DIMAPUR, AUG 13 (NPN): A move to strengthen ties, looking towards achieving a common goal, the Ao Senden and Nagaland Tribes Council agreed to work hand-in-hand for the welfare and uplift of Naga society. A decision to this effect was taken during the joint coordination meeting of the Ao Senden presidential executive council and Nagaland Tribes Council (NTC) on August 12 at Ao Senden office. A press note issued by Ao Senden president Imolemba Jamir and general secretary S. Panger Ao said both the sides discussed on various agendas, particularly regarding the present Naga political situation. Ao Senden also urged upon NTC to support and work together alongside Naga Hoho and other civil societies to achieve the common desired goal. It also appealed to all civil societies “to be proactive in sustaining as well as taking pre-emptive measures on the policies and programs of the state government for the benefit of the Nagas”.
ENCSU keeps phase-II protest in abeyance
DIMAPUR, AUG 13 (NPN): Eastern Nagaland College Students’ Union (ENCSU) on Saturday informed that it decided to keep in abeyance its phase-II agitation as per the request made by the principal secretary to the chief minister and convener Eastern Nagaland Legislature Union (ENLU). In a press release, ENCSU chairman Longre Chang and joint secretary Nokchem Angth said the decision was taken during an emergency meeting at DUDA Guest House, Kohima on August 13, 2016 following an appeal made by the principal secretary to chief minister, government of Nagaland, Temjen Toy, against union’s representation which was submitted to the chief minister on August 12, 2016. In the representation to the chief minister, the union had sought immediate intervention of the chief minister into the issue of NSEE-II result 2016 and address its demand on or before August 15, failing which it had warned to take extreme action even to the extent of disturbing the celebration of Independence Day. After thorough deliberation, ENCSU said the executive decided to extend six days i.e. till August 19, 2016 to the government to fulfil the demand mentioned in an ultimatum. The union cautioned that in the event the state government failed to address its genuine grievances within stipulated time, it would not attend any negotiation with the government but take its own course of action, for which the union will not held responsible for any untoward situation.
No chopper service from August 14
DIMAPUR, AUG 13 (NPN): Nagaland State Transport (NST), GM has informed that state chopper service would not be available with effect from August 14 due to technical snag. In a press release, NST GM, O. Elhibemo Yanthan, however, informed that the service would resume after the helicopter becomes serviceable. GM has expressed regret for the inconvenience.

N E W D E L H I , AU G 1 3 (AGENCIES): Government has approved Rs. 1,911-crore highway projects for six states, including Nagaland.“The Standing Finance Committee (SFC) has approved six road projects in Nagaland, Andhra Pradesh, Maharashtra, Karnataka, Uttarakhand and Arunachal Pradesh to be built at a cost of an estimated Rs 1,910.87 crore,” an official said. The official said SFC approved the NH 61 stretch in Nagaland for an estimated Rs 343 crore, besides upgradation of Rayachoti-Kadapa stretch on NH 18 for an estimated Rs 350 crore in Andhra Pradesh. In Maharashtra, it gave nod to two-laning of NagpurUmred-Bramhapur-Armori stretch for Rs 269 crore and reconstruction and widening of a highway stretch on NH 94 in Uttarakhand for Rs 209 crore. Arunachal Pradesh will see a stretch to be widened at a cost of Rs 44 crore. Two projects in Karnataka relating to widening of Bidar to Humanabad section of NH 50 for a cost of Rs 367 crore and a stretch on NH 150 for Rs 39 crore were approved. Parliament committee ‘partly blames’ NHAI for NPAs in road sector: The Parliament’s Standing Committee on Transport raised several questions on the functioning of
the National Highway Authority of India (NHAI), hinting that some of its policies were the reasons leading to bad debts piling in the road sector. The criticism comes when banks and concessionaires are being blamed by the government for non performing assets, or NPAs. The committee in its report Infrastructure Lending in Road Sector presented to Parliament said that there are several issues with the NHAI like underestimating project costs, bad planning and showing haste in awarding projects to developers. It said that various stake holders complained that the NHAI underestimates the project costs and the concessionaires who bid out a project on L1 basis approaches banks and financial institutions with an inflated project cost for taking loans. L1 refers to lowest bidder. The committee said that it finds strange that there is a big gap between the cost calculated by NHAI and the banks for the same project. While blaming NHAI, the committee also directed the authority to keep a watch over the excess loan amount over the estimated cost obtained by the concessionaire from the bank. “Why the concessionaire has been given a free hand to get the banks’ loan as
per their wish?” said the committee headed by Member of Parliament of Trinamool Congress Kanwar Deep Singh. NHAI in its statement on the report said, “We, at NHAI maintain high level of due diligence and follow all the processes which go through various government committees for clearances.” Observing the NPA percentages of various banks in the road sector, the committee observed that for IDBI Bank the NPA percentage is as high as 52% of the total loan disbursed for the road sector and a large portion of this huge amount are NPAs, that too lent to a single concessionaire, Jaypee Infratech Ltd. The report pointed out that State Bank of India has lent Rs.19,502 crore, out of which Rs.1,986 crore has turned into NPA and the Parliament committee was worried about the higher percentage of loan becoming NPA. The committee said that the banks should do due diligence while disbursing loans to concessionaires. During the consultation process of the report, the committee was informed that NPAs totalled Rs.2.6 trillion from defaulting infrastructure projects and that by the end of 2015-16, it is estimated to go up to more than Rs.4 trillion.
Nagaland among 21 states asked to curb air pollution Directed to form action plan to check fuel adulteration Helplines in all towns for air pollution within 30 days Sets a 90-day deadline to maintain ‘pothole free’ roads for free-flow of traffic NEW DELHI, AUG 13 (IANS): Asking 21 states to take action against air pollution within the given deadline, the Central Pollution Control Board (CPCB) has issued a total of 31 directions under six different sections. The order asks the states to form an action plan to check fuel adulteration and public helplines in all towns for air pollution within 30 days and action for non-complying industries within 60 days. It also sets a 90-day deadline to maintain “pothole free” roads for free-flow of traffic. The directions were issued in July to 21 polluting states under Air (Prevention and Control of Pollution) Act, 1981. The states includes Nagaland, Meghalaya,
Uttarakhand and Jammu and Kashmir. The cities of these states where the particulate matter increased over the last five years includes-- Jammu (J&K), Kohima (Nagaland), Rishikesh (Uttarakhand) . “CPCB in the past made several requests to the state pollution control boards to prepare effective air quality management plans in respect of non-attainment cities and towns, and make efforts to get there plans implemented for improving the air quality,” the direction pointed out. The directions among others includes -- Retrofitting of particulate filters in diesel vehicles, when BS-5 fuel is available and installing remote sensor based Pollution Under Control (PUC) system. It urges to launch extensive drive against open burning of bio-mass, crop residue and garbage including the burning of Solid waste by the municipalities. Asking for upgradation in the old polluting industries, the CPCB has asked the states to identify all the brick kilns, check their fuel, close the unauthorised kilns and conversion from natural draft to induction draft. To mitigate the gaps, the CPCB directed to establish an Air Quality Management Division at state pollution control board’s headquarters within 30 days and “interact with it”.
DIMAPUR, AUG 13 (NPN): To protest against the shifting of Jawahar Navodaya Vidyalaya (JNV) Kiphire to other place, the parents of JNV Kiphire students and the United Sangtam Students’ Conference (USSC) took out a silent procession at Kiphire on Saturday. The parents submitted a memorandum to the commissioner, Navodaya Vidyalaya Samati, through deputy commissioner (DC) Kiphire. In the memorandum, the parents expressed disheartenment that such decision was taken without any concern for students whose parents were from underprivileged section of the society and from one of the remotest places even by the state’s standard. The parents appealed to the authority to take up the matter in all earnest and revoke the decision to shift the JNV Kiphire campus. JNV Kiphire was established in the year 2006. Addressing the participants after the procession, USSC executive chairman Justin Khatomong T. Sangtam expressed dismay at the move of the JNV authority to shit the school to Phek. He said the authority has failed to uphold its motto “social justice to rural talents” and its aims and objectives “to foster national integration among students through a policy of migra(Cont’d on p-5) tion”.
DIMAPUR, AUG 13 (NPN): In commemoration of the ensuing Anniversary of Independence Day 2016, the Governor of Nagaland has granted remission of sentences to the different categories of prisoners following the state government’s decision to remit sentences against certain categories of prisoners who have been convicted by the courts (other than Court Martial) having criminal jurisdiction in the state of Nagaland and sentenced to rigorous imprisonment. A home department order stated that the scale of remission of sentence for different categories of prisoners were 30 days to prisoners sentenced to 10 years and above, 20 days to prisoners sentenced to five years to ten years, 10 days to prisoners sentenced to 1 year to five years and five days to prisoners sentenced up to one year. However, the remission granted under the order would not be admissible to the prisoners convicted under Foreigners Act; Passport Act; Unlawful Activities (Prevention) Act; Section 3- to 10 of Official Secrets Act, 1923; Section 2 to 3 of Criminal Amendment Act 1961; Section 121 to 130 of IPC; Section 107/109 of CrPC; Prevention of Corruption Act; convicted of rape, attempt to rape or assault on women; convicted prisoners found violating jail rules and discipline such as threatening, intimidation, quarrelling, beating of fellow prisoners or staff and smuggling of contraband and prohibited articles.

