D I M A P U R , AU G 1 2 (NPN): Setting at rest speculations regarding status of talks, especially after the demise of NSCN (I-M) chairman Isak Chishi Swu, a joint communiqué issued by NSCN (I-M) general secretary Th. Muivah and government of India’s Interlocutor for talks, R.N. Ravi assured that talks were progressing in the right direction and that both sides were closer than ever before to the final settlement and expressed the hope that it would be sooner than later. Both Muivah and Ravi reiterated that the political initiative of the government of India and the NSCN (I-M) to resolve the Naga political issue had received a new urgency and impetus during the last two years. During the period, the two said talks had become more purposeful, less ritualistic and more forthright and far more frequent than in all previous years adding this helped build unprecedented mutual understanding and trust. Illegal migrants in Mkg threat to social fabric: AKM DIMAPUR, AUG 12 (NPN): Ao Students’ Conference (AKM) expressed serious concern over what it termed as “the parasitic infestation of illegal immigrants”, threatening the social fabric of the citizens of Mokokchung district and to safeguard the traditional, cultural identity and ancestral land of the Aos. A press note issued by AKM president L. Jemti Longchar and general secretary Bendangkumba Aier said AKM started the ‘Survival Mokokchung’ in 2007, through which they were able to educate and create awareness on the menace of illegal immigrants. “During those times they dominated the major economic spectra creating unwanted situation to both the local and genuine Indian businessmen,” AKM stated. Reaffirming the resolution during its general convention whereby ‘Survival Mokokchung’ took its shape, AKM said it would “stand firm till this day to fight this evil design”. In a stern warning to individuals/groups harboring illegal immigrants by way of creating syndicate for self motivated interest and gains, AKM said it would “not spare its rod” and treat them as traitors of the land. Naga leaders that could lead to the historic framework agreement of August 3, 2015 which settles political parameters for a final solution. The details were being worked out within these parameters, they said. The signatories admitted that the process of ongoing talks were adversely impacted due to prolonged illness and passing away of Isak Chishi Swu chairman of NSCN(I-M) and described his departure as “a big loss for all of us.” After signing the accord on August 3, 2015, government of India said it would come out with the details in the next six months, but it was yet to do so. The delay is adding to rising differences among the other NSCN factions, whose support is important for the accord to become a success. Earlier, in an exclusive interview with Nagaland Post, R.N. Ravi when asked about the contents of the agreement, that it was deliberately being kept a secret, he said “to say that contents of the agreement being kept a secret from the public is a big fat lie”. It is being said mostly by the free riders who are reluctant to face the truth
and take responsibilities, he said. “I have painstakingly explained the contents, bit by bit, to, by and large, every stakeholder”, Ravi said. Though the Framework Agreement has not been published as yet, Ravi said he had made it clear “to all the stakeholders that the Framework Agreement is not the final settlement. Hence, it would be premature to release it in the public domain”. Since the government would be publishing the full agreement as and when reached, Ravi said “there was no question of keeping the public in dark.” It may be mentioned that the historic ‘framework agreement’ was signed by R.N. Ravi representing the government of India and Th. Muivah of the NSCN (I-M) in the presence of the Prime Minister, Home Minister Rajnath Singh, National Security Advisor Ajit Doval and NSCN (I-M) functionaries at Modi’s 7 Race Course Residence in New Delhi. The signing of the agreement came after over 80 rounds of negotiations that spanned 18 years with first breakthrough in 1997 when the ceasefire agreement was sealed.

NEW DELHI, AUG 12 (IANS): The Supreme Court on Friday sharply criticized the Modi government for sitting on the recommendation of its collegium on the appointment and transfer of judges in High Courts, almost bringing judiciary to the state of collapse. Asking if by sitting on the recommendations of the collegium, the government was trying to bring the judicial institutions to a “grinding halt”, Chief Justice T.S. Thakur told Attorney General Mukul Rohatgi that it would be forced to intervene judicially and call for every file sent to the government for clearance by the collegium. “Don’t force us to ask where the files are. Don’t force us to judicially intervene. Don’t try to bring this institution to a grinding halt. That’s not the right thing to do,” Chief Justice Thakur told the Attorney General. Pointing to a chart before him, Chief Justice Thakur said: “We have a chart here detailing the list of collegium recommendations for appointments and transfers. We can give it to you. There are 75 names of High Court judges recommended by the collegium. These include names for appointments and transfers of HC judges, including Chief Justices. ACAUT questions KMC’s motive on ‘tender permits’ DIMAPUR, AUG 12 (NPN): ACAUT has categorically slammed the Kohima Municipal Council (KMC) for introducing the “tender permits” system on essential commodities, stating that it was only encouraging a syndicate system. ACAUT media cell in a press release questioned the KMC administrator as to why the so-called ‘tender permits’ were issued to “few moneyed individuals, thereby abusing the system shamelessly”. “Unless of course the Administrator, KMC, the top officials in the Municipal Affairs Department, or the parliamentary secretary have been compromised, there is no ground for issuance of tender permits and allowing a handful of individuals to monopolise one of the biggest markets in the state”, ACUAT alleged. ACAUT has sought immediate clarification from the KMC administrator to make known “as to who was behind this, trying to introduce syndicate system”. Failing to clarify on the matter, ACAUT said the KMC establishment shall not be above suspicion of having compromised itself. ACAUT further said it sup-

Stating that the ‘tender permits’ and ‘agencies’ were nothing but illegal monopolies, it alleged that the ‘agency system’ prevalent in Tuensang was another notable example of how the DCs or the district administration in the districts have become indifferent to the cries of the common man either due to fear, lack of integrity, or simply because of individual incompetence. The demand of Tuensang Town All Ward Union (TTAWU) to the DC to cancel of all ‘agency systems’ was justified and long overdue, it added. It said the ‘agency system’ in Tuensang was in existence for a long time, but none of the successive DCs have had the guts to stop the malpractice with an iron hand. ACAUT in this regard appealed the present DC, Tuensang to strictly abide by the rules and regulations and arrest the practitioners of the agency system without fear or favour. ACAUT further said it was willing to give out that names of the agency holders to the DC, if need be, for prompt action.

Pointing out that there was some kind of “logjam” in the appointment of judges to higher judiciary, Chief Justice Thakur told the Attorney General: “If you have a problem with a name suggested by us, send the file back to us. We will look into it.” One such instance where the recommendation of the top court collegium has not been acted upon so far by the government is of the transfer of the Chief Justice of Uttarakhand High Court Justice K.M. Joseph as the Chief Justice of the Andhra Pradesh High Court. Despite top court collegium recommending his transfer in early May, the government is yet to issue his transfer orders. The top court bench headed by Chief Justice Thakur gave vent to its anguish over the dilly dally approach of the government in clearing the names for appointment of judges to the high courts on a PIL by a 1971 war veteran who has expressed concern over ever rising vacancies in high courts. Things went cold between the top judiciary and the government after its constitution bench on October 16, 2015 struck down as unconstitutional the Constitution’s 99th Aamendment that put in place the NJAC and the NJACA Act, 2014.
Keep cabinet decision on women quota in abeyance: NH to CM DIMAPUR, AUG 12 (NPN): Naga Hoho has expressed surprise over the cabinet decision to accept 33% women reservation for the Urban Local Bodies/Town Councils election. In a letter to chief minister, T.R. Zeliang, Naga Hoho president P. Chuba Ozukum and general secretary Mutsikhoyo Yhobu fervently appealed to the competent authority concerned “to keep the cabinet decision in abeyance without issuing the notification till the matter is settled amicably”. Naga Hoho stated that during its emergency executive meeting, the house expressed surprise that the cabinet went ahead with the decision “without consulting the civil societies as one of the major stake holders within the state”. The hoho also reminded the chief minister of its 4th Federal Assembly (2008-2013) resolution wherein the Federal Assembly observed that it was “still pre-mature to introduce 33% women reservation in Naga society and therefore the house resolved to advocate women empowerment by creating various opportunities”.
DIMAPUR, AUG 12 (NPN): Nagaland governor, P.B. Acharya, on Friday asserted that universities should impart skills and knowledge that could equip a student not just to earn livelihood but to be an enabling factor in the process of growth and development. Speaking as chief guest at the conference “linking prospective food entrepreneurs with government schemes & markets”, organized by Central Ministry of Food Processing Industries (MoFPI), in association with Associated Chambers of Commerce of India (ASSOCHAM) at NUSASARD Medziphema campus, the governor said universities were centres of knowledge and centres for empowering young minds with knowledge. He said educational institutions in Nagaland were second to none and Nagas were thirsty for knowledge. Acharya was however critical of the limited initiatives of the universities in the process of development. He highlighted the lack of dialogue/link between universities and critical agents of development such as industries, society, and government etc and lamented that universities were “self-centred.” Emphasising his point, Acharya cited an example of how a small CRPF unit in Nagaland in 2-3 years successfully assisted small scale entrepreneurs in setting up a food processing unit, which

