KOHIMA, AUG 11 (NPN): In a major relief to the Naga Mothers Association (NMA), who had been pressing hard for the state government to implement 33% women reservation in the Urban Local Bodies (ULBs) polls, Nagaland chief minister T.R. Zeliang on Thursday announced the decision of the Cabinet to go ahead with the elections to the Urban Local Bodies/Town Councils under Nagaland Municipal Act, 2001 by granting 33 per cent women reservation. Addressing the state level watershed conference organized by Land Resources department at NBCC convention hall, Zeliang informed the gathering that the decision to this effect was taken during a Cabinet meeting held on August 10. Zeliang said that the government would soon notify on the dates to conduct the election. Pointing out that while the apex tribal organisations in the state were against women reservation, the state cabinet after thorough deliberation, decided that elections would

be conducted to the ULBs with 33 per cent women reservation. He said “we should allow the women-folks to participate in the municipal councils and see the outcome of their participation and if things go well, the reservation may be increased.” Zeliang said NMA’s Joint Action Committee on Women Reservation was fighting in the Supreme Court for 33 per cent women reservation, which has also led to withholding of the elections to the ULBs. Meanwhile, a CMO media cell press communiqué also stated that the Cabinet decided to strengthen the Municipal Cadre in the state. The cabinet in this regard has asked the department to work out their minimum manpower requirements and send fresh proposal after following the laid down procedures. It was

also decided that there was no need for a separate Municipal Commissionerate in the state and directed that the matter be taken up for review before the Guwahati High Court through the Advocate General. CMO media cell said that the Cabinet also took a serious view of the assurance made by the Department of Municipal Affairs through its Counsel before the Guwahati High Court in PIL 71/2015 without the approval of the Government. the government has directed that an inquiry be held to identify the officer(s) responsible for the lapse for further appropriate action, it stated. The Cabinet further approved the proposal of the Department of Municipal Affairs for setting up of nine Town Councils for Bhandari, Chozuba, East Dimapur, Longkhim,

Mangkolemba, Pungro, Tening, Tizit and Tobu towns and setting up of five Urban Station Committees for Athibung, Chessore, Chuchuyimlang, Tsudikong and Yisemyong towns in Nagaland. It also approved the creation of six new Sub-District Industries Centres at Atoizu, Mangkolemba, Meluri, Noklak, Tizit and Tuli by redeploying the existing staff under the department of Industries and Commerce. It may be mentioned that the Supreme Court, in a landmark judgment, on April 5 ‘revived’ the 2011 ruling of the single bench Guahati High Court of Kohima which had ruled in favour of Joint Action Committee on Women Reservation and directed state government to hold elections to local bodies with implementation of 33% reservation.

KOHIMA, AUG 11 (NPN): Expressing serious concern over out-flow of money from the state, Nagaland chief minister T.R Zeliang stressed on the need for Nagaland to become self-sufficient by the next decade. “In less than 15 years from now on state must become self-sufficient by producing all kinds of crops from within the state and should stop the outflow of money to outside state,” he said this while addressing the state level watershed conference in culmination with Integrated Watershed Management Programme (IWMP) Batch-1 at NBCC convention hall organized by the department of Land Resources on Thursday. Once this is done, Zeliang said he was optimistic that the state economy would boost. He pointed further out that nearly Rs 200 crore on meat alone was going outside state. This must also be stopped, he said, encouraging people to take up piggery to achieve meat production by 2025. Congratulating the Land Resources department for being awarded the best

54 vehicles seized by Dimapur police ATVS DIMAPUR, AUG 11 (NPN): Within a span of nearly eight months, Dimapur Police AntiVehicle Theft Squad (AVTS) was able to seize 54 different categories of vehicles. In a press note, Addl. DCP & PRO said that the squad seized 26 four wheelers and 28 two wheelers. PRO said “the vehicles were seized after having found reported stolen/with fake registrations/ tampered vehicle details, etc”. IWMP implemented state in the country in 2015, Zeliang lauded the department for taking up things with a focused approach and implementing the various programmes successfully by bringing about many positive changes for the people. Zeliang said watershed development programme has a critical role to play in ensuring conservation and utilization of natural endowments for increasing agricultural productivity and enhancing peoples’ livelihood. For this, he urged the farmers and IWMP officials to exchange ideas and views and work together keeping in mind the fast growing technology. Stressing on the importance of the “Year of Construction Workers” 2016, Zeliang lamented that there were hardly any Naga construction workers or carpenters. He said Dimapur district alone spends Rs. 2000 to 3000 crores in construction, and the money goes to people from outside the state. Zeliang said “vision alone will not work, thereby the youths need to be trained through the skill development training department in the state and likewise youth must be prepared

to take up any profession”. He also informed that by this month (August) the ‘Vision 2030’ document would be released and the main focus would be self-sufficiency. Like the “white revolution” in Haryana, Zeliang said “if all the citizens in every district take firm decision and work together by making “people’s movement” then Nagaland will also prosper like any other states”. He further cautioned that random creation of new villages for want of schemes and projects will not help to improve state’s economy. For cultivation, Zeliang urged the department to identify areas as to what crops would be best suitable and accordingly help the farmers in order to bring in changes and improvement. In order to achieve all this peace was a requisite, he said. Though government of India is serious about ushering in a lasting solution, Zeliang however said “it was time to question ourselves where we are standing and without solution what would be the future of our coming generation”. Measles outbreak under control in Naga areas K A L AY ( S A G A I N G ) , AUG 11 (AGENCIES): An outbreak of measles which scourged some remote villages in far northwestern Myanmar’s Naga Self-Administrative Zone (SAZ) is now finally under control, according to the Naga SAZ authorities. According to Myitmakha News Agency report, the specialists from the Public Health Department (PHD) of Nay Pyi Taw and Sagaing Region hospitals are reportedly administering vaccinations and providing medical treatment for locals in areas where the disease broke out. “The disease is now under control as specialists from the capital have come and given treatment. They’ve identified the previously mysterious disease as measles and it has since stopped spreading,” said U Kay Sai, chair of the Naga SAZ. The symptoms of measles reportedly start with a sore throat, increasing to a fever, then red spots that cover the whole body, before sufferers vomit blood. The disease can then prove fatal if not treated. A medical team led by Dr Aung Kyaw Moe, assistant director of the PHD of Naypyitaw, reportedly worked together with four doctors from Sagaing Region in providing the aforementioned medical treatment within villages in the Naga SAZ which saw the outbreak of measles.