Over 2 lakh students in govt schools Correspondent
KOHIMA, AUG 13 (NPN): Minister of School Education and SCERT, Yitachu on Saturday said government schools in Nagaland have enrolled of over two lakh students. Stressing on the need to provide adequate attention to the students, Yitachu expressed fear that if the students lack proper care, peace and cohesive existence would be a major issue. Speaking at the 4th Graduation Day Ceremony of Modern Institute of Teacher Education (MITE) Kohima, Yitachu appealed to the teachers to be willing to serve even in the remotest places, reach out to the poorest and the weakest section of the society. He lamented that the education system in the state was focused more on middle schools and above, without realizing the importance to build a strong foundation at the lower levels. Despite having huge

number of qualified teachers in government schools, Yitachu said most students prefer to go to private institutions. In order to build the confidence of students, he said teachers should have “true commitment towards their profession”. Exhorting the B.Ed graduates, the minister said with the increasing number of educated people, only the best equipped would be able to survive. He lauded them for pursuing B.Ed, saying this exemplifies their commitment and conviction to take up the noble and sacrificial profession.
Since the government made B.Ed compulsory for teachers, he informed that inservice government teachers have been made to undergo batch wise B.Ed training, while 14,000 more were yet to be covered. He said it was mandatory for in-service teachers to have B.Ed degree, for their annual increments and promotions. On teachers’ recruitment, Yitachu said since 200-300 teachers retire from service every year, the department has put up a proposal to the state government to lift the ban on teachers’ recruitment. Once the Cabinet approves the proposal, teachers with B.Ed qualification would be recruited without any manipulation. MITE managing director, Pelee Hekha highlighted that out of 96 candidates, 84 cleared the B.Ed exam 2015. Hekha said the college also got 88% pass percentage in Nagaland while Arenmenla Jamir secured 4th rank amongst the Top-10.
F&CS deptt: NGRC-I CU seeks info on allocation
D I M AU P R , AU G 1 3 (NPN): Nagaland Govt. Registered Class-1 Contractors’ Union (NGRC-1 CU) president Seyiekuolie and general secretary L. Pukhato Shohe have disclosed that the union has filed an RTI query to Public Information Officer (PIO), Food & Civil Supplies department seeking detailed information on allocation of kerosene and ‘solvent chemical’ (allegedly used for adulterating liquor and fuel) for the last 15 years. While demanding the cancellation of bails granted to the fuel adulteration kingpins, NGRC-1 CU said that the kingpins were responsible for corrupting the Naga people’s wealth. “They can never be allowed to run any business in Nagaland especially fuel”, it said. The union further alleged that the FC&S department and the minister concern was solely responsible for the
diversion of thousand litres of kerosene to black market for fuel adulteration purposes including ‘solvent chemical’, allegedly used for both liquor and fuel adulterations. In this regard, NGRC-1 CU said it has demanded through an RTI query, the documents related to the allotment by the concerned ministry, government of India, as to how the state government obtained and its further allocation and for what purpose? The union further demanded documents related to the allocation of ‘Kerosene’ as to how much was obtained from government of India and further allocation in the state and district-wise allocation. It also demanded to know as to whether “there is any quota for the minister concerned or secretary or director in the allocation of kerosene? If not why all allocation are not distributed or allotted? Where does the remaining go?”
Pointing out that the fuel adulteration racket has adversely affected every citizen and the economy, the union cited the example of how a litre of fuel, which is suppose to cover 16 kms, was hardly covering 10 kms due to adulteration, at the same time damaging the engines of vehicles. Contractors were the most affected, due to fuel adulteration, as it has caused huge loss, the union said. Asserting that the union would not tolerate such serious racket anymore, NGRC-1 CU said “non-locals were the kingpin and several others were involved with them and the most interesting part was that when the racket was detected the local owner who were allowing these kingpin to run their business all of a sudden denied that they do not have any association with them any longer”. DIMAPUR, AUG 13 (NPN): The suspension bridge at Seitheke Basa--the lifeline of more than six villages under Chumukedima sub-division-collapsed on Friday night after more than 30-40 ft of the bank
on which the main structure of the bridge stood was swept away by strong water current. The concrete structure upon which the pillars were erected at Seitheke Basa side of the bridge was swept away by the river, however the metal ropes of the collapsed bridge
were retrieved by local volunteers and kept tethered to trees. An average of more than two thousand commuters use the bridge on a daily basis but with the bridge collapsed, students, farmers, and office goers are the worst affected as they have to travel an additional
3-4 kms. The bridge is the lifeline for: Seitheke Basa village, Seitheke ‘A’ village, Seitheke ‘C’ village, Spdzulhou village, 7th Mile village, and Model village. Speaking to this reporter, the village council members of Seitheke Basa stated that district administration was informed and officials from Department of Irrigation and Flood Control reportedly inspected the bridge days before the bridge was collapsed. The locals r ued that despite repeated appeals for construction of anti-erosion structures on the riverbank to the concerned department, no action was taken citing ‘paucity of funds.’ In this regard, the affected villages appealed to the concerned authority to repair the bridge at the earliest. It may be mentioned that the bridge was constructed in 2003 by the 6th Bihar regiment under Military Civic Action scheme and has been repaired numerous times by the locals since then. K Y M C

Sematilla council clarifies DIMAPUR: Sematilla Council, Dimapur, while condemning the assault on the proprietor of Nonee Pharmacy on August 7, has clarified that the accused namely Ikaho Achumi was not from Sematilla colony as claimed. DIMAPUR: National Lok Adalat (people’s Court) was observed today, across the state in all the district headquarters, under the supervision of the respective District Legal Services Authorities. Cases were dealt on banking matters, u/s 138 NI Act and recovery suits etc & others. A total of 442 cases
were taken up for settlement, among which 94 cases, mostly at pre-litigative stage were disposed off on an immediate basis. D I M A P U R , Au g 1 4 (NPN): Out of 1500 households of Kevijau colony, 472 household received ratio card Saturday, at its council hall. Speaking at the distribution programme, superintendent of food and civil supplies, Dimapur Jamonger highlighted in detail about the importance of National Food Security Act (NFSA).
Mentioning about equal distribution of the scheme, he pointed that orders have been passed to set up fair price shop in the colony itself under the name Jacob Achumi fair price shop and order of time and days has been fixed i.e. three days in a week starting from 8 a.m. to 12 noon, inorder to make it convenient for the beneficiaries. Responsibility to distribute ratio card has been
allotted to GBs and village council and therefore Jamonger asked them to keep up with the record. Jamonger also informed that the department would be checking the availability of fair price shop after Independence Day. The programme followed discussion hour where certain queries and doubts of the beneficiaries where clarified.

Esha Konyak visits RO cum Multipurpose Cultural Complex DIMAPUR: Parliamentary secretary Art and Culture, Eshak Konyak on Thursday visited the office of Registering Officer (RO) Dimapur-cumMultipurpose Cultural Complex at Chumukedima. During the visit, Konyak said that after touring various districts he was aware of the problems and prospects of the department and its employees. Stating he would take every possible measure to improve the department’s image, Konyak sought cooperation from the employees in this regard.
He lamented that offices remain deserted despite having excess employees as employees draw salary from ATM without attending office. Taking strong note of the ‘trend’, Konyak asserted the practice should be totally stopped. He reminded the employees that the purpose of being in govt service was not just to enjoy monthly salary but to provide service to the people. Earlier, the registering officer Dimapur apprised the parliamentary secretary of the various problems faced by the establishment.

NLEP visits health units in Dmu
DIMAPUR: In view of the upcoming intensive Leprosy Case Detection Campaign (LCDC) in Dimapur District, National Leprosy Eradication Programme (NLEP) visited health units on July 27. The team led by NE Consultant for NLEP, Dr. Lanong, along with NLEP, ZLO Dr. Toshirenla and NLEP, Dimapur NMS Ghoipu visited CHC Medziphema and sub centre Diphupar. During the visit, Dr. Lanong interacted with CHC Medziphema, SMO Dr. Manyu Phom, regarding implementation of USIS in the health unit during his monitoring visit. The monitoring team also visited Diphupar Sub Centre for LCDC Campaign. Leprosy case detection campaign would be carried from September 5 to 18 at Dimapur for leprosy cases provided free treatment to the patient.

