Army moves troops to India-China border
NEW DELHI, AUG 10 (AGENCIES): A bulk of the troops of the Suknabased 33 Corps have been or are in the process of being moved to the Indo-China frontier in Sikkim even as the controversy over the Doklam plateau at the IndiaBhutan-China tri-junction continues to surface from time to time, reports The Quint. Easter n Command army sources revealed that all three divisions under the 33 Corps, which is stationed in Sukna, near Siliguri in West Bengal, have been deployed on the Sino-Indian border. The troop movement from Sukna began about 2025 days ago. The most important and vital elements of the corps have moved up and taken position in designated “Op Areas”. The troops are at varying depths of 20 kms to 500 metres from the India-China border in north and east Sikkim. Some units were given four days’ written notice to move to the upper reaches while others have been handed out as little as six hours’ notice to move up. D I M A P U R , AU G 1 0 (NPN): NPF youth Central youth wing will be staging a ‘sit in protest’ starting from August 11 to 14 outside the main entrance gate of Raj Bhavan, Kohima from 10 a.m. to 4 p.m. According to NPF sources, the protest has been called to voice out against Nagaland Governor, P.B. Acharya’s unconstitutional and arbitrary action of dismissing the government led by former chief minister, Dr. Shürhozelie Liezietsu. In this regard, Sr. SP Kohima has made adequate security arrangements to thwart any untoward incident during the proposed protest rally.
Disruption of water supply to Phek distt
D I M A P U R , AU G 1 0 (NPN): Public Health Engineering (PHE) Department Phek has informed that water supply to Phek district would be disrupted for two-three weeks as the main pipeline was damaged at several locations by landslides between Muchuri and Laka source, Ketsapo on August 2-3, 2017. In a press release, PHED Phek executive engineer requested the consumers of Phek headquarters to bear the inconvenience caused until repair work was completed for restoration of normal water supply.

NEW DELHI, AUG 10 (AGENCIES): Vice president Hamid Ansari cautioned on Thursday that if opposition parties are not allowed to freely criticise the government’s policies a democracy runs the risk of turning into a tyranny on his last working day as the chairman of the Rajya Sabha. In his farewell speech in the Rajya Sabha, which he presided for 10 years, Ansari quoted India’s first vice-president Sarvepalli Radhakrishnan to say, “Democracy can become a tyranny if opposition parties are not allowed to criticise government policies. The opposition also has no right to disrupt the House.” Ansari’s speech assumes significance as he chaired the House that has been the battleground between NDA and the opposition parties.
NEW DELHI, AUG 10 (PTI): The government is not considering any merger of the UGC and the AICTE into a single higher education regulator at present, the Rajya Sabha was informed Thursday. “No such proposal is under consideration at present, to merge the University Grants Commission (UGC) and the All India Council for Technical Education (AICTE) into a single higher education regulator,” MoS for HRD MN Pandey said in a written response in the Rajya Sabha. However, HRD Ministry officials had earlier claimed that the government was mulling introducing Higher Education Empowerment Regulation Agency (HEERA) to replace the UGC and the AICTE with an aim of eliminating overlaps in jurisdiction and re-

ACAUT Nagaland exposes `19.42 crore road scam D I M A P U R , AU G 1 0 (NPN): ACAUT Nagaland has made a shocking revelation that an amount of approximately Rs.20 crore was “generously released” for work under “improvement of the road between City Tower and DC Court Junction, Dimapur” a distance of around 2.5 kilometers but wondered how “the repaired road could disappear overnight” since the “riverbed-like road condition” remained the same since the past few years. ACAUT through its media cell disclosed that the above figure was the reply from the Office of the Chief Engineer PWD to an RTI application filed by it. In the reply, the Office of CE, PWD also stated that the “improvement work has been completed and an amount of Rs.19,42,48,000 (Nineteen crore, forty two lakhs and forty eight yhousand) already released to the contractor”. ACAUT disclosed that the work was awarded to one M/s Khumtsa Awomi without issuing Notice Inviting Tender (NIT) in newspapers but through table tender which was
responded by three firms (including the contractor). ACAUT has demanded to know from the PWD as how the money was spent since citizens of Dimapur were not aware of any such road improvement work done on the 2.l5 km long stretch from City Tower to DC Court Junction? F u r t h e r, A C AU T asked the PWD whether it expected the public to believe that the present ongoing work of filling potholes with river bed stones along the same stretch is the Rs.20 crore project itself ? ACAUT pointed out that if so much money was spent for just 2.5 kms then the road should have been comparable or even better than the Noida-Delhi Expressway. Instead, it said the road condition resulted in road accidents involving 3-wheeler goods vehicle and an auto rickshaw where a lady passenger was injured. ACAUT renewed its demand on the CE PWD to explain to public on how and who were involved in the Rs.20 crore scam or else face the consequences when appropriate authorities step in.

