D I M A P U R , AU G 1 2 (NPN): Setting at rest speculations regarding status of talks, especially after the demise of NSCN (I-M) chairman Isak Chishi Swu, a joint communiqué issued by NSCN (I-M) general secretary Th. Muivah and government of India’s Interlocutor for talks, R.N. Ravi assured that talks were progressing in the right direction and that both sides were closer than ever before to the final settlement and expressed the hope that it would be sooner than later. Both Muivah and Ravi reiterated that the political initiative of the government of India and the NSCN (I-M) to resolve the Naga political issue had received a new urgency and impetus during the last two years. During the period, the two said talks had become more purposeful, less ritualistic and more forthright and far more frequent than in all previous years adding this helped build unprecedented mutual understanding and trust. Illegal migrants in Mkg threat to social fabric: AKM DIMAPUR, AUG 12 (NPN): Ao Students’ Conference (AKM) expressed serious concern over what it termed as “the parasitic infestation of illegal immigrants”, threatening the social fabric of the citizens of Mokokchung district and to safeguard the traditional, cultural identity and ancestral land of the Aos. A press note issued by AKM president L. Jemti Longchar and general secretary Bendangkumba Aier said AKM started the ‘Survival Mokokchung’ in 2007, through which they were able to educate and create awareness on the menace of illegal immigrants. “During those times they dominated the major economic spectra creating unwanted situation to both the local and genuine Indian businessmen,” AKM stated. Reaffirming the resolution during its general convention whereby ‘Survival Mokokchung’ took its shape, AKM said it would “stand firm till this day to fight this evil design”. In a stern warning to individuals/groups harboring illegal immigrants by way of creating syndicate for self motivated interest and gains, AKM said it would “not spare its rod” and treat them as traitors of the land. Meanwhile, AKM appreciated the people of the district irrespective of tribe, creed, cast and religion for rendering their valuable resources and intellectuals for sensitizing the people of Mokokchung district.

Naga leaders that could lead to the historic framework agreement of August 3, 2015 which settles political parameters for a final solution. The details were being worked out within these parameters, they said. The signatories admitted that the process of ongoing talks were adversely impacted due to prolonged illness and passing away of Isak Chishi Swu chairman of NSCN(I-M) and described his departure as “a big loss for all of us.” After signing the accord on August 3, 2015, government of India said it would come out with the details in the next six months, but it was yet to do so. The delay is adding to rising differences among the other NSCN factions, whose support is important for the accord to become a success. Earlier, in an exclusive interview with Nagaland Post, R.N. Ravi when asked about the contents of the agreement, that it was deliberately being kept a secret, he said “to say that contents of the agreement being kept a secret from the public is a big fat lie”. It is being said mostly by the free riders who are reluctant to face the truth

and take responsibilities, he said. “I have painstakingly explained the contents, bit by bit, to, by and large, every stakeholder”, Ravi said. Though the Framework Agreement has not been published as yet, Ravi said he had made it clear “to all the stakeholders that the Framework Agreement is not the final settlement. Hence, it would be premature to release it in the public domain”. Since the government would be publishing the full agreement as and when reached, Ravi said “there was no question of keeping the public in dark.” It may be mentioned that the historic ‘framework agreement’ was signed by R.N. Ravi representing the government of India and Th. Muivah of the NSCN (I-M) in the presence of the Prime Minister, Home Minister Rajnath Singh, National Security Advisor Ajit Doval and NSCN (I-M) functionaries at Modi’s 7 Race Course Residence in New Delhi. The signing of the agreement came after over 80 rounds of negotiations that spanned 18 years with first breakthrough in 1997 when the ceasefire agreement was sealed.

