration with The Jeanne Marchig International Centre for Animal Welfare Education, University of Edinburgh, UK. It’s a one year course, and graduates from any discipline can take it. It has two objectives : To impart science based animal welfare education through open and distance learning. To build the capacities of stakeholders to take socially responsible decisions concerning animal welfare. The total fee of the course is Rs. 5400/-. ports and physical activities are an integral part of our life. Every human being is related with sports or games. We know that sports encourage our development and it also helps in promotion of good health and prevention of diseases. It is not only important for a person who takes part in sporting events like national games or Olympics or school games but it is integral for each and every individual. Apart from health and physical fitness there are many other advantages of sport. If we look at social perspectives then we shall find that sports helps in the promotion of gender equality. It also helps in social integrations, peace building, etc. It enhances life skills and helps in social mobilization. From individual development to social integration there are many other things which are possible through sports. It has the power to change the world; it is a fundamental right, a powerful tool to strengthen social ties and promote sustainable development and peace and well as solidarity, and respect. People are united through games and united together to take up positive action. Sports have worked in peace building in conflict hit areas as it brings people from different

communities together. The recent pandemic has made it difficult to gather as friends, for teams and fans to compete, play and cheer together. It has taken a toll on individuals, societies, organizations and economies. Major sporting events like the Olympics had to be postponed due to pandemic. But sport itself can help play a role in building resilience and in the recovery from the pandemic. It can help in the effort to build back better to a more resilient and equitable world. Sport can help promote fairness, teambuilding, equality, inclusion and perseverance. Sport and physical activity can also help us get through times of crisis, like COVID19, by reducing anxieties and improving physical and mental health. There is no doubt that sports are also a career for millions around the world. Apart from sportspeople there are many other professionals who are engaged with sports as a profession. We have seen how major sporting events are promoting peace and change in the world. Sport can cross boundaries and defy stereotypes and inspire hope across nations, but we will only be able to get back to this, if we recover better and help end the pandemic by helping ensure everyone is pro-

tected from COVID-19. Like many other international events , the ‘International Day of Sport for Development and Peace’ is observed on 6 April and at present this is an opportunity to recognize the role that sport and physical activity plays in communities and in people’s lives across the world. The day was proclaimed by international community due to its vast reach, unparalleled popularity and foundation of positive values, sport is ideally positioned to contribute towards the United Nations’ objectives for development and peace. To raise awareness of this potential, 6th April was declared as the International Day of Sport for Development and Peace (IDSDP) by the UN General Assembly. The adoption of this Day signifies the increasing recognition by the UN of the positive influence that sport can have on the advancement of human rights, and social and economic development. In its Resolution (A/ RES/67/296) establishing the Day, the General Assembly “invites States, the United Nations system and, in particular, the United Nations Office on Sport for Development and Peace, relevant international organizations, and international, regional and national

sport organisations, civil society including, non-governmental organizations and the private sector, and all other relevant stakeholders to cooperate, observe and raise awareness of the International Day of Sport for Development and Peace.” Many organizations of the UN system, including the International Forum on Sport, Peace and Development, organized jointly with the UN Office on Sport for Development and Peace, have already established partnerships with the International Olympic Committee. The mission and role of the Committee, as set out in the Olympic Charter, are placing sport at the service of humankind and promoting a peaceful society and healthy lifestyles by associating sport with culture and education and safeguarding human dignity without any discrimination whatsoever. The General Assembly also recognizes the role that the International Paralympics Committee plays in showcasing the achievements of athletes with impairment to a global audience and in acting as a primary vehicle to change societal perceptions of disability sport. World is striving for achieving sustainable development goals

and there are efforts from all over the world for the ‘Agenda 2030’. The interesting part is sport has proven to be a cost-effective and flexible tool in promoting peace and development objectives. In the 2030 Agenda for Sustainable Development sport’s role for social progress is further acknowledged: “Sport is also an important enabler of sustainable development. We recognize the growing contribution of sport to the realization of development and peace in its promotion of tolerance and respect and the contributions it makes to the empowerment of women and of young people, individuals and communities as well as to health, education and social inclusion objectives.” This day is an opportunity to focus more on how we can make best use of sports and games for bringing positive social transformation in the society. It is not necessary that we will play because we have to become a sportsperson or keep our health in good condition but let us also focus and use it as a tool for social change as it unites people together. Designing resilient economic institutions