CRA condemns GoI for ‘failing’ Irom Sharmila; demands repeal of AFSPA IMPHAL, AUG 13: Centre for Research and Advocacy (CRA), Manipur, while expressing concern over the government of India’s inaction towards repealing the draconian law AFSPA, has condemned the GoI “for its failure to respond to the democratic and non violent movement of Irom Sharmila to repeal the most controversial and draconian Armed Forces Special Powers Act, 1958.” In a press note, CRA stated the ‘inaction’ has “exposed the undemocratic and autocratic nature and rule of the Government, which is founded by the principles of non violence and Satyagraha,
as espoused and practiced by Mahatma Gandhi, the founder of Indian Nation.” CRA also acknowledged and appreciateed the struggle and sacrifices of Irom Sharmila, for her non-violent and democratic struggles in exposing the undemocratic nature of AFSPA and its application in Manipur and across India’s North East. “The unique and enduring struggle of Ms. Sharmila has further contributed in strengthening the call against AFSPA and in garnering support to reject the colonial law. Sharmila’s contribution will continue to inspire all people of Manipur and beyond to stand against
AFSPA and similar draconian laws,” CRA maintained. In this regard, CRA urged upon the Government of India to repeal AFSPA, 1958 in accordance with the recommendations of various UN bodies and also to politically resolve the protracted armed conflict afflicting Manipur for several decades.

IMPHAL, AUG 13: Manipur Saturday paid rich homage to the “great heroes” of Anglo-Manipuri War of 1891 on the occasion of the ‘Patriots’ Day’ which the state observed every year on this day, remembering the day on which Prince Tikendrajit and general Thangal were hanged. The day was observed at several places at various levels with offering of floral tributes to the portraits of Tikendrajti and Thangal being the main highlights of the functions. State chief minister O Ibobi Singh and deputy chief minister Gaikhangam led the people in paying a series of floral tribute to the patriots of Manipur who sacrificed their lives to protect the then independent Kingdom. Star ting from early morning, floral tributes were paid at Sahid Minar, Hijam Yaichampat, the place where the last rites of Prince Tikendrajit was performed, at Thangal General temple and his statue at Palace Compound and Palace gate respectively. Personnel of the Manipur Rifles also offered general salutes at the said places. In the afternoon, before the commencement of the state level commemoration function at Kangla fort, state governor V Shanmuganathan and chief minister O Ibobi Singh along with other dignitaries paid floral tribute to the Utra Shanglen at Kangla fort and Saheed Minar at BT Park.
In his address at Kangla fort, the governor urged the people of the state to protect the hard won independence at all cost and strive to bring up the nation as a leader among nations. “While remembering the lofty ideals and brave deeds of our forefathers, let us also remind ourselves on this day the strength of unity against all odds,” he said. Let us take a pledge to remain united irrespective of caste, creed or religion to be able to meet all challenges to the freedom of our country,” he added. Chief minister O Ibobi Singh who addressed the function as president said “we are observing Patriots’ Day today for the recalling and give respect to the sacrificing spirit of our forefathers. Recalling that disunity among the princes led to the loss of Manipur’s freedom, the chief minister said that it has taught a lesson to future generation. “If the then princess stands against the British together then, Manipur may not loss her independence. So from this day onwards let’s try for the better,” he said. Manipur has been observing August 13 every year as Patriot Day to remember the heroes of Anglo-Manipur war of 1891. On this day of the same year, prince Tikendrajit and General Thangal were hanged by the British on the charged of waging war against the British Emperor at Pheijaleitong in the heart of Imphal city now known as BT Park and Sahid Minar was later erected.
Correspondent DIPHU, AUG 13: A constable of 11 Assam Police battalion succumbed to bullet injuries and another was admitted to Nagaon Civil Hospital after a shootout incident inside the police barrack of Rongbongways police station located in East Karbi Anglong on August 12 night. The deceased has been identified as Ratul Gogoi who was hit by two bullets while the injured has been identified as Pawanjoti Deka and is undergoing treatment in Nagaon Civil Hospital. According to police reports, both the armed personnel got into a fight which escalated to a gunfight. Meanwhile, Karbi Anglong superintendent of police Debojoti Doloi has refuted any claim of ultra related attack in the highly fortified police barrack. “We have started investigation into the matter which led to the incident but I can assure you no outside assault took place in the police barrack,” said Debojoti Doloi.

Suspected ULFA militants kills two in Tinsukia G U WA H AT I , AU G 1 3 (AGENCIES): Five to six militants belonging to the anti-talk faction of the banned ULFA shot dead two people and injured seven in Tinsukia district in eastern Assam on Friday. The attack took place on Friday night at a house in Bamungaon village in Philo-
bari area of the district. The dead were identified as Kishori Shah (65) and his son Rajesh Shah (35). Hundreds of protestors in Philobari area took to the streets to condemn the attack on “Hindi speaking” community and blamed police for their failure to protect the
lives of innocent civilians. The locals demanded Union home minister Rajnath Singh and chief minister Sarbananda Sonowal to ensure security of the people. They also alleged that security agencies were aware of a probable attack by the militants in the area but did not deploy adequate forces.

IMPHAL, AUG 13: After Irom Sharmila ended her fast on August 9, a woman social activist Saturday stepped into Irom’s shoes and commenced indefinite fast demanding repeal of Armed Forces (Special) Powers Act, 1958. Arambam Robita Lemia, founder and secretary of an organization for Women Against Crime (WAC), who is also mother of two, commenced her fasting stir at her organisation’s office in Imphal Canchipur Saturday. Talking to media, Robita said that she was neither competing nor challenging Sharmila but to keep alive the demand for repeal of the AFPSA. She is also demanding putting in place a mechanism to protect the indigenous people of the state from ever dominating migrant populace in Manipur. According to the woman activists, people were disappointed when Sharmila declared her stunning decision as they have apprehension in their mind
department. “I may die but I would not step back without fulfilling the demand,” Robita who defied calls from various civic organizations to review her decision. Robita went ahead with her decision even as many organizations mostly women based called for review to her decision. Responding to the calls Robita said “I am deeply hurt by reactions from some sections of the society on her decision to quit fasting and to change her strategy.” The organizations have already decided not to allow her to start her strike, citing that she has two young children a 10-year old son and a four-year-old daughter to look after. Several organizations including the AMUCO, UCM, AMSU, IPSA, Salai Apunba Nupi Lup and WAC had, in the meantime, resolved not to support her stir. The organizations strongly opposed her decision on ground that she is a mother of two daughter, one 10 year and another four years.

The NSCN/GRPN-UT staff under the blessing and support of Mr. Q.Tuccu, Hon'ble member collective leadership, Mr. Kihoto Yeptho, Steering Executive Member and all senior leaders under UT conducted a social work at Naga Cemetery Khermahal, Dimapur, clearing bushes, shrubs and creepers covering the graves which has turn into thick forest like and left unattained for a long period of time. The social work was conducted under the initiative of care taker C.A.O UT Mr. Rangkhamong Anar and Mr. Akato Swu Secretary UT. Dy. Kilonsers and Tatars of UT have also joined hand with the staff of UT in undertaking this social works. The social work in this cemetery is done in deep remembrance to our national workers, public leaders, our staunch supporter and sympathiser and also our Naga brothers and sisters whose mortal remains laid rest in this cemetery. The Tiranga Yatras will be held till August 23 in which 75 ministers will visit 150 places associated with the freedom struggle and seven women ministers will visit the country’s borders to tie rakhis on soldiers deployed there. Prime Minister Narendra Modi flagged off celebrations on Tuesday from the home of freedom fighter Chandrashekhar Azad in Madhya Pradesh. With eyes firmly set on Uttar Pradesh, where assembly elections are due early next year, BJP has lined up a host of Union ministers to visit the state as part of its Tiranga Yatra. “Tiranga Yatra will be carried out in two phases. Union ministers and senior party functionaries will participate in the yatra,” BJP state general secretary Vijay Bahadur Pathak said. Home Minister Rajnath Singh would participate in the yatra at Shahjahanpur and Transport Minister Nitin Gadkari will do so in Mughalsarai. VHP international working president Pravin Togadia said that Modi’s directive to states to create dossiers of cow vigilantes amounts to ‘racial profiling’ of Hindus as they are the ones who give their lives for protecting the animal. Expressing “utmost dissatisfaction and agony” over Prime Minister’s remarks, he also questioned as to why the “head of the country” has given a clean chit to “cow butchers” and victimised cow protectors, who have been his avid supporters and helped him getting elected. Rather than appreciating efforts of Hindus to save cows and initiating a sincere dialogue with “these simple, nonfancy gau-rakshaks”, Modi had termed 80 per cent of them as “anti-social”, he said. That was an “insult not only of Mother cow but also of Hindus and all those who gave their lives for protecting cows”, he told reporters. In a strong rebuke to cow vigilantes, some of whom flogged dalits in his home state Gujarat, Modi had last week said that he felt enraged at such “anti-social elements” who indulged in crimes by the night and masqueraded as cow protectors during the day.