Whereas, he said universities and banking institutions, with all their financial and intellectual reservoirs, have done very little in this direction despite being in existence for 40-50 years. Konwar, pointed out that road and communication was the key to industrialisation, adding that mobility of people and products were essential towards industrial growth. KOHIMA, AUG 12 (NPN): Hundreds of students from eastern Nagaland under the aegis of Eastern Nagaland College Students’ Union (ENCSU) on Friday staged sit-in protest outside Civil Secretariat gate here demanding review of NSEE-II result declared on July 15, 2016 and reallocation of reserved seats meant for backward tribe (BT). ENCSU has sought immediate intervention of the chief minister into the issue and address its demand on or before August 15, failing which it would take “extreme action” even to the extent of disturbing the celebration of Independence Day. Addressing the student demonstrators at the protest site, ENCSU joint secretary, Nokchem Angth, said the protest was called to demand their rights. He affirmed that the union would not back off until their rightful share was granted. ENCSU joint secretary also queried why did the government set up a common selection board (CSB) when the department/government said they were following the Medical Council India (MCI) rules. He said unless assurance of full implementation was given, the union would intensify the agitation. Also, addressing the students,
ENSF president, Shasha L. Menhau, said “said the humiliation and deprivation from all sectors to the eastern Nagas for many decades has resulted in demand for separate statehood.” He said in the name of backward tribe reservation, seats and more opportunities were allocated to others. ENSF president urged the government to treat equally and “stop playing with the eastern Nagas.” Menhau said the unfair conduct of NSEE was also another result that made the federation to send engineering students from their own arrangement. ENSF president also affirmed that till the demands were met, the union would not give up the agitation and extend full support to the ongoing ENCSU agitation. ENPO finance secretary David and ENWO representative also spoke and extended support to ENCSU and its demands. ENCSU later submitted the representation to the chief minister through principal secretary. In a representation addressed to the chief minister, ENCSU chairman Longre Chang and joint secretary Nokchem Angth stated that the union was not in a position to accept the reply given by the department of higher and technical education on August 11, as it has failed to address the union’s genuine grievances.
Govt asks channels to ‘create awareness’ on I-Day in NE; activists express outrage NEW DELHI, AUG 12 (AGENCIES): During the height of the recent Assam floods, many from the northeast took to social media to criticize national television channels for “bypassing” the disaster in their primetime slots. This despite the fact that the floods concerned the life and safety of over 16 lakh people and hundreds of animals, including the nation’s pride – the one-horned rhino. That almost all national channels had sent a correspondent to Assam to dig up the roots of former TV channel owner Indrani Mukerjee after she was accused in the Sheena Bora murder case was widely pointed out, The Wire reports. On July 29, the Ministry of Information and Broadcasting intervened to request channels operating in Delhi-NCR – and also others based outside of the northeast– to “consider” giving more air time to the region in their news feed. A much needed advisory, it could easily be said. However, speaking to the ministry, it turned out that the

Under secretary Sombit Singh, who signed the letter sent to the National Broadcasting Association, Broadcast Content Complaints Council and Association of Regional Television Broadcasters of India, told The Wire, “It has been sent to consider not only giving coverage to programmes to be held on the occasion of August 15 in the northeast but also to make programmes that can create awareness about Independence Day among the people of the region.” The ministry’s letter suggested that this was in consonance with the recommendations made by the M.P. Bezbaruah Committee for private satellite TV channels, keeping in mind the concerns of NE people living in other parts of the country. It quoted four recommendations made by the committee to drive home the point: a) It is important for the media to reach out to put North East on the national
centre stage. Prime coverage should be given to the North East region in the media.” b) “In the national events like the Republic Day, commentators should cover the event in the most effective way of presenting the northeast.” c) As Bollywood plays such a prominent role in forming images in the minds of people, use North East locales for Bollywood pictures should be encouraged. Such incentives may also encourage popular serials in TVs to look at the northeast even to include northeast stories in such serials. d) Media should be careful while covering race related cases in order to prevent escalation of tension leading to increase of such incidents and they should rather be agents of tension diffusion.” The government’s letter also said, “An outcome of the action taken may be intimated to the ministry.” Some TV editors this correspondent contacted confirmed receiving the ministry’s advisory but underlined that
the letter didn’t specify coverage related only to Independence Day. They said it seemed it was a general advisory to give wider coverage to the region. However, Singh said otherwise, “If they continue to give wider coverage to the northeast even after Independence Day, it is good, up to them. But this letter was meant for Independence Day.” David Boyes, a member of the Bezbaruah committee, told The Wire, “One of the quoted recommendations, (b), clearly meant that the commentators covering national events like Republic Day should present the northeast in a better way. It never suggested that the government should use the media channels to create awareness about national events like August 15 in the northeast. It looks like the government thinks the people of the region are not aware of August 15 and January 26. That the government thinks this way is outrageous. I must remind the Centre that the northeast is much more aware of India than the rest of India
is aware of the northeast. This unfortunate reality has triggered a feeling of alienation in the people of the region, something that the government needs to address. But this is a misplaced act.” Another member of the committee, Alana Golmei, expressed “disgust” at the ministry’s action. “The committee suggested measures to create awareness about the northeast in the rest of India and not the other way round. The Centre doesn’t need to teach us how to be nationalistic and patriotic. Since childhood we’ve been celebrating August 15 and January 26 with utmost devotion, like children in rest of the states do. We don’t need lessons on it.” Ro Hmar, convener of Delhi Manipur Tribals’ Forum (DMTF), too expressed outrage at the advisory. “People of the northeast are much more aware of August 15 than the rest of India.” DMTF has been holding a year-long protest at Delhi’s Jantar Mantar against the killing of nine people in Chu-
rachandpur district of Manipur in police firing last year. “No news channel has bothered to cover our protest yet,” he said. Though no ready study is available on the coverage of the northeast by private national TV channels, currently none has any bureau or permanent staff in the region. A 2013 article published by the The Hoot on a study its research wing conducted after scanning the contents of four Delhi-based newspapers, said, “A comparison of the coverage of the region over a month in 2012 and 2013 respectively, shows a decrease in coverage by 31%. And indicative of the manner in which these states get covered, 60% of the total stories covered in national dailies were only briefs: full-fledged stories from the eight states find very little space in newspapers.” The observation was made after the writer, Indira Akoijam, made a comparative study on the media coverage of the region in the Delhi editions of The Hindu, The Times of India, Hindustan Times and Indian Express.

WOKHA, AUG 12 (NPN): A group of irate public of Wokha town on Friday night reportedly ransacked and partially damaged the office of the NSCN (I-M) town command. According to police, the incident took place, after two cadres of the NSCN (I-M) were apprehended while reportedly extorting money from vehicles at Santsuphen near Wokha. Police said they apprehended one Renjamo Khuvung and Ngachanbam Kasar. After getting to know of the incident, police said a sizeable crowd gathered at the police station demanding severe punishment to the cadres. Later, a crowd went on a rampage to the NSCN (I-M) town command office and took out files and documents and burnt them in the heart of Wokha town.

