UNGMA, APR 6: Nagaland chief minister, Dr. Shürhozelie Liezietsu on Thursday called upon every Naga to set aside all differences and to unite with one voice to grab the opportunity for solution. While admitting that there were differences within overground and underground groups, Dr. Liezietsu however reiterated that unity was the only to resolve issues, adding “it has to begin from our homes, clans, family and villages.” Addressing the civic reception at Babu Tzubu amphitheatre after inaugurating the science and administration building of Senayangba GHSS, Ungma, the chief minister said: “Nagas have suffered for too long and it was time for all to come together and solve it. We should not let the future generation suffer like we suffer today.” He maintained that the Naga issue was a political and human problem which requires a political and humane approach. NRMSATA serves 7-day ultimatum on Education deptt DIMAPUR, APR 6 (NPN): Nagaland RMSA Teachers’ Association 2016 (NRMSATA) has served a seven-day ultimatum on the education department (RMSA) to release five months salary. In a press release, NRMSATA executive member, Vizayienuo Zashiimo, cautioned that failure to comply with the ultimatum would invite the association to take its own course of action and department will be solely held responsible for the consequences. NRMSATA lamented that RMSA teachers even after a long patient wait and giving simultaneous reminders of their grievances have seen no positive response and outcome. The association stated that it was unacceptable as they were often been “dragged into the pool of pitiable conditions” and live without salary for over five months. It said the RMSA teachers were hoping that the department was addressing their grievances, but “only to realize of beating the dust at the end of the day when we are bogged down on this same old issue.” Further, NRMSATA 2016 said it was appalled by the “step motherly attitude”

Revisit land allotment to Nagaland, demands KSU Correspondent
SHILLONG, APR 6: The Khasi Students’ Union (KSU) on Thursday asked the Meghalaya government to revisit the 2.27 acres of land which was allotted to Nagaland government near North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences (NEIGRIHMS) in New Shillong Township. The powerful student’s body said that the land should be use for building a state-owned House to facilitate people of the state from rural areas who come for treatment at the super specialty hospital. The Meghalaya urban affairs department had allotted around 2.27 acres for Nagaland. “We are not opposed to giving land to Nagaland, but we questioned the manner in
which the state government treated its own people. We would like our government to accommodate the needs of the people of the state first and build houses to accommodate the people of the state who are in need,” KSU president, Lambokstarwell Marngar told journalists after meeting Urban Affairs Minister, Ronnie V. Lyngdoh He said the establishment of NEIGRIHMS has been able to attract patients from all over the Northeast and even from nearby countries. “One of the biggest problems being faced by patients coming from remote and far-flung corners of Khasi and Jaintia Hills as well as from Garo Hills of Meghalaya is a place to stay while undergoing treatment at NEIGRIHMS,” Mr Marngar said.

Check crime against NE women: Lt. Gov tells Delhi Police NEW DELHI, APR 6 (PTI): Lt Governor Anil Baijal Thursday directed Delhi Police to be more responsive towards crime against people, particularly women from the North East. He said responsibility of officers, including SHOs, will be fixed if there were instances of targeted crime against people from these states residing in Delhi. The direction was issued at a meeting chaired by Baijal to review the law and order situation in Delhi. Police informed Baijal about the action plan for assisting people from NE region like providing basic spoken Hindi programmes in DU and JNU etc. Spl. Commissioner (Women Safety) made a presentation to Baijal about various steps taken for women safety, use of CSR funds to increase employability of destitute and unskilled youths etc.
G U WA H AT I , A P R 6 (AGENCIES): Cocaine worth Rs. 17 crore was recovered at the Chhatrapati Shivaji International Airport, Mumbai from a woman on Monday. According to the Narcotics Control Bureau (NCB), the woman is identified as Khiangte Lalthlamuani, 47, from Meghalaya. Upon receiving information, the accused was frisked upon arrival by the NCB and was caught with possession of 2.85kg cocaine from her handbag, reported Nelive. “Lalthlamuani can be called a professional drug carrier. She does this job all over the country,” said a senior NCB officer. Investigations revealed that the accused had arrived in the city from Lomé, the capital of Togo, in West Africa. She flew to Addis Ababa from Lomé where she was given the drug at the airport. The agency suspects that Lalthlamuani is part of a bigger racket that has roots in Mumbai and other cities. “Most of the drugs are coming in from African countries,” said the officer.