Prakash Javadekar HYDERABAD, AUG 13 (PTI): HRD Minister Prakash Javadekar said today the new education policy would focus on accountability and research and innovation in addition to quantity, quality and equity, and stated there would not be any tinkering with constitutional provisions. In an interaction with students of Government High School at Musheerabad here, Javadekar said, “The new education policy will be raised on the foundations of quantity, quality, equity, accountability and research and innovation”. “Some people are raising apprehensions before hand that there will be changes in the Constitution (with new education policy). There will be nothing of that sort,” Javadekar said.
Opposition had on Thursday slammed the draft policy as one lifted out of RSS documents. Stressing that the new policy would focus on quality education for all, the minister said inputs and comments have been invited on its draft for which the deadline has been extended till September 15. Meanwhile, during a chat session with students, Javadekar recalled that his family was so poor in his early days that they could not afford to buy newspapers, and he used to visit neighbourhood houses to read them. When he was a 10-yearold, he used to tag along with his mother, a primary teacher, and teach illiterate men, while she took classes for the women folk. Telangana Deputy Chief Minister Kadiyam Srihari requested the Centre to extend mid-day meal scheme – now implemented up to eighth standard -- up to tenth standard in government schools. Srihari, who also holds the education portfolio, also made a pitch for extending Kasturba Gandhi Balika Vidyalayas scheme at present providing education to girls up to eighth standard, particularly from weaker sections, up to 10th standard.
Congress spokesperson and the daughter of President Pranab Mukherjee, claimed today that a man harassed her by sending lewd messages and put up screenshots of the texts on her Facebook page. “The person is completely unknown to me and he sent me dirty sexual messages last night. I first thought of ignoring him and blocking him but then (I) thought my silence will encourage him to find other victims,” she said, identifying the man as Partha Mandal. The Congress leader said she would lodge a complaint with the cyber cell of Delhi Police. In her Facebook post, she said, “I strongly feel such ppl shd be publicly exposed & humiliated. I’m posting screenshots of his profile & messages he sent me. I’m also tagging him. Pls share this post & tag this rat as a msg that these pervert acts will not be taken lightly (sic).” “Police might have thousands of such cases with them. I will fight as an ordinary woman and do not require any preferential treatment as a daughter of the President of India. Police must work all such cases with equal diligence,” she said.

DIMAPUR, AUG 13 (NPN): In view of the 70th Independence Day Celebration at Secretariat Plaza, Kohima on August 15, 2016, the Kohima police have informed that it would enforce traffic regulations as part of the security arrangement. In a press release, Senior Superintendent of Police, Kohima, stated that only vehicles with appropriate car passes would be allowed entry to the Secretariat Plaza. It has been informed that no vehicle would be allowed to be parked by the roadside from 6am onwards on that day at the following routes: from BSNL Telephone Exchange till Classic Island; From Raj Bhavan till M.S Classic Island and From Classic Island till Assembly Secretariat via Razhü Point. Heavy vehicles would not be allowed to ply from High School junction to Assembly Secretariat via Sanuoru subway during the Independence Day Programme, except government departmental buses. Further, heavy vehicles would not be allowed to ply in Kohima town till the programme was over. Heavy vehicles would also not be allowed to be parked along the “D” Block road. Police have informed that all loading and unloading of goods in Kohima town should be completed by 6am. While seeking cooperation from the public, the police have warned that defaulting vehicles would be towed away and the charges would be borne by the vehicle owners.
Police scuttles separatist attempts to take out march
Police detain senior separatist leader of Moderate Faction of Hurriyat Conference, Mirwaiz Molvi Umar Farooq, after he jumps from his gate to defy the curfew, in Srinagar on SRINAGAR, AUG 13 (PTI): Police today thwarted attempts by separatist leaders Mirwaiz Umar Farooq and Syed Ali Shah Geelani, who are under house arrest, to take out processions from their residences to Lal Chowk. In the first instance, Mirwaiz, the chairman of moderate Hurriyat Conference, came out from his Nigeen residence located on the outskirts of Srinagar this afternoon. He was immediately detained by the police and taken to Nigeen police station, officials said. Separately, Geelani, who heads hardline faction of Hurriyat Conference, also tried to take out a march from his Hyderpora residence on Srinagar-Airport road. However, the police
stopped the octogenarian leader, following which he along with his supporters staged a sit-in on the link road, officials said. The sit-in lasted for over half-an-hour and ended peacefully, the officials said. The two Hurriyat factions as also JKLF led by Yasin Malik had given a call for ‘Lal Chowk March’ today and tomorrow to press for ‘right of self-determination’ in accordance with the UN resolutions. While Mirwaiz and Geelani have been under house arrest, Malik is lodged in central jail here since his arrest on July 9 following widespread clashes in the aftermath of the killing of Hizbul Mujahideen commander Burhan Wani. Prior to his arrest, Mir-
waiz accused the central government of trying to hoodwink the people of the country and international community “by keeping a lid on the ground realities” in the valley. “They are claiming that some people are misguided. If that is the case, there is a great opportunity for them to conduct a referendum and see what the people of Kashmir want,” he told reporters. He said “the reality is that the people of Kashmir neither demand employment or contracts nor the subsidy. The only demand of the people is freedom and restoration of their rights. So the Indian government should read the writing on the wall.” Apparently referring to India’s stand that the ongoing unrest in the valley is sponsored by Pakistan, Mirwaiz said, “repeatedly attempts are being made that the ongoing movement in Kashmir is sponsored and somebody is pushing it from behind. “This is the movement of the people of Kashmir. It is not today’s movement or the movement started in 1947. The people of Kashmir are rendering sacrifices since 1931 for their rights. “Our programme and our stand is crystal clear - the right of self-determination is the basis of our struggle,” he said. He said no election, no economic package and “so-called” political initiative would work in Kashmir till the issue is resolved in accordance with the UN resolutions.

The union has also questioned the authority concern as why ‘check and test’ of fuel outlets are conducted only on a particular day, when it was to be carried out on a regular basis. On availability of fuel in
the state, NGRC-1 CU said it was much more than what is being allocated by government of India. This was so due to excessive adulteration, it added. It fur ther noted that SKO to various districts, both AOD and MD, were allocated to same agencies for several years namely: Dimapur– AAA, RBCA, PCTC, NSC & D. Angami I Mdzp; Peren– B. Zeliang; Kohima– RBCE & K. Agency; Wokha– Lim Agency & Yanthan Agency;

KAKORI (UP), AUG 13 (PTI): Lashing out at Congress, BJP President Amit Shah today charged that the country has not witnessed any progress since Independence as “one family” held the reins for 60 years and asserted that BJP alone could usher in development. With an eye on the Uttar Pradesh Assembly polls due next year, Shah said if the country is to progress, the development of the state is essential. “It has been 70 years since we gained Independence. But there has been no development in the country as one family was in power for 60 years,” he said. Shah slammed the erstwhile Congress governments for “absence of development” in the country. “I feel sad to say that it has been 70 years since we have won freedom and for 60 years, Congress was in saddle and the result is for everyone to see,” he said. Shah was speaking at a ‘Tiranga Yatra’ as part of ‘Yaad Karo Qurbani’ programme to commemorate the sacrifices of freedom fighters ahead of Independence Day. Asserting that BJP alone can usher in development in the country, he said if SP or BSP came to power in Uttar Pradesh, they will work for the development of only one community. “If SP or BSP come to power they will work for the development of only one community. BJP alone can ensure all round development in the state. BJP believes in ‘sab ka saath, sab ka vikas’,” Shah said at the event held on

