Venkaiah Naidu sworn in as VP NEW DELHI, AUG 11 (PTI): M Venkaiah Naidu was today sworn in as the 15th vice president of India. President Ramnath Kovind administered the oath of office to Naidu, 68, at a brief ceremony in the Durbar Hall of Rashtrapati Bhawan attended by political leaders cutting across party lines. Wearing his trademark white panche (lungi) and white shirt, Naidu took oath in Hindi in the name of god. While he is the 15th vice president, he is the 13th person to hold the constitutional post. His predecessor Hamid Ansari and the first vice president S Radhakrishnan had held the post for two consecutive terms. Prime Minister Narendra Modi, ex-VP Ansari, Lok Sabha Speaker Sumitra Mahajan, former PM Manmohan Singh and other leaders attended the ceremony.

He reminded that the same Governor had hit out against corruption in the government but when

it came to applying the rule of the constitution “lost his integrity and principle by indulging in the mother of all corruptions- in installing an unconstitutional government.” The former minister also demanded that if the government of India had genuine concern for the Naga people then it should appoint a better person as Governor of the state who would abide and function according to the constitution of India. He said in case the government of India did not want to implement its own constitution in Nagaland then the Nagas should be allowed to frame their own constitution. Yitachu also said the Governor ought to be present

to listen to people instead of running away from the state whenever crisis occurs. He also said it would be a gross miscalculation on the part of the Governor if he thought Nagas would not raise their voice against “unconstitutional politics.” Yitachu also hit out at the present government by saying that the Indian constitution has no provision where a government could be formed without a political party. He said chief minister T.R. Zeliang’s claim of being in majority has to be backed by rules of the constitution. Yitachu also challenged the legislators with T.R. Zeliang to merge with any party if they wanted since they have been expelled from the NPF. Yitachu also expressed disappointment with the civil society organisations for their silence about the unconstitutional methods used to install an unconstitutional government. He reiterated that NPF will not allow unconstitutional practices in Nagaland. He also hit out at the selection of Neiphiu Rio, MP as the “interim president” of NPF, saying Nagas were not so foolish to accept such a self-styled interim president.

Demand for shifting of DMC dumping site

D I M A P U R , AU G 1 1 (NPN): Hundreds of residents of Sunrise Colony, Dimapur including women and school children Friday protested against the municipal Affairs department for failing to shift the dumping site, by blocking around 20 DMC dumpers from entering the colony area, located near the dumping site. The protestors were seen with placards that read “give us healthy environment else take us, article 21 includes right to health environment, we treat guest at (Cont’d on p-5) home with Makhi and toxic

gases” etc. The residents pointed out that dumping of garbage in the present location has caused environmental degradation in the adjoining areas and made the place unfit for dwelling, paritcuarly posing as serious health hazard. The residents claimed that the concern department had assured to shift the dumping ground in 2016. Instead, the department withdrew the assurance, claiming that it had signed an MoU with New Waves Bio-Fuel India Pvt Ltd to setup solid waste management in the area, they said. However, the residents were firm, saying it

will not compromise on any arrangement at the expense of people’s health. The residents said the failure on the part of the authorities to heed to thier plea had compelled them to impose the blockade. Though, Naga Council Dimapur tried to mediate, the residents instead asked the government not to invite any third party on the matter. After negotiating with the district administration, DMC administrator, the residents agreed to have a meeting on August 12 with the Municipal Affairs parliamentary secretary and department officials.

D I M A P U R , AU G 1 1 (NPN): ACAUT Nagaland has filed a PIL in the Gauhati High Court, Kohima Bench, praying for the deletion of 400000 bogus voters in the state with the Nagaland chief secretary, the Chief Electoral Officer, Election department, Nagaland government and the Chief Election Commissioner (ECI) as respondents. I n a p r e s s n o t e, ACAUT media cell pointed out that the CEO (State Election Commission) on September 27, 2016 had honestly admitted in public interaction that there were still about four lakh bogus and multiple names in the state electoral roll. However, as per ECI guidelines, ACAUT said that the Elector-Population Ratio should not be

more than 65:100. Whereas the CEO, Nagaland, in an RTI reply furnished to the ACAUT on January 31, 2017 pointed out that there were still 70 Polling stations across 23 constituencies (out of 60) where the e-roll of the Polling station/village was more than the total population of the polling station/ village, thereby pointing to e-roll malpractices, it added. In this regard, ACAUT said it had filed a PIL for deletion of bogus and multiple voters through implementation of the following measures: 1. The announcement was made by URVFATN representative Temjennungsang at the press conference held at NSF conference hall on Friday. Besides, the union officials said they have been pressurizing the authorities for the restart of rehabilitation works of the Mill as the centre has already sanctioned funds for revival of the mill. They lamented that though rehabilitation works began in December 2014, the works abruptly got suspended in September 2015.

For this, they said several letters have been written to the authority but no positive results have yielded so far. In this regard, WUNPPCL said it had last submitted a memorandum to the chairman cum managing director Hindustan Paper Corporation on July 26, 2017. The demands put forth by the WU NPPCL include: immediate restart of the rehabilitation works of NPPCL, immediate release

of nine months’ salary due to the workers; immediate release of Gratuity & Terminal benefits of death and superannuated employees and immediate implementation of 2007 pay-scale in NPPCL, because the officers who have been deputed in NPPCL from other units of HPC were enjoying 2007 pay-scale. Meanwhile, with the launch of indefinite blockade, supply of essential commodities to Mokokchung and other districts were likely to be affected as the union has vowed to continue bandh until demands were met. The bandh volunteers stationed at Tzudikong (Tinali), just in front of the Mill gate, were seen enforcing the bandh strongly. However, according to union officials, the schools, colleges, shops and other essential services have been exempted from the purview of the bandh.

NEW DELHI, AUG 11 (AGENCIES): India has increased operational readiness by sending more troops along the eastern border with China, sources told news agencies Reuters and Press Trust of India. The latter said that the army has also raised the “caution level” among army formations who are guarding the 1400-km border in Sikkim and Arunachal Pradesh. Army officials refused to comment on the reports because they said they cannot reveal operational details. The Press Trust of India said its sources attributed the new activity to China’s aggressive rhetoric and to a careful analysis of the existing confrontation. Neither India nor China has shown any sign of backing off from a faceoff that began nearly three months ago along the Sikkim border when Indian

soldiers entered the Doklam plateau to stop the Chinese army from constructing a road. China says that the plateau, which it calls Donglang, is a part of its territory and it has every right to build a road there. India and Bhutan claim the land belongs to the Himalayan kingdom. Delhi says it had warned Beijing that the road would be a serious security concern because it changes the status quo at the tri-junction of the borders of India, China and Bhutan. The stand-off has so far involved about 300 soldiers on each side standing a few hundred feet apart. Yesterday, army sources said they did not expect the tension to escalate. The military alert level has been raised as a matter of caution, two sources in New Delhi and in Sikkim told Reuters on the condition of anonymity because of the

sensitivity of the matter. Each year, Indian troop formations deployed on the border go on such an “operational alert” usually in September and October. But this year the activity has been advanced in the eastern sector, sources said to Reuters. “The army has moved to a state that is called ‘no war, no peace’,” said a source to NDTV yesterday. Under the order issued to all troop formations in the eastern command a week ago, soldiers are supposed to take up positions that are earmarked for them in the event of a war, the source said. India has suggested that both countries withdraw troops while exploring a compromise through diplomatic talks. But China demands a unilateral troop withdrawal.
