Nitish to formally join NDA
ULB issue: CNTC reaffirms to back MAY become NDA convenor; SHARAD REMOVED AS LEADER OF RS JCC’s demand PATNA, AUG 12 (AGENCIES): Bihar chief minister and Janta Dal (United) national president Nitish Kumar is expected to formally announce his decision to join the National Democratic Alliance (NDA) at the party’s national executive meeting in Patna on August 19. Nitish’s retur n to NDA fold has bolstered the prospects for NDA in 2019 general elections and he is tipped to play a bigger role in that process. Sources close to Nitish told News18 that he would be made convenor of the NDA, the stature once enjoyed by George Fernandes and Sharad Yadav. JD(U) leaders said this was only a formality after Nitish came out of Mahagathbandhan and formed a new government in the state along with the BJP-led NDA. Meanwhile, veteran JD (U) leader Sharad Yadav, who opposed the party’s decision to ally with the BJP in Bihar, was on Saturday removed as leader of JD(U) in the Rajya Sabha. The action against Yadav
I-Day: NE rebels call for total shutdown

IMPHAL, AUG 12: Militant outfits of the North East have given a joint call to boycott the Independence Day celebration in the region on August 15. In a statement issued by United National Liberation Front of WESEA (UNLFW), an umbrella group of several NE based rebel outfits, condemned the “continuous racist attacks” on people from the region in Indian mainland. The UNLFW consisting ULFA (I), NDFB (S), NSCN (K), KLO; CorCom (under which six Meitei outfits operate) and two Meghalaya-based groups Garo National Liberation Army and Hynniewtrep National Liberation Council. “All public and private transportation should come to a grinding halt, all shops and markets to draw their shutters down, educational institutions to remain close on August 15, 2016 from 1 am till 6 pm,” the statement read. However, essential and humanitarian services have been exempted from the shutdown call. “Our target is the Indian occupational forces, not a single civilian,” it announced.

came as BJP president Amit Shah announced that he had formally invited Bihar chief minister Nitish Kumar to join the NDA. On Saturday, JD(U) members of the Upper House members backing Nitish met Rajya Sabha Chairman Venkaiah Naidu to hand him a letter appointing R.C.P. Singh as their leader in place of Yadav in the House. After formally joining NDA, JD(U) would be offered two ministerial berths in the Centre – one of cabinet rank and the other as minister of state. “However it will take time and would delay cabinet reshuffle as the party will try to replace Sharad Yadav and Ali Anwar with new members in
the Rajya Sabha. If they do not resign on their own, they can then go to the disciplinary committee as both are engaged in anti party activities. If this does not work, there are other ways to ensure their ouster from the Rajya Sabha,” sources said. JD(U), after switching sides took tough stand and suspended lawmaker Ali Anwar Ansari from the party for attending a meeting of opposition parties Friday convened by Congress chief Sonia Gandhi. JD(U) has two MPs in the Lok Sabha and nine in Rajya Sabha, which is very crucial for the BJP considering it is in minority in the Upper House. Party’s national general secretary KC Tyagi said, “Nitish Kumar himself will moot the proposal which will be passed unanimously. This is a historic moment for Bihar when the same alliance is at the helm of affairs in the state and at the Centre. The combined efforts of Centre and state will help the state reach new heights of development.”
NCD appeals Municipal deptt on dumping wastes
D I M A P U R , AU G 1 2 (NPN): Naga Council Dimapur (NCD) has appealed to the Municipal Affairs department to allow the Dimapur Municipal Council (DMC) to dump garbage and waste at the present dumping site till October 2018 i.e. till the completion of the solid waste management facility. In a representation addressed to the parliamentary secretary municipal affairs, the NCD president, T Bangerloba, and general secretary, Thsapongkyu Sangtam, said in the event of non-cooperation or protest by the Sunrise colony against dumping of wastage the present site, the general public of Dimapur have resolved “to proceed for de-recognition of the said colony from the concerned authority.” The signatories said this was resolved at an
emergency public meeting held on August 12, 2017 at Lotha Hoho Ki, Dimapur under the aegis of the Naga Council Dimapur (NCD). NCD also appealed to the state government to abide by the agreement that was arrived at between the government of Nagaland and Newwaves Biofuels India Pvt Ltd. on October 3, 2016 for setting up of solid waste management project. NDC said in the terms and conditions of the agreement it has been “clearly emphasized that the project shall be completed within a period of two years.” Failure to complete the project within the stipulated time, the NCD cautioned that the general public of Dimapur would “do anything within its power against either the government of Nagaland or the Newwaves Biofuels India Pvt Ltd.”
DIMAPUR, AUG 12 (NPN): Central Nagaland Tribes Council (CNTC) has reaffirmed to stand by the demands of the Joint Coordination Committee (JCC) in regards to the ULB issue. According to CNTC media cell, a three-point resolution on Urban Local Bodies (ULBs) issue was adopted on August 5 during the joint meeting of three Dimapur based federating units-- Ao Senso Telongjem Dimapur, Lotha Hoho Dimapur and Western Sumi Hoho at the Lotha Hoho Ki Dimapur. At the meeting, the house reendorsed the JCC members from CNTC to pursue the pending demands on ULB issue/matters till it is fulfilled, while also keeping focus on the original JCC demands without any political agendas or involvement in it. CNTC resolved to support JCC’s demand for revocation of November 24, 2016 Assembly resolution on ULB issue, early amendment of the contentious Municipal Act 2001 and demand for the Joint Inquiry Committee (JIC) report from the state government within two months time. Meanwhile, the house also decided to allow JCC to hold prior consultations and proper co-ordination with the apex CNTC platform on any issue or matter involving the common interests, while pursuing the demands.
SC on interim bail by higher court NEW DELHI, AUG 12 (AGENCIES): Deprecating the practice of trial courts giving regular bail to accused on the basis of higher court’s order to grant interim anticipatory bail, the Supreme Court has restrained subordinate courts from passing such order, saying that it is an abuse of process of law. A bench of Justices Ranjan Gogoi and Navin Sinha said that trial court’s order granting bail to accused would virtually make the higher court’s order infructuous if it finally decided to withdraw the interim protection given to accused by dismissing plea for anticipatory bail. The bench passed the direction after noting that it had become a regular practice for accused to surrender before trial court and seek regular bail immediately after interim pre-arrest bail was granted by higher forums.