HOME-SRC/7396/2015: As complaint petition received dated, 15 th June 2016 from "Nagaland State Rifle Association" seeking for cancellation of "Nagaland Rifle Association" (herein after reffered to as 'NSRA' for "Nagaland State Rifle Association" and 'NRA' for "Nagaland Rifle Association" for the sake of Brevity). The grounds of seeking for cancellation of the NRA as per the application of the NSRA is despite the existence of NSRA, another association by the name and style of NRA was registered bearing Regd. No. HOME/SRC-6908 dt. 14-07-2015 which has a similar name, aims and objects. Moreover, the NRA has furnished wrong information while seeking registration of the same and also has fraudulently inducted the DGP Nagaland, Kohima as Ex-Officio member in its Constitution without the conscent of the concerned DGP. It has also been stated that Shri. Merang Jamir who is a life time President of NRA is also a member of NSRA and "Kohima Rifle Club" which is affiliated association of NSRA and thus registration has been wrongfully obtained and granted in violation of the provision of the Act. After enquiry, verifying the facts and perusal from the records, a show cause notice was issued to the President, NRA vide letter No. HOME-SRC/7396/2015 dt. 05-07-2015. Whereas, per records, it has been found that the NSRA was registered way back on 21-08-2013 bearing regd. No. HOME/SRC-6588 and whereas the NRA was subsequently registered on 14-07-2015 bearing regd. No. 6908. It has been ascertained that the name, aims and objects of NRA is identical with that of NSRA. Thus, despite of the existence of NSRA, the simultanues regisration of NRA with identical name and with similar aims and objects has caused prejudice to the NSRA. That on admission of the President of NRA, it is established that the President of NRA is a member of NSRA and also a member of Kohima Rifle Club which is affiliated to NSRA and such, was aware of the existence of the NSRA, its aims and objectives. However, during the process of registration, the President of NRA has deliberately withheld the facts in order to obtain the registration of NRA. Upon enquiry, it has also been established that the NRA has inducted the DGP, Nagaland, Kohima as Ex-Officio member in its constitution without the conscent of the concerned DGP, Nagaland. Thus, the NRA while seeking registration has disclosed wrong information. It is of the opinion that the existence of two similar societies with similar aims and objects is not permissible as per the the Societies Registration Act. Moreover, in the event of allowing both the Societies to continue to function with similar aims and objectives and with similar name, the conflict to interest and inconveniences in future is inevitable and ultimately it shall be detrimental to the aims and objectives of the NSRA which has been registered prior to the NRA. From the facts and circumstances stated above, it has been established that the registration of NRA had wrongly obtained and the certificate of registration was granted in violation to the provision of section 3A of the Act. As such, in exercise to Section 23(1) of the Societies Registration (Nagaland second Amendment) Act, 1984, the registration of "NAGALAND RIFLE ASSOCIATION" bearing registration No. HOME/SRC-6908 dt. 14-07-2015 is hereby cancelled. Fraud in education
D
espite several reminders by the state government and in particular the Department of Higher Education (DoHE), there are reports alleging that many persons acquire fake degrees from dubious institutes while a majority obtain diploma or graduate or PG degrees from non-recognized universities. In other words, a non-recognized university means it is described as a “fake university” since such university or college(s) which is/are not approved by the Government and UGC. Lot of Innocent candidates or students get trolled by these fake universities and pay to obtain fake degrees from fake institutions where they are admitted. UP leads with nine (9) fake universities, followed by Delhi with six (6), while 7 other states have a university each not approved by the UGC. In Delhi, where several thousand Naga students from Nagaland the following universities are still operating: Commercial University Ltd., Daryaganj, Delhi; United Nations University, Delhi; Vocational University, Delhi; Indian Institute of Science and Engineering, New Delhi and ADRCentric Juridical University, Rajendra Place, New Delhi. There have been numerous reports in the past where several people even in Nagaland reportedly possessing PhD certificates that were awarded in similar manner. In fact, the department of higher and technical education had once issued a list of fake universities issuing various types of degrees. The amazing thing is that despite such noting, still quite a number appear to be holding fake degrees from fake universities or those that manage to obtain certificates through dubious means. These days, with so many floating institutions, the state government has to take a very serious view about the proliferation of doctorates in philosophy and investigate if there are some who may have slipped in unnoticed to obtain employment under the government. Private institutions in Nagaland particular need to tighten up on this aspect by co-ordinating efforts with the state government against unscrupulous persons or academicians who award certificates to candidates for the sake of money. If it is the issue of fake degrees or doctorate certificates in the secular field, the scenario in Nagaland becomes more discomforting with reports about persons who propel themselves up the ladder in the Theological world with doctorate certificates and to top it all, ordination as reverends which are done by unknown institutions. There are reports of institutions that award doctorates through correspondence courses while ordination as reverends are made without proper scrutiny as is normally undertaken but solely on the basis of whatever consideration by those unknown institutions some of which are located at places never heard of before. It is perhaps, easier to obtain doctorate degree or be ordained in the Theological world since fewer questions are asked provided a person is able to act that part. Perhaps, even in the case with Theological degrees or titles, there is also a need for the mainline established church organizations to thoroughly scrutinize these awards so that there is no chaos in future caused by charlatans. Like bogus appointment orders as in some government departments, there are also some fraudsters who provide fake (forged documents) and which are probably used to get jobs and never discovered as fakes. There are some organizations with websites that claim they can verify whether a degree is fake (from fake institutes, non-recognized universities etc). If fake degrees and non-recognized universities and institutes are not closed down and those involved booked then it would amount to saying there are no fakes or nothing is fake in education.

And if you are not sensitive enough to detect His voice, you will quench it, and your spiritual life will be impaired. This sense of restraint will always come as a “still small voice” (1 Kings 19:12), so faint that no one except a saint of God will notice it. Beware if in sharing your personal testimony you continually have to look back, saying, “Once, a number of years ago, I was saved.” If you have put your “hand to the plow” and are walking in the light, there is no “looking back”— the past is instilled into the present wonder of fellowship and oneness with God (Luke 9:62 ; also see 1 John 1:6-7). If you get out of the light, you become a sentimental Christian, and live only on your memories, and your testimony will have a hard metallic ring to it. Beware of trying to cover up your present refusal to “walk in the light” by recalling your past experiences when you did “walk in the light” (1 John 1:7). When-ever the Spirit gives you that sense of restraint, call a halt and make things right, or else you will go on quenching and grieving Him without even knowing it. Suppose God brings you to a crisis and you almost endure it, but not completely. He will engineer the crisis again, but this time some of the intensity will be lost. You will have less discernment and more humiliation at having disobeyed. If you continue to grieve His Spirit, there will come a time when that crisis cannot be repeated, because you have totally quenched Him. But if you will go on through the crisis, your life will become a hymn of praise to God. Never become attached to anything that continues to hurt God. For you to be free of it, God must be allowed to hurt whatever it may be.

My dear Nagas, On this day the 14th of August 2016, observing the historic day of Naga independence day, the NPGN-NNC-N/A, hoisting the flag of Rainbow designed by Almighty God the symbol of embodiment of God, reiterates and reaffirmed to uphold the Yehzabo of Nagaland and to safeguard the legacy of our forefathers declaring Nagaland as a free nation. On this historic day we solemnly acknowledge that sovereignty over the land and the people belong to Almighty God alone who sustains our lives throughout the year of trial and (1) Reaffirmed the Nagas plebiscite of 1951 and (2) to abide by the great proclamation of “Nagaland for Christ” as resolved and proclaimed in Tatar Hoho which was held on 2nd February to 28th February 1958 at the vicinity of Chokimi village now under Zunheboto district. (3) to stand and fight for Nagas self determination through democratic rights and nonviolence. The Nagas are also inspired by the ideology and philosophy of Mahatma Gandhi, the father of the nation to fight for one’s right. As Nagaland for Christ is our slogan I implore all believers to join hands together and fight for our deliverance as God alone can make unmake or reshape any nation. I call upon Godly people to raise their voice as we have seen that God never allows ungodly people to lead their voice as we have seen that God never allows ungodly people to lead His children or a nation. It is to be noted that my government appreciate the sensational 3rd August 2015 framework agreement and assures that no attempt will be make to antagonise the process of hard earned political solution of the Naga nation. (2) Therefore any talk or any negotiations tending to be within Indian union are unequivocally the works of hidden traitors and the traitors in no way represent the people. (3) No one in whatever name or capacity has the power or authority to settle the Indo-Naga issue within the Indian union. (4) Nagas refused to be buried alive together with the Shillong Accord. To us, the sovereignty existence of our country, the salvation or our people in Christ is eternal and unquestionable. Therefore, here I would like to mention that the first point of Shillong Accord was to accept, without condition, the constitution of India. As a patriot and freedom fighter, I reluctantly ask what the first point of 3rd Aug.2015 framework agreement is. Is it going to be like a beam in your eye and a tiny speck in the eyes of Shillong Accord? It is superfluous on my part to express my deep concern about the F.A as it conceal the fate and future of the Nagas and the Nagas have every right to know about their future. Dear Countrymen, On this day, the 14th of August 2016, the Federal Government of Nagaland greets all Naga citizens on this historic occasion of the70th Naga Independence Day. We are grateful to our Almighty God for His continued protection, guiding hand and sustenance. The same spirit of Nationalism that guided our pioneers and forebears will continue to lead us to our destined place in the sun. The Federal Government of Nagaland has always stood firm and resolute on the “historical and political rights of the Nagas.” The foundation upon which we stand is reinforced by every move we make and every step we take. We will continue to walk the same path. As the Nation pays our homage to all those patriots who are no more with us today, we hold onto the same belief with those who willingly sacrificed their lives in the course of their National duty believing that one day Nagas without any territorial limit will be free from the powers that sought to throttle the voice of freedom and liberty. Today we hear the voices of those opposed to us and try to manipulate our destiny and many people in the name of modernity and advancement consider us as fools and dreamers in pursuit of an unrealistic and impossible dream. However, we are ready to be considered as fools for what we believe to be right and be called by names for Naga historical and political rights to be preserved and guarded. The language of modernity has diluted the Naga language of SOVEREIGNTY. For us Sovereignty is an absolute term, Sovereignty cannot be partial and that though power can be shared Sovereignty cannot be shared. We fight for a sovereignty that will resonate within us, a nation having complete freedom to shape and decide our own destiny and policy, a freedom

