DIMAPUR, AUG 13 (NPN): A move to strengthen ties, looking towards achieving a common goal, the Ao Senden and Nagaland Tribes Council agreed to work hand-in-hand for the welfare and uplift of Naga society. A decision to this effect was taken during the joint coordination meeting of the Ao Senden presidential executive council and Nagaland Tribes Council (NTC) on August 12 at Ao Senden office. A press note issued by Ao Senden president Imolemba Jamir and general secretary S. Panger Ao said both the sides discussed on various agendas, particularly regarding the present Naga political situation. Ao Senden also urged upon NTC to support and work together alongside Naga Hoho and other civil societies to achieve the common desired goal. It also appealed to all civil societies “to be proactive in sustaining as well as taking pre-emptive measures on the policies and programs of the state government for the benefit of the Nagas”.
ENCSU keeps phase-II protest in abeyance
DIMAPUR, AUG 13 (NPN): Eastern Nagaland College Students’ Union (ENCSU) on Saturday informed that it decided to keep in abeyance its phase-II agitation as per the request made by the principal secretary to the chief minister and convener Eastern Nagaland Legislature Union (ENLU). In a press release, ENCSU chairman Longre Chang and joint secretary Nokchem Angth said the decision was taken during an emergency meeting at DUDA Guest House, Kohima on August 13, 2016 following an appeal made by the principal secretary to chief minister, government of Nagaland, Temjen Toy, against union’s representation which was submitted to the chief minister on August 12, 2016. In the representation to the chief minister, the union had sought immediate intervention of the chief minister into the issue of NSEE-II result 2016 and address its demand on or before August 15, failing which it had warned to take extreme action even to the extent of disturbing the celebration of Independence Day. After thorough deliberation, ENCSU said the executive decided to extend six days i.e. till August 19, 2016 to the government to fulfil the demand mentioned in an ultimatum. The union cautioned that in the event the state government failed to address its genuine grievances within stipulated time, it would not attend any negotiation with the government but take its own course of action, for which the union will not held responsible for any untoward situation.
No chopper service from August 14
DIMAPUR, AUG 13 (NPN): Nagaland State Transport (NST), GM has informed that state chopper service would not be available with effect from August 14 due to technical snag. In a press release, NST GM, O. Elhibemo Yanthan, however, informed that the service would resume after the helicopter becomes serviceable. GM has expressed regret for the inconvenience.

N E W D E L H I , AU G 1 3 (AGENCIES): Government has approved Rs. 1,911-crore highway projects for six states, including Nagaland.“The Standing Finance Committee (SFC) has approved six road projects in Nagaland, Andhra Pradesh, Maharashtra, Karnataka, Uttarakhand and Arunachal Pradesh to be built at a cost of an estimated Rs 1,910.87 crore,” an official said. The official said SFC approved the NH 61 stretch in Nagaland for an estimated Rs 343 crore, besides upgradation of Rayachoti-Kadapa stretch on NH 18 for an estimated Rs 350 crore in Andhra Pradesh. In Maharashtra, it gave nod to two-laning of NagpurUmred-Bramhapur-Armori stretch for Rs 269 crore and reconstruction and widening of a highway stretch on NH 94 in Uttarakhand for Rs 209 crore. Arunachal Pradesh will see a stretch to be widened at a cost of Rs 44 crore. Two projects in Karnataka relating to widening of Bidar to Humanabad section of NH 50 for a cost of Rs 367 crore and a stretch on NH 150 for Rs 39 crore were approved. Parliament committee ‘partly blames’ NHAI for NPAs in road sector: The Parliament’s Standing Committee on Transport raised several questions on the functioning of
the National Highway Authority of India (NHAI), hinting that some of its policies were the reasons leading to bad debts piling in the road sector. The criticism comes when banks and concessionaires are being blamed by the government for non performing assets, or NPAs. The committee in its report Infrastructure Lending in Road Sector presented to Parliament said that there are several issues with the NHAI like underestimating project costs, bad planning and showing haste in awarding projects to developers. It said that various stake holders complained that the NHAI underestimates the project costs and the concessionaires who bid out a project on L1 basis approaches banks and financial institutions with an inflated project cost for taking loans. L1 refers to lowest bidder. The committee said that it finds strange that there is a big gap between the cost calculated by NHAI and the banks for the same project. While blaming NHAI, the committee also directed the authority to keep a watch over the excess loan amount over the estimated cost obtained by the concessionaire from the bank. “Why the concessionaire has been given a free hand to get the banks’ loan as
per their wish?” said the committee headed by Member of Parliament of Trinamool Congress Kanwar Deep Singh. NHAI in its statement on the report said, “We, at NHAI maintain high level of due diligence and follow all the processes which go through various government committees for clearances.” Observing the NPA percentages of various banks in the road sector, the committee observed that for IDBI Bank the NPA percentage is as high as 52% of the total loan disbursed for the road sector and a large portion of this huge amount are NPAs, that too lent to a single concessionaire, Jaypee Infratech Ltd. The report pointed out that State Bank of India has lent Rs.19,502 crore, out of which Rs.1,986 crore has turned into NPA and the Parliament committee was worried about the higher percentage of loan becoming NPA. The committee said that the banks should do due diligence while disbursing loans to concessionaires. During the consultation process of the report, the committee was informed that NPAs totalled Rs.2.6 trillion from defaulting infrastructure projects and that by the end of 2015-16, it is estimated to go up to more than Rs.4 trillion.