India orders evacuation of village: Chinese media The army has ordered evacuation of a frontier Sikkim village near the site of a tense India-China border standoff, the People’s Daily newspaper said on Thursday. The Indian military refused comments on the report by Asian giant’s biggest newspaper, which also happens to be the Communist Party of China’s mouthpiece. But army sources denied any evacuation or plans for such an action in Sikkim. The People’s Daily tweeted: “Indian troops on Thu orders evacuation of Nathang village, near site of two-month standoff between #Chinese and #Indian armies.” The tweet carried a picture showing the two points where the Indian military allegedly crossed the “mutually recognized boundary”. The People’s Daily account about the evacuation matches reports in sections of Indian media that said the villagers have been asked to vacate their houses immediately. Even as Beijing demands Indian troops to withdraw from the Doklam plateau, New Delhi on the other maintains that the planned Chinese road will have serious security implication for India.
NEW DELHI, AUG 10 (AGENCIES): Leaders of 18 opposition parties led by Congress chief Sonia Gandhi will meet to chalk out a common strategy to corner the NDA government on a range of issues in the national capital tomorrow. According to sources, the opposition leaders will meet in parliament library to work out an effective strategy to take on the Centre when the Monsoon session ends. An invite has been sent to leaders of opposition parties, including JD(U)’s Sharad Yadav by Leader of Opposition in Rajya Sabha Ghulam Nabi Azad on behalf of the Congress chief. Besides top Congress leaders, Trinamool Congress chief Mamata Banerjee is also likely to attend the meeting along with other senior leaders like Mayawati, Akhilesh Yadav and Sitaram Yechury, sources said. Since
Sharad Yadav is in Patna, he may be represented by Ali Anwar Ansari. Apart from the Congress, Left parties, TMC, RJD, JD(U), NCP, JMM, DMK, NC, SP, BSP, RLD, JD-S, Kerala Congress, AIUDF besides some others are slated to participate in the meeting. The 18 opposition parties had earlier decided to meet once a month to discuss various crucial issues and maintain better coordination among themselves to ‘unitedly’ take on the government. West Bengal Chief Minister Mamata Banerjee, who arrived here today, met senior Congress leaders Ahmed Patel ahead of the opposition meeting tomorrow. Congress leader Ahmed Patel visited the TMC supremo at her South Avenue office to discuss the agenda for the meeting tomorrow, said TMC party sources.
This will be Banerjee’s second opposition meeting in the national capital in recent times. She had attended an opposition meeting here ahead of the presidential election last month. The meeting is likely to discuss the opposition rally called by RJD chief Lalu Prasad in Patna on August 27, which will target the newly-formed BJP-JD-U alliance in Bihar under Chief Minister Nitish Kumar. JD (U) President last month snapped ties with Grand Alliance of Rashtriya Janata Dal and Congress to form government in Bihar with the BJP. S h a r a d Ya d av o n Thursday declared in Patna that he was still with the Grand Alliance of the RJD and Congress. He is also organising a conclave in New Delhi on August 17, which will be attended by opposition leaders.
Dr. Shürho expounds on present crisis; cautions party men DIMAPUR, AUG 10 (NPN): NPF president and former chief minister, Dr. Shürhozelie Liezietsu, MLA, on Thursday asserted that those party workers who have left the party and pledged their support to the rebel group have no knowledge where they were heading and warned that by aligning with expelled and suspended MLAs they have automatically defected from the NPF party. According to Media & Press Bureau (M&PB), NPF Central Hq, Dr. Shürhozelie said this while addressing NPF Mokokchung division leaders at a consultative meeting at Central office in Kohima. Dr. Shürhozelie reportedly said that some party workers have run away to the rebel camp and made an agreement with them without knowing what “evil designs the rebel camp have in store.” On the selection of “interim president”, Dr. Shürhozelie
said it was a mockery to fool the people, saying nowhere in the NPF constitution was there any mention of a post of interim president. He added that there was only one president and two working presidents. Describing the present crisis as “just a temporary setback”, Dr. Shürhozelie said “things will normalize soon” and urged the party leaders to have more patience and face the challenges ahead. Dr. Shürhozelie also said that those who uphold the NPF principles and stand firm with the party were the luckiest leaders. “The party is prepared to face 2018 elections and we will have only strong and truthful leaders with us,” he stated. He also conveyed to NPF Mokokchung division leaders that the party would fill up the vacancies created by the runaway group with the best and trusted leaders so that the party will sail smoothly.