KOHIMA, AUG 12 (NPN): In a delayed report, one person age around 20 was arrested on Friday for allegedly raping a minor girl. According to sources, the incident took place in Kohima on August 11 night, and the accused was kept in police custody. TINSUKIA, AUG 12 (PTI): In another incident in the run-up to the Independence Day, two persons were shot dead and six injured in indiscriminate firing by suspected ULFA-Independent militants at Bahbon village in this upper Assam’s district this evening, police said. A group of five armed militants of the anti-talk ULFA faction came to the house of Arvind Shah, a small trader, of the village under Philobari police station, and opened fire at some people sitting outside around 7.30 pm, they said. DIG Bishnu Prasad Rabha said two persons were killed in the firing. Six injured were shifted to Assam Medical College Hospital in neighbouring Dibrugarh district. K Y M C

DIMAPUR, Aug 12 (NPN): Department of Agriculture Dimapur district launched a season long Farmers Field School (FFS) under IPM (RKVY) on Paddy at Zuvukhu village on August 11. Resource persons of the launching programme wereDAO Dimapur, Remphamo, DPD (ATMA), Janet Chishi and AFA Chumyani Ovung. They explained on integrated approach for pest
management and promotion of biological, mechanical and cultural methods of pest control. Identification and management of major pest such as rice stem borer, rice leaf folder, gall midge, rice case worm and conservation of natural enemies were also deliberated by the resource persons. DAO, K. Remphamo Kikon emphasized on minimizing the use of harmful agro-chemicals which in the recent past has given numer-
ous health hazards, pest resurgence, resistance to chemicals, pollution of environment and destabilization of bioequilibrium. In the programme, AgroEco-System Analysis (AESA) was also conducted in the paddy field where in harmful and beneficial insects were identified; recorded and possible control measures were drawn followed by released of Tricho-cards in the field. DIMAPUR: Expressing serious concern on the rise of unemployment amongst the youth in the state, YouthNet has embarked on its IMPACT5000 by 18 district tour. During the tour all the 11 districts would be covered in the months of August, September and October this current year will be followed by a year-long skill development training program in various sectors. According to YouthNet, IMPACT 5000 by 17 campaign- a five-year joint programme with the Government of Nagaland launched in 2013, to create an opportunity for the young people. For the 2016-2017 Impact campaign, YouthNet has partnered with Accenture’s ‘Skills to Succeed’ global initiative through Quest Alliance. Quest Alliance is a nonprofit trust working to bridge the education and skills divide by enabling self-learning for young people 10-35 years old.
The campaign focuses on entrepreneurship, career awareness, skill building and livelihood for the youths of Nagaland, and aims to help over 3,000 youths make informed career decisions about their future, train and provide jobs to 300 youths over the year, build business acumen skills of over 100 entrepreneurs and connect them to better opportunities, and help 20 top start-ups from across Nagaland with mentorship, information and guidance to develop their enterprises. During district tour, YouthNet through their young ambassadors will also advocate with the local communities to advocate for clean and fair election which is the epicentre for any progress and development of the state. The IMPACT5000 by 18 district tour will reach out to about 4000 young people comprise of students, drop outs, unemployed youths and entrepreneurs.

Kiphire, Aug 12 (NPN): Bharatiya Janata Party (BJP) in a letter has urged the principal secretary Law and Justice to immediately deploy posting of Judicial Magistrate (JM) at Kiphire. The signatory, BJP executive member, S.Tsasemong Sangtam said that the JM Kiphire retired on February 29, 2016 but till date no posting of new incumbent have been made. Expressing dismayed over the issue, the signatory said that the present Tuensang District Judicial Magistrate was holding additional charge for Kiphire district, which has created inconvenience to the incumbent to cover Tuensang to Kiphire which is 125 Kms. Moreover, the BJP executive member said that many cases could not settle on time owing to none deployment of JM in Kiphire for the last six months. DIMAPUR: Dimapur Lotha Students Union (DLSU) has condemned the untoward incident meted on Lotha Hoho Dimapur, general secretary Renathung Ezung on August 8, at circular road Dimapur. 28 ‘Banga Sena’ cadres surrender in Karbi Anglong

(NP) Correspondent DIPHU AUG 12: Days after reports of some men from Karbi Anglong planning to join Banga Sena appeared in a section of local media in Diphu, a total of 28 Banga Sena cadres on Thursday surrendered before deputy commissioner (DC) of East Karbi Anglong district, Mukul Gogoi. The surrendered cadres were taken to DC’s office by J.I. Kathar, a retired IAS officer and prominent Karbi leader on Thursday evening. It may be mentioned that none of the surrendered Banga Sena cadres belong to Bengali communitymaximum of them belong to Karbi and other ethnic tribe. According to one of
the surrendered cadre Ramsing Killing, he was lured by one Haridon Das of Hatigarh, under Laopani Police station of Nagaon district, to join the organization. Killing revealed that Das called the organization as ‘National Army’ which would pay him and other Rs. 10,000 to Rs. 20,000 per month after completion of training following their recruitment. Killing also revealed that Das had assured ‘free movement’ for any member of the ‘National Army’. The surrendered Karbi cadres claimed they were not given any arms and that Muslims were also present in the organization. The contraband item was seized by a team of Narcotic and Affairs of Border (NAB) of the state police during an operation in front of Hotel Tampha in Imphal’s North AOC based on reliable information this afternoon around 3 pm, a statement of the state police PRO said. The three accused were identified as Ajay Gupta (33) from 310 Gher Jafar Khan of UP’s Bareilly district, Jitendra Gupta (30) from Rohii Tola of same district and Lalit Kumar (30) from Katrachand Khand of the same district of UP. Ten kilos of contraband opium along with Rs 12,200 in Indian currency were recovered from the possession of Ajay Gupta. In a separate incident, one KYKL cadre was arrested by state police in a joint operation with troops of 12 Bihar Regiment during a counter insurgency operation on Thursday. The nabbed cadre was identified as Wangjam Bishwanath Meitei (27) presently residing in Imphal’s Sagolband. Some incriminating documents were reportedly seized from his possession, said PRO.

Assam becomes first state to ratify GST bill

GUWAHATI, AUG 12: Assam became the first state to ratify the Constitution Amendment Bill on Goods and Services Tax (GST) with the Assam Legislative Assembly passing the bill unanimously on Friday. The State Cabinet approved the bill on Friday before it was placed in the Assam Assembly “A historic resolution was passed in Assam Assembly as Assam became the 1st State to ratify the Constitutional Amendment Bill relating to GST,” Assam chief minister Sarbananda Sonowal tweeted soon after it was ratified. “I am sure Assam will benefit from the GST through higher economic growth and better revenue collection,” Sonowal said. Meanwhile, prime minister Narendra Modi in a telephonic conversation congratulated Assam CM for ratification of GST by Assam Legislative Assembly. State finance minister Dr Himanta Biswa Sarma said that Sonowal wanted Assam to become the first State to pass the amendment as this would send a positive signal to the industry. “This is a historic occasion for us to become the first State to pass this Bill. I would like to thank the Speaker for allowing us to introduce it today
after we informed him just last night,” Dr. Sarma said, who introduced the bill on behalf of the chief minister. Of the Central GST portion, 42 per cent tax will be given back to the State. The GST will also have a special concession option for NE and Himalayan States if they request reduction of taxes for any reason. Besides, these States can collect special tax during any natural calamity or disaster subject to approval by GST Council. The Constitution (122nd Amendment) Bill for the rollout of the Goods and Services Tax (GST) was passed by the Lok Sabha on Monday, with 443 members present in the House voting in favour of the legislation. The deadline for the rollout of the bill was April 1, 2017. At least 50 per cent of the States have to pass what is technically the Constitution (122nd Amendment) Bill, 2014, for the next steps of legislative action to follow, to ultimately introduce a panIndia Goods and Services Tax regime. The new regime seeks to subsume all central indirect levies like excise duty, countervailing duty and service tax, as also state taxes such as value added tax, entry tax and luxury tax, to create a single, pan-India market.