Nagaland among 21 states asked to curb air pollution Directed to form action plan to check fuel adulteration Helplines in all towns for air pollution within 30 days Sets a 90-day deadline to maintain ‘pothole free’ roads for free-flow of traffic NEW DELHI, AUG 13 (IANS): Asking 21 states to take action against air pollution within the given deadline, the Central Pollution Control Board (CPCB) has issued a total of 31 directions under six different sections. The order asks the states to form an action plan to check fuel adulteration and public helplines in all towns for air pollution within 30 days and action for non-complying industries within 60 days. It also sets a 90-day deadline to maintain “pothole free” roads for free-flow of traffic. The directions were issued in July to 21 polluting states under Air (Prevention and Control of Pollution) Act, 1981. The states includes Nagaland, Meghalaya,
Uttarakhand and Jammu and Kashmir. The cities of these states where the particulate matter increased over the last five years includes-- Jammu (J&K), Kohima (Nagaland), Rishikesh (Uttarakhand) . “CPCB in the past made several requests to the state pollution control boards to prepare effective air quality management plans in respect of non-attainment cities and towns, and make efforts to get there plans implemented for improving the air quality,” the direction pointed out. The directions among others includes -- Retrofitting of particulate filters in diesel vehicles, when BS-5 fuel is available and installing remote sensor based Pollution Under Control (PUC) system. It urges to launch extensive drive against open burning of bio-mass, crop residue and garbage including the burning of Solid waste by the municipalities. Asking for upgradation in the old polluting industries, the CPCB has asked the states to identify all the brick kilns, check their fuel, close the unauthorised kilns and conversion from natural draft to induction draft. To mitigate the gaps, the CPCB directed to establish an Air Quality Management Division at state pollution control board’s headquarters within 30 days and “interact with it”.
DIMAPUR, AUG 13 (NPN): To protest against the shifting of Jawahar Navodaya Vidyalaya (JNV) Kiphire to other place, the parents of JNV Kiphire students and the United Sangtam Students’ Conference (USSC) took out a silent procession at Kiphire on Saturday. The parents submitted a memorandum to the commissioner, Navodaya Vidyalaya Samati, through deputy commissioner (DC) Kiphire. In the memorandum, the parents expressed disheartenment that such decision was taken without any concern for students whose parents were from underprivileged section of the society and from one of the remotest places even by the state’s standard. The parents appealed to the authority to take up the matter in all earnest and revoke the decision to shift the JNV Kiphire campus. JNV Kiphire was established in the year 2006. Addressing the participants after the procession, USSC executive chairman Justin Khatomong T. Sangtam expressed dismay at the move of the JNV authority to shit the school to Phek. He said the authority has failed to uphold its motto “social justice to rural talents” and its aims and objectives “to foster national integration among students through a policy of migra(Cont’d on p-5) tion”.
DIMAPUR, AUG 13 (NPN): In commemoration of the ensuing Anniversary of Independence Day 2016, the Governor of Nagaland has granted remission of sentences to the different categories of prisoners following the state government’s decision to remit sentences against certain categories of prisoners who have been convicted by the courts (other than Court Martial) having criminal jurisdiction in the state of Nagaland and sentenced to rigorous imprisonment. A home department order stated that the scale of remission of sentence for different categories of prisoners were 30 days to prisoners sentenced to 10 years and above, 20 days to prisoners sentenced to five years to ten years, 10 days to prisoners sentenced to 1 year to five years and five days to prisoners sentenced up to one year. However, the remission granted under the order would not be admissible to the prisoners convicted under Foreigners Act; Passport Act; Unlawful Activities (Prevention) Act; Section 3- to 10 of Official Secrets Act, 1923; Section 2 to 3 of Criminal Amendment Act 1961; Section 121 to 130 of IPC; Section 107/109 of CrPC; Prevention of Corruption Act; convicted of rape, attempt to rape or assault on women; convicted prisoners found violating jail rules and discipline such as threatening, intimidation, quarrelling, beating of fellow prisoners or staff and smuggling of contraband and prohibited articles.