Nagas will not accept shared sovereignty as it would be subversion of Indian constitution which clearly states that sovereignty is indivisible. Truthfully the Nagas do not believe that India would amend its formidable constitution to restrict her sovereignty for Indo-Naga settlement. Lastly I call upon the responsible Nagas to denounce the words inclusive or exclusive. These words are highly discriminatory and disheartening. Let us see the views of Naga Hoho which defines thus- “Nagas are one and there is no question of who are Nagas and who are not Nagas.” It amply implies that no Naga should be excluded or included. All Nagas are there fighting together for common cause. Let there be no category of big or small sacrifices as all life are equally precious. A good day will come only when we change the mindset of classification. Change will come only when all the Nagas are united and trusting in God should be our ultimate strength. I am tempted to write that God may have has his plan for delaying the promulgation of framework agreement. Let us make use of God given time to set right all the things that are wrong. Imagine the severity of outcome of our blunder for the motherland if what is wrong and objectionable cannot be corrected before it is too late. Do it now. Don’t wait for tomorrow for tomorrow may not be ours. Let us welcome proper and sound criticism for our future and the Naga nation. Live or perish Nagas will not live under bondage of any country. The NNC/FGN reiterates that anything short of political sovereignty would be a treachery to our people and the Naga Cause and a betrayal to the blood of the thousands of lives that have been sacrificed for the Naga Nation. In the last 7 (seven) decades, our lands without our knowledge or consent have been divided and fragmented and our National Movement demean to that of a secessionist movement and an insurgency. On top of all these, Draconian laws which have no place in other parts of any modern civilized society like Disturbed Area Act under the Armed Forces Special Powers Act of 1958 is continued to be imposed in the Naga inhabited areas to suppress and throttle the cry for freedom and under the protection of this Act the Indian army continues to perpetrate inhuman and barbaric atrocities on our people. The continued imposition of such obsolete laws also depicts the harsh reality of how the so called largest democracy in the world is oppressing a small neighboring nation with all its might and forcefully occupying it, much against the will and wishes of the people and of how Peace is prevailing in our land. The desire of the Nagas to live in peaceful coexistence with our neighbors should not be construed as a sign of weakness and we cannot afford to allow the powers that be to buy time to destroy the very fabrics of our innate rights. We have chosen to follow the path of our great and visionary leaders, pioneers and predecessors and we have never lost sight of what they have laid for us. Had it not been for the declaration of our independence on this very day in 1947, where would we be today? And had it not been for the Naga Plebiscite of 1951 and had we not
Dear Naga people, I praise God on this precious occasion of our National Day of Naga independence. Since the declaration by the Naga National Council in 1947, acknowledged by the United Nations, 14th August has stood as a political landmark for our people.The Nagas must stand firm on our nationhood, which is our right. The world must recognize our nationhood and in particular Burma (Myanmar) and the world’s largest democracy (India), who have occupied Nagaland illegitimately and forcefully, must leave our land. The Government of India and Myanmar have divided our land and are entirely responsible for our plight and the long political turmoil in the region. They should be held and charged by the International Court of Justice at Hague (The Netherlands). The NNC appeals to the world and the neighboring countries to come forward to support, defend and liberate Nagaland for justice, peace and development in the region for the interest of all concerned. The Naga people, especially the intellectuals and the people who are well versed in Naga politics should take our problem to the international arena, using a non-violent and democratic approach. Unless strong measures are taken by our people, whether it is the national workers or NGOs, there will be no other way at this stage to reach our goal, as the Government of India will never settle the political plight of the Nagas. India has been merciless and aggressive in their dealings with us for the last six decades. While publicly being in so-called “political talks” they have continued to be deeply deceptive and insensitive behind the scenes and this is their strategy to dominate and occupy our land. Neighboring countries like Pakistan and China are now openly speaking out on the issue of political unrest in Jammu & Kashmir. They have expressed their concern and are speaking out for the Kashmiri people. This is a good political sign for the Nagas as well. With regard to Naga political problem, the British Government (UK) must speak out for the Naga people as their Government was and
is fully responsible for the political plight of the Naga nationhood. Today as we celebrate and observe our National Day, we must remember and salute our national workers who sacrificed their all for the cause of freedom. The NNC salutes all the heroes who gave up their lives for our nation. May God Almighty bless their families that they may prosper and shine for the Naga nationhood. The Naga people also have to say that the Government of India and its army have put the lives and security of the North-East people in jeopardy by placing missiles like Brahmos and even nuclear weapons in the North-East region in preparation for war against the People’s Republic of China. War with China will devastate and annihilate the entire North-East region, which is rich in raw materials and natural forest, as well as being of outstanding natural beauty. This is something that we, the people who stand for non-violence, are strongly against and we condemn the action by the Indian Government, which is in complete violation of International Human Rights and the rights of the people in the region. India - the largest democracy-is going to create war in the region. The NNC also condemn those Naga groups who are compromising Naga political rights in their talks and cease-fires with Government of India. The prolonged talks and cease fires have really weakened Naga inalienable rights. The protagonists are now politically trapped and have lost their freedom of movement. This is a disastrous state of affairs. Therefore the Naga people should come forward to support and stand for the right political body, the one that can take our cause to the international arena for recognition. The Naga people have a covenant with our living God, therefore, we must stick to our faith for the salvation of our people and land. put our thumb impressions to say “we are Nagas and not Indians” and we will forever be free without the interference of any external nation, what would we be today? The historic declaration and the momentous action exhibit our historical and political rights before the whole world. As such, the NNC/FGN holds these twin planks as the foundation pillars of our political movement and our unassailable right. The NNC/FGN stands to preserve the long cherished dream of the Nagas. For this very reason the NNC/ FGN has embarked on ‘A Journey of Common Hope’ initiated by the Forum for Naga Reconciliation with the other Naga Political Groups. Our stand is clear. We have committed ourselves to the reconciliation among the Naga Political Groups to hammer out our differences so that we can harbor on our common goal, namely, the Naga historical and political rights and making it stand at the forefront of our political movement. We will sail with full trust, honor our commitment and the trust that our people has reposed in us. We have the will power that is mightier than the military weapons or the economic power with which the Nagas have often been oppressed and lured with. Our will power is our strength as it has always been and will continue to be. Our unity and our resolute decision to carry on as one people is the legacy that we can leave to the future generations. The NNC/FGN notes with regret the erosion of our good traditional values and culture which are being supplanted by alien cultures. It isa matter of concern that our good traditional values of hard work, honesty, simplicity and social moral values which we cherish are fast disappearing from our society and we have adopted many alien cultures.
Our existence, our religious practices and even our food habits appear to be in danger of being overridden by alien ethos, cultures, food habits and religious belief and practices if the present indications are anything to go by. Our tribal culture of living in harmony with nature is gradually being overtaken by consumerism which is evident in the massive destruction of our green forests. The age old practice of exploiting the natural resources for our needs to the present exploitation of these resources for commercial purposes is unfortunate. We have to be ever watchful and not complacent so that we are not overwhelmed and totally submerged by the tidal waves around us. We must stay strong and focused. Today, we celebrate with pride and honor those who have made thesupreme sacrifice for the National Cause for it is because of them wecan stand up with pride today in the midst of all the trials anddifficulties. To all who have stood steadfast, I congratulate you. Myspecial salute goes to the recipients of the awards and commendations for the dedication and sacrifice you have made. As we celebrate this historic day, I wish to acknowledge and put on record my appreciation and gratitude to all our people who are praying for and observing this day throughout the world. We ought not to take pride nor rest on our laurels for the strenuous journey we have undertaken thus far because much is still required of us. Towards a new dawn in Nagaland (From previous issue) A Lesson to be learnt: There is an important lesson to be learnt from all the efforts for peace briefly outlined above- that no attempt to find a solution to the long-standing Naga problem can be successful unless all sections of the people in the State were taken on board. This sobering experience should also be brought to bear on the current phase of dialogue with the NSCN (IM). This is not to doubt the sincerity of the Government of India to hammer out a lasting solution to the Naga problem but to impress on the need for transparency and inclusion. The people of Nagaland realise that the Central Government headed by a visionary Prime Minister and commanding a massive popular mandate is in a unique position to offer to them an honourable settlement acceptable to all. They have a vital stake in any final settlement and should, therefore, be part of the dialogue through a representative mechanism reflecting various
shades of opinion. It is similarly incumbent on the NSCN (IM) to take the people of the State into confidence on the contours of a final settlement being negotiated by them with the Government of India. Suggestions to be considered: While the shape of a final settlement will depend on the process of dialogue currently on and the extent to which it embraces various shades of opinion, it may be necessary to make a few worthwhile suggestions to be considered at this stage. i) Point 7(4) of the 16-Point Agreement provided inter alia that no Acts of Parliament shall apply to the State of Nagaland in relation to the ownership and transfer of land and its resources unless the same has been ratified by the Legislative Assembly of the State. This provision was further reinforced by Article 371 A of the Constitution. In later years, there have been differing interpretations of the exact scope of the phrase
“land and its resources”-whether minerals and natural gas would come within its ambit. The Government of Nagaland and its legal counsels have given an affirmative opinion on the subject while the Central Government has taken a contrary view. It is recommended that the latter adopt an accommodative position in the matter since it has an emotional connect with the people of Nagaland. Besides, absolute ownership over land and its resources and the concomitant right to exploit minerals and gas will have a positive bearing on the financial position of the State which is resource-starved. A clear endorsement of the State’s position in this matter should accordingly be part of the final accord. ii) The other important part of the final settlement should be declaration of a general amnesty for the men in the underground and an honourable rehabilitation package for them. Their services may be best utilised by recruiting them in special battalions of any of the paramilitary forces.
iii) In view of the increase in population and the need for greater representation of the Nagas in Parliament, the State should have two members each in the Lok Sabha and Rajya Sabha. iv) A Pan Naga League and under it a Tribal Research and Cultural Centre should be set up with full Central assistance and located in Dimapur in Nagaland. Political Settlement with a robust Economic Package: At the time of signing of the 16-Point Agreement in 1960, it was clearly recognised that Nagaland as a State would not be economically self-reliant. Clause 11 of the Agreement thus stipulated thatTo supplement the revenues of the State of Nagaland there will be a need for the Government of India to pay out of the Consolidated Fund of India as Grants-in-aid as follows: 1) Lump-sums as may be necessary each year for the development programme of Nagaland. A team of members from Dimasa Youth Forum, popularly known as Dimasa Youth Festival celebration committee, visited Dimapur ruins (Rajbari) of Dimasa kingdom on July 31, 2016. During the visit, the team also interacted with various Dimasa organizations of Dimapur. They shared their views on various issues, of which, the most pathetic was the historical site of the Somalis ruins. The team witnessed the negligence of the authority concerned. The historical gate, which is also the main entry to site, has remained closed due to dumping of garbage. Therefore, I, on behalf of the organization would like to make an appeal to the authority concerned, to protect and safeguard this archaeological site, which is also an integral part of the nation’s property. Fete day fund raiser in aid of International day of WIP held at KLC PLHIV inaugurated at Peren DIMAPUR: Fete day fund raiser in aid of poor people living with HIV (cd4 count) was inaugurated in Peren district on August 11 with deputy chief medical officer, Dr. M. Tiala Longkumer as the chief guest. This is an initiative of district AIDS Prevention Control Unit (DAPCU) under the aegis of CMO Peren district. The fund raiser would be held for 3 days till August 13. During a short inaugural programme held at police point, Peren town, Dr. Tiala highlighted that there were 145 people infected with HIV positive in the last FY in Peren district and most of the patients were from the poor family and could not effort in terms of medical cost. She also expressed and extended her utmost appreciation to the district admin-
istration for providing free accommodation and the 18th Assam Rifles Peren for providing the tents and all well wishers for contributing different items in support of this good cause. Spot testing for HIV and Malaria are also been done. District AIDS Prevention Control Unit (DAPCU) staff has informed all the public of Peren district to come and be a part to support this good cause. The program was chaired by supervisor DAPCU, Ngeuzeulungbe and pastor Union Baptist Church, Yangsai pronounced the invocation.
DIMAPUR: International Day of the World’s Indigenous Peoples was held at Kohima Law College on August 9, with assistant professor Kezhokhoto Savi as moderator. The session involved all the teaching faculty and students where serious deliberations dealt with the theme, ‘Indigenous Peoples to Education’. The day aims to raise public awareness of the achievements and contributions of indigenous people
to the improvement of world issues and also focuses on the promotion and protection of the indigenous rights, such as the right to preserve their land and cultural heritage. Rights of the indigenous people in the context of Nagaland, Article 371A of the Constitution of India was to be considered as a special right to the indigenous inhabitants of the Naga people where it provides a provision to protect Naga culture, customs, tradition, lands, etc.