IMPHAL, AUG 12: A team of Election Commission of India (ECI) has reviewed poll preparedness of all agencies, including the police department, for smooth conduct of Assembly polls in Manipur, due by early part of next year 2017. With the current term of the Manipur Assembly ending by March next year, state election authorities have started preparations for the polls following an instruction from the ECI. The four-member ECI team led by led by deputy chief election commissioner Sandeep Saxena arrived here in Imphal on Thursday on a two-day visit in the state. Other team members included director general Sudeep Jain, secretaries
Sumit Mukherjee, N N Butolia and deputy secretary Nikhil Kumar. The team held the review meetings with officials of state election authority, district electoral officers (DEOs), political parties and other stakeholders before taking a decision on holding Assembly election in Manipur, an official source said Friday. Before concluding the visit, the team held separate meetings with state chief secretary and DGP in which, according to sources, took stock of the poll preparedness and ensure error-free electoral rolls during the on-going process of summary revision of electoral rolls 2015. Lok Sabha adjourned sine die New Delhi, Aug 12 (IANS): The Lok Sabha was on Friday adjourned sine die marking the conclusion of the monsoon session of Parliament -- which was the ninth session of the 16th Lok Sabha. In her valedictory address, Speaker Sumitra Mahajan described the session as highly productive and fruitful. During the session, Mahajan said many important legislative businesses including the Goods and Services Tax bill, were taken up and passed. Several impor tant bills including the Factories (Amendment) Bill, 2016, Employees Compensation (Amendment) Bill 2016 and the Child Labour (Prohibition and Regulation) Amendment Bill, were passed. The house also passed the Indian Medical Council (Amendment) and Dentists (Amendment) Bills to replace the National Eligibility-cumEntrance Test (NEET) ordinances, Mahajan said. The session had begun on July 18, and the house had general discussion under Rule 193A on important issues like atrocities on Dalits, price rise and sustainable development goals, which the Speaker said remained “inconclusive”. The house also took up the issue of Encephalitis disease, especially in eastern India, and the impact of Hir-

According to the Speaker, on an average the house took at least five questions every day during its 20 sittings. “We had verbally answered 99 questions, just one short of hundred,” she told the Lok Sabha. Earlier, the house unanimously passed a resolution on the situation in Jammu and Kashmir and resolved to “restore” the confidence of the people in general and youths in particular, amid thumping of desks. Congress leader Mallikarjaun Kharge suggested that in view of the deteriorating situation in the state the house should pass a resolution. Responding to him, Home Minister Rajnath Singh
said the upper house had earlier this week passed a similar resolution and the government was more than willing to pass one such resolution in the lower house too. However, on the suggestions from members including Saugata Roy and Sudip Bandyopadhyay of Trinamool Congress, the Speaker read out the resolution. Prime Minister Narendra Modi and Bharatiya Janata Party leader L.K. Advani were also present among other senior ministers. The resolution, read by the Speaker, said: “This house expresses serious concern over the violence in Kashmir Valley. This house earnestly appeals to all sections of society in India to work for the early restoration of normalcy and harmony.” The resolution conveyed “its deep sense of anguish and concern over the loss of lives and critical injuries caused by the deteriorating situation”. “It is equally an imperative that urgent steps are taken to restore order and peace for the alleviation of the sufferings of the people,” it said. The house “earnestly appeals to all sections of the society in Jammu and Kashmir and India, to work for the early restoration of normalcy and harmony and unanimously resolves to restore the confidence among the people in general and youth in particular”.

Prime Minister Modi, who chaired an all-party meeting on Kashmir attended by its ruling ally PDP and opposition parties, also termed crossborder terrorism supported by Pakistan as the root cause of turbulence in the valley. “We are ready to address the grievances of all sections under the Constitution,” the Prime Minister said. This is the second time in less than a week that Modi has reached out to the people of the state and shown willingness towards dialogue with all stake-holders there. Addressing the media on all-party meet, home minister Rajnath Singh said that all parties put forth their concerns in one voice

N e w D e l h i , Au g 1 2 (IANS): A multi-tier groundto-air security ring has been thrown in and around the Red Fort from where Prime Minister Narendra Modi will address the nation for a third time on Independence Day. Nearly 10 security agencies took over the 17th century Mughal monument, located in Old Delhi, on August 8. They will hand over the complex to the Special Protection Group (SPG) and Delhi Police on August 14 evening. The security agencies include the military, Prime Minister’s Security Cell, SPG, Delhi Police Special Cell, National Security Guard
(NSG), Indo-Tibetan Border Police (ITBP), Border Security Force and Central Reserve Police Force (CRPF). The Central Industrial Security Force (CISF), which routinely protects the sprawling monument, is also part of the security drill. And so are the Intelligence Bureau as well as the dog and bomb detection squads. “Our routine drills will continue till August 14,” an official in the know told IANS. Like every year, the Prime Minister will address the nation from the ramparts of the Red Fort on August 15 to mark the country’s Independence Day. The venue will be crowded
with VVIPs, diplomats and ordinary people, the total number running into thousands. The speech is also heard by millions around the country. The Red Fort, a hugely popular tourist spot in the capital, was closed for the public on August 8. It will reopen after the Independence Day celebration on Monday. All security personnel now in the Fort have special cards to ensure no one infiltrates the complex. At least 9,000 armed security personnel, including 400 sharpshooters, will be deployed at the Fort and nearby areas on August 15. Some 40 CISF
sharpshooters and 360 personnel from the NSG, CRPF, ITBP and Special Weapons and Tactics (SWAT) besides BSF commandos will be stationed on buildings in a 500 metre radius of the venue. Over 500 CCTV cameras have been mounted in the Fort premises and nearby areas. The Delhi Metro tunnel near the monument will be shut a day in advance and armed guards deployed at either end. Security forces started the sanitization of the Fort in June. Over a dozen mock drills are carried out daily. These include placing so-called improvised explosive devices (IEDs) and storming of the facility by “terrorists” to detect the preparedness of the security agencies. August 15 will also see extensive police deployment across Delhi. More than 35,000 police personnel will spread out in crowded places, markets, railway stations, bus stops and other strategic locations. Anti-sabotage teams are carrying out random checks and searches in the city, the officer said. A special control room has been set up for August 15. Delhi Police have restricted aerial movement over the Red Fort for the next two months from Friday. Red Fort, a symbol of authority from where the Mughals ruled undivided India, was attacked by Lashkar-e-Taiba (LeT) terrorists in December 2000, leaving two security personnel and a civilian dead.

Finance minister Arun Jaitley, who also addressed the media with Rajnath Singh, said that security forces have been asked to act with restraint, while effectively dealing with terrorism and violence. He also said all parties agreed that issues of national security cannot be compromised.
SC lifts ban on registering diesel vehicles in NCR N e w D e l h i , Au g 1 2 (IANS): The Supreme Court on Friday said that all diesel vehicles with engine capacity of 2,000 cc and more can now be registered in the National Capital Region provided that one per cent of ex-showroom price of the car is deposited as environment compensation charge with the Central Pollution Control Board. Revoking its December 16, 2015, order prohibiting the registration of diesel cars and vehicles with engine capacity of 2,000 cc and more, the bench of Chief Justice T.S. Thakur, Justice A.K. Sikri and Justice R. Banumathi said that the registration of cars would take place only on the production of proof of the payment of 1 per cent environment compensation charge. The court said the Central Pollution Control Board will open a separate account in which the car manufacturers or their dealers will deposit the environment compensation charge.
Kalyani (WB), Aug 12 (PTI): Chief Minister Mamata Banerjee today accused the Centre of “pushing” the states towards a “debt trap” and said West Bengal is paying Rs 47,000 crore as debt servicing every year, which is set to climb to Rs 60,000 crore next year. “From where will we get the money to run the state? We are paying for the sins of the previous Left Front regime. This is totally unacceptable. The Centre is slowly trying to push the states towards a debt trap,” she alleged. Speaking to mediapersons after an administrative meeting at Kalyani in Nadia district, Banerjee hit out at the Centre for “not releasing funds” for various development projects, and dubbed it as a policy of “political discrimination”. The Centre has withheld funds under MNREGA and other schemes. Under the Pardhan Mantri Sarak Yojna too, the Centre is not releasing funds, the Chief Minister claimed. “The Centre is pursuing a policy of political discrimination. They are making tall claims about bank accounts opened under Jan Dhan Yojna. But the fact is, when an account-holder is seeking a loan he or she is denied the loan,” she alleged. In June, Banerjee had termed the debt trap as a “death trap” and called for a discussion among states on the issue.
New Delhi, Aug 12 (PTI): In a first, a Parliamentary Committee has recommended criminalising private sector bribery by bringing in corporates and their executives in the ambit of proposed anti-corruption law and recommended a maximum jail term of seven years along with fine. Besides, it has suggested punishment for bribe givers too. At present, there is no law in the country that covers corruption in the private sector or criminalises bribe giving. The panel has, however, not agreed with the government’s proposal to include Non-Government Organisations (NGOs) in the jurisdiction of a proposed anti-corruption law and exempted “charitable services” from it. The Committee, that examined changes in the Prevention of Corruption Act, 1988, in its report recommended a ‘shield’ for public servants and suggested a mandatory conditions for probe agencies like CBI to take “previous approval” of competent authority before conducting any enquiry or investigation against a public servant--including from peon to Secretary. However, such approval will not be necessary for cases involving “arrest of a person on the spot on the charge of accepting or attempting to accept any undue advantage for himself or for any other person”. The report of the Select
Committee of Rajya Sabha on the Prevention of Corruption (Amendment) Bill, 2013, was submitted today. As many as 19 Sections of the 28-year-old anti-corruption law were proposed to be amended through the bill, which were examined by the panel. The Committee has recommended time-bound trial of corruption cases within two years time. In order to contain corporate corruption, the bill has proposed to increase the liability of commercial organisation to the extent of making its in-charge guilty of offence of corruption, if its agent or employee offers undue advantage or bribe to public servant. “A commercial organisation shall be guilty of an offence and shall be punishable with fine, if any person associated with the commercial organisation gives or promises to give any undue advantage,” the panel said. It has recommended exclusion of business “including charitable services” by such commercial organisations. In case the offence is proved in the court to have been committed with the consent or connivance of any director, manager, secretary or other officer of the commercial organisation, such individuals shall be guilty of the offence and shall be liable for imprisonment for a term of not less than three years and extendable up to seven years, and shall also be liable to fine, the panel said.
Govt to strengthen anti-terror laws, apparatus Ne w D e l hi, Au g 12 (PTI): With terrorists widely using social media for their propaganda and new threats emerging, Home Minister Rajnath Singh on Friday said the NDA government is working on strengthening the anti-terror laws and providing legal protection for undercover operations. Addressing the ‘national conference on investigating agencies’, the Home Minister said the government is committed to punishing terrorists and is working to strengthen the Unlawful Activities (Prevention) Act and the National Investigation Agency (NIA) Act. “We are considering legal protection for an undercover operation, use of intelligence collected as evidence and an entire gamut of issues relevant to combating terrorism,” he said. Singh said due to the widespread use of social media by terrorists, new threats have been emerging in the country.
“To face these challenges, the present capabilities of specialised organisations like Indian Computer Emergency Response Team (CERT-IN), Centre for Development of Advanced Computing (C-DAC) need to be strengthened,” he said. The Home Minister said that the government is also examining enactment of Mutual Legal Assistance in Criminal Matters Act to provide legal sanction for evidence obtained through Mutual Legal Assistance Treaties and remove
doubts about the admissibility of such evidence. Singh said the central government is committed to empowerment and development of Dalits and has created an atmosphere where the community can approach police without hesitation if they are victimised. The NDA government has strengthened Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act by amending it in 2014 and adding a new category of offences, he said.