Over 2 lakh students in govt schools Correspondent
KOHIMA, AUG 13 (NPN): Minister of School Education and SCERT, Yitachu on Saturday said government schools in Nagaland have enrolled of over two lakh students. Stressing on the need to provide adequate attention to the students, Yitachu expressed fear that if the students lack proper care, peace and cohesive existence would be a major issue. Speaking at the 4th Graduation Day Ceremony of Modern Institute of Teacher Education (MITE) Kohima, Yitachu appealed to the teachers to be willing to serve even in the remotest places, reach out to the poorest and the weakest section of the society. He lamented that the education system in the state was focused more on middle schools and above, without realizing the importance to build a strong foundation at the lower levels. Despite having huge

number of qualified teachers in government schools, Yitachu said most students prefer to go to private institutions. In order to build the confidence of students, he said teachers should have “true commitment towards their profession”. Exhorting the B.Ed graduates, the minister said with the increasing number of educated people, only the best equipped would be able to survive. He lauded them for pursuing B.Ed, saying this exemplifies their commitment and conviction to take up the noble and sacrificial profession.
Since the government made B.Ed compulsory for teachers, he informed that inservice government teachers have been made to undergo batch wise B.Ed training, while 14,000 more were yet to be covered. He said it was mandatory for in-service teachers to have B.Ed degree, for their annual increments and promotions. On teachers’ recruitment, Yitachu said since 200-300 teachers retire from service every year, the department has put up a proposal to the state government to lift the ban on teachers’ recruitment. Once the Cabinet approves the proposal, teachers with B.Ed qualification would be recruited without any manipulation. MITE managing director, Pelee Hekha highlighted that out of 96 candidates, 84 cleared the B.Ed exam 2015. Hekha said the college also got 88% pass percentage in Nagaland while Arenmenla Jamir secured 4th rank amongst the Top-10.
F&CS deptt: NGRC-I CU seeks info on allocation
D I M AU P R , AU G 1 3 (NPN): Nagaland Govt. Registered Class-1 Contractors’ Union (NGRC-1 CU) president Seyiekuolie and general secretary L. Pukhato Shohe have disclosed that the union has filed an RTI query to Public Information Officer (PIO), Food & Civil Supplies department seeking detailed information on allocation of kerosene and ‘solvent chemical’ (allegedly used for adulterating liquor and fuel) for the last 15 years. While demanding the cancellation of bails granted to the fuel adulteration kingpins, NGRC-1 CU said that the kingpins were responsible for corrupting the Naga people’s wealth. “They can never be allowed to run any business in Nagaland especially fuel”, it said. The union further alleged that the FC&S department and the minister concern was solely responsible for the
diversion of thousand litres of kerosene to black market for fuel adulteration purposes including ‘solvent chemical’, allegedly used for both liquor and fuel adulterations. In this regard, NGRC-1 CU said it has demanded through an RTI query, the documents related to the allotment by the concerned ministry, government of India, as to how the state government obtained and its further allocation and for what purpose? The union further demanded documents related to the allocation of ‘Kerosene’ as to how much was obtained from government of India and further allocation in the state and district-wise allocation. It also demanded to know as to whether “there is any quota for the minister concerned or secretary or director in the allocation of kerosene? If not why all allocation are not distributed or allotted? Where does the remaining go?”
Pointing out that the fuel adulteration racket has adversely affected every citizen and the economy, the union cited the example of how a litre of fuel, which is suppose to cover 16 kms, was hardly covering 10 kms due to adulteration, at the same time damaging the engines of vehicles. Contractors were the most affected, due to fuel adulteration, as it has caused huge loss, the union said. Asserting that the union would not tolerate such serious racket anymore, NGRC-1 CU said “non-locals were the kingpin and several others were involved with them and the most interesting part was that when the racket was detected the local owner who were allowing these kingpin to run their business all of a sudden denied that they do not have any association with them any longer”. DIMAPUR, AUG 13 (NPN): The suspension bridge at Seitheke Basa--the lifeline of more than six villages under Chumukedima sub-division-collapsed on Friday night after more than 30-40 ft of the bank
on which the main structure of the bridge stood was swept away by strong water current. The concrete structure upon which the pillars were erected at Seitheke Basa side of the bridge was swept away by the river, however the metal ropes of the collapsed bridge
were retrieved by local volunteers and kept tethered to trees. An average of more than two thousand commuters use the bridge on a daily basis but with the bridge collapsed, students, farmers, and office goers are the worst affected as they have to travel an additional
3-4 kms. The bridge is the lifeline for: Seitheke Basa village, Seitheke ‘A’ village, Seitheke ‘C’ village, Spdzulhou village, 7th Mile village, and Model village. Speaking to this reporter, the village council members of Seitheke Basa stated that district administration was informed and officials from Department of Irrigation and Flood Control reportedly inspected the bridge days before the bridge was collapsed. The locals r ued that despite repeated appeals for construction of anti-erosion structures on the riverbank to the concerned department, no action was taken citing ‘paucity of funds.’ In this regard, the affected villages appealed to the concerned authority to repair the bridge at the earliest. It may be mentioned that the bridge was constructed in 2003 by the 6th Bihar regiment under Military Civic Action scheme and has been repaired numerous times by the locals since then. K Y M C