Additional water supply for Kohima soon

KOHIMA, APR 6 (NPN): Minister of PHED, Chotisüh Sazo, on Thursday visited the project site of augmentation of water supply at Zarü stream, Mima village, some 27 km away from here. The project involves pumping of water from Zarü stream to a reservoir at Kigwema Village through two stages of pumping. From this reservoir, water will be conveyed to the State capital by gravity. The project is one of the major water supply projects being undertaken by PHE department in the state. Sazo was accompanied by secretary PHED, Dr. Moangwati Aier, PHED
chief engineer Er. Kevisekho Kruse and other officials. PHE department officials informed the minister that once this project was implemented the state capital would get another 3.80 million litres of water per day. They said the present supply of 1.50 million litres per day totalling to 5.30 L/ day against the total requirement of 11 million litres per day for Kohima town. Er. Kruse said that another water supply project of 1.50 million litres per day was underway and once it was completed, Kohima town would get 7ML/day around 63% against the actual requirement. PHE secretary advised the department to maintain
properly and give proper incharge of the project. Minister and the team also interacted with the village council and GB of Mima village. The minister appreciated the villagers for providing water and sought their cooperation in the coming days. Village council chairman and GB of Mima village also addressed the team. The project estimated at the cost of Rs.46 crore was taken up by the department beginning from 2012. The department informed that the project was on at the verge of completion and would be inaugurated by the state chief minister within April or May this year.
Parl clears decks for GST rollout from July 1 NEW DELHI, APR 6 (PTI): Parliament Thursday cleared the decks for the rollout of the historic Goods and Services Tax (GST) from July 1 as it approved four supporting legislations to usher in the one-nationone-tax regime. The Central GST Bill, 2017; The Integrated GST Bill, 2017; The GST (Compensation to States) Bill, 2017; and The Union Territory GST Bill, 2017 were returned by the Rajya Sabha by a voice vote as all parties were on board. A number of amendments moved by some opposition parties were negated in the House where the ruling NDA is in a minority. Significantly, Congress member Jairam Ramesh did not press an amendment he had proposed, saying he had been advised by former Prime Minister Manmohan Singh against it for the sake of consensus. The Lok Sabha had passed these bills on
March 29. State Assemblies will now have to pass the States GST Bill after which the new indirect tax regime can be rolled out from the targeted date of July 1. Replying to the 8-hourlong debate, Finance Minister Arun Jaitley also gave credit to the previous UPA government for the GST. “I have no hesitation in conceding that it is not a bill for which one government, one person or any individual should take a credit. It is a collective property in which states, political parties, central government, successive governments have all contributed to it. “I have no difficulty in sharing the credit for this with everyone, particularly state governments because we are now creating a situation which was originally not anticipated in the Constitution,” said Jaitley, who went to the opposition benches to thank them, par-
ticularly Manmohan Singh, for the cooperation. The GST, the biggest taxation reform since Independence, will subsume central excise, service tax, VAT and other local levies to create an uniform market. The GST is expected to improve tax revenue collections and boost the growth. Responding to concerns expressed by the members, Jaitley insisted that the GST will not lead to inflation. The powerful GST Council, comprising Centre and states, has recommended a four-tier tax structure -- 5, 12, 18 and 28 per cent. There will be cap rate of 40 per cent, Jaitley said. The GST rates are to be discussed by the GST Council on May 18-19. Jaitley said once the new regime is implemented, the harassment of businesses by different authorities will end and India will be have
one rate for one commodity throughout the country. On top of the highest slab, a cess will be imposed on luxury and demerit goods to compensate the states for revenue loss in the first five years of GST implementation. Jaitley said the successive governments have contributed towards the GST and no one person can take credit for it. With implementation of the GST, revenue of the Centre, the states and the industry and trade must benefit, he added. Jaitley said the GST Council, comprising Finance Ministers of Union and states, had agreed to take a decision on bringing real estate within the ambit of the new tax regime within a year of its rollout. The Finance Minister said the Chief Economic Advisor had given a detailed presentation to the states on the benefits of inclusion of real estate in the GST.