fter tenures of municipal and town council bodies ended in 2009 and 2010, the elections were not held due to the conflict regarding implementation of 33% reservation for women. The state government had passed the Nagaland Municipality Act 2001 and amended it in 2006 which exempted the state from implementing the 74th Amendment which provide for 33% women reservation. In 2011, the Joint Action Committee on Women Reservation (JAWCR) comprising of NMA office bearers, had moved the court challenging the government to implement the Nagaland Municipal First Amendment Act 2006 and 33 per cent reservation for women besides demanding holding of municipal elections. Subsequently, the court gave judgement in their favour but it was opposed by tribal bodies. This culminated in the state Assembly passing a resolution rejecting 33% and also another resolution exempting Part IX-A of the constitution on the ground that it went against the spirit of Article 371-A by which no Act of parliament can override it with regard to customary and traditional practices of the Nagas. The Naga Mothers Association (NMA) protested and held marches in parts of Nagaland. JACWR had filed a special leave petition in the Supreme Court pleading review of the Gauhati High Court ruling which upheld the Article 371 (A) rejecting 33 per cent quota for Naga women. The issue over Women`s Reservation Bill 2008 is really what it sounds to aim at – providing 33 per cent reservation for women in state legislatures and parliament i.e. seeking around 1,600 of the country`s most powerful 5,000 seats (approx).Though the Supreme Court was yet to give its final ruling, the state government has decided to throw the towel for whatever reasons and the prime reason being political. The reservation issue is more about politics then reforming the male attitude and providing women the space needed and to enable them to regain lost opportunities. As a conciliatory measure, the chief minister T.R. Zeliang in June this year offered 25% but the women group refused it. The conciliation was also linked with blocked funds of Rs.40 crore allotted to Urban Local Bodies (ULBs) due to the case pending in the Supreme Court. The pros and cons about women reservation continues to be hotly debated nationwide. In practice, reservations haven’t achieved their objectives- be it SC/ST with more communities demanding inclusion within these ambits. Women in politics are doing extremely well and it is reflected in there being three women chief ministers –Jayalalitha (TN), Mamata (Bengal) and Vasundhara (Rajasthan) with Anandiben Patel of Gujarat having recently relinquished her charge. There is also Mayawati vying to regain power as chief minister in UP and nationally, Sonia Gandhi wielding authority of the AICC. Britain, Germany, Brazil, Argentina, Bangladesh etc are among 22 countries with women either as prime ministers or presidents. The idea that “empowering women” in politics would work wonders is farfetched. Instead a nation like India where girls face discrimination even in tribal states like Nagaland on inheritance or barred from certain “male traditional bastions” such as village councils etc; what needed to be done is to economically empower women. Providing free education from primary till college for girls from economically weaker sections and job reservations for women in some categories and also right to inheritance to properties not belonging to clan or village, could just be what is needed to propel the dynamic force that has been lying dormant. Whether tribal bodies accept or not is another matter but it should be handled with wisdom and understanding by all involved.

To us He seems to be asleep, and we can see nothing but giant, breaking waves on the sea ahead of us. “…O you of little faith!” What a stinging pain must have shot through the disciples as they surely thought to themselves, “We missed the mark again!” And what a sharp pain will go through us when we suddenly realize that we could have produced complete and utter joy in the heart of Jesus by remaining absolutely confident in Him, in spite of what we were facing. There are times when there is no storm or crisis in our lives, and we do all that is humanly possible. But it is when a crisis arises that we instantly reveal upon whom we rely. If we have been learning to worship God and to place our trust in Him, the crisis will reveal that we can go to the point of breaking, yet without breaking our confidence in Him. We have been talking quite a lot about sanctification, but what will be the result in our lives? It will be expressed in our lives as a peaceful resting in God, which means a total oneness with Him. And this oneness will make us not only blameless in His sight, but also a profound joy to Him.

Towards a new dawn in Nagaland
great event takes place in the fullness of time. And that time is determined by the Almighty. This I believe is going to happen in the history of Nagaland and for its people. The signs of the times show that this is the most momentous moment for the Nagas to act now or never. A great reconciliation and a permanent settlement to the decades old Naga political problem stares at everyone’s face. This great act is the great reconciliation and it is to be crafted by one and all. It is true that the Nagas are confronted with too many complex challenges and at present they are in a fix to which way to embark upon. They have to reconcile with the political, economic, social and cultural realities of the world. They have to first set their house in order by reconciling among themselves. No other external agencies but the Government of India alone can bail out the Nagas from their predicaments. There should not be any illusion about this reality. The third of August, 2015 marked another important milestone in the long and tortuous struggle of the Nagas for an honourable settlement of the vexed Naga political problem. The peace accord signed between the NSCN (IM) and the Government of India in the presence of the Prime Minister and the Union Home Minister was declared by the P.M himself as “historic.” The “framework