NSF protest rally for repeal of AFSPA

KOHIMA, AUG 11 (NPN): To express strong resentment against the imposition of Armed Forces Special Power Act (APSPA), the Naga students’ Federation (NSF), the apex Naga student body, organized mass protest rally in the streets of state capital and later converged at Kohima local ground for public address on Thursday. The protest rally was also simultaneously conducted in all the district headquarters of Nagaland and four Naga district headquarters in Manipur including Senapati, Tamenglong, Ukhrul and Chandel. After public address programme in Kohima, a memorandum was submitted to Prime Minister of India through the Governor of Nagaland and also to Chief Minister of Nagaland. The memorandum was jointly signed by mass-based Naga organizations like NSF, Naga Hoho, Naga Mothers’ Association and Naga Peoples Movement for Human Rights (NPMHR). NSF president Subenthung Kithan told this correspondent that the same memorandum would be submitted to the chief ministers of Assam, Manipur and Arunachal Pradesh very soon.

Addressing a mammoth gathering, the NSF president Subenthung Kithan vehemently condemned the AFSPA, which authorized the Indian Army, without retribution, to arrest or kill on mere suspicion. NSF president asserted that with ongoing political negotiation and peace process between the Government of India and the Nagas any policy that harmed the atmosphere of trust and confidence should be summarily repealed at the earliest. He said Nagas were peace loving people and did not want atrocities and brutality anymore and added that “enough is enough”. NPMHR secretary general Neingulo Krome in a 3-page backgrounder speech on the works of NPMHR on AFSPA said that NPMHR as a human rights organization right from its formation started to protest the Armed Forces (special Powers) Act of 1958, the Nagaland Security Regulation of 1962, Assam Maintenance of Public Order, 1953, and others, which were earlier called “Black Laws” but was rephrased to “draconian laws”. Krome said he wondered if the Government of India was aware that AFSPA was not only killing the victims but was also taking away the very humanity of all Indian soldiers

who were serving under the provisions of the Act. Naga Mothers Association (NMA) president Abeiu Meru, in her speech, said the Naga mothers were deeply anguished over the continued imposition of the AFSPA and the extension of the Disturbed Area Act. “How long are we going to suffer the brunt of the Army atrocities on our men and brothers, our women, mothers, wives and sisters, on our children and remain helpless,” NMA president questioned. She further said “our towns are filled with Military guns that try to muzzle us with fear and intimidation, our youth, our children have been wiped away on mere suspicions through fake encounter killings like the most recent Wuzu massacre and the Pangsha border killings of unarmed civilians and cadres.” Reminding the gathering of the Naga history, NMA president said she has seen the deaths of thousands at the hands of the Indian Army. Meru said that under AFSPA, which has been used indiscriminately, even in times of peace, thousands of women down the years have been raped, tortured and subjected to terrible disgrace, which cannot be imagined. ACAUT cautions state govt over HC order DIMAPUR, AUG 11(NPN): Close on the heels of the August 5, 2016 landmark judgment of the Kohima Bench of the Gauhati High Court to its November 2015 PIL, ACAUT Nagaland through its media cell has highlighted the core aspects of the court order. ACAUT Nagaland media cell said that the court order had taken away the “unfettered right” of the state government in making “illegal appointments” and the state cabinet from regularizing such appointments after giving legal sanctity of the Office Memorandum passed by the state cabinet and notified on July 6.2016. ACAUT said the Office Memorandum (OM) of 2016 was a partial modification of an earlier OM issued on February 26, 2001 where it was decided that no appointment shall be made on contract basis. It stated that the HC order on August 5, was clear that all forms of backdoor appointments were to be stopped and that the said order was to be also understood in relation to the OM 2016 and the OM 2001 as reiterated in the Dr. Atouzo Vs state of Nagaland and Umadevi case. The OM 2016 and the undertaking submitted by the chief secretary quoted extensively from the two above cases, said ACAUT. ACAUT also main-

tained that by inserting the Dr. Atouzo Vrs State of Nagaland in the OM 2016, the state cabinet had “on its own volition” notified that it has no power to regularise contract/ad hoc appointments in line with the judgement order when the court struck down the regularisation of 19 Veterinary Assistant Surgeons(VAS). The cabinet had “illegally” regularised the services of the VAS and after the OM 2016 which overrode the OM 2008, which contained the “controversial clause” that “contract employees may be regularised by the department, who have completed more than 3 years of service (sic)”. Successive governments had applied this clause where tens of thousands of back door appointments were made, stated ACAUT. ACAUT fur ther reminded, that as per the Office Memorandum 2016 services of contract or ad hoc employees cannot be regularised and that as per the OM 2001 any contract appointment cannot be extend beyond one (1) year. On the basis of the OMs, ACACUT maintained that there was no option but for the government to clean up the mess and allow thousands of contract appointments “to lapse with immediate effect”. KOHIMA, AUG. 11 (NPN): Principal secretary and commissioner of Nagaland for Border Affairs, Justice and Law, Sentiyanger Imchen IAS urged the Naga selected candidates of Indian army to be the image of Nagas wherever they should go during the felicitation programme of Naga youths in joining Indian army as the chief guest organized by 9th Assam Rifles held at headquarter 5 sector Assam Rifles Tsiesema on Thursday. Imchen ter med the selected Naga youths as “lucky” wherein the state was facing unemployment problem for thousands. He congratulated the selected youths and told the candidates about facilities they would enjoy as they entered Indian army. He also reminded the tough training courses ahead and the need to maintain strict discipline. Commissioner advised the Naga youth to know how to live together and adjust with different types of people from across the country during training and after. Imchen also encouraged the youths to motivate other friends in their respec-