Agartala, Apr 6 (IANS): Three northeastern states -- Mizoram, Tripura and Sikkim -topped the country in the justconcluded 2016-17 fiscal in providing work under a flagship rural jobs scheme while two others (Cont’d on p-8) -- Manipur and Assam -- are at the very bottom in its execution, an official report has revealed. While the rest of the country lags, Congress-ruled Mizoram topped for the first time in providing jobs under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) -- a staggering 88.43 person days per household -- during the fiscal that is almost double the national average of 45.21 days. NE woman held with cocaine worth Rs. 17 cr
According to a performance report of the Union Rural Development Ministry, Tripura, Mizoram and Sikkim had provided 94.46, 68.95 and 66.98 days of jobs in the fiscal. In sharp contrast, Manipur and Assam -- were at the very bottom among India’s 29 states by providing only 20.94 and 29.38 days of jobs, respectively, between April 2016 and March 2017. MGNREGA, which is considered a pioneering rights-based legislation in the world, was introduced in February 2006 by the then Congress-led UPA government. It mandates 100 days of work in a financial year to at least one member of each rural household -- but this has never been achieved in any state. The scheme aims to generate rural assets and create rural infrastructure like roads, ponds and water reservoirs. The average wage rate was Rs 161.87 per day per person in the last financial year. The northeastern states’ re-
peated success in providing work is attributed by experts to the lack of any other such scheme and absence of major industries in the region. “Most of the northeastern states have no state governmentrun rural jobs schemes to provide viable employment to the needy workforce. These states also lack major employment-oriented industries,” Tripura (Central) University’s Rural Management and Development Department head Jayanta Choudhury told IANS. “In Tripura, due to good governance, efficient implementation and good work-wise and ward-wise monitoring also contributed to the success of MGNREGA,” he added. Choudhury, who has written books on rural development in the northeastern states, said that implementation of centrally sponsored schemes is also good in some of these states. India’s northeastern region, comprising eight states and home to 45.58 million people (2011 census), has limited employment
opportunities due to the absence of medium and big industries, projects and job-centric ventures. Allocation of funds and timely release of the central share of funds under MGNREGA is also a big issue in the northeast. Tripura Chief Minister Manik Sarkar has claimed that the BJP-led central government is trying to scuttle MGNREGA even though his Communist Party of India-Marxist (CPI-M) has been demanding 200 days of work in a year under MGNREGA. “The present central government is gradually curtailing the allocation of funds under the MGNREGA to close the rural job scheme,” Sarkar said in Agartala. “In the outgoing financial year, Tripura has provided around 80 man-days of rural jobs per household under the MGNREGA, but in the current financial year (2017-18), as per the indication of central allocation, the state would be able to provide only 38 to 42 man-days of jobs per household under the scheme,” he added.
DIMAPUR, APR 6 (NPN): Central Nagaland Tribes Council (CNTC) has come out in full support of the demands by its federating units- Sumi Hoho for upgrading Khelhoshe Polytechnic, Atoizu to a degree level Engineering College and Lotha Hoho on discrimination of Wokha district on fund allocation or roads. On Sumhi Hoho’s demand for uprgrading Khelhoshe Polytechnic to an engineering degree college, CNTC pointed out that despite the cabinet decision on December 17, 2007 on upgrading Khelhoshe Polytechnic, it was yet to materialise even after ten years. CNTC said when new institutes and centres of learning were sprouting up and also upgraded in the state, why was the state’s first polytechnic neglected even after the cabinet had decided in 2007? On fund for roads allocated to Wokha district, CNTC pointed out it was the fourth largest in
the state area-wise and sixth position in terms of population and on this basis, it fully backed the contention of the Lotha Hoho of Wokha being discriminated, in matters of allocation of funds for road repair and maintenance. CNTC termed it as highly discriminatory and questionable the alleged diversion of funds to other places that were meant for Wokha. Further CNTC placed the burden on the elected legislators who were supposed to work for their electorate. CNTC asked that when smaller districts and sub-divisions were allotted sufficient funds why was Wokha deprived what it deserved? CNTC said the present condition of the roads were in dismal condition which made it impossible for people to travel, CNTC appealed to the government to be fair and impartial while allocating funds in future so that misunderstanding among people is avoided.
