KOHIMA, AUG 11 (NPN): In a major relief to the Naga Mothers Association (NMA), who had been pressing hard for the state government to implement 33% women reservation in the Urban Local Bodies (ULBs) polls, Nagaland chief minister T.R. Zeliang on Thursday announced the decision of the Cabinet to go ahead with the elections to the Urban Local Bodies/Town Councils under Nagaland Municipal Act, 2001 by granting 33 per cent women reservation. Addressing the state level watershed conference organized by Land Resources department at NBCC convention hall, Zeliang informed the gathering that the decision to this effect was taken during a Cabinet meeting held on August 10. Zeliang said that the government would soon notify on the dates to conduct the election. Pointing out that while the apex tribal organisations in the state were against women reservation, the state cabinet after thorough deliberation, decided that elections would

be conducted to the ULBs with 33 per cent women reservation. He said “we should allow the women-folks to participate in the municipal councils and see the outcome of their participation and if things go well, the reservation may be increased.” Zeliang said NMA’s Joint Action Committee on Women Reservation was fighting in the Supreme Court for 33 per cent women reservation, which has also led to withholding of the elections to the ULBs. Meanwhile, a CMO media cell press communiqué also stated that the Cabinet decided to strengthen the Municipal Cadre in the state. The cabinet in this regard has asked the department to work out their minimum manpower requirements and send fresh proposal after following the laid down procedures. It was

also decided that there was no need for a separate Municipal Commissionerate in the state and directed that the matter be taken up for review before the Guwahati High Court through the Advocate General. CMO media cell said that the Cabinet also took a serious view of the assurance made by the Department of Municipal Affairs through its Counsel before the Guwahati High Court in PIL 71/2015 without the approval of the Government. the government has directed that an inquiry be held to identify the officer(s) responsible for the lapse for further appropriate action, it stated. The Cabinet further approved the proposal of the Department of Municipal Affairs for setting up of nine Town Councils for Bhandari, Chozuba, East Dimapur, Longkhim,

Mangkolemba, Pungro, Tening, Tizit and Tobu towns and setting up of five Urban Station Committees for Athibung, Chessore, Chuchuyimlang, Tsudikong and Yisemyong towns in Nagaland. It also approved the creation of six new Sub-District Industries Centres at Atoizu, Mangkolemba, Meluri, Noklak, Tizit and Tuli by redeploying the existing staff under the department of Industries and Commerce. It may be mentioned that the Supreme Court, in a landmark judgment, on April 5 ‘revived’ the 2011 ruling of the single bench Guahati High Court of Kohima which had ruled in favour of Joint Action Committee on Women Reservation and directed state government to hold elections to local bodies with implementation of 33% reservation.

KOHIMA, AUG 11 (NPN): Expressing serious concern over out-flow of money from the state, Nagaland chief minister T.R Zeliang stressed on the need for Nagaland to become self-sufficient by the next decade. “In less than 15 years from now on state must become self-sufficient by producing all kinds of crops from within the state and should stop the outflow of money to outside state,” he said this while addressing the state level watershed conference in culmination with Integrated Watershed Management Programme (IWMP) Batch-1 at NBCC convention hall organized by the department of Land Resources on Thursday. Once this is done, Zeliang said he was optimistic that the state economy would boost. He pointed further out that nearly Rs 200 crore on meat alone was going outside state. This must also be stopped, he said, encouraging people to take up piggery to achieve meat production by 2025. Congratulating the Land Resources department for being awarded the best

54 vehicles seized by Dimapur police ATVS DIMAPUR, AUG 11 (NPN): Within a span of nearly eight months, Dimapur Police AntiVehicle Theft Squad (AVTS) was able to seize 54 different categories of vehicles. In a press note, Addl. DCP & PRO said that the squad seized 26 four wheelers and 28 two wheelers. PRO said “the vehicles were seized after having found reported stolen/with fake registrations/ tampered vehicle details, etc”. Meanwhile, PRO has listed out the make, type and details of the seized vehicles in order allow the respective vehicle owners identify and to report to AVTS for further actions. (See details on p-5)

IWMP implemented state in the country in 2015, Zeliang lauded the department for taking up things with a focused approach and implementing the various programmes successfully by bringing about many positive changes for the people. Zeliang said watershed development programme has a critical role to play in ensuring conservation and utilization of natural endowments for increasing agricultural productivity and enhancing peoples’ livelihood. For this, he urged the farmers and IWMP officials to exchange ideas and views and work together keeping in mind the fast growing technology. Stressing on the importance of the “Year of Construction Workers” 2016, Zeliang lamented that there were hardly any Naga construction workers or carpenters. He said Dimapur district alone spends Rs. 2000 to 3000 crores in construction, and the money goes to people from outside the state. Zeliang said “vision alone will not work, thereby the youths need to be trained through the skill development training department in the state and likewise youth must be prepared

