MOSCOW, AUG 11 (PTI): President Vladimir Putin on Tuesday announced that Russia has developed the world’s first vaccine against COVID-19 that works “quite effectively” and forms a “stable immunity” against the deadly disease as he disclosed that one of his daughters has already been vaccinated. “A vaccine against coronavirus has been registered for the first time in the world this morning,” Putin said during a meeting with members of his government. “I know that it works quite effectively, it forms a stable immunity,” the official Tass news agency quoted Putin as saying. Putin’s claim has come amidst concerns raised by experts about the speed of Russia’s work, suggesting that researchers might be cutting corners. “I know this very well, because one of my daughters got vaccinated, so in this sense, she took part in testing,” Putin said. He did not specify which of his two daughters had received the vaccine. The vaccine has been named Sputnik-V. The name is a reference to the surprise 1957 launch of

Safe & effective vaccine more important: US TAIPEI, AUG 11 (AP): US Health and Human Services Secretary Alex Azar said it was more important to have a safe and effective vaccine against the coronavirus than to be the first to produce a vaccine. Azar, on a visit to Taiwan, was asked by ABC on Tuesday what he thought of Russia’s announcement that it had become the first country to register a vaccine against the virus. He said “The point is not to be first with a vaccine. The point is to have a vaccine that is safe and effective for the American people and the people of the world.” He also said that it was important to have transpar-

ent data on the vaccine to prove its safety and efficacy. He further noted that the US has six vaccines in development under the Operation Warp Speed initiative. White House counselor Kellyanne Conway expressed scepticism about the testing backing up Russia’s claim that it has developed a COVID-19 vaccine. “The US standards are so much more stringent,” Conway said Tuesday on Fox “Fox & Friends.” “Our FDA in our country sets the standards and what I understand from the Russia announcement is this is nowhere near where we are,” she said.

On the demand for replacing Ravi, ANTHN said “this is not the time for negative campaign” as it could only delay the process and lead to another endless negotiations while remaining in one’s comfort zone “at the cost of peace and tranquillity”. DIMAPUR, AUG 11 (NPN): Nagaland on Tuesday registered 20 fresh COVID-19 cases, taking

the total tally to 3031 cases-- 2032 active, 985 recovered, 8 deaths (1 not due to COVID) and 6 migrated.

According to Health & Family Welfare minister, S. Pangnyu Phom, out of 192 samples that were tested, 10 positive cases were detected in Kohima, 9 in Dimapur and 1 in Tuensang. As per the severity of symptoms, 2,029 active cases are asymptomatic, 1 mild and 2 moderate. Further, out of the 3,031 positive cases, the distribution across various categories of people include 1,385 cases from the Armed Forces, 1,096 cases of Returnees, 200 cases of Frontline Workers, 296 Traced Contacts and 54 Others. A total of 29,466 samples were sent for testing through RT-PCR and results of 27,759 received. In addition, a total of 19,347 samples were sent for testing on TrueNat. Currently, 1,984 persons were under facility quarantine.”

N E W DELHI, AU G 1 1 (PTI): The condition of former President Pranab Mukherjee Pranab Mukherjee has worsened and he remains on ventilator support, the Army’s Research and Referral (R&R) Hospital said on Tuesday, a day after he underwent a brain surgery. The 84-year-old was admitted to the military hospital Monday, and had also tested positive for COVID-19 prior to the surgery. “The former president, who underwent lifesaving emergency surgery for brain clot on 10 August 2020, has not shown any improvement and his health status has worsened. He remains on ventilatory support,” the hospital said in its latest statement.

NEW DELHI, AUG 11 (PTI): India’s COVID-19 death toll climbed to 45,257 with 871 people succumbing to the disease in a span of 24 hours while case-load rose to 22,68,675 with 53,601 fresh cases being reported in a day, the health ministry data updated at 8 am on Tuesday showed. The health ministry also said that effective clinical management of coronavirus cases has resulted in the rise of recovery rate to nearly 70 per cent, while the case fatality rate has fallen below 2 per cent for the first time since the lockdown was imposed on March 25 and currently stands at 1.99 per cent. Addressing a press briefing, Union Health Secretary Rajesh Bhushan said the active COVID-19 cases, which comprised 88.83 per cent of the total caseload on March 31, have reduced to 28.21 per cent as on date.

The national recovery rate has risen to 69.80 per cent due to effective and prompt clinical management of COVID-19 cases, he said. “The case fatality rate has fallen below 2 per cent for the first time since the first lockdown. It presently stands at 1.99 per cent. It is continuously declining,” Bhushan said. From 7.35 per cent on April 7, the recovery rate increased to 27.41 per cent on May 5. It further rose to 48.47 per cent on June 9 and stands at 69.80 per cent as on date, the official said. “The case fatality rate, which was 3.33 per cent on June 18 and 2.72 per cent on July 10, has declined to 1.99 per cent as on date,” he said. Bhushan added that over 2.5 crore COVID-19 tests have been conducted in the country so far and India is currently conducting 18,320 tests per million population.

