IMPHAL, AUG 10: Several North East insurgent groups have called for a total shutdown in the region on August 15 while announcing their decision to boycott the Independence Day celebration. A joint statement of the United National Liberation Front of WESEA (UNLFW), Coordination Committee (CorCom), Manipur; Garo National Liberation Army (GNLA) and Hynniewtrep National Liberation Council (HNLC) appealed to the people of the region to boycott the
Indian Independence Day. The insurgent groups also announced for a total shutdown on August 15 from 1 a.m. till 6 p.m. They further asked all public and private transportation to stop their services, shops and markets to down their shutters and educational institutions to remain closed. “Essential and humanitarian services will be exempted from the total shutdown”, the statement added. The insurgent groups said “some citizens of India will witness the fun fare of the celebration but the reality was
that people of the region are always suppressed”. “The continuous racist attacks on our WESEA people in mainland India, the latest being the humiliating incidence of Monika Khangembam of Manipur proves the vulnerability of the people of our region in spite of carrying the stamp of genuine citizenship and passport”, the joint statement said. “Our target is the Indian occupational forces, not a single civilian. But, the occupation forces use civilians as shields and even trick the innocents to walk on to danger
and threat to life”, the rebels alleged. The groups also appealed the people to avoid public gatherings and students to stay at home to boycott the Indian National celebrations. Meanwhile, Kangleipak Communist Party (KCP)Military Council has called for a 12-hour “public curfew” on August 15. KCP said that the curfew would be effective from 6 a.m. to 6 p.m., while media persons and other emergency services have been exempted from the purview of the bandh.
Twin blasts in Manipur target security forces; 3 injured Correspondent
IMPHAL, AUG 10: Despite heightened security in Manipur ahead of the Independence Day, militants on Wednesday triggered two separate IED blasts injuring three people including a minor girl. The attack was targeted against paramilitary forces, police said. The first blast took place at around 9.30 a.m. near a BSF sentry post located at Maphou Dam, Imphal east. The sevenyear-old girl, who was nearby, received splinter injuries on her legs. She was rushed to Christian Hospital and was out of danger. Police and paramilitary forces rushed to the spot and carried out a search operation in the nearby villages.
6-hr shops closure in Dimapur today DIMAPUR, AUG 10 (NPN): All business establishments in Dimapur would remain closed on August 11 from 6 a.m. to 12 noon as a mark of respect for Harish K. Adyanthaya, general secretary of Dimapur Chamber of Commerce and Industry (DCCI), who passed away in Bangalore on August 9, 2016. NFR registered over two lakh cases of ticketless or improper travel in April-July, NFR’s Chief Public Relations Officer Pranav Jyoti Sharma said on Wednesday. He said NFR’s earnings from ticket checking during this period had gone up by almost 43 per cent. “The number of cases where penalty has been imposed has also increased by almost 36 per cent,” Sharma said, adding these efforts had led to more ticket sales.
DIMAPUR, AUG 10 (NPN): Assam and Nagaland governor, P.B.Acharya, who held discussions with the general manager (GM), North East Frontier Railway (NFR), Chahetey Ram, on August 8, 2016, stressed on taking up development projects for Dimapur Railway Station. According to an official bulletin, the governor also expressed his concern over the snail-paced progress of railway extension works in Nagaland. Acharya asked the authorities to lay more emphasis on the extension project and develop a wellconcerted railway connectivity in Nagaland. Governor also asked the general manager NF railways to incorporate Dimapur in the ‘clean train stations’ category along with Katihar, New Jalpaiguri and Guwahati. He further asked the railway authorities to create more ticket counters in Dimapur to cater to the needs of the passengers. Governor had called the general manager along with the other officers of the railways at Raj Bhawan to know about the railway’s performance in North East including various ongoing projects that NFR has undertaken for the people of the region. DIMAPUR, AUG 10 (NPN): Expressing support for the ongoing political dialogue between the NSCN (I-M) and the Government of India, the Tenyimi Peoples’ Organisation (TPO) has expressed the hope that a settlement was reached soon “without foreclosing the original aspiration of the Naga People.” TPO resolved this at its presidential council meeting held on August 6, 2016 at Hotel Millennium, Kohima, said TPO president Timikha Koza and general secretary Vipopal Kintso in a press release. Further, TPO acknowledged the pioneers and leaders of the Naga political struggles for the contributions and sacrifices towards the “aspiration of Naga People to live as a Nation.” “TPO also take pride that the Tenyimi Community has contributed and sacrificed immensely for the Naga National movement,” the organisation said, adding that it would continue to support the cause of Naga People living together as