Further, Dr. Shürhozelie reiterated his allegation that the present crisis occurred due to the secret agreement made between TR Zeliang, Neiphiu Rio, BJP in-charge of North East, Ram Madhav, Nagaland Governor, PB Acharya and NEDA chairman, Himanta Biswa Sarma. He claimed that the agreement was made to dismiss his government and install TR government with the sole intention of hijacking the whole party to the BJP once things cooled down. “The same formula was used in the case of Arunachal Pradesh government where the whole Congress MLA merged with the BJP,” he said. Dr. Shürhozelie, therefore, urged the party workers to study thoroughly how the crisis began and to remain firm. He said that “no matter how hard the defectors try, the party will fight and defeat them as the truth is with us.” He maintained that the party was built by Naga elders
with “tears for the Naga cause to bring amicable and acceptable solution to the protracted Naga Political problem”. He said that at any cost “we will not allow money and muscle power to ruin the party.” In his speech, Yitachu, MLA, reminded the party leaders that the dismissal of Dr. Shürhozelie government and TR Zeliang issuing his unofficial Chief Whip in the recently concluded NLA session was already in the Court. Yitachu said sooner or later, if the court delivered its judgement, either Dr. Shürhozelie government would be re-installed as it happened in Arunachal Pradesh last year or President’s Rule. Claiming that Rio can never come into good terms with Zeliang even in future, Yitachu said Rio was simply using Zeliang to dislodge the NPF party and take over. Yitachu said once Rio succeeds he would “overthrow Zeliang without any hesitation.”
Yitachu said that in 2014 when Rio won the Lok Sabha election, the state government initiated move for his induction into the Union Ministry. However, Yitachu claimed that a week before the induction, TR Zeliang “cunningly convinced and literally forced” the NPF to suspend Rio from NPF party. Yitachu said it was indeed a big blow, adding that Rio’s induction in the union ministry became a closed chapter. Vikheho Swu, MLA, who also spoke at the programme, said that the rebel group thinks money could buy the whole Naga people but reminded the Naga people were not fools. He said the law may take time to deliver justice, but added that Dr. Shürhozelie government will come back soon or PR would be imposed before the state faced general elections. The Mokokchung Division delegates were led by its president, Moasungba.
D I M A P U R , AU G 1 0 (NPN): Dimapur Lotha Students Union (DLSU) has appealed to all business establishments, firms and institutions to use the official name “Nyamo Lotha Road” on the section of road from Deluxe point to Dhobinala police point. In a statement, DLSU president, B. Mhajan Tsopoe and general secretary, Ajanthung N Ovung said despite repeated appeals, most business establishments continue to use the old name “N.L. Road” thereby ignoring the official “Nyamo Lotha Road” renamed by the state government. The union has therefore, given one week time to those who are still using ‘NL road’ to immediately change it to “Nyamo Lotha Road”. DLSU said it would be compelled to take action for non-compliance.
Over 300 IAS officers, 19 from Nagaland yet to file IPRs NEW DELHI, Aug 10 (PTI): As many as 379 Indian Administrative Service (IAS) officers have not filed their Immovable Property Returns (IPRs) for the year 2016, the government told Parliament today. The Immovable Property Returns for the year 2016 were to be filed by January 31, 2017. “Out of 5,004 officers as per civil list 2017, as on date 379 IAS officers have not filed their IPRs for the year 2016. Of these, 38 officers have retired till date and two have expired,” Union Minister of State for Personnel Jitendra Singh said in a written reply in the Rajya Sabha. Of the total officers, the highest of 37 are from Manipur-Tripura cadre, 34 of Union Territories (UTs) cadre, 32 of Andhra Pradesh, 31 of Uttar Pradesh, 27 of West Bengal cadre, and 22 of Punjab cadre, Singh said. There are 20 IAS officers of Odisha cadre, 19 each of Jharkhand and Nagaland cadres, 18 of Karnataka, 17 each of Rajasthan and Uttarakhand, 15 of Telangana, 12 of Madhya Pradesh, 11 of Jammu and Kashmir, nine of Assam-Meghalaya, eight of Bihar, four of Tamil Nadu, five of Sikkim, three of Kerala, two each of Chhattisgarh and Gujarat, and one of Maharashtra, he said. As per rules, officials would be denied vigilance clearance if they fail to submit IPRs in time. K Y M C