agreement” for peace, as it was described later in official circles, has been received by all sections of people in the State with a sense of cautious optimism. Having suffered from decades of violence, bloodshed and disruption to their normal lives, they now sincerely yearn for peace to prevail and the fruits of development to be reaped. But the Naga people ask- “What is this Framework Agreement of 3rd August 2015?” What is its significance and its salient features? It is obvious that the landscape and texture of Naga polity would be determined by the framework agreement, provided it is mandated by the people. Since this accord was signed in the presence of the Prime Minister and the Home Minister, it is presumed that Naga solution will be within the Constitution of India. In other word, sovereignty and integration will not figure in the framework. The government of India should also come out clearly as to whether the framework was signed between two different political entities or otherwise ? Sharedsovereignty is another issue that needs to be expounded further by the government of India to enlighten the Naga public. In a democratic country like India, while working out any frame-work for the political future of the people, it shall have to be in their knowledge and with their consent. In 1959, the Naga Peoples Convention which was held at Mokokchung
town, deliberated freely the 16 Point memorandum to the presented to the Government of India for three days after which it was unanimously approved by the representatives of the sixteen tribes of Nagaland. Why not follow the same democratic procedure for the framework agreement also. Should an attempt is made to keep the content of the framework agreement secret from the stakeholders would it not amount to trample on their constitutional and legitimate rights? In a democratic polity, where the people are supreme, they can neither be ignored nor taken for a ride. An historical perspective: It must be remembered, however, that this agreement is but one among a series of such accords arrived at between the Government of India and representatives of the Naga people including, at times, sections of the Naga Underground. That, in spite of all these efforts, permanent peace has eluded the State is a pointer to the complexities of the problem and its dimensions. It is, therefore, necessary to delve a little into the historical background of the problem and understand why a permanent solution to it has proved elusive. Throughout their history, the Nagas have been proud of a fierce sense of independence, a distinct identity and a rich tradition and culture. The uniqueness of this identity was acknowl-
edged by none other than Pandit Jawaharlal Nehru who, in a statement on the 5th of August, 1946 had declared, ‘’ Widest possible freedom and autonomy should be granted to the tribal territories so that the tribal people may move onwards in accordance with their respective traditions and customs…. I do not understand why an administrative and judicial system should be imported into the Naga territory from outside. The Nagas should have full freedom to administer themselves with the help of rural panchayats and tribal people’s courts.” It should be remembered that the Naga movement for independence preceded the freedom of India as, along with the freedom movement of the country, the Nagas were also demanding a separate homeland for themselves. Thus, when the Simon Commission visited Kohima, the Nagas submitted a Memorandum on 10th January, 1929 stating that they should be left alone to determine their own future after the British left India. With no sign of either the British or the Indian leadership agreeing to their demand for independence, the Naga National Council was born in 1946 and almost an entire population rallied under its banner. What followed was unimaginable violence and bloodshed that gripped the Naga Hills for years. The Nine Point Agree-
ment of 1947: Amidst all this, the first serious attempt towards peace was made through what is called the Nine Point Agreement of 1947, popularly known as the Akbar Hydari Agreement, arrived at between then Governor of Assam and representatives of the NNC. The Agreement stipulated a fair degree of devolution of powers and authority to the NNC in matters relating to the executive and judicial domains and land in particular, but fell through over differing interpretations of clause 9 regarding the period of validity of the Agreement. The 16-Point Agreement of 1960: This Agreement is, without doubt, the most epochal of all efforts towards finding a permanent solution to the Naga political problem. It led to the creation of Nagaland as the 16th State of India, quite unlike other States which came into being on the basis of recommendations of the States Re-organisation Commission. Here was a State born as a result of a political agreement between the Government of India at the level of the Prime Minister of India and the Naga People’s Convention representing the Naga people. In addition to Statehood, the Agreement ensured special constitutional safeguards for the rights, customs and traditions of the Nagas through Article 371 A of the Constitution
of India. Unfortunately, this arrangement was not acceptable to certain sections of the people, particularly in the underground, who continued to harbour aspirations for a sovereign and greater Nagaland. Since there was no let-up to violence, a ceasefire agreement was arrived at in 1964 with the Underground Federal Government followed by six rounds of political talks but to no avail. The Shillong Accord, 1975: Then came the Shillong Accord of 1975 signed between the Governor of Assam and Nagaland on behalf of the Government of India and representatives of the Underground. This was rejected by a faction of the UG which broke away to form the National Socialist Council of Nagaland (NSCN) in January,1980 and vowed to continue an armed struggle for independence and integration of all Nagainhabited areas into a sovereign entity called Nagalim. Later, in 1988, the NSCN itself split into two warring factions, one led by the late Isak Chisi Swu and Th. Muiva and the other by S.S. Khaplang. Ceasefire agreements were entered into with these two groups in 1997 and 2001 respectively and were in force until March 2015 when the one with the Khaplang Group was unilaterally abrogated by the group itself. In the earlier opening chapter of the same captioned header, the dialogue was on “selling our votes” during the election as the ‘epic centre’ of downfall of our Naga society. This downward trend being experienced on the other side of the coin has a lot to do with the spiralling Christian moral values in us all. The first generation Nagas could hardly boast of having sufficient academically qualified intellectuals. They were however, a worthy generation intimately moulded by Mother Nature with a steady growth of maturity and integrity solidly founded on ancestral code of honour and honesty. As compared, the present generation of Nagas are growing too old, too fast before balanced maturity takes hold, despite an overflow of classroom bred intellectuals. The dwindling human qualities of honour, honesty and integrity within the Naga community can hardly escape our attention. This write-up is therefore an exercise to help ourselves to try and understand the drastic paradigm shift that has had a crippling impact on the political health of the Nagas. Our post headhunting political leaders were first generation Christians too. The euphoria of being fresh Christian recruits reasonably groomed respectable Christian value system in their overall outlook. Similarly the first generation Christian voters elected their leaders primarily for their
upright, trustworthy qualities...’free of cost’. Since the voters retained their rights, they expected much from our leaders. Our leaders too did deliver much in return by honestly laying the foundry of an all-round development we now enjoy. Consider this fact: The Nagaland State budget indicated under Foreign Affairs Ministry during 196364 (then still referred to as Naga HillsTuengsang Area) was only Rs.4.04 crores. It was within such a meagre budget that critical infrastructures like Inter-District roads, High Schools, Hospitals etc. were constructed. Many of the works done during their times are still standing proudly and being use even after more than half a century has gone by. Take a case example of the Minister’s Bungalows in the Old Minister’s Hill at Kohima...these residences was constructed roughly during 1964-65-66 and is still being lived in by our present Ministers. It is a clear testament of honesty and integrity prevalent in their days. The contractors did not have to seriously bribe the Ministers, the Secretaries, and the Engineers to get their work order or supply order. The contractors therefore used quality materials for construction that still withstand the test of time. Many Controlling Officers in the bureaucracy during those formative years were even served official explanation letters for their inability to spend their allotted departmental budget and surrendering
money. One is not attempting to paint an abnormal picture that the Politicians, the bureaucrats, the Technocrats and the Contractors of that era were angels... certainly not...but the factual ground reality as described may now sound like a fairy tale of another planet, wouldn’t it? It brings out a stark contrast of their honesty and integrity being positively superior to our present day Politicians, Bureaucrats, Technocrats and Contractors. Our present day politicians belong to a “self-help group” unabashedly masquerading behind ‘purchased’ leadership with Bureaucrats and Technocrats comfortably working in ‘I scratch your back, you scratch my back’ syndrome of a well oiled machine being noticed in their style of governance or the lack of it. Our Contractors are sandwiched between them all helplessly paying heavy bribes through their every pore to bag a contract order that is non-transparently awarded to the highest bidder. In the aftermath they use sub-standard materials and produce sub-standard work that needs repairs even before completion. The negative impact is all encompassing. Is this present deplorable scenario not worth a rewind to the ways of old? Is it worth selling our souls and our human dignity to create a vicious cycle of 60 ‘humanlooking’ self-indulgent Ali Babas who can’t restrain themselves from helping themselves at the cost of the common
man they claim to represent? There’s got to be a determined common resolve amongst the voting masses not to ‘sell votes’ and the contesting candidates ‘not to buy votes’. Placing our votes in the open market encourages ‘buyers’ just as much as the existence of ‘buying candidates’ encourages ‘sellers’. Nagas have enjoyed democracy without responsibility for much too long. We now must invoke accountability even for ourselves. No amount of rules or regulation can stem this vicious tide of ‘buying’ and ‘selling’ as long as the voters fail to realise the mass destruction consequences their uninstructed action leads to. Teaching the slow-learning masses and spreading this awareness is therefore, the all-important focus each concerned individuals and groups must now be engaged in before time runs out on us. In Nagaland context, the potent strength of younger generation, visible everywhere across the globe, has never positively been channelized for any constructive purpose in a sustained manner thus far. The time for this ‘sleeping giant’ to awaken even in Nagaland is now... canvassing to establish a transparent system of governance that will fulfil their dreams of a fair ‘merit-based’ opportunity in every sphere. Given the motivation, I do believe our younger generation is as good as any elsewhere. It is about time therefore, for