tive area to join India army when they went home. He appreciated the organizers for organizing grand felicitation programme and also urged the Indian army to recruit more Naga youths in the days to come. Altogether 23 Naga youths were selected in the army recruitment rally held in the month of April to June 2016 and they would send to training in the month of September to different parts of training centre in India. The selected candidates include Peren district -2, Phek- 9, Kohima- 4, Dimapur- 3, Wokha- 3, Tuensang – 2. 19 candidates were present during the felicitation programme. Army officer informed that altogether 178 candidates applied online for army recruitment, 56 can-

Health camp held at Saijang DIMAPUR: Health camp was held at Saijang under the aegis of 9th NAP Bn (IR) on August 9 wherein Dr. L.T Patton, unit RMO conducted medical check-up and provided free medicines to 107 villagers. During the camp, Commandant C. James Kinghen in his speech said the objective of organizing such event was to maintain a cordial police-public relationship. The village GB extended his appreciation and immense gratitude do 9th NAP Bn for conducting such camp. He also said it was the first time such event was organized in the village. Later, on the same day waiting shed at Saijang village was also inaugurated by chairman Jalukie Town Council G.R. Zeliang where he exhorted the villagers to cooperate with security personnel and then unit commandant for taking such initiative in civic action programmes. KOLKATA, AUG 11 (IANS): Aimed at easing access to silkrelated web resources, a portal on sericulture designed by Indian researchers comes with a built-in search engine to enable quick and accurate data mining and also seeks to protect indigenous knowledge on the subject. Developed by researchers at Bioengineering Research Laboratory, Indian Institute of Technology-Guwahati, the portal is called ‘SeriPort’. It is projected as a “database of databases” that pools in information from databases related to seribiodiversity such as those on silkworms, host plants, pests, pathogens and the like. Launched in May, it germinated from a systematic review of the existing databases on sericulture. “Currently, about 70 databases have been appended to the portal,” says Utpal Bora, the corresponding author of the review published recently in ‘Database: The Journal of Biological Data-

bases and Curation’.It has 22 silkworm databases, 23 host plant databases, one pest and pathogen database and 24 combined databases. “It would be strengthened to serve as a data aggregation platform for analytics and decision-making in future,” Bora, who leads the Unit of Excellence for Seribiosciences (a project funded by India’s Department of Biotechnology), told IANS. The database has recorded over 3,800 hits so far and culls information from countries across the globe including top silk-producer China and leader in sericulture research, Japan. But what triggered the effort to create a platform on sericulture? “The need for the comprehensive database arose during our research on silk when we discovered it was difficult to find out what work had already been done,” Deepika Singh, review co-author and a research scholar at the laboratory, told IANS.

The Department of Technical Education Nagaland would like to give clarification in regards to the selection of MBBS and BDS candidates for the session 2016-17. That the Nagaland Board of School Education (NBSE) conducted Nagaland State Entrance Examination-II (NSEE-II) on 2nd July 2016 to select candidates to fill up the State reserved seats in MBBS and BDS courses, whereby 1042 candidates appeared and 51 candidates could qualify as per the clause-5 of Graduate Medical Education Regulation 1997 of Medical Council of India (MCI), the minimum qualifying marks in the entrance examination are 50% for General and 40% for SC/ST/OBC for selection to MBBS and BDS courses. Therefore in line with the MCI regulation and the Government Notification (on reservation and selection policy) NO.HTE/RESERV/23-1/2012 (Pt), dated, 30th May 2016, 45 candidates were selected for MBBS course and 5 candidates for BDS course under the State Reserved Seats. As per norms, the selection of candidates were made based on the merit list of NSEE-II 2016 result declared by NBSE, and according to the preferences exercised by the candidates. It may also be stated that though 15% of the total seats per Course are reserved for candidates belonging to the Backward Tribes of Nagaland only 3 candidates could be selected under BT reservation for MBBS course due to the following reasons. As per clause-II (a) (reservation policy) "not more than one seat per tribe per course will be allotted to any Backward Tribes in a single year". Clause-III (d) (Selection) of the same notification also states- "in case qualified candidates under Backward Tribes reservation are not available, then all such unfilled seats will be de-reserved and allotted to candidates under category-I while maintaining merit". The CM inaugurated the newly constructed houses of earthquake victims at Chalbung and Charhajare villages of Senapati district. The newly constructed houses handed over to the victims were of three types. Dry wall construction, bamboo composite wall and brick wall construction type which are earthquake resistant designs introduced by DRDA Senapati and constructed under the funding from Union ministry of rural development and IAY special package apart from the state share. Thousands turn up for rally against AFSPA in Dimapur

DIMAPUR, AUG 11 (NPN): NSF called protest rally against AFSPA was organised at two locations in Dimapur – one at Clock tower, organised by Dimapur Naga Students union, and the other at Agri Expo Junction, Diphupar, organised by Diphupar Naga Students Union (DNSU). Responding to the call of NSF, around 8000 students from several colleges and schools in Dimapur converged at Clock tower, Dimapur on Thursday to protest against imposition of AFSPA and DAA. Braving the scorching sun, students from 42 schools and college in Dimapur shouted slogan, “Repeal Armed Force Special Power Act in our land”. Some of the students held