a people. Affirming its stand on the issue of “Integration of Naga inhabited Areas”, the organisation said the Tenyimi people who shared the same ancestry and lineage have also been badly affected by the arbitrary divide, which was “imposed without the slightest consent of our people.” “TPO as an organisation is also placed vertically divided by the so-called artificial state boundary with 5 (five) of its constituent Units in Nagaland and 5 (five) in Manipur State, besides putting a vast chunk of area and people under Assam. Hence TPO remain steadfast in the demand for the Naga people to live under one political roof,” stated the signatories. Meanwhile, TPO condemned and opposed the continued extension of Armed Forces Special Powers Act (AFSPA) in the Naga inhabited areas. It may be noted that the dreaded disease, which reportedly broke out from the remote northwestern Sagaing Region, killed over 40 people, mostly children. In a press note, IBAPWO general secretary Nokshom Konyak said that the disease has spread to Chen Yinchung village, which shares the border with Chen block in Mon district. KOHIMA, AUG 10 (NPN): Even as the Naga Students’ Federation (NSF) is set to hold protest rally in Kohima on August 11, 2016 against imposition of Armed Force Special Power Act (AFSPA), the human rights activists have described AFSPA as “a subjugation of human security” and said the Act has to be removed whether or not there was peace talk. Thursday’s proposed rally is the second rally called by the NSF against the imposition of AFSPA in the state during these two years. Despite demands and appeals from various Naga civil society groups to repeal Disturbed Area Act (DAA), the central ministry of home affairs had extended DAA for another six months in the state citing the reason that “Nagaland is in a disturbed and dangerous condition”. Naga People Movement for Human Rights (NPMHR) secretary general, Neingulo Krome, told Nagaland Post that AFSPA has done nothing
good to Nagas since it was enacted in 1958. Krome said Nagaland government should strongly oppose the extension of DAA. He said when the former chief minister of Jammu and Kashmir and Manipur chief minister could oppose, why Nagaland government cannot strongly oppose this Act. Stating that all Naga rights had been taken away under AFSPA, the NPMHR secretary general said that AFSPA had no place to stay in Naga society. He added that whether peace settlement talks were on or not, AFSPA should be removed. Vandanshan Lotha, who was the major victim of the March 5, 1995 Kohima incident, said AFSPA was not only bad for the Nagas but for all Indians. He said AFSPA should be done away, saying he did not want to see any children, civilians falling prey under AFSPA. The areas worst affected by the outbreak are the isolated townships of Lahe and Nanyun, in the Naga SelfAdministered Zone adjoining the border with India, one of least inaccessible areas of Myanmar, where poor road conditions are made worse by monsoon weather. As on August 8, the death toll from the outbreak stood at 41, of whom 21 were females, the Council of Naga Affairs said.
2 Naga youth die in road mishap

NEW DELHI, AUG 10 (NPN): Two Naga youth died on the spot in a car mishap in Ambala, Haryana on Tuesday night. According to IGP and nodal officer for NE people living in Delhi and NCR, Robi Hibu said that the incident happened Tuesday night at around 8 p.m. Hibu said he was in touch with his counterpart in Haryana. All necessary formalities would be carried out including post mortem and the body would be sent at the earliest. It was reported that both the youth along with the taxi driver died on the spot, while three others were grievously injured and rushed to a nearby hospital. The identities of the injured could not be ascertained. Police said that the car was badly mangled. Meanwhile, according to NSUD member J. Mavio the youth were identified as-- Momiio Chalai 22 years old and 24 year-old Ohito Awomi. A brief funeral service was scheduled to be held at Nagaland House, Delhi organized by Naga Community Delhi.