(From previous issue) Long Term (fifteen years) Plan: The initiatives taken in the short & mid term periods are to be strengthened and refined, monitor the outcomes, reinforce weak points and lapses. To ensure that there is no threat, no weaknesses, strengths are utilised properly and opportunities are fully availed. The Educational Institutions of Science & Technology and Industries must start producing the needed output. Roads are the basic prerequisite of all developmental activities and hence good roads : NH and State Highways must be maintained properly, with all technical specifications such as super elevation, camber, proper drains, optimum gradients, road signs, etc must be followed. We must bear in mind that without work, no amount of Planning or envisioning will improve our economy or make us better. If education alone can make us prosper economically, Mizoram, with the country’s second highest literacy must be among the richest states in India; but it is not, because it has no industries, for an instance. Also if availability of natural resources can make a country prosperous, Japan, with very limited natural resources would have never been prosperous. But Japan, today is, one of the most prosperous countries, with its industries and skill of its people. The Japanese are known, worldwide, as workaholics and is also among the most technologically advanced countries and those are the reasons why it is one of the richest countries, although with only meagre natural resources. Another worthy example is that of Switzerland, landlocked, like
Nagaland, which has rugged mountainous topography with little or no natural resource of its own. However its planners have made its natural environs to its advantage. They have developed industries which need no heavy transportation, for example, watch (time keeper) and such light industries. Its main income is from Tourism. The country has developed infrastructures like ropeways and tourist attractions with resorts. This mountainous and landlocked Switzerland is, today, the richest country in terms of per capita income. Let Nagaland emulate these examples and plan our initiatives to suit our environs and available resources, so that we undertake to do only the feasible undertakings and not waste our time, energy or resources in chasing the wind or to try to fly without wings. Disparities are not unique to Nagaland alone; but is universal. Disparities are caused partly due to the nature of society and the quality of constituent people. Hence the govt may continue to take the necessary remedial measures, for diminishing disparities; but total elimination may not be possible. Gender budgeting or equal opportunities for the disabled are idealistic in principles. However, we need to first establish our foundation and create economic environment suitable to accommodate these ideals. Hence although these ideals may be included in our visions and plans, feasibility and economic viability may not come overnight. God’s words say “my words are same yesterday, today and forever”. Hence feminine role is a God- given role and cannot be changed or made equal to the Male.
The disabled need attention; but in the right perspectives only. If we envision to make everyone and everything equal, we even violate the laws of the almighty God. The optimum vision would be to put the different entities in their proper perspectives, so everyone plays its role in the right way. We must accept the reality that we Nagas have not reached the stage, in terms of social refinement, availability of institutions of Science and Technology, skill development, level of commitment to one’s work, basic infrastructures such as roads, power & water supply systems, industrial installations and above all the needed political environment. Hence it is too ambitious and even illogical, for the Nagas, to strive to compete with today’s world of science, technology and outer space exploration. The Nagas have to be content with the awareness of what we are and to start building the needed foundations, from our own perspectives, for reinforcing our own strengths, eliminating our own weaknesses, availing the available opportunities and overcoming the threats against us. Hence for a better Nagaland by 2030, the Lotha Hoho would, in short, present its vision, with the slogan “INCULCATE WORK CULTURE AMONG NAGAS COUPLED WITH KNOWLEDGE OF SCIENCE AND TECHNOLOGY SO SELF RELIANCE AND ADVANCEMENT WILL FOLLOW BY 2030 AND LATER”. our younger generation, roaring in the social media, to step out into the real world as a united group(s) and stand physically and practically with NBCC and other NGOs and staunchly champion the cause of ‘clean election’ by starting an awareness campaign in their respective village first and work their way outwards to Range and constituency levels. In the final hours, the youth would ultimately have their own democratic choices amongst the contesting candidates without doubt but as long as each camp ensures that the other camp is not selling or buying votes in their respective villages, we could see a marked reduction of vote selling and buying. Change will only come if we are willing to sacrifice and work for it individually and collectively. What say youngsters? Are you ready for the challenge? Are you prepared to take a step at a time and help clean-sweep Nagaland together! Then start the campaign in your own village! The rest will eventually fall in place along the road. We have our share of unwanted complications that we generate for ourselves. Part III on the same subject of ‘Collective Responsibility’ will subsequently follow concerning the unholy nexus between the Political Parties and our NPGs. Till then this is a sign out. Khekiye K. Appreciation to Kaba care
The Kohima Ao Baptist Arogo CARE (KABA CARE) has undertaken voluntary beautification works in Kohima which is highly appreciated. Besides other environmental activities that have been carried out to give a cleaner, greener and healthier look to the capital town, the present artwork being done on the footbridges is very commendable. The creative and colourful designs depicting varied themes have really brightened the outlook of our town. Kohima is the capital of Nagaland and besides being home to native inhabitants, it is also home to all other tribes and hence it belongs to all of us. This belongingness could not have been displayed in any better way than the initiative of KABA CARE. Now it is the responsibility of every citizen to take care of the beautiful works and to initiate similar projects so as to lend support to one another. Further it is particularly gratifying that KABA CARE has included the footbridge at High School junction which happens to fall under 10th NA-1 constituency. All members of the colony and the general public must be grateful and encourage each other to safeguard the beautiful works and draw inspiration from them to make Kohima cleaner and healthier. Free medical camp at Thetsumi village DIMAPUR: Free medical camp was held at Thetsümi village under Chizami subdivision of Phek district. The camp was organized by Thetsumi village council in collaboration with the Village Health Management Committee (VHMC). In a press release by chairman, Thetsumi village council stated that the team was led by MO, PHC Phusachodu, Dr. Eyielo Tsüha and MO, Dr Awule Thopi and staff of PHC Thetsumi. Direct LPG subsidy savings only 15% of govt claim: CAG New Delhi, Aug 12 (PTI): Picking holes in government claims, auditor CAG today said savings in LPG subsidy paid directly to consumers was only Rs 1,764 crore, only about 15 per cent of what government has claimed. In a report tabled in Parliament, the Comptroller and Auditor General of India (CAG) said bulk of the savings in subsidy was due to sharp fall in global prices. “The actual subsidy payout during the period from April 2015 to December 2015 was Rs 12,084.24 crore as against Rs 35,400.46 crore during April 2014 to December 2014,” it said. Of the Rs 23,316.12 crore savings in subsidy, CAG said Rs 21,552.8 crore was on account of fall in crude oil price. t the same time, “the effect on the same (subsidy reduction) due to reduced offtake of cylinders by consumers worked out to Rs 1,763.93 crore”, CAG said. “Therefore, it is evident that the lower subsidy rates in 2015-16 is, by far, the most significant factor resulted in subsidy savings.” Under DBT, subsidy is directly paid into bank accounts of users, thereby eliminating duplicate and fake connections and diversions for non-domestic use. Inspection of hotels and fuel outlets at Pfutsero DIMAPUR: Pfutsero Town Voluntary Consumer Organisation (PTVCO), ACAUT, Pfutsero Town Citizen Welfare Forum (PTCWF) and Colony Chairmen Union (CCU) undertook joint inspection of the hotels and oil lubricant outlets on August 11. In a press note, PTVCO secretary, Ngotso D. Sakhamo and president Vetsurayi Tetseo stated that during the inspection most of the oil lubricant outlets were selling petrol and diesel in short quantity and at higher rate than as specified in the order of ADC. It stated that hotels and restaurants were inspected and most of the food hotels were found to be clean however, most of them were providing only raw water without proper purifier or filtration. Therefore the inspection team had instructed all the food hotels to provide boiled water or use proper water purifier. The team also warned hotel owners to use clean utensils to serve the customers. The team has also requested all the citizens to cooperate and give moral support.

A few days ago, state-run media in China warned India not to. “New Delhi should not be downhearted as the door to the NSG is not tightly closed,” said Xinhua today, even as it repeated that the nuclear group should not be open to country that has not signed the main global arms control pact, the Non-Proliferation Treaty or NPT. India is not a signatory to the agreement. Xinhua did not mention whether China’s Foreign Minister will suggest any workarounds for India.