DC Dimapur informs on four lane compensation DIMAPUR: All the landowners and beneficiaries of the villages affected by the proposed Dimapur bypass four lane road from Chumukedima/ Patkai Bridge to Khushiabill village have been informed that phase-III payment of compensation for land building and other items would be paid at the office of the deputy commissioner (DC), Dimapur on August 18, 2016. In a public notice, DC Dimapur, Kesonyu Yhome, said compensation amount for Chumukedima town, Block-I (plot No 2 to Plot No. 21) would be paid from 9am to 12:30pm and beneficiaries who were yet to collect compensation from the first and second instalments would be paid from 1pm to 2pm. In this regard, DC has directed the concerned affected landowners/beneficiaries to come in person to collect their respective cheques. Head GBs/chairmen/ convenor and members of the concerned village/ward councils have also been informed to be physically present for identification of the landowners and beneficiaries during disbursal of cheques of their respective village, failing which payment would be withheld. Mandatory documents required to be furnished by the beneficiaries include ID proof, Bank passbook, five passport photos, original land documents (Jamabandi/patta passbook etc.). He said the “draconian act” has become a big hurdle, which has “taken away our

rights”, and challenged “our existence”. He urged the students to take the lead and educate the people around to build a powerful resistance movement in the state. Representatives from Naga Council Dimapur, Naga Women Hoho Dimapur and student representative (DGC) also addressed the rally. Addressing the rally at Agri Expo Junction, Diphupar, former NSF president and editor of Tir Yimyim, K. Temjen Jamir, asked the students if it was alright to have an Act that gave impunity to the Indian army to walk into their homes anytime, search their houses, arrest them and even kill them on mere suspicion. “No one could feel secure as long as the Act remains’” he added. Jamir said there was not a single Naga family that has not been touched by the brutal-

ity of the Indian army under AFSPA, which was passed despite huge opposition by many parliamentarians when the bill was first introduced on August 11, 1958. Commenting on the Naga political issue, he said the government of India has always tried to suppress the Naga spirit but never succeeded. NSF’s former president said the Centre allowing such anti-people Act to prevail despite having ceasefire agreements did not send a positive sign and rather displayed that solution might not be nearing. Citing the example of Tripura from where AFSPA was lifted after the intervention of the state government, he opined that if Tripura could do it, so could the government of Nagaland. He asked the state government to go to Delhi and convey the message that Nagas did want to live under this Act besides rushing to the capital for more funds and to talk about peace. Jamir also urged the student to write to the Governor and Chief Minister against the Act. Delivering presidential address, DNSU president Kumlamo Patton said draconian laws have no place in the modern civilized world and should be outrightly condemned by all the right thinking citizens. Earlier, the programme was chaired by former speaker DNSU, Zuchamo Mozhui while associate pastor of SBCD, Benjamin Aye, invoked God’s blessing. Vote of thanks was proposed by DNSU general secretary, N.Pitovi Achumi and benediction by ABCD youth director, Talimoa Jamir.

Iron to Irom

anipur’s Irom Sharmila began her hunger strike on November 2, 2000 when she was 28 and went on for sixteen years, to become the world’s longest hunger strike. Irom refused to heed to pleas to end her hunger strike as she continued to press ahead with her demand for repeal of Armed Forces (Special Powers) Act 1958. Her hunger strike attracted nationwide and international focus and she became an icon of civil rights activists and also earned fame and name as ‘The Iron Lady’ of Manipur. She was awarded the 2007 Gwangju Prize for Human Rights, shared the award with Lenin Raghuvanshi of People’s Vigilance Committee on Human Rights, a NorthEastern Indian human rights organisation and in 2009, was awarded the first Mayillama Award of the Mayilamma Foundation “for achievement of her nonviolent struggle in Manipur”. On August 9,2016 Irom Sharmila decided to give up her hunger strike after having been forced fed by authorities for sixteen years. On Tuesday, Irom took her first voluntary few drops of honey at a public function to mark the end of her 16-year old hunger strike. There is no doubt that the ‘Iron Lady of Manipur’ had proved to the world that she had the guts and determination to continue and so when she decided to give up her hunger strike, there were understandably, mixed reactions. It may be recalled, that Irom took the vow for repeal of AFSPA after an incident in Malom on November 2, 2002 when ten civilians were shot and killed while waiting at a bus stop allegedly by the Assam Rifles. The victims of the “Malom Massacre” included Leisangbam Ibetombi, a 62-year-old woman, and 18-year-old Sinam Chandramani, a 1988 National Bravery Award winner. Sharmila ended her fast exactly a month after the Supreme Court judgment questioned the immunity enjoyed by the security personnel under the Armed Forces (Special Powers) Act of 1958 (AFSPA) against criminal action for acts committed in disturbed areas.The apex court had said last month that there was no concept of “absolute immunity” from trial by a criminal court if an Army man had committed an offence. Presently, there are mixed reactions to Sharmila’s decision to end her hunger strike. Moreover, she had also declared her intention to marry and contest elections (possibly 2017) and wants to become chief minister (to use politics for revocation of AFSPA. However, the public did not take well of Sharmila’s intentions as they felt she has gone off track and let them down. Of course, there were many who criticised Sharmila for letting them down and they found her decision to give up hunger strike as a surrender. People who had made Sharmila a living legend probably to suit their interests, today have not only criticised her but abandoned her for trying to be what she is- a human being with human feelings. Even her friends (or feather weather ones) have abandoned her and she had to return to the hospital that sheltered her for most part of her hunger strike and later took shelter in a Red Cross premises. Unfortunately, people don’t accept Sharmila’s decision end her hunger strike. They think she has given up for repeal of FSPA. Indeed, the people of Manipur have turned the Iron Lady to Irom the Lady and that has added a twist to an epic journey.