NEW DELHI, AUG 12 (IANS): The Supreme Court on Friday sharply criticized the Modi government for sitting on the recommendation of its collegium on the appointment and transfer of judges in High Courts, almost bringing judiciary to the state of collapse. Asking if by sitting on the recommendations of the collegium, the government was trying to bring the judicial institutions to a “grinding halt”, Chief Justice T.S. Thakur told Attorney General Mukul Rohatgi that it would be forced to intervene judicially and call for every file sent to the government for clearance by the collegium. “Don’t force us to ask where the files are. Don’t force us to judicially intervene. Don’t try to bring this institution to a grinding halt. That’s not the right thing to do,” Chief Justice Thakur told the Attorney General. Pointing to a chart before him, Chief Justice Thakur said: “We have a chart here detailing the list of collegium recommendations for appointments and transfers. We can give it to you. There are 75 names of High Court judges recommended by the collegium. These include names for appointments and transfers of HC judges, including Chief Justices. ACAUT questions KMC’s motive on ‘tender permits’ DIMAPUR, AUG 12 (NPN): ACAUT has categorically slammed the Kohima Municipal Council (KMC) for introducing the “tender permits” system on essential commodities, stating that it was only encouraging a syndicate system. ACAUT media cell in a press release questioned the KMC administrator as to why the so-called ‘tender permits’ were issued to “few moneyed individuals, thereby abusing the system shamelessly”. “Unless of course the Administrator, KMC, the top officials in the Municipal Affairs Department, or the parliamentary secretary have been compromised, there is no ground for issuance of tender permits and allowing a handful of individuals to monopolise one of the biggest markets in the state”, ACUAT alleged. ACAUT has sought immediate clarification from the KMC administrator to make known “as to who was behind this, trying to introduce syndicate system”. Failing to clarify on the matter, ACAUT said the KMC establishment shall not be above suspicion of having compromised itself. ACAUT further said it sup-

Stating that the ‘tender permits’ and ‘agencies’ were nothing but illegal monopolies, it alleged that the ‘agency system’ prevalent in Tuensang was another notable example of how the DCs or the district administration in the districts have become indifferent to the cries of the common man either due to fear, lack of integrity, or simply because of individual incompetence. The demand of Tuensang Town All Ward Union (TTAWU) to the DC to cancel of all ‘agency systems’ was justified and long overdue, it added. It said the ‘agency system’ in Tuensang was in existence for a long time, but none of the successive DCs have had the guts to stop the malpractice with an iron hand. ACAUT in this regard appealed the present DC, Tuensang to strictly abide by the rules and regulations and arrest the practitioners of the agency system without fear or favour. ACAUT further said it was willing to give out that names of the agency holders to the DC, if need be, for prompt action.

Pointing out that there was some kind of “logjam” in the appointment of judges to higher judiciary, Chief Justice Thakur told the Attorney General: “If you have a problem with a name suggested by us, send the file back to us. We will look into it.” One such instance where the recommendation of the top court collegium has not been acted upon so far by the government is of the transfer of the Chief Justice of Uttarakhand High Court Justice K.M. Joseph as the Chief Justice of the Andhra Pradesh High Court. Despite top court collegium recommending his transfer in early May, the government is yet to issue his transfer orders. The top court bench headed by Chief Justice Thakur gave vent to its anguish over the dilly dally approach of the government in clearing the names for appointment of judges to the high courts on a PIL by a 1971 war veteran who has expressed concern over ever rising vacancies in high courts. Things went cold between the top judiciary and the government after its constitution bench on October 16, 2015 struck down as unconstitutional the Constitution’s 99th Aamendment that put in place the NJAC and the NJACA Act, 2014.

Keep cabinet decision on women quota in abeyance: NH to CM DIMAPUR, AUG 12 (NPN): Naga Hoho has expressed surprise over the cabinet decision to accept 33% women reservation for the Urban Local Bodies/Town Councils election. In a letter to chief minister, T.R. Zeliang, Naga Hoho president P. Chuba Ozukum and general secretary Mutsikhoyo Yhobu fervently appealed to the competent authority concerned “to keep the cabinet decision in abeyance without issuing the notification till the matter is settled amicably”. Naga Hoho stated that during its emergency executive meeting, the house expressed surprise that the cabinet went ahead with the decision “without consulting the civil societies as one of the major stake holders within the state”. The hoho also reminded the chief minister of its 4th Federal Assembly (2008-2013) resolution wherein the Federal Assembly observed that it was “still pre-mature to introduce 33% women reservation in Naga society and therefore the house resolved to advocate women empowerment by creating various opportunities”.