DIMAPUR: Training on Right to Information (RTI) for PIOs, APIOs, Prominent NGOs and Academic Institutions of Zunheboto district was held on August 11 at DC’s conference hall. According to DIPR report, Block Development Officer (BDO), Suruhuto, Obed Sumi dwelt on the roles and responsibilities of PIOs and APIOs and appeal process. During the training, the officers were trained to deal with human rights, Below Poverty Line(BPL) and to render assistance to the applicants. BDO, Satakha, Yaei Konyak dwelled on Record Management in RTI where he said that record management was needed to strengthen government system and to empower people. The training was attended by administrative officers, heads of offices and NGOs. EAC, Zunheboto, Kemciyile chaired the program.

Considering the national average off-take of 6.27 cylinders (as used by companies in their estimation), the estimated savings in subsidy for the year 2015-16 would be Rs 4,813 crore only, CAG said. Indian Oil Corp (IOC), the coordinating agency of oil companies for LPG, considered the average subsidy rate of Rs 338 per cylinder in 2014-15 while working out the subsidy savings for 2015-16.

New Delhi, Aug 12 (Agencies): Union Finance Minister Arun Jaitley on Friday said that all political parties, which attended an all-party meet on Kashmir earlier in the day, were of the view that no compromise can be made on the issue of national security. Addressing a joint press conference with his colleague Rajnath Singh (Home Minister) here, Jaitley said that parties were of the view “we cannot compromise on national security but we must be sympathetic towards the issues of Kashmiris”. Informing the media about the mood at the allparty meet that came in the wake of weeks-long unrest in Jammu and Kashmir following the killing of Hizbul

Consumer prices rose at a faster-than-expected pace to 6.07 percent last month from a year ago, up from June’s 5.77 percent annual gain, government data showed on Friday. Economists surveyed by Reuters had expected retail inflation to come in at 5.90 percent. It is the fourth straight reading above the RBI’s target of 5 percent by March 2017. At his last monetary policy review on Tuesday, central bank chief Raghuram Rajan left key interest rates unchanged, flagging upside risks to the inflation target. The former Inter national Monetary Fund chief economist is due to step down as RBI governor on Sept. 4, after a three-year term, to return to academia. CAG said the government introduced the Direct Benefit Transfer on LPG scheme, called Pratyaksh Hanstantrit Labh Yojana or PAHAL Scheme on November 15, 2014 in 54 districts and in the remaining 622 districts on January 1, 2015 for transferring subsidy on LPG gas directly to the consumers.
New Delhi, Aug 12 (IANS): Amid controversy surrounding the consumption of beef in India, a leading credit rating and research institution says the country’s export of buffalo meat over the next five years would reach close to Rs 40,000 crore. “Over the next five years, Indian buffalo meat exports would reach close to Rs 40,000 crore at a compounded annual growth rate (CAGR) of 8 per cent,” ICRA said in its study on the Indian buffalo meat export industry. “In the long term, ICRA expects buffalo meat exports to continue to report healthy growth, driven by improving infrastructure, a sizeable buffalo population the relatively lower price of Indian buffalo meat, and steady demand in the international market,” said Sabyasachi Majumdar, Senior VP, ICRA. Indian buffalo meat exports have grown at a CAGR of 29 per cent from Rs 3,533 crore in 2007-08 to Rs 26,682 crore in 2015-16, accounting for approximately 20 per cent of the world’s total buffalo meat exports (in volume terms) and becoming the largest volume exporter of buffalo meat, overtaking Brazil and Australia, ICRA said. New Delhi, Aug 12 (PTI): Picking holes in government claims, auditor CAG today said savings in LPG subsidy paid directly to consumers was only Rs 1,764 crore, only about 15 per cent of what government has claimed. In a report tabled in Parliament, the Comptroller and Auditor General of India (CAG) said bulk of the savings in subsidy was due to sharp fall in global prices. “The actual subsidy payout during the period from April 2015 to December 2015 was Rs 12,084.24 crore as against Rs 35,400.46 crore during April 2014 to December 2014,” it said. Of the Rs 23,316.12 crore savings in subsidy, CAG said Rs 21,552.8 crore was on account of fall in crude oil price. At the same time, “the effect on the same (subsidy reduction) due to reduced offtake of cylinders by consumers worked out to Rs 1,763.93 crore”, CAG said. “Therefore, it is evident that the lower subsidy rates in 2015-16 is, by far, the most significant factor resulted in subsidy savings.” Under DBT, subsidy is directly paid into bank accounts of users, thereby eliminating

Heavy floods submerged Kangyidaunt and several other towns along the Ayeyarwady river, forcing residents to take shelter on higher ground, Efe news reported. The highway leading west from Yangon to Pathein, the capital of the Ayeyarwady region, was inundated at several places, with farmers using their tractors to help pull motorists’ vehicles through the water. Ayeyarwady region experiences rain and flooding every year, but the El Nino effect has been blamed for worsening floods.

BANGKOK, AUG 12 (PTI): A string of coordinated bomb blasts within hours rocked Thailand’s famous tourist towns, including Phuket, killing four people and injuring 34 others, days after the country voted to accept a militarybacked Constitution. At least 11 bombs, many of them twin blasts, hit five southern provinces in the past 24 hours. Police said they had detained some suspects but ruled out international terrorism. Two bombs went off in the resort of Hua Hin this morning near the clock tower, a city landmark, killing one and injuring three. ven though we spend a lot of our time following people or chatting with them on social media sites such as Facebook, such virtual interactions are unlikely to take the place of real face-to-face conversations any time soon, new research has reassured. We still value face-to-face time with close friends for the purpose of talking and using social media does not make people feel connected as much as real social interactions does, the study said. “All of this worry that we’re seeking out more and more social interaction on Facebook is not true. Most interactions are face to face, and most of what we consider social interaction is face to face,” said Jeffrey Hall, Associate Professor at University of Kansas. “People feel a sense of relatedness when they’re interacting face to face, but using social
media does not make them feel connected,” Hall noted. According to Hall, social media is more like oldfashioned people-watching. “Liking” something is similar to a head nod. It’s not social interaction, but it is acknowledging you are sharing space with someone else. “Keeping tabs on other people sharing our social spaces is normal and part of what it means to be human,” Hall said. In his current paper published in the journal New Media & Society, Hall details three studies. The first demonstrates that when using social media, most of us are engaged in passive behaviours that we do not consider social interaction, like browsing others’ profiles and reading news articles. Chatting and commenting -- things that we would even consider social interac-
tion -- are but 3.5 per cent of our time on social media, the study showed. The second diary study demonstrates that most of what we consider social interaction with people in our close circle of friends happens face to face. When interaction with these close others is through social media, it is not something passive like browsing or “liking” but rather using chat or instant message functions.

Miss World Australia finalist died after a car crash with two French tourists who were driving on the wrong side of the road, the media reported on Friday. Elyse Miller-Kennedy, 17, Queensland state’s entrant to the 2016 Miss World pageant, died on Thursday night after remaining in hospital for over a week with critical head, chest and torso injuries, Xinhua news agency reported. Authorities were yet to
interview the French driver who is recovering in a hospital, and any charges will rest with evidence from forensic investigators. Rio de Janeiro, Aug 12 (IANS): More than 2,000 drug tests have been conducted on athletes competing at the Rio Olympics, IOC spokesman Mark Adams has said. Adams gave out the information at a daily briefing at the Main Press Centre. But he didn’t answer whether there have been any positive results so far. The Russian doping scandal has made the anti-doping program at these Games focus of attention. IOC announced earlier that up to 4500 urine tests and about 1000 blood tests will be done during the Games. When asked if the IOC “regrets” awarding the Games to Rio, Adams said, “Absolutely not. This is the first Games in South America. This is really important to us.” “With the problems they have here... with the economy, politics, it is really important for us to show this solidarity. I think we’ll look back on these Games as a really, really good thing for the Olympic Movement.”
New Delhi, Aug 12 (PTI): Limited-overs captain Mahendra Singh Dhoni will lead a full strength Indian cricket squad for the two-match Twenty20 series against West Indies to be played in USA on August 27 and 28. The 14-member Indian team will witness the return of as many as 11 regular players who were rested from the tour to Zimbabwe in May earlier this year. The two matches against the Caribbean side are scheduled to be held on Central Broward Regional Park, Fort Lauderdale. The notable players who will be making their return to the team are vice-captain Virat Kohli, Rohit Sharma, Shikhar Dhawan, Rahane, Ravindra Jadeja, the pace trio of Mohammed Shami, Bhuvneshwar Kumar and Umesh Yadav besides the spin duo of Ashwin and Amit Mishra.