Treehouse Mkg organises interactive session DIMAPUR: The Treehouse, a prep school in Mokokchung, organized an ‘interactive session on oral hygiene and how to grow a beautiful face’ with the kids of the school and their parents with Dr.Temjen Longchari of Dental Touch and Facial Aesthetics, Dimapur as the resource person on Friday. The event was initiated and promoted by Jack in the Box, a leading kids store in Mokokchung and MPTV, a local TV channel and was held at The Treehouse prep school.
The event was also marked as a ‘dress up day’ for the kids, a fancy dress competition where the resource person was the judge. Mumbai, Aug 13 (PTI): A panel formed by the government to look into the issue of bringing all pension products under one regulator is likely to submit its report shortly, a top official of pension watchdog PFRDA said today. At present, pension products are being regulated by multiple financial regulators like PFRDA, Sebi, Irdai and EPFO. However, Pension Fund Regulatory and Development Authority (PFRDA) has urged the government to bring all such products under it. “A proposal has been already put to the government to have a single regulator for all kinds of pension products in the country. “The government has set up a committee to discuss the issue. The committee is likely to give its recommendation shortly,” PFRDA Chairman Hemant Contractor told reporters on the sidelines of a CII event here. Apart from PFRDA, the panel has members from other regulators like Sebi, Irdai and EPFO. PFRDA has also asked the Centre to allow private sector fund managers to manage the pension funds for government employees and it is hopeful of getting the government’s nod in a month’s time. At present, only the three state-owned fund managers are managing such funds, he said. Moreover, the board of

Cumulative value of merchandise exports for AprilJuly 2016-17 was $87 billion as against $90.27 billion last year, a decline of 3.62%. Overall imports in the four month period of the fiscal stood at $113.99 billion, down 16.33% year-on-year. Trade deficit for AprilJuly was estimated at $27 billion, lower than $46 billion in the corresponding period last fiscal.

Silver, however, remained under pressure and lost another Rs 350 to Rs 46,500 per kg. Traders said some buying by jewellers to meet festive season demand from retailers led to the recovery in gold prices. However, a weak trend

Government data revealed that imports of petroleum, crude and related products were down 28% in July, while that of coal, coke and briquettes shrunk by about 7%.

Kuala Lumpur, Aug 13 (PTI): In a four-state swoop, Malaysian police have detained nine suspected Islamic State (IS) militants, including two allegedly involved in a shooting at a nightclub here recently. The Counter Terrorism Division arrested the suspects in Kuala Lumpur, Johor, Sabah and Kelantan between July 20 and August 9. Inspector-General of Police Khalid Abu Bakar said in a press release that three of the suspects arrested - aged between 17 and 56 - were foreigners. He said the three were using Malaysia as a transit point while they obtained forged travel documents to launch an attack on a country in the Middle East. Khalid said the 17-yearold suspect detained in Sabah had received orders from an IS militant in Syria to launch a lone wolf attack by killing non-Muslims in Sandakan. Khalid identified the two night club bombing suspects as Jasanizam Rosni and Md Saifuddin Muj who werenabbed in a hilly area in Kuala Krai, in Kelantan state on Tuesday. “They were also waiting for further orders to launch an attack on an entertainment outlet in Johor Baru,” said Khalid. He added that a M67 grenade was seized, saying that the two had planned to use it in the attack.