You now have to put to the test what you learned when you were with your “Elijah.” You have been to the Jordan over and over again with Elijah, but now you are facing it alone. There is no use in saying that you cannot go— the experience is here, and you must go. If you truly want to know whether or not God is the God your faith believes Him to be, then go through your “Jordan” alone. Alone at Your “Jericho” (2 Kings 2:15). Jericho represents the place where you have seen your “Elijah” do great things. Yet when you come alone to your “Jericho,” you have a strong reluctance to take the initiative and trust in God, wanting, instead, for someone else to take it for you. But if you remain true to what you learned while with your “Elijah,” you will receive a sign, as Elisha did, that God is with you. Alone at Your “Bethel” (2 Kings 2:23). At your “Bethel” you will find yourself at your wits’ end but at the beginning of God’s wisdom. When you come to your wits’ end and feel inclined to panic— don’t! Stand true to God and He will bring out His truth in a way that will make your life an expression of worship. fter learning that the Union Minister of Railway Suresh Prabu would be laying the foundation stone for Dimapur (Dhanshiri) to Zubza train route on August 1, 2016 a lot of thought began to process in my mind. The thought of train running from Dimapur to the interior parts of Nagaland may be fascinating however the thought of the pain this train is going to bring out weights the happy thoughts of the coming train. There are lot’s to be pointed out however few points that are worthy to be considered at the present junction as to what could happen with the coming of the train are:1. Taxi Drivers will lose their jobs: There are hundreds of taxis in Dimapur alone. With the coming of Train many people will take the train to travel form Dimapur towards Kohima. The reason would be the cost of train travel will be very less compared to that of a taxi fare and much comfortable. Which in turn will result in the passengers taking the train and dumping the taxis. Once the taxi driver loses its passengers that will be the end of their jobs. We have to remember that these taxi drivers have family to take care too. They have kids going to school/colleges; they may have old sickly parents to take care of. Their kids also have dreams and would want to become doctors and engineers. The only one who earns might be their father who Is a taxi driver and when his/her father lose his job as a taxi driver that would be the end of the dream for all those who depend on him. Has the central govt/state govt/ Nagaland NGO’s considered the situation? 2. The roadside hotels will have to close down: Today while travelling up to Kohima we see many small hotels serving good food. These hotel owners are mostly locals who are trying to make a living depending on the taxi drivers/bus drivers who bring costumers to them. Once the train starts the hotels can say

agaland Vision 2030” is understood by the Lotha Hoho as how a Naga would wish Nagaland to be by 2030 AD: a wishful Nagaland of 2030. For a nation or people or country to be seen as great, the people or nation needs to be economically self reliant, the society must be refined, the people must be ready to respond to any difficult event or situation including natural calamity or external threat. Therefore while envisioning Nagaland as a respectable entity, we need to ask ourselves some questions like “are the Naga people economically self reliant, are the Nagas socially refined, or can the Nagas stand on their own feet in the event of Natural Calamity such as earthquake causing destruction of properties like houses, roads, public utilities such as water or power supply installations etc or in times of cyclonic holocaust or famine or epidemic etc”? Let us look at the so called great countries like the USA, Russia, Japan, China, Germany, UK, Switzerland, South Korea etc, These countries have developed their countries and are seen as great countries in terms of economic prosperity, defence capability, living standard of the people etc. Hence we again need to ask “ how have these countries achieved their present status”? Let us take the example of the Russian socialist logo of hammer and sickle, meaning “work with the hammer and reap with the sickle”, that is also to say work will enable harvest and harvest will make us prosperous and great. Let us also take note of the recent instance of aspiring students asking the UPSC topper about the secret of his success. The topper replied “very simple, there is no secret, it is only hard work”. In like manner, the Nagas need to work if we are to achieve economic reliance. Our Naga forefathers were known to have been hard working; but in spite of their hard work, they could hardly sustain themselves; not to speak of nationally or globally recognisable prosperity. Hence we realise that hard work needs to be reinforced with science and technology, like the above named countries and most European countries, if we are to achieve economic prosperity and economic self reliance. Many of these hotel walas might have taken loans and even sold off their land to start their small hotel and now this train is going to put an end to their dream. The local Truck owner/ mini-goods carrier vehicles will lose their job: There are many locals who own Trucks/minigoods carriers for carrying goods from Dimapur to Kohima. These tuck owners have taken loan from the bank or borrowed from someone some have even sold their land to buy the truck. Now once the train comes in the truck drivers/mini goods carriers will lose their job. Because the train will carry goods at much cheaper rate. Any person with common sense would use the train to save money. This will result into complete business failure for the truck/mini-goods carrier owners. What has the central/state govt/ Nagaland NGOs thought about this situation? 4. The local fruits/ vegetable sellers will lose their costumer: Many self help groups have opened fruits/vegetable stalls along the Dimapur Kohima high way and depend on the taxi and other commuters for their sale. One the train comes all these self-help groups will become help-help groups. There small business will be utterly destroyed by the coming of train. Has the central/sate govt a mechanism to help these people? 5. The damage to the Environment: For the coming of the train a lot of vegetations would have to be destroyed to make way for the Train tracks and stations. Nagaland is already bustling with vehicles with no proper air pollution control. The train most likely will be a diesel engine.