NSCN (I-M) accuses Ravi of creating ‘huge trust deficit’ D I M A P U R , AU G 1 1 (NPN): Hitting out against Government of India’s Interlocutor to the Naga Peace Talks, NSCN (I-M) said Ravi’s “doings has cast a huge trust deficit” and said that the interlocutor has become “more a liability than anything.” Expressing gratitude to Prime Minister Narendra Modi, who it said, guided and supervised the signing of the historic Framework Agreement by giving the ceremony a high profile status, NSCN(I-M) however, said that the “doings of his representative Ravi has cast a huge trust deficit as his role has come to be seen as nothing short of disowning the Framework Agreement.” Despite this, NSCN (I-M) said it had gracefully and patiently tolerated Ravi despite his act of profanity. IMPHAL, AUG 11: Manipur Legislative Assembly (MLA) speaker Y Khemchand on Tuesday accepted the resignation of five Congress legislators. The five MLAs were among six who submitted their resignation papers to the Speaker late Monday evening after the one-day monsoon session of the state Assembly. The assembly speaker, however, put on hold the resignation of the sixth legislator on the ground that a disqualification case against him was still pending in the tribunal of the Speaker. Five Congress legislators, who tendered their resignations, included Okram Henry Singh, Oinam Lukhoi Singh, Md Abdul Nasir, Ngamthang Haokip and Ginsuanhau. The sixth leg-

islator was Paonam Brojen. The six legislators were among eight Congress legislators who skipped the one-day monsoon session of the state Assembly that had passed a vote of confidence moved by chief minister N Biren Singh. They skipped the session despite the whip issued by the chief whip of the opposition Congress. The other two MLAs— Md Fazur Rahman and Yamthong Haokip—reportedly could not attend the session as they were in home quarantine. As per report, Fazur Rahman, who represents Wabagai assembly seat, has tested positive for the virus and has been admitted to a hospital. While tendering their resignations, the six legislators cited that their lack of trust in O Ibobi Singh, who is the leader of

the legislators of the opposition Congress in the state Assembly. With the Speaker accepting the resignation of the five Congress legislators, the 60-seat Manipur Assembly has now only 47 members as seven seats were already lying vacant after four members of the Congress had already disqualified and three BJP legislators had already resigned earlier. After the Speaker accepted the resignation of the five legislators, the strength of the opposition Congress has now reduced to 18 members. At the time of declaration of the results of the general elections to the state Assembly in March 2017, Congress won 28 seats. BJP leading the coalition government that won 21 seats had also reduced to 18 after three of its leg-

islators had resigned from being members of the state Assembly. Now, both the Congress and BJP have 18 members each, NPP and NPF (coalition partners of BJP) four each and one each of AITC, LJP and Independent. On Monday, the BJPled N Biren Singh government in Manipur won trust vote 28-16 in the Legislative Assembly. The motion seeking vote of confidence, moved by the chief minister N Biren Singh, was passed by voice vote even though opposition Congress strongly demanded division vote. Though the government’s victory in the vote of confidence was a foregone conclusion, the absence of the eight Congress MLAs from the crucial session showed smart political move by the chief minister.

D I M A P U R , AU G 1 1 (NPN): Appreciating all Nagas for “relentlessly” supporting the genuine cause of “Naga freedom struggle thus far”, the NSCN (I-M) Konyak Region (KR) has, however, said that there were also some people who take the name of the whole organisation and “keep on giving open publications according to their whims and Nagaland GB Federation is not exception in such cases.” In a press release, NSCN (I-M) Konyak region caretaker CAO Phuae Konyak and secretary Mandao Konyak said that “they had been rendering their services towards both their masters and their people until the name of their president is manipulated taking advantage of his ignorance.” They claimed that when the Konyak region officials met NGBF president Shahlem Konyak on

August 5, 2020, he tendered “his apology towards the Government (NSCN IM), if there has been any fault or drawback on his part by going against the NSCN Government in any of the press releases.” According to NSCN (I-M) Konyak region, Shahlem Konyak purportedly stated that he “being a person who does not have the required educational qualification” failed to understand the purpose of signing the papers for press release during the meeting. He also purportedly said that the demand regarding the “Indo-Naga” political issue was not “something that can be solved within the state government and this demand has not been to remain under the Union Government of India.” Further, Shahlem also reportedly told Konyak region officials “We cannot come to terms of solution

unless the demand for a separate flag and separate Constitution is granted.” He also purportedly said that “demands made by 7 NNPGs for two MP seats and 20 legislatures is not the duty of the NSCN but of the state government.” At a recent meeting with RN Ravi in July last, Shahlem also purportedly put forward the statement that “after 23 years of long talk with the GOI, a framework agreement has been signed on August 3, 2015 under the leadership of Isaac and Muivah.” As per Konyak region, he also purportedly said that there had been an eager anticipation post framework agreement in expectation for the demands to be met and solution to be achieved, but the demands have not been met despite several talks regarding the “Indo-Naga” political issue.