DIMAPUR, AUG 12 (NPN): Following the decisions taken at a coordination committee meeting on August 3, 2017 for immediate repair and restoration of roads and bridges severely damaged or washed away by the monsoon, the state chief minister, TR Zeliang, inspected the temporary road repair and restoration works here Saturday. The chief minister was accompanied by minister road and bridges, Dr Neikiesalie Nicky Kire, minister school education & parliamentary affairs, Tokheho Yepthomi, minister national highways & political affairs, G Kaito Aye, and parliamentary secretary irrigation & flood control, Tovihoto Aye. While inspecting the work sites, the chief minister said the current repair works being undertaken was only for emergency restoration, which would sustain for two to three months. After observing the slow pace of work around Purana Bazaar area, the chief minister said he has already directed the responsible departments to redouble machinery works by deploying three-four road rollers. Since it is not feasible to work during daytime due to heavy traffic, the chief minister said he has directed the officials to start works from 8pm and continue till wee hours on all days including Sundays. He added that tender has also been floated and contractor(s) selected. Zeliang expressed confidence that in another two-three months all those road works would begin after final approval by National Highways and Infrastructure Development Corporation (NHIDCL). The chief minister has however expressed concern over the encroachment of road from Purana Bazaar-Chumukedima. Pointing out a minimum of 120 ft would be required for four-lane project, Zeliang said that it would not be possible if the encroachment was left unchecked. In this regard, the chief minister has directed the Dimapur district administration to look into the issue. Zeliang was optimistic
that traffic congestion in Dimapur would subside after completion of four lane. With regard to Dimapur-Kohima by-pass road, he said sanction has been made and road would be completed within two years. Earlier, the chief minister also had a brief interaction with youths trained under Year of construction workers (YoCW), who had voluntarily turned up to help in road repair works at Purana Bazaar. Trained youths apprised the chief minister on the need for imparting another skills training to them in varied fields. Zeliang said following the declaration of the year 2016-17 as the YoCW the government has funded the youths for undergoing training. The chief minister, however, assured that funds would be provided wherever required if the youth were willing to work. In this regard, the chief minister asked the youths to identify the area of training they required.

According to reports, over 40 youths of the 10 Northern Angami-I A/C NPF youth wing staged a protest outside the newly established office of the interim NPF president at Legacy complex, Bayavü Kohima demanding the closure of the “illegal NPF office” setup under Rio. Acharya entered second day Saturday at the entrance gate of the Raj Bhavan. The youth wing sit-in (dharna) since August 11, demanded restoration of rule of Indian constitution, dismissal of the “unconstitutional government” of T.R. He listed many who used to be in regional parties but left it to join ruling parties such as former chief ministers, Dr. S.C. Jamir, Neiphiu Rio and present chief minister, T.R. Zeliang. Reminding the struggle of the regional party in the past, John urged party loyalists to maintain the integrity and principle of the party. In his speech, P. Longon, MLA accused the Governor as being corrupt because he had violated the Indian constitution to install an unconstitutional government and so should be immediately replaced.

D I M A P U R , AU G 1 2 (NPN): Even as the Workers Union Nagaland Pulp and Paper Company Limited (WU-NPPCL) imposed blockade on NH-61 at Tzudikong entered day two, in protest against delay in release of nine month salary, the Tuli Area Joint Council Forum (TAJCF) has extended support to the ongoing bandh. In a press release, TAJCF president, O Benjung Jamir, stated that while the WU-NPPCL was fighting for their genuine rights the responsible authorities (Hindustan Paper Corporation Ltd. and the government of Nagaland) seemed to be less concerned. if the authorities continued with such lackadaisical attitude, the forum “may even avoid the ensuing Independence Day celebration.” PPC: Phom People’s Council (PPC) while extending strong support to the WU-NPPCL demands has appealed to the union to call off the indefinite blockade on humanitarian ground. In a press release, the council pointed out that with the blockade of NH-61 -- the only reliable route for the entire Longleng district -- the people were facing untold hardship and inconvenience. PPC said the blockade has especially affected the supply of essential commodities to the district.