DIMAPUR, AUG 12 (NPN): Nagaland governor, P.B. Acharya, on Friday asserted that universities should impart skills and knowledge that could equip a student not just to earn livelihood but to be an enabling factor in the process of growth and development. Speaking as chief guest at the conference “linking prospective food entrepreneurs with government schemes & markets”, organized by Central Ministry of Food Processing Industries (MoFPI), in association with Associated Chambers of Commerce of India (ASSOCHAM) at NUSASARD Medziphema campus, the governor said universities were centres of knowledge and centres for empowering young minds with knowledge. He said educational institutions in Nagaland were second to none and Nagas were thirsty for knowledge. Acharya was however critical of the limited initiatives of the universities in the process of development. He highlighted the lack of dialogue/link between universities and critical agents of development such as industries, society, and government etc and lamented that universities were “self-centred.” Emphasising his point, Acharya cited an example of how a small CRPF unit in Nagaland in 2-3 years successfully assisted small scale entrepreneurs in setting up a food processing unit, which

reportedly employs about 50 people at present. Whereas, he said universities and banking institutions, with all their financial and intellectual reservoirs, have done very little in this direction despite being in existence for 40-50 years. In conclusion, the governor called upon the gathering to sincerely work together towards peace and progress. Also, speaking on the occasion, Nagaland University vice chancellor, Prof. B.K. Konwar, pointed out that road and communication was the key to industrialisation, adding that mobility of people and products were essential towards industrial growth. Prof. Konwar, however, deplored the lack of not only infrastructure but the lack of critical institutional support and mechanism towards farmers and small entrepreneurs in the state. ENCSU sit-in protest over NSEE Correspondent

KOHIMA, AUG 12 (NPN): Hundreds of students from eastern Nagaland under the aegis of Eastern Nagaland College Students’ Union (ENCSU) on Friday staged sit-in protest outside Civil Secretariat gate here demanding review of NSEE-II result declared on July 15, 2016 and reallocation of reserved seats meant for backward tribe (BT). ENCSU has sought immediate intervention of the chief minister into the issue and address its demand on or before August 15, failing which it would take “extreme action” even to the extent of disturbing the celebration of Independence Day. Addressing the student demonstrators at the protest site, ENCSU joint secretary, Nokchem Angth, said the protest was called to demand their rights. He affirmed that the union would not back off until their rightful share was granted. ENCSU joint secretary also queried why did the government set up a common selection board (CSB) when the department/government said they were following the Medical Council India (MCI) rules. He said unless assurance of full implementation was given, the union would intensify the agitation. Also, addressing the students,

Menhau, said “said the humiliation and deprivation from all sectors to the eastern Nagas for many decades has resulted in demand for separate statehood.” He said in the name of backward tribe reservation, seats and more opportunities were allocated to others. ENSF president urged the government to treat equally and “stop playing with the eastern Nagas.” Menhau said the unfair conduct of NSEE was also another result that made the federation to send engineering students from their own arrangement. ENSF president also affirmed that till the demands were met, the union would not give up the agitation and extend full support to the ongoing ENCSU agitation. ENPO finance secretary David and ENWO representative also spoke and extended support to ENCSU and its demands. ENCSU later submitted the representation to the chief minister through principal secretary. In a representation addressed to the chief minister, ENCSU chairman Longre Chang and joint secretary Nokchem Angth stated that the union was not in a position to accept the reply given by the department of higher and technical education on August 11, as it has failed to address the union’s genuine grievances.

Govt asks channels to ‘create awareness’ on I-Day in NE; activists express outrage NEW DELHI, AUG 12 (AGENCIES): During the height of the recent Assam floods, many from the northeast took to social media to criticize national television channels for “bypassing” the disaster in their primetime slots. This despite the fact that the floods concerned the life and safety of over 16 lakh people and hundreds of animals, including the nation’s pride – the one-horned rhino. That almost all national channels had sent a correspondent to Assam to dig up the roots of former TV channel owner Indrani Mukerjee after she was accused in the Sheena Bora murder case was widely pointed out, The Wire reports. On July 29, the Ministry of Information and Broadcasting intervened to request channels operating in Delhi-NCR – and also others based outside of the northeast– to “consider” giving more air time to the region in their news feed. A much needed advisory, it could easily be said. However, speaking to the ministry, it turned out that the

Bezbaruah Committee for private satellite TV channels, keeping in mind the concerns of NE people living in other parts of the country. It quoted four recommendations made by the committee to drive home the point: a) It is important for the media to reach out to put North East on the national