I s l a m a ba d, Au g 1 3 (IANS): The Afghan Taliban has freed the crew of a Pakistani helicopter that crash-landed in Afghanistan’s Logar province on August 4, Pakistani intelligence officials have said. Six Pakistanis and a Russian pilot, who were captured by militants in a Taliban-controlled district, were handed over to authorities in Pakistan’s Kurram Agency on Friday, Radio Free Europe quoted the intelligence officials as saying. The Punjab government Mi-17 helicopter was on its way to Russia via Uzbekistan for maintenance when it crashed in Afghanistan, the officials said. According to Dawn online, the reports have not been confirmed by Pakistani officials. Both Russian and Pakistani governments were making efforts for the release of the crew. The Afghan government also initiated an operation for their rescue. The Foreign Office said earlier this week that the Afghan government was trying to secure their release with the help of tribal elders of the area. Following the crash, Pakistani Army chief Gen Raheel Sharif had immediately called Commander Resolute Support Mission in Afghanistan General Nicolson and asked him to help in the recovery of the crew.
WASHINGTON, Aug 13 (PTI): A hacker believed to be linked to Russia has posted cellphone numbers and other personal information of nearly 200 current and former congressional Democrats, including House Minority Leader Nancy Pelosi, in the latest public disclosure of sensitive records. The documents obtained from the cyberattack on Democratic Congressional Campaign Committee was released by a hacker known as Guccifer 2.0. Researchers believe Guccifer 2.0 is a front for a prominent hacking group with ties to the Russian military intelligence agency, dubbed ‘Fancy Bear’. The Hill said the hacking is widely believed to be the work of Russian hackers. “Word began to spread

Foreign spies could use that information to try to intercept sensitive communications, the Journal said. The DCCC breach was reported late last month. In June, Guccifer claimed responsibility for hacking the Democratic National Committee and posting an opposition research document of Donald Trump online.

A member of the Syrian Democratic Forces (SDF) indicates a safe street to civilians fleeing the zones controlled by the Islamic State (IS) group. BEIRUT, Aug 13 (Agencies): The Islamic State group has freed hundreds of civilians used by the jihadists as human shields while retreating in northern Syria, US-backed forces and a monitor said Saturday. A source from the Syrian Democratic Forces, which pushed IS out of the city of Manbij this week with the aid of US-led air strikes, told AFP that some of the civilians were able to escape while “others were freed”. The Syrian Observatory for Human Rights, a British-based monitor, said that several hundred of the civilians taken were no longer
held by IS. The SDF, an ArabKurdish alliance, launched an assault in May on Manbij, on a key jihadist supply route between the Turkish border and IS’s de facto Syrian capital Raqa. IS fighters seized around 2,000 civilians as they fled Manbij on Friday, using them as protection against air strikes en route to the jihadist-held town of Jarabulus, on the Turkish-Syrian border. “Among the civilians taken by IS there were people used as human shields but also many who chose voluntarily to leave the town due to fear of reprisals” by the SDF,

Beijing, Aug 13 (PTI): Heavy downpours swept through parts of China, resulting in closure of 34 tourist destinations and relocation of over 7,000 people. Officials closed 34 tourist destinations after torrential rains lashed a district on the outskirts of northeast Beijing Friday. The Miyun district received up to 208.2 millimeters of rainfall yesterday prompting local authorities to issue a red alert for heavy rain and geological disasters. More than 2,700 villagers were relocated and 8,100 personnel joined flood control efforts. The district is forecast to see further rains last night, leaving the mountainous regions with a high risk of flooding and geological disasters. Two other districts on the outskirts of Beijing -Pinggu and Fangshan -- have issued orange alerts for rainstorms. China has a four-tier weather warning system, with red representing the most severe, followed by orange, yellow and blue. The city is forecast to be hit by rainstorms over the next three days, said the Beijing emergency response center. In neighboring Hebei Province, cities of Shijiazhuang, Xingtai, Baoding and Langfang have also seen heavy rain. From Thursday to Friday, precipitation was 18.7 millimeters on average, with some places receiving over 100 millimeters.

Nagaland’s first children’s indoor soft play zone, Peek-A-Boo Inaugurated

eek-A-Boo, Nagaland’s first children’s indoor soft play zone was inaugurated on the 13th of August by Shri. Khriehu Liezietsu, Hon. Parliamentary Secretary, Youth Resources and Sports, and Lotteries at North Hill Complex Building, High School Junction Kohima. Shri. Khriehu called this venture innovative and observed that it would benefit the public, especially the children of Kohima. Pastor Kedo Peseyie of City Church Kohima pronounced a prayer of blessing for the playzone. Proprietor Al-
lan Lyngdoh shared that this play zone was inspired by a growing trend around the world for indoor soft play zones which allowed parents to bring their children into a safe and clean place to play. He felt that it was needed in a place like Kohima where weather was unpredictable. Peek-A-Boo play zone is open from 10am to 6pm Monday-Saturday and 1pm to 6pm on Sundays. The play area is for children upto 8 years only. The rates are Rs.150/- for 30mins and Rs.200/- for 1hour. One ticket admits the child along
with a parent or caretaker. Additional persons who are 9 years or above are charged Rs.100/- for entry. To ensure safety of the children, one room is reserved exclusively for children 4 years and below. Children who are 9 years and above may enter but cannot play in the play zone in order to avoid damage to the play equipment as well as accidents with smaller children. The play zone is also available for hire on occasions such as birthday parties, kitty parties etc.

Argentina, having lost three and won a match, were desperate to restore their reputation. They had finished runners-up in the 2012 Games and also at the 2014 World Cup. And they were favourites to win over India, who qualified for the Summer Games after a gap of 36 years. Argentina started on a quiet manner but they peaked towards the end of
the first quartet. They earned a penalty corner in the 15th minute but Indian custodian Savita dived to her low right to deny a flick from captain Carla Rebecchi. At the beginning of the second quarter, Argentina went on the offensive and got a penalty corner. Rebecchi’s flick was again denied by Savita but Cavallero hit the ball home on the rebound to break the deadlock. The next goal was a sensational solo goal from Granatto, who ran past three to four defenders from the left to lift the ball high into the net in the 23rd minute. Three minutes later, Rebecchi successfully converted a penalty corner to make it 3-0, before Albertarrio’s cross from the left base-line was deflected into the goal as the ball touched a leg of an Indian defender. Later, Cavallero scored a field goal to make it 5-0 as the 30 minutes of play almost sealed the match for the Argentines. Leading by 5-0, Argentina dropped the intensity in the second half but the Indians were not able to make the most out of the situation. India’s best chances came in the 40th minute when Rani Rampal had her drag-flick saved by a diving Maria Mutio, who moved to the right in no time to deny India’s opener.
Manish finishes 13th in men’s 20km race walk Rio de Janeiro, Aug 13 (IANS): India’s Manish Singh finished 13th in the men’s 20km race walk event at the Rio Olympics. Manish clocked 1:21:21 in the race. The event was dominated by Chinese runners. Zhen Wang clinched the gold clocking 1:19:14 followed by compatriot Zelin Cai who clocked 1:19:26 to take the silver medal. Australia’s Dane Bird-Smith took the bronze medal with a timing of 1:19:37.
Manu-Sumeeth out of men’s doubles badminton
Rio de Janeiro, Aug 13 (IANS): India’s men’s badminton doubles duo of Manu Attri and B. Sumeeth Reddy crashed out of the Rio Olympics after going down in straight games 13-21, 15-21 to China’s Chai Biao and Hong Wei. The World No. 21 Indian pair never really looked in the hunt as they lost the first game in just 15 minutes before going down in 17 minutes in the second to the No. 5 Chinese duo. Manu and Sumeeth now find themselves out of contention to progress to the next round after losing their second consecutive Group D match. On Thursday, the Indian duo lost 18-21, 13-21 to Indonesia’s Mohammad Ahsan and Hendra Setiawan in their opening encounter.

Ledecky, the defending champion in the event that first put her on the international radar, recorded a winning time of 8:04.79, breaking her own record set in January by 1.89 seconds. The outcome of the race was never in doubt, and the Brazilian crowd loudly urged Ledecky on in pursuit of a new standard of greatness in the longest female Olympic swimming event. Ledecky already owned all of the top10 times in the history of the 800 free, and this adds another layer to her dominance. The result also gives the 19-year-old from Bethesda, Maryland, four gold medals in the Rio Games and five medals overall, moving her into elite all-time company. Only one woman, Kristin Otto of East Germany, has won more gold medals in a single Olympics (six in 1988). Ledecky ties Amy Van Dyken (1996) and Missy Franklin (2012) for the American record of four. With her 2012 gold plus three here, Ledecky is tied for second in Olympic history for most individual gold medals in a career with four. Messi announces return from retirement Barcelona, Aug 13 (IANS): Star forward Lionel Messi has announced his return to Argentina’s national team for their World Cup qualifiers in September, ending his short-lived retirement from international football. A disappointed Messi had announced his international retirement after missing a penalty in the shootout defeat to Chile in the final of the Copa America Centenario in June. It was the third consecutive loss for Argentina in the final of a major tournament following defeats at the 2015 Copa America and the 2014 World Cup. The announcement led to an outcry in Argentina with fans from all over the world expressing their disappointment. The veteran German centre-back will miss the first four months of the season with knee problem, having undergone surgery, but will succeed Mikel Arteta, who retired, as skipper.