he tragic reverse migration, in the aftermath of the lockdown last year, is seen largely as a policy failure. The episode, however, also revealed deeper institutional weaknesses in the labour market. While working reasonably well during periods of normalcy, these weaknesses became our Achilles Heel in a crisis. What are economic institutions and why do their weaknesses matter? Plainly put, economic institutions are the underlying structures — the nuts and bolts — that enable economic activities in general, and public policies in particular, to work properly. Some institutions work at macro- or economywide scale, such as the legal infrastructure, which ensures property rights or contractual obligations. Other institutions may be more specific, such as the Insolvency and Bankruptcy Code (IBC), which ensures smoother working of the financial system. The problem with institutional weaknesses is that they make it impossible for policies to achieve their desired targets. Even the best policies can fail if the underlying institutions do not support them. What were the preexisting labour market institutions that failed during the lockdown? Here, it is important to understand the difference between State and private institutions. Institu-

tions of the State define the relationship between the government and private actors, for instance, individuals and firms. Private institutions, on the other hand, enable interactions within the private sector, say, between firms and individuals, or between two firms. In India, reforms during the last three decades gave rise to two important labour market institutions — the first private, and the second, State. The first is third-party contracts, where the labour markets are run by private contractors. In this arrangement, firms rely on contractors to hire workers for them. These workers are not on company payrolls, but are paid by the contractor, who, in turn, is paid by the firm. This arrangement saves costs for firms, since contractual workers are not entitled to social security benefits and, generally, receive lower wages, relative to their colleagues in regular employment. It also enabled firms to enjoy much more flexibility. This transformed employment relationships in India and enabled a large number of new forms of employment. The second institutional development happened due to the lack of significant manufacturing g rowth, which meant that employment did not keep up with labour force growth in the country. There was pressure

on policymakers to develop social safety nets for those unable to get gainful employment. This resulted in an institution that came up specifically to address the problem of joblessness in a market economy. It took the form of a rural jobs guarantee programme, the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). The reverse migration was symptomatic of the failure of both these institutions in the face of the pandemic. Anecdotal evidence suggests that as soon as there was a lockdown, many of the labour contractors went missing. This meant that the labourers had no means through which they could retain their employment. On the other hand, firms that were willing to retain their workers during the lockdown could also not do so, since payments to contract workers go through the contractors that went missing. The main reason for this institutional crisis was that there was no incentive for these contractors and middlemen to continue their business in the midst of the uncertainty during the lockdown. Thus, the limitations of such an institutional arrangement became stark during the pandemic. The problem was compounded by the fact that our social safety net programme, particularly MGNREGS, is

not designed for an urban crisis. There was no mechanism through which income transfers could be made to those who lost jobs in the urban areas. It is hardly surprising then that millions risked their health and lives trying to return to their villages, rather than stay on in their urban dwellings. What lessons can we take away from these experiences about future institutional design? The key learning here is that institutional capabilities that allow reasonable outcomes during normal circumstances may not do so during a crisis. Thus, the design of institutions has to keep in mind crisis scenarios and how to deliver during those conditions. In the labour market, for example, with the introduction of fixed-term contracts in the new industrial relations codes, firms have much more flexibility in labour markets, and so third-party contracts can be abolished altogether. The advantage of this is that in any future crisis, any form of income support to the labourers can be channeled directly through the firms. As far as safety nets are concerned, we need to recognise that during a crisis, it is up to individuals and households to decide whether they want to stay on or migrate back home. However, providing them with support that can reach them wherever

they are will definitely help to prevent a repeat of the massive migration-on-foot that we saw last year. The effort to universalise ration cards is a step in the right direction. However, the lockdown also showed that expenditures other than food can also become crippling and ultimately, only cash transfers can help solve some of these problems. The bottom line is that

we need to develop institutions that are not only efficient during normal circumstances but also resilient during a crisis. As we all know that the 2nd wave of Covid -19 is turning bad to worse and it is a serious concern of worry throughout the country. In our State the Covid-19 cases are increasing day by day, recently 107 Covid positive cases was found in St. Paul Training institute Phesama and it’s a serious concern for the state! Many states are going for partial lockdown and our neighboring state like Assam has also taken many precautionary measures for 2nd wave which has hit the entire nation again, so the Government and Health Department should screen all the outsiders who travelled from other states and take precautionary measures to prevent the spread of Covid. Many people went to caste vote in Assam for elections, what the government is taking precaution for the returnee. The State will face severe and intense situation, if the government doesn’t take necessary safety precautions. It needs to be made available to every soldier,” the Congress leader said.