Prime coverage should be given to the North East region in the media.” b) “In the national events like the Republic Day, commentators should cover the event in the most effective way of presenting the northeast.” c) As Bollywood plays such a prominent role in forming images in the minds of people, use North East locales for Bollywood pictures should be encouraged. Such incentives may also encourage popular serials in TVs to look at the northeast even to include northeast stories in such serials. d) Media should be careful while covering race related cases in order to prevent escalation of tension leading to increase of such incidents and they should rather be agents of tension diffusion.” The government’s letter also said, “An outcome of the action taken may be intimated to the ministry.” Some TV editors this correspondent contacted confirmed receiving the ministry’s advisory but underlined that

the letter didn’t specify coverage related only to Independence Day. They said it seemed it was a general advisory to give wider coverage to the region. However, Singh said otherwise, “If they continue to give wider coverage to the northeast even after Independence Day, it is good, up to them. But this letter was meant for Independence Day.” David Boyes, a member of the Bezbaruah committee, told The Wire, “One of the quoted recommendations, (b), clearly meant that the commentators covering national events like Republic Day should present the northeast in a better way. It never suggested that the government should use the media channels to create awareness about national events like August 15 in the northeast. It looks like the government thinks the people of the region are not aware of August 15 and January 26. That the government thinks this way is outrageous. I must remind the Centre that the northeast is much more aware of India than the rest of India

But this is a misplaced act.” Another member of the committee, Alana Golmei, expressed “disgust” at the ministry’s action. “The committee suggested measures to create awareness about the northeast in the rest of India and not the other way round. The Centre doesn’t need to teach us how to be nationalistic and patriotic. Since childhood we’ve been celebrating August 15 and January 26 with utmost devotion, like children in rest of the states do. We don’t need lessons on it.” Ro Hmar, convener of Delhi Manipur Tribals’ Forum (DMTF), too expressed outrage at the advisory. “People of the northeast are much more aware of August 15 than the rest of India.” DMTF has been holding a year-long protest at Delhi’s Jantar Mantar against the killing of nine people in Chu-

Though no ready study is available on the coverage of the northeast by private national TV channels, currently none has any bureau or permanent staff in the region. A 2013 article published by the The Hoot on a study its research wing conducted after scanning the contents of four Delhi-based newspapers, said, “A comparison of the coverage of the region over a month in 2012 and 2013 respectively, shows a decrease in coverage by 31%. And indicative of the manner in which these states get covered, 60% of the total stories covered in national dailies were only briefs: full-fledged stories from the eight states find very little space in newspapers.” The observation was made after the writer, Indira Akoijam, made a comparative study on the media coverage of the region in the Delhi editions of The Hindu, The Times of India, Hindustan Times and Indian Express.

Wka public ransack NSCN (I-M) office Correspondent

WOKHA, AUG 12 (NPN): A group of irate public of Wokha town on Friday night reportedly ransacked and partially damaged the office of the NSCN (I-M) town command. According to police, the incident took place, after two cadres of the NSCN (I-M) were apprehended while reportedly extorting money from vehicles at Santsuphen near Wokha. Police said they apprehended one Renjamo Khuvung and Ngachanbam Kasar. After getting to know of the incident, police said a sizeable crowd gathered at the police station demanding severe punishment to the cadres. Later, a crowd went on a rampage to the NSCN (I-M) town command office and took out files and documents and burnt them in the heart of Wokha town.

Minor girl raped

KOHIMA, AUG 12 (NPN): In a delayed report, one person age around 20 was arrested on Friday for allegedly raping a minor girl. According to sources, the incident took place in Kohima on August 11 night, and the accused was kept in police custody. No further details could be ascertained citing reasons that the matter was under investigation. (Correspondent)

2 killed, 6 injured in ULFA attack

TINSUKIA, AUG 12 (PTI): In another incident in the run-up to the Independence Day, two persons were shot dead and six injured in indiscriminate firing by suspected ULFA-Independent militants at Bahbon village in this upper Assam’s district this evening, police said. A group of five armed militants of the anti-talk ULFA faction came to the house of Arvind Shah, a small trader, of the village under Philobari police station, and opened fire at some people sitting outside around 7.30 pm, they said. DIG Bishnu Prasad Rabha said two persons were killed in the firing. Six injured were shifted to Assam Medical College Hospital in neighbouring Dibrugarh district. K Y M C