to take up any profession”. He also informed that by this month (August) the ‘Vision 2030’ document would be released and the main focus would be self-sufficiency. Like the “white revolution” in Haryana, Zeliang said “if all the citizens in every district take firm decision and work together by making “people’s movement” then Nagaland will also prosper like any other states”. He further cautioned that random creation of new villages for want of schemes and projects will not help to improve state’s economy. For cultivation, Zeliang urged the department to identify areas as to what crops would be best suitable and accordingly help the farmers in order to bring in changes and improvement. In order to achieve all this peace was a requisite, he said. Though government of India is serious about ushering in a lasting solution, Zeliang however said “it was time to question ourselves where we are standing and without solution what would be the future of our coming generation”. Measles outbreak under control in Naga areas K A L AY ( S A G A I N G ) , AUG 11 (AGENCIES): An outbreak of measles which scourged some remote villages in far northwestern Myanmar’s Naga Self-Administrative Zone (SAZ) is now finally under control, according to the Naga SAZ authorities. According to Myitmakha News Agency report, the specialists from the Public Health Department (PHD) of Nay Pyi Taw and Sagaing Region hospitals are reportedly administering vaccinations and providing medical treatment for locals in areas where the disease broke out. “The disease is now under control as specialists from the capital have come and given treatment. They’ve identified the previously mysterious disease as measles and it has since stopped spreading,” said U Kay Sai, chair of the Naga SAZ. The symptoms of measles reportedly start with a sore throat, increasing to a fever, then red spots that cover the whole body, before sufferers vomit blood. The disease can then prove fatal if not treated. A medical team led by Dr Aung Kyaw Moe, assistant director of the PHD of Naypyitaw, reportedly worked together with four doctors from Sagaing Region in providing the aforementioned medical treatment within villages in the Naga SAZ which saw the outbreak of measles.

NSF protest rally for repeal of AFSPA

KOHIMA, AUG 11 (NPN): To express strong resentment against the imposition of Armed Forces Special Power Act (APSPA), the Naga students’ Federation (NSF), the apex Naga student body, organized mass protest rally in the streets of state capital and later converged at Kohima local ground for public address on Thursday. The protest rally was also simultaneously conducted in all the district headquarters of Nagaland and four Naga district headquarters in Manipur including Senapati, Tamenglong, Ukhrul and Chandel. After public address programme in Kohima, a memorandum was submitted to Prime Minister of India through the Governor of Nagaland and also to Chief Minister of Nagaland. The memorandum was jointly signed by mass-based Naga organizations like NSF, Naga Hoho, Naga Mothers’ Association and Naga Peoples Movement for Human Rights (NPMHR). NSF president Subenthung Kithan told this correspondent that the same memorandum would be submitted to the chief ministers of Assam, Manipur and Arunachal Pradesh very soon.

Addressing a mammoth gathering, the NSF president Subenthung Kithan vehemently condemned the AFSPA, which authorized the Indian Army, without retribution, to arrest or kill on mere suspicion. NSF president asserted that with ongoing political negotiation and peace process between the Government of India and the Nagas any policy that harmed the atmosphere of trust and confidence should be summarily repealed at the earliest. He said Nagas were peace loving people and did not want atrocities and brutality anymore and added that “enough is enough”. NPMHR secretary general Neingulo Krome in a 3-page backgrounder speech on the works of NPMHR on AFSPA said that NPMHR as a human rights organization right from its formation started to protest the Armed Forces (special Powers) Act of 1958, the Nagaland Security Regulation of 1962, Assam Maintenance of Public Order, 1953, and others, which were earlier called “Black Laws” but was rephrased to “draconian laws”. Krome said he wondered if the Government of India was aware that AFSPA was not only killing the victims but was also taking away the very humanity of all Indian soldiers

who were serving under the provisions of the Act. Naga Mothers Association (NMA) president Abeiu Meru, in her speech, said the Naga mothers were deeply anguished over the continued imposition of the AFSPA and the extension of the Disturbed Area Act. “How long are we going to suffer the brunt of the Army atrocities on our men and brothers, our women, mothers, wives and sisters, on our children and remain helpless,” NMA president questioned. She further said “our towns are filled with Military guns that try to muzzle us with fear and intimidation, our youth, our children have been wiped away on mere suspicions through fake encounter killings like the most recent Wuzu massacre and the Pangsha border killings of unarmed civilians and cadres.” Reminding the gathering of the Naga history, NMA president said she has seen the deaths of thousands at the hands of the Indian Army. Meru said that under AFSPA, which has been used indiscriminately, even in times of peace, thousands of women down the years have been raped, tortured and subjected to terrible disgrace, which cannot be imagined. ACAUT cautions state govt over HC order DIMAPUR, AUG 11(NPN): Close on the heels of the August 5, 2016 landmark judgment of the Kohima Bench of the Gauhati High Court to its November 2015 PIL, ACAUT Nagaland through its media cell has highlighted the core aspects of the court order. ACAUT Nagaland media cell said that the court order had taken away the “unfettered right” of the state government in making “illegal appointments” and the state cabinet from regularizing such appointments after giving legal sanctity of the Office Memorandum passed by the state cabinet and notified on July 6.2016. ACAUT said the Office Memorandum (OM) of 2016 was a partial modification of an earlier OM issued on February 26, 2001 where it was decided that no appointment shall be made on contract basis. It stated that the HC order on August 5, was clear that all forms of backdoor appointments were to be stopped and that the said order was to be also understood in relation to the OM 2016 and the OM 2001 as reiterated in the Dr. Atouzo Vs state of Nagaland and Umadevi case. The OM 2016 and the undertaking submitted by the chief secretary quoted extensively from the two above cases, said ACAUT. ACAUT also main-

tained that by inserting the Dr. Atouzo Vrs State of Nagaland in the OM 2016, the state cabinet had “on its own volition” notified that it has no power to regularise contract/ad hoc appointments in line with the judgement order when the court struck down the regularisation of 19 Veterinary Assistant Surgeons(VAS). The cabinet had “illegally” regularised the services of the VAS and after the OM 2016 which overrode the OM 2008, which contained the “controversial clause” that “contract employees may be regularised by the department, who have completed more than 3 years of service (sic)”. Successive governments had applied this clause where tens of thousands of back door appointments were made, stated ACAUT. ACAUT fur ther reminded, that as per the Office Memorandum 2016 services of contract or ad hoc employees cannot be regularised and that as per the OM 2001 any contract appointment cannot be extend beyond one (1) year. On the basis of the OMs, ACACUT maintained that there was no option but for the government to clean up the mess and allow thousands of contract appointments “to lapse with immediate effect”.