Therefore, envisioning a better future Nagaland is possible only by inculcating work culture among the Nagas, especially the youth the future citizens. The Lotha Hoho is impressed with the state govt’s idea of Envisioning, for a better Nagaland, with an eminent bureaucrat like Mr. Alemtenshi Jamir, IAS Retired, as Convener, of Nagaland Vision 2030. The Basic ingredients necessary for evolution of Nagaland’s economy, are knowledge of science and technology coupled with hard work and elimination of anti social activities, including corruption. 1. Our strengths seem to be limited although there are potentials, among which, the few major ones are availability of natural resources such as Oil & Natural Gas, forest wealth, Hydro Power generation potential, congenial climate friendly to manual workers, prospect for beneficial agricultural pursuits, animal husbandry, rich cultures and aesthetic landscapes creating enormous tourism potential, etc. 2. Our weaknesses are lack of work culture, love for easy money and thereby misuse of available fund without commensurate work output resulting in poor infrastructure especially road connectivity, drug abuse and alcoholism, especially among the youth, absence of industries, there seems to be many schools in the state up to Higher Secondary level; but the govt schools are being spoiled by too many hands of communitisation, but we lack necessary Higher Science and Technological institutions, like Medicine and Engineering. In today’s world of science and technology, Nagaland needs such worthy educational institutions for the needed improvement in all aspects. The Chinese saying “if you plan for a year, sow crops, if you plan for ten years, plant trees; but if you plan for a century educate the people”, should not be forgotten if we are to really envision for a better Nagaland. 3. Opportunities are varied and many; but feasible only if we eradicate our weaknesses and overcome the threats : sufficient fund available under

We can expect more asthma, and other lungs infections with the coming of train. Has the central/ state govt/environmental NGO’s thought about this situation? 6. The illegal immigrant issue: With the coming of the train there will be a train of Illegal immigrants reaching every interior parts of Nagaland, because the train would make it more easy for them. Which means after the coming of train in few years the number of illegal immigrants would multiply at an alarming rate. Which would translate to more problems in the future. Has the central/state govt and all Nagas sick with illegal immigrant issue in Nagaland thought about it? These are just few things but there are more to be discussed. I wonder if our Central / Nagaland Sate government have done a proper homework and weighted the “cost and worth factor” of ushering a train to reach to the interior parts of Nagaland. It is well understood that the coming of train is much wanted, however the real question is do we really “need” it now? When there is no proper mechanism at place for the taxi drivers, road side hotel walas, vegetable vendor who would be the first ones to lose their jobs and to check the inflow of illegal immigrants, why ask for more train services. Nagaland would need more train service to the most interior parts of its state but not now now. Just as we cannot imagine of bus service from Dhobinal to DC court Junction as it will effect hundreds of Autowalas, we cannot imagine of a train where taxi walas are barely making enough to feed their family. The Nagaland Govt/politicians encourages Nagas to stop looking for government jobs and start their own private business and when the people are trying to establish themselves by driving

taxi, trucks, selling vegetables etc. The State Government plots with the central government to throw a train in the mist of the competition. What kind of backstabbing policy is this? The Nagaland politicians and the Govt better have an answer for such ugly policy. No right sensing government would throw a train in a fragile economic environment like Nagaland where small business individuals are struggling to survive. It is not that we don’t have a train station in Nagaland. We have one train in Dimapur which is enough for us for now. The lone Train Station in Dimapur has contributed to the economic growth of the state however it has also poured in more illegal immigrants to the State and has caused enough headache/heartache as well. The taxi unions, the truck drivers union, the hotel unions etc should consider the case very carefully. And take up the case soon with the State/Central government before it’s too late. Naga land owners should also study the matter carefully before giving any land for the rail track. Where are the so called environment activists? Who sing slogans for protection of environment? Why are the environment NGO’s being silent over the matter? Taking pictures of hugging/planting trees does not help much neither wearing a cap/T- shirt that says protect environment. If the Environmental organizations in Nagaland truly care the current New train project form Dimapur- to Zubza should have been enough to stir up their spirits and they would have done something already. We have to put ourselves in the place of the taxi driver, truck/ mini-goods carriers, vegetables vendors etc only then we will understand the seriousness of the matter. It would be great if our Union Minister of Railway Suresh Prabu take a drive from Dimapur to Zubza then to Kohima and see the situation for himself. The Threats to Nagaland’s development are rampant corruption in almost every activity, including extortion, unfair electioneering by way of use of money and muscle power etc, and thereby electing the wrong representatives, unemployment problem, etc Short term (three years) Plan : Without knowing our strength, weaknesses, opportunities and threats, we cannot properly utilise our strength, eliminate our weaknesses, avail the opportunities or overcome the threats. Hence we need to start with the identification of our strength, weaknesses, opportunities and threats. We can then find out the needed initiative to properly utilise our strength, eliminate our weaknesses, avail the opportunities and overcome the threats. This initiative may be carried out by conducting seminars, awareness campaigns, conducting social survey for gathering information, opinions and views of the common public, both urban & rural. Electioneering has to be made to be carried out without money or muscle power, by apprising every candidate that if no liability is created, not getting elected will have no adverse consequence. Corruption is, to a great extend, the child of unfair electioneering and hence free and fair electioneering will minimise corruption, to a great extend and politicians can have the courage to work against corruption. Drug abuse and alcoholism have to be minimised, by effective implementation of existing remedial measures. Perhaps, lifting Prohibition can minimise drug abuse and hence the Prohibition Act needs to be reviewed. Unemployment problem is due to apathy towards manual work and craze for white collar jobs only. White collar jobs do not directly produce any commodity; manual work with modern technology and industrialisation alone can evolve our economy. Hence motivation for skilled manual work have to be carried out by way of opening Industries and Technical Training institutions. Mid term Plan (3rd to 10th - seven years) : Having identified our strength, weak-

nesses, opportunities and threats, and having found the means to utilise/eradicate/ avail/overcome them, to firmly implement these action plans. to encourage “the willing but underprivileged”, motivating the social institutions like churches, tribal hohos, etc to do their part in social upliftment activities, enact suitable state govt acts/laws and enforce them firmly, review and streamline state govt policies/abandon ineffective policies like communitisation: Communitisation is ideal in principle; but the grass root level participants have not perceived the ideal principles and instead too many hands are spoiling the initiative, especially in departments like Education and Health & Family Welfare etc. Our strength like availability of Natural Resources and Tourism potential need to be explored and developed. The existing NP & NG Regulations