A bench headed by Chief Justice SA Bobde, hearing the Chief Minister’s appeal against the high court order rejecting his plea seeking quashing of the criminal case, issued the notice

The Karnataka government, has taken a slew of decisions including shutting down boarding and residential hostels for primary and secondary schools and optional attendance for students of classes 10, 11 and 12. In Madhya Pradesh, the government has decided to close all schools in the state up to class 8 till April 15, while in Tamil Nadu, schools in the state have been shut for classes 9, 10 and 11 from March 2 until further notice.

SHIMLA, APR 5 (IANS): At least 99 students and 23 staff members of an elite residential public school in Himachal Pradesh’s Dalhousie resort in Chamba district have been tested positive for coronavirus, officials said. Deputy Commissioner D.C. Rana told the media that all patients of Dalhousie Public School were asymptomatic. “All of them have been kept in isolation and a medical team is monitoring their health,” he said. The school was set up in 1970 and it has several students from non-resident Indian families and prominent personalities. The government has already closed all educational institutions in the state till April 15 owing to spike in coronavirus cases. However, the teaching and non-teaching staff will perform duty. The coaching centres and all medical, dental and nursing institutions will remain open in strict compliance of the SOPs issued by the Health Department, an official statement said. The educational institutions having residential facility can remain open too.

The constable hailing from Jammu and identified as Rakeshwar Singh Manhas is alive but with the Maoist cadres, sources in the security establishment told ThePrint. According to the source, the Maoist leadership sent a message to the force saying that Manhas is “alive” and will not be harmed. The message further said that he will “subsequently be released”. “One personnel who could not be traced is a hostage of the Maoists. We received the information a while ago and we have been assured that he will be kept safely. The force will ensure that he is released safely and brought back,” a source said.

NEW DELHI, APR 5 (PTI): The Congress Monday sought a thorough probe in the Rafale defence deal and demanded answers from Prime Minister Narendra Modi, after a French media report claimed that €1.1 million was paid to a “middleman” by the aircraft manufacturer. Chief Congress spokesperson Randeep Surjewala told a press conference here that the French news portal’s report has proved that Rahul Gandhi’s oft-repeated allegations of corruption in the deal were correct. While there was no immediate response from the BJP or the government on the charges, they have in the past denied any irregularities in the country’s biggest defence deal. Surjewala said as per the French portal’s report, an investigation conducted by the ‘French Anti-Corruption Agency (AFA)’ has revealed that after signing of the deal in 2016, Rafale’s manufacturer Dassault allegedly paid €1.1 million to a middleman -- Defsys Solutions -- which is an Indian company.

KAURI, APR 5 (PTI): The construction of the arch of the world’s highest railway bridge that soars 359 metres above the bed of the Chenab river in Jammu and Kashmir was completed on Monday, with the Northern Railways terming the achievement a milestone. In another part of the province, the death toll after flash floods and landslides hit villages on Adonara island on Sunday rose to 73, Metro TV news channel reported. With little scope in private sector in the state, the Government job is the only avenue to absorb the ever swelling medical professional. If ever the Government is seized of the proposal that it has to raise the age of supperanuation and the proposal is implemented, it will stagnate the whole medical fraternity in the state, thereby perilising the condition of the medical graduates to a greater extend. Besides, the retired medical professionals are blessed with rich experience to practice in the private sector unhindered even post retirement. In the light of the above stated facts and circumstances, we pray that the supperanuation age of inservice doctors is left untouched at 60 years. In the event that the age of supperanuation is raised to 65 years, we pray that the entry age of doctors should be raised to 35 to 40 years so that justice is done to the deserving medical professionals and they are not deprived in trying to please a section of medical professionals.