ENCSU to hold sit-in protest on Aug 12
DIMAPUR, AUG 10 (NPN): As part of its phase-I agitation against government’s failure to fulfil its demand to review the NSSE and allocate four missing seats to backward tribe candidates, the Eastern Nagaland College Students’ Union (ENCSU) would hold sit-in protest outside the Secretariat Complex, Kohima on August 12, 2016 from 9am to 12 noon. In a press release, ENCSU Chairman Longre Chang and joint secretary Nokchem Angth said the decision was taken at a joint meeting with the Eastern Nagaland People Organizations, Eastern Naga Students Federation, Eastern Naga Women Organization and others at DUDA Guest House Kohima on August 10, 2016. According to ENCSU, the union at the meeting deliberated on the MBBS and BDS issue and subsequently the ultimatum served by the union on state government through chief secretary on July 26, 2016. Stating that the protest would be organized in a peaceful democratic way, the union has sought cooperation from the general public. It also requested all the educational institutions in Kohima to allow the Eastern students to attend the protest. Further, ENCSU has requested the general public of the Eastern Nagaland and other BTs to come forward and support the protest as the issue concerned all the BTs.
‘Cancel 12 appointments under LR&S deptt’
DIMAPUR, AUG 10 (NPN): East Dimapur Sumi Students’ Union (EDSSU) has alleged backdoor appointments of four Land Records & Survey Officer (LRSO) and eight surveyor grade-I under the Land Record and Survey (LR&S) department. In a press release, the EDSSU president Kanato S. Awomi and general secretary Tovi Achumi demanded that the department immediately terminate all those appointed against mentioned posts and send requisition to the NPSC within a month. The union cautioned that failure to terminate those backdoor appointees the union would take its own course of action for which the department would be held solely responsible. EDSSU pointed out that as per replies to its RTI queries four LRSO and eight surveyor grade-I were appointed through backdoor/unfair mean depriving thousands of unemployed Naga youths. In this regard, the EDSSU has also appealed to the ACAUT Nagaland to “support and strengthen our cause for justice.”
Landslides cut off Ghokuto village
DIMAPUR, AUG 10 (NPN): Ghokuto village has been isolated from other places as the 8km stretch of road, which connects the village to Nihokhu EAC headquarters, remained blocked by landslides. In a press release, village head GB, G. Shikavi Zhimo, has urged the PWD (R&B) to look into the dire situation faced by the villagers. He said that the villagers were compelled to carry the sick people and trek down the hilly terrain to avail medical treatment. He said even students were made to walk through long and steep footpath to attend schools and colleges. Zhimo stated that the construction of the said road under PMGSY, which began July 17, 2012 as commencement date, was to be completed within 5 years time. However, till date the road has not been completed nor the work executed as per the specification, he said. In this regard, GB said the village wrote to chief engineer PWD (R&B) on May 5, 2015, but so far the department had not taken any initiative. Further, he stated that the village on its own had tried its best to maintain the road by deploying villagers funded by the village council. However, GB said the condition of the road had gone from bad to worse that the village authority was no more in a position to tackle the situation. Therefore, the village has once again requested the intervention of the concerned department. Meanwhile, the village has appealed to the responsible department not to release payment or security deposit to the contractor without the consent of the village.

IMPHAL, Aug 10: With the drafting of a new bill to regulate flow of ‘non-locals’ into the state nearing completion Manipur government on Wednesday went public to seek suggestions, if any that may likely be incorporated. While re-naming the new bill as “Manipur Regulation of Non-Local People Bill-2016”, the government has proposed to take 1972 as the base year to identify the local populace of Manipur. The decision to go public was made during the cabinet meeting chaired by chief minister O. Ibobi Singh late Tuesday evening. A statement issued by the government stated that the suggestions from the public would be considered till August 24. DIMAPUR, AUG 10 (NPN): The only hanging bridge, approximately 320 feet, which provided connectivity to 21 villages under Kughoboto block is on the verge of “collapse”. Constructed in 2001 over Chathe river, the bridge is likely to collapse anytime due to soil erosion, Henivi Village Council (HVC) chairman Phughoi Awomi told Nagaland Post.
Villagers have been demanding immediate replacement of the bridge with RCC bridge. The bridge is also considered the lifeline of Henivi village and adjoining villages under Kughoboto block. More than 300 students also ply through the bridge to reach the other side where their schools are located, HVC said. HVC has urged upon the state government to take the matter on top priority and
demanded construction of RCC bridge. The council also claimed that it had submitted numerous representations to the state government, the latest being in 2011, but no action was initiated, HVC said. It may be noted that hanging bridge was washed away once by strong river current in 2011. However, with contribution from the council members, the bridge was repaired, HVC said. K Y M C