Village Education Committee (the other side of the coin)

T

he Nagaland communitisation of Public Institutions and Services Act 2002 passed by the Nagaland Legislative Assembly had brilliantly empowered the VEC on Administration of the Public Elementary School, its Academic Concerns and the Financial or Maintenance of School’s Accounts. There is a popular quote which says, “With great power comes great responsibility”; the capacity and question of the delivery of expected responsibilities by the VECs in the villages have to be examined sincerely and honestly. Definitely, there are some villages that would not be in a position to have such qualified and verified team to run the Public School with all the legal authorities vested upon them. This would certainly reverse the excellent policy of Communitisation of Public Institutions. There are standing examples yet unofficial records with regard to misappropriation of funds, granting substitute teacher(s), almost nil enrolment in the school, politicising of the selection or election of the VEC/CEC Chairman, wrong representatives or unproportionate representatives of the VEC members etc. committed by the VECs. There are some villages that cannot shoulder the responsibilities in managing the Temple of Learning despite orientations and instructions from the implementing agencies. In other words, some villages are not matured enough to effectively implement the concept of communitisation which in actual term required qualified individuals and prolific leaders to make it successful one and rather not cultivators nor a self-styled village school masters to run the formal educational institution at their own fashion. The concern department is silent in these matters and issues. Sometimes, the situation is like the compass of the ship is given to a group of persons who do not know how to operate and let the ship go astray in the mighty ocean or letting the villagers to experiment and drive the school bus packed with students and teachers on board irrespective of their mechanical knowledge and skill of driving. It is not to underrate the rustic wisdom nor challenge the implementing agencies at the higher level yet and true enough that in some villages, VECs are terrible! School buildings are good shelters for village cows, students are without study materials or out of school, village teachers compete to cultivate paddy with fellow villagers, interested only in funds or runs after school building constructions and other facilities etc. and does nothing or knows very little about the teaching learning process and students-teachers welfare which is the core importance of learning outcome. Such are the situations which directly or indirectly delay the students and teaching community for educational progress and social change in the village level. Communitisation of the public school is too costly affair to let the rural people ruin their own Temple of Learning at the expense of their own ignorance. A mechanism must be formulated to check this perplexity before this kind of environment hatch and raise another generation of idiots. The sanctity of the Temple of Learning is to be considered and by doing so RTE and New Pedagogy can be smoothly implemented. Jetilo Apon, Tseminyu, Nagaland

& Rules need to be reviewed and amended, in accordance with the Constitutional provisions like Article 371 A, the Representations of affected people like the Lotha Hoho filing a PIL for safeguarding the interests of the affected Land owners. The LOTHA HOHO P.I.L. IS NOT AN OUTRIGHT REJECTION OF NP & NG REGULATIONS OR RULES; BUT FOR REVIEW AND AMENDMENT OF CERTAIN REGULATIONS/ RULES. If these reviews and amendments are carried out and done, the Lotha Hoho and people will gladly co operate with the concerned authorities or companies for exploration, extraction or development. The Lotha Hoho PIL would have never come up had the state govt, instead of arrogantly one-sided attitude, done the needed consultations, review and amend the needed Regu-

lations & Rules, the scenario could have been different for the better. It is necessary to Identify the available opportunities and create suitable ways and means/sponsorship for availing the opportunities. The funds available under GOI programmes need to be judiciously utilised, without corruption, favouritism or partiality and to ensure proper workmanship, commensurate with the fund provided. Work culture must be inculcated by way of strict maintenance of attendance in offices, work places, appropriate censures, punishments given to erring workers, with the motto that “pardoning the bad harms the good”. Open letter to minister of Education & SCERT Nagaland

Sub: Discrepancy in distribution of RMSA teachers in the state. Sir,

Needless to mention again but Rashtriya Madhyamik Siksha Abhijan (RMSA), Nagaland is a comprehensive and integrated flagship programme of the Government of India (GOI), implemented in the state for providing quality education to all children in the age group 14-16 years of age for Secondary Schools (i.e. Class 9 & 10) and 16-18 years of age for Higher Secondary Schools (Class 11 & 12). Appointments of RMSA teachers were done to teach secondary students (i.e. class 9 and class 10 students). However, it is found that there are still many recently upgraded High Schools which have no class IX & X students. Despite the fact that there are no secondary students, the recently appointed RMSA subject teachers have been deployed in those empty student schools anyway whereas some schools are facing shortages of teachers to teach secondary students. I am giving you a sample figure below taking GHS Khuza as an example for your better understanding. Enrolment of students is as follows: • Class V - (13 students) • Class VI - (11 students) • Class VII - (6 students) • Class VII - (5 students) • Class IX - ( Nil) • Class X - (Nil) Total enrolment is 35(thirty five). Enrolment of teachers is as follows: • Teachers appointed under SSA for teaching elementary students-9(Nine) • Teachers appointed under RMSA for teaching secondary students-5(five) Total teaching staff is 14(fourteen). (Please note that this school is not the only one having excess of teachers but due to availability of school statistics, it has been randomly picked to depict the faulty system of teachers distribution.) As you can see from above, there is already excess of teachers with TSR 14:35 which is so abnormal when there are many secondary schools facing shortages of Graduate Teachers. The government should have done proper survey and assessment about the availability of students before deployment of these teachers so that there is fairness in distribution of teachers for every school. Since the subject-wise distribution of teacher has been left to the State Government, special attention is required towards the provisioning of subject-wise teachers as it is critical at the secondary education stage for bringing quality education in the state. NSF protest rally for repeal of AFSPA

(From p-1) NMA president urged upon the chief minister and the state government to stand up for the people, protect their rights to live as a people with equal respect, and recommend for the repeal of AFSPA and withdrawal of the Disturbed Area Act. NMA also appealed to the Government of India to prove their commitment to true peace and peaceful negotiations and ensure repeal of the AFSPA and withdrawal of the Disturbed Area Act at the earliest. Naga Hoho secretary general, Mutsikhoyo Yhobu, in his address, said AFSPA was “a repressive Draconian Law and an obsolete law” that had no place in modern democratic civilized nations of the world. He said the Act provided the Indian Army unlimited power and to act with impunity. Yhobu said under the protection of this controversial law, the Indian Army can give orders to shoot, arrest without warrant, enter any place and search without search warrants, frisk and search vehicles protected by legal immunity. N E W D E L H I , AU G 1 1 (AGENCIES): SpiceJet will add three Bombardier Q400 aircraft to expand regional services, starting in October, to the northeast and elsewhere. The airline has 14 Q400 aircraft in service from its original order. It is the first such addition. Sources indicate the new aircraft will be based in Kolkata and used on existing and new routes in the northeast. The airline is planning a new Kolkata-Dhaka and KolkataSilchar service. At present, it only flies to Guwahati and Agartala. At present, SpiceJet operates nearly 300 daily flights and around 120 of these are operated with Q400 aircraft from Delhi, Chennai and Bengaluru. The number of daily flights is likely to increase by a fifth after induction of the new aircraft. “There is a new civil aviation policy which focuses a lot on regional connectivity. We are the largest regional player in the market and are looking at taking advantage of the leadership position in the space. We are exploring new sectors and destinations in various parts, including the northeast,” a SpiceJet spokesperson said in an e-mailed response. The airline inducted its first Q400 aircraft in 2011, when under Sun Television chairman Kalanithi Maran’s control. Originally, it had placed a firm order for 15 aircraft, with an option for 15 more. ISLAMABAD, AUG 11 (IANS): Twelve people were injured on Thursday in a roadside blast near a hospital in Pakistan’s Quetta city, police said. “Balochistan Federal Shariat Court Judge Zahoor Shawani was the target in the attack,” the Nation daily quoted Balochistan Home Minister Sarfaraz Bugti as saying. Civilians and security officials were injured in the attack that took place near Al Khair Hospital in Zarghon road. The explosion comes just after a suicide bombing at the emergency ward of Quetta’s Civil Hospital on Monday that killed over 70 people, mostly lawyers and journalists. The bomb was planted along the side of the road and exploded as the Anti Terrorism Force’s (ATF) vehicle passed by. “This is a busy road and the terrorists take advantage of this, planting bombs and fleeing on motorcycles,” Dawn online quoted Bugti as saying. “These blasts are aimed at sabotaging Independence Day (August 14) activities in Balochistan. I believe these cowardly acts will not bring down our morale. We are in a conflict zone and we will fight with renewed resolve,” the Home Minister said.

LONDON, AUG 11 (PTI): Swedish prosecutors investigating a rape allegation against Julian Assange will question the Wikileaks founder at the Ecuadorian embassy here where he has been holed up since 2012, in a possible breakthrough to the four-year impasse. The Ecuadorian attorney general delivered a document agreeing to a request by the Swedish authorities to question Assange at the Ecuadoran embassy in London, where he has been hiding out since the 44-year-old sought political asylum from Ecuador four years ago. “In the coming weeks a date will be established for the proceedings to be held at the embassy of Ecuador in the United Kingdom,” a statement issued in Ecuador to the ‘Guardian’ said. Ocean’s 8 all-female reboot now includes Anne Hathaway

With his leg in a cast and aided by a Zimmer frame the Frenchman has been walking along the hospital corridors and posing for photos. Ait-Said was visited in his bed by Bruno Grandi, president of the Federation Internationale de Gymnastique (FIG), with the pair smiling for a picture. On Sunday, just a day after suffering the gruesome his injury, Said posted a Facebook video from his hospital bed thanking people for the outpouring of support and pledging to return to the sport eventually. Said underwent surgery on Saturday night to repair the tibia he fractured while trying to land on vault. The image of his leg bent grotesquely at a nearly 90 degree angle went viral immediately. He even suffered more agony after being dropped by ambulance staff as he was carried away from the gymnastics arena. Said praised his French team-mates, some of whom managed to qualify for event finals later this week despite being visibly rattled after watching Said leave the Rio Olympic Arena on a stretcher.

NEW DELHI, Aug 11 (Agencies): Ace Indian shuttler Saina Nehwal and PV Sindhu has emerged as the only winners for India’s Olympic contingent on Thursday in Rio de Janeiro, marking the start of badminton at the Games with a facile win in the women’s individual competition. Nehwal beat local hope Vicente Lohaynny 21-17, 21-17 in her opening Group C match. Sindhu brushed aside her opponent Laura Sarosi of Hungary 21-8, 21-9. Saina got a tough competition from the Brazilian shuttler. Lohaynny being 5-9 down, fought back levelling the game at 10-10. saina just edged past the mid-game interval with a one point lead.
